President’s Welcome An extremely warm welcome to the 2018 summer edition of business matters. Let me start with some fantastic news for the region. A new £56 million UK innovation centre, which will revolutionise how medicines are manufactured, is to be located in Renfrewshire. A world-first, the new industry-led Medicines Manufacturing Innovation Centre (MMIC) will offer pharma companies, from start-ups through to multinational organisations, this unique service is intended to develop and adopt novel manufacturing techniques to adapt into their own manufacturing processes. By transforming processes and technologies, the speed of bringing new drugs to market could improve drastically. The new centre will be positioned close to the £65 million National Manufacturing Institute for Scotland (NMIS) and at the heart of an Advanced Manufacturing Innovation District. The MMIC aims to attract over £80 million of R&D investment by 2028 and will create a large number of high value jobs by 2023. Up to 90 jobs will also be created or retained in companies involved in the design and build phase and post-construction. I have said on a number of occasions that it is vital that a workforce can easily access these new and existing facilities. We must ensure that our transport and infrastructure is improved in order that poor connectivity does not hinder our ability to attract more of these world class companies to Renfrewshire. On the subject of connectivity and the proposed Heathrow expansion, the Chamber CEO along with our colleagues at Scottish Chambers & Glasgow Airport recently met Baroness Sugg -Undersecretary of Transport to emphasise the importance of expansion. Protecting and expanding our connections with London and the rest of the world are vital to stimulate the economy throughout the region. We still have a long road to go before these plans reach fruition and it is crucial that we get it done. On the subject of the Airport, I wish to

offer my congratulations to my namesake Mark Johnston who after a number of years of service has been promoted to Managing Director. A recently published report on business rates disappointingly saw Renfrewshire lagging behind many other regions in Scotland when it comes to the progress of Business Rates Appeals. Across the Renfrewshire Valuation Joint Board, only 1.1% of appeals have been resolved, equating to just 38 of the 3,542 appeals lodged. The “Appeals” progress has been mixed across the country, however in nearby Dunbartonshire & Argyll and Bute, significantly more progress has been achieved with a similar number of appeals – with 575 of the 3,460 appeals now resolved. “These statistics are even more concerning when we look within the constituent local authorities. In both East Renfrewshire and Inverclyde respectively, only two appeals each have been resolved, less than 0.5% of the total in both local authorities. So far, approximately 45% of the appeals resolved across Renfrewshire have resulted in a change to the rateable value of a business. Businesses deserve to be charged fairly, and it is critical that the process of appeals resolution is accelerated to allow this to happen. Renfrewshire Chamber of Commerce would urge assessors working across Renfrewshire to increase the pace of progress, and we continue to work in partnership with Scottish Chambers of Commerce to ensure that the Scottish Government delivers a Business Rates system which is more responsive to business needs.” A new customer service excellence training scheme has been launched to ensure Paisley is primed to welcome visitors to its events and attractions in the coming years. Customer experience is a key part of any visitor’s impressions of a place and the new Paisley Welcomes programme will provide enhanced training to those coming into contact with visitors. The Paisley Welcomes programme is an online module which covers both

customer service training and information about Paisley and Renfrewshire. The training is open to individuals as well as businesses. Interested parties are encouraged to register for the online module as the first 2,000 people to sign up will be able to complete it free of charge as Renfrewshire Council and Scottish Enterprise are helping to fund the scheme. A wide range of users can benefit from taking part – from school leavers wishing to develop their skills through to front of house staff who are often the first point of contact for visitor questions. The overall aim is to create a consistent customer experience, but it will also encourage cross-selling leading to visitors staying longer and spending more and create repeat visitation. As normal at this point in the year we do not have any events in July however the Chamber team will be launching Rocco 2018 towards the end of the month. The Roccos are a great opportunity for you to be recognised for your efforts and achievements over the last year. A Warm Welcome from our Chief Executive Thank you to all our exhibitors and those who attended Business Matters in Renfrewshire on the 10th of May. The event was a great success with over 50 exhibitors and 400 people attending throughout the day. In particular the six seminars on hot topics proved very popular. Feedback shows the importance of B2B with many connections made on the day. We hope to return next year. The Queens Awards for Enterprise are a program to gain recognition for your business in areas of innovation, international trade, sustainable development and promoting opportunity through social mobility. We have many high performing organisations in Renfrewshire and I would encourage you to look at the program and consider entering. Statistically companies who have won see an uplift in business following their award. Consider the example of Bridge of Weir Leather, a five-time winner in the International Trade category which is an incredible

achievement and huge team effort. They talk of the positive benefits to staff and customers with a sense of pride and recognition throughout the organisation. Consider having a look at the program, read more about how to enter on Page 5. STEM Fortnight returns in October 2018 – can you help? We are looking for organisations who offer an activity for a young person in a STEM subject (Science, Technology, Engineering & Maths) please get in touch. We also hope to run the successful skills ambassador program once more in September 2018 - could you be a role model and help mentor a group of young people? This program has been getting strong results and we seek a fresh input of experience to work with our young people, meeting with them five or six times over the school year. Rocco 2018 will open for entries towards the end of July. Entry is free and open to all members regardless of location. If you are a non-member your business must be based in Renfrewshire. There will be categories relevant to all

