Did you know, in 2015 over 560,000 notices were sent to homeowners in Bexar County, Texas, informing these owners that the appraised value of their home had increased by over $1,000 in the past year, and therefore their property taxes would be increasing as well? This means that over 80% of homes in Bexar County were subject to a noticeable property tax increase in the past year. Although it might not be possible to prevent your local taxing authority from appraising your home at a higher value than what you feel is “fair”, it is important to note that there are ways to challenge increases in your property taxes. First, there are numerous exemptions that a homeowner may qualify for in Texas that would give tax breaks and therefore lower the amount the owner is paying in taxes each tax year. The most common exemption used is known as a Residence Homestead Exemption. In Texas, an individual that owns a home, and uses this home as their primary residence, may claim this exemption with their local taxing authority, granting at minimum, $25,000 off of the appraised value of the home, per year for the homeowner. Another common exemption is available to anyone over the age of 65 or anyone that qualifies as disabled under the Federal OldAge, Survivors and Disability Insurance Act. There are also exemptions available to disabled veterans, as well as their surviving spouses and children. It is important to note that these exemptions may be used in conjunction with one another. An individual that qualifies for more than one exemption should seek credit for every exemption possible. The State of Texas does not allow any taxing entity to increase the “taxable value” of your home by more than 10% each year. This means that even if the “appraised value” of your home has risen from $100,000 to $150,000, being a 50% increase in value, this protection allows your taxing entity to tax you only at a value of $110,000, being a 10% increase, for the upcoming tax year. Yet another reason why it is important for a homeowner to claim a residential homestead exemption,

if eligible. All of the above can help property owners reduce the amount of taxes paid on their property by taking the appraised value and then adjusting it for exemptions. There are also ways for the property owner to contest the value at which their property was appraised. Any property owner who is subject to an increase in assessed property value by $1,000 or more over the past year, has the option to file a protest with the appraisal district of the county in which the property is located. These protests generally must be filed within 30 days of the date in which you received the notice of increase in property value. More information regarding deadlines and the process associated with an ad valorem tax contest can generally be obtained by contacting your local appraisal district, or visiting their website to obtain the necessary forms for filing said protest. Even though this process is intended to be one that can be navigated by the property owner themselves, it is advisable to seek a knowledgeable and experienced professional to guide you through this process and offer their assistance in lowering your tax burden, saving you money on your property taxes. There are clear benefits to seeking the guideance of a firm to act as your Agent for these property tax protests, in order to ensure that your rights as a property owner are fully protected throughout the protest. With the rapid growth San Antonio and the Hill County are experiencing, property owners will continue to deal with regular increases in their property’s appraised value, but as a knowledgeable property owner, you can take the steps necessary to offset these increases, and keep your taxes at a fair and manageable rate. SLICK ROCK ENTREPRENEURS TURN CONCRETE INTO GOLD by Joseph Lilli
David Harris and David Forren are two entrepreneurs who have figured out how to turn concrete into gold. Well, not literally . . . but they are the masterminds behind Slick Rock, a successful national and international concrete site furnishing business in Boerne. The business partners who first created the largely successful Riverbed Concrete Inc. in 2003 have recently expanded their entrepreneurship with the formation of Slick Rock Inc. Slick Rock is a manufacturer of high-end architectural pre-cast concrete – namely, large scale planters, fire-bowls, and water features. And when I say “large,” I’m not kidding. Massive in size, the products range from 350 to 6,000 pounds. The city of Austin-Bergstrom International Airport certainly agreed. They commissioned one of the company’s first commercial orders. “Austin-Bergstrom International Airport and the architectural firm responsible for the building’s design approached us to address a growing concern. They were searching for a way to provide

security against terrorist attack, while enhancing the building’s new contemporary design. “They wanted an extremely strong product that can literally stop a semi-truck as a perimeter security device (PSD), but that could also provide aesthetic appeal to the building’s décor. Slick Rock was the perfect fit,” Harris says. Harris is quick to note that the concrete they use in their one-of-a-kind products is not your plain, run-of-the-mill concrete. It’s made from a proprietary “ultra-high performance” formula that has taken 12 years to develop, thereby lifting Slick Rock’s finished products to a new standard of industry excellence. The recipe consists of cement, finely graded sands, entrained fibers, latex and acrylic compounds, blended pozzolan, water reducers and plasticizers. It quickly reached an impressive 12,000 pounds per square inch (psi). After a recent strength test conducted by an independent testing facility, the owner initially didn’t believe the test sample was actually made from concrete. He declared the material was “twice as strong as any other concrete he’s tested in his career.”
In The Mix
The concrete formula is poured into custom fiberglass molds – handmade in the Philippines to Slick Rock specifications – from which thousands of identical concrete products are made. Each concrete copy is beautiful, durable to last a lifetime, and possesses exceptional strength and flexibility – properties far superior to typical concrete. During the proprietary finishing process, technicians add vibrant, attractive colors with modeled undertones unique to Slick Rock products. These colors pair well with a wide variety of architectural styles and settings. The use of fiberglass as a mold material is unique in the industry and stems from Harris’s background. “Growing up, my family built Texas’ largest Coast Guard certified Trimaran yacht in our backyard. It was an interesting way to grow up, but from a very early age I’ve worked with fiberglass. When used to mold concrete, fiberglass is a very expressive material,” he says. The company’s unique molds allow Slick Rock craftsmen the flexibility to create unique shapes, sizes, and designs with complex and compound curves that are not possible with other molding materials.

To accommodate the rising demand for Slick Rock products, the company built a 12,000 square foot production facility in 2014, located at 13 Pfeiffer Road in Boerne. A 3,000 square foot addition quickly followed, with plans for an additional production area to keep up with growing demand and an extenuation of their showroom that’s already in the works.
Fiberglass Alternatives
“We are in the beginning stages of offering our Slick Rock products in light weight fiberglass alternatives.
Slick Rock to mass produce high-end concrete products for a national market where our sales are taking us well outside the State of Texas,” says Harris, president and CEO of the two companies. With customer requests from as far off as Saudi Arabia, the Maldives Islands, and London, England, the appeal for their products is very far reaching. “With Slick Rock, we now have the luxury to focus on production rates and efficiency in a different light from how we track custom projects. With this, we are better able to focus our efforts in exposing our products to a much broader target audience,” he adds.

These alternatives will retail at lower price points and are directed towards a customer market that doesn’t require the exceptional strength and weight of our commercially developed concrete products. “Fiberglass enables us to offer exciting new shapes, sizes, colors, and textures that will be unique to the fiberglass line of products, and it allows us to explore a wider variety of possibilities that are not possible with concrete,” Harris declares. Many of these fiberglass products will be available through direct sale or garden center/home improvement retailers. “Until now, the residential market has been a small part of Slick Rock’s business strategy, but with the introduction of lightweight fiberglass alternatives that will quickly change. With the ease of availability through retail chains, and the inherent light and resilient properties of fiberglass, this addition makes our product offerings much more accessible for DIY installation to beautify not only commercial spaces, but also individual homes,” he says. While Slick Rock concrete products will continue to be manufactured in Boerne, the fiberglass products will be manufactured exclusively for Slick Rock in the Philippines and Yucatan, Mexico, and imported to Texas for national distribution. “It will be a very big step towards expanding the Slick Rock product line and growing our sales,” Harris adds.

