A man whose influence has touched thousands of lives, Ronald Campanario, died Easter Sunday at the age of 67. Memorial services were held April 25 at St. Paul’s Church in Kensington. “Mr. Camp” taught instrumental music to students in all four Berlin elementary schools, the old Kensington grammar school, and the nowclosed Percival school. Thomas “Tommy” Carotenui of TNT Motorsports in Kensington recently won first place for the second year in a row at the Rat’s Hole Custom Bike Show, held annually in Daytona Beach. Last year, Carotenui won with a “radical” bike – a fully customized “chopper” class machine built entirely from scratch. Council mulls fee waiver The Berlin Citizen
The Town Council tabled a decision on granting a waiver of field and usage fees for the Nutmeg State Games at its April 22 meeting. The council unanimously decided to table the item so that Mayor Rachel Rochette can meet with the town manager to discuss the criteria for fee waivers. “I think we, as a town, need to look at the fees that are being waived because they are becoming quite numerous,”
said Rochette, who explained that the criteria should be reviewed for any event that will occur after July 1, when the new fiscal year begins. Patrick Fisher, executive director of the Nutmeg State Games, explained to the council that the impact of having fees waived was significant. The Nutmeg State Games is an “Olympic style sport competition” series of non-profit sporting events in its 26th year, Fisher said, that See Council / Page 4

The bagger “is the trend right now,” because this bike class “can jump on the highway,” while the radical-class bikes are more limited to “trips around town,” Carotenui explained. The Rat’s Hole Custom Bike Shows are world-renowned, with competitions held in Italy, Germany, France, Sweden, Canada, and throughout the United States. Carotenui is a self-taught mechanic. “I started fixing things in the shop when I was 11,” he said. Carotenui has worked on just about anything with a motor, including tractors, ATVs, snowmobiles, and lawn mowers. “My father never said no to a job. If you have the money to fix something, we’ll fix it,” he said. The flame-decorated bagger that won this year’s competition features a high attention to detail. The intricate flame-inspired design in the wheel is echoed in other custom metal parts on the side of the bike. Some of the parts were shipped out to be dia-
mond-cut using a patented manufacturing process that utilizes a laser to etch a diamond-like shape into the metal. “It makes those parts shine like a diamond in the sunlight,” Carotenui said. Carotenui hopes to bring home a win next year in the radical bagger class. It will take the entire year to design and build the bike. This year’s

Google Glass, the trendy new wearable computer, was featured at the Berlin-Peck Memorial Library April 26. The Glass experience is kind of like watching a sci-fi movie – a screen appears in the upper right corner of your vision. Although many of Glass’ functions are activated via voice command, the side of the glasses is a touch screen. Coleman Kelly, who ran the Glass event, attended by some 25 people, said folks were impressed by the technology. Kelly instructed people in how to use the pair of Glass, which even fit and function correctly over a pair of prescription glasses. The original Glass prototype was eight pounds, but the current device weighs only 50 grams, lighter than an average pair of sunglasses. With this weight, it boasts an impressive 16 Gb of memory and 1 Gb of RAM. “It’s a wearable computer,” Kelly said. Attendees were impressed with the technology, but were quick to wonder about the practicality of such a

Three weeks after that, Mothersele was invited to film on Feb. 27, a day before his birthday. “I just wanted to go out there, be myself, and have a great time,” Mothersele said. Mothersele can’t talk about his performance until after the episode airs; an episode Berlin Wheel fans won’t want to miss.

