SCHOOL’S OUT FOR SUMMER!

I

If you have been reading my column these last six years, you know I like to highlight the great work of our city employees and our area first responders. In May we recognized Municipal Clerks Week to thank Linda Zartler, assistant city manager, Lori Carroll, city secretary, and Siria Arreola, deputy city secretary for their efforts to ensure we follow all applicable laws pertaining to local governance. The role of the Municipal Clerk is often a misunderstood position. These are the city officials who maintain the integrity of the election process, ensure transparency and access to city records, facilitate the city’s legislative process, and record local government

history. The City Secretary acts as the compliance officer for federal, state, and local laws, including the Open Meetings Act and the Public Information Act, and serves as the filing authority for campaign finance reports and financial disclosure statements. We also held the annual Peace Officers Memorial Day ceremonies at the Boerne Police Department to honor the vital services that law enforcement professionals provide to keep our communities safe. We had Police Chief Jim Kohler, Kendall County Sheriff Al Auxier, and City of Fair Oaks Ranch Police Chief Scott Rubin along with a large group of officers from each agency. This is a wonderful chance each year


when I get the honor and privilege of recognizing the important work these men and women do every day. The entire week of May 13-19 was National Police Week celebrated by local, state and federal agencies throughout the country. On May 15 we had the chance to thank two outgoing city council members for their volunteer service on the council - Craig Colvin and Charlie Boyd, IV were recognized for their active participation in our local governance. The oath of office was then administered to Joe Anzollitto, Steven Tye, and Tim Handren as they joined our city council team for the next two years. Mayor pro tem Nina Woolard was reappointed to serve on those rare occasions that I cannot fulfill a mayoral duty. Congratulations to all. Each year our award-winning public library team holds a volunteer appreciation dinner. I want to take a minute to extend my heartfelt thanks for the time and talent these folks provide to support our public library operations. A successful library can only thrive with assistance from the many people who are committed to its success. Last year nearly 130 volunteers were engaged in the library’s efforts. What people should know is that library volunteers gave more than 10,000 hours valued at almost $250,000; this is a sum the city would not be able to match year after year. No doubt you have heard about, or maybe even attended, the ground breaking ceremony for our new City Hall and Boerne Utilities headquarters. It was a beautiful day and we are very excited about finally getting this building started. Don't Let Your Investments Go on

Summer is here – and so is vacation season. Americans spend a lot on their summer getaways – more than $100 billion in 2017 alone, as reported in Travel and Leisure magazine. When you hit the road, you will enjoy getting away from your regular tasks, but there's one part of your life that should never take a break – your investments. To keep your investments working consistently and efficiently for you, consider these suggestions: Match the right investment with the right “job.” You hire an electrician to install a light fixture, you employ a plumber to clear a clogged drain, and you would not expect either one to work on the other's project. In a way, this view of a division of labor is similar to how you might look at different investments. In general, you purchase stocks with the hope of achieving the growth necessary to help you meet long-term goals, such as a comfortable retirement. On the other hand, when you purchase certain fixedrate investments such as certificates of deposit (CDs) or money market accounts, you know they won't provide as much growth potential, but are available to fund a short-term goal – such as a dream vacation. Evaluate investments’ performance relative to your goals. Some people think the only way to evaluate their investments’ performance is to track them against a well-known market index, such as the S&P 500. However, using an index as a measuring stick has some drawbacks, one of which is the lack of a personal connection to your situation. Look at it this way: In many types of organizations, you typically go through performance reviews, where your work is assessed in terms of how well it helped you move toward your goals – and you can follow the same process with your investments. Specifically, you can mea-

sure their performance by how effective they are in helping you move toward your financial objectives. For example, if you need your portfolio to provide you with a certain rate of return to meet specific retirement goals at a designated age, but you find that you are not currently on track toward meeting these goals, you may need to adjust your investment mix to potentially provide you with a higher return. Be aware, though, that seeking higher return potential will likely mean taking on more risk. You may want to consult with a financial professional to make sure you find a risk/ reward ratio suitable for your goals and risk tolerance. Look for hard-working investments. Some investments work especially hard. Some stocks, or investments containing stocks, pay dividends. Instead of taking the dividends, you can choose to reinvest them, purchasing even more shares – and increased share ownership is one key to helping build financial resources for the long term. Dividend reinvestment is typically automatic, so once you have chosen this option, there's really no extra work on your part. (Keep in mind, though, that companies are not obligated to pay dividends, and they can be reduced or eliminated at any time.) In the investing arena, as in many endeavors, hard work can be rewarding. So look for opportunities to keep your investments gainfully employed throughout your life. BBM

