Summer of extremes hurts harvest Familiar face fills council vacancy By Devin Leith-Yessian The Citizen
Reaching through tangled browning leaves, Steve Vengtson, owner of Cold Spring Brook Farm in Berlin, plucked tomatoes off their vines and turned them over to show the mold and cracked skins plaguing this year’s harvest.

“We’re fortunate that most of our crops have survived … the main crops did well,” he said, noting that other farmers in the state have lost significant portions of their fields. The season got off to a dry start in June and July, causing crops to shrivel until rain in August inundated the fields. Vengtson’s onions doubled in size and some of his tomatoes grew so fast their skins split. “We went from one extreme to another,” he said. nominee to hit the ground running as budget negotiations loom. “He's very familiar with the budget and I think that’s one of the reasons it was important to have him there,” Kaczynski said. “There’s a bit of a learning curve with the budget.” “He felt because there was only a year left and I'm already up to speed on a lot of the issues … I was a good fit,” Paonessa said, adding that keeping the town’s spending and debt low are his biggest priorities.
Paonessa also cited his experience as the owner of Dura Construction as an asset to the council, saying that running a small business gives him a perspective none of the other councilors have. “I understand the asphalt required and the amount of stone” for paving a road, he said, adding that he’s been on both sides of a change order and can understand and anticipate what contractors may run into.
That could be useful when the town begins work on infrastructure repairs and upgrades to facilities such as the water system, Kaczynski said.

“He's very even-keeled, looks at all sides of the issue before he makes his decision to vote,” the mayor said. “He performed well on the council when I was with him on the last term.” Danielle resigned to spend more time supporting her daughter’s soccer career. Sexual harassment policy gets an update
The survey, which polled lawmakers, lobbyists, media, and others who work at the Capitol, also found that 17.3 percent of respondents agreed or strongly agreed that “sexual harassment is a pervasive problem” within the General Assembly. Meanwhile, 45.8 percent of respondents disagreed with the statement and the remaining 38 percent neither agreed nor disagreed. Those who reported experiencing sexual harassment said lawmakers and legislative staff were most frequently responsible. As a result, legislative leaders revised their sexual harassment policy to provide more detail on the complaint process, who handles discipline, and outcomes
“After an extensive review of the results of last spring’s survey, and working with experts and outside counsel, we believe that the updated policy makes clear that the General Assembly does not tolerate sexual harassment in any form,” House Speaker Joe Aresimowicz, D-Berlin, House Minority Leader Themis Klarides, R-Derby, Senate President Pro Tempore Martin M. Looney, DNew Haven, and Senate Republican Leader Len Fasano, R-North Haven, said in a joint statement. “Our goal is to provide a work environment in which instances of harassment can be reported without fear of retaliation and where everyone is treated with dignity and respect, and free from sexual harassment, both subtle and overt.” The survey was sent in the spring to 596 people whose
jobs require them to be at the Capitol, gauging their experiences with sexual harassment and the General Assembly’s policy. Along with those mentioned above, respondents included legislative and nonpartisan staff, vendors and employees hired to work during legislative session.
The survey found that 49.66 percent didn’t know how to file a sexual harassment complaint. At the same time, 2.9 percent of respondents said they experience quid pro quo sexual harassment — offering a favor or making a threat in exchange for sex — 22.2 percent reported experience touching, comments or other actions that made for a hostile work environment. Similarly, respondents said lawmakers were responsible for 86 of the 226 incidents creating a hostile work environment, while 64 were by legislative staff. Lobbyists, with 32 incidents, were the next highest group.
Additionally, only 38.3 percent said they would report a complaint if they experienced sexual harassment. A combined 77.57 said they would fear retaliation or have concerns about confidentiality.

Obituaries Marvin Lawrence Weiss BERLIN- Our beloved father, grandfather, great grandfather, father-inlaw and friend, Marvin Lawrence Weiss of Berlin, CT, comfortably passed on September 17, at the VA hospital in Brockton, MA. He was born on May 29, 1927 the son of Robert S. and Esther B. Weiss of Cohoes, NY. Marvin grew up during the great depression after the loss of his mother at age 5. As with many from his generation, he enlisted in the US Navy at age 17 to fight in World War II. He spent the war years in the South Pacific aboard the Battleship USS New Jersey and was involved in multiple actions. After the war he married Helen C. Kolman of Pittsfield MA in 1952. He earned a BS degree from Sienna College in Troy, NY. His business career spanned from a wholesale candy/ sundries company, paint and wallpaper to

