Many current and former police officers attended a memorial for their fallen brother Jeffrey Casner.
Town residents lined the streets May 25 for the annual Memorial Day parade. Dozens of local organizations marched, including veterans, police officers, firefighters, bands from McGee Middle School and Berlin High School, many boy scouts, cub scouts, and girl scouts, Raising Berlin, UpBeat, and others. Partway through the parade, a military plane — likely a World War II 810, according to Veteran’s Commission Secretary Peter Galgano — flew over the streets. Members of the Berlin Town Council were the first to start throwing candy to the crowd, but far from the last. Veteran’s Commission Chair Charles Colaresi remarked that Councilor David Evans may have threw “more candy than anybody,” as he recognized dignitaries attending the event, including the seven council members, former mayor Arthur Powers, and state Rep.

To have the town be so supportive of veterans is wonderful.” Colaresi reminded those in attendance of the meaning of the holiday: honoring soldiers who gave “the ultimate sacrifice” in service to the United States. “Today is for those who are forever lost to us,” said Mayor Rachel Rochette, who spoke of instilling the importance of the holiday in future generations. Even veterans “who make it home often carry heavy burdens,” she said. This year’s guest speaker, Lt. Col. Lesbia Nieves, is a veteran of Operation Iraqi Freedom. She said that for her, “Memorial Day took on a whole other meaning” after she “put on the uniform.” “I have lost brothers. I have lost sisters. I have lost fellow comrades, to say the least. There is nothing worse than that flag passively draped over that coffin. Many of you can share and understand that pain.” “When you see a veteran, you know there is a sacrifice behind that,” she said. Nieves said that the sacrifices of those in the National Guard, where she currently serves, should also be appreciated. They are not “weekend warriors,” but individuals who “stand ready” to respond to emergencies and to serve abroad. The Veteran’s Commission placed some 1,000 grave markers this year, with the goal of marking every veteran’s grave in town. Colaresi said the commission should be contacted if a grave was missed. Also, the commission continues to sell memorial bricks to be placed at the memorial in Veteran’s Park, with the proceeds supporting other commission efforts. Work on the “American Wars Walkway” continues and will result in signs being placed along the path in Veteran’s Park recognizing veterans from each of America’s 12 wars, including QR codes with educational information. During the ceremony, the Jeffrey Casner Award was presented to the two officers who were most successful at DUI enforcement in the past year. Officers Jeffrey Veach and Brandon Lagueux each made 10 DUI arrests this year, representing 30 percent of the department’s total DUI arrests in 2014. Berlin Police Commission Chair Joe Annunziata rode with Casner the day before he died. Thirty years later, “it’s just as sad as the day he died,” Annunziata said. “He was an up and coming cop. He was smart and got along with people and his fellow officers.” Annunziata thinks that if Casner were alive today, he would likely have become deputy chief of the department. According to the CDC, alcohol-impaired driving killed more than 10,000 people in 2013, accounting for 31 percent of all traffic related deaths in that year. Drugs other than alcohol were responsible for some 18 percent of motor vehicle driver deaths. “It’s good to get those drivers off the street,” Lagueux said. He credits the excellent training he received on DUI enforcement to the success in making 10 arrests. “You save more lives with a DUI arrest than any other,” said Veach, who also received the award last year. Veach said that these arrests not only protect the public, but also the driver being arrested. In teaching D.A.R.E. Veach has come to realize that substance abuse is something that has touched the life of every person, and every one of his students in some way: every person has a story, if not in their own family, then a friend. “Teaching D.A.R.E. really opened my eyes,” Veach said. Berlin High School senior Brooke Barney played Taps at the Maple Cemetery ceremony. She said it has been an honor to return every year since being asked to play at the event as a sophomore.

