I
f you’ve read my Chair’s Corner in the past, you know that I’m born and raised right here in Bismarck-Mandan. That means I’m all too familiar with our community’s four seasons: winter, spring, construction and fall. I’m kidding obviously. Our four seasons are really: winter, start of construction, middle of construction and end of construction. OK, enough with the jokes. We are truly blessed here to have four distinct seasons and with it, four distinct opportunities to enjoy all that Bismarck-Mandan has to offer. More specifically, summer brings the opportunity to get out and camp, play softball, ride bike or enjoy the Missouri River. What’s more is that all of these activities, and more that I haven’t even mentioned yet, present a tremendous amount of opportunities for local business. For example, if you’re going to go out camping next weekend, you’re going to have a camper or at least a tent. Oh, and by the way, you’re going to have food, probably something to fish with, and something to sit on while you’re by the fire. Or maybe you’re going to head out on the Missouri River for the day in which case you’re going to hop on a boat or trek out to the sandbar. Before you do though, you’ll need sunscreen and something to do while you’re out on the water with your family and friends. I could go on, but you get the picture. A lot of what we as Bismarck-Mandan residents during the summer is going to require a trip to at least one store and that means business for a lot of Chamber EDC Members. This month’s edition of the Connection is all about what we’ve termed, the “Recreation Economy.” There are an incredible amount of businesses around Bismarck-Mandan who will see an increase in business during the summer months simply because there are more of us out and about. Whether you’re a gas station, a boat or RV dealer, campground, marina or sporting goods store, the chances are that you’re going to see an increase in sales when the weather gets nice out. That’s not to mention all of the events that only happen during the summer like the McQuade’s Charity Softball Tournament, races at Dacotah Speedway or Bismarck Larks games. Before we jump into the summer, we have to look back though and look back at the 2021 Legislative Session. This Session was marked by a lot of critical legislation like HB 1175 which provides COVID-19 business liability protection, HB 1380 which will direct Legacy Fund earnings well into the future and HB 1419 which allows political subdivisions the ability to seek voter approval of what’s been termed a ‘street utility fee.’ That particular bill, HB 1419, was one of the Chamber EDC’s top priorities heading into the ’21 Session and we’re so grateful for the support of the Bismarck-Mandan Legislative Delegation on this bill and many others. Our local delegation does a tremendous job for Bismarck-Mandan and we at the Chamber EDC are grateful for their continued engagement. You can read more about these issues and more that the Chamber EDC is working on throughout this month’s Connection. Most importantly though, I want to thank you all for your continued support of our organization. We truly cannot do any of what we do without the support of our members.

THE RECREATION ECONOMY:
OUTDOOR RECREATION INDUSTRY THRIVES IN BISMARCK-MANDAN By Kristine Kostuck, Clearwater Communications From rolling hills — ideal for catching a sunset on the back of a motorcycle — to the Missouri River filled with boats, kayaks and canoes, Bismarck-Mandan offers a wide variety of outdoor activities. Along with providing fun in every season, outdoor recreation is a thriving industry with a big impact on the local and state economy. “People in North Dakota love recreation during every season,” says Annette Behm-Caldwell, owner of Open Road Honda, which has sold motorcycles, ATVs and side-by-sides in the community for almost 20 years. In the last 50 years, the outdoor recreation industry has grown exponentially. According to the Outdoor Industry Association, Americans spend more money on outdoor recreation than on pharmaceuticals and fuel combined, and the industry’s economic footprint is comparable to hospital care. In North Dakota, the recreation industry has created nearly 17,000 jobs and, in 2019, brought more than $1.3 billion to the state.

