2017 Annual Drinking Water Quality Report

We're pleased to present to you our Annual Drinking Water Quality Report, also known as the Consumer Confidence Report. This report, a requirement of the 1996 amendments to the Safe Drinking Water Act, is designed to inform you about the quality water and services we deliver to you every day. Our constant goal is to provide you with a safe and dependable supply of drinking water. We want you to understand the efforts we make to continually improve the water treatment process and protect our water resources. We are committed to ensuring the quality of your water. Water Source Our water source consists of a consecutive supply from the New Britain Water Department, New Britain, CT. Our daily water production averages around 1,068,630 gallons, with an estimated yearly withdrawal of 390,050,000 gallons. We maintain approximately 44 miles of water main and our system serves an estimated population of 9,180 residents and maintains 3,080 service connections. Our certified lab is New Britain Water Laboratory. Since we purchase our water from the New Britain Water Department, we are not required to treat our water. Over the past year we have completed some improvements to our system. They consisted of installing 10 new fire hydrants, 50 old meters, and new office software. In the future, we plan to replace 300 feet of 1” and 1¼” water main, and also replacing 200 feet of old 6” cast iron main. We have meetings on the second and 4th Monday at 4pm at 947 Farmington Ave. (rear), Kensington, CT 06037. Source Water Protection Source water is untreated water from streams, rivers, lakes, or underground aquifers that is used to supply public drinking water. Preventing drinking water contamination at the source makes good public health sense, good economic sense, and good environmental sense. You can be aware of the challenges of keeping drinking water safe and take an active role in protecting drinking water. There are lots of ways that you can get involved in drinking water protection activities to prevent the contamination of the ground water source. Dispose properly of household chemicals, help clean up the watershed that is the source of your community's water, attend public meetings to ensure that the community's need for safe drinking water is considered in making decisions about land use. A source water assessment report was recently completed by the Connecticut Department of Public Health, Drinking Water Division. The completed Assessment report is available for access on the Drinking Water Division’s web site: http://www.ct.gov/dph/cwp/view.asp?a=3139&q=398262&dphNav_GID=1824. The assessment found that this public drinking water source has a high susceptibility to potential sources of contamination. Additional source water assessment information can be found at the Environmental Protection Agency’s website: http://cfpub.epa.gov/safewater/sourcewater/. Water Quality Kensington Fire District routinely monitors for contaminants in your drinking water according to Federal and State laws. The following table shows any detection resulting from our monitoring for the period of January 1st to December 31st, 2017. It's important to remember that the presence of these contaminants does not necessarily pose a health risk. The sources of drinking water include rivers, lakes, ponds and wells. As water travels over the surface of the land or through the ground, it dissolves naturally occurring minerals and radioactive material and can pick up substances resulting from human or animal activity. All sources of drinking water are subject to potential contamination by substances that are naturally occurring or man made. Contaminants that may be present in source water include: Microbial contaminants, such as viruses and bacteria, may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife. Inorganic contaminants, such as salts and metals, can be naturally occurring or result from urban storm water runoff, industrial or domestic wastewater discharges, oil and gas production, mining, or farming. Pesticides and herbicides may come from a variety of sources such as agriculture, urban storm water runoff, and residential uses. Organic chemical contaminants, including synthetic and volatile organic chemicals, are by-products of industrial processes and petroleum production, and can also come from gas stations, urban storm water runoff, and septic systems. Radioactive contaminants can be naturally-occurring or be the result of oil and gas production and mining activities.

In order to ensure that tap water is safe to drink, U.S. Environmental Protection Agency (EPA) prescribes regulations which limit the amount of certain contaminants in water provided by public water systems. U.S. Food and Drug Administration (FDA) regulations establish limits for contaminants in bottled water which must provide the same protection for public health. The table below lists all of the drinking water contaminants that were detected through out water quality monitoring and testing. The presence of contaminants in the water does not necessarily indicate that the water poses a health risk.

Maximum Contaminant Level (MCL) - The MCL is the highest level of a contaminant that is allowed in drinking water. MCLs are set as close to the MCLGs as feasible using the best available treatment technology. Maximum Contaminant Level Goal (MCLG) - The MCLG is the level of a contaminant in drinking water below which there is no known or expected risk to health. MCLGs allow for a margin of safety. Drinking Water Equivalent Level (DWEL) – A lifetime exposure concentration protective of adverse, non-cancer health effects, that assumes all of the exposure to a contaminant is from a drinking water source. Maximum Residual Disinfectant Level (MRDL) - The highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants. Maximum Residual Disinfectant Level Goal (MRDLG) - The level of a drinking water disinfectant below which there is no known or expected risk to health. MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contaminants. IMPORTANT INFORMATION

