Having grown up in Boerne, Berges Fest has always been a big deal! As a kid I can remember going to the parades on those hot summer mornings. We’d always meet a bunch of our family and have a great time as we watched the parade and gathered as much candy as we could. Then at night my parents or grandparents would take me to the carnival. We’d usually meet back up with some of my cousins, but if not my grandpa was always happy to ride the rides with me. Without a doubt I would always pick the wrong side of the ride and end up being squished by him the entire time! This issue of BBM we celebrate the 50 Years of Boerne Berges Fest and take a closer look at how this great community event came to be. Have a great summer, I’ll see you at Berges Fest!

Still Special

Congratulations to Joe Anzollitto and Craig Colvin who were recently elected to serve on the Boerne City Council. They were sworn in at our May 24 City Council meeting. I look forward to getting to know Joe, the District 1 representative, and Craig, our District 5 representative, as we work together on all of the City’s efforts to manage our growth and maintain what’s unique about Boerne. I want to thank Jeff Haberstroh and Christina Bergmann for their years of service on the Council – Jeff served for eight years and Christina served three and one half years. Serving on a City Council in most Texas towns and cities is volunteer work and it comes with a significant amount of responsibility and especially accountability to the citizens they are elected to represent. Your Boerne City Council members are easily accessible, and you can find their email address on the City Council page of the City’s website: www.boerne-tx.gov. Over these last few months we have accomplished some pretty amazing things together. The following are just a few of those that help keep our special Boerne so special. The Amphitheater at the Public Heath Public Library is open for the summer season. This outdoor performance facility, nestled among the oaks behind the library is just beautiful. I cannot thank the Majestic Ranch Arts Foundation enough for their very generous contributions to this project. They not only provided significant funding for the construction, but also provided many of the bronze art pieces located on the grounds. They have been a wonderful partner in this effort and we value their support of the arts in Boerne. Congratulations to Keep Boerne Beautiful and an extraordinary team of volunteers. Because of all their efforts throughout the year, Boerne is receiving an award from the Governor’s Community Achievement Program totaling $160,000 for a landscaping project to beautify Boerne. I especially want to recognize Judy Edmonson, the executive director of Keep Boerne Beautiful. She has such passion for this community and her energy is contagious. During the year she, along with other community partners, organize some pretty big clean up events around here. Getting this award for Boerne is a big deal and we could not have done it without Judy’s leadership. Boerne is now a Purple Heart City! A few months ago it was my honor to present a proclamation establishing Boerne as a Purple Heart City. The Purple Heart is the oldest award given by the United States military and is awarded to members wounded or killed during an armed conflict with an enemy of the United States. Boerne is part of the Alamo Chapter of the Military Order of the Purple Heart which is the largest chapter in the Nation with over 750 members. The Boerne community continues to show great support for our veterans and active military so this designation further demonstrates our support as we honor those who have earned it. For the fifth consecutive year Boerne has received the Tree City USA designation from the National Arbor Day Foundation. Our parks and recreation department crews plant about 125 new trees a year at various public places around Boerne as our commitment to environmental stewardship. We have made the planting and care of trees a priority in this community and as such we also have some very effective rules for new home and business construction projects when it comes to the preservation of existing trees and replacement requirements for new trees. And because of his public service as our Parks and Recreation Department

director, Danny Zincke, was honored recently by the Cibolo Nature Center for being a strong advocate for the protection of the natural environment. He was presented with the 2016 Cibolo Nature Center and Farm Stewardship Award. Danny and his team are responsible for the maintenance of all of Boerne’s public park areas; they coordinate a wide variety of community education programs, youth and adult recreational sports; and they bring us all of the free family friendly summer movies in the park, the annual fishing tournament; and they partner with other local agencies to bring us many special familyfriendly events throughout the year. I am going to once again take this opportunity to highlight the work done by your Boerne Utilities electric crews. As we flip on our light switches or turn on our televisions every day, we rarely think about the dangerous conditions these workers face to make sure we all have power; their work is incredibly dangerous, especially when they must work in stormy or icy conditions. So every spring we celebrate Lineman Appreciation Day to recognize and thank the Boerne Electric Utilities linemen. I hope you will take the opportunity to remember the work these men and women do every day to keep our lights, computers, and appliances powered up. Whenever, or wherever, you see an electric utility worker out there, please give them a big thanks. I probably sound like a broken record to some, but I want to remind people that using portable electronic devices while driving is a bad mix and now illegal in the Boerne city limits. That text or call can wait until you can pull over to a safe place. It’s a hard habit to break, but I am living proof that it can be done. Every year we have new teenage drivers on the road who haven’t yet developed this terrible habit and it’s my hope they never do. My wife is a former educator, and boy do I remember how much she looked forward to the summertime break. Whether traveling or just staying home to enjoy the peace and quiet, I hope all our area teachers, the staff, and the students have a great time this summer!

Recently, the Commerce Department reported that retail sales were up 1.3% in the month of April. This was the largest gain since March 2015 and higher than the estimates. Strange, given that so many retailers have been reporting disappointing quarterly sales and profits results. One has to look within the report itself to see exactly what is happening. Online retailers had their biggest monthly sales gain since June 2014. In fact, sales at internet retailers have gone up over 10% in the past year. Consumers are still buying; they are just buying in a different way. Back in the dot com bubble, we knew this day would come. We didn’t know when or how soon. Plenty of internet commerce companies came and went around the turn of the new millennium. Millions of people lost a lot of money in the 1990s and early 2000s by investing in technology that was a little ahead of its time. But here we are in 2016; online commerce has become easier and consumers seem to be adopting it. Unfortunately, many retailers aren’t capturing those online sales. Recently, Nordstrom, Macy’s, JC Penney’s, and Kohl’s all reported disappointing numbers. It’s also no coincidence that Amazon.com continues to fire on all cylinders. I personally use Amazon.com three times per week for various items for both my company and personally. I’m sure you are no different. The easeof-use is a huge driver of the Amazon experience. Their stock continues to go up despite many people believing it’s overvalued. I have been guilty of that myself. But, over time, they have proven me and many others wrong. Their stock continues to go up, while the stock of old-fashioned brick and mortar stores continue to fall. This isn’t just a story about online versus physical buildings. This is a story about themes and trends. There are several trends developing and there will continue to be investing opportunities because of them. For example, Fossil recently reported weaker than expected sales and earnings. Smart watches along with smart bands such as Fitbit are replacing old-fashioned timepieces. Fossil watches are excellent watches. They look great. But, they’re one-dimensional. Smart watch-

by Karl Eggerss es can do numerous things and consumers are opting for the functionality more than the design. Therefore, you continue to see Fossil’s stock fall. In fact, Fossil’s stock has fallen almost 80% since 2012! This is also happening in the rental car market. Uber has transformed the transportation industry. Many consumers are opting for ride sharing, mainly using Uber and Lyft, as opposed to renting a car or even purchasing a car. Both Hertz and Avis Budget have seen their stocks fall dramatically over the last two years. Both have fallen over 60% in the past two years. These themes tend to play out over a long period of time. Surely investing can’t be that simple. But it is, if the investor has a lot of patience. Unfortunately, most investors don’t have that patience. Peter Lynch, former Fidelity fund manager of the famous Magellan Fund, probably made this investing style more popular than anybody. You, the consumer/ investor, live your life, make observations about what you, your friends and their friends are purchasing. Then, you invest in those companies. Sure, it’s not necessarily that easy. And, we don’t have billions of dollars to invest over a 10 or 20 year period. But, I think these are great lessons in how consumers are changing their behavior and how investors are rewarding those companies benefiting from a change and punishing the companies that are being hurt from that change. I was in the airport a few weeks ago and as usual, observed about 50 people in line waiting for a cup of coffee. Can you guess where they were standing in line to get that cup of coffee? There were plenty of places selling coffee but only one of them had a line. Yes, it was Starbucks. Starbucks changed the coffee industry. Coffee was typically consumed in the morning by most drinkers. Now, you can go to Starbucks at any time of day and see individuals that need their coffee and want to stay in a Starbucks and hang out. Does that mean Starbucks has always been a good investment? No. In fact, Starbucks fell dramatically from late 2006 to late 2008. In just two years, the stock fell almost 80%. That was the time to purchase Starbucks, when everyone was doubting the company and their future success. Throughout that entire time, they continued to sell an enormous amount of coffee. But, their growth was slowing, management made some bad decisions, and their stock went down. Eventually, the stock was a good deal. I believe the goal over the long-term is to find great brands with good trends using your common sense and make long-term investments in those companies. But the truth of the matter is, many investors simply don’t have the patience to ride through the volatility and the negative news cycle from time to time. In addition, most don’t have the resources to continue to add to those positions with conviction. The transformation of consumers purchasing from big-box retailers to online retailers is happening as we speak and maybe it’s too late for this particular theme from an investment standpoint. What Happens Next?

