Hearing delayed for police station The Berlin Citizen

The preliminary cost for the new police station to replace the cramped 40-year-old facility currently in use is $21 million. The Town Council has not yet taken action on the police station, but scheduled a public hearing to begin the process during its July 15 meeting at the Town Hall. There was disagreement among council members about when to hold the hearing, which is scheduled for Sept. 16. Members of the police commission in attendance advocated for the police station to be updated, as did Police Chief Paul Fitzgerald. Fitzgerald said the needs of modern policing were not being met by the current station, which did not provide adequate facilities for interviewing victims of crimes, space for evidence to be properly stored and archived, a usable shooting range, and adequate facilities for dispatch, which, the chief said, was essential to remain undisturbed and functional at all times to connect residents to emergency services. Republican Council members Brendan Luddy, Charles Paonessa, and David Evans voted to hold the Public Hearing on Sept. 16. Evans pointed out that the cost for the high school renovations will hit tax bills next year, as well as an increase in water and sewer bills. Evans stated that he believed a public hearing in September

would be better attended that a hearing on July 29. Mayor Rachel Rochette (D) supported a hearing on July 29, because this would allow the timetable to proceed such that a referendum vote on the police station could take place on election day this fall. This would spare the town the expense of putting on a separate referendum, Rochette said. Councilor Peter Rosso (D) said that he believed holding the referendum during the general election would lead to a higher voter turnout. Paonessa countered that the police station was a “huge expenditure” and that the public should have a chance to voice their opinion. Rochette argued that an additional month and a half did not justify the expense associated with holding a separate referendum, and opposed a suggestion that the decision on the police station should be held such that the referendum on the police station occur during next year’s budget referendum. Rochette argued that interest rates will not get any lower, and construction costs will continue to rise. “At this point I would like this to go forward as quickly as possible,” the mayor said. “In September people are more connected and aware of what is going on,” said Evans, who added that many people are on vacation during the summer months. SVEA club seeks items for anniversary

Summer band camp is back, thanks to the Joseph Manzi Foundation. The twoweek program brought local middle-schoolers and high-schoolers together and culminated in a concert nearly 100 people attended July 17 at McGee Middle School. “This could really change instrumental music in Berlin significantly,” Berlin High School Band Director Jeff Sirois said. “It’s pretty amazing what we’ve accomplished with these kids.” Attendee Dane Baclaski said the camp and the performance were both “fantastic.” “It really was fantastic,” said Gail Greaney, who also attended the concert. This is the first year of a

band camp featuring school staff since the days of the YMCA-run band camp. The foundation thought “it was something the town could really use again,” said Foundation President, Anthony Manzi, who recalled that Berlin music teachers, including Ronald Campanario, learned to drive buses to support the camp. Campanario was a much loved music teacher who taught in area schools for decades. The Joseph Manzi Foundation is a 501(c)(3) nonprofit organization founded in memory of volunteer firefighter Joseph Manzi, who graduated from Berlin High School in 1998 and died in a snowmobile accident in 2002. Joseph Manzi was an “avid musician,” according to the organization’s website. The foundation has raised more

Dog owners learn to be alpha of the pack By Charles Kreutzkamp The Berlin Citizen

The Dog Listener of the East, Pat Wright, came to the Berlin-Peck Memorial Library July 15, with patrons attending her workshop asking questions late into the evening, as the event ran for more than two hours, bumping up near the library’s closing. “In the canine world, dogs are of a pack mentality,” Wright told the audience. Dogs were once wolves, and

“we have changed them significantly, but not how they think,” Wright said. Operator of Baywood Kennels in Willington for more than two decades, Wright has studied wolf behavior in Yellowstone with “The Dog Listener” author Jan Fennell. Wright’s advice focuses on using pack dynamics to speak a dog’s language and communicate to the dog that their owner is the alpha of the pack. It is extremely stressful for dogs to take leadership roles on themselves in a world

workshop was extremely informative. “I really could have benefited from her advice a few years ago with my previous dog, who was quite a handful,” said Tyszka, who described Wright as “a wonderful speaker and … extremely knowledgeable.” Wright taught attendees simple leadership cues that dogs know instinctively. One such signal is known as “gesture eating” – before feeding a dog, eat a small amount of food. Alphas of the pack have “first dibs on the kill,” Wright explained.

Gesture eating can be as simple as eating a grape or cracker in front of the dog before putting down a food bowl – but don’t fake eating something, Wright warned, as dogs can smell the chemicals in your mouth and will know whether you’re truly eating or not. It’s a simple thing to do to display leadership, Wright said. After eating, you can give the dog food and then step away, signaling that the dog is underneath you in pack hierarchy and that it is now the dog’s turn to eat. Wright also said it’s important to remove the food

bowl after the dog leaves it. “In nature, the kill doesn’t wait around. These are nature’s creatures we’re talking about.” Dogs need to know that they are not in charge of the food. Control is something for the leader of the pack. “It’s too much pressure,” Wright said. “Any dog needs to know when it’s their turn to eat.” Some dogs may be resistant at first. For example, some may eat a small amount of food before leaving the bowl. When this happens, the bowl should be removed until the next time the dog is due to be fed, Wright said.