sizes & sectors of business. May I pass on my thanks to Audrey Cumberford as she moves to take up the role of Principal at Edinburgh College in the coming months. Audrey has been a passionate supporter and advocate of the Chamber for many years and we wish her well in the next exciting step in her career. Bridge of Weir Leather Company has been honoured with one of the world’s most prestigious awards for international trade. The company was named among the Queen’s Award winners for 2018, as is tradition, on the 21st of April – the birthday of Her Majesty The Queen. The announcement marks the fifth time Bridge of Weir Leather Company has been named a Queen’s Award winner, always in the International Trade category, with the previous award made in 2012. (Queen’s Award for Enterprise honours were also received in 2000, 1996 and 1985). In the announcement made by the Queen’s Awards, it was stated that:“Historically, the Bridge of Weir roots can be traced back to 1758, although the Bridge of Weir Leather Company started trading in 1905 and has one of Europe’s largest leather production facilities. The company is part of the Scottish Leather Group and is the only UK leather manufacturer specialising in the automotive industry. The company has operations in the USA and China to support local customers, and strong markets in Germany, Canada and Poland. Initiatives like its unique and industry-leading sustainability strategy

have led to new business, particularly with eco car manufacturers. Overseas sales have grown by 74% over the last three years and the proportion of sales exported has increased to 90% of total sales. The company wins the Queen’s Award for International Trade for Outstanding Short Term Growth in overseas sales in the last three years.” Commenting on the Award, Bridge of Weir Managing Director, Karen Marshall, said: “In the three years of trade that this award represents, from 2015, Bridge of Weir Leather Company has embarked on a number of ambitious business developments. From work on our brand, image and design work internationally, to sustainable innovations and, as is the subject of this award, expansion overseas. “The Queen’s Award application process was a detailed exercise that was challenging enough to ensure that our business met the criteria for achieving the Award. The on-line submission was very well laid out, easy to navigate and had strict limits on the word count for each section. I identified colleagues from specific areas of the business who contributed to each of the sections where their particular knowledge and expertise was necessary. Sufficient time needed to be allocated to collect information or evidence for elements of the financial and commercial questions. Applications had to be submitted by 1st September; we completed the form over an 8 week period prior to that date, which gave us ample time to compile and review the answers in each section. No part of the application was particularly difficult, as we were simply explaining what our business had achieved with regard to International Trade and how we had achieved it over a 3 year period. It’s all change at Allstaff, but no change really...

It’s all been happening at Allstaff. Last month, 18th May to be precise, marked our 37th Birthday; yes, it all began back in 1981. However, notable though it is, that was not our big news because we were delighted (and slightly saddened) to announce some key changes at Allstaff, mainly that Joan Sim had decided to retire from the business; after 35 years of dedicated service, we are sure all the clients and colleagues who worked with her over the years will join us in wishing Joan all the very best as she takes a well-earned break. It’s no surprise that the reigns have been passed to a very experienced and long-serving management team; Carolyn Moir-Grant, Martin McGill and Ryan Robinson have now completed a management buyout and will assume ownership and responsibility for the future development of the business. Carolyn Moir-Grant is now Managing Director, Martin McGill continues as a Director and is joined on the Board by new Director, Ryan Robinson. Carolyn Moir-Grant has been with the business for 25 years and following the successful MBO she said, “Martin, Ryan and myself are delighted to be given this opportunity to build on the success that has been achieved over the years by past and present colleagues. We are fortunate in being supported by a really

dedicated team of professionals many of whom have been with the business for decades. I’m looking forward to continuing to build what is already a great business”. The MBO has done little to slow down the ongoing commitment to the adoption of new technology; following the major investment in state-of-the-art Recruitment software at the end of 2017, Allstaff is now making progress in the next phase with the introduction of new Finance and Administration software. This latest investment provides a seamless process for Management reporting for their clients, AWR, advanced compliance and online timesheets. In many ways, a lot has changed, but at the same time, very little has changed. Allstaff will continue to invest in the future to ensure that clients get the best possible service; whether it’s a temporary or permanent position to be filled, they are confident they will be able to find, recruit and manage the process in an even more professional, efficient and streamlined manner. As Allstaff enters its 38th year, they do so with a great deal of excitement and optimism which has been made possible by the legacy that has been provided by both Joan Sim and her predecessor Sheena Fleming. The new management team were quick to acknowledge both for the solid foundations that have been laid over almost four decades.

How will Cambridge Analytica change social media for business? 1) Mean more companies will take a chance without Facebook Tesla, Space X, Mozilla, Sonos and Playboy all ceased advertising or closed their Facebook pages in the immediate aftermath. Companies are now much more likely to consider just how valuable Facebook in particular is (at least until it takes tangible steps to get its house in order).