Lead - Major Sources in Drinking Water: Corrosion of household plumbing systems; erosion of natural deposits. Health Effects Statement: Infants and children who drink water containing lead in excess of the action level could experience delays in their physical or mental development. Children could show slight deficits in attention span and learning abilities. Adults who drink this water over many years could develop kidney problems or high blood pressure. Copper - Major Sources in Drinking Water: Corrosion of household plumbing systems; erosion of natural deposits; leaching from wood preservatives Health Effects Statement: Copper is an essential nutrient, but some people who drink water containing copper in excess of the action level over a relatively short amount of time could experience gastrointestinal distress. Some people who drink water containing copper in excess of the action level over many years could, suffer liver or kidney damage. People with Wilson’s Disease should consult their personal doctor. Arsenic: The U.S. EPA adopted the new MCL standard of 10 ppb in October 2001. Water systems must meet this new standard by January 2006. Fluoride: Fluoride levels must be maintained between 1-2 ppm, for those water systems that fluoridate the water. Lead/Copper: Action levels are measured at consumer’s tap. 90% of the tests must be equal to or below the action level; therefore, the listed results above have been calculated and are listed as the 90th percentile. Total Coliform Bacteria - Reported as the highest monthly number of positive samples, for water systems that take < 40 samples per month. Coliforms are bacteria which are naturally present in the environment and are used as an indicator that other, potentially-harmful bacteria may be present. Our tests have all been negative. TTHM/HAA5: Total Trihalomethanes (TTHM) and Haloacetic Acids (HAA5) are formed as a by-product of drinking water chlorination. This chemical reaction occurs when chlorine combines with naturally occurring organic matter in water. Turbidity: Turbidity has no health effects. However, turbidity can interfere with disinfection and provide a medium for microbial growth. Turbidity may indicate the presence of disease-causing organisms. These organisms include bacteria, viruses, and parasites that can cause symptoms such as nausea, cramps, diarrhea, and associated headaches.

As you can see by the table, our system had no violations. We’re proud that your drinking water meets all Federal and State requirements. The EPA has determined that your water IS SAFE at these levels. All drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that the water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the Environmental Protection Agency’s Safe Drinking Water Hotline at 1-800-426-4791. For most people, the health benefits of drinking plenty of water outweigh any possible health risk from these contaminants. However, some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers. EPA/Center of Disease Control (CDC) guidelines on appropriate means to lessen the risk of infection by cryptosporidium and other microbiological contaminants are available from the Safe Drinking Water Hotline (800-426-4791). If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. We are responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for thirty (30) seconds to two (2) minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at http://www.epa.gov/safewater/lead. Water Conservation Tips Water conservation measures are an important first step in protecting our water supply. Such measures not only save the supply of our source water, but can also save you money by reducing your water bill. Water is a limited resource so it is vital that we all work together to maintain it and use it wisely. Here are a few tips you can follow to help conserve. Additional information on water conservation may be obtained by accessing EPA’s “Water Use Efficiency Program” webpage: http://www.epa.gov/owm/water-efficiency/index.htm:

o Check for leaky toilets (put a drop of food coloring in the tank, let it sit if the water in the bowl turns color, you have a leak). A leaking faucet or toilet can dribble away thousands of gallons of water a year. o Consider replacing your 5-gallon per flush toilet with an efficient 1.6 gallon per flush unit. This will permanently cut your water consumption by 25%. o Run only full loads in dishwashers and washing machines. Rinse all hand-washed dishes at once. o Turn off the faucet while brushing teeth, or shaving. o Store a jug of ice water in the refrigerator for a cold drink.

o Water lawn and plants in the early morning or evening hours to avoid excess evaporation. Don’t water on a windy, rainy or very hot day. o Water shrubs and gardens using a slow trickle around the roots. A slow soaking encourages deep root growth, reduces leaf burn or mildew and prevents water loss. Select low-water demanding plants that provide an attractive landscape without high water use. o Apply mulch around flowers, shrubs, vegetables and trees to reduce evaporation, promote plant growth and control weeds. Shrubs and ground covers require less maintenance, less water and provide year-round greenery. o Be sure that your hose has a shut-off nozzle. The IDSE is used to determine the levels of disinfection byproducts (TTHM & HAA) in the distribution system for future regulations. Disinfection byproducts are the result of the disinfection of your drinking water. They form when the disinfectants combine with naturally occurring organic matter in the water. The IDSE data was not used for compliance purposes by the CT Department of Public Health-Drinking Water Section, and test results were not required to meet the MCL of 60 ppb for HAA and 80ppb for TTHM. Berlin police officers awarded with Lifesaving Award By Devin Leith-Yessian The Citizen

When local resident Luis Rivera collapsed while walking to bed late one night last August, he said it felt like he fell asleep and woke up in the hospital. He suffered a cardiac arrest.

When his wife Irma Rivera heard him fall to the ground, she called the police after being unable to rouse him. Officer Tom Blake arrived approximately a minute after the call was received and began CPR after finding Rivera without a pulse. Blake was followed shortly afterward by Officer Bran-

Nine months later, Rivera presented the three officers with the Lifesaving Award at the Berlin Police Department’s biennial awards ceremony.

Letters to the Editor Tolls are not the answer

Where is the accountability?

