Police launch response to car thefts By Ashley Kus The Citizen

Police hope a new program called CARS will help catch car thieves by using security camera video. “We haven’t had anything like this before,” said police Sgt. Shawn Solek. “We have an alarm registry but nothing pertaining to security cameras.”

Residents will vote on a $45.6 million general government budget and a $43.9 million school budget, separate for the first time, at referendum on Tuesday, April 24.

Community Assistance in Response to Stolen cars/property was launched following a string of car thefts and break-ins within the last year. In 2017 over 120 thefts from motor vehicles were reported and 30 vehicles stolen, a nearly 20 percent increase from the previous year. Many of the crimes have been a result of unlocked vehicles. Berlin police arrested three juveniles in 2017 related to some of the thefts.

The Board of Finance, formed by charter change in 2016, spent months looking over the Acting Town Manager’s initial total budget proposal of $93.9 million. Members of the board reduced the manager’s budget by over $4 million.

Sam Lomaglio, chairman of the finance board, said throughout the process that this is a “catch-up” budget. “We’re beginning the process due to three years of a lack of funding for capital improvements,” he said. “I think we’re on the right track.” Included in the budget is more than $5 million in new bonding including the re-

placement of turf at Scalise Field. The budget also includes the town paying down over $6 million in bonds and over $400,000 in principal notes. Members of the Town Council previously proposed a plan to add over $1 million in additional bonding for capital items. After rejecting the finance board’s budget, a joint vote with the council for an alternative proposal to revise the budget, but not bond capital, was defeated. The alternative was a

$341,100 reduction to the general government budget with a 1.41 mill rate increase which would result in a $247 tax increase on an average $250,000 home. The first alternative was what was proposed by the council with more bonded and a 1.17 mill rate increase which would result in a $204 average tax increase. The budget went through unchanged after an 8-4 vote with the council and finance board. Mayor Mark Kaczynski said

Over five miles of town roads to be paved By Ashley Kus The Citizen

As part of continuous road improvements in town, 20 roads are set to be paved this year. “It’s about the amount we try to get done each year,” said Jack Healy, acting town manager and director of Public Works. “The last few years we’ve been on schedule.” Each year between five to six miles is paved. Last year the Town Council authorized up to $4 million to cover two more years of the town’s road improvement program. Healy said about $2 million was budgeted. The 20 roads, which total 5.69 miles, include heavilytraveled areas like Four Rod Road and Kensington Road. Other roads include Park Drive, Edgewood Road (700 block south to Park Drive) and Norton Lane.

Healy said there will be no major detours.

Paul Coccomo Paul Coccomo graduated from Berlin High School in 1995, where he was a member of both the football and baseball team.

In football, he was a threeyear varsity player, and while competing alongside his brother, Mike, dominated the offensive and defensive line.

Coccomo went on to become as assistant football coach at Cheney Tech alongside other Berlin connections coach Roger Pulito and assistant Nick Pepe.

Coccomo was a three-time All Northwest Conference selection and recognized as a CHSCA/Hartford Courant All-State selection and a New Haven Register AllState pick.

During his baseball career at Berlin High School, Coccomo was an All-Northwest Conference selection in both his junior and senior year. He was an Honorable Mention All-State selection as a junior.

During his senior year, he was a co-captain, and in 1994 received the Coaches Award. He was also a twotime defensive player of the year. Coccomo was part of the goalline stop against Middletown at the end of the game that gave Berlin the Nutmeg Conference title with a 7-0 record. Obituaries Harrie Nims KENSINGTON—Harrie Nims, 90, of Kensington, passed away peacefully April 11, 2018 with family and friends. He was born Sept. 2, 1927 in Concord, Mass., the son of John Buchanan Nims and Geneva (Canwell) Nims. He was the devoted husband of 50 years to Patricia (Sachs) Nims. He is survived by his three children, Marylee Aust, Jack Nims, and Steve Nims, and their spouses, Bill Aust, Barbara Nims, and Barbara Gurr. In addition, he is survived by his grandchildren, Bill Aust and his wife Fallon, Kevin Aust and his wife Ashley, Carolyn Nims and her partner Jeremy, Charlie Nims, and Hailey Nims. Harrie lived a full life from start to finish, enlisting in the Navy at age 17 to serve in World War II. He returned to Massachusetts to finish high school, earning a BS in Electrical Engineering from UMASS, and enjoyed a fulfilling 37 year career with Northeast Utilities, retiring as Vice President of Engineering and Operations. He was continuously active and capa-