Social media for business is about to change, and you’ve got Cambridge Analytica to thank for that. While GDPR might end up something of a damp squib, Cambridge Analytica’s use of Facebook data has raised genuine concerns about online privacy. We’re yet to find out whether the company (now in administration) did anything illegal. But, it’s safe to say it voided Facebook’s terms, and was somewhat short on scruples. So What happened with Cambridge Analytica? The short version is the company: 1. Gathered data from 87m Facebook users (mainly without authorisation) 2. Used it to create detailed personality profiles 3. Shared these profiles (through affiliated companies) with political campaign groups Investigations are now underway into whether the UK’s ‘Vote Leave’ campaign voided campaign spending rules by utilising this data. And, in the US, authorities are looking at how groups linked to Trump’s election campaign used this data to target

individuals with (often fake) news stories that could sway their opinion. But, the thing most consumers really care about is how their data was acquired. This process involved an app called ‘thisisyourdigitallife’, which hosts personality quizzes. After participants agreed to the terms of a quiz, the app scraped all their Facebook data – as well as that of all their connections for good measure. While noted in the T&Cs, consumers clearly feel uncomfortable having their data taken and used for commercial purposes without their express authorisation. How will this debacle affect social media for business? Mark Zuckerberg has already been hauled in front of the US Congress to answer questions – and, it was hilarious. But, how will this situation affect social media for business? In our eyes, it’s likely to:

2) Lead to Facebook putting more emphasis on promoting transparency Facebook knows users will now be more sceptical about data usage and the information promoted to them. This will start with a charm offensive – lots of glossy messages about how angelic the company really is. But, Facebook might also back this up with algorithmic updates relating to data-gathering/article promotion, which will require you to adapt your strategy. However, the effect might not be so dramatic Even the most drastic estimates suggest only a small proportion of Facebook’s 2.19bn users will quit the platform altogether. Talking tourism in Renfrewshire “Tourism is the heartbeat of the Scottish economy, causing a ripple effect which touches every industry and community, creating employment and economic growth,” says Gordon Smith, the new Regional Director for VisitScotland. Gordon started in the post, which also covers Ayrshire & Arran, East Renfrewshire and Inverclyde, at the end of April and brings with him more than 20 years of working in Scottish tourism. He started out his career with the Greater Glasgow & Clyde Valley Tourist Board before joining VisitScotland in 2005. MARK JOHNSTON APPOINTED MANAGING DIRECTOR OF GLASGOW AIRPORT

Glasgow Airport and Shanghai Airport Authority form alliance to grow visitor numbers between China and Scotland Glasgow strengthens Scotland’s growing links with China by working closely with one of country’s largest airport groups

Glasgow Airport has confirmed that Mark Johnston has been appointed as Managing Director. Mark Johnston took up his position on 1 June 2018 reporting directly to Derek Provan who recently took up the post of Chief Executive of AGS Airports Ltd, which owns Aberdeen International, Glasgow and Southampton airports. Mark was previously the airport’s Operations Director, a position he has held since 2015. He first joined Glasgow in 2004 and went on to hold a number of senior roles including Head of Terminal and Security, and Head of Infrastructure and Technical services. Commenting on the appointment, Derek Provan said: “Since joining AGS in April I’ve had the opportunity to review the organisation with a view to creating a simple, transparent and consistent management structure across our three airports. As a result, and as is the case with Aberdeen and Southampton airports, this has led to the introduction of a standalone Managing Director role for Glasgow. “Mark has held a series of senior positions during what has been an extremely successful 14 year career at Glasgow Airport and I am looking forward to working closely with him in his new role to help deliver even further success.” Mark Johnston added: “The connectivity provided by Glasgow Airport plays such an important role in supporting the wider Scottish economy so I am relishing the opportunity of taking on the role of Managing Director. We are operating in what is a challenging marketplace, however, we are firmly committed to ensuring Glasgow delivers for the city, for Scotland and for the millions of passengers who travel through our doors every year.”

Glasgow Airport and Shanghai Airport Authority have signed a partnership agreement that will see the two cities work together to jointly petition China’s main airlines to establish a direct air link in the future between the West of Scotland and the Chinese powerhouse city of Shanghai. Glasgow Airport and Shanghai Airport Authority, which operates the city’s Pudong and Hongqiao airports, have formed the Shanghai Airport Authority and Glasgow Airport Alliance with the goal of jointly developing a strategy to increase the number of passengers travelling between China and Scotland. The partnership will see the airports work together to share expertise and best practice in all aspects of airport business and exchange ideas in order to help promote tourism opportunities between the two cities while creating an attractive environment for future direct air links. The decision to form the alliance is as a result of months of discussions involving Shanghai Airport Authority’s president and senior executives and representatives from Glasgow Airport. It was during these discussions that representatives from Glasgow shared their vision for expansion into China and the potential appeal of the airport and city as the gateway to Scotland for tourists from the Shanghai area and beyond.

Commercial Director Francois Bourienne, who signed the Memorandum of Understanding on behalf of Glasgow Airport, said: “It is a tremendous honour to be in Shanghai today to sign this partnership agreement, which marks a significant milestone in the relationship between the cities of Glasgow and Shanghai. “This Memorandum of Understanding provides us with a unique opportunity to work alongside and share ideas with our new colleagues from Shanghai Airport Authority, which is responsible for operating the Chinese mega-city’s two main airports, handling in excess of 100 million passengers combined annually. “The alliance will ensure both partners not only learn from one another, but work together to further enhance the growing business and tourism links between Scotland and China.

