As we put the winter behind us – yes it was winter – and head into spring I wish you happy and fruitful times. The Family and MWR team has a lot in store for you during this quarter. Highlights include Month of the Military Child in April; and Army Community Service kicking off April with the Run for the Fallen and the MCCASA walk to celebrate the Month of the Military Child and raise awareness about child abuse and sexual assault. We will also honor and celebrate our mothers and fathers on their special days. Other exciting events are the Easter Egg Swim, Easter- Avaganza, Old Ironsides Mud Challenge, Group Fitness Hustle and Flow, and many more adventures. Keep an eye on our Golf, Bowling, Rod and Gun Club, and Centennial offerings throughout these months. RUN FOR THE FALLEN

Run for the Fallen is a noncompetitive run/walk to honor Fort Bliss’ service members who made the ultimate sacrifice. The event will begin with a remembrance ceremony at 8:30 a.m. Saturday, April 1 at the Field of Honor. The race will start at 9 a.m. The cost is $15 for early registration at the Stout, Soto and Milam Physical Fitness Centers or visit raceroster.com, deadline is March 29. Packet pick-up and late registration will be March 31 at the Freedom Crossing food court from 4:30 to 7 p.m., $10 late fee will apply. The event is open to all. April is designated as Child Abuse Prevention Month, in addition to Month of the Military Child and Sexual Assault Awareness Month. This event is designed to highlight the community’s role in raising healthy military children. This will be Fort Bliss’ 13th annual awareness event, growing in participation every year. Join Family and MWR Saturday, April 8 at Biggs Park. The walk will be from 10 to 11:15 a.m. and the event will end at 2 p.m. This MCCASA event helps provide all parents and Families access to the resources, support, information and services they need to succeed in preventing child abuse. Bring your bathing suit and jump in the pool at the Easter Egg Swim Saturday, April 15 at the Aquatics Training Center. There will be two sessions, the first one will be from 9 to 10 a.m. and the second will be from 10:15 to 11:15 a.m. Each session is limited to the first 100 participants. There will be 6 golden eggs, three per session, available to “find” and redeem for a free week pass for up to four people to the pool. Redeem eggs at the Bunny store for great prizes, while supplies last. Guess what? The Easter Bunny will be there for pictures! Swim fees, all pool rules and policies do apply. MWR CALENDAR Spring is in the air and that means two things, the Easter Bunny is coming and Family and MWR is putting on a feast! What if you could get both of those in one place? If that got your attention, gather your loved ones and head out to the Centennial Banquet and Conference Center Sunday, April 16 for a culinary experience. There will be a variety of holiday favorites from an omelet bar, a carving station to a dessert table. It doesn’t stop there, complimentary wine, champagne or mimosas for guests 21 and older will be provided. Seating will be from 10 a.m. to 1 p.m. The cost is $22.95 for adults, $11.95 for children ages 5 to 10 and children 4 and younger dine free. 16 The spring bi-annual yard sale is Saturday, April 15 from 8 a.m. to 2 p.m. throughout post housing. It is open to all those living in military housing. This is the perfect opportunity to unload some of your unwanted household goods especially if you have an impending PCS move. There is a sales opportunity at Old Fort Bliss Replica, located at 5054 Pershing Road, for those not living in military housing. Participants must bring their own table to display. Come out and float around the pool as you watch “Moana” Saturday, May 6 at the Aquatic Training Center. There will be two showings, first one from 2 p.m. to 4 p.m. and another from 4 p.m. to 6 p.m. Tickets go on sale April 6. It’s open to DoD ID cardholders and to the first 100 participants in each showing. The cost is $2 for children three and older, children ages two and younger are free. All children younger than 6 must be accompanied by an individual age 17 and older in the water within arm’s reach. Only coastguard approved flotation devices are allowed. All pool policies apply. Come spend a day of hope and inspiration with the Special Olympic athletes during their 2017 Spring Games Saturday, May 6 from 8 a.m. to 4 p.m. at Burges High School. Cheer on competitors from Fort Bliss and El Paso as they compete in a variety of sports including long jump, shot put, softball throw, and many more. There will be an opening ceremony Friday, May 5 from 6:25 to 8 p.m. at Burges High School. Last year over 2,307 registered athletes for Region 19 Special Olympics Track and Field competed in these day long games. Volunteers are always needed and welcome. Military spouses are an integral part of the military’s mission. They are often referred to as the “force behind the force.” Fort Bliss along with Army Community Service will honor its military spouses with a Military Spouse Appreciation Basket Bingo event Friday, May 12. Basket bingo prizes will feature different donated baskets from the surrounding community. Join ACS for light food, fun and friends from 5 to 9 p.m. at the Centennial Banquet and Conference Center. SUMMER READING PROGRAM

