publisher's note Well guys, I don’t know about you but for me January disappeared in the blink of an eye. Wow! At this rate it will be all sunshine and springtime before we know it! This issue I am proud to feature Northeast OB/GYN. I have been b een a patient of theirs for many years and they have delivered both of my children. Prior to them opening a location here in Boerne I would see them at their Stone Oak office and was very excited when they announced they would be coming to Boerne a little over three and a half years ago. This is a great group of physicians and their brand new building just behind Raising Cane’s is top of the line! Read more about them and get a peak inside their new office on page 16. We all like to save money, right? In 2010 the City of Boerne sold Utility System Revenue Bonds, in the amount of $30 million, to construct the new Wastewater Treatment and Recycling Plant on Old San Antonio Road. At that time those bonds carried a 4.75 percent interest rate. This method of financing large capital projects is very typical for local city and county governments as well as school districts. When the timing is right, local governments have the opportunity to refund, or in common terms, refinance those bonds at a lower interest rate. The city recently refunded the outstanding utility revenue system debt, of approximately $26 million at an interest rate of 3.39 percent. This will result in a total savings to Boerne Utilities rate payers of $4.4 million over the next twenty years. A major reason that the city of Boerne is able to secure such great interest rates is associated with our excellent bond ratings from national rating agencies. The city’s rating on debt is “Aa2” from Moody’s Investor Services and “AA” from Fitch Ratings. The Boerne Library hosted a book drive in December to help restore the hurricane Harvey ravaged collection at the middle school library in Aransas Pass. I have always said Boerne is a very generous community and here is another example; about 900 books and $1,600 in cash was collected to support this very worthy cause. I also want people to remember that next door to the library is the very best used book store in Boerne. The Bookshop Under the Windmill is operated by the all-volunteer, non-profit group Friends of the Boerne Public Library. They accept donations all year long and have a terrific supply of unique gifts at great prices. Every holiday season our city employees also donate generously to a city hall fundraiser we call Hill Country Sharing – and each year our staff breaks a new record by sharing their hard earned money. This year they raised just over $1000 to be shared between Hill Country Family Services and the Kendall County Women’s Shelter. I am so honored to work with these public servants who value what this community does in support of those who struggle to make ends meet. We all know how winter and summer temperature extremes can radically increase our utility bill. Well some folks just don’t have the means to cover some of those monthly spikes, so Boerne Utilities has a program called the Good Neighbor Fund. This program allows our utility customers to contribute a few extra dollars with their payment each month to help support those customers who struggle to come up with the full amount during certain parts of the year. Funds that are collected monthly are actually provided to Hill Country Family Services which then distributes them to the families in Boerne that qualify for

We know there will be more cold weather headed our way over the next few weeks, so I encourage Boerne Utilities customers who can, to help us build up the Good Neighbor Fund. We recently broke ground on the Bevy of Boerne, a Doubletree Hotel and Conference Center. We are very excited about this project. This has pretty much been a pipe dream until now. Years ago we began studying the need for such a facility – at the end of the day, we knew it was never a question of needing it, but a question of when it would become a reality. So when a partnership was created between the developer and Hilton Hotels, the Bevy of Boerne was determined to be a great fit. This is going to be what is called a “soft luxury” branded hotel that can host midsize meeting groups, special events, state associations, reunions and more. We expect our tourism revenue to increase substantially once the hotel and conference center opens in 2019. It is no secret that Boerne is experiencing an uptick in commercial construction these days. Many of the projects have been years in the making. Some of the new roadway construction south of our historic downtown area has a lot of commercially zoned property that is starting to develop on both sides of South Main and especially along Herff Road. People can already see from IH10 a new three story medical facility going up, an OBGYN office has just recently been completed and Raising Canes restaurant opened a few months ago. Across Main Street from there developers are also beginning site-work on several new projects. Yes, it is a new day in Boerne, and we believe that our town will continue to prosper with new businesses and services that most of our current and future residents want. Clearly it’s election season here in Boerne. Unfortunately that means our town is basically littered with campaign signs for the local and state elections coming up. Voting in local elections is the only way to ensure that local communities can control their own destiny; otherwise some of the people that are elected to serve at the state level in particular will continue their attack on city governments. Be sure you research the backgrounds of the candidates, ask them the tough questions about how they can help your community prosper – don’t just take the media’s word or rely on the best looking campaign sign or a candidates Facebook page. We need thoughtful, forward thinking leaders, those who will represent us and work to protect the hill country ideals we have created.

What Should You Do With Your

Y

TAX REFUND?