To the editor: Connecticut spends $99,417 per mile of highway for administrative expenses. The national average is just $10,864. What is Connecticut doing so special administratively? Here’s some information seldom brought up in the public debate regarding tolls : The cost per car will average between 10-20 cents per mile, depending on the time of day (called congestion pricing), and up to 70 percent of the tolls will be paid by Connecticut commuters – not out-of-staters! The notion of just a few tolls at our borders was just protoll propaganda. We already receive $750 million per year from the feds for not having tolls. Current State Representative Catherine Abercrombie has stated she’s in favor of tolls and yet another plan by the DOT for further review. The 2015 report for the DOT by consultant CDM Smith said there could be as many as 121 toll gantries across Connecticut. These tolls would be all over the state on highways and limited access highways – such as Routes 8, 7 and 2. If a new, non-elected Transportation Authority were ever authorized to run them, as proposed, politicians could say they have no control over the tolls or the fees charged in the future.

The Republican Senate put forth a balanced budget months ago, and in it, the STF was funded without installing tolls. What needs to be done is to reject Governor Malloy’s 30year infrastructure spending bill of $100 billion! Spending is the real issue and tolls are not the solution. Kicking the can To the editor: On May 16, the Republicancontrolled Town Council made cuts – additional cuts – to the Board of Finance’s recommended budget, which the board reduced by just under $1 million. The council adopted cuts that included police cars/equipment, a new rug for McGee’s auditorium (which presents a potential safety hazard and hasn't been changed in over 25 years), and a minivan that transports students to and from school. Also, it adopted a $250,000 reduction in the Board of Education's operating budget for the next fiscal year. Nevertheless, the majority party, even prior to the council adopting the cuts, put up signs asking the taxpayers to vote down the budget once again. Who runs this town? In summary, these cuts are only going to come at the cost of the taxpayers later on. The majority party thinks kicking the can down the road is a good enough option for this town. Just remember under the current Republican majority, your taxes keep going up, and services are plummeting. Frederick Morley Berlin

Lesson learned To the editor: I recently received a call from our animal control officer regarding a concerned

– and anonymous – neighbor's belief that I was feeding a fox in my yard. Yep, midwinter, during a weeklong freezing, icy stretch, I tossed fruit (and once, some vegetable soup I had gotten tired of ) by the shed in my backyard to ensure that the fox made it through that hard week. Then I got online to learn how to help – and how not to help – wildlife. I found some startling information. Some people in the country have personally fed – even hand-fed – foxes, even inviting them into their home like pets. I learned that feeding wildlife causes animal dependency and can lead to aggressive behavior, as the wild animal assumes dominance over a yard or house. Yikes! I still have not found out if my one week of under-theshed support was wise or just well-intentioned, but the more I've read, the more I have learned that good intentions without good information can cause major problems. I still have not seen the fox famous for hanging around the Town Hall area, but he appears to be doing well according to the pics and posts on on BerlinBuzz Thanks to the concerned neighbor and Jan Lund for supporting increased knowledge about interactions with wildlife, for our safety and theirs. Editorial: State in training for rail line debut How many of us understand that it can take a mile or more to stop a speeding train? That’s one of the facts the Connecticut Department of Transportation wants us to know, with train traffic along the CTrail Hartford Line about to increase dramatically next month. Just in time for the longawaited debut of the new service, which is scheduled to launch on June 16, the state has started a safety campaign alerting motorists about the increased number of trains that will be passing through the many grade crossings along the way. This is more than just a good idea — it is absolutely essential to ensure safety, especially between New Haven and Hartford, where car-vs.train accidents have been all too common for years. Weekday roundtrip passenger service on the Hartford Line will increase from six to 17 trips per day between New Haven and Hartford and from six to 12 trips per day between Hartford and Springfield. And those numbers may well increase if the service catches on. In advance of the launch, throughout early June the number of daily test trains will increase. Electronic signs will alert drivers in various towns to the increase in daily trains and remind them to obey traffic

Author to discuss region’s ‘world-class landscapes’ Forged by nature and sculpted by time, the lofty traprock ridges in Berlin and the surrounding Connecticut Valley create an extraordinary landscape that has been celebrated by artists, outdoor enthusiasts and scientists for generations. On Tuesday, June 19, at 6:30 p.m., in the BerlinPeck Memorial Library’s Delaney Room, the Berlin Historical Society will host author, educator and environmental scientist Peter LeTourneau as he shares insights on this storied landscape in a presentation that will include spectacular photography of the region by Robert Pagini.

L eTourneau’s lecture, “No Place Like Home: The World-Class Landscapes and Environmental History of the Berlin Region,” w ill be followed by a reception and signing of his book, “The Traprock Landscapes of New England: Environment, History and Culture.” LeTourneau will present thought-provoking facts, historic images and Pagini's arresting photographs. Once called "the boldest and most beautiful" landscapes of New England, thousands of visitors have flocked to the traprock hills for inspiration and recreat i o n .

LeTourneau and Pagini, both Meriden natives, were inspired at an early age by these ancient volcanic h i l l s. Tracing the influence of natural history on cultural development in the Con-

Police seek to dissuade drinking and driving ahead of holiday The Berlin Police Department obtained a grant from the Connecticut Department of Transportation's Highway Safety Division to support increased DUI detection and enforcement efforts.
