The Ten Tenors Accordion Virtuosi of Russia! The accordion is a very highly regarded, respected and revered instrument in Russia, and Boerne will get to enjoy this amazing performance by an ensemble that began in 1943, during the siege of Leningrad. The Virtuosi amaze and delight their audiences with daredevil feats of keyboard and button prowess as they tackle music from Khachaturian, Scott Joplin, Strauss, and Bernstein. Thursday, February 15, will feature this 30-piece ensemble, which has performed at the Olympics in Munich, Montreal and Moscow. Something new! The City of San Antonio's Economic Development Department, in its commitment to the development of the small business community in San Antonio, partners with Alamo Colleges C olleges for the Business Empowerment Plan ccalled alled BE San Antonio. A graduate of the program and an instructor for the marketing component at Alamo Colleges Debi Burrows, Owner, Strategist and Head Storyteller at Penguin Suits, is excited to be mentoring her second small business, Best Lead Generation, Khadijah Abdul-Hakeem, Owner. “Working with the program is a great way to learn about the city's system for contracts, network with other businesses and explore business opportunities. Teaching the other protégés and watching them grow their business is very rewarding,” said Burrows of Penguin Suits. Penguin Suits is a local advertising and marketing company in Boerne and a graduate of the Business Empowerment Plan. Best Lead Generation is a business that focuses on digital lead generation. The Business Empowerment Plan is structured in two phases. Phase I is the Small Business Education Boot Camp. Phase II consists of two programs: the Mentor Protégé Program and the Bonding Assistance Program. Abdul-Hakeem has graduated from Phase I and is starting the 2-year Mentor Protégé Program with Burrows. The Mentor Protégé Program provides guidance and advice to qualifying businesses in areas such as administration, organizational structure and operations management. The Bonding Assistance Program helps small businesses build or repair their credit in order to become bondable, thus increasing their likelihood of being awarded city contracts.

Just as the name says, this fun Boerne boutique is pretty Dang Sassy! A quick glance around the store will surely put a smile on your face. Everything from the T-Shirts to the drinkware and even the dish towels have a sassy flare and exude plenty of attitude! The store is filled with unique finds, great gifts and even custom creations. Owner of Dang Sassy, Michelle Edge, said, “My goal is to bring fun and affordable to Boerne! We carry everything from womens apparel, shoes, accessories, gift items, a small selection of girls apparel and so much more.” One of the main things that sets Dang Sassy apart is their customization service. “We do both vinyl and stich monograming, and it is all done in-house. Customers can have items that they buy in our store customized, or they can also bring in outside items as well,” said Edge. “Customized items make for great gifts! Churches, schools and workplaces are not immune to the horrific violence that results in mass casualties and loss of life, as recent events have sadly proven. If the unthinkable occurs again, will you as a bystander be prepared to help critically injured people before medical help arrives? UT Health San Antonio trauma faculty members are engaging the community to educate as many people as possible on the basics of applying a tourniquet to stop extremity bleeding. The program is called Stop the Bleed. BUSINESSES ARE GETTING INVOLVED Recently, about 75 employees from a midsize realty company met to receive the training. Participants in the course receive a certificate and information on where to purchase bleeding control kits including tourniquets, said Ramon Cestero, M.D., FACS, FCCM, associate professor of trauma and emergency surgery in the Joe R. & Teresa Lozano Long School of Medicine at UT Health San Antonio. Dr. Cestero and other UT Health San Antonio trauma faculty teach the course, with logistical support from the University Health System, which has been very active in Stop the Bleed. TOURNIQUETS SAVE LIVES Military experience has repeatedly shown that lives are saved by the application of tourniquets to extremity wounds, said Dr. Cestero, a U.S. Navy veteran and current reservist. He completed multiple combat surgical deployments in Iraq and Afghanistan. A tourniquet saved as least one life at Sutherland Springs, Dr. Cestero said. “We are looking for employers in San

Antonio to step up and offer this training on site for their staff,” he said. “In the civilian sector, tourniquets are usually applied by paramedics, but the more individuals we can train to do it on site, before paramedics arrive, the more lives we can save.” CALL 911, BUT ALSO BE READY ON THE SPOT He reminds the public to always call 911 when faced with such a situation, and control the bleeding as quickly as possible. “Most students in the Stop the Bleed course find it to be very simple,” Dr. Cestero said. “It’s a matter of finding the source of bleeding and applying pressure. If a tourniquet is not available, then a provisional dressing with manual compression can provide enough pressure to limit the bleeding.” A tourniquet is not just more wrapping, he said. It is designed to completely stop blood flow in an extremity and has undergone several design changes, mainly stemming from experience in Iraq and Afghanistan. HAVE A TOURNIQUET HANDY “I recommend that everyone have a tourniquet available,” Dr. Cestero said. “I personally carry one in my car so that I know where one is at all times.” Most adults carry about 5 liters of blood in their circulatory system. Symptoms can begin when half a liter of blood is lost. “The more blood loss you have, the more severe the symptoms—loss of consciousness, low blood pressure and, eventually, death,” Dr. Cestero said. “The earlier the bleeding can be stopped, the more lives can be saved.” “If a company or other organization wishes to provide Stop the Bleed training to its staff, information is available at stopthebleedtx.org,” Dr. Cestero said. Everyone enjoys giving something of value to another individual, especially around the end of the year and the holiday season. When individuals transfer property and control over the property to another individual for less than fair market value (FMV), or full consideration, the transfer is considered a gift by the Internal Revenue Service. Performance of service is not considered a gift. This article discusses various forms of gifting and general taxation, which should assist you when seeking professional advice on your unique situation.