“I’ve yet to see a pack of wolves leave the kill. If it’s down they’re eating it.” Efforts dogs make to control food are a struggle for leadership of the pack. Some dogs will accept leadership from humans faster than others. “Nothing I teach is cruel. Everything I teach takes the pressure off of their responsibility to lead,” Wright said. “You have to be consistent every single time.” “I had great participation with many questions from the audience,” Wright said later in an email. “There was a point where the library

was closing and we were given the option to leave at that point or continue with questions and go out a side door later. BERLIN — Michael Huber, 53, of Berlin, died Wednesday, July 16, 2014, at The Hospital of Central Connecticut, New Britain. Born in New Britain, son of Dolores (Bogovic) Huber and the late Louis F. Huber III, he was employed at Gordon’s Yellow Front Wines & Liquors in New London, and was an avid UCONN fan. In addition to his mother, he is survived by a brother and sister-in-law, Thomas and Lori Huber, of Berlin; a sister and brother-in-law, Susan and Clifford Church, of Wethersfield; a nephew, Max; and several aunts, uncles, and cousins. A memorial service will be held Saturday, July 19, at Porter’s Funeral Home, 111 Chamberlain Highway, Kensington. Burial will be at the convenience of the family. Friends and relatives are invited to call at the funeral home on Saturday from 12 until the time of the service. In lieu of flowers, his family requests that donations be sent to Dolores Huber, 16 Mildrum Road, Berlin, CT 06037, to help defray their expenses. — Marion (Wasilewski) Mierzejewski, 90, of Old Saybrook, formerly of Berlin, widow of Wallace “Moon” Mierzejewski who died Thursday, June 12, 2014, died Tuesday, July 1, 2014, at Middlesex Hospital, Middletown. Born in Wallingford, daughter of the late Boleslaw and the late Anna (Kaminski) Wasilewski, she was a senior cadet nurse during World War II, and worked as a registered nurse at Meriden-Wallingford Hospital. She was a member of the Timberlin Ladies Golf League as well as being an avid card player. She enjoyed camping and going to the beach with her family. She is survived by her son and daughter-in-law, David and Ramona Mierzejewski, of Anchorage, Alaska; son, Wallace Mierzejewski, of Kemerer, Wyo., son, Richard Mierzejewski, of Anchorage, Alaska, son and daughter-in-law, James and Lori Mierzejewski, of Southington; and daughter and son-inlaw, Anne and Bill Lasky, of Old Saybrook. She had five grandchildren, Jessica Mierzejewski, of Bellingham, Wash., Rebecca Mierzejewski, of Anchorage, Alaska, Kyle Lasky, of Old Saybrook and Jamie and Stephen Mierzejewski, of Southington. Opinion Letters to the Editor Is a new police station necessary? To the editor: I am writing in regards to the article written by Charles R. Paonessa titled “Police station may be too costly.” Before purchasing a house in Berlin we were comparing costs and benefits of many towns in the Hartford area. After many months of evaluation we decide to buy in Berlin. We believe this town

offers good education and a safe community. However, as time went by, we see property taxes being increased at an unexpected rate. We accept the fact that the high school needs investment, as our kids will be going there in the future. However, I don’t understand – maybe because I had not seen or heard the actual reasons – why the police station needs to be moved to a new

location. I don’t know how projects are being managed in the Town of Berlin, but before the town decides to offset the cost of a new police station on residents, I would expect a clear and quantitative overview of benefits that residents will see. Because other towns move their police stations to the center of town, it does not provide substantial benefit

to town taxpayers. You cannot measure this benefit, besides stating that the center of town will be safer. Berlin is a safe town. Also, as Paonessa stated, this project will cost between $15 to $20 million, which in my opinion, is a very wide spread of cost. And this cost is not realistic because it seems people assume this is what it will cost. If I had to propose a project with that assumption, I would not see smiles in the conference room. I think people need to ask the question, is it really needed to build a new police station? What are the true reasons for a new station? I would like to see someone ask this question to those that propose the new station. I would not want to move out of the town because my property taxes doubled. Miroslaw Kot Berlin

How will we pay for it all? To the editor: I recently read Council member Paonessa’s commentary in The Berlin Citizen. My husband and I often comment how expensive it is to live in Berlin. We wonder how new families have enough money to do so. I think the new proposed police station is another farce of outrageous, unnecessary expense. The location alone, along a busy commercial intersection, is a traffic nightmare. The police station should have gone into the Ocean State Job Lot

area or the Saturn dealership; central to businesses, banks, Berlin Turnpike and highways. It is a waste of money to start new at a biohazard location at Kensington Furniture. Why wait for things to be crumbled and beyond repair for things to warrant fixing? Then, rather than fix it, we start over – bigger, better and more expensive. The town pool bathrooms are a huge, rusty, leaky disgrace, the Community Center roof leaks, many of the roads are filled with car-damaging pot holes, and the Senior Center needs more parking, and upgrades. We just can’t do it all at once. The high school is a money pit that was supposed to be done last summer. Students are breathing in construction fumes and junk. How can one small town dive into so many projects? Even the library is considering expansion, which would mean ousting the Community Center, installing an elevator and taking over the downstairs. Where will those Community Center offices and employees go? How much will this cost? The town is growing, yes, but if you look at data like the Library Board minutes, all library patron visits and checkouts are down, consistently. No one wants to review hard data, they just want to boast, “Our town has a fancy new (fill in the blank).” But no one knows how any of it will be paid for. Suzanne Helm Berlin