Josh Vallely, owner of Vallely Sport and Marine, says he has enjoyed watching the outdoor recreation industry progress. “In our 47 years in business, recreation has changed a ton. The biggest thing that has been changing is how new technology continues to advance the industry. This will continue to drive our industry forward and require our business to change and continually adapt,” he says.
Although businesses like Open Road Honda and Vallely Sport and Marine thrive in warmer weather, both Behm-Caldwell and Vallely say their businesses are not fazed by the short summer season in North Dakota. “We carry products for all seasons. This allows us to cater to our customer’s recreational and outdoor needs year-round,” says Vallely. Vallely states structuring his business around carrying a wide variety of products for each season has helped him serve clients most effectively and keep a fully-trained staff all year. “We certainly peak during the summer season when all our products are being used. We also have a large storage and service business that peaks in the summer season. These peaks create many challenges to maintain the high customer service expectations we have for ourselves. We are set up for it and work endless hours to accomplish this during our busiest months,” he says. Open Road Honda has also expanded to meet the product and service demands of its customers, and both businesses say they work to reach all ages and demographics from across the state. “We enjoy working with a wide variety of customers. Our business model is a success in other regions of the U.S.; although, you may find the product mix may change to more motorcycle and less off-road in larger urban markets,” says Behm-Caldwell. Creative marketing has been especially essential in the past year for many businesses; however, the pandemic has had a positive effect on the outdoor recreation industry. BehmCaldwell says she has noticed a considerable increase in sales this year. “As families were not using disposable income on vacations, movies or dining, they had more money to spend on recreational vehicles,” she says.

Recreation-related private businesses are not the only ones drawing crowds. City and state parks have also experienced an increase in visitors. “Over the past decade, we have seen a steep rise in year-round use at the North Dakota state parks, including Fort Abraham Lincoln State Park,” says Matt Schanandore, interpretive and events director. “The North Dakota Parks and Recreation Department saw a 35 percent increase in campsite nights statewide in 2020 compared to the 2019 season, with the largest increase during September and October. The surging interest in outdoor recreation, due to the pandemic, isn’t slowing down, and we anticipate another busy season in 2021 as state parks provide safe outdoor activities.” Schanandore says Fort Abraham Lincoln draws the most visitors during its full-service camping season from Memorial Day to Labor Day. Being one of 11 state parks open yearround, it has also continued to see an increase in visits throughout the year. “We serve a wide range of demographics, from families to large tour groups to recreational enthusiasts. Whether residents or out-of-state travelers, those who visit the park support it. Annual and day permits, rental and camping fees, and donations all get invested back into the North Dakota State Park System to upkeep facilities and provide modernized improvements,” he says.

There is no doubt that parks and recreation provide a vital role in North Dakota’s future, supporting economic vitality, workforce recruitment and retention and improving community health,” says Schanandore.

2021 LEGISLATIVE WRAP-UP By Cathryn Sprynczynatyk The 2021 Legislative Session was highly successful for the Bismarck-Mandan community. Connection magazine spoke with four Bismarck-Mandan legislators on bills that are important to Chamber EDC members.
INFRASTRUCTURE FUNDING

Description: HB 1425 sets targets for investing a greater portion of the Legacy Fund principal in North Dakota. The bill directed the State Investment Board they must invest 20 percent back into the State of North Dakota. 10 percent is for equities to invest in North Dakota businesses. The idea is to make capital available to use and grow businesses. The other 10 percent goes into two infrastructure funds for cities and counties to use for infrastructure needs.
Result: Passed “One of the biggest things we did this session was the trifecta of the three bills we passed to deal with the Legacy Fund,” said Rep. Mike Nathe, District-30, the prime sponsor of HB 1425. “This session there were three very big bills that took care of that. “I am very pleased (with the result). We have a big need for infrastructure in this state. It’s a long-term problem, and I think we have come up with good long-term solutions to help fund infrastructure across the state. If you combine that with the Prairie Dog (infrastructure) bill from two years ago, we’re in a good position.”

Description: HB 1175 protects businesses from potentially frivolous civil liability lawsuits when those businesses have acted in good faith and followed COVID-19 applicable laws, regulations, and executive orders. The law is retroactive to Jan. 1, 2020, covering the entire COVID-19 pandemic.

