The Fabra Family

ponsored by the Genealogical Society of Kendall County (GSKC), The First Families of Kendall County project began in 1999. The purpose of this project is to recognize the living descendants of persons instrumental in founding and settling of the area encompassed by present day Kendall County, Texas and to preserve the history of their families and the county. To date, 586 applications have been approved for 318 different individuals. One hundred seventy (170) Founders and one hundred four (104) Early Settlers have been documented and recognized. They represent one hundred thirty-five (135) different families in Kendall County. There are two hundred sixty-two (262) volumes of First Families notebooks on the shelves at the Family History Place. Here we will share with you some of the stories of those First Families who settled this beautiful area of the Texas hill country. We hope you enjoy!

Julius Fabra must not have talked about life in the old country. When Ella Schwarz Fabra wrote about the Henry Fabra Family for Rivers, Ranches, Railroads & Recreation, A History of Kendall County, Julius Fabra's wife, Louise (Louisa), had been dead for a hundred years. She wrote the following about Julius in 1984: "Julius Fabra and two brothers came to the U.S. in 1854. Julius settled in Boerne, one brother settled in Lima, Ohio, and the other brother settled in western Missouri. Julius Fabra started a meat market in Boerne in 1857. He married Louise Bergmann. They had two boys, Ludwig, and Albert, and two girls, Mrs. Herman Pfeiffer, and Mrs. Fritz Ebell." Thirty-five years earlier, Edith Gray compiled Recollections of Boerne and Kendall County – Family Histories for the Boerne Centennial Celebration. Mrs. B. Fabra (presumed to be Bertha Dietert, wife of Ludwig Fabra) submitted the following paragraph about Julius Fabra to the compilation: "Julius and Louis Fabra were early settlers to come to America from

Germany. Julius Fabra was a signer of the Kendall County Petition in 1859 and was instrumental in having it named in honor of Geo. W. Kendall. Mr. Fabra farmed near the town of Boerne, where the Fabra butcher pens are now situated. He freighted with an ox-team to Indianola, taking three months to make the round trip. The Fabras had four children." Research shows that Julius emigrated from Hesse Cassel in 1852. He came with his wife Louisa and their infant daughter Emelia. The 1870 census lists Prussia as the birthplace of Julius, Louisa, and Emelia and Texas as the birthplace of Albert, Amalie, and Ludwig. In the 1900 census, Julius told the enumerator he had immigrated in 1851, but Emelia recorded her birth month as July 1852 and her year of immigration as 1852 in the same census, making 1852 the more likely year. The Fabras had Ludwig christened when he was four years old. The church recorded his parents as Julius Fabra, father, and Louisa Hilken, mother. This is the only document containing her maiden name found and registered while she was alive and present and is the most credible source to date of her maiden name. Ludwig was the informant on Julius Fabra's death certificate, and he did not know the names of his paternal grandparents. On Albert's death certificate, his widow, Anna May Phillip, said her name was Louise Staelman. The "mother of the deceased" was blank on Emelia's death certificate and "D. K." on Amalie's. Ludwig's son, Henry, was the informant for his death certificate, and he wrote "Do not remember" as his grandmother's maiden name. This was in 1929 when Henry was thirty-five

Fifty-one years later, in 1980, during an interview with Garland Parry, Henry claimed that Julius had come to America with three brothers and married Louise Bergmann after he arrived here. GSKC's First Family records and Find-a-Grave both have Bergmann as Louise's maiden name, but there are no documents to support Henry's recollection. Julius bought land in Boerne as early as 1852. His first land transaction is interesting. He purchased town lots 2 and 3 in Boerne from the original owners, Johann and Margaretha Burkey, for $400 on December 18, 1852. The terms of the sale documented that Julius had paid $200 in cash and had one year and three months, interest free, to pay the final $200. The sale also required "the ploughing or breaking in a farm-like manner at least ten acres of said land" for which Julius was to furnish "two yoke of oxen and bear ½ the expense in said ploughing." The Burkeys also reserved the right to reside in the house with the Fabras "for three months from this date, rent continued on page 12

free." The final clause stipulated that if Julius defaulted on the final payment, ownership of the land would return to the Burkeys, and Julius would forfeit his $200 down payment. On January 16, 1854, the Burkys signed a release granting title to the Fabras, and later that year, Julius paid taxes on his twenty acres on Cibolo Creek, recorded in the Comal County