GLASGOW AIRPORT’S DISRUPTIVE PASSENGER CAMPAIGN LAUNCHED AHEAD OF SUMMER SEASON

Airport launches industry-leading Campus Watch approach to remind small minority of passengers that disruptive behaviour will not be tolerated Glasgow Airport has launched this year’s Campus Watch drive ahead of the 2018 summer season to remind passengers that disruptive behaviour of any kind will not be tolerated. Campus Watch was introduced in 2013 in partnership with Police Scotland to tackle disruptive behaviour at Glasgow Airport and provides training, advice and support to staff who interact with passengers on a daily basis. This includes check-in staff, security teams, bar and restaurant employees, retailers and airline crews. One of the key aims of Campus Watch is early intervention. Staff across the campus are encouraged to report the details of any potential incident of disruptive behaviour to the airport’s central control room through a dedicated phone. This information, including passenger description and travel details, is shared

with staff across the airport campus via a rapid text alert system. In addition to this, Glasgow Airport has also invested more than £10,000 this year to introduce a new digital radio system to help disseminate live Campus Watch intelligence across the terminal in addition to the text system. Disruptive behaviour can cover a broad range of offences and actions can range from a verbal warning to arrest. As an example, if an incident is alcohol related the passenger involved will be warned about their behaviour by Police Scotland officers, refused service across all retail and catering outlets and gate staff will be notified in advance of their arrival. Gate staff can then speak to the passenger and determine if they should be permitted to board the aircraft. Glasgow also took the unprecedented step this week to launch a national

advertising campaign to remind passengers of their responsibilities when travelling through the airport this year. Francois Bourienne, Chief Commercial Officer for Glasgow Airport’s parent group AGS Airports Ltd, said: “For many of our passengers, the airport experience signals the start of their holiday and there’s nothing wrong with this. We want to ensure our passengers continue to enjoy a memorable but ultimately safe and disruption-free experience.

UWS named a Herald Higher Education Award finalist in two categories UWS has been shortlisted in two categories of The Herald Higher Education Awards. The annual awards, which take place on Thursday 28 June 2018, see UWS shortlisted in the ‘Widening Access’ and the ‘Innovative Use of Technology’ categories. The Herald Higher Education Awards 2018 in association with Scottish Funding Council recognise success and achievements across Scotland’s universities and colleges. The University has been shortlisted for the Widening Access Award for its Wee University initiative. This initiative, which was developed by the University’s School of Education, is a new concept in early years education and aims to provide opportunities to build an inclusive community of learning. It strives to enhance awareness at an early age of future educational opportunities, help break down potential barriers around access to further and higher education and boost the confidence of parents and carers around the opportunities offered

to future students. Thanks to this initiative UWS is working with early years providers to instil in 2 – 5 year olds the aspiration and belief from the earliest possible age that higher education is very much an opportunity that can be theirs. UWS has also been shortlisted for the Innovative Use of Technology Award for its pioneering Immersive Education with a Digital Heartbeat. The School of Business & Enterprise has successfully introduced an immersive digital teaching solution, which is delivering highly personalised, hyper-flexible and collaborative learning experiences for students. UWS has a unique student body, including students articulating from college and adults returning to higher education and it therefore needs to provide learning opportunities to its students that accommodate their lives, responsibilities and needs to ensure their success. At the very heart of this project is the UWS purpose to provide studentcentred, personalised and distinctive

learning and teaching experiences, underpinned by professionally relevant research, knowledge exchange and enterprise. This platform allows students to consume lecture material at their own pace and self-direct their learning experience. UWS showcasES student talent at inaugural event University of the West of Scotland held its inaugural cross-University Student Showcase event at its Paisley Campus on Tuesday 22nd May 2018. This event was a platform for UWS students to display their excellence and expertise, celebrating their successes and achievements. It provided a forum for students to demonstrate their skills, talent and passion for their subject, illustrating their ability to think critically, creatively and to contribute to the local, national and international economy and society. The showcase featured work from across all six of the University’s schools - Business and Enterprise; Education; Engineering and Computing; Health, Nursing and Midwifery, Media, Culture and Society; and Science and Sport. A clear image of the future for ground-breaking ultrasound company The first spin-out company set to emerge from the University of the West of Scotland has closed its seed investment round, raising £1.5 million. novosound, the winner of the 2017 Converge Challenge, has developed and patented a ground-breaking technique to mass-manufacture printable ultrasound sensors. The revolutionary method overcomes the limitations of existing technology, improving a manufacturing process, which hasn’t majorly changed in more than 40 years. Par Equity, the Edinburgh-based venture capital firm which has a strong track record in investing in early stage companies, is the lead investor with Kelvin Capital co-investing alongside. The investment will drive novosound’s growth plan, allow it to expand its already-experienced team, and bring its cutting-edge ultrasound sensors to market. Further investment was secured from Gabriel, the Scottish Investment

Bank, the EOS Technology Investment Syndicate and Investing Women. Commonly known for its use in maternity wards and other hospital departments, ultrasound imaging can also be extensively applied in industrial settings as a safe non-destructive testing (NDT) technique. The company, which developed its sensors at the Institute of Thin Films, Sensors and Imaging at University of the West of Scotland, has already received £550,000 of Scottish Enterprise grant funding and was presented with the 2017 Converge Challenge award by First Minister Nicola Sturgeon, an accolade which celebrates academic innovation in Scotland. novosound was co-founded by Dr Dave Hughes and Richard Cooper. Dr Hughes is Chief Technical Officer, former project lead at University of the West of Scotland and leader of the Ultrasonic Imaging team within the UWS Institute of Thin Films, Sensors and Imaging.