“The biggest thing was the unknown liability that could exist inside the business community related to COVID-19 and the fact that it was an uninsurable risk,” said Rep. Todd Porter, District-34. “The biggest concern was somebody would sue, and it would be uninsurable and put a company out of business. It was a preemptive (law) in legislatures across the country for businesses. They wanted to get out in front of it so that you didn’t have a barrage of lawsuits that were uninsurable. “The bill was model legislation that came from business groups, and I think the bill covered exactly who and what it needed to cover.”

Description: SB 2289 aligns certain existing North Dakota scholarships with the state’s choice-ready framework. Choiceready is a component of the Department of Public Instruction to measure whether our high schools are producing students who are ready for success upon graduation — whether they choose to start a career, enter the military, or pursue higher education.
Description: HB 1419 gives cities and counties the option to use a street utility fee to fund street maintenance projects instead of special assessments. Voters must approve the use of a street utility fee instead of special assessments. The Chamber EDC has been working to get this passed for two legislative sessions. The legislation was drafted because of a 2017 law that limited cities’ authority to levy taxes.

“Over a number of years, we have created (various) scholarship programs for high school graduates,” said Sen. Erin Oban, District-35, the prime sponsor of SB 2289. “Since they were created, our expectations of students who are graduating have changed. That really came with the passage of federal Every Student Succeeds Act. With that we created a choice-ready framework. We heard students were having to make decisions between graduating choice-ready versus meeting the qualifications of the scholarships. That is counterintuitive… Now, we are making sure kids who are graduating are choice-ready whether they will be going on to college, starting a career, or entering the military.
“The passage of House Bill 1419 gives another tool in the toolbox for political subdivisions to find a way to get the proper funding of their infrastructure needs,” said Rep. Jason Dockter, District-7, the prime sponsor of the bill. “It’s not a one-size-fits-all. Different political subdivisions do their special assessments differently. It’s up to the city to educate their voters before they bring this forward. It’s another tool in the toolbox.”

Phoebe Hoerner ELECTRIC SALON Tell us about yourself and your role within your business. A: I am a Bismarck native. Two years ago I moved back here from Fargo where I worked as a cosmetologist at a salon and as a Cosmetology Instructor and Creative Director at a hair school. In May of 2019 I moved back to be with my now husband. Electric Sunn was for sale, and so we hopped on the opportunity.

MEMBER SINCE 2021 Briefly tell us the history behind Electric Salon. A: Electric Salon opened over 15 years as Electric Sunn as a tanning and hair salon. We have nine tanning beds, independent stylists, as well as commission stylists, aesthetician, and massage therapist. The salon prides itself on maintaining a clean, welcoming environment. Our front desk staff is trained on tanning extensively so that they can provide the safest, long-lasting tan no matter what the occasion.
CONNECTION | MEMBER PROFILE How has the growth of Bismarck-Mandan impacted Electric Salon? A: Growth in Bismarck-Mandan is quite evident, especially in North Bismarck where we are located. We continue to see a steady increase in interest and foot traffic in the salon. What trends are taking place in your industry? A: As far as trends in our industry, we are seeing a lot of simple yet high-impact color placements and an increase in textured haircuts that involve face framing and different types of fringe. Bridal styles and makeup are starting to take the ‘less is more’ route as well. We are seeing a lot of brides asking for more of a natural glow when it comes to makeup and wearing hair down or half up with textured styles. Have there been any monumental changes within your industry that you’ve had to deal with? A: COVID-19 has shaken things up a little and changed how we look at things. Clients are working from home and not going out as much, so we are seeing a lot more ‘lived in’ styling versus high effort styling. Our industry is always changing and adapting. For example, years ago when the economy was down the Balayage (soft, low-maintenance coloring technique) became very popular so that clients were able to go longer in between color appointments. I have faith in our industry that it will continue to adapt. What does the future of Electric Salon look like, and the industry as a whole look like to you? A: I see Electric Salon as continuing to be a space for creatives in the beauty industry to thrive and support each other which in turn will create a fun, welcoming, and safe space for our clientele. Our industry is always growing and introducing new services to cater to the public. The future for our industry is unlimited,a and I am excited to see what is to come. What should other Chamber EDC members know about Electric Salon that may assist them? A: We love supporting local nonprofits and collaborating with other local businesses. Bismarck-Mandan has shown up for us the last two years and especially over the last year, we want to express our gratitude.

