Message: Today technology is basic Mayor Adam Salina Technology has become a required component in everyone's daily life. The same is true for the Town of Berlin. Whether we are requesting information, posting notices or informing the public of upcoming events, we depend on our computers. That is why the Town invested in upgrading our technology infrastructure a few years ago. This upgrade has enhanced our communication within Town Hall and our school system. Additionally, we have provided our police and fire departments with greater ability to work from the field. No longer does one need to be sitting in their office to file a report or view the layout of a building in crisis. Our public safety officials now have information at their fingertips while sitting in their police cruiser or fire truck.
State of the Town: a quick look at what's happening Town officials update the business community each year at a special State of the Town luncheon hosted by the Berlin Chamber of Commerce. Mayor Adam Salina, Board of Education President Gary Brochu, Town Manager Denise McNair, Fire Marshal Steve Waznia, police Chief Paul Fitzgerald and Economic Development Director Jim Mahoney are among those who provide the updates. Waznia said that since 2001, there's been an increase of 1,000 calls per year for emergency medical services. In a recent year, there were 800 fire calls and 2,300 EMS calls. Since the 9/11 attack, the town has received over $1 million in grant money to enhance emergency systems. Most of the grants did not require matching funds from the town. Chief Fitzgerald said "Berlin is a very safe community and we plan to continue to keep it that way," Fitzgerald said. The department is upgrading its tech-

Paper Goods Pond nology to allow officers the capability to do more work from their vehicles. Police have also implemented the Nixel alert system that sends messages to phones or computers. Mayor Salina said the town has kept its debt low and despite a few businesses leaving, other major companies, such as Connecticut Light and Power have expanded. "We have low debt compared to other towns," said Salina. At the school district, a Superintendent David Erwin will be one of the lead administrators on school upgrades. The plan to overhaul the high school has been approved and a major renovation of the HVAC system at McGee Middle School is nearing completion. On the economic development front, Jim Mahoney said interest remains strong when it comes to businesses looking at moving to Berlin. There's been good activity when it comes to commercial and multi-family applications to the development department.
Upbeat involves students in the community Upbeat, the town's community service program for students, has passed the 20 year mark. It's been more than two decades since Berlin received a federal grant directed to school districts interested in offering a program for alcohol and drug prevention, along with character development. The program has grown from 45 kids to over 300. Leadership training opportunities have increased as well, from one a year to four a year. The funding for Upbeat came from a very competitive grant process and Berlin was very lucky to receive it, said Upbeat Coordinator Alice Mitchell. One reason why Upbeat succeeded over the past two decades, could be that the program is designed to listen 2
to kids and that's where a lot of Upbeat's activity ideas originate. UpBeat participants have put hundreds of hours into volunteering. This includes volunteering at the Hospital for Special Care, spending time with senior citizens, tutoring programs at McGee Middle School, and also managing the drop-in program at the middle school. Students who are not members of UpBeat are also welcome to take a part in the volunteer programs. "We didn't just want to have one program, we wanted to be diverse (and have) as many programs as we can so we can impact as many kids as we can. We keep the focus on the kids. When people donate money, they know all of it is going to the kids," Mitchell said.