Richard Cooper, an independent consultant, supported Dr Hughes and the project over the last two years and is now novosound’s Chief Executive Officer. He was a co-founder of Cascade Technologies, Strathclyde University’s biggest exit to date, which was sold to US-based engineering firm Emerson in 2014.

The majority of business has been in the lucrative markets in the Middle East where the private school sector has continued to grow at a fast rate. The Founder and CEO, Roddy Hammond has visited all the GCC countries of UAE, Qatar, Oman, Bahrain, Kuwait and Saudi Arabia. “My first trips to some of these markets was as a delegate of a Trade Mission which is an ideal way to gain knowledge of a market and meet relevant contacts. with a busy schedule over the course of the week. China is a massive and fascinating market which surprised all of us in how modern and forward thinking their people are. There is also clearly a lot of wealth and this has resulted in strong growth in their education sector and across many industry sectors. We knew the scale of opportunity would be huge and the message we came back with is that the Chinese companies want to do business with Scottish companies”. Roddy continues: “While the Trade Mission is a great market entry point, we have learned that you really only develop deeper and lasting relationships by re-visiting a country several times. You need to be totally committed to your chosen export market. Don’t try to take on the whole world.” Worldteachers has penetrated the markets in the Middle East and China has been identified as a key market in the longer term. “You should not expect immediate overnight success and China is proving to be like other markets in that we have to follow through with all leads and key customers are starting to emerge.” There is also plenty of potential to win some inward investment from Chinese companies. For 5-star customer service, follow the signs to West College Scotland Customer facing staff from the Golden Jubilee Foundation recently began training in British Sign Language, enabling them to better serve the estimated 466 million people in the world (World Health Organisation: March 2018) with disabling hearing loss. The course, designed to be highly interactive, enabled the Golden Jubilee Foundation staff to improve their understanding, awareness and communication skills with people who have a hearing loss. They learned signs and phrases that were relevant to them in their daily work. The feedback from the attendees was overwhelmingly positive. Emily Crompton, Medical Secretary, said "This course is fantastic and I feel more staff would benefit from it. The trainer was insightful, a great teacher. I feel I have learned a great deal about British Sign Language and the deaf community today”. Melissa Tulloch, Front Office Supervisor, concurred: “I loved learning about British Sign Language. The course is very informative and the people who delivered it were amazing. " Lynsey Brown, Events Planner, was also very pleased with the course delivery: "They worked at great pace and fully engaged with everyone. Exciting New Hotel Development in Central Paisley

Local commercial property developers Henderson Properties Ltd. has applied for a planning consent to convert office premises at 27 Causeyside Street, Paisley into an apartment hotel. The landmark three storey building which was designed by Robert Miller in Free Renaissance style and completed in 1908 was occupied by the Paisley Cooperative Manufacturing Society until the 1980s and then used as the local headquarters of Scottish Enterprise until last year. Ian Henderson said ‘We were thrilled when we managed to secure the site from the receiver of the previous owners. I remember being hugely impressed with the building when we engaged with Scottish Enterprise in the 1990s and when the opportunity to buy it came up we grabbed it with both hands.’ The imposing building has more than 24,000 square feet of internal space over three floors and HPL’s architects have come up with a design that will provide a range of one and two bedroom self catering short stay apartments with a total of 32 keys. Brian Gault of Young and Gault Architects said ‘The building was ahead