CHAMBER EDC OFFERS COST OF LIVING CALCULATOR Three times a year the Bismarck Mandan Chamber EDC, along with approximately 270 other organizations across the country, collect prices of average everyday items and services. This information collected is utilized in a program administered by a company called The Council for Community and Economic Research to calculate a national Cost of Living Index (COLI).
The COLI average is 100 which means if a community’s number is below 100 that community’s “cost of living” is below average. Conversely, if the number is above 100 the community’s “cost of living” is above the national average. In May, Chamber EDC staff completed the 2nd quarter collection, and the results should be released in July. These collected prices are also used in a cost-of-living calculator. The calculator is used as part of the Chamber EDC’s workforce development efforts and provides what salary a person would need in Bismarck-Mandan to equal their salary in their current location.
MANDAN EMBARKS ON ECONOMIC DEVELOPMENT PLAN The City of Mandan has begun the process to develop a new Economic Development Strategic Plan. Assisted by a grant through the Department of Commerce’s Partners in Planning program, the City of Mandan was able to hire Praxis Strategy Group and Burian & Associates to facilitate the development of the strategic plan. The initial meeting of the steering committee was held in mid-May with focus group meetings and additional steering committee meetings to take place throughout the summer. The targeted date for a roll-out of a new strategic plan is set for Q4 of 2021. Chamber EDC staff serve as members of the steering committee and will provide assistance to the City of Mandan’s Business Development & Communications office throughout the development and implementation of the new strategic plan.

BUSINESS ASSISTANCE PROGRAM OF THE MONTH: PACE/FLEX PACE
One of the most widely utilized business assistance programs in the state is the Bank of North Dakota's PACE/ Flex PACE Program. A two-part program, PACE/Flex PACE has helped many businesses across Burleigh and Morton Counties grow their operations through a buydown of their traditional loan interest rate. PACE/Flex PACE has two major elements: (1) participation by BND with a local lender in a community-based loan, and (2) participation by the local community in reducing the borrower's overall interest rate. A PACE borrower is required to be a “primary sector” company and has a higher buydown amount. A Flex PACE borrower are businesses who do not meet the primary sector requirements. In addition, the interest rate buydown must have participation from the local community in order to take effect. CHAMBER EDC EXHIBITS AT WILLISTON BASIN PETROLEUM CONFERENCE The North Dakota Petroleum Council hosted the 2021 Williston Basin Petroleum Conference May 11-13 in Bismarck. This year’s event had approximately 2,800 attendees and all exhibit spaces were sold out. The Chamber EDC partnered with the Bismarck Mandan Convention & Visitor’s Bureau. The partnership provided for an expanded presence, more prominent spot on the trade show floor, and a larger booth. The show was an opportunity for staff to visit with out-of-state companies that may be looking for a presence in North Dakota. Staff sent pre-show marketing emails to previous exhibitors and contacts as well as sent emails to individual exhibitors who may be a target for business attraction efforts.

