Fort Bliss’s Directorate of Family and Morale, Welfare and Recreation (MWR) provides high quality programs for the Army family, ranging from child care, financial counseling, deployment assistance, entertainment, to recreational and leisure activities. Fort Bliss MWR’s mission is to enhance and improve the quality of life for our customers. MWR is the first choice for Soldiers, Family Members, Retirees, Department of Defense (DoD) Civilians and other eligible participants. Family and MWR contributes to the Army’s strength and readiness by offering services that reduce stress, build skills and self-confidence and foster strong esprit de corps. Family and MWR services also help the Army attract and retain talented people. Fort Bliss has a rich history and tradition in El Paso and has been a significant contributor to the local economy for over 160 years. Fort Bliss is the second-largest installation in the U.S. Army and since 2005, has been undergoing a significant transformation based on the recommendations made by the Base Closure and Realignment Commission

(BRAC). Essentially, this transformation re-located several Brigade Combat Teams, the 1st Armored Division, as well as numerous supporting units, to Fort Bliss. Accordingly, the Army has been investing a significant amount of money in construction for new facilities to accommodate incoming soldiers and their families.

ARMY MWR SPONSORSHIP MISSION The mission of the Army Commercial Sponsorship program is to support vital Military Family and MWR programs by obtaining private sector funding, services, or supplies in exchange for advertising and promotional opportunities within the Army community.
SOLICITATION GUIDELINES • The Army Commercial Sponsorship Program provides sponsor recognition in accordance with AR 215-1. Ch. 11, section i, ii 11-6 through 11-1. • In accordance with AR 215-1, Commercial Sponsors are not authorized to obtain personal contact information from attendees at MWR-programs or events without the written consent of the attendee. Data collection is permissible only if the data collection and/or entry form include an opt-out clause. Such forms have to be reviewed by the Staff Judge Advocate. • At the end of each event, all data forms, where the opt-out box is checked, must be turned into the Sponsorship Coordinator. • Sponsor placement at all events is subject to change based on the logistics of the event. • Sponsors must be on time for set up at all events. • Commercial sponsorship is an “exchange of values” and is considered to be a business deal, therefore, a commercial sponsorship agreement/contract is used to clarify both parties’ responsibilities to one another. • All proceeds from DFMWR sponsorship and Advertising are solely used for the entire installation population and are guaranteed to be used in support of quality of life program for Soldiers, Families and Department of Defense (DoD) ID card holders.

EVENTS CALENDAR EASTER EGGSTRAVAGANZA A wonderful family event with activities that include live entertainment, train rides, face painting, games, bounce houses at Biggs Park. The fun does not stop there, popcorn, snow cones, balloons, information booths with giveaways and more. The El Paso community joins the Soldiers and families of Fort Bliss in a patriotic 4th of July celebration at Biggs Park. This event is a great opportunity to get a huge crowd that is a mixture of both military and civilians. Bienvenidos a Bliss Relocation Fair Hosted by Army Community Service, this event showcases the resources from ACS, Family and MWR and various support agencies within the Fort Bliss community. Incoming Soldiers’ and their Families have the opportunity to meet both on-post agencies and off-post businesses. All sponsors are strongly encouraged to attend this event. Single Soldiers make up 34 percent of the Army and the BOSS program supports the overall quality of single Soldiers’ lives. Monster Bash + Haunted House Family and MWR, with the help of volunteers, get together in their costumes to provided 13 nights of Terror at the Massacre on Marshall Road.
