Welcome to the fall edition of your BlissNow Magazine. It has been a busy summer and it looks like the next few months will be packed with even more activities for you to enjoy. In this issue we are highlighting our Veterans, the Family and MWR popular Halloween events: Massacre on Marshall Road, Monster Bash, Harvest Festival and the Pumpkin Patches. These events have been extremely popular over the past few years and with each new season the team puts in new surprises. Child and Youth Services (CYS) and Army Community Service (ACS) are at the ready to provide support and peace of mind during this upcoming holiday season. The Family and MWR team stand ready to support the needs of the community. This includes the great relationships and partnerships we share with the El Paso Community. Are you ready to be SCARED! Join Replica Youth Center for their Corn Maze Midnight Mayhem! It is open to 6th – 12th graders who are registered in CYS, the cost is $15 per person. They will meet at 6 p.m. Friday, Oct. 13 at the Replica Youth Center. Then it’s off to La Union Corn Maze followed by Bobo’s Family Fun Center, then back to the Replica Youth Center at midnight. Space is limited, must register and pay no later than Oct. 12. For more information, call 915-568-3523.

Join Fort Bliss Sports for the Iron Soldier Sprint Triathlon, Saturday, Oct. 7, at the Aquatics Training Center (ATC) located at 20733 Constitution Avenue. The race will begin with a 400M swim, then 15 mile bike and ends with a 5K run. Swim: 400 meters — Competitors will swim in a serpentine pattern and enter the water based on their average swim time. Bike: 15 miles — The entire course is paved. The 15 mile course begins near the ATC on Constitution Avenue, proceeds to East Bliss via the tank trail then back via Torch Road bridge and it will end on Constitution Avenue near the transition point. Run: 5K — The run will begin at the transition areas, through the roundabout in front of Soto Physical Fitness Center, north towards Old Ironsides. The route loops back to the finish line in front of the ATC. The course is on a flat, concrete surface. The race will begin at 7:30 a.m. The cost is $10 for active-duty and individual active-duty team members, $45 for all other single participants, $65 for other teams of 2-3 people. An additional $10 fee will be incurred for all late registrations. Early registration will be held at Soto, Stout and Milam PFCs and online at raceroster.com until Oct. 4. There will be no registration Oct. 5. Late registration will be Oct. 6 from 4 to 6 p.m. and Oct. 7 from 6 to 7 a.m. at the ATC. For more information, call 915-744-5785. page 8

CORN MAZE MAYHEM Do you have a child age 8 and older that likes to be creative? Join SKIESUnlimited Thursday, Oct. 19, at 5 p.m. to paint a Day of the Dead ceramic skull box and ornament at the Art and Hobby Shop, located at 820 Marshall Road. Children will also enjoy watching the movie “Book of Life” as they paint their ceramics. Children must be registered with CYS. Cost is $20 per person and registration is required. They will have watercolor and encaustic cards, holiday themed pottery to paint and fire, and various other seasonal art projects for you to explore. Join Outdoor Recreation, Friday - Sunday, Nov. 1012 for the Big Bend Adventure where you will have the opportunity to hike, explore and relax during this fun three-day camping trip. You will enjoy guided tours that are structured to give you information about the region’s history, geology, wildlife and plant life. You will also explore some of the most amazing canyons in this part of the United States. Space is limited and trips fill up quickly. Don’t let all the holiday food get you down, sign up for the Rudolph’s Turkey Trot 5K and 8K, Saturday, Nov. 18 at Soto Physical Fitness Center and eat guilt free this season! The run will begin at 8:30 a.m. This is a family-oriented event, so bring the children out, bundle up the little ones in strollers and don’t forget you can also bring your dogs! What makes this run so much fun and different is that first place winners in each category will get a Cold Turkey! Registration is required for the run and can be done at Soto, Stout, Milam PFCs or online at raceroster. com through Nov. 15. Fort Bliss are you ready for free appetizers and great drink specials? If so, stop by the Pershing Pub from 4 to 9 p.m. Friday, Nov. 17 during Right Arm Night. Right Arm Night is not only an old Army tradition, but it has been a Fort Bliss tradition for more than 20 years. It’s a right of camaraderie and esprit de corps as leaders come together and treat those standing to their right. This is a great event to unwind after a long week. Don’t let the winter months slow down your fitness. Join Fort Bliss Group Fitness Saturday, Dec. 2 from 9:30 to 11:30 a.m and power through two-hours of Strength and Conditioning style classes. Our Fallen Soldiers have made the ultimate sacrifice. Their Families deserve our respect, gratitude and the very best we can provide. If you’re a surviving Family member, Survivor Outreach Services (SOS) offers you access to support, information and services, closest to where you live, when you need it and for as long as you need it. The loss of a loved one often results in tremendous grief, which can be overwhelming. When faced with a tragedy, you may be wondering what direction to take. Your SOS is the link to finding the resources and answers that will work best for you. Your SOS Coordinator can also help you request and obtain copies of documents, navigate local, state and federal agencies, and direct you to additional Survivor resources. SOS offers group activities to help Survivors meet other Survivors with similar situations. Fort Bliss SOS offers a monthly group grief counseling session chaired by the Family Life Chaplain and Military Family Life Counselor, as well as individual counseling services. page 18

