How Low Can You Go?

You probably didn’t know that interest rates could go below 0%. But, they have in several countries. When the financial crisis hit in 2008, policy makers responded by dropping interest rates around the world. After all, when economies are weak, rates generally go down. But, had I told you that 7 years later, interest rates would still be hovering around 0%, you’d think we were still in a recession and something was seriously wrong with the economy. Well, 7 years later, shortterm interest rates in the U.S. are still near 0% and you’re still earning very little on bank accounts, including certificates of deposit. Why is this? For one, the recovery has been one of the slowest recoveries we’ve ever seen. Secondly, the Federal Reserve and investors are now addicted to the stimulus provided the last several years and the thought of removing it has rattled markets in the past. Therefore, the Fed has continued with ZIRP (zero interest rate policy). Not only are interest rates basically 0% in the U.S., but interest rates around the world are negative. Out of 24 developed nations, 11 of them had negative interest rates as of April 2015. This means if you buy bonds in those countries that mature in 5 years, you will pay interest to own that bond rather than receiving it. Below is a picture of 5-year government bond (sovereign) rates from developed nations in April 2015. But, it’s not just sovereign bonds with negative yields. There are now mortgages that have negative interest rates. Imagine if your mortgage company paid you interest each month for having a mortgage. You don’t have to imagine. It’s happening. In some countries, instead of paying interest to the borrower

on a mortgage, they are simply reducing the principal balance by the interest amount each month. Negative interest rates are a by-product of slow economic growth and the fear of deflation. During the heart of the financial crisis in the United States, interest rates temporarily went negative on short-term treasuries. In hindsight, it makes sense. If everything (real estate, investments, etc.) is going down at a fast rate in terms of price (deflation), paying a small bit of interest still makes one wealthier relative to those other items falling in price. The concern with low and negative interest rates is the unknown of unintended consequences. Unfortunately, there is no historical precedence for this environment. There has never been a time when there was a concerted global effort to push interest rates this low and provide monetary stimulus this long. That means it’s very difficult to prepare for what the future might look like from a financial perspective. Therefore, despite stock market gains due to an active Federal Reserve and other global central bankers, having various strategies that have risk management involved is paramount. The debate so far in 2015 has been when the Federal Reserve will raise short-term interest rates. The U.S. has recovered the most since the financial crisis relative to the rest of the world. There’s no debating that. Having said that, economic growth in the U.S. is lethargic compared to what it should be and its long-term pattern. But, given that unemployment has fallen dramatically and there are no imminent signs of a recession, the Federal Reserve should be raising interest rates. However, they’re scared. They care how stock investors and bond investors would react. Therefore, they’re hesitant to raise rates. If there was someone in the world that was going to raise rates first, it would be in the United States (ala the Federal Reserve). Rising interest rates are typically bad for both stock and bond investors. With gains in the U.S. stock and bond market the past few years, this is a good time to review your portfolio and the overall weighting in these areas. Many portfolios are overweight U.S. stocks and bonds and underweight or have ignored international stocks and bonds because of past performance. If interest rates do start to rise in the U.S. and continue to fall in other developed nations, don’t be surprised to see international markets outperform the U.S. markets, which they haven’t done in quite a while. This is a perfect time to review your portfolio to make sure your allocation reflects not only what’s appropriate for your specific situation but also reflects the risks and opportunities around the world. Learning Foundations Helps Children Overcome Reading And Learning Challenges

Six-year-old Katie hated reading. She couldn’t remember the names and sounds of the letters. And whenever she made a reading or spelling mistake in class, she broke down in tears. As Katie got more and more behind in school, her frustration grew. She felt like a failure. Andrea, Katie’s mom, also felt her daughter’s pain. “I had reading challenges when I was a child and struggled a lot in school. I didn’t want Katie to go through the same trauma,” she said.

