The holiday season is in full swing once again! I am so very grateful for the opportunities I have as mayor to share the holidays with you. I do not take for granted that our local media are willing to publish my comments throughout the year. In Boerne we are blessed to have two hometown papers and several local magazines that strive to educate and celebrate those things that make Boerne such a special place. In this dynamic communication age, I for one still value local newspapers and magazines because I know they reach a segment of our population that chooses not to engage on social media or other tech channels. Kudos Lauren for creating a fantastic publication highlighting our amazing businesses. It can often be tempting to take our quality of life in Boerne for granted. Over this last century our local leaders and elected officials made decisions that have shaped this community. Within the last several decades Boerne has come out of the hill country shadows and blossomed into a vibrant and prosperous town with unique features that attract new residents and businesses year after year. Since Boerne was founded, the local leaders worked to ensure that Boerne was a successful place to live and work. To thrive, the local government must always be prepared to address the health, safety, and welfare of its residents – because that is what is expected. Together this community has accomplished several important projects in 2016 that I believe reflect many of our shared goals of continuous improvement. Boerne’s Hill country Mile is fast becoming a household name. City leaders created this moniker for our Main Street shopping, dining, and art gallery experience several years ago. The recent rebranding effort for this public private partnership has generated, not just more excitement by business owners, but also record sales tax revenue these days. The creativity and tenacity on display in Boerne should never be taken for granted. With very generous support from the Majestic Ranch Arts Foundation and the Boerne Library Foundation, we completed the Boerne Amphitheater at the Library this past summer. The new venue has already hosted a variety of terrific performances as well as creative programs by the library staff and volunteers. Next up will be the construction of a playground to complete the library campus master plan in this beautifully serene location. A major mobility improvement, the Herff Road expansion and extension to Main Street, opened a few months ago. This Kendall County project, in coordination with the City of Boerne, is significantly improving traffic in that sector of town. Several Texas Department of Transportation projects that are either underway or planned will further improve mobility in and around Boerne over these next several years. Roadway improvements are very expensive and because we have been able to forge productive partnerships, we are making progress just as fast as we can. While it feels slow and painful now, our traffic will flow so much better once these state projects on Highway 46E and IH10 are completed. Water is always a major topic – something we quite often take for granted. For years our public works and utilities teams have been developing a Reclaimed Water Utility to serve as our fourth source of water. This year the city completed the necessary pipeline work to deliver treated water from our new Wastewater Treatment and Water Recycling

Center to the Esperanza and Ranches of Creekside developments on Highway 46. As homes get built in these neighborhoods their irrigation systems will use this non-potable recycled water for all outdoor lawn and landscape use. There are over ninety meters already using this new source of water. Other initiatives that got off the ground this past year include the city’s partnership with the YMCA and the architectural design for a new city hall building. For years, staff has contemplated these projects, but the timing to move forward wasn’t quite right until this year. The partnership with the YMCA will turn an underperforming city asset, the former Civic Center, into a more useful recreation/ community center. Who better to take on the challenge of creating a new community health and fitness hub than the YMCA? They have decades of experience and will provide the resources to meet this need in our community. As the design moves forward for a new city hall building on the N. Main City Campus, we are excited to build a facility for this intended purpose; designed and constructed to last seventy-five to one hundred years or more. It will not be a Taj Mahal as some have feared; it will however, be a structure that suits Boerne’s character – one we can all be proud of. We have lots to look forward to in 2017, but for now let’s enjoy these holidays together with our families and friends, and celebrate what we accomplished in 2016 - taking nothing for granted, ever. To Act or Not To Act On Your Estate Plan

Whether you are a Republican or a Democrat, the results of the November 8 election was most likely an enormous surprise. Starting January 20, 2017, the Republicans will be in control of both houses of Congress, along with the Presidency. Now that we know the “lay of the land,” what will the horizon look like when it comes to our tax obligations, in particular, our estate tax? Currently, President-Elect Trump’s proposal is to repeal the estate tax; however, capital gains held on property at death valued over $10 million would be subject to a tax. There would be some exemptions for small businesses and family farms, but those exemptions are not yet fully known. Due to this proposal, several people have expressed their opinion that they no longer need to worry about estate taxes now that Republicans control the stage, or they can at the very least put everything on hold to see what happens. While this strategy may work, I do not think it is wise and could have dramatic repercussions should they be wrong. Let’s start with the fact that the estate tax in the past has been, in fact, repealed three times and all three times the estate tax was reinstated. Two of these times it was reinstated within four years and twelve years. Meaning that even if the estate tax is abolished, history shows that it would have a very good chance of coming back, and it most likely would be back within a short time frame. Also, let’s keep in mind that the estate tax, at this time, is far from being abolished in the first place. Politicians have been known, in the past, to not fulfill all promises, and there may be some disagreement even within the party itself on how to handle this issue. There are several other proposed plans by Republican leaders on how to handle the estate tax without doing away with it entirely. Now that it has been established that the likelihood of the estate tax being permanently abolished is unlikely, let’s take a look at some of the repercussions. First, by ignoring your estate issues, you could lose out on certain options and precious time to implement your estate plan. Most estate plans need commitment and time to see the plan through. By ignoring to plan, precious time will slip by which could have been needed to put your estate plan into action. Also, keep in mind that there is a three year

claw-back provision on gifts to prevent death bed gifting. This provision essentially will add back the value of gifts made within a three year period preceding death and put the value of those assets back into the estate of the deceased. With the claw-back in mind, it is always best to do the needed gifting sooner rather than later to get that clock running. However by waiting it out you just lose time that you could have been gifting to your heirs. Another issue to take into consideration is if your estate plan would require or need a life insurance policy placed inside an ILIT (Irrevocable Life Insurance Trust) to help defray the cost of the estate tax that may exist when you pass. If you wait to take care of obtaining an insurance policy to implement this strategy, you may become uninsurable due to an unforeseen health issue down the road, or the insurance policy may become unaffordable with your older age. Another reason to get your estate plan in place is because, at this time, the IRS has proposed new regulations to do away with certain minority valuation discounts. The IRS has been after limiting or doing away with these minority discounts for quite some time, and they may well get their way soon. If that were to happen, that would be one less tool to use in helping to mitigate the tax liability for a taxable estate. This is something that should not be ignored regardless of how the election ended, and by waiting, this window of opportunity may soon be closed. In conclusion, if you have an estate plan at this time, it is way too early to think about changing anything. If you need an estate plan, but have been putting it off, don’t use this election result as an excuse not to do anything. As time has proven in the past, the estate tax has a hard time dying. A Dream Comes True for Two Boerne Aestheticians

For many, the American Dream of achieving a richer, fuller life is just that – a dream. Then, there are those like Noemi Costlow (who goes by Emmy) and Claudia Heyne, who make their dream a reality. These two women are living their dream of running businesses designed to improve the health, beauty, and skin care of men and women. For Costlow, her dream of bringing personalized skin care to the Texas heartland began several years ago as an Army wife traveling Europe with five children in tow. “Now that my husband is retired, I’m finally living my dream,” she exclaims. After obtaining her aesthetician’s license from the Salon Professional Academy of San Antonio, she opened up Idunna’s Harvest Skin Care Boutique in October 2015 at 103 E. Kronkosky Street. Located in the second of three quaint cottages, the spa sits at the edge of Boerne’s historic district next to Veteran’s Plaza Park. “My philosophy is that in taking care of my customers, I want to offer them something more than an assembly-type service often found in larger spas. “To me, skin care at Idunna’s is not simply a series of skin treatments. It’s a way of life where I help my clients preserve and enhance their skin’s health and vitality. I also educate my customers on how to take care of their skin at home and to be a valuable resource for how they can feel more beautiful and live a healthier life,” she says. She named her business Idunna after the Norse goddess of beauty and wellness who fed a golden apple to the Norse gods to preserve their youth, beauty, and wellness. “Idunna was able to harvest beauty from within and bring it to the outside. That’s why we’re into wellness, because real beauty is natural and comes from within,” she adds. Soon after, she opened The Beauty Squad, which sends a hair stylist and makeup artist on site for women preparing for weddings or special events.

