A

August is here and we all know what that means – school will be starting before we know it. In the past this has only mildly affected me, just meaning that I needed to remember to slow down when driving through the school zones. However, this year is a different story. My daughter will be going to Kindergarten! I’m pretty sure she was just born yesterday, so I’m not really sure how that happened, but it did and I’m happy that she’ll be attending BISD where we have some of the finest schools and teachers in the state! This has been a busy summer for us here at BBM, in addition to our regular duties we have once again been hard at work on the 4th Annual Wild Game Dinner magazine for the Greater Boerne Chamber of Commerce. The magazine will hit the streets at the end of the month so be sure to pick up your copy! Our cover feature this month is Hill Country Memorial. We are now in the dog days of summer! It is south Texas after all. Every month I participate in a Boerne Utilities board meeting and was recently reminded that our “summer” electric rates are in effect for the next couple of months. Most electric utilities have seasonal electric rates - during the summer those rates are typically the highest and then of course the rate is lowest during the winter months. Just to be clear, that doesn’t mean a person’s monthly bill will automatically be higher, but we all use more electricity in the summer, so higher consumption plus a higher summer rate can get costly. Conserving electricity as much as possible between 3 p.m. and 7 p.m. helps prevent huge spikes in power usage and potentially higher monthly bills. Customers can get lots of energy conservation tips from their electric service provider whether it’s Boerne Utilities, Bandera Electric, CPS Energy, or PEC. I have some really great news to share about the City of Boerne financial status. As a result of recent meetings with two of the nation’s major financial rating agencies, Moody’s Investors Service and Fitch Ratings, the city of Boerne’s outstanding general obligation debt has been upgraded. Moody’s upgraded the City’s outstanding general obligation debt to Aa2 from Aa3. Fitch upgraded the City’s rating on outstanding general obligation bonds to AA from AA-. These ratings upgrades will result in significant savings for the city’s budget since $19.9 million in bonds were recently refinanced with an excellent interest rate of 2.56%. The City will save approximately $3.7M over the remaining life of the bonds.

Here is an update on Boerne’s new City Hall project. The Boerne City Council received a list of recommendations from a specially appointed ad hoc committee. Throughout the summer we are planning some public forums to get more input on the building design and to further educate the public about the project. I want to thank the members of this review committee for their time and input on the needs assessment process. Christina Bergmann, who chaired the committee, presented their findings and suggestions. and David Spencer. Linda Zartler, Paul Barwick, Mike Raute, and Patti Behrendt, from city staff, deserve huge thanks too for providing the committee with administrative support and information. We hope to get going on the formal architectural and engineering design once we complete this public input process. Summer is also the time that city council and city staff get knee-deep in the city and utility budget work for next year. In this very detailed process we look at revenues, expenses, and upcoming needs such as street repairs, building maintenance, staffing and equipment requirements. We also estimate how revenues from fees and property, sales, and hotel/motel taxes will pay for those expenses. By state law every local government must have a balanced budget each year, including emergency reserve funds to pay for unexpected costs. We take this responsibility very seriously and use our budget workshops to review the staff recommendations and prioritize the needs. These budget workshops are open to the public and anyone interested can come and hear the discussions. There will also be public hearings in September. At a recent council meeting our Boerne Police Department was once again acknowledged as a Recognized Texas Law Enforcement Agency. The Texas Police Chiefs Association evaluates specific performance measures and best practices carefully developed by Texas Law Enforcement professionals across the state. Being “Recognized” means that the agency has proven to independent assessors that it meets or exceeds all of the identified Best Practices for Texas Law Enforcement - such as use of force, protection of citizen rights, pursuits, property and evidence management, and patrol and investigative operations. Our police department was first accredited in 2011 and goes through a re-accreditation process every four years. Boerne PD is one of fifty-three Texas agencies out of the 2,400 throughout the state to be re-recognized in 2016. I contend we have the best police force in the land! BBM

NONPROFIT FOR THE DEAF/ HARD-OF-HEARING HOSTS 2ND ANNUAL 5K RACE

Aid the Silent, a Boerne-based organization that supports the deaf and hard-of-hearing (HOH) community, is hosting its 2nd annual 5K walk/run on Saturday, October 22, 2016 presented by the Ear Institute of Texas to take place at Main Plaza in the heart of the historic downtown Boerne. The race will begin at 8 a.m. Registration for deaf/HOH runners is free with a valid audiogram. For those who cannot make the race, but would still like to support its cause, a virtual run is available. Sponsorship of deaf/HOH runners and corporate sponsorships are welcome. More information is available at aidtheSilent.com. The course will run through a neighborhood and round through the scenic views of the newly-finished river walk. Immediately following the race, national recording artist Ryan Proudfoot will debut songs from his newly released album, “Letting Go.” A portion of the proceeds collected from sales will go directly toward Aid the Silent. Participants are encouraged stay to spend the day shopping at boutiques, dining at area restaurants and explore nature trails throughout the city. Last year’s event raised an amazing amount of awareness, and through monetary support from the nonprofit’s sponsors and runners, it was able to do so much to help children in need. Aid the Silent was able to pay for six months of speech therapy, get assistive hearing devices for three, give hearing aids for three, and send six kids to camp. In addition, the organization has made waves in the equal rights and accommodations for the deaf/ HOH community. The cost to meet these needs are thousands of dollars and could