Join the Mickelsen Community Library for the Summer Reading Program: Reading by Design! The program will run from Monday, June 12 to Friday, July 28; registration will be open for the length of the program. Participants will need to visit the library to register. Track and log minutes/books read to collect level incentives. The Summer Reading Program will kickoff with a party Saturday, June 10 from 10 a.m. to 2 p.m. where there will be food, prizes, goodie bags, and fun! AQUAPALOOZA

It’s all about water on Saturday, June 17 as we kick off summer with our 4th annual water event. This year’s event will take place from 12 p.m. to 4 p.m. at Biggs Park. Cool down with an afternoon of free water fun, games, rides and slides. A fire truck will be on-site to soak willing participants; always a crowd pleaser on a blistering summer day in El Paso. Face painting, snow cones, and balloon animals will also be on hand along with many more activities for a day of Family fun in the sun. The event is free and open to the public. TUBE THE RIO

Spend a lazy day on the Rio Grande when you head to Truth or Consequences, New Mexico for a river tubing event with Outdoor Recreation. Our outdoor recreation experts are headed to high water Sunday, June 18 for a day of carefree fun. The trip costs $35 per person or $80 for a Family of 4. It is open to the public. Military moves are stressful enough; with some easy-to-do tips, maintaining access to health care for service members and their Families during moves doesn’t have to be. During each Permanent Change of Station (PCS) season, thousands of uniformed personnel will relocate. There are a few things to prepare for prior to and after every PCS. “Six to three months before moving, Soldiers should make sure they’re upto-date on all their medical readiness requirements, Physical Health Assessment (PHA), annual dental exam, and any profiles needing updating,” said Capt. Michael Siegert, deputy chief, Clinical Operations Department. “Those are the main things for an easy transition, to make sure they’re medically ready.” www.bliss.armymwr.com

For those already headed to their new assignment, a call to Tricare (1-877-9889378 for Fort Bliss area) is warranted to ensure coverage or a change in Primary Care Managers (PCM) to the new location. Another facet some Families must consider is the care of dependents enrolled in the Exceptional Family Member Program (EFMP). “The key things that need to start happening include ensuring all EFMP member records are up to date, to ensure we have the capabilities in the facility or area to care for the Family member,” said Siegert, a native of Clare, Michigan. “Making sure (EFMP member’s) medical records are up to date allows for the PCM to start working with the Family and provide referrals to get them going.” According to Tricare, beneficiaries shouldn’t dis-enroll before moving. Once at the new duty station, beneficiaries should register with their new address and

Another benefit to changing your Tricare coverage area once moved includes an assigned PCM before you need one. “It’s a five-minute conversation and they’ll be able to put you into the system and assign you a PCM,” said Siegert. Once assigned a PCM, patients may utilize Relay Health and begin making appointments to obtain necessary referrals for specialized care in the new duty station, as old referrals will not transfer with the move. Though the official designation of the Gold Star Wives Day is relatively new, the Gold Star has officially been recognized as a symbol of loss since 1918. Gold Star Wives of America is a private organization with Charters throughout the country.

Honor … SACRIFICE … Love The organization was established in 1928 to support widows of service members. One of its original members was Eleanor Roosevelt and to this day remains a group of widows for widows. As many Gold Star Wives have come

to realize, the impact is not immediate, they are not just emotional and they certainly are not for a limited amount of time. Finances, raising children, survivor benefits, potentially relocating and a myriad of other issues all come rushing forth when a military spouse suddenly passes. Offering help and support through the grieving process, Gold Star Wives strives to provide a network to disseminate information to widows. A ca-

maraderie of spouses offering first-hand knowledge and experience to new military widows. Survivor Outreach Services (SOS) is an Army program designed to offer long term support services and Family case management for surviving Families. Working with all Surviving Family members and making sure the connection to the Army is available to them for as long the Surviving Family chooses. Additionally, SOS staff assists survivors with adaptation and change at different points in a Survivor’s life thus promoting survivor resilience and fostering survivors’ well-being. SOS offers Gold Star Wives information such as scholarships available to surviving Family members, camps designated solely for Gold Star spouses and camps for children of the Fallen, just to name a few. Hi friends, it’s your favorite MWR mascot Milo! I hope you guys are ready for spring because the flowers are blooming, and the weather is getting warmer. And we all know what that means, WALKS! I love going for walks. During your walk, if you see empty plastic bottles on the ground, don’t just leave them, make a change and recycle in the blue bin nearby. Let’s all spring into spring with a focus on bettering our environment. I bet you all have noticed the giant Recycle Hero billboards when you drive around post. Well, guess who your next Recycle Hero is … it’s ME! I was so excited our friends at Fort Bliss Recycling picked me! I spun in circles and chased my tail! Did you know that recycling gives money to Family and MWR organizations on post? I didn’t either. Fort Bliss Recycling has “Quality of Life Projects” where they give money to organizations on post to improve the lives of Soldiers and their Families. I think I heard my friends in the Marketing Department talk about a new Turf Field at Soto PFC and how cool it was when they played Knockerball on it. I think I also heard them say that recycling has given MWR money for gym equipment and to resurface the playground at Biggs Park. How cool is that? Now, I really wish dogs were www.bliss.armymwr.com

allowed at the park. Anyway, my friends at Recycling told me that they picked me to be on a billboard because I was the face of MWR! I do have a pretty cute face, so who could blame them? Being a Recycle Hero means that you go above and beyond what is required. I mean I’m a dog and I know the blue bin means recycling! My friends at Fort Bliss Recycling taught me that as an installation we are only performing at a 51% recycling rate. I think we can do better than that Fort Bliss! Parents, teach your children the

importance of recycling and maybe one day they can be a Recycle Hero too. I mean, think about it, maybe with our recycling dollars we can build a doggy splash park, or a doggy agility course. It’s not impossible if everyone does their part. Remember friends, the more you recycle the more you can do. “Everybody on Fort Bliss recycles in the blue, it’s the right thing to do!”

Then take the National Rifle Association’s (NRA) Defensive Pistol Course at the Fort Bliss Rod & Gun Club. This course teaches the knowledge, skills and attitude to carry and use a concealed pistol ethically, responsibly and with confidence. “The Texas License to Carry Course doesn’t teach how to present a firearm from concealment or shoot under stress during the class; it is not in the page 24

ster, levels of mental awareness, developing the proper mindset when using a pistol for personal protection, clearing common stoppages, use of pocket pistols, low light and flashlight shooting skills. “This is excellent training, I was able to expand my skill set with fun and challenging drills,” said Sgt. Students will receive the NRA Guide to the Basics of Personal Protection Outside the Home handbook, NRA Gun Safety Rules brochure and have the opportunity to qualify for the NRA Defensive

Pistol certificate. “I consider myself a basic ‘plinker’ shooter,” said NRA Pistol Instructor and Col. USAF (Ret.) Mariano Campos Jr. “This course enhanced my skills and broadened my horizons. Superbly taught.” This two-day course, including a night live fire, is conducted once per quarter, on the fourth weekend of the month and costs $150. Commander’s Open Golf Scramble