Families attend a Holiday Gathering with Survivor Outreach Services (SOS) last year in December.

Every year we honor our Gold Star Families with special SOS events meant to highlight them and their loved ones. Each April, Fort Bliss and the El Paso Community participate in the Run for the Fallen 5K. This memorial run is attended by over 1,000 participants every

year. In September, Gold Star Parents are honored with a dinner, and Gold Star Families with a bowling event. Another great event is the SOS Holiday Gathering. The 2016 event was catered by the Old Fort Bliss Replica and was a huge success due to the generous donations from the Fort Bliss Water Company. Children of the Fallen were wowed by the all of the activities packed into one Saturday morning. Events such as face painting, cupcake decorating, and picture frame crafts were made possible by the Mickelsen Library staff. There was also an opportunity to sit and visit with Santa. The Fort Bliss Water Company donated gifts for each child and they also provided jumping and obstacle course air balloons. Survivor Outreach Services is part of the Army Casualty Continuum of Care. It’s designed to provide long-term support to surviving Families of Fallen Soldiers. The goal is to reassure Survivors that they will remain valued members of the Army Family. But, I told my friends at the Marketing office that this time we needed to change it up a little, we needed to do something fun, and they actually listened! Editor’s Note: Family and MWR would like to recognize the annual “Veterans Day Poster Contest” held by the Department of Veterans Affairs’ (VA) National Outreach Office. According to the VA website, each year the VA Office, in conjunction with the Veterans Day National Committee, publishes a commemorative Veterans Day poster (displayed on the right). The poster is selected from artwork submitted by artists nationwide and is distributed to VA facilities, military installations around the world across cities and town in our nation. It also serves as the cover of the official program for the Veterans Day Observance at Arlington National Cemetery. Over the years these posters have illustrated the rich history of our country’s service men and women.

The poster clearly reflects our pride and patriotism in saluting Veterans while providing the thematic artistry for the year. Veterans Day is a time to reflect on the service our Soldiers do for the nation every day. Some of these service members choose to continue to serve beyond their retirement from active-duty. FMWR is proud to employ many Veterans across all divisions of our organization. These former service members chose to continue giving back to their country as child care providers, sports coordinators, computer technicians, and in many other crucial roles at MWR. It is a privilege for the Family and MWR organization to give back to our Soldiers who serve us, as we serve them. Behind the Scenes of FMWR:

Have you ever wondered what it takes to run the many Family and Morale, Welfare and Recreation (FMWR) departments? Or what makes an office or facility work effectively? Well, let’s start with a building, or a facility such as the physical fitness centers, libraries, swimming pools, child care centers, restaurants and entertainment areas. A facility needs to be outfitted with items such as desks, computers, gym equipment, books, swimming equipment, tables, chairs and more. Once the facility is set up, you would need internet access for emails, computers, software and electronic files for the department. With all this happening, you still need the finances to pay for everything that is coming into the facility: furniture, infrastructure, software, staff, labor and more. All this happens thanks to the Family and MWR Support Services department. Let’s go “Behind the Scenes” of Support Services and understand how Family and MWR functions within this department.