Help Your Children Avoid Student Debt Burden
I
It’s not so easy being a college kid these days. The job market for recent graduates has been shaky while, at the same time, students are leaving school with more debt than ever before. If you have children who will someday be attending college, should you be worried? You might indeed have cause for concern. Americans now owe more on student loans than on credit cards, according to the Federal Bank of New York, the U.S. Department of Education and other sources. For the college class of 2011, the most recent year for which figures are available, the average student loan debt was about $26,500, according to the Institute for College Access and Success’s Project on Student Debt. This type of debt load, coupled with the struggles to find a wellpaying job commensurate with their education, is causing many recent graduates to get off on the wrong foot in terms of developing savings and investment strategies that could help them throughout their lives. So, what can you do? If you want to help your kids pay for college, you may want to consider a 529 plan. When you invest in a 529 plan, all withdrawals will be free from federal income taxes, as long as the money is used for qualified college expenses. (However, non-qualified withdrawals may be subject to ordinary income tax plus a 10% penalty on the earnings portion.) Contribution limits are high, and, contributions may be eligible for a tax deduction or credit for residents in certain states. A 529 plan, while valuable, is not the only college savings vehicle available. You may also want to consider a Coverdell Education Savings Account, which, like a 529 plan, can generate tax-free earnings if the money is used for higher education expenses. However, a Coverdell account’s contribution limits are much lower than those of a 529 plan. You could also establish a custodial account, known as an UGMA or UTMA, which offers some tax benefits and no contribution limits. Nonetheless, while these vehicles may help you save and invest for college, they may also divert resources that you might have used for other financial goals — such as a comfortable retirement. Of course, it’s not an “either-or” situation — there’s nothing stopping you from contributing to a 529 plan, Coverdell account or custodial account along with your 401(k) and IRA. Clearly, though, it will take discipline and perseverance on your part to save and invest for both your children’s education and your own retirement. Like everyone else, you don’t have unlimited resources. But you do have another ally — time. The earlier you begin investing for education and retirement, the greater your chances of achieving your goals in these areas. And by understanding how your goals interact, you can work to make sure you don't inadvertently derail one when saving for another. Avoiding the student loan “debt trap” while still making progress toward your retirement savings will require creative thinking — and both you and your children may have to make some sacrifices along the way. But the ultimate goals — a college degree that isn’t one big IOU and a comfortable retirement — are worth the effort. CIBOLO NAT URE CENT ER & FARM TO KICK OFF MOONDANCE CONCERT SERIES IN SUPPORT OF NAT URE EDUCATION AND OUT REACH PROGRAMS For over 10 years, the Cibolo Nature Center & Farm has welcomed spring with the Moondance Concert Series. This year is no different with it kicking off on April 23 with a performance featuring Strahan and The Good Neighbors and Summer Dean. The name Moondance is no coincidence as all of the concerts are carefully scheduled around evenings that promise a full (or nearly full) moon. Season tickets for the entire series, or tickets to an individual concert, are available at cibolo.org with the concerts helping support nature education and outreach programs at the Cibolo Nature Center & Farm. THE 2016 CONCERT DATES ARE: April 23 Brandon’s Revue (Strahan & The Good Neighbors; 2nd artist: Summer Dean) May 21 (Jazz Blues and Diamonds) June 18 (The Court Jesters) July 23 (Joe King Carrasco) August 20 (Mr. Will opening for La Tampiquena) September 17 (The Lost Mule Band) All concerts are family friendly and attendees are encouraged to bring lawn chairs, blankets, and drinks and eats to enjoy an evening of live music and dancing. Each concert will feature the Firehouse Fare food truck and Paciugo Italian Gelato. Doors open at 7:00 PM. Music starts at 7:30 PM. The line-up of unique musicians are carefully selected to provide a series of evenings focused on music and community in the great outdoors. The first concert on April 23rd will feature Doug Strahan and the Good Neighbors and Summer Dean - two infinitely talented singersongwriters bringing their original music to the Cibolo stage for a show you won’t want to miss. The May 21st concert will bring the Jazz, Blues & Diamonds, delivering hits from the Rat Pack to Motown with some disco and country thrown in. This talented ensemble delights playing those classics that’ll bring out the singer in you. On June 18th, the Court Jesters, San Antonio’s “Band of Lawyers”, will give a rousing perfor-
mance of horn-driven rock and rhythm & blues classics. Moondance presents Joe King Carrasco on July 23rd. Start your “Party Weekend” with original garage-bander and Tex-Mex rock-androller! Special events will include moon viewing and moonshine tasting with our partners at Texas Public Radio. The August 20th show is ideal for adults and children alike. Mr. Will will be opening for La Tampiquena. The varied repertoire will have you dancing in the aisles to Tex-Mex polkas, honky-tonk, ‘70s rock-and-roll and funk. Fun for the whole family and music-lovers of all ages! The concert series will wrap up on September 17th with the Lost Mule Band. This group of six has been performing together for more than 25 years and offers a toe-tapping mix of traditional country, classic rock, blues and Texas swing. Be sure to wear your dancin’ shoes! The new Boerne Amphitheater at the Library has been completed. The construction funding was provided by the Majestic Ranch Arts Foundation, the Boerne Public Library Foundation and the City of Boerne. Texas’ economy is slowly recovering from the impact of the 2015 oil price collapse. The state gained 181,800 nonagricultural jobs from March 2015 to March 2016, an annual growth rate of 1.5 percent, lower than the nation’s growth rate of 2 percent. The nongovernment sector added 148,400 jobs, an annual growth rate of 1.5 percent compared with 2.3 percent for the nation’s private sector. According to the Real Estate Center’s latest Monthly Review of the Texas Economy, March 2016 was the third month the state’s economy posted an annual employment growth rate exceeding the annual growth rate in December 2015, indicating that the Texas economy has passed the worst impact of the downturn. Texas’ seasonally adjusted unemployment rate last month fell to 4.3 percent from 4.4 percent a year ago. The nation’s rate decreased from 5.5 to 5 percent. All Texas industries except mining and logging, manufacturing, and transportation, warehousing and utilities had more jobs. Leisure and hospitality ranked first in job creation followed by education and health services, trade, and financial activities. All Texas metro areas except Victoria, Longview, Midland, and Odessa had more jobs. Dallas-Plano-Irving ranked first in job creation, followed by College Station-Bryan, Austin-Round Rock, Sherman-Denison, Killeen-Temple, and Lubbock. The state’s actual unemployment rate was 4.5 percent. Amarillo had the lowest unemployment rate, followed by Austin-Round Rock, Lubbock, College Station-Bryan, Dallas-Plano-Irving, and San Antonio-New Braunfels.