of its time in some ways and it really lends itself to this type of use. An early model of pre-cast concrete floor was used throughout which is helpful for fire and sound control and the floors were set out in open plan with pillars used instead of supporting walls, which made our work so much easier. The 34 private car parking spaces within the site are an added bonus’. Every business needs as many USPs as it can get and this apartment hotel is no different. ‘I have always been interested in classic cars’, Ian said, ‘and I started my working life as a rental representative with a major car rental firm at Glasgow Airport, so I intend to brush off my rental skills and use the hotel as a base for classic car rentals. We will target the overseas market and promote the location as a jumping off point for the North Coast 500 and other beautiful driving tours of Scotland – by classic car’. Dismissing for a first offence: It’s a fair cop? Employers are generally expected to issue warnings to employees, requiring them to mend their ways, rather than to immediately dismiss for a first offence. Indeed it has been said that “It is good sense and reasonable that in the ordinary way for a first offence you should not dismiss a man without any warning or giving him a further chance. You should warn him that, if it happens again, it would be an offence for which he should be dismissed.” Traditionally the exception to that has been cases of gross misconduct; where the employee’s conduct is so serious - even though it is a first offence and no warning has ever been issued - that dismissal is merited. The recent Employment Appeal Tribunal (“EAT”) decision in Mbubaegbu v Homerton University Hospital NHS Trust considered whether there are other circumstances where dismissal could be justified for an employee with a clean record. The employee in that case had 17 years of unblemished service. His department however was dysfunctional and management issued detailed rules for the surgeons to comply with. Concerns arose in relation to Dr Mbubaegbu and he was faced with 22 allegations at a disciplinary hearing. There was said to be a “pattern of conduct” even though no single allegation was said to amount to gross misconduct. Since the disciplinary allegations had been raised there had been no further incidents giving rise to concern. The employee was dismissed and an Employment Tribunal decided that this was a fair dismissal The EAT did not interfere with that conclusion. They stated that to justify dismissal of an employee with a clean record, it is not necessary to identify one or more acts of gross misconduct, which would merit dismissal in themselves. Where the cumulative or aggregate effect of a number of more minor offences is to cause the employer to fundamentally (and reasonably) lose trust and confidence in the employee, then that indicates that the conduct is sufficiently serious as to justify dismissal. To focus unduly on the phrase “gross misconduct” is not necessarily helpful. Even though the failure to warn the employee formally denied him the opportunity to improve his behaviour (and his actions since the concerns were raised with him indicated that he likely would have improved) the employer was allowed to treat the “pattern of conduct” as sufficiently serious to dismiss. In other words it was “within the range of reasonable responses” to dismiss and therefore fair. While this decision may give some comfort to employers, it also emphasises the need to be clear, when dealing with disciplinary matters, as to the findings against the employee,

World-first £56million medicine manufacturing centre to be built in Renfrewshire

Council Leader Iain Nicolson has hailed the huge benefits for Renfrewshire as it will be the location for a worldfirst multi-million innovation centre revolutionising medicine manufacturing. The £56million Medicines Manufacturing Innovation Centre (MMIC) will be built at the heart of the emerging advanced manufacturing innovation district next to Glasgow Airport. “This is fantastic news not only for Renfrewshire but for the whole of Scotland,” said Councillor Nicolson. “On top of the highly skilled jobs the centre will bring, its work will generate more jobs by encouraging start-ups and supporting companies large and small to grow their businesses using the transformative technologies the centre develops. “We support the ambition to make Scotland the location of choice for the life sciences community and

advanced manufacturing and are currently developing the underpinning infrastructure which will ensure the centre has the perfect home in Renfrewshire.” In a market worth £98 billion globally, this industry-led centre will put Scotland and the UK at the forefront of technology and innovation in medicine manufacturing, aiming to attract £80million of research and development investment in the next ten years. Eighty high skilled jobs will be established at the Centre by 2023 with a further 90 jobs created or retained in companies during the design and build phase and post-construction. The new centre will be built alongside the National Manufacturing Institute for Scotland (NMIS) - a £65million industryled centre set to transform Scotland’s manufacturing skills and productivity.

And it will also be located next to the recently opened Lightweight Manufacturing Centre at Westway Business Park, Scotland’s only facility for research and development of lightweight components for the automotive and aerospace industries. Councillor Nicolson added: “We have a proud tradition of innovation in manufacturing and these exciting developments can make Renfrewshire the beating heart of Scotland’s manufacturing sector once again. “Manufacturing is a key contributor to the Renfrewshire economy and employs more than 9,000 people, with world famous companies based here. “The innovation district has the potential to attract more businesses to the area, create thousands more jobs and provide more opportunities for existing businesses to thrive.”

Renfrewshire Council Updates: Council commitment to improve future job prospects “We want to provide support to the people and places most in need, to make the greatest difference.” These were the words of Renfrewshire Council Leader Iain Nicolson as he unveiled the long-term plans for Invest in Renfrewshire – the Council’s economic development service. Councillors have now approved the £4.5million funding plans targeting job support to people, communities and local businesses over the next five years. Councillor Nicolson added: “We must ensure the area’s economic growth benefits everyone and that’s why we are targeting our resources to communities facing deprivation and to help people unemployed and underemployed, changing their opportunities and that of future generations.” The new service will start in October and includes further development of a community based pilot project under way

in Ferguslie which supports people facing a range of barriers to employment. It is already achieving positive results for local residents like Ronnie Lockhart, who’d been out of work for the past 20 years, but is now working as a gardener with Linstone Housing Association thanks to the support from the Invest team. The 49-year-old said: “I was in a routine of going out once a fortnight to sign on then back home to watch TV. Eventually I got sick of being in the house doing nothing. Now I never want to go back to that - I love the job and the team work. “I couldn’t have asked more of the support from Invest, they do their damnedest to get you into employment, they do a great job and I’m really grateful for what they have done for me.” More will be done to support start-up and early stage businesses through the new service, with exciting plans in place

to grow the creative business sector and increase the number of sustainable small businesses and social enterprises. And there is a major focus on maximising key economic growth opportunities in Renfrewshire, including in manufacturing, care and the creative industries by working with local businesses to provide direct pathways into these job growth areas. Councillor Nicolson added: “We will tackle the challenges head-on and develop Renfrewshire as an attractive place to locate and do business, supporting local businesses to grow and improving the area’s economic, social and physical regeneration.”

