Budget process changes mulled

Children have been flocking to Berlin-Peck Memorial Library to collect prizes for their summer reading. “It’s really exciting,” said Alyssa Skorski, a children and teens librarian. “They’ve all been begging to leave the pool and come to the library.”

Town officials are looking at ways to improve the budget drafting process after two failed referendums and heated negotiations preceded the adoption of this year’s budget.

For each day a participant reads, goes to a library program, museum or a park, they can check off a day on their summer activity log and collect a necklace bead. “They’re motivated to read and do activities,” Skorski said. Being able to create a necklace of their own gives children a goal to work toward and introduces them to library activities.

Working with your children is a special opportunity By State Rep. Joe Aresimowicz

Questions surrounding the hiring of UConn football head coach Randy Edsall’s son Corey as an assistant coach has been in the news, as has my support for bipartisan legislation that clarified state law concerning family members working together. Obviously there is no stronger bond than the one between a parent and a child, and sons and daughters learning from and working together with their mothers and fathers is a wonderful, longstanding family tradition. From President Trump and his family in the White House, to my own son, Michael, assisting me with the Berlin High School football team, it is a relationship to celebrate.

Prior to Randy Edsall’s hiring, UConn sought and received an advisory opinion from the Ethics Commission that gave the OK on the circumstances of bringing on a family member as part of the staff. Six months later, with Edsall now officially head coach, Ethics issued a subsequent and conflicting opinion. UConn, represented by the Attorney General, appealed that ruling, which is currently in court. The judge has allowed Corey to continue in his position while the case is pending. After talking with coach Edsall at a high school awards banquet in January, also attended by Republican legislative leaders, we all felt the Ethics opinion conflicting with its earlier advisory

opinion was both wrong and unfair. I offered to help and, after further discussion with my fellow leaders, we all agreed to support legislation clarifying state law concerning the ability for higher education employees’ immediate family members to work together. This included certain safeguards such as ensuring all decisions on compensation and promotion are made by non-family members. That bill unanimously passed the House of Representatives on May 4, the Senate on May 9, and was signed by the Governor on June 7.

It is important to put this in context, in that it is current standard practice at UConn and other colleges to provide jobs for spouses of newly-hired professors who move here from other states. This makes a lot of sense if you want to be able to attract high quality candidates to your campuses of higher education. In addition, sons working with their fathers is very common throughout college football. For example, UMass head coach Mark Whiple has his son on his coaching staff, and former UConn head coach Skip Holtz learned his trade under his father, the legendary Lou Holtz.

Furthermore, Corey Edsall is well qualified for his position. He was on the University of Colorado football staff for the previous two years, and interned with the New England Patriots and Philadelphia Eagles before that. He started as a student assistant with his dad at the University of Maryland. Randy Edsall is a good guy, who we are all rooting for to improve the competiveness of our UConn Husky football program. I believe it is wrong to deny him the special opportunity to have his son be part of his dad’s team, and I was glad to help.

Daring feats, fireworks at the fairgrounds By Devin Leith-Yessian The Citizen

With the joyful screams of children on carnival rides in the background, circus performer Dizzy Diamond focused himself for a moment before hurling knives at his wife, Trixie Turvy, who was strapped into a spinning wheel. When the wheel slowed, two neat rows of blades stuck out of the wood on each side of Turvy’s torso. “It gets me every time. It freaks me out,” show manager Tommy Breen said after the show. A performer himself, Breen swallowed half a dozen swords and leaned forward to allow the gawking children in front to watch him pull them out. “I think that people like that (the show) is big and it’s flashy and it’s weird,” Breen said. Running from Tuesday, July 3 to the following Saturday, the Berlin Freedom Fest brought more than daring circus performances to the Berlin Lions Fairgrounds. It also featured a towering Ferris wheel, games, classic fried festival foods, and fireworks displays. With seats so close to the fireworks they reverberated through one’s chest, Chloe DiCosimo and Colton Little said the Freedom Fest fireworks surpassed the displays in larger cities nearby. “It felt like a rock concert,” DiCosimo said. “That was the best fireworks I’ve ever seen,” Little said. “This was such a great experience, I’m so glad I came.” While the Berlin Fair draws big crowds each fall, Jack Rudy, director of the Berlin Parks and Recreation Upbeat program, said the town lacks “a traditional carnival with rides” in the summer. Beginning one day before the Fourth of July and wrapping up July 7, the Berlin Freedom Fest lit up the town both figuratively and literally with its carnival-like excitement and dazzling fireworks.

The rest of the days were filled with sunshine and amusement.

Taking place at the Berlin Lions fairgrounds, local residents and others were eager to see what the fest had in store. They were not disappointed. With modest $5 parking and no entrance fee, thousands flocked to the smell of fair food that radiated from the grounds. Numerous rides, including the Starship 3000 and the Ferris wheel, lit up the area, adding to the already thrilling atmosphere.

The display kicked off at 9:30 sharp on July 4, and onlookers were treated to a 15minute display of lights and booms that echoed throughout the town. By the end, attendees on-site were joined by onlookers from the street in watching the colorful finale. The Freedom Fest wrapped up on Saturday, concluding with another fireworks display equally as spectacular as the first. Although not set to return to town, many who attended the event hope to once again be welcomed to a Freedom Fest this time next year.

For any that preferred to watch rather than participate, a free, circus-like World of Wonders show offered sword swallowers, fireeaters, escape artists, and many other acts. Carnival games such as balloon popping and the basketball shoot also lined the grounds.

Both rides and entertainment were provided by Dreamland Amusements, the same company that the Berlin Lions Club uses for the Berlin Fair. The Lions Club was also the host of this event, with Dreamland Amusements covering all costs.

However, the fireworks were undeniably the showcase of the event.

State Rep. Joe Aresimowicz has been touting the recent bi-partisan state budgets as an accomplishment of his. However, the record shows that in 2017 Joe voted in favor of Gov. Malloy's atrocious budget that was crafted behind closed doors with

Pay to park? To the editor: According to the signs I recently saw, we are going to have to pay to park at the Berlin train station starting in September. Really? Who came up with this brilliant idea? This

makes no sense and I think it will cause people to stay away from using the new train service. I utilized the new CT line train the first week it was operating. I had a meeting in New York City and decided instead of driving to New Haven or Stamford and paying for parking I would take the train from Berlin.

Hartford as well. I figured it was convenient and instead of having to find parking and pay to park in Hartford I could use the train. Now the cost of the ticket (or multiple tickets if going with the family) and parking in Berlin will not really be a savings, so I think I will just drive – it will be less expensive.

The trip worked out fine, but I am not sure I will use it when they start charging for parking in Berlin.

Looks like another great $760 million investment by the state/federal government that is being set up to fail.

Berlin Police Department receives grant for DUI efforts The Berlin Police Department has obtained a grant from the Connecticut Department of Transportation's Highway Safety Divi-

sion to support increased DUI detection and enforcement efforts. The enforcement program is scheduled through Labor Day, 2018.

The purpose of these patrols and checkpoints is to reduce accidents and injuries related to under-theinfluence drivers and to