Making A Big Impact in Our Community article by Jacqueline Knox

On May 8th, Wheeler’s Western Outfitters concluded their first ever community fundraising program called “Wheeler’s Big Win.” For the program, Wheeler’s partnered with 16 local non-profits and school groups and created a prize package worth more than $5,000, which contained a custom pair of Lucchese Boots, a Yeti Tundra 65 and a $3,000 Wheeler’s Western Outfitters gift card. “We wanted to help and support deserving groups that came through our door and the Big Win provided them a great opportunity to raise funds. We were especially excited to help smaller organizations raise money,” owner Cliff Wheeler said. In order to enter, community members gave $20 donations to any of the local groups involved, which then entered the donor into

the giveaway and earned them a free t-shirt from Wheeler’s Western Outfitters. The program was a huge success, raising $71,840, which surpassed the initial estimates. “I was dumbfounded. I had no idea it would be that much. I was grateful that they were able to make that much for their organizations,” Wheeler said when asked how he felt after hearing the total amount raised. The Wheeler’s store personally raised a total of $600 and rewarded the top two fundraising groups, Summit Christian Academy and Open Trail Ranch, with $300 each. “We have always enjoyed serving and giving back, this just allowed us to do it with organizations in our community,” Wheeler said.

A ONE-STOP DESTINATION STORE Longtime Boerne residents, Cliff and Rhonda Wheeler, own Wheeler’s Western Outfitters. The couple bought the store in 2011 with a dream to grow the business. Since then, the store has become a beloved Boerne site, giving the local community a place to shop for all things boutique fashion, western, equine, and hunting without having to drive all the way into San Antonio. Since Wheeler’s is family owned and operated, the store is a great environment for all ages. Their customers are treated like they are part of the family and the Wheeler’s team takes great pride in being able to deliver that kind of service. Wheeler’s main focus is providing

Their amazing staff is full of real hunters, ranchers, ropers and farmers, which allows them to give the best advice to their customers based on actual experience. “It is important to us that we provide only products that our family and team members would use or wear. That gives us the ability to give customers honest advice,” said Wheeler. Because of their desire to become a one-stop destination, the store has gone through major renovations based on the needs of their customers. After purchasing the store,

Wheeler’s decided to grow their product selection, which meant expanding from the original building to now three buildings that span 40,000 square feet. They began offering main street fashions in their new

Wheeler’s Boutique area (fashion brands like Ivy Jane, Tasha Polizzi, Roja, and Uncle Frank), as well as a full line of western wear for men and women. These additions joined their line up of high-quality Western and English tack, roping supplies, archery equipment, a full selection of pet food and supplies, hunting gear and knives, lawn and garden supplies, and much more. This was a huge step towards Cliff and Rhonda’s goal of turning the store into a full-service destination. This expansion has also allowed the addition of a new archery range so customers can tryout products in the store. Also, Wheeler’s now has their very own horse trailer building, which houses the ultimate selection of horse, stock and living quarters trailers. Created in 2011, the Kendall County Wild Game Dinner was the brainchild of Beca Short, who at that time served as the chair of the Greater Boerne Chamber of Commerce board. “We wanted to create something that we could build on and continue for years to come,” said Short. “We had a vision of sharing good food with our friends

and neighbors all while being able to give back to our area youth.” The event was a huge success from the get-go and has gotten bigger and better with each year. With over 4,000 people in attendance, the Kendall County Wild Game Dinner had taken on a life of its own. Eventually the Chamber encouraged

Now, the Kendall County Wild Game Dinner has become a standalone 501(c)(3). “We are very excited about this next step for the Wild Game Dinner,” said Short. “It gives us the opportunity to give back to the youth of our area in a big way!” According to Short, in the seven years that the event has been taking place they have netted about $650,000! “We will continue to award scholarships through the event, and are looking to give a minimum of four, $2500 scholarships in 2018. However, now we will also be able to assist other youth organizations as well. One of our main benefactors will be the Kendall County Junior Livestock Association, however there are lots of additional groups that will be able to benefit and we encourage them to apply,” added Short. “Just as an example, kids can apply for assistance to attend 4-H or FFA Leadership Camps, we can help out the local school agriculture or 4-H programs if they are in need, we really just want to give all the proceeds back to our area youth! When we say ‘we do it for the kids,’ we mean it!” In fact, the Kendall County Wild Game Dinner is run by a team of volunteers. Everyone from the co-chairs of the event to the cook teams, and all the countless volunteers in between donate their time and efforts because they love this event! “We love the fact that we provide family fun and entertainment at a reasonable price so that all can enjoy it. We love the fact that we, hands down, have the best food of any of these dinners in the State of Texas. Yes, that is a big and bold statement, but if you’ve been, you know this to be a fact! Our cook teams are handpicked. Our cooks are not