ble, enjoying his family, church, garden, hunting, hiking, playing cards, volunteering, coaching, and scouting. Upon retiring, he shared 17 years with his wife in Lake Dunmore, Vt,, where they were blessed by constant visits and time spent with family and friends, loving every minute with his grandchildren. His sharp sense of humor couldn’t hide his heart full of compassion and care for everyone in his life. He gave to others generously whenever and however he could. Vital to the end, his final act was hiking with his devoted dog, Mindy, and her best friend, Coco. A memorial service was held April 17 at Prince of Peace Church, 1077 Chamberlain Highway. Letters to the Editor Vote yes To the editor: The Board of Finance would like to explain its efforts in moving the town forward and why you, the tax payers, should vote yes on this budget on Tuesday, April 24. The proposed budget funds education and capital improvements. It also provides for the paving of roads, plow trucks for public safety, police cruisers, an armed security supervisor for our schools, new phone lines for security purposes for each school which haven’t been replaced in over 10 years, and currently do not work properly, and many other necessary items. These items were in last year’s budget but the Republican-controlled council did not fund them. These improvements have been neglected for years and if left unfunded again the safety of our schools and residents would be affected. The BOF invited the Town Council to a joint meeting on the budget process. The Democratic council members stated that they would support the BOF work on the budget but the Republican members wanted to bond all capital projects. The BOF strongly disagreed with the bonding because we are already in a considerable amount of debt. Currently, the town is paying $8.6 million in loan payments each year. If we take the mayor’s suggestion, we would be paying an additional $500,000 annually. It would negate everything the BOF stands for if we were to bond trucks, lawn mowers, telephones and computers. Bonding is for infrastructure projects.

That would be a burden for all. Please do not let anyone convince you that the budget moving forward is not in the best interest of the citizens of Berlin. Sam Lomaglio Board of Finance chairman

Vote no To the editor: The Republican Town Committee urge voters to vote on the budget Tuesday, April 24. As Republicans, our goal has always been to try to minimize the tax impact to residents. We are asking residents to vote no on the budget. We feel the budget is too high, and given the state of Connecticut’s economy, we feel the burden of the Board of Finance-proposed 1.60 mill rate increase and a 5.05 percent increase in tax increases on you is too high. A $279 increase for an assessed home of $250,000. This does not include the revaluation assessment. True, our town lost $2.2 million from state grants, and as we mentioned and projected a number of years ago, our town debt payments continue to grow due to long-term budget spending projects like the high school. This year debt payments went from $2 million to $3.5 million.

But given the state’s ongoing fiscal crisis, our town is going to have to find ways to consolidate and save. This state crisis is not going away anytime soon. Mayor Mark Kaczynski and the Berlin Republican Town Council put forth a plan that had a 1.17 mill rate increase at a cost of $204 for a home assessed at $250,000. If you reject this budget as too high, the Town Council and the Board of Finance will have to make cuts. I believe cuts can be made without sacrificing the quality of our town or school services. It is time to consolidate departments within the Board of Education and Town Hall. That would be a strong first step. Anne Reilly Berlin Republican Town Committee Chairman

leaders have to take a tougher stance on increased spending. I know the mayor and most of the council are in favor of a budget smaller than the one we are voting on. Our new Board of Finance is still learning the process, I am sure, but they need to channel their inner “Doc” McIntosh, learn to say “no,” and resist the temptation to be Santa Claus to everyone that has a great idea to spend new money on. Leadership lacking To the editor: Governing, and leadership, means making decisions. Ideally, decisions guided by good judgment. By that standard, the Republican governing majority on the Town Council is sorely lacking in leadership. Putting aside for a moment the decision of the Republican council members to part ways with our popular and effective town manager, and

their inability to find a replacement – 16 months and counting; their decisions concerning the town budget show a complete lack of judgment. Consider that the Board of Finance sent a budget to the Town Council for consideration. The response of the Republicans on the council was to propose to bond for over $2 million to pay for short term capital items, such as vehicles, including a lawn mower, among other things. This borrowing to pay for items that should be in the operating budget would have cost taxpayers $300,000 to $400,000 in bond payments starting next year. It is noteworthy that none of the members of the Board of Finance and the Democrats on the council supported increasing taxes in future years to artificially lower next year’s tax rate.

The Berlin High School improv team – Chomping at the BIT – was selected to perform at the 2018 Hartford Improv Festival. Chomping at the BIT had to submit a recording of one of its performances and apply for a spot in the multi-day festival, held April 5-8. The six BHS students performed a 20-minute set based on the audience sug-

gested word of “coffee.” The Hartford Improv Festival is an annual event hosted by Connecticut’s premier improv troupe, Sea Tea Improv. This was the second year in a row Chomping at the BIT was picked for the festival. Chomping at the BIT is only the second high school troupe ever to have been accepted into the festival.