Tax Rolls. The Fabra's had their first son and first native Texan here in May and named him Albert. On January 28, 1855, Wilhelm Friedrich, Deputy Survey of Bexar County, surveyed 160 acres of land located on Spring Creek for Julius Fabra. Julius appeared before Blanco County's Chief Justice, S. B. Patton, three years later and declared he had occupied the land for three consecutive years. Charles F. Louis and August Staffel appeared as witnesses on his behalf. The court awarded the patent to Julius on December 18, 1858. During this time, Julius and Louisa had two more children, Amalie, born in November 1856, and Edward Ludwig, born in September 1858. Around this time, Julius built a smokehouse downtown to go with his meat business. Later, his son Ludwig added a second story to the smokehouse, which still stands in Boerne's Historic District downtown. The Civil War did not have a serious impact on the Fabras. Julius was already thirty-three when the conflict started, and his oldest son, Albert, was only seven. He appears on the Kendall County 31st Milita Brigade Muster Roll, taken in October 1863. They recorded his age as thirty-nine rather than thirty-five, and he was a Private but not sworn in. After the war, the reconstruction government required every eligible male to register to vote, and Julius did so on August 17, 1867. In the register, Julius declares that he became a citizen in Bexar County on July 22, 1867, that he had been in Texas for fourteen years, and that he had "never voluntarily aided reb. Union Man" In 1862, Julius acquired another seven hundred acres of land just north and slightly west of his original 160. By 1870, he was ranching 1,000 acres around Spring Creek while running a meat market in town. Family stories tell us that Julius was initially a teamster when he came to Boerne and used oxcarts to move freight to and from Indianola before he opened his meat market. In the 1870 agricultural

www.ApexNet workPT.com census, he still owned twenty oxen, so it is possible he was still operating a freight business in addition to tunning a meat market and farming. The census listed his occupation as a farmer, as opposed to merchant or teamster. It listed Louisa as Louise and revealed the family lived in Boerne, next door to Charles Dienger and Herman Froebel. By 1880, his three oldest children were married and living in their own homes. His youngest son, Ludwig, had joined his father in the meat business and was living at home with Julius and Louise. The 1880 census is interesting because Julius specifically states he is from Hesse Cassel instead of Prussia or Germany. This is the same place of origin he declared in 1860 when he stated his intention to become a United States citizen in Bexar County District Court. Louise died four years later, in 1884. Her tombstone in the Boerne Cemetery has no death date or maiden name listed. It is inscribed in German and translates, "Here rests in peace Louise Fabra, born 1825, died 1884. Julius was no longer "head of household" in 1900, Ludwig was. The census lists him as a seventy-three-year-old widower who works as an assistant butcher. In 1910, instead of saying he was retired, the census reported that he had his own income. It also noted that Julius immigrated in 1854. Julius died two months after the 1910 census, on June 1, 1910, and is buried beside Louise in the Boerne Cemetery. BBM

Whether it is a wedding, a baby shower, a special birthday or graduation party, or even a large corporate event – these gatherings require lots of extra tables, seating, dishes, drinkware and table linens. And that’s where Parties by Design comes in! For over 20 years now, this local company has been providing special event rentals to the hill country and beyond. Owned and operated by Charlene and Ian McAngus, Parties by Design is truly a family-run company. “We do all our own deliveries, set-ups and teardowns, most of the time with our kids right beside us. We have a warehouse on our property that holds our rental items too. This business is not just what we do, but a part of our family,” said Charlene. Started in 2003, shortly after Charlene graduated from Boerne High School, Parties by Design was originally a wedding planning business. “I went to Texas Tech after graduation, however I didn’t even make it a week. I knew that was not the right path for me. I needed to be hands-on and doing, not sitting in a classroom. So, I left and went to work for a catering company, but after 48-hours realized that was not for me either,” laughed Charlene. “I then interned as a wedding planner which I loved, and eventually decided to branch out on my own. While working in the wedding planning industry it became obvious that the hill country was really in need of a company to provide special event rentals. We saw the opportunity to fill that void and in 2005 changed the focus of Parties by Design.” Ian and Charlene began dating shortly after she started the business. “He would come with me and

