Cameron’s £12bn cash injection for house buyers

HE second phase of the Gover nment’s Help to Buy scheme was launched last week with £12 billion, which is expected to last for three years. Halifax, HSBC and the Royal Bank of Scotland/Natwest will now be offering the 95 per cent mortgages to 25,500 home buyers. Virgin Money and Aldermore Bank are expected to get on board with the scheme in early 2014. Prime Minister David Cameron said: “Thousands of people will be able to get a foot on the housing ladder by applying for the new Help to Buy mortgage guarantee. “If you’ve got five per cent of the funds for a mortgage deposit, we’re providing a guarantee to the banks to help you get the rest. “Help to Buy is going to make the dream of home ownership a reality for many who would otherwise have

been shut out. This goes right to the heart of my vision for Britain – a country where everyone who works hard can get on in life. “Moves such as Help to Buy will also encourage house building. If potential buyers can’t buy, builders won’t build – so this is an important part of unlocking the market.” The first phase of Help to Buy was launched in April to provide loans for people moving into newly built homes. The second phase of the scheme has been extended to any UK property worth up to £600,000. The offer is available to first-time buyers and existing property owners with a minimum five per cent deposit. In exchange for a fee (charged

to the lender) the Government guarantees up to 15 per cent of the loan. For example, it means a buyer looking to purchase a home costing £200,000 would have to put down a deposit of around £10,000. Those who apply for Help To Buy will face checks to make sure that they can afford the mortgage payments. The Royal Bank of Scotland will offer 95 per cent mortgages with a two-year fixed rate deal at 4.99 per cent, and a five-year fix at 5.49 per cent. There are no fees with these products, but the borrowing rate for the five-year deal is significantly more expensive than other mortgages available outside the Help to Buy scheme. Experts say that because only a few banks are currently offering the deals it may take until next spring for the rates to become more competitive. The Treasury is hoping for an increase in housing transactions of about 100,000 every three months, which would return the market to historic norms of around 350,000.

STATE agents in Bristol say the house-bying public has responded positively to the launch last week of the second phase of the Government’s Help to Buy scheme. The haart estate agency, which has several branches in Bristol, has been inundated by house purchasers keen to take advantage. The launch prompted five times more people as usual to contact haart, and twice as many actually registered to buy. Under the scheme, which is available on any property up to the value of £600,000, purchasers only need a minimum deposit of five per cent, which means more people than ever can now obtain a mortgage. This means the required deposit for an average mortgage will reduce from £33,948 to £7,218 nationally, according to Spicerhaart and CML data. Paul Smith, haart Chief Executive, said: “We’re one of the first agencies to respond to the Government’s change in legislation by having Help to Buy advisers in all our branches. “As such, we’ve seen incredible interest from people wanting to get on or move up the ladder, making this our busiest October for nine years. This means there has never been a better time to sell, as second-steppers – those in their first owned homes – recognise there’s a lot of pent-up demand from first time buyers.” Until now, Help to Buy was only available to buyers of new-build prop-

erties and the Government provided an equity loan of up to 20 per cent, interest free for five years. The new scheme now includes all properties, with the Government underwriting a loan for up to 15 per cent. In both cases, the purchaser will need at least a five per cent deposit, plus stamp duty, legal fees and moving costs. Borrowers will have to meet the scheme’s various requirements. Properties bought for investment purposes are excluded. Mr Smith added: “We predict that property transactions will rise by 11 per cent over next 12 months, which will moderate the current excess demand in the market.” Meanwhile, Area Manager of leading local estate agency Taylors, Tony Benstead, said: “We welcome the launch of Help to Buy phase two, which will enable more people to get on the housing ladder. “As part of Countrywide plc, the UK’s largest mortgage broker, we are able to offer our customers access to a range of competitively priced mortgage products ranging from 95 per cent to 60 per cent loan-to-value. “Through Help to Buy, we are delighted to be able to offer a 90 per cent and 95 per cent loan-to-value mortgage from one of the high street’s leading lenders. “The interest rates for a 95 per cent mortgage available mean that the mortgage is affordable and repayments are manageable for buyers.