I am gratified by the results of the May 7th Boerne ISD bond election. From my perspective, the results illustrate once again how deeply our community values public education. The overwhelming approval of this initiative sends a very clear message, understood and appreciated. As I was heard to say many times in the weeks leading up to the election, Boerne ISD embraces the enrollment growth our district faces these days. We love the children you entrust to us and we are proud that so many families choose to live in our community because of our schools. Passage of the bond equips us to meet the challenges of continued enrollment growth. So what happens next? Work will begin almost immediately on some of the measures funded by the bond. Site work on the new elementary school No. 6 on Dietz Elkhorn is already underway. This is a priority, given the overcrowding at Fair Oaks Ranch Elementary and the rapid growth in the southern part of the district. I am grateful that foresighted board members years ago approved purchase of this 20-acre school site, giving us a tremendous head start. Also, utilizing existing design work from the new Fabra Elementary will provide both cost and time savings. The school will open August 2018. As the school year wraps up and the team at Fabra moves into its new campus, work will begin to convert the old site to the district’s administrative center. I am especially excited about what this means for our alternative school, which will find a new, expanded home in the refurbished facility. Repurposing the old campus is a tremendously efficient and effective way to create a central services center that will serve the district for decades. In the weeks to come, the search for a site to become the home of our third middle school will intensify. This, of course, is an important consideration as we look at the district as a whole and start to examine attendance zone realignments. Soon after the start of the 2016-17 school year, we will convene a committee to make recommendations on rezoning. The same demographer who provided the analysis on enrollment growth that informed our long range facilities planning committee will be used as a resource in this important process. We want to establish new attendance zones that will serve our families for many years into the future. This means that the conversations will factor in all three new schools – two elementary campuses and one middle school – even before some of those projects are under construction. I anticipate that the committee will also take this opportunity to examine the current school

choice policy that was established a decade ago to help the community transition to two high schools. My recommendation will be that the policy has served its purpose and should now phase out. We are blessed with two exceptional high schools and two great and growing feeder systems that serve our district well. Over the summer, I will work with the Board of Trustees to appoint a committee that will have oversight on the 2016 bond expenditures and activities. Just as in the 2013 bond, this citizens’ committee will serve as the eyes and ears of the public as the district executes the approved bond projects in an atmosphere of transparency and accountability. The next several years will be very busy for Boerne ISD. Through it all, I pledge that we will keep our focus squarely on our central mission: the education of our children in ways that prepare them for the world in which they will live. Since its inception in 1967, Berges Fest quickly became one of Boerne’s largest and most anticipated events! Each summer, people come from far and wide to join Boerne residents as we celebrate our town’s German heritage with great music, food, a German biergarten, a parade, carnival, Queen’s contest, dachshund races and so much more! With so much fun to be had it’s easy to see how this event is still going strong after 50 years. Let’s take a look back in time and see how this popular event came to be and remember some of the many fun times it has brought to our town through the years. ORIGIN OF BOERNE BERGES FEST With construction of Interstate Highway 10 being almost completed in 1967, Boerne’s main street was bypassed and many businesses closed their doors leaving many vacant buildings on Main Street. The Boerne Chamber of Commerce and the Boerne Lions Club decided to enter into a joint venture to try to draw attention to downtown Boerne and generate interest and commerce for local merchants and the city itself. The initial proposed purpose of the venture was “To promote Boerne as an attractive place to visit, to live, and to do business by encouraging friendly, courteous service. To provide an opportunity for