Town Council member Brenden Luddy, who voted against allowing tax sales, responded to The Citizen’s request for comment. “I am happy to hear that delinquent taxpayers are in the process of paying their back taxes, but I will always feel that this was a function of our town manager, tax department professionals, and our legal representation, as they have performed these tasks in the past,” Luddy said. Luddy said that he can understand the town’s frustration in being unable to
collect back taxes, but that he “felt that the Town of Berlin should have stayed away [from tax sales, and] therefore I voted no on this issue.” Kluczwinski said that properties referred to Cohen for tax sale are “the 1 percent of property owners who have made no effort and no communication” regarding their tax bills after years of attempts. Kluczwinski said that the town does currently work with some property owners on fixed incomes, or who fell behind on their taxes due to medical issues. Property owners like these are not referred to tax sale, he said. Instead, the town works with these property owners, who work out a payment plan with the town.
If someone misses a month of back tax payments because money was really tight, the town does not hold that against them, Kluczwinski said. Kluczwinski said all property owners have 30 days to respond to the demand letter, and another 90 days to redeem the property. After properties begin to be advertised for sale, property owners have an additional six months to redeem their property. Reach every home and business every week! taxes. “We really tried to identify those property owners that were delinquent and were not making an effort to pay,” Rochette said. The town has full discretion in which properties should be subjected to tax sale. “This isn’t about throwing anyone out on the street,” Rochette said. “We have very specific criteria for tax sales.” The council has only authorized tax sales for residents who owe more than $10,000 in taxes and have been delinquent for more
than three years, or who owe more than $20,000 and have been delinquent for two years, as the state recommends. The town’s main alternative to tax sales, foreclosure, is slower, and more expensive for municipalities, and sometimes results in the municipality going to some expense to result in ownership of unsaleable property. The town does and should work with struggling families who may have fallen behind on their taxes, Rochette said. “At the same time, everyone who lives here has a responsibility to support

Campanario’s dedication was such that when he ran the YMCA music camp, he got up every morning, went to the bus depot, drove the bus to pick up every student participating in the program, taught the class, and drove kids back to their bus stop. Kevin Brigandi said “the best job I’ve ever had” was working as an assistant marching band director when Campanario directed the high school marching band – and
the job was a part-time supplement to his day job. “Mr. Camp knew how to make every person in the band feel special and important,” no matter what part they played, Brigandi said. He made music “cross through income and popularity, and it didn’t matter if you were the worst or the best, he made you feel important and like you belonged.” Brigandi said Campanario was dedicated to his wife and kids and often spoke fondly of them. “He would go out of his way to be nice to people,” said Brigandi, who recalled that Campanario would ask the band to play Frank Sinatra songs for the assistant principal when he visited the class.

The Berlin Police Department is investigating a smash and grab burglary that occurred at approximately 0810 hours Sunday, April 27, 2014 at the Berlin Spirits Shop located at 118 Mill Street in Berlin. The suspect made entry to the business by smashing out the glass on the front door of the establishment and subsequently made off with a quantity of cigarettes. The suspect and his vehicle were captured on store surveillance video. Similar incidents have been reported by several area towns. These incidents appear to involve the same
suspect and suspect vehicle. These towns include, but are not limited to, Newington, Avon, Wethersfield, Farmington and Windsor. Suspect description: White, possibly Hispanic male; late forties – late fifties; scruffy, graying beard; Boston Red Sox hat; dark colored sweatshirt; light colored pants; dark boots; wearing light colored gloves. Vehicle description: 19911996 Buick Roadmaster station wagon, dark gray or blue, wood grain sides, CT registration plate on back, roof rack. BERLIN — David Hotaling Kingsbury, beloved husband of June Troup K i n g s b u r y, passed away on Sunday, April 13, 2014, at the age of 91, after a long life well lived. He was born on Jan. 29, 1923, in Constantinople, Turkey, where his parents were teaching missionaries. He lived in Berlin for most of his life and graduated from Westminster School and Dartmouth College. He was a member of the Berlin Congregational Church. David was employed by Prentice Manufacturing Company in Kensington, and as an engineer at New Departure-Hyatt in Bristol. He served as a First Lieutenant in the U.S. Marine Corps and was on his way to take part in the invasion of Japan when World War II ended. After serving in Occupied Japan he returned home, and was later called up as a reservist during the Korean War. Together David and June raised five children in Berlin. He instilled in them the importance of family, a good education, and hard work. In his later years he spent summers at his favorite place, his family
home on Lake Champlain in North Hero, Vt. There he could be found tending his flower gardens, puttering around the shoreline, boating or sitting on the porch. It was a place that brought him great joy and peace as he spent time with his extended family. David loved bicycling, skiing, and tennis, and he played tennis three times a week into his eighties. David was predeceased by his parents, John Howard Kingsbury and Ruth Kingsbury; his siblings, Wallace Kingsbury and Joyce Dickie; and an infant son, John Howard Kingsbury II. He will be forever missed by his wife and by his surviving children, Fred Kingsbury, of Nova Scotia, Lois Kingsbury, of Berlin, Alice and Albert McCurdy, of California, David Kingsbury, of California, and Molly and Francis Onofrio, of Berlin. He is also survived by his beloved grandchildren, David Kingsbury and his wife, Jaimi, Zoe Kingsbury, Emily and Madeline Onofrio, and Jessie and Hannah McCurdy; as well as his nieces and nephews. His children are forever thankful for the love and tender care that Junie provided to David in his later years. A celebration of David’s life will be held in North Hero, Vt., in the summer. The family suggests that a good way to remember David would be to do a kind act for someone.