After nearly a two year delay, the city of Boerne was able to break ground on construction of the new city hall and Boerne Utilities headquarters. This new facility will be built on the City Campus at North Main and Johns Road. The public was invited to join the Boerne city council and city staff at a ground breaking ceremony at 10:00 a.m. on Thursday, May 10 at the city campus site near the flag pole plaza. “We are thrilled to finally be at this point in the process after the project was delayed again last spring,” said Boerne Mayor Mike Schultz. Once complete the new city facility will house up to ten city government departments with approximately 70 staff members. The building will also be a one-stop customer service center for Boerne Utilities and city permitting. The Boerne City Council, Planning and Zoning Commission and Historic Landmark Commission will hold their meetings in the new City Council Chambers after meeting for the last seven years in the Municipal Courtroom on Old San Antonio Road. The fifteen acre City Campus property was purchased in 2007 for the new public library, completed in 2011, and for a future city hall complex. The city began the initial needs assessment in 2015 and after input from the public on the general scope and siting of the new building, the architectural and engineering design phase got under way in late 2016.

The project was once again put on hold for a short time in the spring of 2017. The unexpected delays resulted in an overall cost increase of the construction due to the increased cost in building materials and labor over this past year and a half. “Staff and our consulting project manager have worked really hard to develop a conservative budget and with the intent of constructing a quality one-stop services center which city residents can be proud of and that will last a very long time,” Schultz added. The city is using a project manager-at-risk construction process for this project. According to officials, “This process is often used for construction of local government buildings of this scope because efficiency, accountability, and financial risk can be better controlled.” At approximately 45,000 square feet, the three story complex will cost about $22 million for complete finish out, landscaping, furniture and fixtures, parking lot, and all other details. Because of the city’s excellent bond ratings officials reported last September that the interest rate on this municipal debt is a very favorable 1.79 percent. Boerne’s current city hall and utilities headquarters is located in the Boerne Independent School District’s very first K-12 school which opened in 1910. Boerne Utilities bought the building in 1951 and after multiple renovations and portable office additions, there simply is no more room for future staffing needs. BBM

Boerne Public Library Foundation Celebrates 25th Anniversary

CELEBRATING 25 YEARS OF SERVICE TO OUR COMMUNITY Looking back on 25 years, it is easy to see why our library continues to be our community’s hub. As a community, you have continued supporting literacy through library programs, services, capital project and outreach. You decided that the library was important and that makes the past so remarkable and the future so bright. In the last 25 years, the Boerne Public Library Foundation has made it possible for the library to grow and keep up with changing trends in literacy and library usage. “When we think about how libraries were used 25 years ago and then how they are used now, it’s mind boggling,” said Susie Allen, Board Chair of the Boerne Public Library Foundation. “In our library, you can see art exhibits, attend music concerts, learn new languages and yes, you can still check out books. The one thing that has never changed is the library’s encouragement of literacy.” In 2010, researchers found that the single leading indicator to academic and life success was books in the home. This debunked the previous studies that reported parents’ education level lead the way to academic success. Sadly, 2/3 of children living in poverty have no childrens’ books in the home and they begin kindergarten well behind their peers with access to books on a regular basis. If a child is not reading at grade level by the 4th grade, they are 75% more likely to never catch up. It’s easy to read the statistics and think that they pertain to other cities in other states. The truth is that hundreds of children living right here in Boerne are struggling readers due to their family situation. Because they can’t always get to the library, the BPLF is working to get the books to them. With a focus on improving literacy, the Foundation launched Boerne Reads in early 2016. “We knew that there were several pockets of our community that couldn’t get to the library or didn’t know that they had a place there,” said Ariel Brooks-Stevens, Executive Director of the Boerne Public Library Foundation. “Through books we wanted to demonstrate that literacy is a gift that no one can take away and that libraries can be a constant in a life of frequent change.” Over the last two years, the Foundation has donated over 10,000 gently used and new books to local organizations meeting the needs of children in crisis. With the help of the community, we have provided the library with funds for digital books and on-line

tutoring. These resources can be accessed from anywhere, making the library accessible beyond the building. We have also provided funding for after-school programs, art exhibits, free music concerts, laptops for the teen HUB, ballet, paws for reading and so much more. Without continued support, many of the resources that


people depend on, will go away. In order to continue meeting the needs of the library and the literacy needs of our community, the Library Foundation hosts an annual fundraising event. “We have seen, first-hand the positive impact that the Boerne Public Library Foundation has in our community and we wanted to be a part of it,” said Jeff Ahlfors, owner of Mark Motors. “We have also seen the power of our business community in choosing to work with others that support organizations that make a difference in the community. That’s why we are honored to be the Presenting Sponsor of the 2018 Summer Soiree.” This year’s event is a celebration of 25 years of service to our community and a celebration of all that our community has accomplished