Support Services has four departments under its umbrella of functionality. The Financial Management, Property Book, Engineering and Information Technology (IT) departments all work together to keep Family and MWR functioning, as a whole, every day. Indri O’Hara, director of Support Services, oversees each department in the Support Services division. Indri validates all the spending, status of construction, IT network and inventory for all four departments. That is only a small part of the everyday work she does to ensure all facilities within Fort Bliss FMWR are operating to its fullest. “What makes Support Services unique is how anything and everything is tied up with funding, IT, contracting, purchase requests and personnel action,” said Indri. “It all goes through us.”

Even though Indri oversees Support Services, each department has their own managerial staff. Financial Management has four staff members each looking over

Support and help come when you least expect it. Last year, Fort Bliss Water Service Company (FBWSC), a subsidiary of American States Utility Services, approached Family and MWR on how they could help support the Fort Bliss community. It was evident very quickly that FBWSC was ready to commit both their money and time to MWR. Numerous sponsorships were coordinated for 2016 and plans were made for expanding FBWSC’s involvement in 2017. This year, FBWSC has already sponsored numerous events and will continue to sponsor even more in the coming months. These events include: Run for

the Fallen, Easter-A-vaganza, Iron Soldier Mud Challenge, Aquapalooza, BOSS Bash, Bowling Center Halloween Party, Walk 4 Recycling and the annual Survivor Outreach Services (SOS) luncheon. FBWSC will also be partnering up with Old Fort Bliss Replica to assist in beautifying an area designated for honoring SOS Families. Outside of Family and MWR, Fort Bliss Water Services also partners with the Armed Services YMCA (ASYMCA) to assist in sponsoring multiple functions. FBWSC held a canned food drive in June to benefit the Junior Enlisted Family Center and they will also hold a turkey drive to assist the ASYMCA with their annual Thanksgiving food donation event.

American States Utility Services (ASUS) also invests in the future of the military dependents by offering scholarships for graduating high school seniors who are dependents of Active Duty Military members or Veterans of the United States Armed Forces. Ever feel like you need a night out by yourself, maybe a date night or just want to go shopping without any distractions? Did you know, Child and Youth Services (CYS) offers Parents Day Out child care one Saturday a month? Parents Day Out is held from 1 to 11 p.m. at Milam Child Development Center for ages six weeks through kindergarten, and Milam School Age Center for children in the first through fifth grade. The

cost is just $4 per hour. What should your child expect while attending Parents Day Out? Saturday Child Care offers a variety of things to do during the day. Milam CDC children will be able to participate in art, math, language, learning manipulatives and outdoor play. At the Milam SAC facility, children can take advantage of the playgrounds, games and reading and homework rooms. Throughout the day, children will have afternoon and evening snacks and will be served dinner around 6 p.m. at both centers. Reservations