You may not get much of a thrill from filing your taxes, but the process becomes much more enjoyable if you're expecting a refund. So, if one is headed your way, what should you do with the money? The answer depends somewhat on the size of the refund. For the 2017 tax year, the average refund was about $2,760 – not a fortune, but big enough to make an impact in your life. Suppose, for example, that you invested this amount in a taxdeferred vehicle, such as a traditional IRA, and then did not add another penny to it for 30 years. At the end of that time, assuming a hypothetical 7 percent annual rate of return, you’d have slightly more than $21,000 – not enough, by itself, to allow you to move to a Caribbean island, but still a nice addition to your retirement income. (You will need to pay taxes on your withdrawals eventually, unless the money was invested in a Roth IRA, in which case withdrawals are tax-free, provided you meet certain conditions.) Of course, you don’t have to wait 30 years before you see any benefits from your tax refund. If you did decide to put a $2,760 tax refund toward your IRA for 2018, you’d already have reached just over half the allowable contribution limit of $5,500. (If you’re 50 or older, the limit is $6,500.) By getting such a strong head start on funding your IRA for the year, you’ll give your money more time to grow. Also, if you’re going to “max out” on your IRA, your large initial payment will enable you to put in smaller monthly amounts than you might need to contribute otherwise. While using your refund to help fund your IRA is a good move, it’s not the only one you can make. Here are a few other possibilities: Pay down some debt. At some time or another, most of us probably feel we’re carrying too much debt. If you can use your tax refund to help reduce your monthly debt payments, you’ll improve your cash flow and possibly have more money available to invest for the future. Build an emergency fund. If you needed a new furnace or major car repair, or faced any other large, unexpected expense, how would you pay for it? If you did not have the cash readily available, you might be forced to dip into your long-

term investments. To help avoid this problem, you could create an emergency fund containing three to six months’ worth of living expenses, with the money kept in a liquid, low-risk account. Your tax refund could help build your emergency fund. Look for other investment opportunities. If you have some gaps in your portfolio, or some opportunities to improve your overall diversification, you might want to use your tax refund to add some new investments. The more diversified your portfolio, the stronger your defense against market volatility that might primarily affect one particular asset class. (However, diversification, by itself, can’t protect against all losses or guarantee profits.) Clearly, a tax refund gives you a chance to improve your overall financial picture. So take your time, evaluate your options and use the money wisely. Recently, the Dow Jones crossed 26,000 and investors marveled on how this was possible. Is it conceivable that we would see Dow 100,000 in our lifetimes? The Dow has been jumping in 1000-point increments in short order and the media is having a field day claiming its going up faster than ever. But, on a percentage basis, the Dow’s rise isn’t doing anything completely out of the ordinary. After all, a move from 25,000 to 26,000 is not the same as a move from 10,000 to 11,000. One is a 4% move and one is a 10% move. I'll let you figure out which one is which. The Dow Jones Industrial was first calculated in 1896 by Charles Dow and stood at 36. It’s comprised of 30 industrial companies meant to capture the U.S. economy and how the general stock market is doing. Since its inception, there have been many changes to the components of the Dow Jones. General Electric remains the only original member in 2018. The Dow Jones does have some flaws in its calculation compared to other indices such as the S&P 500. It's a point weighted system rewarding more points of the Dow if a stock has a higher price. The S&P 500 on the other hand is a market cap weighted system. It ignores price and looks at the overall market capitalization of the company to determine weight of the index. Over the years, the Dow has seen some wild moves, but it’s still served as the most popular

mainstream indicator of the health of the stock market. During the Great Depression, just a few years after the Dow Jones was created, it fell 90%, but eventually recovered many years later. It went on to finally surpass 1,000 in 1972 for the first time. Through the 1960s and 1970s, the Dow was essentially flat with a tremendous amount of inflation. Falling interest rates and a good economy in the 1980s and 1990s propelled the index above 10,000 in March 1999. What seemed inconceivable a few years before finally happened. In 2016, the Dow Jones reached 20,000, doubling in 17 years. Sitting around 26,000 recently, it's possible we see the Dow rise to 30,000 soon. What about 50,000? Does that seem impossible? Based on history, many of you reading this article will see the Dow Jones cross 100,000 in your lifetimes. Since its inception, the Dow Jones has annualized a price increase (without dividends) of approximately 5.5% since 1896. If it simply continued that pace, the Dow would cross 100,000 in approximately 27 years!