With her maternal instinct telling her Katie needed help, Andrea brought her daughter to Learning Foundations, a cognitive training center. There she was tested for dyslexia. “When our tests confirmed she was dyslexic,” says Rafael Scarnati, Learning Foundations Executive Director, “we started working with her one-on-one. Andrea had tried to have her school test Katie, but school officials told her that she’d have to wait until third grade. But Andrea didn’t want to wait and, fortunately, she came to us for testing.” Scarnati says the worst thing parents can do is to wait and see if their child grows out of a learning difficulty. The more parents wait, the more frustrating it is for the child and the more emotional hurdles they’ll have to face. “Like Andrea, parents should follow their gut and reach out to us as soon as they suspect there’s a problem. A lot of teachers, especially in Kindergarten, first and second grade, recommend parents just wait and see if they can grow out of the problem. “Usually these challenges are not a maturity issue and kids don’t grow out of it. I always recommend parents get started as soon as they find out there’s an issue. Early intervention is always better than waiting,” he adds. Learning Foundations provides that early intervention for children with learning issues. It evaluates and assesses each child thoroughly before developing a customized one-on-one training program designed to help children overcome any one of several learning challenges, such as dyslexia, ADHD, and auditory or sensory processing disorders. Learning Foundations uses research-based methods to help students train their brain so they can become more efficient and comfortable learners. These methods are based on a combination of the best practices of neuroscience and education. Learning Foundations Now In Boerne The first Learning Foundations opened in San Antonio in 1969. Because of its highly acclaimed success in helping children overcome their learning challenges, word soon spread to Boerne. Before long, a number of Boerne parents began bringing their children to the center – despite the long drive. For some parents, that long drive to the San Antonio location several days a week became taxing. So when parents urged Scarnati last summer to open a Learning Foundations in Boerne. He agreed. Learning Foundations started working with Boerne students in December 2014 at its new location – 215 West Bandera, Suite 105 – and officially opened this past April. Learning Foundations accepts children as young as 5. Most attend elementary, middle and high school, though it also works with college students and, on occasion, adults. Special Summer Programs Learning Foundations in Boerne is now offering special summer programs for children with reading or learning challenges. The start date depends on each child’s particular needs. During the school year, students typically come to Learning Foundations three hours a week for four months. The summer program is shorter, but more intensive with most students
attending six hours a week for two months. Scarnati encourages parents to consider the summer program. “It’s very common for parents to want to give their child a break after what was probably a frustrating school year. But I tell parents our programs work a lot better during the summer because what they’ll experience is nothing like school or tutoring. It’s actually fun,” he says. He adds, “Our programs are designed to be engaging for kids. They’re interactive and enable each child to consistently feel success. In the end, they feel valued, more confident, and better prepared to start the next school year.” Can parents expect their child to show marked improvement the next school year after a Learning Foundations summer program? “Absolutely,” Scarnati says. “We had a parent, who incidentally went through Learning Foundations as a child, bring her dyslexic son in last summer. His improvement so impressed the boy’s teacher this past school year that he enrolled his own daughter in this year’s summer program. Since his daughter had her own learning challenges, he thought it would be a great thing for her as well.” There are many other success stories just like this. Remember Katie who was mentioned earlier?
Scarnati reported that she improved so much in her cognitive skills that when the school tested her in the third grade, it reported she had no learning disability. Of course, she still was dyslexic since dyslexia is a lifelong genetic condition. Now in the sixth grade, Katie tested into the Gifted & Talented program at her school. BOERNE HIGH SCHOOL STUDENT GETS $20,000 SCHOLARSHIP

A Boerne High School senior is one of two Hill Country students selected to receive a $20,000 college scholarship from The GVTC Foundation. Matthew Michels was chosen among 94 applicants for the Ola Armstrong Scholarship, which is awarded to the student who best demonstrates excellence in community involvement. Matthew has a list of impressive credentials, including performing the Heimlich maneuver on a man who was severely choking while at a grocery store. Due to Matthew’s decisive action, the man survived. Matthew was honored by the Boerne community for his bravery. Matthew's spirit of volunteerism includes mentoring and tutoring young students. He also organized a fundraising effort to benefit Hill Country Family Services, which provides essential medical care for low-income residents in Kendall County. Matthew has a passion for healthcare and will major in Medical Administration when he attends Texas State University this fall. The GVTC Foundation also awarded the $20,000 Ritchie T. Sorrells Scholarship for Leaders to Robert Emmett Donnelly, from Smithson Valley High School. The Sorrells Scholarship is given to the high school student that shows exceptional leadership at school and in the community. Emmett plans to attend the University of Texas at San Antonio this fall majoring in Mechanical Engineering. The GVTC Foundation wishes Matthew Michels and Robert Emmett Donnelly the best in their college careers and would like to thank all students for taking time to apply for the Sorrells and Armstrong Scholarships. The annual Boerne Village Band Abendkenzerte summer concerts will begin soon at Boerne Main Plaza Tuesdays 7:30-9:00pm. Bring the entire family for an evening of great entertainment. Bring your snacks, blankets and lawn chairs. The Boerne Band, now celebrating its 155th anniversary, is the oldest continuous German Band in the World outside of Germany. Food and refreshments will be available for purchase provided by the Boerne High School Band Boosters.

The concerts will be held June 9th, June 23rd, July 7th, July 21st and August 4th. The Boerne Village Band has represented Boerne and the State of Texas at many venues around the United States, Europe and Mexico for 155 years. It is an honor in itself that the Boerne Village Band is the oldest continuous German Band in the World outside of Germany. MISTY MAYO: Boerne Kendall County Economic Development Corporation Sees Bright Future with Newly Appointed President

It’s no secret that Boerne and Kendall County are great places to live, work and play. The growth that our local community has experienced in the past few years has been remarkable. People from all over the country recognize what a special place this is and want to be a part of it. That being said, properly managing that growth is a vital element to maintaining the quality of life that is so attractive. The Boerne Kendall County Economic Development Corporation was created to do just that. Since opening its doors in 2006, the BKCEDC has championed the interests of local small business and promoted a sound economical environment for our community. Under the leadership of former president/CEO, Dan Rogers, the organization had much success as it focused its efforts on particular growth targets such as education, retail and service outlets, clean industries such as light manufacturing and advanced technology companies, health and medical industries, corporate headquarters, resort and conference centers, as well as the expansion of existing business within Kendall County. With the announcement of Rogers’ retirement in May of this year, a replacement was needed to fill the position and carry out the goal of the organization, which is to promote desirable economic development that will support a thriving, diverse and sustainable quality of life in Kendall County. According to Ron Warden, chairman of the BKCEDC board, “Notifications were sent out all across the country regarding the open position. We received a number of applications and three of them were presented for interviews with the entire board. We were looking for someone with talent, experience, knowledge of the industry and who knows the state of Texas. Misty Mayo, a local candidate, impressed the board with her unique skill set and work history, as well as her vision for the organization and was chosen for the position.” Jeff Thompson, Deputy City Manager and Director of Economic Development for the City of Boerne added, “When I was asked to participate on the selection committee, I was looking for someone who could excel in a wide range of what the City of Boerne considers important economic development efforts. Those included expertise in retention and expansion of our existing businesses as well as helping find and attract new businesses to Boerne. Misty managed the business retention and expansion program for the San Antonio Economic Development Foundation. She also demonstrated in her interview that she could more than handle attracting new businesses that fit the community and bring quality jobs to Boerne and Kendall County. This requires planning, dedication of time and resources and an ability to monitor progress and be consistent with contact follow-up. Misty has the organizational skills and energy to accomplish this.”