AREA INDUSTRIES SHOW OPTIMISM FOR 2021, AT CHAMBER EDC ECONOMIC OUTLOOK FORUM On Thursday, April 1st, the Bismarck Mandan Chamber EDC, along with Starion Bank, hosted the 2021 Economic Outlook Forum. This informative event included much insight on the outlook of our Bismarck-Mandan economy, through two panel discussions, the presentation of survey results, and keynote speaker, Jeremy Jackson.
The morning started out with an Industry Panel Discussion featuring the following business leaders: Dr. Michael LeBeau, New this year, Economic Outlook Forum added a Hospitality Panel including restaurant, retail, and hotel industries. BISMARCK-MANDAN YP NETWORK NAMES CHAMBER EDC COMMUNITY CHAMPION The Bismarck-Mandan Young Professionals Network recently held it's annual Cinco Celebration & Awards banquet on Wednesday, May 5th. This event, which is held on the day of the network's inception, is the Young Professional Network's biggest event. Area young professionals between the ages of 21-39 gather for an opportunity to network and celebrate the Network's anniversary. LIGHT OF CHRIST CATHOLIC SCHOOLS AND KLJ EARN NDSPE PROJECT OF THE YEAR AWARD KLJ is proud to announce that Light of Christ Catholic (LOC) Schools and KLJ were recently recognized by Chapter 3 of the North Dakota Society of Professional Engineers (NDSPE) for the work completed on St. Mary’s Central High School Campus and presented the 2021 Project of the Year award. The award recognizes projects that include innovative engineering and provide benefit to society.
Light of Christ Catholic Schools hired KLJ to identify and size a new site for St. Mary’s Central High School and associated athletic facilities. After the site was selected, our team developed a master plan that guided the development of the property. KLJ aided LOC with the transfer of land, and our civil, structural, and electrical engineers along with our surveyor team, sited the new high school and designed the surrounding parking lots, courtyard, and football stadium. The design included proper water, sanitary and storm sewer connections, and landscape and lighting enhancements. In addition, our team designed the city roadways on either side of the site along with the associated water, sewer, and streetlights.

The project began with rough grading in the fall of 2016 to move the soil and give the land a year to settle prior to constructing building foundations in the fall of 2017. Staging the project in this fashion helped accomplish LOC’s goal of starting the 2019 school year in the new high school, and start the 2020 school year with in-person learning even in the midst of the COVID-19 pandemic.