-At an approximate pace of 14.4%, the Dow Jones would cross 100,000 in 10 years. This is the current trajectory since the low of 2009. -At an approximate pace of 6.96%, the Dow Jones would cross 100,000 in 20 years. -At an approximate pace of 4.6%, the Dow Jones would cross 100,000 in 30 years. Of course, the Dow Jones does pay dividends and the total return that investors have realized is much higher than the 5.5% increase per year. But, just on a price basis, Dow 100,000 is closer than you think. “Here at Northeast OB/GYN we love what we do! It is one of the happiest fields of medicine,” stated Dr. Scott Farhart. “It’s almost like the family doctors of the olden days where we can really get to know our patients. We get to see our obstetric patients over the period of a whole year, and for many of them, see them through multiple pregnancies. We watch many of the babies that we deliver grow up. I am actually now delivering babies of moms that I delivered when they were babies. It’s fun and not a lot of professions have the privilege of getting to care for multiple generations of a family.” Northeast OB/GYN has been caring for women in San

Antonio and the surrounding areas for almost 30 years. Their patients rely on them from their first gynecological exam through their pregnancies, menopause and postmenopausal care. They have a total of five locations and 17 physicians within the group. Northeast OB/GYN has locations in Stone Oak, Schertz, Alamo Heights, Mission Trail and Boerne. Their Boerne location has just recently moved to their beautiful, newly built location just behind Raising Cane’s. “We opened our Boerne location a little over three years ago and almost immediately outgrew it,” said Dr. Farhart. “We had a lot of patients from this area who were

coming to our Stone Oak location, so opening a Boerne location to service these patients was an easy decision. When Northeast OB/GYN considers opening a new location we look at our current patients to see if there is a need in that area and also if we have doctors on that side of town as well. We really want our doctors to be able to be a part of the community that they serve.” The stunning new location of Northeast OB/GYN’s Boerne office is a state-of-the-art facility that offers patients the ease of onsite sonograms, phlebotomy and glucose testing. “We really strive to make doctors visits easy for our patients,” added Dr. Farhart. There are four doctors that practice in the Boerne location: Dr. Sarah Berg, Dr. Heather Caddell, Dr. Scott Farhart and Dr. Barbara McLaren. All of the doctors at Northeast OBGYN are board certified. Part of what has made this practice so successful is their strong belief that all of the partners, no matter how long they have been there, are equal. Dr. Farhart, who is NE OB/GYN’s second most senior partner and has been with the group since 1989, said, “We value all our partners’ opinions and we all have an equal say. Even our non-partner physicians have input. The new doctors keep us fresh and the senior partners help the new partners transition to private practice and help them learn how to practice the business of medicine. This system works

because it allows all our physicians to feel ownership.” According to Dr. Barbara McLaren, who has been with Northeast OB/GYN for four years now, after 12 years as a solo practitioner, “Our group offers the doctors a lot of support. If we have questions, it is easy to reach out to the other doctors. There are a variety of different styles and personalities within the group which really makes for a good mix.” Northeast OB/GYN only delivers babies at North Central Baptist hospital in San Antonio. This state-of-the-art hospital offers a modern labor and delivery department, complete with private birthing rooms and a Level IV neonatal intensive care unit. Each of Northeast OB/GYN’s doctors perform 24-hour shifts at the hospital to ensure there is always a doctor at the hospital to deliver their patient’s babies. According to Dr. Heather Caddell, “We are the first in San Antonio to do this, in fact we often end up delivering for doctors outside our physician group simply because we always have someone at the hospital.” Even with this policy in place, the doctors of Northeast OB/GYN still strive to be at their own patients’ deliveries as much as possible. Dr. Caddell added, “We make about 50-75% of our own patients’ deliveries, however all of our doctors share common protocols and have a commitment to doing things the same continued on page 18

way. This way we ensure that our patients are receiving the same level of care with each of our physicians.” One thing that all of the doctors agree on is that they enjoy the variety that this field of medicine offers. “Each day at work is different, which makes it fun,” said Dr. Sarah Berg. “It

is great to get to care for our obstetric patients, but also just being able to care for women, and building those relationships with our patients and getting to see them and care for them year after year is really rewarding.” Dr. Caddell added, “We get to walk our patients through all stages of life. It’s very cross-generational and the variety that it brings keeps things interesting and exciting. I was surprised by the number of young, teenage patients we have here at the Boerne office. I love the educational side of OB/GYN, getting to teach our patients about their body is something that I really enjoy.” Each of the doctors’ personalities shine through and are reflected in how they practice medicine. It is interesting to visit with them and see how each one brings their own experiences and passions that collectively create such a great environment. For example, Dr. McLaren holds special interest in natural childbirth, as well as minimally invasive surgery. She is one of five doctors in the San Antonio area that perform Da Vinci robotic surgery. “Minimally invasive surgery is a passion of mine, as is providing my patients natural alternatives to traditional medicine,” said Dr. McLaren. While Dr. Farhart’s medical passion is delivering babies and contraception education. Dr. Berg on the other hand enjoys the well woman visits and helping her patients be healthy. She also has a special interest in high-risk pregnancies. For Dr. Caddell, patient education is her passion and her medical interests include in-office surgical procedures. While Boerne is fortunate to have such an accomplished group of physicians to care for local women, the physicians at Northeast OB/GYN’s Boerne office all agree that they are blessed to be able to work here in our town as well. “Coming to work at the Boerne location feels like a retreat,” said Dr. Berg. “We all love the hometown feel. 2.8 percent employment growth expected for Texas this year, says Dallas Fed