If your child pounds away on a keyboard pretending to play the most beautiful music then maybe it’s time to consider piano lessons with SKIESUnlimited. Jeaneice Cox, piano instructor at Fort Bliss SKIESUnlimited, has been teaching piano for more than 30 years and is often asked by parents, what are the possibilities piano can offer my child? “Piano lessons will not only teach a child finger numbers and notes, but will also engage their entire brain,” said Jeaneice. Originally from Spokane, Washington Jeaneice and her family moved to El Paso in 2008, because of a permanent change of station (PCS) move. Since then, she has called El Paso her home. higher self-esteem and selfdiscipline, according to musicologielessons.com. “Playing piano helped me focus better in school and on my homework,” said Vanessa Yedler, 13, who has been taking piano lessons for five years. In addition, piano lessons can help prepare middle or high school students, who want to participate in orchestra or band. Students learn to read music and study rhythm which helps them learn other instruments, as well. This gives them the opportunity to audition for youth symphony orchestras or apply for future scholarship opportunities. Are you aware that Fort Bliss has a Youth Sports facility that can accommodate beginner through Division 2 athletes? The Youth Sports Plex offers many seasonal youth sports such as soccer, football and track. It also has a fully equipped fitness center with a variety of fitness classes such as cardio boxing, speed, agility and balance along with weight training. These fitness classes are free and available to all DoD ID card holders’ ages 10 to 18 years old! Walking into the facility, you’ll see a large room to the right full of treadmills and other cardio equipment. However, the Youth Sports Plex is not just about treadmills and classes. ago this facility and its fitness programs played a crucial role in changing one young lady’s health and lifestyle. Nylah Jennings, 13, joined the fitness program in June with a goal of losing weight and getting in better shape to try out for cheerleading. And that’s exactly what she did! “I’ve lost 13 pounds, I feel faster and stronger. I feel like I can lift someone up in cheerleading,” said Nylah. “I remember meeting Nylah her very first day, she was so quiet yet very respectful,” said Ana Escarsega, fitness specialist at the Youth Sports Plex. “Nylah said she wanted to join cheerleading when she began school. Her progress has been amazing. As coaches we push the children to bring out the best within themselves every day. Nylah commented recently, ‘this isn’t easy.’ I replied ‘we work hard here and we fall and we get back up Nylah, but I promise you when you join any sport you desire, you are going to be great.’ Nylah responded, ‘your right,’ and kept working.” The Youth Sports Fitness Program teaches children

This life change has not only affected Nylah’s eating and fitness habits, but her family’s as well. “We try to enjoy outdoor activities as much as possible. more unprocessed and unrefined foods, like fresh vegetables and fruits. We also are mindful of portion size and water intake. Are you ready for retirement?

Have you heard the buzz regarding the change with the military retirement system? If you haven’t, then you need to become informed and determine if and how it can impact you. If you are asking yourself why change is occurring, it is because the Department of Defense (DoD) was concerned with the number of service members separating with funded retirement benefits. DoD determined approximately 19% of service members were separating with one of the following: their defined annuity (retirement pension), their own contribution to the Thrift Savings Plan (TSP), or a combination of their retirement pension and their TSP contributions. DoD expects this number to increase to 85% under the new Blended Retirement System (BRS) which

will replace the existing Legacy Retirement System. The Legacy Retirement System is in place for every service member until Dec. 31 and beginning Jan. 1, 2018, all new accessions will be under the new BRS. As of Dec. 31, 2018, those service members with fewer than 12 years for the Active Component, and fewer than 4,320 retirement points for the Reserve Component, can be impacted by the BRS. These service members will be grandfathered into the Legacy Retirement System and can choose to opt-in to the BRS during calendar year 2018. Below is a quick comparison of the two retirement systems. Under the current Legacy Retirement System, service members earn 2.5% for each year of service, and upon completion of 20 years will receive 50% of their basic pay as their defined annuity (retirement pension). In addition to their retirement pen-

sion, the service member also has whatever they contributed to their TSP. With the BRS, service members earn 2.0% for each year of service, and upon completion of 20 years will receive 40% of their basic pay as their defined annuity (retirement pension). You are probably thinking, “That is not a good deal because that is 10% less than the Legacy Retirement pension.” This discrepancy is made up by additional benefits which consists of: automatic and matching contributions into the TSP; Continuation Pay; and, a Lump Sum Option available at Retirement. Let’s begin with the TSP. Under BRS, new accessions on or after Jan. 1, 2018, will receive an automatic 1% of their base pay into TSP after 60 days, and can receive up to 4% matching contributions after completion of 2 years. For those service members who opt-in to BRS during calendar year 2018, the automatic 1% and the up to 4% matching will begin the pay period following their election to opt-in. In order to maximize DoD contributions, service members should contribute 5% into their TSP. Service members who serve under the BRS, will receive a