NEW LINEWORKER TRAINING CENTER IN MANDAN SETS COURSE FOR NEXT 50 YEARS OF PUBLIC-PRIVATE PARTNERSHIP Bismarck State College (BSC) and the North Dakota Association of Rural Electric Cooperatives (NDAREC) will celebrate 50 years of partnership and renew their commitment to training lineworkers across the region in a joint “Investing in Our Future” event on Thursday, May 6, at 1 p.m. The event marks the next chapter in this five-decadelong partnership by unveiling plans for the new Lineworker Training Center. NDAREC, along with North Dakota’s electric cooperatives, is upgrading the current BSC Lineworker training facility on NDAREC’s grounds, located at 3201 Nygren Drive N.W. in Mandan. Since 1970, BSC has trained 1,700 graduates of the lineworker program at the Mandan facility. The new, 26,294-square-foot, four-seasons Lineworker Training Center will be a one-of-a-kind, innovative facility providing enhanced, year-round training for the electric industry workforce. NDAREC has secured a $4-million grant from the U.S. Department of Commerce’s Economic Development Administration for the project, which will be matched by $1 million in local investment from North Dakota’s electric cooperatives. “Fifty years ago, North Dakota’s electric cooperatives answered the call to meet the needs of a growing electric industry by partnering with BSC to develop a premier lineworker training program,” said Josh Kramer, NDAREC executive vice president and general manager. “Now is the time to once again invest in the future of this critical trade.”
As North Dakota’s polytechnic institution, BSC is a world leader in energy industry education and training. The BSC Lineworker program is the only one of its kind in North Dakota. Lineworker students receive intense, hands-on instruction in all facets of powerline construction, equipment operation and maintenance. GATEWAY TO SCIENCE NORTH DAKOTA COMJOINS ASSOCIATION OF MUNITY FOUNDATION CHILDREN’S MUSEUMS SURPASSES $115 Gateway to Science, North Dakota’s hands-on science MILLION IN NET ASSETS center, has joined the Association of Children’s Museums (ACM) in addition to its membership with the Association of Science and Technology Centers (ASTC).
As an Association of Children’s Museums Reciprocal Network Member, Gateway to Science members will receive 50% off general admission for up to six (6) people when visiting participating ACM member museums. The ACM Reciprocal Network is a voluntary group of ACM member museums open across the U.S. and Canada that reciprocate discounted admission to each other’s members. 200 museums participate in the network. The card holder must be present for discounted admission. Gateway to Science is an ASTC member science center that participates in the association’s Travel Passport Program. Passport Program venues grant Passport Program visitors with free or reduced general admission to their center or museum. Gateway to Science also participates in the Museums for All Program with the Institute of Museum and Library Services.
The North Dakota Community Foundation (NDCF) has announced that it surpassed $115 million in net assets in 2020. The organization was founded in 1976 to improve the quality of life of North Dakotans through charitable giving and promoting philanthropy.
NDCF currently manages over 750 charitable funds, including 69 local community foundations in the state and over 150 scholarship funds for North Dakota students. It has awarded over $84 million in grants since its inception. The organization has offices in Bismarck, Larimore, Dickinson, and Wahpeton, North Dakota. UNIVERSITY OF MARY DOCTORATE OF OCCUPATIONAL THERAPY PROGRAM FIRST AND ONLY PROGRAM ACCREDITED IN NORTH DAKOTA The University of Mary Doctorate of Occupational Therapy (OTD) program continues to set the highest academic standards in its field of study. It recently became the first and subsequently the only program of its kind in North Dakota and Montana to receive a seven-year stamp of approval from the Accreditation Council for Occupational Therapy Education (ACOTE). The University of Mary OTD met all the compliance standards in each of its three locations — Bismarck, Fargo, and Billings, MT, — to become accredited. ACOTE praised the new University of Mary OTD program at its three sites with a list of a dozen major strengths that include hands-on fieldwork experiences in the United States and international level I experiences, along with its pro-bono clinics. “The academic fieldwork coordinator is lauded for overseeing culturally rich field work experiences. The unique Peruvian level I fieldwork, which has become a hallmark of the program, brings to life the mission of the university to serve the religious, academic, and cultural needs of the region and beyond,” said ACOTE in a stellar Report of the Accreditation Council (RAC) summary that also included suggestions for professional development and an aggregated program evaluation at its North Dakota sites, while also highlighting the future hiring of a fieldwork coordinator and enhanced interprofessional team dynamics at the Billings location. “They supported establishing a satellite occupational therapy campus leveraging a building and community resources and pro-bono clinic that supports the development of leadership, advocacy, collaboration, and practice in the occupational therapy students. The clinic is expanding to provide opportunities for additional interprofessional collaboration within the School of Health Sciences and has led to enhanced services for the underinsured and uninsured of the communities Bismarck and Fargo and demonstrates the Benedictine values of stewardship, community, justice and peace.”
Leading the faculty and setting the rigors of excellence among its student-body is Dr. Janeene Sibla, chair of the occupational therapy program at Mary. Sibla orchestrated the program’s transition from the master’s to the OTD, “developing the program into one that fully represents the School of Health Sciences mission to prepare health care professionals, anchored in moral courage, who respect and defend the dignity of the human person as well as the philosophy of the profession of occupational therapy. She is a strengths-based leader that successfully teams faculty across the curriculum and across campuses. This has resulted in a faculty that plans together, ensuring that the students regardless of home campus, experience community and excellence and consistency of content and assessment,” said the RAC. Sibla credits her dedicated and caring faculty who have a broad range of practice experience and expertise, and the self-driven students for the program’s success and rise to prominence in the OTD field.
In addition to pro-bono clinics at all locations, students also take part in interdisciplinary experiences in the three cities. According to the RAC, the University of Mary OTD faculty set a benchmark for blended online and on-site learning for students, especially during COVID-19.