help me set up. I was always busy on the weekends at events so that was kind of like our dates.” Now, all these years later the couple is married with three beautiful kids, Walker, McCoy and Elizabeth, as well as a thriving business. Right around the time Charlene and Ian decided to transition to special event rentals, the local wedding and event scene began growing significantly as well. According to Charlene, “Large event venues began popping up around Boerne and the hill country. This was also when Pinterest and the internet were really influencing wedding and party planning. There was an idea explosion and events were really being taken to the next level. We were fortunate enough to be able to be a part of all of that and grew along with the industry.” “We always say we are the base of the events. We have the tables, chairs, linens and dinnerware. Our selection has grown and evolved over the years and we have added in extras like vases, cake stands, kids tables and chairs, décor items and even chandeliers. Whatever the theme of the event is, we have what you need. Be it fun and festive, elegant and refined, farmhouse or rustic, and even all out glam. We have it all!” Charlene and Ian love to see how the different vendors and decorators use their items to bring the events to life. “No two events are ever the same. It is wonderful to see the end results of these fantastic events and see our pieces come to life,” Charlene added. “We love working with the different vendors, many of which we have been working with for years! We have a lot of repeat customers and vendor referrals. It’s always fun when there is a

client that you have worked with for all of life’s milestones. You do their wedding, then the baby shower, birthdays, then graduation parties… that is rewarding and makes you smile knowing that your clients have also become your friends.” In 2020, Covid hit and for Parties by Design that meant almost thirteen months of no business. Large gatherings weren’t allowed and resulted in no events in need of rentals. Charlene and her friend, Misty Stout began brainstorming and came up with the idea for A Signature Production. Together they created public events where people could begin to get out again and have fun, meaningful experiences. They put on the Hill Country Adventure Expo, Storytime with Santa, Very Valentines, and the Summer Camp Expo. In addition to these events, A Signature Production offers event planning and enjoys bringing bold visions to life. Charlene and Ian are so thankful for the local community’s support. “To be able to do what you love, and for us to be able to do it together as a family, means so much! We love the hill country and look forward to another 20 years of helping people create their perfect events!”BBM

ERC Mills

The Employee Retention Credit (ERC) is a tax relief program started by the CARES Act in 2020 and expanded by the American Rescue Plan Act in 2021. Eligible employers can receive a refundable credit against their payroll taxes as a reward for keeping their employees on the payroll during the pandemic. The ERC can be substantial, reaching up to $5,000 per employee in 2020 and $21,000 per employee in 2021, contingent on factors like the employer's size, revenue, and wages.1 Before diving into claiming ERC, it is crucial to ensure you meet the eligibility criteria. You must show a significant decline in gross receipts during 2020 or a decline in gross receipts during the first three quarters of 2021 as compared to 2019 or a full or partial suspension of business operations due to a COVID-19related government order. Receiving a PPP loan does not disqualify you from claiming ERC, though the wages used for PPP forgiveness cannot be used to claim ERC. In these turbulent times, the ERC has been a financial lifeline for countless businesses, helping them navigate the economic challenges caused by the COVID19 pandemic. However, as businesses rush to claim their ERC benefits, a shadowy threat lurks in the form of “ERC mills”. These unscrupulous third-party vendors promote fraudulent ERC claims, putting businesses at risk of audits, penalties, and even legal consequences. ERC mills have become a prevalent menace, jeopardizing businesses, and the integrity of the tax system. These fraudulent vendors employ aggressive tactics, such as unsolicited cold calls, emails, and social media ads, to lure unsuspecting business owners. They make assurances of sizable reimbursements, swift outcomes, and minimal paperwork, yet their conduct is both unethical and unlawful.1 ERC MILLS CAN BE IDENTIFIED THROUGH VARIOUS RED FLAGS: • Contact you with no prior engagement, and pressure you to engage their services. • Guarantee your eligibility for the ERC or promise a substantial refund without verifying your details. • Charge exorbitant fees, often a significant percentage of your expected refund, or demand upfront payments. • Request personal or financial information without ensuring a secure platform or privacy policy. • Cannot explain their process or provide you with a copy of your return. • Lack a valid Preparer Tax Identification Number (PTIN) or an Enrolled Agent (EA) credential.