EXCLUSIONS

Certain gifts are excluded from gift taxation. Gifts by one spouse to another, who is a U.S. citizen, are excluded entirely. If the donee spouse is not a U.S. citizen, there is an annual limitation of the amount excluded from taxation, which is $149,000 for 2017 and $152,000 for 2018. In addition, gifts to charitable organizations, direct payments to donee’s medical and education (i.e., tuition) service providers, payments that satisfy an obligation for support (under state law), and payments to qualifying political organizations qualify for exclusion from gift taxation. There are also annual gift exclusions available, $14,000 for 2017 and $15,000 for 2018, for gifts to any one individual. This annual exclusion may be applied to one or more transfers in the same year. Any unused annual exclusion is forfeited. However, neither future property interests transfers nor non-income producing property transfers to a trust are eligible for this annual exclusion. Gifts above these annual limits are subject to gift taxation imposed on the donor. Married couples may elect to make combined gifts, allowing them to double the annual gift eligible for exclusion. The election requires the consent of both spouses and the filing of annual Gift Tax Returns by both spouses.

CONTROL AND PROPERTY VALUATION

A gift is considered complete when the donor no longer has any control over the property. Property transferred to a revocable trust where the grantor retains the right to revoke the trust before the property is distributed to the beneficiary, is not considered a gift. Whereas in an irrevocable trust, the grantor generally retains no control over the trust and transfers to the trust are considered gifts. Naming another person as a joint owner of property may be deemed to be a gift if one of the co-owners is a non-contributing individual. This would not apply to business transactions covered by other tax laws. Valuation of the property transferred should be based on fair market value (FMV), on the date of the gift. Appraisals are recommended for gifts of property, and may be attached to annual gift tax returns.

GIFT TAXATION

Gift taxation applies to all gifts made by U.S resident donors and by nonresident alien donors that gift real or tangible property located in the U.S. to a U.S. resident donee. Annually, gifts whose value exceed specified exclusion amounts and gifts from

a donor and spouse who elect to combine their gifting must be reported on Form 709, U.S. Gift Tax Return, due on the same day as the Individual Income Tax Return. Donors are entitled to a lifetime unified credit that can be applied to taxable gifts during the donor’s life and to property transferred through their estate. The current lifetime credit allows for donor gifts up to $5,490,000 for 2017 ($5,600,000 for 2018) to be transferred without tax being assessed. Gift tax rates range from 12% to 40%, depending on cumulative gifts during one’s lifetime. The donor is liable for gift tax, but if he/she is unable to pay, then the donee may be required to pay the tax.

DONEE’S BASIS AND GAIN OR LOSS

The donee receives the donor’s (carryover) tax basis, plus a portion of any gift tax paid, and retains the donor’s holding period for computing short-term or long-term capital gain or loss. For capital gain or loss purposes, gain is limited to the excess of proceeds over the higher of FMV (on gift date) or the donee’ s basis; no gain or loss is recognized when proceeds are between FMV and basis amounts; and loss is limited to the lesser of FMV and basis amounts that exceed proceeds. As the year draws to a close, it’s a good time to review your progress toward your financial goals. But on what areas should you focus your attention? Of course, you may immediately think about whether your investments have done well. When evaluating the performance of their investments for a given year, many people mistakenly think their portfolios should have done just as well as a common market index, such as the Standard & Poor’s 500. But the S&P 500 is essentially a measure of large-company, domestic stocks, and your portfolio probably doesn’t look like that – nor should it, because it’s important to own an investment mix that aligns with your goals, risk tolerance and return objectives. It’s this return objective that you should evaluate over time – not the return of an arbitrary benchmark that isn’t personalized to your goals and risk tolerance. Your return objective will likely evolve. If you are starting out in your career, you may need your portfolio to be oriented primarily toward growth, which means it may need to be more heavily weighted toward stocks. But if you are retiring in a few years, you may need a more balanced allocation between stocks and bonds, which can address your needs for growth and income. So, assuming you have created a long-term investment strategy that has a target rate of return for each year, you can review your progress accordingly. If you matched or exceeded that rate this past year, you’re staying on track, but if your return fell short of your desired target, you may need to make some changes. Before doing so, though, you need to understand just why your return was lower than anticipated. For example, if you owned some stocks that underperformed due to unusual circumstances – and even events such as Hurricanes Harvey and Irma can affect the stock prices of some companies – you may not need to be overly concerned, especially if the fundamentals of the stocks are still sound. On the other hand, if you own some investments that have underperformed for several years, you may need to consider selling them and using the proceeds to explore new investment opportunities. Investment performance isn’t the only thing you should consider when looking at

your financial picture over this past year. What changed in your life? Did you welcome a new child to your family? If so, you may need to respond by increasing your life insurance coverage or opening a college savings account. Did you or your spouse change jobs? You may now have access to a new employer-sponsored retirement account, such as a 401(k), so you’ll need to decide how much money to put into the various investments within this plan. And one change certainly happened this past year: You moved one year closer to retirement. By itself, this may cause you to re-evaluate how much risk you’re willing to tolerate in your investment portfolio, especially if you are within a few years of your planned retirement. Whether it is the performance of your portfolio or changes in your life, you will find that you always have some reasons to look back at your investment and financial strategies for one year – and to look ahead at moves you can make for the next.