HADDAM — Harolvene “Vena” (Esberg) Spencer, 87, of Haddam, died Sunday, April 26, 2015, at her home surrounded by her family. She was born Aug.30, 1927, in Berlin, daughter of the late Einor and Virginia (Bushnell) Esberg. Growing up in Berlin, she graduated from Berlin High School class of 1946, was a member of the Berlin Congregational Church for over 70 years and also a member of the Berlin Grange. Vena was a secretary working for Corbin Screw and Russell Irwin in New Britain. She loved to travel, especially to Hawaii and was a lover of all animals, particularly dogs. Vena is survived by her daughters, Carol “Sam” Spencer Peloquin and her husband, Paul, of Haddam, Robin Spencer Kilmaszewski and her husband, Chuck, of Haddam; and grandson, Ryan Kilmaszewski, with whom she resided with; sister, Beverly Landon, of Kensington; several nieces and a nephew; and great-nieces and nephews; and her dogs, Ruby, Koa, and Lava. She was predeceased by her infant grandson, Benjamin Spencer Kilmaszewski. Vena’s family would like to thank her homecare providers Cheryl Smith, Mary Lynn and Pam for their wonderful

To put it succinctly, companies realized that Berlin and Farmington Avenue are a good place to locate your business. The other big challenge that had been mandated by our citizens was to develop a town center. This was no small task. Berlin was not blessed with open land in the general area of Farmington Avenue, the business thoroughfare. Our town staff led by Jim Mahoney, the town’s former Economic Development Director, identified the possibility of using the pond and land contiguous with Stop & Shop as the site of a town center. Because of its proximity to the VFW and American Legion, it was natural that the town center would become Veteran’s Park. This park would never have come to fruition had it not been for the receipt of state grants and the hard work of state Rep. Joe Aresimowicz. Literally, this entire project was funded with state funding. This brings us to the crux of the problem that Berlin is now facing; the three current Republican members of the Berlin Town Council have decided to stop working to develop Farmington Avenue. Amtrak and the State Department of Transportation have made the decision to make substantial investments in the Berlin Train Station and adjoining property. The Town Council had previously foreclosed on the property at 889 Farmington Ave., for nonpaySee Politics / Page 11

The Berlin Police Department conducted a field sobriety checkpoint Friday, May 15 on Farmington Avenue. Of the 933 vehicles passing through the checkpoint, 13 motorists were flagged for DUI testing or other investigative interviews. The results were: 10 motorists were cited for
operating unregistered motor vehicles, 14-12(a)* One motorists was cited for operating with a suspended registration, 14-215 Two motorist were instructed by screening officers to pull into the parking lot for field sobriety testing. Both operators passed the test.
professionals as to where a police station should be located? Are they going to continue this ridiculous pursuit of rejecting state grants after authorizing the town to pursue the grant? Are they going to continue to make unfounded accusations regarding Hartford’s influence? The only influence we
have in Hartford is our state representatives, who represent us well. Are the Republican members of the council going to vote to support a project, and then change their mind (again) after the funding process has been completed? Only time will tell. Hopefully they will revert to a position of growing Berlin.
Politics nonsense. Berlin applies for grant funds the same as any other town in Connecticut and the funds are provided based on the merit of the project. The application process is competitive and requires extensive effort by town staff, but Berlin has been very fortunate over the years and benefited from these programs. A council member would be foolish not to pursue any grants that are available. Without the assistance of these programs, Berlin would not have the open space lands, Sage Park, Timberlin Park, Bicentennial Park, as previously stated, Veteran’s Park, Ragged Mountain, in addition to the millions of state aid to schools, and the list goes on and on. The question remains, are the Republican members on the council going to second guess the police

ment of taxes over a period of years and subsequently acquired the abutting property when Kensington Furniture closed its doors. These acquisitions were made to meet the needs of the Police Commission as they requested a site for a new Police Department. When presented with this opportunity, the Police Commission voted unanimously for the council to acquire the Kensington Furniture site for the Berlin Police Station. The council then voted unanimously (yes, unanimously) to instruct town staff to enter into an agreement to purchase the Kensington Furniture property for the sole purpose of building a police station. Why do we need a new police station? Our existing facility is woefully inadequate. When Chief Fitzgerald was hired, the Police Commission Chairman Bob Peters instructed the chief to begin the process of developing the plans for a modern, efficient facility. Over 40 years ago Berlin was in desperate need of a new Town Hall and a police station because each were in decrepit nonfunctional buildings. At the time we would have preferred to locate both of these operations on Farmington Avenue in separate buildings, however there wasn’t sufficient land available and the use of Eminent Domain was not a consideration. Ultimately, we settled on the current site in a sin-
gle building for economic reasons. Now we have the opportunity to place the Police Station in the heart of the business community and provide an increased level of security. The Police Station would be the cornerstone of the Farmington Avenue business development project. We can understand that our citizens are concerned with the cost of the facility as proposed. That doesn’t mean you throw the baby out with the bath water and scrap the whole project. Police professionals have stated repeatedly that police stations should be located in the business district. The council has requested that the Police Commission review how the cost can be reduced without impairing the integrity of the project. The Republican council members have criticized the use of state grants for part of this project. They have even implied that somehow outside political influence is involved in the state grant process – sheer