fellowship and relaxation by people who are proud of Boerne and want to share their good fortune with others.” The president of the Boerne Chamber of Commerce at this time was Alex H. Wertheim and the president of the Lions Club was Adrian D. White. Each organization donated $250 and an additional $645 was obtained by soliciting patrons which helped to fund the joint venture. It was decide that Mr. Wertheim would be President and Mr. White would serve as Vice-President. Initially the event was known as Boerne Day, but it was decided to hold a contest to name the event. From April 17-28 over 30 entries were submitted. The winning name Boerne Berges Fest (Boerne Hill Country Festival) was submitted by Mrs. Anna Voges. On May 23, 1967 the Certificate of Incorporation was issued by the Secretary of the State of Texas with the stated purpose: “...to raise and donate money to charitable, benevolent, religious, eleemosynary, educational, scientific, social, fraternal and athletic organizations and to organizations whose activities promote the health and general welfare and civic, business, commercial and industrial advancement and betterment of the community.” Each founding organization enlisted its six incorporators to serve as the initial twelve Board of Directors. On Monday, March 28, 2016 the Berges Fest Directors and the Kendall County Fair Association Directors met to sign an agreement to host the 50th Berges Fest at the Kendall County Fairgrounds. The space at the fairgrounds will allow for easier parking, a larger carnival, covered facilities for vendors and mechants and more space for special events for kids and adults.The Berges Fest outgrew the plaza in 1973 and moved to Herff Park. It remained there until 1988 when it returned to the newly renovated Plaza. Over the years it has moved back and forth between both locations. The decision was made to make the move to allow for the growth of the Berges Fest and to work towards improving the Berges Fest experience for everyone.

To prepare for the event the Berges Fest worked closely with the City of Boerne to launch the Boerne Beautification Project. Business owners and building owners were asked to “Clean Up! Spruce Up! Paint Up!� A letter was distributed by the Berges Fest with suggestions to prepare for the event:

Since there were a number of vacancies on Main Street at the time, empty store windows were decorated. The local Boy Scouts cleaned all the windows and citizens decorated them with quilts and antiques. Mayor John Arleigh Huff wrote a letter to owners of vacant lots within the town to show support of the event and request the property be cleaned prior to the festival. In addition to the support the city provided in helping to clean up the city, it also assisted with the trash clean up during and after the festival. the unique electrical requirements of the fest, receiving recognition from both the city of Boerne and the Berges Fest for making the first Berges Fest a priority along with their regular city duties. Roy Liesmann, as the Superintendent of the Boerne Public Schools, showed his support for the festival by generously donating seating for all the events that were part of the Berges Fest. Mr. Liesmann, along with the School Board were given special commendation for the exceptional participation in the Boerne Beautification project. In preparation for the first Berges Fest several committees were formed to assist the newly created Berges Fest Directors with planning and coordinating the day. A pageant was held to select a Berges Fest Queen on Monday, June 26th. Mrs. W. F. Grinnan was gracious enough to donate the use of the Kendall Inn for the event. The pageant was emceed by local San Antonio on air personality, Ricki Ware, who continued to emcee the pageant for many years to follow. Twenty-two local girls competed in the pageant which comprised of a swim suit competition, an authentic German costume competition and a question and answer period. Sheila Agold, Linda Bergmann, Tonia Egan, Joan Coffey, Alma Hearing, Diane Day, Jolyn Dierks, Linda Elsworth, Carolyn Ertel, Patsy Green, Patsy Jonas, Cheryl Koenig, Joy Nell LeBleu, Betty Jean Lester, Anita Lewis, Adrianne Maltsberger, Durinda Meckel, Mary Phillip, Alice Schuchardt, Patsy Traylor, Jone Werner and Laura Whitworth were the contestants. The contestants were judged on beauty, poise, personality, posture and costume. The judges for the pageant were Mrs. Wanda Ecrete (Mrs. San Antonio), Mrs. Earlene Fritz of Fredericksburg and Van Brinkerhoff of San Antonio. The name of the winner of the pageant was withheld and announced Saturday morning at the start of the Berges Fest. U. S. Senator Ralph Yarborough crowned Miss Patsy Traylor, the first Queen of the Boerne Berges Fest. The main festival was held in the Boerne Town Plaza from 10am until Midnight and an Art Show was held in Memorial Plaza. Richard Leeder and Slim Giroux donated scaffolding from their jobs and used them to setup booths for all of the vendors and merchants to use. Local merchants and organizations setup and worked various booths for food, entertainment, handcrafts, homecrafts and souvenirs. In addition to the entertainment, separate raffles for adults and children were held for locally donated items. For the adults three items were raffled off. Cliff Lewis donated a registered Pollard Hereford, W. E. Janensch, President of the Boerne State Bank donated a $50.00 war bond and J. W. Caudle with Tappen, Inc. donated a Stainless Steel Ware set that showcased on display at Vogt’s Clothing Store. For the children under the age of 12 and accompanied by a parent, Fred Gremmel donated a burro. To help promote local businesses, local merchants were encouraged to participate in the use of Boerne Bucks. The idea was to encourage shopping locally by offering a savings to the customer. Boerne Bucks were sold to the public for $0.90 and were redeemable by participating merchants for $1.00 in merchandise and resold to the Berges Fest for $0.88. To help promote the Boerne Bucks merchants were encouraged to furnish some items at cost to make the savings even larger for the customers. Special BOERNE BUCKS accepted here signs were displayed in merchant windows to assist in boosting the awareness of the promotion. It was decided that Berges Fest would be a success if the festival could cover all of its expenses. The funding for the next year would be generated by the redeeming of BOERNE BUCKS. However after all expenses were covered the festival managed to make a profit of $584.94 which far exceeded the expectations of the Berges Fest Directors. With the Festival being deemed a success this paved the way for the continuation of the festival the following year with many additions and improvements to the first successful Boerne Berges Fest. In later years the festival grew in attendance and participation and it was decided to move the festival. The decision to move fest did not come