Continuation Pay anywhere between 8-12 years of service and it will range from 2.5 through 13 times the basic pay for the Active Component, and 0.5 up to 6 times for the Reserve Component. Each branch of service will determine when and how the Continuation Pay will be distributed. The Continuation Pay is an incentive for service members to continue their military career. In addition to the Continuation Pay, service members who retire under BRS can elect for a Lump Sum Option upon retirement. This decision must be made 90 days prior to the retirement date and can be paid out over 4 years and is taxable income. Service members who elect either a 50% or 25% lump sum will have their monthly retirement pension reduced until age 67. DoD will use a discounted value, which will be updated each June, to determine the amount the individual will receive based upon their current age up to the current Social Security age of 67. For example, if a service member retires at age 40 with a monthly retirement pension of $2,000 and chooses the 50% Lump Sum Option. DoD will use

ances and unity across the installation. These events will be held at the main ACS building on Ricker Road and also at the Family Resilience Center (FRC) located on Club Road. Events will also be held in the community that recognize the importance of working together to prevent Domestic Violence within our Military Families. The Fort Bliss FAP is designed to help break the cycle of abuse by identifying the stages as early as possible. This mission is accomplished through education and prevention strategies for Soldiers and Family members. Classes such as Couples Communication, PREP 8.0, Scream-Free Marriage, Anger and Stress Management are available. For the new moms and dads, there are classes such as; Baby Boot Camp, Scream-Free Parenting – Early Childhood & School Age, Launching Hope for School Age and Teenagers and Playgroup Mornings. All classes are free and child care is provided to all service members and their families. Domestic Violence goes against Army and relationship Core Values and it is never okay. The safety of victims and children is essential. No one deserves to be abused and anyone can be a victim. Abuse can be verbal, physical, emotional or sexual. Some of the most hurtful and long-lasting forms of abuse may never leave

a bruise. It can be lethal and even fatal. Have the courage to speak up and do the right thing. Did you know: Domestic Violence Awareness Month evolved from the “Day of Unity” held in October 1981 and was conceived by the National Coalition against Domestic Violence? In October 1987, the first DVAM was observed. The same year marks the initiation of the first national domestic violence toll-free hotline. Also, in 1989 – the U.S. Congress passed the public Law 101-112 designating October of that year as DVAM. Join FAP for the Domestic Violence Awareness opening event Monday, Oct. 2 from 9 to 11:30 a.m. at the ACS building. There will be a Movie Night/ Barbecue at 6:30 p.m. Thursday, Oct. 19 at the FRC. The event will focus on the prevention of Domestic Violence and will also recognize those who lost their lives and celebrate the lives of the survivors. This will be a fun filled night to remember. I sometimes have to be the ‘bad guy’ and tell people no we can’t do that, because it doesn’t follow the Army Regulations, but we do it to keep the networks and all of our information safe.” There’s so much more that Support Services does for the entire FMWR organization here at Fort Bliss. With only 17 staff members in Support Services, they cover more than 50 store fronts, more than 800 computers and over 900 MWR employees. It takes time and effort for them to aid all the facilities and the Army to function on a daily basis. The Exceptional Family Member Program (EFMP) is a mandatory enrollment program that works with other military and Civilian agencies to provide a comprehensive, coordinated, multiagency approach for community support, housing, medical, educational, and personnel services to Families with special needs. The EFMP is a Department of the Army program which functions under the provisions of Army Regulation (AR) 608-75. It is designed to assist active-duty personnel during the reassignment process by taking into account Exceptional Family Members (EFM) with special physical, emotional, developmental or intellectual needs. In a dual military Family, both Soldiers must be enrolled. NEW PARENT SUPPORT PROGRAM

MON-FRI: 8AM-4PM The Army offers a complete program of parent education and support services of which the New Parent Support Program (NPSP) is a part. All Army installations provide services that include health counselling provided by Army Community Health Nurses (CHN), as well as parent education classes and play mornings. These services target Families with children, 0-3 years of age. Participation in any of these activities is strictly voluntary and there are no time limits imposed on duration of service but Families generally stay involved at this level for 4-6 months.