TO MITIGATE THE RISKS ASSOCIATED WITH FRAUDULENT CLAIMS, IRS HAS TAKEN A NUMBER OF MEASURES: • On October 9th, 2022, the IRS started issuing warning to businesses to be wary of third parties advising them to file improper ERC claims. • On March 20th, 2023, the IRS added ERC claims being promoted to their 2023 Dirty Dozen list of worst tax scams. • On July 26th, 2023, the IRS announced that it was increasingly shifting its focus to review these claims for compliance concerns. It would intensify audit work and criminal investigations on promoters and businesses filing dubious claims. • On September 9th, 2023, the IRS announced an immediate moratorium through end of year on processing new ERC claims amid rising concerns about a flood of improper ERC claims. It stated that hundreds of criminal cases are bring worked and thousands of ERC claims have been referred for audit. • On October 19th, 2023, the IRS announced a special withdrawal process to help those who filed an ERC claim and are concerned about its accuracy. The withdrawal option lets employers who filed an ERC claim but haven’t received a refund to cancel their submission and avoid repayment, interest, and penalties. The IRS will acknowledge the withdrawal request and treat the claim as if it were never filed. This process depends on the status of the claim, whether it has been paid, audited, or is still pending. The IRS has provided detailed steps for each scenario on its website.6 The withdrawal option is not available for claims that have been cashed or deposited, or for claims that involve other adjustments besides the ERC. In those cases, the employer must amend the return and repay any excess credit. The withdrawal option is also not a way to avoid criminal investigation and prosecution for fraudulent claims. The IRS advises employers to consult with a trusted tax professional before filing or withdrawing an ERC claim.7 Engaging with ERC mills can lead to audits, penalties, and

They can help you navigate the intricate ERC program, determine your eligibility, calculate your credit, and file your claim correctly. They can also advise you on IRS rules and regulations and help you avoid common pitfalls. 2. Stay updated by following the IRS guidance on their website, which includes FAQs, worksheets, forms, and instructions to help you with your claim. Keep thorough records of calculations and supporting documents.5 The ERC is a crucial tax benefit that can support your business. However, it is imperative to remain vigilant and avoid falling prey to ERC mills. PENT-UP DEMAND COMING IN 2024-2025

Let me first say that I don't have a crystal ball and am not a financial expert. However, I do have trusted mentors that I listen to regularly and who are usually correct on their analysis of where the real estate market is headed. According to those sources, the real estate market has had its recession. The two major forces that drive that market is supply/demand and employment. The next great buying segment of our population will be the 72M Millenials. It is predicted that 45.5 M of them will start a household in the next few years creating even more demand for housing. Many first time home buyers have been unable to buy because of the higher interest rates and 2024 will be a year of great pent-up demand for housing. All of those millenials are trying to form new households as well as folks who bought at a low interest rate are finding that they don't love their house. My expert advisor says that the market, not the Feds, are getting ready to establish interest rates. The national debt went from 5.6 T in 2000 to 31.5T in 2023. The U.S. Treasury 12 month is now at 5.49% and the 10 month T-bill is at 4.7%, The cheap money

is coming due and the feds cannot afford their debt so the rates will have to come down. Their prediction is by the end of 2024, the rates will be around 5.5 and by the end of 2025, around 4.8. Right now, 90% of homeowners with a loan are under 6% interest rate and there is a pent-up demand to sell and buy. As mentioned previously, homeowners who bought during the frenzy love their rate and not their house. Or their needs have changed - more children, less children, working from home, retiring or wanting to buy a second home. This is the first time in 40 years that there has been a drop in purchase volume without a huge drop in price. Properties are on the market longer and in some cases, there is a stand-off between buyers and sellers. Large numbers of properties have gone under contract and never made it to the closing table. So - what does a home buyer or seller do in the meantime - waiting for the market to shift? For a buyer, It is a great opportunity to evaluate expenses, perhaps re-set your budget and try to grow some reserves. For a seller, it is an opportunity to look realistically at what they originally invested in their home, i.e. down-payment, and evaluate what their rate of return on their original investment will be when they sell. That should give them the clarity to price it according to the 2024 market, not the peak of 2021-2022. The GVTC Foundation proudly celebrated the 11th Annual Thanksgiving Give Back Project by delivering 503 meals to families experiencing hardship within the GVTC service area. What began as a humble initiative over a decade ago has grown into the Foundation's most significant annual community endeavor. From its inception, the primary vision of the Thanksgiving Give Back Project has been to offer comfort and sustenance to neighbors undergoing challenging times. This initiative aims to provide a sense of relief, allowing families to partake in a traditional Thanksgiving meal amid their difficulties. Since its establishment in 2012, the Foundation has collaborated with local food pantries, empowering them to identify recipients within the GVTC service region. Over the years, the project expanded its scope, inviting various organizations to join in by gathering essential food items needed for a complete Thanksgiving feast, including frozen turkeys, traditional sides, bread, and desserts. Remarkably, GVTC employees and their families take a hands-on approach by packaging and personally delivering these meals the Saturday before Thanksgiving. This year, the 11th annual event set out to support 500 families. This exceptional achievement has significantly contributed to nourishing thousands within our community, showcasing the immense impact of collective generosity and goodwill. The success of this year's project owes immense gratitude to the support and dedication of community organizations, local food pantries, and two Meals on Wheels programs.