Investing in Renfrewshire’s future £100m venues investment aimed at transforming Paisley High Street and town centre Plans are moving ahead for Renfrewshire Council’s £100m investment to transform Paisley’s town centre venues and cultural infrastructure over the next few years. The investment is a key part of the plans to build a legacy of Paisley’s bid to be UK City of Culture 2021, and central to the wider plan to use the town’s unique heritage and cultural assets to transform its future. It aims to create new homes for the expanded programme of events and cultural activity the area plans to build over the next few years, while supporting the ongoing work to promote Paisley as a visitor destination and drive new footfall into the High Street and town centre. At the same time, it will help preserve the area’s superb architectural heritage by turning some of Paisley’s best-loved 19th-century buildings into 21st-century facilities. The key projects making up the investment include: • Paisley Museum - a £42m transformation an international-class destination showcasing the town’s unique heritage and collections, predicted to bring around 125,000 visitors a year into the town centre. The museum will close in the autumn and reopen in 2022, although the collections will remain accessible through the new Paisley: The Secret Collection museum store on the High Street.

• The council last month appointed architects of international importance for the museum redevelopment – with the chosen firm AL_A having worked on landmark buildings around the globe, including the Victoria & Albert Museum Exhibition Road Quarter in London, and having recently been shortlisted for the competition to redesign the visitor experience at the Eiffel Tower.

• Paisley Town Hall – a £22m internal refurbishment to become one of the landmark entertainment venues in the West of Scotland. The redesign will broaden the range of events the town hall can offer, and transform the performance facilities and visitor experience, as well as improved catering and conference facilities, better physical access, and replacement of the mechanical and electrical systems. • Learning and Cultural Hub - a fullyaccessible and digitally-connected space housing the town’s library collections and a modern educational resource for the area’s pupils, students and adults in the heart of the High Street. The facility will open in 2021 • Public Realm – a £10m budget has been set aside to reimagine some of

the town’s outdoor events spaces and improve road and transport links. • St James Playing Fields – a £7.7m project to create new outdoor space capable of hosting major events, while upgrading the sporting facilities to include an upgrade of existing grass pitches, a synthetic hockey pitch, a new pavilion and changing facilities, and new road access and car parking. • Paisley Arts Centre – a £2.5m upgrade of the existing building aimed at improving the performance facilities. The plans build on the investment already made in the publicly-accessible museum store Paisley: The Secret Collection, opened last year on the town’s High Street, and the launch of the new destination brand and website at www. paisley.is

Keeping businesses up to date Work is underway in preparation for the Council’s £100million infrastructure programme in Paisley to attract new visitors to the area. Work will start later this year on the Museum on the town’s High Street and it is expected the Town Hall will temporarily close its doors at the end of the year in preparation for works which will revitalise the town centre as part of a bigger vision to transform the area. As part of this, the Council will be engaging with local businesses and those affected to make sure they are kept up to date with developments as the work progresses and will be seeking their views on the best way to do this. New training scheme will help Paisley welcome the world A new customer service excellence training scheme has been launched to ensure Paisley is primed to welcome visitors to its events and attractions in the coming years. Customer experience is a key part of any visitor’s impressions of a place and the new Paisley Welcomes programme will provide enhanced training to those coming into contact with visitors. The Paisley Welcomes programme is an online module which covers both customer service training and information about Paisley and Renfrewshire. The training is open to individuals as well as businesses. Interested parties are encouraged to register for the online module as the first 2,000 people to sign up will be able to complete it free of charge as Renfrewshire Council and Scottish Enterprise are helping to fund the scheme. A wide range of users can benefit from taking part – from school leavers wishing to develop their skills through to front of house staff who are often the first point of contact for visitor questions. The overall aim is to create a consistent customer experience, but it will also encourage cross-selling leading to visitors staying longer and spending more, and create repeat visitation. Leader of Renfrewshire Council, Councillor Iain Nicolson, said: “The Paisley Welcomes skills development project offers a great opportunity for individuals and businesses to showcase the very best of Paisley and Renfrewshire and is one of the pillars of the Visitor Plan. The project will also support the delivery of a number of key strategic priorities over the next three years – including the Paisley 2021 Legacy Plan and the Renfrewshire Events Strategy.” Renfrewshire Chamber of Commerce Chief Executive, Bob Grant, said: “This

SCHOOL UPDATES: St Anthony’s Primary School

A primary school voted the first Scottish recipient of UK Literacy School of the Year has been given a glowing report by inspectors. Staff from Education Scotland visited St Anthony’s in Spateston, Johnstone in April and spoke with pupils, staff and parents. The school received ‘very good evaluations’ over all four quality indicators and was praised by inspectors for its ‘literacy rich’ environment. Head teacher Jacqueline McBurnie’s ‘clear strategic direction’ and ‘strong personal and professional commitment to meeting the needs of all children’ was also picked up. The school was praised with helping to close the poverty related attainment gap and the report noted: “Children facing barriers in their learning, including those facing socio-economic challenge are making good progress. “There are positive signs that the work of the school is having an impact on closing the attainment gap.” The school’s welcoming ethos was also praised, as well as it’s ‘supportive culture’ for learning.