While kicking back and doing nothing is the ultimate weekend plan, having nothing to do or no place to go can lead to overeating. Many people need some type of schedule so they don’t deviate too far from their normal eating routine. Not having a plan can lead to skipping meals, snacking all day long and overeating in the end. Solution: Stick to your weekday meal and snack routine as much as possible. When you’re at home, don’t hang out in the kitchen unless you are cooking or eating planned meals. If you don’t already keep a journal, doing so on the weekends can keep you honest and mindful of what and why you’re eating. The writer is a Registered Dietitian.

While nobody’s perfect, the Berlin girls lacrosse team came pretty close. T h e Re d c o a t s ( 1 1-5 ) wrapped up their regular season and CCC South schedule with a 10-5 victory over Bristol Co-op May 21 at Sage Park’s Scalise Field to finish 7-1 in their division. The team’s lone loss – a 13-12 decision to Windsor – came back in mid April. “I was really happy with our performance ... a lot of girls played positions they don’t normally play,” BHS coach Bridget Sheehan said of her team’s Senior Night victory over Bristol. “I had my girls on low attack; once they scored a goal, their job was to go on low attack so our defenders could come up and all our seniors could leave with a goal.” The Redcoats nearly achieved that, as eight of the team’s 11 seniors walked away as scorers throughout the contest: Cara Johnson, Maya McCann, Lauren Roe, Erin Goodwin (2), Olivia Martino,
Caitlyn DiCioccio (2), Olivia Bednarek and Olivia Jacques accounted for Berlin’s offense. Despite playing well all game and putting pressure on Bristol’s goalie, Kyra Daigle, Holly Chirico and Emily Lombardo couldn’t find the back of the net. “They knew it was their last game here and I don’t think we’re going to get a firstround game here. I was pleasantly pleased, though I wish everyone could’ve scored. That would’ve been nice,” Sheehan said. Despite falling short on that front, Berlin achieved something that had never been accomplished in the program’s history: the girls claimed their first ever CCC South title, and they did it in amazing fashion, besting their foes by a total goal count of 104-69. “I was so pleased with every one of the girls, a lot of them have gone above and beyond what I ever expected them to do,” Sheehan said. “I couldn’t be more pleased and

If I ask them to do one thing, they do that one thing, and then some,” Sheehan said. “They’re just the best captains that I really could imagine.” Sheehan also praised the

Seniors offensive and defensive abilities of the three stars took over. “Guild is a four-year starter,” said Pires. “She’s played four different positions for us, starting out as our designated hitter in her freshman year. Her permanent position is third base, but she really is a team-first kind of player, just like the other two. “Last year we had some problems and needed her to play first base, a position she never played. She never complained and played first for the last five games of the regular season and all through our tournament run to the semifinals.” Guild, who slugged her fourth home run against Middletown, is hitting .518 with 24 runs batted in. “She’s worked very hard on her defense and has improved tremendously,” said Pires of his star, who is a topnotch student and will attend Haverford College and play softball. Anderson is the center fielder and in Pires’ words, she is the leader of the outfield. “She talks to the right and left fielders,” said the coach. “Her defense is outstanding. The search for a reliable starter continued until the Newington game – Berlin’s third loss. “We were down 6-0 and we brought in Julia Lagace,” said Pires. “She threw five and a third shutout innings. McKenzie Hudson, a BHS sophomore, also was quoted in the release, saying of Kennedy, “He is the heart and soul of this school, and I don’t know what the school would be like without him.�
