Wrexham County Borough: It is our aim to safeguard the road user within the County Borough of Wrexham throughout the winter months. Rocksalt is applied to over 500 kilometres of County Borough and Trunk Road network during a 2 ½ hours period when frost or icy conditions are forecast. There are 10 priority precautionary gritting routes which covers 40% of the road network of 1140 km’s of County Borough maintained roads. The gritting routes are pre-determined utilising criteria such as height above sea level, road classification, road gradients and proximity to schools, bus routes, local industry and shopping areas which are likely to generate high volumes of traffic. Resources: Our objective is to ensure that rocksalt is spread on the highway before the formation of ice. To achieve this a dedicated workforce comprising of 40 qualified drivers operate a fleet of 14 gritting vehicles, which are based centrally within the street scene department. Gritting Operations may be undertaken from one of our three depots based at Chirk, Llay or Wrexham Industrial Estate and spread approximately 4,000 Tonnes of rocksalt onto the County Borough road network during an average winter. Rocksalt: The preferred de-icing material utilised by Wrexham County Borough Council is 6mm nominal size rocksalt, which is spread onto the road network at a rate of 10 - 15 grams/m2 prior to the development of frost and ice. This figure is increased to 40 grams/m2 during the onset of snow conditions. Rocksalt is mined from a nonrenewable source and, in high concentration can be environmentally unfriendly and in certain situations can damage vegetation. It is therefore important that the material is only used when necessary and in the correct locations.
To effectively remove ice from the road surface the rock salt requires the action of traffic, which assists in the process of breaking down the salt granules into a saline solution. This rapidly melts the ice and prevents further ice forming for several hours. Salt Bins / Heaps: Salt bins/heaps are located in areas for the use of pedestrians and motorists to teat the public highway only. The council currently maintains in excess of 200 salt bins throughout the County Borough. Salt bins are provided in strategic locations that cannot be accessed by our main gritting vehicles but are subject to being individually assessed against criteria with includes, • Non Precautionary gritting routes • Location within the bounds of the public highway • Benefit to road safety, i.e. areas with steep inclines • Traffic volumes • Proximity to schools and locations of public interest A pro forma to aid assessment is carried out for all new requests for salt bins in accordance with the agreed winter service policy. Community councils may purchase salt bins and rock salt from the council providing that any new salt bins are distinguishable from the Environment Department salt bins and approved location on the public highway. Supply of rocksalt to the public: During the winter months many requests are received from members of the public for this Authority to provide them with rocksalt for personal use. Unfortunately, our salt stock levels do not cater for random supplies outside of our controlled winter maintenance operations and therefore our policy to not supply rocksalt for personal use has been derived. This ensures that our resources are maintained for use by this Authority to provide the most efficient service to the general public.

essential gardening Flower Garden - Prune roses down tallgrowing bush roses by about a half to help prevent wind-rock loosening and damaging their roots and shorten all the branches on standard roses. Plant barerooted rose bushes this month. Shrubs - December is a good time to move evergreens and large shrubs that have outgrown their current position. Try to lift them with as large a rootball as possible and tie them to stakes for extra stability. Cuttings - Take hardwood cuttings now from a wide range of shrubs. Winter care - As cold nights bring the final leaves tumbling from the trees, rake lawns, sweep paths and patios, and pick up leaves from borders and rock gardens, where their soggy mass can smother tender alpines. Leaves also provide shelter for slugs and snails, so clear them up without delay, taking care not to disturb any nesting hedgehogs. Water features - Removing pumps and filters from ponds and water features helps prevent them being damaged by freezing water during the winter. Keep ponds covered with netting to prevent fallen leaves blowing in. Dividing perennials - If conditions are
mild and dry, continue to divide hardy perennials. On wet soils, it is best to wait until new shoots appear in the spring. Soil conditioning - Where areas have been cleared, start digging over and conditioning the soil. It is worth carrying out a soil test now to check its acidity or alkalinity level (pH). Most plants grow best in a neutral soil, so make adjustments if necessary by applying a lime dressing to very acid soils, or sulphur chips to alkaline ones. Planting shrubs - If the weather conditions remain dry, continue planting evergreen shrubs, conifers and hedging. Even when it’s cold, soil still retains a little heat, especially deeper down, which encourages root growth and helps plants get established. Always take time to prepare the soil well when you are planting long-lived shrubs. Be generous with the compost that you dig in to improve the soil. Repairs - Repair fences, trellises and wooden features. Once annual climbers have died away and perennial ones have lost their leaves, treat timber with wood colour or preservative. Replace loose posts and those rotting at the base before they collapse and cause greater damage.

We are fast approaching Christmas which a busy time for everyone. The festive season often presents criminals with the perfect opportunity to take advantage of those who have started or even finished their Christmas shopping. North Wales Police are urging everyone to keep gifts out of sight of thieves, both in your vehicles and homes. If it is not on display then they will think twice and that also goes for everything of value you might habitually leave on display (sat Navs, loose change, CDs, etc.). Also with the winter nights drawing in don’t leave the house in darkness, it’s an invite that there is no-one home. Try and leave a light on or put it on a timer so it comes on when it starts to go dark. Low energy bulbs are quite cheap these days but we have a few here at the station if anyone would like one. As the cold weather is also approaching and the temperature is plummeting please keep an eye on the more vulnerable members of society in your areas, such as the elderly, especially this time of 14
year and over the Christmas period. Christmas parties will be in full swing and that generally means alcohol. If you are going to drink then DO NOT drive under any circumstances. NWP will be operating a drink-drive campaign and will come down hard on those found to be under the influence behind the wheel. The magic of a name The Rolls-Royce story began in 1904 at the Midland Hotel, Manchester when engineer Henry Royce, who was a perfectionist in his trade, met with the Right Honourable Charles Rolls, son of Lord Llangattock of The Hendry, Nr. Monmouth, who was a London-based purveyor of fine cars for the gentry. A strange combination you may think, but it certainly worked very well, as seemingly everyone wanted to own one of Henry’s cars as they were so beautifully made, very reliable and amazingly silent for the times. Henry always said that ‘In the elder days of art, craftsmen wrought with greatest care each minute and unseen part, for the Gods see everywhere’ but, when the high price was queried, he also said ‘The quality remains after the price is forgotten’. There was little doubt that the cars were very special, most owners in those days taking delivery of the Rolls-Royce chassis and running gear and taking it to a specialist coachbuilder to have the body of their choice built on it. In 1914 when WW1 broke out, Bend’Or, the second Duke of Westminster, bought a squadron of armoured cars for £20,000 from the company, based on the 40/50 h.p. chassis and fitted with Maxim heavy machine guns, but perhaps the most exotic bodies were commissioned by the fabulously rich Maharajas of India, and many of them are still sold for huge amounts of money at auctions today.

Thus it all started in the early 1900s by the Silver Ghost, then came the Phantoms One, Two and Three, followed by similar ethereal named models such as the Silver Dawn, Silver Wraith and Silver Cloud, all derived from the same theme. Choosing a name for such prestigious cars was a very serious business indeed, involving much discussion, as you would expect of Rolls-Royce, but in the late ’60s, an advanced new model was due to be introduced, and with great deliberation and secrecy a name for it was chosen. The launch date was decided and everything was made ready for the great occasion which was approaching fast. We all knew it was going to be the Silver ‘something’, but at the eleventh hour the name was revealed to R-R dealers. It was to be called the Silver Mist, a traditional and beautiful name- but in Germany there was panic in the R-R dealership, because the word ‘mist’ in German means dung or the like, and who in that country would buy a Rolls-Royce Silver Sh--? Thus followed a frantic call to Rolls-Royce who swiftly changed the name to Silver Shadow, averting disaster at the last minute. Not that it will ever happen again, as Rolls-Royce is now German owned,and the current Phantom and Ghost models maintain the continuity of this

With the Christmas holiday season almost upon us, now is a good time to remind people to take steps to make sure your Christmas isn’t ruined by criminals. OUT SHOPPING If you have too many bags you will be too busy trying to hold on to these to be aware of anyone stealing from you. Have your purse/wallet close to your body and don’t carry too much cash. The same applies to travelling on crowded buses or trains. If you travel by car, make sure you park in a welllit area, lock all doors and windows and do not leave presents in view. Try not to return to your car to leave purchases in the boot before continuing with your shopping trip as thieves may well watch car parks for just such a chance. Arrange to collect heavy items from stores when you have finished all your shopping. AT HOME Having bought all those wonderful presents, don’t make it easy for someone to steal from your home. Keep them out of sight until last thing on Christmas Eve and if you ‘hide’ or store larger items such as bicycles in the shed or outbuildings, make sure they are very secure. You may well find you need to check your insurance to make sure you are covered for the value of goods in your home.Take the
frame numbers of new cycles and the serial numbers of new electrical equipment for future reference. Remember, empty boxes left outside advertise that you have new goods inside - dispose of packing carefully. If you go away for the holiday period - use an automatic timer for lights and ask a trusted neighbour to watch your home. Don’t forget to cancel newspapers and milk if you have them delivered and either redirect your mail through the Post Office or have your neighbour take mail into the house. OUT ON THE TOWN With office parties and general Christmas celebrations, pubs, restaurants and other venues are often crowded. Don’t leave bags over the back of your chair and keep wallets and purses close to your body to make it more difficult for the pickpocket. Make prior arrangements as to how you will get home. Avoid any potential disturbances on the street.Avoid the temptation to take a minicab on the street even if you are having difficulty getting a cab - it is illegal for minicabs to take passengers who have not pre-booked. Make sure someone knows where you are going and what time you will be back. Don’t drink too much - you could become a target for thieves.

DRINKING AND DRIVING DON’T MIX 3,000 people are killed or seriously injured on our roads each year in drink drive related crashes and nearly one in six of all deaths on the road involve drivers who are over the legal limit. If you plan to drink, don’t risk driving: • book a taxi • use public transport • stay overnight • arrange for someone who is not drinking to drive • don’t be tempted to get into a car with anyone else who has been drinking CONSEQUENCES OF DRINK DRIVING If you think you won’t get caught, you’re wrong. Around 100,000 drivers are convicted every year for drink driving. You don’t have to be in a crash to be breath tested. The police can ask you to take a breath test if they suspect you have been drinking, or if you commit a traffic offence. THE MORNING AFTER If you’ve been out drinking you may still be affected by alcohol the next day. Even though you may feel OK when you get up, you may be over the legal alcohol limit
or unfit to drive, and could still lose your licence. It’s impossible to get rid of alcohol any faster. A shower, cup of coffee, or other ways of ‘sobering up’ will not help. It just takes time. THERE ARE NO EXCUSES “I had a drink but it was at lunch time” Even a small drink at lunchtime can make you more sleepy and impair your driving. “I feel fine to drive” Any amount of alcohol will affect your judgement. “I’ve only had a couple” Even a single drink will affect your driving performance. “I’ve had a meal” Alcohol just takes a little longer to get into your system, your driving will still be affected. JUST TO BE SURE There’s no fail safe guide as to how to stay under the legal alcohol limit or how much you can drink and still drive safely. The only safe option is not to drink if you plan to drive. Never offer a drink to someone else who is driving.

The First Christmas
The events leading up to the first Christmas can easily be misconstrued. Israel at that time consisted of 3 provinces in descending order from north to south: Galilee Samaria Judea Mary, the eventual mother of Christ, lived in Galilee in the city of Nazareth. ‘City’ was a general term applied to any place other than a tiny village. Mary wanted to visit her cousin Elizabeth who was five months pregnant. From a quick glance at the Bible you get the impression that she only had to go two or three villages away to see Elizabeth, but oh no! She walked the best part of 100 miles while she herself was 2 months pregnant, down through Galilee, down through Samaria, down into Judea to the city of Hebron in the hill country where Elizabeth lived. She stayed with Elizabeth for 3 months before tackling the long trek back up to Galilee. After a further 3 months Mary, now 8½ months pregnant, had to make the journey
down to Judea again, this time about 90 miles to the city of Bethlehem, her fiance’s ancestral city. He, Joseph, accompanied her as he was required to register there under the Roman census. They travelled probably by ‘caravan’ in it’s original sense of a procession of carts, animals and walkers, and Mary was undoubtedly given pride of place. Of course we know the rest – the very first Christmas, but the distances involved may have passed us by. Another illusion is that Christmas was not necessarily in what we call December, it might very well have been in the Spring! Some years ago Joddrell Bank, the Cheshire Astronomy Centre, carried out some research into the star of Bethlehem, the star seen by the Wise Men. They went back and back in chunks of 76 years , to see if it could have been Halley’s Comet, but in the end they decided that it was a comet caused by the ‘fusion’ of 2 constellations. It would have been seen for several minutes throughout the Middle East, and, most striking of all, it would appear to be pointing downwards like a finger!