Family and MWR Underwood Golf Complex

Underwood Golf Complex has brought back the exciting and highly competitive Commander’s Open Golf Scramble for 2017! The first scramble was held Jan. 7 with an outstanding turnout. The 140 player field was one of Underwood’s largest, despite the frigid weather. The $30 entry fee included green fees, cart fees, lunch and prizes. The top three teams and the last place team all received gift certificates to the Pro Shop at Underwood Golf Complex. There was also a long drive competition, and three closest to the pin competitions held during the tournament. Prizes were

donated by generous El Paso sponsors and included a flat screen TV, Bluetooth speakers and coolers filled with goodies! Underwood Golf Complex also donated two golf clubs for giveaways after the tournament. This was the first tournament in the Commander’s Open Golf Scramble series. MONTH OF THE MILITARY CHILD Rachelle Phillips Family and MWR Marketing

As April approaches so does the Month of the Military Child. This month-long celebration was first held in 1986 to recognize the many contributions and sacrifices of our military children. As of 2017 there are approximately two million military children around the world. They often face struggles that their non-military peers could never understand. They deal with one parent or both parents being gone for extended periods of time, frequent moving, and leaving friends and support systems behind. Our military kids learn to adapt in different situations and find where they fit into their new surroundings. Family and MWR recognizes how resilient Fort Bliss military children are and for that reason we stopped by Replica and Milam Youth Centers to ask some of our CYS kids what they think is the best part of being a Military Child. Here are some of their responses:

Milam Youth Center I think the important thing is that I get to live on Base. I like to live on base because it’s safe, I get to make new friends. I have to move a lot but I Love being a Military dependent because I get to make new friends every time and have fun. – Andre Turner, age 11

The Fort Bliss Tennis Club is a diamond in the rough. Hidden on Club Road its many exceptional characteristics are unknown to many people in the Fort Bliss and El Paso communities. Ursula “Uschi” Morawietz, facility manager of the Tennis Club and Fitness Zone, has constantly been working to get the word out to people about tennis and her facility. Uschi has spent the last several years promoting tennis on Fort Bliss to both residents and El Pasoans. She definitely had her work cut out for her as she attempted to establish her facility and her teams as legitimate contenders in El Paso tennis. Uschi made it her mission to spread the word by inviting other tennis teams to visit the tennis club and she began hosting weekly tournaments. She has brought back life and camaraderie to the Fort Bliss

It can be a stressful time for parents to find the best child care that understands military life. That’s where Child Youth Services (CYS) steps in. The Fort Bliss Family and Morale, Welfare and Recreation (FMWR) CYS division is divided into three separate facilities that provide education, sports and extracurricular activities for children of all ages. Child care on Fort Bliss was not always such a large, highly developed division. It began with the Non-Commissioned Officers (NCO) Wives Club, a non-profit organization, providing child care on the installation before the Army decided to formally regulate child care in the 1980s. The current program comprises of three School Age Services Centers (SAS), two Youth Centers, two SKIESUnlimited facilities, one Youth Sports Plex and five Child Development

just another day care for their children to stay, while they go to work. However, our CDCs provide a highly certified staff to help with the development of children’s education. Currently all CDCs are accredited with the National Association for the Education of Young Children. “Parents may not recognize, we don’t consider

ourselves — in any division — child care. We are child development, we are not just there babysitting the children. We are actually educating and developing in the whole child,” said Ann Ogle, administrator of the CDC program. Child Youth Program Assistants (CYPA) help sixweek-old children with their cognitive, social, emotional and physical skills. CYPAs are constantly engaging with the children ensuring they develop both their

social and physical skills. They encourage mobility by placing a toy or object at a certain distance to initiate them to move closer to the object. The CDCs focus on developing the children’s education as they grow. All CDC facilities are equipped with a full service kitchen that has Nutritionist, Danny Nolasco, overlooking every meal preparation that is distributed to the children. Some of the foods are

When you think about the library what comes to your mind? Do you imagine a place where dusty old books sit on a shelf? Or maybe you envision a place where you go to study and find quiet time. If you answered yes to any of the above scenarios you are missing out! Rachel Arizaga is the supervisory librarian for the Fort Bliss Libraries, and is slamming doors on common library misconceptions. Rachel and her team have added new literacy programs, created recreational programs, started events, and turned their storage space into a MakerSpace! “My primary goal is for people to know that there is a library system on Fort Bliss and to take advantage of our services,” said Rachel. Whether it’s books you’re looking for or DVD rentals, audio-books or tutoring, you can find it at the Fort Bliss Libraries. When it comes to literacy programs