easily, but with limited space and a growing demand for more entertainment the festival outgrew the plaza. So in 1973 it was decided to move to the Kendall County Fairgrounds. In 1989, Berges Fest made its return to the Boerne Plaza and after many years there, this year the festival will return to the Kendall County Fairgrounds. Since 1967 the Berges Fest has grown and become a tradition for generations of families. In its early years the Berges Fest was the only event that brought the community together during the summer. During these early years Boerne’s distance from San Antonio, San Antonio’s lack of growth beyond Wurzbach and the national speed limit of 55 made the journey to San Antonio feel endless. So the Berges Fest was a welcome break from the day to day routine of many in the community. Over the decades, Berges Fest has evolved into a destination for High School Reunions. It is not uncommon to see as many as three Boerne High School reunions particpating in the parade and attending the festival all weekend. It has also become a tradition for many college age students who wish to reconnect with classmates and friends to return to Boerne on Berges Fest weekend to catch up on life events since graduation. Berges Fest strives to bring families together by offering special events for the kids to participate in. The best part is that all of the Special Events are free to all participants. The annual Egg Toss is a crowd favorite and the Dachsund Races are a huge draw and loads of excitment. Don’t miss out on celebrating Boerne Berges Fest’s 50th Year! See you there! BBM

THE GVTC FOUNDATION AWARDS $40,000 IN SCHOLARSHIPS TO ASPIRING AGGIES

Two Hill Country high school students, with hopes of attending Texas A&M University, are the recipients of scholarships worth $20,000 each from The GVTC Foundation. The Ritchie T. Sorrells Scholarship is named after GVTC’s president and CEO and recognizes students who exhibit outstanding leadership qualities and have used innovation or technology to make a positive change in our community. Garrett Malatek of New Braunfels High School offered a long list of leadership credentials that made him a standout candidate for the Sorrells Scholarship. According to his application, Malatek is an Eagle Scout, whose service project led to the Roger Dolle Award from the city of New Braunfels for, “exemplifying leadership and professionalism.” His application states the high school senior was selected as a team leader on his school’s First Tech Challenge Robotics Team, which also promotes interest among fellow students in science, technology and engineering. Malatek was selected as an intern for MicroPower Global Corporation, participating in a research project on the integration of thermoelectric chips into solar ovens for power generation. He plans to pursue a degree in mechanical engineering. Vanessa Skillman from Blanco High School was awarded the Ola Armstrong Scholarship, designated for students exemplifying extraordinary service, volunteer work and involvement in their local community. Her scholarship application shows Skillman has an impressive record in volunteerism giving her time to help the Elf Louise organization, Special Olympics and as a vacation bible school volunteer. According to Skillman, she earned school and state honors for her skill as a student athletic trainer for the football and track teams. She’s also a member of the National Honor Society. Her career goal is to become an orthopedic surgeon. “These students are outstanding examples