Letters to the editor A bright idea
To the editor: At a recent meeting of the Berlin Republican Town Committee, among other things under discussion, was the budget. We, all Berlin residents, are always looking to save money. One of the items we discussed was the street lights here in town. Did you know that CL&P knows exactly how many street lights are in the town? They also have a cost charged to the town for each and every one of these lights, whether lighted or not. That’s correct. Even if the light is not on, we pay. I counted, from Mill Street to my home. There were eight lights not working. Now, when I was a police officer on the midnight shift, we were ordered to check our district for lights not working. I do not know if this unwritten rule is still in effect, but I do know that we, the citizens, can report these lights. These street lights are in front, in most cases, of your home/driveway as well as street intersections. If the burned-out light is reported to CL&P and not replaced in a certain period of time, the town is not charged for that light. I admit, it’s only a few dollars, but over a year, it all adds up. To the editor: Boy Scout Troop 256 held its sixth annual Easter Bunny Pancake Breakfast April 13 at the Italian Political Club. The event was a great success and many people enjoyed a delicious breakfast of pancakes, sausage, bacon, coffee and juice, along with pictures with the Easter Bunny and a raffle with lots of great prizes. The funds raised at the event allow us to run a great program for our local scouts. The troop utilizes these funds for our annual summer camp expenses, monthly camping expenses, uniform costs and merit badge classes to educate the boys on scouting fundamentals. We wish to thank the scouts and all the families of our scouts who helped organize and work this event. Artwork must convey the theme of no smoking and can incorporate baseball. Entries must be original in concept, design, and execution. All mediums are acceptable (pastels, watercolor, oil, charcoal, etc.). All artwork submitted for Strike Out Smoking becomes the property of the American Lung Association and the New Britain Rock Cats. The winning entry will be printed and distributed to the first 1,500 children at the 10:35 a.m. game on Thursday, May 22. The winner and their entry will be announced on the video board during the game. The winner will be eligible to throw out the first pitch in that game if they so choose and will also receive four complimentary tickets to any future home game of their choice. Once again, Hall of Fame opens its doors By Nate Brown The Berlin Citizen
Some of Berlin’s living legends were out in force Sunday, as the Berlin High School Athletic Hall of Fame inducted its fifth class at the Aqua Turf in Plantsville. The class boasts more than 51 years worth of athletic accomplishments, including countless state champions, all-state and all-conference athletes, collegiate athletes; storied names in Berlin’s athletic history. “They’re all quite special, frankly,” Hall of Fame committee member James Capodice said, speaking of each Hall of Fame class. “You’ve got our first group, our inaugural group. After that, we’ve had excellent athletes that have come through.” For some, like Carl Ciarcia, the Hall of Fame nod was a long time coming. Ciarcia graduated from BHS in 1953. “I was surprised, you
know? I never expected anything like this. There isn’t really a nicer honor,” said Ciarcia, who joked, “I looked a little different back then.” While Ciarcia had plenty to reflect on from his football, basketball, and baseball playing days, some athletes used the greeting time prior to the induction ceremony to catch up with old friends. Richard McKeon, who moved out to California to begin his teaching and coaching career, hasn’t spent much time back east since his high school days. “I haven’t seen a lot of these people in a long time. I’ve got a lot of friends here, I’ve got cousins here, so I was really looking forward to this event, mainly for that,” said McKeon, who graduated BHS in 1975. “I miss my friends being out in California, but this is a great event to see them all again.” Apart from Ciarcia and McKeon, eight other former Redcoats and one team