He was a true renaissance man with talents ranging from cooking, carpentry, oil painting, restoring cars and boats, collecting antiques, target shooting and sailing. Letters to the Editor True representative needed To the editor: Joe Aresimowicz is a career politician. Unfortunately for us, he’s also a salaried, career union employee. Joe is a big part of the problem(s) here in Connecticut. For instance, did you know Joe voted to authorize driver’s licenses for illegal aliens (HB6495)? Is that something you would support? The Berlin Redcoats faced their toughest challenge yet on Saturday, narrowly beating the Northwest Catholic Lions 21-13 in West Hartford.
Suspense was high in the fourth, as the teams aggressively tried to put the other away.
The Redcoats (3-0), who headed into the game after two dominating performances where they outscored their opponents 92-0, struck first against the Lions midway through the first quarter. Quarterback Kevin Dunn found Larry St. Pierre for a 35-yard touchdown, the only score in the opening frame.
In the end, it was Berlin which landed the knockout blow, as Halkias ran it in from the 1-yardline to close out the game. The BHS football team bested Northwest Catholic on St. Pierre was once again the Saturday to improve to 3-0. Photo by Ajlal N. Khan key offensive weapon for the

The town hired CGI to create six videos for the town’s website, including an introduction to Berlin from Town Manager Jack Healy, an overview of the town’s school system, economic development opportunities, a tour of the new train station, local shopping and dining, and a look at the real estate market. Rather than charging the town for the service, CGI allows businesses that want to be included in the videos to sponsor the project. “They’re happy to see their
story told for the very first time in a video format,” Colon said.

Having visited Berlin a few weeks ago, he said Berlin is “a nice town” with good development potential and a welcoming environment.

Harvest From A1
content of fruits like melons and grapes, giving them a less sweet taste and making it more difficult to ferment grapes into wine. “You need a certain amount of sugar in the wine when you’re fermenting to form alcohol,” said MaryAnn Houde, vineyard manager at Gouveia Vineyards in Wallingford. With plans to harvest on Sept. 22, she was keeping a close eye on Hurricane Florence as it made its way up the coast. While the storm dropped less rainfall than they feared, the vineyard is still contending with clusters of grapes that have either overripened or are struggling to grow due to mold on the leaves. “We’re not getting the
yield we thought we would,” Houde said. They may not be able to produce as much wine as usual, but Houde is confident this year’s vintage will still be high quality. “Unless a catastrophic thing comes along, I think we’ll be OK,” she said. Jason Bowsza, chief of staff at the state Department of Agriculture, said farmers “are a resilient people … but sometimes when things get to one extreme or another it gets to be a daunting challenge that they have to face.” He said some farms around the state reported crop losses as high as 30 percent. “When there’s too much water you have the problem of not being able to harvest them in a way that they’re
marketable before they spoil,” Bowsza said. “This year we did hear that the abundance of water caused some people undue levels of spoilage.”
less than normal rainfall, but August was so moist that the three months combined ended up having 2.88 inches more rainfall than usual.
from two years of droughtlike conditions that forced the orchard to finish installing new irrigation systems for its apples and peaches.
Gary Lessor, meteorologist with the Weather Center at Western Connecticut State University, said the summer featured patterns of “excessive” weather, including “a lot of heat, a lot of moisture.”
While such conditions wreak havoc for crops close to the ground, peach and apple orchards have been thriving in the hot, wet conditions.
John Lyman, executive vice president of Lyman Orchards, said the only drawback he’s seen is less people coming out to pick their own fruit because of the rain.
“This year we had a great crop coming up through the spring. Really moisture and “It’s good to have the warmer temperatures, but if sunlight (determine) what your crops (are) going to you’re having that much moisture, basically the plant do,” said Greg Parzych, vice drowns,” he said. president of Rogers Orchards in Southington. “The This August was the second- heat actually adds to the flawarmest on record, followvor.” ing a July that was the eighth-warmest. The season “It’s not a record-breaker, but the fruit is looking nice,” got off to a dry start, with he said, a welcome break June and July both seeing
“The peaches kind of thrived with some of the conditions that we’ve had this year, it being hot, humid,” he said. “The size of the apples have been good … lots of sunshine (has) been good to help develop the sugars.” dleithyessian@record-journal.com 203-317-2317 Twitter: @leith_yessian