Unbeknownst to Costlow, Heyne was already living in Boerne. “I was in Houston when Emmy opened her spa. But since Boerne was my new home, we decided to join forces because we have similar ideas about skin care and how to best serve our clients,” she says. Heyne then opened her own business, The Beauty Cottage of Boerne, to realize her dream of providing people with exceptional beauty and health care. It’s a small beauty boutique with a hair salon

Many Services and Products Idunna’s Harvest offers several different facial services. Microdermabrasion treats light scarring, discoloration, sun damage, and stretch marks. Derma-planing, a form of manual exfoliation, removes dead skin cells and fine facial hair. In addition, the boutique carries a couple of jewelry lines, including some beautifully unique pieces crafted by an artist from France now living in Houston. “Since a number of men come to our boutique and salon, we also carry products for men – body washes, beard oils, hair plays and pomades. And I have a cosmetologist who primarily does men’s grooming, but she also does some women’s hair,” says Heyne. BANDERA ELECTRIC ANNOUNCES CASH REBATES TO MEMBERS

Just in time for the holidays, the Bandera Electric Cooperative board of directors has approved a $1.5 million rebate back to active members. The cash rebates, a direct result of operational improvements and lower energy costs from BEC, will be given to members this December. “This year, we are all the beneficiaries of lower than expected fuel costs and operational expenses” said William Hetherington, BEC chief executive officer. “As tangible evidence of these benefits, the board of directors agreed to return excess margins to all of our active members.” Members who have an active account on December 1 will qualify; the individual rebates will be based on the total amount of energy purchased by each member through September 2016. Anyone qualifying for a rebate more than $25 will receive a check, and members who qualify for a rebate less than $25 will see a credit on their December bill. A typical residential customer using the average of energy of 1300 kWh/ month will receive around $40. “We want to ensure our members get their rebates in time for the holidays, so it is important that we have accurate mailing addresses on file. I encourage our members to update their information right away,” said Hetherington. “This year, that is easier than ever using our new SmartHub online and mobile account management tools,” he continued. Bandera Electric Cooperative currently serves nearly 24,000 members and provides electric service to approximately 34,000 meters in a seven county territory in the Texas Hill Country. You Sold All Your Stocks Before The Election…

Now What?

Much was made about this year's presidential election and rightfully so. Uncertainty surrounding the Presidential election and its impact on the financial markets was building for months. All the twists and turns coming into the election only added to that uncertainty. Unfortunately, fear left investors confused and many made irrational moves with their portfolios. Let’s be clear. These feelings investors were experiencing weren’t irrational. After all, there was a stark contrast between the two candidates and the future direction of the United States. But, prior to the election, we heard of investors moving their entire portfolios to cash due to fear of the election. Now that the election has passed, those same folks are confused about how to get back in to the market. This is precisely why you must have an all-weather portfolio and a strategy regardless of short-term events, like the election. Making wholesale changes to portfolios based on news events will likely lead to poor results and could compromise financial goals, such as retirement. Even when you think you know the outcome of some upcoming event, that doesn’t mean you know what the reaction in the financial markets might be. To be successful long-term investors, we must check our emotions at the door. Making investing decisions based on feelings like fear and regret almost always leads to poor results and it takes great restraint and self-control to stand strong through potential market moving headlines. Regret, a feeling of shame, embarrassment, or guilt after a past decision has gone wrong, can be detrimental to long-term financial success. People who find themselves wishing they had done something differently in a past investment situation often use that incident to shape how they handle a current event, even though the circumstances surrounding each event might be completely different. This has been the case with the recent Presidential election. After selling investments prior to the election, many investors find themselves buying back at a higher prices after stocks have recovered with feelings of regret. The obvious fact remains that whenever we sell, both the timing of that sell and the timing of the subsequent buy have to be right. The point is that human emotions are powerful and when we don’t exercise control over them as investors, we often have unwanted consequences. Jason Zweig wrote a white paper several years ago describing how a devastating historical event produced fear that led to bad decisions. The most terrible devastation wrought by Chernobyl (1986 nuclear plant explosion in the Ukraine), did not come out of its nuclear reactors. Instead, it came from the human mind. As pan-

icky business owners fled the area, unemployment and poverty soared. Anxiety, depression, alcoholism, and suicide ran rampant among the residents who could not afford to leave. Fearing that their unborn babies had been poisoned, expectant mothers had more than 100,000 unnecessary abortions. The damage from the radiation was dwarfed by the damage from the fear of radiation, as imaginary terrors led to real tragedies on a massive scale. While I am not suggesting the scale of current events is equal to that of the above tragedy, it is a case in point that emotional reactions can sometimes cause more catastrophe than the actual catastrophe itself. Self-control is undoubtedly a challenge. Investors today have experienced two bear markets of nearly 50% in the last 16 years and they don’t want to get caught holding stocks in another one. Therefore, they are quicker to sell when there’s any sign of market weakness in order to prevent future regret. Likewise, regret isn’t just a factor when we wish we had sold earlier, it can also come into play by wishing we had purchased “that stock” when it was lower. So, what’s an emotional investor to do? First and foremost, we recommend coming up with a strategy for your overall portfolio. Investors should never try and predict what markets will do based on some future event such as the election. We know that every investor wants a good return with low risk and a lot of liquidity. Unfortunately, we haven’t found any investments to date that have all three of those desired characteristics. Therefore, it’s imperative that investors put together a portfolio that blends these elements. Next, run several stress tests on your strategy. In other words, go back in history and see how the portfolio would have reacted to various circumstances during certain times. How would your portfolio have fared during a time when the stock market fell 10%? How would your portfolio have done when the stock market went up by 20%? More specifically, how would your portfolio have held up when interest rates went up to 4% on a 10-year treasury? This is the type of hard work that needs to be done first when crafting a long-term portfolio. Once a long-term portfolio has been determined, the next step is to get invested. There is nothing wrong with getting fully invested into your portfolio allocations at once. However, for investors that may have sold prior to the election or otherwise have a large percentage of uninvested cash, it may be wise to average into portfolio investments over time to avoid jumping back in right before the next market correction. The idea is not to sit and wait for the next correction. We saw many people do this after the financial crisis only to watch the markets climb and not “let


them in.” It’s better to have predetermined times for investing, such as buy a percentage of the portfolio periodically, for example ¼ increments for the next 4 months. There is not a perfect formula for success, but the idea is to reduce the risk of poor timing while not sitting in cash so long that you miss out on making progress. As a general rule, we believe averaging into a new portfolio should be completed within 3-6 months, but if you get “lucky” and the market begins to fall, we recommend erring on the side of getting invested sooner rather than later. Lastly, know that even the most thought out, well-built portfolios will test you at times. But, if you find yourself tempted to make a decision based on fear or regret, we ultimately suggest simply finding a way to slow your mind down (take a break, exercise, stop watching it all day long, etc.) This allows you time to make more rational decisions not based purely on emotion. In addition, keeping a trading/investment journal is a great way to document your feelings and actions in certain investment climates and can help you better understand how to practice self-control. The key to long term success financially is to have a portfolio and a strategy that fits the investor's specific situation, can withstand short-term volatility, and ultimately allows the investor to stick with the plan. If you’re not committed to your portfolio plan, it isn't worth having. BBM
