After two referendums and months of negotiations, the Town Council has adopted a budget after making additional cuts Monday night. The final budget allocates $43.6 million to the Board of Education and $44.3 million in general government funding, with a 32.5 mill rate. The four council Republicans moved to make $500,000 in cuts over the objections of their Democratic counterparts and passed on a deal put forth by the Board of Finance last week. "My opinion is that we need to listen to the voters and it needs to come down a little bit,” said Republican Councilor Alex Giannone. “And, again, I think we can responsibly reduce it by a little bit more, and I mean a little bit.” Cuts include $300,000 in school funding and $125,000 for upgrades to phone systems at Berlin High School and the elementary schools. “It’s pretty devastating, I think, to our students. Veterans commission to hold free concert By Devin Leith-Yessian The Citizen
Locals can listen to some of their favorite songs played live while honoring veterans at the Concert to Honor All Veterans on Thursday, June 21. “I think this is a good way of bringing everybody together,” said Peter Galgano, secretary of the Berlin Veterans Commission, which is organizing the free show. The concert will feature Vinnie Carr and The Party Band playing patriotic music and classics from the ‘40s, ‘50s and ‘60s, and up through to-
day. Galgano said of Carr, “He actually played with a lot of very famous people,” including Frank Sinatra Jr., Jack Carter, Pat Cooper and Brian Dennehy. Galgano is especially excited to see him potentially play Herman Hupfeld’s 1931 song “As Time Goes By,” which was popularized in the film Casablanca nine years later. “It’s actually going to be for me, and a lot of people in town, a trip down memory lane,” he said. “It’s a real nice way of enjoying a spring evening.”
The concert will be held at the Veterans Memorial Park, with attendees nestled between the American Wars Walkway and the park’s memorials to veterans, which Galgano hopes will provide an educational and patriotic backdrop. He said the park has already proved itself to be a valuable resource for introducing the public to the work veterans have done, with people from across the state making field
trips to the walkway since its completion in 2015. The occasion will also be used to announce the commission’s plans to create a “Living Veterans Wall of Honor,” placed in the Town Hall as part of the Veterans of Foreign Wars tribute to active duty service members. The memorial will feature a television installed on the wall with a slideshow of pictures of veterans throughout
Berlin’s history with their name, branch, rank and information about their service. Galgano said this is just one more step “of showing the children or the families in our town why we have our freedoms. Aresimowicz wants override of tax credit veto

Eli's family is looking forward to watching him grow and hopes that he will have the opportunity one day to attend Hubbard School like his brother, sisters and many cousins.

“A much more precisely targeted bill, with limits on the total deduction, could help these taxpayers and drive small-business investment without creating a windfall for those who need it least,” Malloy said. The bill would have cost the state $650,000 a year. Aresimowicz also said he favors an override of the governor’s veto of an educationfunding bill, breaking with other legislative leaders who were disinclined to make the effort. The bill would limit the governor’s authority to reduce education grants to cities and towns after the budget has been adopted and the new fiscal year is underway.

Obituaries John Dirga SUMMERFIELD, Fla. — John “Jack” Dirga, 75, of Summerfield, Fla., passed away Monday, June 4, 2018 after a brief illness. Born in Granville, N.Y., he resided in Berlin for many years until his retirement in 2005, after which he moved to Florida. He was an environmental engineer at Pratt and Whitney in East Hartford for 35 years. He was a life member of the SVEA Social Club and the American Legion, and a member of the Kensington Congregational Church. He is survived by his
wife, Martha Fritzson Dirga, of Summerfield, Fla.; son, Naval Commander Robert Dirga, of Newport, R.I., and his wife, Katie Mortensen Dirga, and two granddaughters; son, Christopher Dirga, of Berlin, and his wife, Kelly, who is expecting Jack’s third grandchild; and brother-in-law and sisterin-law, Ivor and Linda Tarver. A toast to Jack’s life will be held on Friday, June 15 at 8:30 p.m. at the SVEA Social Club, 999 Kensington Road in Berlin, Conn.

