10 Easy Internal Controls

When you think of fraud, the first examples that come to mind might be huge misstatements in financial reporting such as those perpetrated by Enron, WorldCom, and Tyco in 2001 and 2002. However, for small and medium size organizations, the most common fraud schemes are actually asset misappropriation (i.e. theft, skimming cash receipts or issuing fraudulent disbursements) and corruption (i.e. kickbacks and conflicts of interest). Large organizations often mitigate these risks by implementing strong systems of internal control, allocating vast resources to fund both internal and external audits and employing numerous staff so that they may segregate duties between personnel. As a small to mid-size business, these solutions are often viewed as impractical and ultimately, very few safeguards are put into place to mitigate the risk of fraud. As published in the Association of Certified Fraud Examiners 2016 Report to the Nations, it is estimated that the median loss per case of fraud is $150,000 and the magnitude of the median loss is unchanged regardless of the size of the organization. Given this information, can you afford to not mitigate the risks of fraud? Implementing a basic suite of controls does not have to be overly complex. With just a little effort, the ten internal controls listed below could dramatically reduce your organization’s risks of fraud. 1. MANAGEMENT REVIEW OF FINANCIAL DATA – Know your organization’s finances inside and out. Review monthly financial statements, budget vs. actual comparisons, revenues or margins by customer, payroll registers, and manual journal entries. The more disaggregated data is, the more effective your review will be in detecting fraud. 2. PREPARE AND REVIEW ACCOUNT RECONCILIATIONS IN A TIMELY FASHION - Reconcile all sub-ledger accounts (accounts receivable and accounts payable, etc.) at least monthly. For bank accounts, if banking data is available online, consider reconciling as frequently as daily. Also, don’t forget to reconcile and review credit card statements as credit cards can be an easy target for many fraud schemes. Accounting departments in smaller organizations are often not staffed to appropriately segregate duties to ensure that the individuals performing the reconciliations do not have conflicting responsibilities. To mitigate this risk, consider increasing the detail at which management’s review of the reconciliations is performed. 3. MAINTAIN A VENDOR MASTER FILE AND REQUIRE AUTHORIZATIONS FOR ANY CHANGES TO THE LISTING OR DEVIATIONS FROM THE POLICY This could be as simple as reviewing a listing of purchases by vendor each month. If you identify an irregular vendor, you may want to understand why that vendor is being used. A simple control like this can go a long way towards mitigating risks arising from kickback schemes. 4. APPROVAL OF EXPENSE REPORTS AND PURCHASES THAT EXCEED ESTABLISHED LIMITS Set a policy for who in the company has the authority to initiate purchases. As the purchase size increases, require additional layers of approval within the organization.

5. PURCHASE ORDER, RECEIVING REPORT, AND INVOICE ARE MATCHED AND CANCELED PRIOR TO PAYMENT - Make sure you are only paying for purchases that you requested and were delivered to expectations. When paid, attach the check copy or ACH receipt and file all documents together. 6. ESTABLISH POLICIES FOR APPROVAL OF ALL ACCOUNTS RECEIVABLE WRITE-OFFS AND CREDIT MEMOS GREATER THAN SPECIFIED AMOUNTS - Avoid the costly mistake of employees issuing inappropriate credit memos or writing off accounts receivable. The employee could be collecting “on the side.” 7. TAKE ADVANTAGE OF SERVICES PROVIDED BY YOUR BANK TO MITIGATE RISKS – Lockbox accounts, positive pay, email confirmation of large transactions and ACH or check debit blocks on certain accounts can prevent the direct theft of funds. 8. PASSWORD PROTECTION AND ACCESS LIMITATIONS - Most accounting systems allow users to be restricted to only access certain functions within the system. Review user access at least quarterly to verify access is appropriately restricted. Make sure users are required to change their passwords periodically and that the login credentials are appropriately safeguarded. 9. JOB ROTATION OR MANDATORY VACATION Often, those committing fraud are stuck in a perpetual loop of covering up the act. Require employees to rotate duties periodically or to take mandatory vacation each year such that someone else must take on their duties. Try to coordinate the vacation to coincide with month-end close or other higher-risk times. 10. WHISTLEBLOWER HOTLINE - The most common means fraud is reported is through tips. Make certain that you have a medium through which employees and other stakeholders may report known or suspected fraud. While a “hotline” is the most common term, this can be accomplished not only through a traditional phone line but also via a company email address or a physical suggestion box. To maximize the benefits of the whistleblower hotline, be sure to monitor it regularly, follow up on significant matters and let employees know that there will not be any retaliation against them for being a whistleblower. No suite of internal controls can be expected to be perfect. However, controls that are properly designed and operating effectively can significantly reduce the risks of fraud to your organization with a minimal amount of cost or disruption. Financial Spring Cleaning

Spring is in the air. This year, as you shake off the cobwebs from winter and start tidying up around your home and yard, why not also do some financial spring cleaning? Actually, you can apply several traditional spring cleaning techniques to your financial situation. Here are a few ideas: LOOK FOR DAMAGE. Damage to your home’s siding, shingles and foundation can eventually degrade the structure of your home. Your investment portfolio is also a structure of a sort, and it, too, can be damaged. Specifically, you may have deliberately constructed your portfolio with an investment mix – stocks, fixed-income vehicles, cash instruments, etc. – that’s appropriate for your goals and risk tolerance. But over time, your portfolio can evolve in unexpected ways. For example, your stocks may have grown so much in value that they now take up a larger percentage of your holdings than you had intended, possibly subjecting you to a higher degree of risk. If this happens, you may need to rebalance your portfolio. GET RID OF “CLUTTER.” As you look around your home, do you see three mops or four nonfunctional televisions or a stack of magazines from the 1990s? If these items no longer have value, you could get rid of them and clear up some living space. As an investor, you also might have “clutter” – in the form of investments that no longer meet your needs. If you sold these investments, you could use the proceeds to fill gaps in your portfolio. CONSOLIDATE. Do you keep your lawnmower in a shed, a rake in your garage, and your gardening tools in the basement? When working on your outdoor tasks, you might find it more efficient to have all these items in one location. You could also have your investments scattered about – an IRA here, a new 401(k) there, and an older 401(k) someplace else. But if you consolidated all your investments in one place, you might cut down on paperwork and fees, and you wouldn’t risk losing track of an asset (which actually happens more than you might think). Even more importantly, when you have all your investments with one provider, you’ll be better positioned to follow a single, centralized investment strategy. PREPARE FOR A RAINY DAY. “It was not easy going to school and being different. Although, at first glance you could not see my hearing aids, my speech had a distinctive tone and I didn’t respond as quickly to sounds as others.” Emma said. “I wasn’t a ‘normal’ kid, I felt like I was left out nearly every day of my life. I was faced with extreme loneliness because I couldn’t follow in conversations. So, I just pretended I knew what was happening. I’d come home and cry for hours. She was in her own little world—this three-year-old blonde, blue-eyed girl dancing in the corner to the beat of her own drum while the other girls curtsied and swayed to the notes of the music. What her parents thought was a sign of defiance, was actually a sign of a much bigger issue that would shape the rest of their lives. Her parents and Boerne locals, Kathy and Kurt Rudkin, would soon discover that their sweet little girl, Emma Faye, was rapidly losing her hearing. After many tests, they learned Emma could not hear the letters P, H, G, K, F, S, CH, TH, SH—and that as she got older, she may lose the ability to hear much more of the alphabet as her loss progressed. It would be a long, uphill battle. Doctors classified her as profoundly deaf and suggested they enroll Emma in a deaf school and learn sign language. “They told us she would never function at a normal level. That eventually she would go completely deaf and her only way of communicating with the rest of the world would be through sign language,” Kathy said. “For a young, new parent, this was a devastating and heartbreaking diagnosis. We lived in a hearing world and we did not know anyone who was deaf. What were we going to do?” No matter how devastating, the Rudkins chose a different path from what the doctors suggested and worked diligently with professionals to ensure their daughter’s success. With hearing aids, intensive speech therapy, and many hours of one-on-one time, Emma would soon grow up to be one of the brightest in her class.