– the 1963 undefeated football squad – were inducted as part of the Hall of Fame’s fifth class: Jack Cooney (’45, posthumously), Frank Marturano (’66), Mark Buckley (’84), Michelle Bedard Pascetta (’87), Scot Wenzel (’89), Joshua Clifford (’92), Lynne Orlowsky Finn (’94), and David Francalangia (’96). Fifteen members from the ’63 football team were in attendance, including Gary Fairwood, George Kanupka, Larry Mongillo, Randy Pulito, Jeff Benner, Bob Roberts, Michael O’Brien, Dennis O’Brien, James Sylvester, Marturano, Richard Dinda, Daniel Alex, Raymond Habershon, John Baccaro, and Thomas Holigan. Softball The Lady Redcoats remained undefeated after an exciting week that included extra innings and plenty of offense. The girls won a 2-1 thriller against Bristol Eastern to begin the week thanks to junior Kelsie Anderson’s walk-off home run in the bottom of the ninth. Berlin had led 1-0 until the top of the seventh, when a run by the Lady Lancers forced extras. Senior Makayla Harris earned the victory for the Lady Redcoats. In the team’s 13-7 win over Platt, the Lady Redcoats jumped on the Panthers early and never looked back, scoring 11 runs in the bottom of the first to take a commanding lead that would never be threatened. Harris earned the victory, yet again, for Berlin. Baseball The Redcoats have been difficult to stop as of late, improving to 6-1 following a week that featured wins over Bristol Eastern and Platt. In the matchup with the Lancers, Berlin got off to a quick 3-0 lead in the top of the first and never looked back. Junior Dan Garofalo pitched well throughout the contest to earn the victory, as Berlin outhit Bristol Eastern 9-4 and didn’t commit a single error. In Berlin’s 10-2 victory over Platt, the team racked up 11 hits. After falling behind 2-1 after two innings, the Redcoats scored six runs over the next two innings to take control. Senior Daren Grabowski led the charge, going 2-for-4 with a triple and two runs scored, while sophomore Nick Naples earned the victory. Boys golf The Redcoats finally earned their first outright victory of the season, defeating both Platt and Bulkeley, 162-205277, respectively, at Timberlin. Senior captain Austin Forauer was match medalist, scoring a 37 to lead Berlin.
The local boys also improved in their second match at Timberlin Golf Course this season, besting their 171 from a few weeks ago. The boys now hold a record of 3-2, and have averaged 168 strokes per match. Girls golf The Lady Redcoats continued their title defense with a 2-0 week against their toughest competition in the early portion of the 2014 season, defeating both Glastonbury and Avon on the road. In the team’s first match of the week, Berlin handled the Tomahawks, winning 193-211. BHS junior Julia Kemmling was match medalist, scoring a 43. Against the Falcons of Avon, the girls needed a season-best score to defeat their opponents. The Lady Redcoats were able to withstand the Falcons’ best effort, winning 182-192. Kemmling was once again the match’s medalist, scoring a 40. Girls tennis The Lady Redcoats have hit a rough patch in the early going of the 2014 season, losing three matches last week by a combined score of 20-1. The girls began the week with a difficult 6-1 loss against a difficult Simsbury team at home. Unfortunately, things didn’t improve for Berlin throughout the rest of the week. The girls were blanked by Northwest Catholic (7-0) and South Windsor (7-0) to fall to 1-4 on the season. Since the team’s season opening 5-2 victory, the girls have only won three individual matches. Boys tennis The Redcoats were rusty following their week-long hiatus for school vacation, falling to both Farmington and Wethersfield to drop to 1-4 on the year. The boys of Berlin lost 6-1 against the Indians of Farmington. Senior Dan Rombola continued his early season dominance, defeating Farmington’s No. 1 singles player 6-1, 6-1. Google said the consumer edition will cost significantly less. Kelly said attendees at the Glass event were “actually surprised it didn’t cost even more money. Once you try it on, it’s amazing the things you can do with it.” And Kelly said the product has exciting potential as more apps are developed. Some attendees wondered if Glass is safe to drive with, Kelly said. According to Reuters, Google has been trying to persuade legislators in Illinois, Delaware, and Missouri, that optical display devices like Glass are safe for users behind the wheel. One of Glass’s functions is to provide a GPS map and directions, practical applications for drivers.