When Someone Tries to STEAL YOUR TAX REFUND

In today’s society it is very common to be a victim of identity theft. Sometimes you receive new debit or credit cards simply because the issuing company suspects identity theft. In either case, it can be a major inconvenience as it robs you of valuable time - time to check your credit reports, time to set up new automated payments, time to file reports, etc. Identity theft within the Internal Revenue Service (IRS) is equally rampant and is an ever-growing problem. It is common for someone to file a tax return in your name using your social security number to steal your tax refund consisting of your withholding and/or estimated tax payments. The increase in IRS identity theft in 2015 was due largely to the IRS website being hacked on April 7, 2015. More than 470,000 transcripts were stolen before the IRS shut down the application. The transcript feature with new and improved safety controls has recently been added back to the IRS website. If you are a victim of identity theft you will typically find out in one of two ways. You will get a tax notice in the mail asking to verify your personal information by confirming items in your tax return to prove your identity. Or the second way, you will get denied when e-filing your return. In the first case, the IRS will normally send notification if they think there is something suspicious about the tax return. You may receive this notice even if you have not filed your return for the year. If you get a notice, you should follow the instructions to prove your identity. Alternatively, you can hire a Certified Public Accounting firm, like Akin, Doherty, Klein and Feuge (ADKF), to represent you with the IRS and handle this matter for you. The other way, you may find out you are a victim when your e-file return is denied, because there is already a return filed with your social security number. If your e-file is denied you will be required to file a paper return and for the three years following the year you were victimized, you will receive a special five-digit PIN number to use when e-filing. In both cases, you should submit a Form 14039, Identity Theft Affidavit, along with a government issued ID, such as a driver’s

license, upon receiving the Form 14039. The IRS will start an investigation, which will take approximately 180 days to complete. If you have filed your return and are expecting a refund, you will have to wait until the investigation is complete. Anytime you have been the victim of identity theft, you should check with at least one of the three major credit bureaus – Equifax, Experian, or Transunion. You should be on the watch for anything suspicious, especially new accounts opened in your name that you were not aware of. You can also file a complaint with the Federal Trade Commission. The IRS website, IRS.gov, has an entire section devoted to identity theft which provides helpful information. WAYS TO HELP PREVENT IRS IDENTITY THEFT: 1. File your tax return as early as possible. 2. Avoid IRS impersonators. The IRS will not call you or send unsolicited emails. 3. Keep your computer secure. Use a firewall, virus protection, and always password-protect sensitive data. 4. Avoid Phishing and Malware. Open attachments only if you know who sent it and what it contains. Go directly to websites rather than using links and use a pop-up blocker. 5. Protect your personal information. Your social security card or other documents with your SSN. Shred old documents. I know, I know just reading the title makes you cringe. Getting ahead of this project will bring you and your children so much relief and ease of mind when it’s behind you. You and your family will be ready for the first day of school without the stress and last minute running around looking for shoes or school supplies. There are lots of sales going on right now, like End of Summer Sales. We all know our summer ends in October! So why not start now. School supplies have already hit the shelves in most, if not all, retail appropriate stores. Here are some tips and suggestions to help make this an easy project. When purchasing school supplies consider purchasing enough supplies for at least the first half of the school year. This way you are not running out late one night looking for supplies needed for a school project the next day. Set up a designated “homework area.” Maybe it’s in the kitchen where mom can keep an eye out on their children while preparing dinner. Use a cabinet or drawer nearby to contain all their school supplies for ease of use. If a homework area does not have a cabinet or drawer nearby to contain supplies, use a storage bin or basket to hold the supplies and place it in a closet. Use zip-loc bags to contain small items like pens/pencils/ markers, glue, crayons etc. and place inside storage bin. Once homework is completed have them place it in their backpacks and place the backpack in a designated area for easy access in the morning. No more running around like mad men looking for it at the last minute! Set specific times for your children to do their homework, take their baths and bedtime. Children thrive on routines and schedules. Have them pick out their school outfit the night before, including shoes and under clothes. Another morning time-saver. In the morning while mom is making breakfast the kiddos can make their own lunch. Place lunch items in lower shelf of refrigerator and place dry items in lower shelf of the pantry. In just a few short weeks the Hill Country Memorial Medical Group will celebrate its second anniversary in Boerne. What began as an idea in 2013 has grown to include specialist physicians and partnerships with other Hill Country health providers. Today those HCM Medical Group specialists include ear, nose and throat (ENT) physician Dr. Douglas Stanley, Dr. Blair Tull who provides obstetric and gynecology care, and vascular surgeon Dr. Andrew Bowser. city of boerne to hold meetings for public input on new proposed new city hall

The City of Boerne is planning to build a new City Hall for city operations and Boerne Utilities. The goal is to build a new facility for municipal government offices, city council and other official meetings, as well as customer service spaces to serve Boerne for several decades. The building will be designed to be compatable with Boerne’s downtown historic charm while providing a “one-stop” efficient service environment for customers. The new City Hall will be located on the same city property as the Patrick Heath Public Library.
