nder the Vietnam - Myanmar Joint Statement on 12 priority areas in economic cooperation, including financial - banking sector, as tasked with by the Prime Minister of Vietnam, in April 2010 BIDV officially established a representative office in Myanmar. Since then, BIDV has strongly deployed activities in the country through the role of Chairman of the Association of Vietnamese Investors in Myanmar (AVIM), opening a representative office of BIDV Insurance Corporation and BIDV Myanmar Microfinance Company in Myanmar. On 30 June 2016 in the capital city of Nay Pyi Taw, the Central Bank of Myanmar (CBM) granted a license for BIDV to establish a branch operating

BIDV REVIEW

The branch has achieved positive growth in terms of size and operational efficiency. The branch has started to be profitable since the third year of establishment while it usually takes 5 years for a foreign bank branch to be so. As of June 2021, the branch's total assets reached USD132 million, demand deposits reached USD38 million and loan balance averaged USD27 million. The number of corporate customers increased by an average of 50 percent per year and the profit was over USD1 million per year. Such figures are still modest due to many objective reasons such as the Myanmar situation as well as legal barriers for foreign banks. The branch has excelled at all tasks over the past 5 years, receiving many emulation flags and certificates of merit from BIDV, and the Governor of the State Bank of Vietnam. BIDV Yangon has been highly appreciated

by the Central Bank of Myanmar for promoting economic and trade relations between the two countries. Such achievements are attributed to the efforts of all staffs of the branch, including Myanmar employees. The number of Myanmar staffs has significantly increased since the establishment date, now accounting for more than 50 percent of the branch's staff force. With the goal of diversifying the customer base, in addition to the Vietnamese businesses operating in the area, the branch has also focused on approaching customers from Japan, South Korea, Taiwan, etc. Taking advantage of the opportunity when the Central Bank of Myanmar allowed foreign bank branches to serve local businesses since the end of 2018, the branch has attracted local customers to open accounts and use the branch's products and services, most of them having commercial relationships with Vietnamese companies in Myanmar as well as in Vietnam. After 5 years of operation in the Myanmar market, Yangon Branch has affirmed its position as a professional and prestigious foreign bank branch, an effective bridge between Vietnam and Myanmar. BIDV Yangon also focuses on supporting and connecting the Vietnamese business community in Myanmar with the motto "Connection - Cooperation - Success". BIDV

Yangon has successfully fulfilled its role of leading and connecting Vietnamese businesses investing and doing business in Myanmar through providing effective consultancy and support in terms of legal affairs, market, sectors and partners. The branch's senior representative has been trusted and elected by the Vietnamese business community in Myanmar as the Chairman of the Executive Committee of the Vietnam Business Club in Myanmar (VBCM) since its establishment (May 2019). Over the past time, VBCM has organized many meaningful activities such as seminars, exchange of experiences, trade and investment promotion in the Myanmar market and

Although the branch encountered many difficulties in implementing its operations due to the complicated developments of the Covid-19 pandemic and political turmoil in Myanmar, with the close direction by the BIDV's leadership, the coordination and support by head office units coupled with solidarity and efforts of all staffs, the branch is set to implement synchronous solutions to achieve successes in the following years in the Myanmar market.

Building trust, looking ahead Mr. Nguyen Quang Ngoc, Chief Executive Officer of BIDV Yangon Branch, talked with BIDV Review about achievements the branch has gained as well as challenges given the double crisis in the country. As the first Vietnamese bank branch licensed to operate in Myanmar, after 5 years of establishment, BIDV Yangon has built its prestige. Can you share some highlights of this journey with our readers? Officially launched on 31 July 2016, BIDV Yangon is BIDV’s first overseas branch and the first Vietnamese bank branch licensed for banking operation in Myanmar market. After 5 years of establishment, the branch has maintained stable operation and achieved encouraging results, particularly: First, BIDV Yangon started making a profit after only 2 years of operation. Since the launch, the branch's business indicators have grown strongly and by the end of 2018, after 1.5 years from the time of opening, the branch started making a profit, 1 year earlier than the approved plan. Second, banking operations have gradually been digitized. In management and governance, the branch has implemented the MIS system to ensure that the management can look up management information in real time. Regarding products and services, the branch cooperates with BIDV Information Technology Center to develop iBanking and BSMS programs for customers as well as developing a collection program for

Mytel (the Top 3 telecom companies in Myanmar). Third, processes and regulations are well put in place. For overseas operations, the legal regulations as well as market practices are much different from the Vietnamese market. The branch has constantly formulated and adjusted BIDV’s existing processes and regulations to suit the actual business conditions. In addition, the branch boosts the development of professional manuals in English so that Myanmar officers can quickly grasp the work. Fourth, prestige and brand image have been enhanced. After 5 years of operation, BIDV Yangon has built an image of a reliable partner for Vietnamese businesses operating in Myanmar. Especially after the political turmoil on 1 February 2021, the number of Vietnamese corporate customers opening accounts and conducting transactions at the branch increased rapidly by more than 15 percent compared to the time before the turmoil. Finally, the branch has well fulfilled the role of bridging Vietnam and Myanmar. Over the 5 years of operation, the branch has been honored to receive leaders of the Party and Government of Vietnam during their working visit to Myanmar. At the same time, the branch