Head Teacher Jacqueline McBurnie said: “I am delighted that our school community has received such a positive inspection report. This is testimony to the strong team spirt we have built in St. Anthony’s where our values are at the core of what we try to achieve, every day in every way for everyone. “ The inspection report also detailed how children are benefitting from being part of an inclusive learning community in which issues of poor behaviour are rare. Inspectors said: “Children behave very well in classes and are eager and motivated to learn. Staff have a strong commitment to creating a purposeful learning climate for children. In addition, there is a strong and shared focus from all staff to build children’s resilience in learning and communication skills. The impact is that children feel nurtured, cared for and are keen to learn.” The school also houses a unit for children with communication disorders such as autism, and children with additional support needs are well supported. The 35 children there benefit from the

‘warm, nurturing ethos’, with the overall environment for learning and teaching showing a commitment to children’s well-being and development. Inspectors deemed the overall quality of teaching as very good and added: “Staff have a strong understanding of the individual strengths and needs of children and use this well in their teaching. Overall, teaching is motivating and interesting and engages learners well.” Renfrewshire Council’s Education and Children’s Services Convener, Councillor Jim Paterson said: “We are committed to ensuring that all our children and young people are supported to reach their full potential by providing the best learning environments possible. “It’s wonderful to see the hard work and drive of the head teacher and staff at St Anthony’s being rewarded with such a positive inspection report. “As well as making strides in closing the attainment gap and providing access to high quality teaching, it’s also clear that the school’s nurturing and caring environment is benefitting pupils.”

Encouraging Schools As part of their My World of Work focus, the Primary department of Mary Russell School recently held their first ever careers fair. Parents and staff kindly gave of their time to come along to talk about their particular occupation and answer questions from the eager pupils. The jobs under the spotlight included nursing, janitorial, kitchen design and retail, to name but a few. Pupils were encouraged to discover, through effective questioning, the skills required to undertake each of the jobs. They were certainly not short of questions! The event was a roaring success and will hopefully become an annual event.

Bishopton Primary School - Primary Engineer Events Pupils from both Primary 2 and Primary 6 have been participating in Primary Engineer events throughout the year, with both classes learning how to build a moving vehicle. Matthew Cochrane from Doosan Babcock has helped throughout the year and taught the pupils a lot about the world of engineering. Primary 2 built a moving car and Primary 6 an electric vehicle. The children thoroughly enjoyed these lessons and a small group of pupils from both classes attended a celebration event to meet with pupils from other schools and test their cars in a competition.

Entrepreneurship / Enterprise In March, Matt from Entrepreneur Me visited Gleniffer to see our S1 pupils present their Health, Food & Technology projects on designer pizzas. Pupil were tasked with designing a pizza recipe and a marketing strategy for their product. Matt commented “It was great to speak with and learn from the young entrepreneurs. Brilliant young people, confident presenters and interested learners, well done all for a great project!”

Gleniffer was very proud to host the Renfrewshire Heats of the Bloodhound (Rocket Car) Engineering Challenge with West College Scotland and DYW West. No win on the day for Gleniffer, but Paisley Grammar set a new Bloodhound record of 57mph! As well as taking part in the challenge, pupils were also treated to a visit by the Arnold Clark / GTG Training Bus where they found out more about modern apprenticeships and training within the automotive industry. Participating pupils attended the

Bloodhound Scotland final the following week at the Big Bang Fair in Perth whilst finding out more about careers in STEM through a range of interactive and inspirational activities. A group of our new S5 girls took part in the ‘Dare to be Different’ Event with Arnold Clark, aimed at encouraging more females to get into engineering. Our pupils did brilliantly on the day winning both the Jigsaw and Pit-stop challenge. Thanks goes to DYW West and our Faculty of Art & Technical making it possible for our young people to attend.

In May Mr. Marshallsay was very honoured to be presented with an award for from West of Scotland branch of IOSH “... in recognition of outstanding contributions to health & safety at work.” Gleniffer High School were the first school in Scotland to offer full IOSH training as part of our Senior School Lab Skills course. Thanks goes to Fred Cullum of Enable Safety for developing a bespoke program for the school and providing the training.

S2 College Tasters Throughout May, a group of our S2 pupils took part in a series of college tasters at West College Scotland. Pupils received tasters in Digital Animation, Childcare, Painting & Decorating and Engineering.

DYW West Update The Greenpower initiative supported by DYW West and the college has been a great success (school pupils build a race kart from a kit with support from college motor vehicle staff). We would like to thank the organisations that sponsored teams, including the Chamber. Funds aided the purchase of race suits, helmets and race day essentials. The first race held over Easter at East Fortune was a great experience for all the teams involved and we recently got the opportunity to take part in a 2nd race in Aberdeen. With space for 1 team incorporating pupils from across the region (called the WCS All Stars), we’re delighted to say they won 3 awards including 1st for the kit car category and 2nd overall! We are also proud to say that 3 of the young people have been offered Modern Apprenticeships with the vast majority of the rest offered a place on the motor vehicle course at college showing you that with your support, we can change young people’s lives for the better.

Finally, we’re supporting the college in sourcing employers involved in Civil Engineering and IT: Software Development that can provide S6 pupils in the 2nd year of their Foundation Apprenticeship, a meaningful work placement.