Welcoming wildlife at the community garden By Robin Veronsesi Special to The Citizen With a core of 34 plots, the Hatchery Brook Community Garden, on Orchard Road, is ripe with opportunity. And not just for growing vegetables. It also intends to earn certification as a Community Wildlife Habitat through the National Wildlife Federation. "The goal is to involve any interested resident in creating wildlife habitats to surround our existing garden and other open space areas," said Pat Bigelow, HBCG coordinator and a member of the Berlin Conservation Commission.. Kids are welcome, as are clubs and organizations such as the Boy & Girl Scouts, Berlin Upbeat, church groups, schools and even individual classrooms. "Our existing gardeners do a good job taking care of their plots," Bigelow said. It requires a lot of time and effort, so most are not able to extend their care to the borders and beyond. However, "that area is rich with wildlife," Bigelow said, explaining that wild turkey, birds, deer, smaller animals and beneficial insects already call the area home. Already, there is one volunteer who builds bluebird houses to make the area more hospitable for that species. There are also hiking trails and a brook. These factors meet many of the NWF's requirements for wildlife habit, which include: providing food, water, cover and places to raise young. HBCG educate residents about sustainable gardening practices, which is another criterion for certification. Recently, "we had the good fortune to have a master gardener," Bigelow said. Barbara Sheldon of Middletown worked at HBCG as part of an internship compiling a list of native plants that were both low maintenance and adaptable.
Hatchery Brook Community Garden Bigelow proposes dividing the border into four gardens, which could be further broken down into rows to be adopted by an individual or group. It will take roughly 85 shrubs - as well as numerous grasses, perennials, and some annuals - to fill the 1,900 square feet of border garden beds. "These would attract pollinators and beneficial insects and act as a buffer between field weeds and the garden," Bigelow said. Bark mulch is needed to minimize weed growth. It also conserves water by reducing evaporation. A deer fence is in place and no chemicals are used on the plants. "Get involved in a worthwhile outdoor project," Bigelow said, adding this is ideal family time, especially if you want to pry your kids away from cell phones and video games. Berlin museum holds treasures of everyday life The Berlin Historical Museum is open from 1 to 4 p.m. April through December. Admission is free. Located at the corner of Peck and Main Streets in Kensington, visitors are able to view new displays including "Laundry Day the Old Way" featuring antique washboards, washing machines, old irons, photos and a clothesline of vintage clothing. The exhibit is timely as people rediscover the art of line drying clothes as a practical way to save energy. In most of rural New England and Maritime Canada, a colorful line of sheets and clothing flapping in the breeze is considered an art form and the subject of numerous paintings and photographs. Another exhibit features antique rag dolls including a variety of red yarn haired Raggedy Ann and Andy dolls. The popular dolls and illustrated story books were the creation of Johnny Gruelle (1880-1938). Said to take place in rural Connecticut, one story even tells of Raggedy Ann being washed, run through a ringer and hung on the clothesline to dry. Another new display takes inspiration from a poem about Grandma's aprons recalling the indispensable garment that not only protected the dress underneath, but served multiple purposes including carrying vegetables from the garden and eggs from the chicken coop to waving field workers a "dinner's ready" sign and drying a child's tears. Museum members searched their cupboard drawers for hand me down aprons and have assembled a nostalgic and fanciful display. In addition to the new exhibits, the legendary Leather Man stays with us for another season in his cave setting and street histories remain on the kiosk. Local

Permanent displays include extensive collections of tinware, bricks, guns, local industry memorabilia, toys, clocks, tools and house hold items. The old Peck-King Library is a charming 1901 Arts and Crafts style building situated next to the Marjorie Moore Bird Sanctuary. We frequently have people visit who only remember it as a library and are astonished by the treasures and information it holds. Youth Sports: Berlin High School athletics are known and respected state-wide. BHS offers a huge selection of varsity sports, and the Redcoats are contenders - or dominate - in most of those. This past school year, BHS teams and individuals claimed state and conference championships. Records were set. Local athletes made plans to continue their careers at the NCAA Division I level. Town's open space grows

Last fall, town, state and Girl Scout officials gathered at Hatchery Brook Conservation Area to announce a state grant to support the preservation of the 44-acre Connecticut Girl Scout property as open space. The parcel provides a major "piece of the puzzle" in a greenway of open space, according to Michael DeLorenzo, of the town's Conservation Commission. The proposed greenway is described in the town's Plan of Conservation and Development and "We're doing well," he said, in terms of fulfilling that vision. The Girl Scout property is a link between Bicentennial Park, Hatchery Brook Conservation area, and Kensington Orchards. DeLorenzo said exisiting and planned trails, through the greenway, will provide contiguous hiking opportunities from Meriden to Southington and beyond. The addition of the Girl Scout land creates over 400 acres of open space in a block. In addition, there is another 450, in the nearby Blue Hills conservation area, which includes a portion of the Metacomet trail.