10

is also a bridge to provide consultation to and connect Vietnamese businesses with the Myanmar market, providing effective banking and financial solutions for Vietnamese businesses operating in Myanmar. Besides the business activities, BIDV Yangon has left strong footprints in social security activities. Over the past 5 years, the branch has carried out many big programs such as: donating facilities for schools in the vicinity of Yangon; donating ambulances for Yangon City (2016); donating computers and organizing workshops for Central Bank of Myanmar and Yangon region government (2016); donating water purification systems for schools in the vicinity of Yangon (2018, 2019); coordinating with the Vietnamese Embassy in Myanmar to donate to the Covid-19 response fund of the government of Myanmar and the Yangon region government in 2020, etc. Total funding so far is about USD200,000.

You have talked about the highlights. Given the current situation of Myanmar, what are the challenges as well as opportunities for the branch? The current period is the most difficult and challenging for the branch since its inception. Probably few countries in the world face a "double crisis" (political turmoil and Covid-19 pandemic) like Myanmar. However, in danger lies opportunity, the branch outlines some of the opportunities and risks in this period as follows: Regarding opportunities, first of

all, the branch has built an image of "accompanying businesses" among the Vietnamese business community in particular and businesses in Myanmar in general. Within 3 months after the political turmoil, activities of enterprises and the banking system were almost frozen, people rushed to withdraw money and waited in long lines at ATMs and branches of domestic banks. Thanks to the correct assessment of the situation of banking services and the scarcity of MMK and USD cash, the branch had been early prepared to support customers to perform essential and withdrawal transactions to serve the basic needs of businesses (while other domestic banks almost stopped providing the services). In addition, the branch can promote international payment services in the context of the US and EU strengthening

embargoes on Myanmar. With the advantage of BIDV Head Office, international payment transactions via BIDV usually take 1-2 days while it may take 1-2 weeks for local banks. The international payment channel is a great advantage of BIDV Yangon in the long run in terms of international payment quality compared with the majority of local banks in Myanmar. Not only do Vietnamese corporate customers bank with the branch, but also many customers from Myanmar and other countries have come to the branch to use international payment services, especially payments to Vietnam. It can be said that the current context is an opportunity that demonstrates BIDV's commitment to the people of Myanmar and businesses operating in Myanmar.

11

AUGUST 2021

However, there remain risks in the business situation in Myanmar such as policy and business environment instability due to the turmoil, risk of increasing bad debt and difficulty in mobilizing USD sources to sell to customers for debt repayment, and increasing operational risk. Under Executive Order 14014 issued on 10 February 2021 by the US President, almost all Myanmar businesses may be subject to the embargo. As a branch of a large financial institution providing international payment services for many leading Myanmar businesses and foreign companies that are partners of Myanmar businesses, BIDV Yangon must always be prudent in each and every international payment transaction. If a transaction is wrongly processed, it may affect BIDV's brand in the international payment market.

Could you please reveal the branch's future plans? Despite experiencing unpredictable political turmoil, Myanmar remains a potential country. BIDV's leadership defines Myanmar as a strategic area for BIDV. According to the Resolution of the Board of Directors and the General Meeting of Shareholders in 2021, BIDV Yangon will convert the branch model into a subsidiary bank. The subsidiary bank model has many advantages over the branch model, but within the scope of this story, we do not have time to elaborate on the advantages of this model. The branch has been carrying out relevant procedures to be licensed by the Central Bank of Myanmar to establish a subsidiary when conditions are favorable.

The report said that while Vietnam’s prospects remain positive, the authorities should address the heightened social, financial, and fiscal risks. ccording to the World Bank’s Taking Stock report titled “Digital Vietnam, the Path to Tomorrow” released on 24 August 2021, the Vietnamese economy is expected to expand by around 4.8 percent in 2021 and converge toward the pre-pandemic GDP growth rate of 6.5 to 7 percent from 2022 onward. This forecast is a downward revision of the projected 6.8 percent for 2021 in the previous Taking Stock report released in December 2020 and is subject to further risks to the downside. The update highlights impacts on the economy associated with the most recent Covid-19 outbreak and the mobility measures adopted by the government to contain the pandemic. Fiscal and monetary policies will remain supportive through the recovery in 2021. The monetary authorities will need to be vigilant about the rising risks associated with nonperforming loans, especially in the banks that were already undercapitalized before the pandemic. It would be useful to adopt a resolution plan for nonperforming loans, and to develop a well-defined mechanism for dealing with weak and troubled banks, while continuing to recapitalize banks to meet Basel II requirements. In addition to analysing the recent trends of the economy, this edition focuses on what Vietnam needs to do to realize its ambition of becoming one of the most advanced digital economies in the world. The Covid-19 crisis has accelerated the digital transformation of the local economy as an increasing number of businesses in Vietnam are now offering their services online. The government has also enhanced the digitalisation of its procedures and databases.