The Federal Reserve Bank of Dallas is forecasting employment growth of 2.8 percent in 2018. The Dallas Fed projects 349,900 jobs will be added in the state this year, and employment in December 2018 will be 12.7 million. "Growth last year was 2.4 percent, slightly under the December forecast of 2.5 percent but still strong relative to what we saw in 2015 and 2016," said Dallas Fed Assistant Vice President and Senior Economist Dr. Keith Phillips in this month's Texas Employment Forecast. "The improvement in job growth last year from the weak pace of 1.2 percent in 2016 was primarily due to strong rebounds in the energy and manufacturing sectors," Phillips said. He said that while December job growth weakened, it followed two months of strong growth, and overall jobs grew at an annual pace of 2.3 percent in the second half of last year—despite Hurricane Harvey hitting the Gulf Coast. According to the latest Texas Workforce Commission employment data compiled by the Real Estate Center, Texas added 400 more jobs in December 2017 than the previous month. However, 306,900 jobs were added statewide between December 2016 and December 2017. Among other findings from last month: Leisure and hospitality added 6,800 jobs, recording the largest private-industry employment gain in December. Construction employment expanded by 4,300 jobs. Information added 3,600 jobs. This includes traditional and software publishing, data processing and hosting, and telecommunications companies. Trade, transportation, and utilities lost 10,500 jobs. Professional and business services lost 300 jobs. Manufacturing lost 2,400 jobs. The goods-producing industry lost 1,300 jobs. Mining registered 3,200 job losses. Private sector jobs decreased by 3,900, and government increased by 4,300. Financial activities lost 2,100 jobs. The service sector added 1,700 jobs. Education and health services lost 500 jobs. The state's unemployment rate was 3.9 percent in December, below the U.S. unemployment rate of 4.1 percent. BOERNE ANIMAL SHELTER GIFTED WITH HUGE DONATION

R

Running an animal shelter, along with all of the other activities conducted by the City of Boerne Animal Care Services Department, is a vital and costly endeavor. So when the Animal Services department director, Lorrie Hockey, opened what appeared to be a simple letter of thanks, she and her staff were stunned to find a check for $25,000. Along with the check was a letter from the trustee of the C.B. and Anita Branch Trust commending the city staff for a well-run facility and asking that the donated funds be “used in such a manner as to facilitate the swift adoption of the dogs and cats”. “This is the first time we have received a donation from the Branch Trust and we were overwhelmed with gratitude when we opened the envelope that contained the letter and enclosed check. It was a day we will never forget,” said Hockey. “Sometimes animals, for whatever reason and through no fault of their own,

end up not finding new homes here locally. Once an animal has been here a while we start looking to local rescue groups to help and if that doesn’t work we reach out to our Washington groups,” she added. According to Hockey this donation makes it possible to consider the transport option a little sooner so that animals are not spending six months or more at the shelter. “This generous gift will help us be more effective and efficient with our adoption programs and services.” Quite often the shelter benefits from community donations that are dedicated specifically for helping animals at the shelter with such things as medical costs above and beyond basic care, transportation to out-of-state rescues, and specialized food or other supplies when needed. The staff often posts specific needs on the marquee sign in front of the shelter on Esser Road. Boerne’s animal shelter can house approximately twenty dogs and thirty

cats. During a few months last year the staff reported that about fifty-eight animals were in the shelter or foster care, with cats and kittens being the majority of that number. The city’s animal care services staff also spend a significant amount of time rounding up pets that have gotten out of their yards or responding to calls for stray animals. They are responsible for picking up dead animals throughout the city and making home visits to assist with unwanted wildlife or to educate a pet owner about city ordinances related to proper pet care and ownership. Pets in Boerne are required to have the proper city licensing and vaccinations. Orvis Endorsed Lodge Joins Campaign to Reduce Plastic Water Bottle Pollution

Joshua Creek Ranch (www.joshuacreek.com) has joined the Costa Kick Plastic campaign aimed at reducing the amount of plastic pollution in our oceans, waterways and habitats. The Texas Hill Country Orvis-Endorsed Ranch has eliminated plastic water bottles as an initial step toward this effort. “We were purchasing nearly 500 cases of bottled water each year,” reported Kevin Welborn, Director of Marketing, Sales & Guest Services. “When we were introduced to the Costa Kick Plastic campaign earlier this year through our association with Orvis it seemed like a no brainer to take part in such a worthy conservation effort. It is very disturbing to see the statistics and impact plastic pollution has on the outdoor sporting environment that we are so passionate about!” Costa launched the campaign recently in partnership with 5Gyres Institute and Kleen Kanteen. With a slogan of “Small Changes Can Make a Big Impact,” the campaign encourages the use of reusable water bottles and grocery bags as well as participation in local beach and river cleanup efforts.