The primary activity of the committee is to raise funds to pay for summer camperships for children whose families cannot afford to send them to summer camp.
Costly state mandates and union restrictions prevent our town officials from reducing costs at every turn.
Funds are raised by a letter appeal to local residents, civic organizations and Berlin churches in the spring of each year.
To have one board member shout obscenities at another is a waste of time and energy. Our frustrations should be focused on the poor leadership of our state legislators. Until our state government learns to control itself, our town officials will be stuck in this cycle every year trying to find ways to fund needed town services. In the meantime, I applaud the hard work of our elected officials in Berlin and hope they can find a compromise we can all live with, and move forward in the best interest of the taxpayers. The town charter has a residency requirement for the position, and Mr. Healy lives in Litchfield. But it seems that since, ap-
Now, I don’t have any particular issue with Mr. Healy’s job performance. But I do have a problem with the integrity of the process. If the charter specifies that there is a residency requirement, then there is a residency requirement. One of the reasons cited for naming Mr. Healy as Town Manager was that there was a lack of qualified candidates. Here’s the question: How many potentially qualified candidates did not apply or were turned away because of the residency requirement? If the town were going to blow off the residency requirement with all sorts of hair-splitting, why wasn’t this done prior to Mr. Healy’s appointment? That might well have increased the pool of qualified candidates. The mayor states that they followed the charter, but allowed Mr. Healy some discretion. No, they didn’t follow the charter. And if discretion were to be allowed because it was deemed the charter was too restrictive, it should have been done to open the position to other people who might be excellent town managers but who, like Mr. Healy, didn’t want to move to Berlin. Nothing about this has smelled good since Denise McNair’s exit, and this slippery elusion of the residency requirement after an appointment has been made doesn’t make it smell any better. Did you know Speaker Joe Aresimowicz voted for the criminal early release program (HB7104)? Do you support that?
In comparison to where I have lived at various stages of my career, Berlin, Connecticut is home to some of the savviest, frugal and resourceful individuals one can encounter.
Here are some of the unintended consequences of his vote: 30,000 criminals have been released back on the streets with a recidivism rate as high as 80 percent. Did you know sexual predators are eligible to participate in this program? A study from May 2012 to April 2015 found that 35 murders were committed by these “reformed” criminals. Does Joe’s yes vote make you and your children safer? Joe’s most insensible vote regarding criminals came after the horrific murders of the Petit family in 2007. Joe still voted to eliminate Connecticut’s death penalty (SB280) and his side-kick Governor Malloy signed it. If anyone deserved the death penalty it is the two convicted murders, Steven Hayes and Joshua Komisarjevsky, who will now only serve life sentences. Is that a position you would support?
It is a little disheartening that our finance committee and Town Council cannot appreciate this, as well as many of us in this community. We make ends meet in our households and businesses by necessity and not illusions of grandeur. We make sacrifices to insure the stability and financial wellbeing of our families and future. The 20 percent or so of people in this town who voted no to the proposed budgets embody these qualities. After noting how well our leaders listened to this preference, I'd be willing to bet that a good portion of the 80 percent who didn't vote knew that their vote wouldn't count.
Voters, Joe needs to go. Remember in November.
So, here's a word of advice to those individuals: Respect the will of the people fully. If you don't, they will not respect the processes you promote (i.e. voting on referendums and such) because they are intelligent enough to know the eventual outcome of their vote.

Setbacks for transparency You’d think that living in an open society, having grown up in one, would make people protective of the liberties they enjoy. But the lure of secrecy, and the idea that people are better off not knowing this or that, can be too powerful to pass up. This is even though we understand that secrecy is the tool of the totalitarian and that rejection of totalitarianism, as in King George III, is what helped get this country started. Secrecy, and limits to transparency, can pop up in all sorts of ways, and often in an innocuous-enough sounding situation. So we have the example of the state of Connecticut and the kissing contest Amazon held as it was looking to set up a second headquarters. Suitors got to line up and smooch, and Amazon got to decide who the best kisser was.

The report, released Thursday, June 7 by the Centers for Disease Control and Prevention, coupled with the suicides of designer Kate Spade and celebrity chef Anthony Bourdain last week have prompted mental health officials and advocates to re-ignite their push for awareness of services. It also led to efforts on social media to change the conversation around mental health and to remove stigmas attached with seeking help or counseling. Some celebrities discussed their own mental health issues.

They also thought it would be cool if this car could somehow be used for a greater purpose.

So they set the wheels in motion, worked with the Berlin Lions Club and found out about the CT VIP fishing derby. The Berlin Lions Club sponsors a yearly fishing tournament for blind and visually impaired people through the CT Visually Impaired Persons organization. The top three anglers from the senior tournament will be brought down to the National VIP Tournament on the Outer Banks of North Carolina in October to compete against anglers from all around the country. With the CT VIP fishing derby as their beneficiary, Carlson, Ulan, Rockhill, Bienkowski and MorisseCorsetti are now hard at work getting their demolition derby car ready. The car will make several appearances around town, as follows: Willard school on Monday, June 18. Hubbard school on Tuesday, June 19. Griswold school on Thursday, Sept. 6.

Acrobatics and yoga combine in a balancing partner act known as AcroYoga. With the fitness trend becoming more popular in Connecticut, here are 5 things to know about AcroYoga from yoga instructor Sasha Krushnic and yoga student/ assistant Christina Boyd, both of Vinnie’s Jump and Jive in Middletown.
Health benefits AcroYoga is all about physically lifting people up into different postures and balancing them in the air. The person lifting and the person being lifted are both using different muscles in their body to avoid falls.