wanted to fit in—to be ‘normal.’ I just wanted to be loved.” Emma was in a dark place for much of her childhood. As she went into middle school she became angrier and more depressed. She grew up in a Christian home and went to a Christian school. Her family loved her and she had close friends, but she felt empty—like something was missing. “I couldn’t understand if God loved me, why couldn’t He make me normal? If He was a big God of miracles, why didn’t He heal me? I went into darkness with anger toward Him,” Emma said. Life didn’t get much easier for Emma as time progressed. Even as she continually lost more of her hearing, she became a great actress of pretending to hear and understand what was being said around her—no one really saw how lonely she was. One day, in her early teenage years, her best friend read the Bible over her, and Emma watched in awe. “The passion and love she had when she’d read the scriptures was something I craved and longed for. I wanted what she had. I wanted that kind of relationship with God, too,” Emma remembered. “I had all the head knowledge, but none of the heart knowledge and I credited much of my pain to God. I knew something had to change, so I signed myself up for local Christian camp not really knowing what to expect.” Those days at camp would transform her life. What could not be heard with her ears, was heard with her heart. Emma became a new person. “When we learned Emma was deaf, we grieved,” Kathy said. “I would go in my closet night after night and cry out to God, asking Him why. Why her? Why us? What were we supposed to do? Would she be OK? What would her life look like? I didn’t get an answer during those long nights. It wouldn’t be until many years later that He would show me how it would all work out. Although the journey was long and hard, there is a beautiful redemption in what the future holds. He showed me how good could come out of so

While accessible to the deaf community, this family-friendly event is open to everyone of all ages and circumstances. much pain. And how others would find comfort and help from our experiences.” As the years passed, Emma became her own person and had goals and dreams for her future. She wanted to make a difference in the world. The world she grew up in was lonely, unaccommodating and closed-off. For others, especially those like herself who were deaf or hard-of-hearing(HOH), she wanted them to know they were loved and for them to know there was something bigger for their lives. She wanted to be a voice for the deaf/HOH. She dreamed of one day starting a nonprofit to advocate for equal opportunities and provide necessary resources for this unreached group of people. So in 2010, she intensively began studying piano, music theory, guitar, ukulele, singing and later learned the kickdrum. This all helped prepare her to compete in the Miss America pageant circuit in hopes to establish a national platform for the deaf/HOH. Her hard work paid off and she was crowned Miss San Antonio in 2015 and again in 2017. In January of 2015, Emma started her nonprofit Aid the Silent, a Boerne-based organization that caters to the deaf and hard-of-hearing community nationwide through four branches; deaf resources, deaf education, deaf ministry and deaf research. Funds collected through personal donations, fundraisers and grants go directly toward helping children receive resources such as hearing aids, which are currently not covered by insurances in 29 states, including Texas; assistive hearing devices, which allow a

recipient to hone in on a speaker’s voice blocking out most of the outside noise; sign language lessons; speech therapy as well as send kids to faith-based camps with necessary accommodations. Through the other three divisions of the nonprofit, money is dispersed based on yearly goals for the organization. Fundraisers are held throughout the year to help offset the costs of these resources and services. An annual 5K held at the Boerne Main Plaza in October and through an inaugural event, Good Vibrations Music & Arts Festival, both of which are completely deaf and hardof-hearing accessible. One of the goals of these events is to bring awareness to the hearing community on how to accommodate deaf/HOH patrons. “When I started thinking about really helping others, I knew I had to recall all my struggles growing up as a deaf person. I wanted to be treated and to experience the world as any of my friends and family did,” Emma said. “Music is something I’ve always loved. I want others who share in circumstance of not being able to hear, to be able to experience music with their other senses—with their entire body through vibrations and visual simulation. Through our events, we are able to give them this experience.” BBM

UT HEALTH HILL COUNTRY CLINIC DEDICATED UT Health Hill Country, dedicated Feb. 22, will expand access to health care services and specialty care to the high-growth Fair Oaks Ranch/Leon Springs/Boerne area. UT Health Hill Country is the newest location of the School of Medicine physician practice at The University of Texas Health Science Center at San Antonio, now called UT Health San Antonio. The UT Health physicians group of the School of Medicine is South Texas’ largest and most comprehensive multispecialty group practice. UT Health Hill Country is part of a clinical transformation plan that includes expanding and diversifying the services of UT Health’s thriving academic medical practice throughout the San Antonio region. The 19,000-squarefoot building, designed by Alamo Architects and constructed by Bartlett Cocke General Contractors, includes exam rooms, conference rooms, physician offices, waiting rooms and a full-service imaging center with magnetic resonance imaging (MRI), CT scan technology and general X-ray facilities. In remarks prior to the ribbon cutting, William L. Henrich, M.D., MACP, president of UT Health, said the new clinic represented a departure from the traditional model of an academic health center located in an urban setting only. It’s “no small feat,” he added, “doing it on our own. We hope this is just the beginning,” Dr. Henrich said. “We hope to (open clinics) more and more around the city.”