Thompson continued, “Of all the persons who we interviewed, Misty demonstrated the strongest desire and ability to learn what she needs to know to do the job for the BKCEDC and to be effective in the role of leading that organization. Her research and preparedness showed in her interview to the point that she brought a well-prepared 90-Day Tactical Plan for what she would do if she got hired as president. That impressed me a great deal. Another aspect of her work history and experience that I believe will be of great value, is having managed nonprofit organizations. The BKCEDC receives 100% of its funding from private investors and from voluntary payments from the city and Kendall County. Maintaining relationships and providing value for the investment in the organization is a big part of the EDC’s sustainability. Having asked Misty for advice on several matters relating to economic development over the last few years, including helping the city set up its own BRE Program while she was still at the SAEDF, I have been impressed with her willingness to take the time to assist us and offer professional advice. As director of the City of Boerne’s Economic Development efforts I am pleased that Misty was interested in and selected for the position and look forward to working with her.” Mayo believes that being the new president of the BKCEDC is the perfect match for her skill set. “I have a strong economic development background as well as many years in nonprofit management working in smaller communities to mobilize volunteers. In addition, I spent many years working with small towns to improve communication. Having this skill set makes me so excited about being selected for this position,” said Mayo. Misty also spent nine years at the San Antonio Economic Development Foundation as executive vice-president where she focused on the recruitment of new companies to the San Antonio area and many surrounding rural communities as well. “Five years into my position at the San Antonio Economic Development Foundation I started a Local Business Retention and Expansion program and had some amazing success with this program. This is something that I will nurture and enhance within Boerne and Kendall County as president of the BKCEDC, as 70-80% of all job growth comes from existing businesses.” While it is clear to see that Mayo has the resume to qualify her as the new president of the BKCEDC, she also has the heart. “A few years ago, my husband and I chose to move our family to Boerne. I am lucky enough to get to call Boerne home, and now not only do I get to work here, but I get to be in a position that allows me to work towards making this great place even better for future generations, for my children. What a dream come true!”
According to Mayo, “Boerne and Kendall County are filled with so much potential. Things are happening here. We have a vibrant economy and a local population filled with passionate people that love this community. We get to decide as a community where we are going from here and how we are going to shape the growth that is knocking on our door. It is the job of the BKCEDC to ensure that we keep the parts of the community that make us who we are while embracing the changes that are inevitably coming.” Ron Bowman, City Manager for the City of Boerne added, “We have a solid foundation on which to build our economic future. I believe Misty, with her extensive experience in San Antonio, brings a fresh perspective that will help the BKCEDC move to the next level.” The Boerne Kendall County EDC is a private/public partnership sponsored by Kendall
County, City of Boerne, Comfort Chamber of Commerce, Greater Boerne Chamber of Commerce, and more than 70 private investors who are passionate about helping the community and businesses of Kendall County prosper. “Most people don’t realize that 70% of the BKCEDC budget is funded by business owners and businesses within our community,” stated Ron Warden. “The organization has over 70 investors that are putting-up their hard earned money to fund our efforts because they believe in what we are doing for the community. They want to be a part in helping us bring the right businesses to Boerne and Kendall County that will benefit us not only now, but in future generations.” Warden added, “One of the BKCEDC’s main functions is to help expand the community’s tax base to take some of the burden off of the local citizens. We also want to help create jobs locally, doing so helps provide a higher quality of life for
our residents. If they can work in the community in which they live, they can be here to make it to their kids’ baseball games and dance recitals, thus reinforcing those family values within our community. The BKCEDC board of directors believes that Mayo has the right vision and skills to direct the growth of the community that we call home.” Mike Schultz, Mayor of the City of Boerne stated, “I have every confidence that Misty will help the Boerne Kendall Economic Development Corporation further our area’s economic development goals. It may be wet and only in the 80s, but summertime in South Texas will be here before we know it. And that means many of us will be hitting the highways and byways of our great State. Before you head down the road you want to make sure your vehicle is in tip-top shape. Here are a few things you want to check on before you leave home. With the heat in South Texas you’ll want the air conditioning system to be in top shape, but don’t forget your cars cooling system. Over heating your engine is pretty easy when it’s over 100º. Keeping your cars coolant at the proper level and making sure your hoses are in good shape is all it takes. Keeping up with those oil changes has never been more important, with the summer temperature comes higher engine temperatures as well. Higher temperatures cause the oil to break down faster. Check your owner’s manual for your oil change schedule and stick with it. An area that gets overlooked is your paint. That’s right, the summertime creates special challenges for your paint’s finish. Keeping it clean and coated with a good wax will help

cut down on the dull faded look that occurs when the sun has been beating down on your vehicle’s paint. Tires and tire pressure are very important to keep track of during the hot summer months as well. The heat causes tire pressure to vary so check it weekly. An underinflated tire can cause a blowout, bad handling and other driving hazards so keeping them inflated properly is key to safe driving. Your battery is something you may not think about until your car won’t start, however it’s a good idea to have it tested before you head out on any long road trip. The heat can affect the life of a battery nearly as much as age. So check the charge and make sure you’re good to go. Open now! Grosenbacher Named State’s Top Social Studies Teacher