Rachel knew that some of the existing programs would have to be revamped. For example, the Teen Book Club was lacking participants, so Rachel decided to get feedback from the existing members Rachel Arizaga, librarian at and see what they Mickelsen Community Library wanted to change. Rachel also found a need for a book club for kids between the ages of 10-12. Tweens were too old for the School Aged Book Club, but were too young for the Teen Book Club, her solution – give them their own club. She also added Paws for Reading, Baby & Me Story Time, Sensory Story Time and an Adult Book Club. But, it didn’t stop there! Rachel really wanted to focus on recreational programs. These programs are geared towards getting people to use their creativity at the library. For example, Rachel and her team began Cook the Book a monthly event where participants cook a dish at home and bring it to the library to share with others. They also started Pyrography, Crocheting, Sewing, Builder’s Club, Adult Coloring, Full S.T.E.A.M. Ahead, and two different social painting classes, Paint N’ Pour and Brushstrokes Club. Rachel also wanted to bring some of

the community’s favorite books to life and what better way to do that then by hosting an event! The libraries most successful event would have to be their Harry Potter Book Night. Rachel and her staff take their wands and turn their basement into the Hogwarts School for muggles and wizards alike to come and enjoy free crafts, activities and food. It’s all about using your imagination at the library, creating masterpieces and exploring. What better place to do that than at the MakerSpace at the Mickelsen Community Library? The MakerSpace is the first of its kind in the Army, but it didn’t start out that way. The room was used as a catch-all, collecting dust and when Rachel found out that the Installation Management Command was giving grants to improve Army Libraries she jumped at the chance. Rachel hopes, “people look at the library like a community couch, we are way more than just checking out a book. We want to be functional and useful to the communities we serve.” With more than 40,000 people walking through the Mickelsen Community Library and Soldier Activity Center Library doors every month, Rachel has shown that her libraries are not only functional and useful but invaluable. To Rachel we say a great big thank you for everything you do to serve our Soldiers and their Families. It is because of Family & MWR employees like you that our organization is so successful!

The Army Community Service (ACS) Exceptional Family Member Program (EFMP) team put together a Community Quilt Project through the month of March, to promote autism awareness, autism acceptance and draw attention to thousands facing an autism diagnosis each year. The theme, “Seeing the world from a different angle,” gives participants the opportunity to walk in the shoes of someone with Autism Spectrum Disorder (ASD) and to enable Families to connect with local resources and services. ASD has varying perspectives and it touches everyone differently. Those on the spectrum see and process ordinary things another way. Parents participating in the quilt project described their square as a symbol of awareness. “I want to symbolize the diversity of the Autistic children. To bring out the awareness and how it is 1 out of 8 children are diagnosed with Autism,” said Tech Sgt. Vanessa Manila with Defender Ground Combat Readiness Training Center. EFMP will kick off National Autism Awareness Month with the second annual Autism Awareness Forum from 10 a.m. to 12:30 p.m. April 5 at the Family Resilience Center. It will include a panel

of subject matter experts in the field of autism with an open discussion and Q&A. The panel members will include a Family Behavioral Health Licensed Clinical Social Worker, a Board Certified Behavior Analyst (ABA Therapy), a Neurofeedback specialist, and an Autism Specialist from Region 19 Special Education, to name a few. The Forum aims to bring all the professionals in a room to facilitate discussion and networking opportunities for EFMP Families with Family members diagnosed on the autism spectrum. Sometimes, all it takes is the smallest effort — offering a kind word and helpful smile or simply being there when needed. Other times, it can be hard, consoling someone who has lost a loved one to war or or supporting other Families during a long deployment. In any case, we know countless volunteers perform such tasks every day. According to a One Star Foundation article, statistics in 2015 studies show that 24.9 percent of Americans volunteer. That’s 62.6 million people putting in more than 113 billion hours of service to help their neighbors and communities. In the Fort Bliss Community alone, we have over 6,000 volunteers who have contributed over 200,000 hours of service worth

an estimated $5 million helping others in our community. As National Volunteer Week begins April 23, we want to thank those selfless volunteers, and we encourage others to join us. If you see someone lending a hand to make our community a better place, tell them it is appreciated. However, we’re not willing to stop there. We also want to encourage residents throughout Fort Bliss and El Paso Community to SALUTE

