Every Spring in Boerne involves a general election for City Council members and this year we will also have a concurrent special election for the District 3and District 5 seats. Candidates for the May 4 general and special elections are now set with Tim Handren running for the unopposed mayor position; Nina Woolard, the current District 2 representative, is unopposed and Brian Fowler is unopposed for the District 4 seat. For the District 3 vacant position Quinten Scott and Daniel Weis will be on the ballot. The City Council accepted a resignation from Handren which now allows an election for district 5; Joseph Macaluso and Bradley Smith have filed. Early voting will be held April 22 through April 30 at the Kendall County Elections Office. A proposed Water Control and Improvement District No. 3 has been in the local news a lot lately. After hearing public comments several weeks ago, the City Council has been giving this issue very careful consideration. So in case you missed it, here is a little background. This proposed WCID was authorized during the 2017 legislative session in Austin, but requires support from local government before it can proceed. The developer for this project in the city’s extraterritorial jurisdiction had previously declined to enter into a development agreement (DA) with the City which could help mitigate some of the impacts that this large development could have on the area. If City Council were to pass a resolution denying support of the formation of the WCID No. 3 for water and wastewater services for the project, the developer still has the ability to proceed with the development by going through the Texas Commission on Environmental Quality for the necessary approvals. Under that scenario, the City would have little to no authority to regulate any aspects of the development. City staff and council prefer the DA option because it could provide mutually beneficial terms and protections for both parties as opposed to the city having virtually no control over how this development could impact the surrounding community. We did this successfully with Boerne’s new Esperanza neighborhood over ten years ago, and we hope for a similar outcome in this case. The City Council again tabled this agenda item at the February 26 meeting with the hope that a mutually satisfactory development agreement can be negotiated with Boernebak, LLC. Spring is in the air, trees are blooming and warmer days are here. City staff, especially the Parks and Recreation Department and the Special Projects office, are preparing for the upcoming season of sports, special events, and festivities. Are you interested in becoming active in municipal government? Throughout the year the City of Boerne accepts applications from interested residents who would like to serve on the various boards, commissions or special committees that are appointed by the Boerne mayor. The primary groups are the Planning and Zoning Commission, the Historic Landmark Commission and the Zoning Board of Adjustments. There are also several other boards and committees that have openings throughout the year. The Planning and Zoning Commission is a nine member group which reviews issues and makes recommendations to the City Council regarding subdivision and development plats. This group interprets the zoning and subdivision regulations and advises City Council on any modifications that may be needed to better manage property development. The Planning and Zoning Commission also uses the Comprehensive Master Plan document as a guide in their deliberations. Applicants must reside within the Boerne city limits or in the ETJ (extra territorial jurisdiction - one mile beyond the city limits). The Historic Landmark Commission consists of nine members and specifically deals with issues in the historic district. Guided by zoning regulations, they review and approve the design of new

structures and modifications to existing historic buildings. They also make recommendations to City Council regarding signage at commercial businesses in the historic district. Applicants must reside in the city limits. The Zoning Board of Adjustments and Appeals is a quasijudicial board that hears requests for variances to the City’s Zoning Ordinance and rules on appeals to the interpretations of City building codes. Applicants must reside within the Boerne city limits. In order to be considered for current vacancies, interested persons must submit an application to the city secretary, Ms. Lori Carroll. Only those people who turn in a completed application will be considered. The mayor appoints, and City Council approves, new members to fill vacancies on City boards, commissions, and committees. A booklet outlining the duties and responsibilities of each board, commission and committee as well as the application can be downloaded from the City web page, www.boerne-tx.gov on the Boards and Commission page, or they can be picked up at the city secretary’s office on the second floor of City Hall, 402 E. It’s no secret that Boerne is blessed with a multitude of great schools. From public to private, the excellent choices this area offers for educating our children are what draw many people to move here. The name change also corresponded with the Board of Directors’ decision to reset our vision to now include high school,” said Miller. “Our new name really tells who we are. Crestmont is a nod to the former Summit, and Preparatory reflects not only that we are preparing our students for college, but also preparing them to use their God-given talents out in the world.” At Crestmont, they believe that parents have been given primary responsibility for training and educating their children. With this core principle in mind, their primary goal is to equip and support families according to their mission: to provide an exemplary environment in which students, family and faculty relentlessly pursue wisdom and truth. According to Miller, “It is our vision to bring about an alumni culture of disciples of Jesus Christ who reinvest their time, talent and training to impact the world.” Classes are held on Tuesdays and Thursdays for the elementary grades and Tuesday, Thursday and Friday for middle school and high school. The days not spent on campus are referred to as “satellite days.” During the satellite days, students are to work from home on lessons provided by their teacher. The entire curriculum is provided for each student. For the younger students, parent help is required, but as the children get older they become completely independent in their studies. “The students learn their primary information on the days they are in class on campus, and then remaining days are focused on three key principles: reteach, extend and enrich,” Miller said. The students are encouraged to extend their studies by diving deeper into the subjects they are learning about. Since they students are not tied to a classroom on these satellite days, they are free to fill their day with other things that are enriching, pursuing their hobbies, interests and God-given talents. According to Miller, “We have students that are very involved in 4-H and they devote their days to working with their animals, another is a very talented dancer and spends her days away from the classroom in the studio honing and practicing her skills. to be a pilot and he is on track to have his pilot’s license by the time he is 15! For our older students we encourage them to get jobs or internships in their areas of interest.” Due to the shortened school week, the campus time at Crestmont Prep is meaningful. “Everything we do has a purpose and there is no time wasted when we are on campus.” Miller stated. The academic standards at Crestmont are high and the curriculum is advanced, with students generally testing above grade level. High schools students also have the opportunity if they choose to take dual credit courses through Liberty University in Virginia and can graduate simultaneously with a high school diploma and an Associates Degree with approximately 62 hours of college credits.

According to Miller, “The sense of community at Crestmont is very strong! Each student and their family are assigned a mentor family and ongoing training is provided for our families as well. BKCEDC Receives Economic Excellence Recognition at 2019 Legislative Conference The Boerne Kendall County Economic Development Corporation was a recipient of the Texas Economic Development Council’s (TEDC) Economic Excellence Recognition program for 2018 for the third consecutive year. Texas nonagricultural employment grows 2.2 percent

T

Texas gained 268,800 nonagricultural jobs from February 2018 to February 2019, an annual growth rate of 2.2 percent, higher than the nation’s employment growth rate of 1.7 percent. According to the Real Estate Center's latest Monthly Review of the Texas Economy report, the nongovernment sector added 256,000 jobs, an annual growth rate of 2.5 percent. That is more than the nation’s employment growth rate of 1.9 percent in the private sector. Texas’ seasonally adjusted unemployment rate in February 2019 was 3.8 percent, lower than the 4.1 percent rate in February 2018. The nation’s rate decreased from 4.1 to 3.8 percent. All Texas industries except the information industry had more jobs. The mining and logging industry ranked first in job creation followed by manufacturing; transportation, warehousing, and utilities; construction; other services; leisure and hospitality; and professional and business services. Texas metro areas had more jobs. Midland ranked first in job creation followed by Odessa, Dallas-Plano-Irving, College Station-Bryan, Houston-The Woodlands-Sugar Land, and Sherman-Denison. The state’s actual unemployment rate was 3.9 percent. Midland had the lowest unemployment rate followed by Odessa, Amarillo, Austin-Round Rock, College StationBryan, Lubbock, San Angelo, and Sherman-Denison. then this “healthy” way of eating would not work for you. Gluten-free diets have been given much attention over the past decade for good cause, but there are many other foods that may also cause inflammation. A ketogenic diet incorporates high protein, fat and low-carbohydrates or sugar. This may prove to have beneficial results from a weight loss prospective, but will this help inflammation also? Not likely if your body is sensitive to something you are eating every day. Many women with normal body weight and “healthy” diets still suffer from the effects of inflammation such as leaky gut, bloating, headaches, anxiety, achiness, mental fog, fatigue, bowel dysfunction, and autoimmune disorders such as Hashimoto’s, psoriasis, eczema, rheumatoid arthritis, lupus and more. Even “healthy” foods such as fruits and vegetables can cause an inflammatory response leading to all these disorders. Symptoms from food-induced inflammatory responses can occur anywhere from a few hours to a couple of days after ingestion. This delayed onset makes it difficult to pinpoint the offending food(s). Trying an elimination diet could help, but in the case of gluten, it may take up to 21 days of not eating gluten to see an improvement of symptoms. This method could take months or years to determine what foods you are sensitive to. Performing a Food Inflammation Test (FIT) at Annie’s Apothecary can show you the level of inflammation of foods that are problematic for you within 2 weeks. Many times your immune system gets into a hyper-sensitive state from continually ingesting inflammatory foods. Once you get through the 6-8 week food elimination phase and gut repair is achieved, Dr Beck-Smith will guide you in slowly re-introducing your favorite foods and monitoring your symptoms. TAX REFUND?

We’re getting close to the tax-filing deadline. For many of us, this means it’s that time of year when we get our biggest financial windfall – a tax refund. If you have recently received a refund, or are expecting to get one in the next few weeks, what should you do with it? Of course, you could just spend the money on something you want, but if you’d like to maximize the financial benefits from your refund, you might want to consider other options, including the following: Invest the money. In 2018, the average tax refund was about $2,700. For this year, it might be somewhat lower, due to changes in the tax laws and the failure of taxpayers to adjust their withholdings in response. However, if you were to receive in the neighborhood of $2,700, you’d be almost halfway to the annual IRA contribution limit, which, in 2019, is $6,000. (If you’re 50 or older, you can put in up to $7,000). If you have already “maxed out” on your IRA, you could use your refund to fill in gaps you may have in other parts of your investment portfolio.

Pay insurance premiums. Let’s face it – nobody really likes paying insurance premiums. Yet, if you have anyone depending on you, you will certainly need life insurance, and possibly disability insurance as well. And if you want to help protect your financial resources later in life from threats such as an extended – and hugely expensive – stay in a nursing home, you also may want to consider long-term care insurance. Your tax refund could help pay for some of these premiums, boosting your cash flow during the months you would normally be making these payments. Contribute to a college fund. It’s never too soon to begin

saving for college, which has grown increasingly expensive over the last several years. So, if you have young children, you may want to think about investing some or all of your refund into a college-savings account, such as a tax-advantaged 529 plan.

Pay off debts. You might be able to use your refund to pay down some debts – or perhaps even pay off some of your smaller ones. The lower your monthly debt load, the more money you will have available to invest for the future. Keep in mind, though, that you might not want to look at all debts in the same way. For example, putting extra money toward your mortgage might help you pay it off faster, but you’ll also be funding an asset – namely, your house – that might not provide you with the same liquidity as you can get from investments such as stocks and bonds. Help build an emergency fund. By building an emergency fund containing six to 12 months’ worth of living expenses, you can help yourself avoid dipping into your long-term investments to pay for large, unplanned-for bills, such as a major car repair or an expensive dental procedure. Your tax refund could help build such a fund, with the money ideally being placed in low-risk, liquid vehicles. Clearly, you can help yourself make progress toward a number of your financial goals with your tax refund – so put it to good use.