Boerne Champion High School teacher Kim Grosenbacher has been named recipient of the 2015 Frank R. Kemerer Award, recognizing Texas’ outstanding high school social studies instructor. Announcement of the honor was made at Champion High School on Friday, May 8, by noted school law attorney Jim Walsh and Cindy Kirby, director of professional development for the award’s sponsoring organization, Texas Association of Secondary School Principals. Grosenbacher has taught in Boerne ISD since 2002. In addition to the U.S. government classes she teaches, Grossenbacher also sponsors Mock Trial, the Citizen Bee competition, and the school’s Young Republicans Club. She is the recipient of numerous awards, including the 2014-15 Citizenship Education Teacher Award from the state Veterans of Foreign Wars organization. “This is a true honor,” Grosenbacher said, “because the process following nomination is challenging and all the finalists are excellent teachers. I want to thank my students because they are the ones who make teaching both challenging and rewarding.” Grosenbacher is a graduate of Radford University with a degree in Political Science. She earned her teaching certification from the University of Texas-San Antonio. The award is named for Dr. Frank Kemerer, longtime professor in the Education Department at the University of North Texas. Dr. Kemerer’s teaching and writing consistently displayed a level of scholarship and professionalism that set a high standard for his students, many of whom now serve as teachers or administrators in Texas public schools. Nominees for the award must have at least five years teaching experience in social studies at the secondary level in Texas public schools and must be nominated by their high school principal and endorsed by the superintendent. When Selling Your Home,

first offer usually your best offer?

This is a great question! For those of you who may find this hard to believe, let me further explain. There is an industry held notion the first offer that comes in is typically the best offer a home seller will receive. Some of you may be thinking, “No way, that can’t be true.” You might base your response on an experience you went through personally or one you have heard of. Of course, there are always exceptions to everything, including this one. However, I am here to say that after my first few years in real estate, I came to the conclusion that this “myth” or “rumor” is more accurate than not. I am NOT here to say that when you list your home for sale you should take the very first offer that comes in. Let me be clear about this. There are several variables at play here. For example, how long has your home been on the market? What is the local real estate market doing in your area? Is it a buyer’s market or a seller’s market? How motivated are you to sell? These are just a few considerations to keep in mind. Based on my experience, the first BUYER that comes your way, more often than not, ends up bringing the BEST offer. Notice, I did not say the first offer is your best offer. My one caveat to “Your first offer is usually your best offer” is the first offer is usually not the best but the first buyer seems to typically end up presenting the most competitive offer. There is a difference. Why does this happen more often than not? Well, my thought on the

matter is: the buyer who offers first is usually emotionally attached to it. They do not want to lose out on it, as they made the first offer. They want the house. They will usually do what they have to do make it work within reason. Simply put, when it comes to home buying, people get emotional. I realize there are always the other examples one can site wherein their first offer felt more like a slap in the face than an actual offer, but those are generally not that common. Sure, there is always that set of buyers who have nothing better to do than to offer a bunch of low balls with the goal of getting one of the sellers to actually engage them or to take advantage of a seller who might be in a desperate situation. However, a good listing agent can usually sniff those sorts of buyers and offers out pretty quickly. In conclusion, as a seller, you may not necessarily be thrilled with your first offer, however I do recommend to always counter the first offer (as long as it is not a slap in the face) as your chances of getting the best deal done with the first buyer is statistically greater than with secondary buyers. The National Association of Home Builders (NAHB) has surveyed its more than 55,000 members who are involved in the remodeling industry to find out which homeimprovement projects were most popular last year.