Only a select few are privileged to compete in college athletics. The physical and mental grind that athletes go through every season, along with balancing schoolwork, is grueling on both mind and body. Even fewer athletes are lucky enough to compete and last all four years in their respective sports. For former Berlin High School standout Samantha DeGroff, the decision to study and swim at Providence College was an easy choice to make. Being a student-athlete can be challenging, but DeGroff is forever grateful that she chose Providence not only for swimming, but also for the entire experience as a student-athlete. “It definitely taught me time management, to balance school work and a demanding sport,” she said about being a student-athlete. “It made me a better student. I had a better concept of how to get work done and it definitely made me more well-rounded. I met

some of my closest friends and I am grateful for that.” DeGroff started swimming when she was 7 years old. She enjoyed swimming when she started out but it wasn’t until several years later that she knew she was good enough to race in college. “When I first started I was just doing it for fun,” DeGroff said. “Once I started doing it year round, I had the hope I would do it in college. Swims was just average when she started swimming, and it wasn’t until a few years later that he came to the realization that she had improved immensely as a swimmer and could compete at the college level. “She was OK when she started,” he said. “When she really got into it for a few years was when she really started to take off. She kept improving as she got older and once she hit high school she was really good.” DeGroff was a two-sport athlete growing up. Along with swimming, she was also a highly touted softball player. In high school, she received three varsity letters in softball, as well as serving as

the captain of the team her junior and senior year. “She was always good at softball, but she was much better at swimming,” her father said. Although it was a difficult decision to make, DeGroff ultimately decided to stop playing softball and fully focus on her efforts in the pool. “She felt, for whatever reason, that she could perform better at swimming than softball,” her mother, Nancy DeGroff said. DeGroff ’s parents are and were both actively involved in sports. Her mother was an All-American swimmer at Manhattanville College and her father currently coaches football at Berlin High School. They always encouraged their daughter to play

year. During that season, DeGroff earned two individual and five relay first-place finishes, and also competed in six events at the Big East Championships. While she contributed to the team right out of the gate, DeGroff ’s competitive nature and her positive outlook, along with her talent in the pool, were major reasons her coach thought so highly of her. “She was a really good competitor and racer,” John O’Neill, Providence swimming coach, said. “And that’s what I saw in college, too. She was a multi-sport athlete with outstanding athletic ability and she was extremely team-oriented.” DeGroff decided to take a semester off from the swim team to take advantage of an

opportunity that not many get: studying abroad. She traveled to Ireland the second semester of her junior year. “We didn’t think she would go back” to swimming, her father said. A l t h o u g h t h e r e wa s some doubt amongst those close to her, DeGroff knew she wouldn’t leave her teammates. “When I came home I knew it would be hard to go back after taking a semester off,” she said. “The pool isn’t very forgiving. After doing it for three years, I wanted to do it as a senior. When it came down to it, it was an easy decision; it would have been weird if I didn’t do it.” O’Neill was happy that she See Swims / Page 17

sports but ultimately let her have her own freedom. “It was never a must-swim thing,” Rick DeGroff said. “We let her make her own decisions.” Coming from Berlin, Sam DeGroff saw Providence as a perfect fit. It was the perfect size for her, wasn’t too far from home, and the beauty of the campus blew her away. “I really liked the team, too. You could tell there was a good balance. I visited Providence early on and pretty much knew I was going to go there,” she said. “I went on a recruiting trip and the next day I talked to the coach and committed.” DeGroff excelled in the pool instantaneously, competing in multiple events for the Friars in her freshman

decided to return to the team. “You basically unplug yourself and have to come back and plug yourself back in,” the coach said. “We were fortunate to have her come back. Obviously, she was welcomed back.” DeGroff used the summer of 2013 to get back in shape to come back better than ever for her senior season, and it paid off. Her biggest accomplishment in college came during her last race of her senior year, when she set a school record in the 100 freestyle. “I was really happy, but it was kind of bitter sweet,” she said of her emotions after that race. “I was really happy I ended my swimming career on a good note.” While DeGroff was very

good at swimming in individual events, O’Neill noted that he could always rely on her in relays, if needed. “She was very mature,” O’Neill said. “She was always a great racer and always would step up in relays. I never hesitated to put her in relay situations. She always put up a good performance. If she was put in that kind of situation, she was always excited to step up.” While her swimming career may be over, DeGroff is very appreciative and at peace with the decision to attend Providence College four years ago. “I was able to swim and go abroad while at Providence,” she said. “I met some of my closest friends and I am grateful for that. Good things come when you work hard.”