UT Health Hill Country will feature primary care, orthopaedics, radiology, physical therapy, urology and behavioral health and Lab services. Doors opened to patients on March 6. Four primary care physicians and nurse practitioners are located there. Orthopaedics has a strong presence, as well. UT Health Hill Country provides the full array of imaging technology and physical therapy at this location to diagnose and treat nearly all orthopaedic conditions, and offers same-day appointments for acute injuries. Urology specialists will also be housed at UT Health Hill Country to take care of the majority of urological conditions. Carlos A. Did you realize that prolonged sitting can destroy your health? Even though sitting is low impact, it is one of the most damaging things we can do to ourselves. As of late, the danger of sitting is talked about ad nauseam in the media and rightfully so, it deserves our attention. The key in negating the effects of prolonged sitting/inactivity is to incorporate small incremental movements while standing. You should be using a STANDING DESK with a WURF board. Having this biologic feed back from tiny muscle contractions helps to lubricate joints, move lymph up and down the body and keep your brain activated. Sitting more than 25 minutes at any given time creates compressive forces on the discs that serve as the cushions between the spinal segments. The discs are made of mostly water that can leak out and dehydrate over time. These abnormal forces on the disc can create disc bulges and over time can weaken the disc layers. The process is similar to stepping on a ketchup packet and having the ketchup burst out of the packet. There is a an inverse relationship with sitting and general health. Here is an example of how your body is affected after sitting for extended periods of time. Lipoprotein Lipase (LPL) is an enzyme that helps burn fat. LPL is reduced the longer we sit. Long term sitting decreases bone mineral density with out increasing bone formation. This raises the risk for fracture. Sitting increases blood pressure and decreases the diameter of arteries, both of which make heart disease more likely.

BISD Board Decides New Attendance Zones

B

Boerne ISD Board of Trustees approved new attendance zones at its March 27 meeting. The multi-phased decision included the extension of the current high school choice rules an aadditional dditional two years. Redrawing of attendance zone boundaries ccomes omes as the district prepares to open three new schools over the next three years to address growing student enrollment. In May 2016, voters approved a $175 million bond to fund construction of the three schools, purchase land and address other needs in the district. In establishing the new Van Raub Elementary zone, the Board approved a plan that realigned the Kendall and Fair Oaks Ranch zones to create the new school's attendance zone. In addition, the board chose to reassign the neighborhoods of Stone Creek Ranch and The Homestead, both off of Ammann Road, into the Fair Oaks Ranch zone from their current alignment in the Cibolo Creek Elementary zone. This realignment, which passed unanimously, takes effect August 2018 with the opening of Van Raub Elementary. The new Herff Elementary zone draws students from the current Cibolo Creek and Curington Elementary zones, keeping the neighborhoods of River Mountain Ranch and Kreutzberg Road in the Curington zone while aligning Friendly Hills, Spring Creek Road, Deer Creek and Bentwood in the Herff zone. Further, a roughly 18-block area in the central city bounded by Rosewood Street on the north, Esser Road on the east, River Road on the south and Main Street on the west will be rezoned from the Curington zone into the Herff zone. This realignment, which passed 4-2 with one member absent, will go into effect when Herff Elementary opens August 2019. The board also approved the committee's recommendation on middle school zones as initially proposed January 23. The new alignment goes into effect when Voss Middle School opens August 2019. A separately approved provision calls for Voss to open with sixth and seventh grades only in 2019 before incorporating eighth grade in 2020. Eighth graders in 2019 will attend their current middle school. Younger middle school-age siblings will not be exempted – or "grandfathered" – under this provision.

A "grandfathering" provision was approved fifth graders in their final year at one of the current elementary schools, to include a similar exemption option for siblings for one year only, until such time as the fifth grade sibling promotes to sixth grade. That motion was approved 5-1 with one member absent. School choice, a provision that has been in place in some form since the opening of the district's second high school in 2008, was extended for high school students through the 2018-19 school year. Under the provision, students living in the Boerne High School attendance zone have the option of attending Champion High School. Rules for the choice option are posted on the district's attendance zone webpage. School choice was not extended for middle school; the middle school choice provision expires at the end of the current school year. All provisions of the new realignment will be posted on the district website www.boerne-isd.net/zoneupdates shortly.