Volunteers. What that means, is honoring those helpers who worked — without pay — to make our community a blissful place to live. SALUTE them for coaching a little league game, SALUTE them for teaching an Army Family Team Building class, or SALUTE them for handing out dresses for Operation Deploy Your Dress. naturally grown in their own garden, even the children ages four and older partake in the gardening. It gives them the opportunity to choose what they want to plant and eat. This develops a nutritional and educational thought process for kids. There’s also a laundry room used for constant washing of clothes, bed sheets, blankets and more. Every child

has their own fresh sheets throughout the day. Sometimes parents, prefer a home-like environment for their young children instead of the development centers. CYS provides Family Child Care (FCC) which is licensedin-home providers. Spouses are contracted to provide child care, up to six children including their own, within their own homes. The license is portable, so if a spouse moves to another installation,

they are able to establish child care in their new home, provided it is recognize on the new installation. All CDC facilities, including the home providers, are inspected every month by the fire department, health department, vet services and environmental health services. Surprise Army inspections are also done during the year. “Fort Bliss CYS is a very

strong organization,” said Ogle. “We do well to take good care of those kids.” Ann and the CDC staff strive to give parents peace of mind knowing that their children receive the utmost quality of care at Fort Bliss Child Development Centers. MON-FRI: 7:30AM-3:30PM The Army Emergency Relief (AER) provides financial assistance to active and retired Soldiers and their dependents when there is a valid need. Loans are interest free. Spouses requesting AER assistance must have a current Special Power of Attorney (SPOA), military ID card and documentation to support their request. Under the Commander’s Referral Program, the company commander or first sergeant may approve assistance of up to $1,500 for active-duty Soldiers. If you are not near an Army installation, you can go to any service’s relief society or contact the American Red Cross at 1-877-272-7337. AER provides scholarships for spouses and children of active and retired Soldiers, orphans and dependents of deceased Soldiers. Scholarship applications are available at www.aerhq.org.

Since its inception in 1983, the AFAP remains the

only such partnership between a branch of the United States military and its constituents. Issues can be submitted at the Garrison Army Community Service office or to a unit Family Programs liaison. The needs of the Army community remain in the forefront of Army Senior Leadership. AFAP is the primary tool to communicate the important issues facing Soldiers, Army Civilians, Families, Survivors, and Retirees. Information provided through the AFAP process gives commanders and leaders insight into current satisfaction detractors, quality of life needs, and expectations of Army constituents. Leadership uses the information to effect changes that improve standards of living and support programs. These changes foster a satisfied, informed, and resilient Army Community. SURVIVOR OUTREACH SERVICES

MON-FRI: 8AM-4PM Losing a loved one is an especially difficult time for those left behind. In addition to the grief the Family will suffer, they will also be faced with several issues and questions about a life built around the Army. Some of these will be addressed immediately by the Casualty Assistance Officer (CAO), but some will not surface for many months or years – long after the Casualty Assistance process has ended. Survivor Outreach Services (SOS) can help. SOS is a holistic, multi-agency approach to delivering services specifically to surviving Family Members. The supportive staff at SOS is there to assist surviving Family Members with whatever issues they might have. Their services are also offered to Retirees and non-active duty incidents as well. NEW PARENT SUPPORT PROGRAM

MON-FRI: 8AM-4PM The Army offers a complete program of parent education and support services of which the New Parent Support Program (NPSP) is a part. All Army installations provide services that include health counselling provided by Army Community Health Nurses (CHN), as well as parent education classes and play mornings. These services target Families with children, 0-3 years of age.
