BKCEDC RECEIVES INTERNATIONAL AND NATIONAL RECOGNITIONS FOR EXCELLENCE IN ECONOMIC DEVELOPMENT

The Boerne Kendall County Economic Development Corporation received 3 excellence in economic development awards from the International Economic Development Council (IEDC) at the annual conference in September. IEDC's Excellence in Economic Development Awards program distinguishes the world's best economic development programs and marketing materials. The awards honor organizations and individuals for their efforts in creating positive change in urban, suburban and rural communities.

ber of entries, “the BKCEDC continually strives to bring economic development opportunities to Boerne and Kendall County and is pleased to receive international, national and state recognitions for its enhanced economic development efforts," said BKCEDC Board Chair, Pam Parish. The BKCEDC also received a Special Judges' Award for the organization's complete rebranding package at the Southern Economic Development Council's (SEDC) Annual Conference, as well as an additional Award of Merit for the website. The City Council approved our general fund and utilities budget for the fiscal year which began October 1. As new residents and businesses make Boerne their home and pay their property taxes, state law requires that we must make sure our revenues square with our expenses – much like you do with your own household budgeting. This year we did not need to increase the city’s property tax rate to cover all of the additional services that this community demands. In fact the city property tax rate has been steady at 47.2 cents per one hundred dollar valuation for seven years in a row. And for those of you who are new to our area, the city of Boerne also owns and maintains the Boerne electric, natural gas, water, wastewater, and reclaimed water utilities for over 15,000 residents and businesses. Expenses for those services are covered by the fees you pay for your utilities. As we all know we live in the "information age"; how did we ever get by without computers and the portable devices that we all use? The Information Technology (IT) industry impacts our everyday lives and it takes a team of critical thinkers to keep us all connected. IT refers to anything related to computing technology, such as networking, hardware, software, the Internet, and the people that work with these technologies. Every one of us uses either a desktop or laptop computer, a mobile device and applications, the internet, security systems and more. Behind the scenes there are servers, networks, databases, voice communication systems and cyber security processes that are managed by IT professionals. We have a fantastic crew at the city of Boerne – Mike Raute, Sheldon Cravey, Antony Moy, and Barrett Squires keep our systems humming along, not just for our city offices, but for you the Boerne public. Did you know there are several Wi-Fi hotspots throughout town so people can access the internet for free? These are located in all of our public park areas, along the trails, and along the Hill Country Mile. Another group of city staffers that I want to recognize here are members of the Boerne Fire Department – Chris Copeland, Toby Vicknair, Beau Obregon, Josh Seillier, and Michael Sullivan. These firefighters/paramedics deployed to the Port Arthur and Houston areas a few weeks ago as active members of the state’s disaster response team. Adam Hawkins, from the Bergheim Fire Department, also joined the team. Chris, Toby, and Josh shared some of their Hurricane Harvey response and recovery experiences during one of my recent Facebook Live segments. check out the September 28th segment. There are still a lot of folks working to recover from the devastating impacts of Hurricane Harvey’s trek along the gulf coast last month. While the Boerne area felt very little physical impact from Hurricane Harvey, hotels, restaurants and shops, especially those along the Hill Country Mile, may feel Harvey’s impact for months to come. Boerne’s tourism industry typically experiences a very robust holiday season with a lot of gulf coast visitors. We don’t expect as many from those areas this year, so our Convention and Visitors Bureau is advertising in other markets such as Austin and central Texas. That leads me right into recognizing and thanking our Parks and Recreation Department team for their outstanding work in the Boerne community. They were recently presented with awards from the Texas Amateur Athletic Federation – the “Platinum City” award for the third consecutive year and the “Member City of the Year” award, the highest award given by TAAF. These awards are not possible without an amazing parks maintenance crew that keeps our sports fields in shape and ready for play for the hundreds of amateur sports teams we host every year. In closing, please help me encourage all of the drivers you know to use extra caution when traveling near our schools. Over the last several weeks there have been some totally unnecessary pedestrian and vehicle accidents in these areas. It is so important for people to slow down, be vigilant and patient, and use extreme caution in our school zones or anywhere near a school, whether in a designated school zone or not. With so many parents choosing to drop off or pick up their children, it can get chaotic during those peak times. And there are a lot of students and staff walking, so please, please be very careful and move slowly through these areas. I look forward to seeing many of you out and about enjoying all of the wonderful holiday season activities in Boerne!

Dickens on Main is a fantastic holiday event that brings so much joy to Boerne. Locals and tourists alike flock to Main Street and the Main Plaza to kick off the Christmas season! There are street performers, characters dressed in period costumes, snow falling from the sky and just an overall feeling of Christmas cheer! Of course, no Christmas event would be complete without Saint Nicholas! Wayne Spofford, and his wife Barbara, are some of the many volunteers that help make Dickens on Main a success! The couple have played the part of Saint Nicholas and Mrs. Saint Nicholas for many years now. “It all started because in the winter I would let my beard grow. I began to notice that kids would notice me and I got a kick out of it! I didn’t want to be just any old Santa Claus though, I decided to get a period costume and dress as Saint Nicholas instead,” said Wayne. “This Dickens will be our 7th year to participate. No one asked us to do it, it was just something we wanted to do to be a part of this fun holiday event. Now, store owners are requesting for us to come and hang out in front of their stores. We pass out

candy canes and take pictures, and just have a really great time!” “My wife got on board along the way and we got her a beautiful dress so she could be Mrs. Saint Nicholas. Last year we passed out 1,200 candy canes,” said Wayne enthusiastically! “We love to take pictures with everyone at Dickens, and it’s not just the kids who want pictures either! People of all ages come and want to get a picture with Saint Nick and the Mrs.,” said Barbara. Wayne and Barbara will be hanging out in front of Hunting and Gathering at this year’s Dickens on Main, so be sure to stop by and get your picture taken! “We love visiting with everyone, seeing the joy and wonder on the children’s faces and being a part of such a wonderful holiday event,” said Wayne. Wayne and Barbara enjoy being Saint Nicholas and the Mrs. so much that they have started participating in other holiday events as well! The Spoffards added, “Look for us in the Weihnachts Parade, Sauced Wing Bar, Electric Coffee, Random and the Dodging Duck too!” BBM

While the major U.S. stock market indices have been making records lately and arguably becoming more expensive, the question on most people’s minds is when will the next bear market take the stock market down? While that is a fair question and a legitimate concern, it may be the wrong question to ask. The better question is what will the next bear market look like? Before we answer this question, the first thing investors need to know is that bear markets are a normal part of investing. Stocks go up and stocks go down. Sometimes a little and sometimes a lot. But, over the last 90+ years, stocks have averaged 9.9% per year! This includes recessions, wars, natural disasters, Democrats and Republicans in charge, and terrorism. The main consideration when deciding if one should invest in stocks or not is simply when the money will be needed. If the money will be needed in just a few short years, there are safer options than stocks. But, over the long-term, very few investments have outperformed the general stock market. The bumps or setbacks along the way to getting those great long-term returns will happen. Wall Street uses terms like “correction” or “bear market” to define drops. Generally, a correction is defined as a drop of at least 10% from recent highs. A bear market has been defined when an investment drops by 20% or more. We disagree with these definitions. The 1987 crash was a great example of a horrific correction. The stock market fell over 20% in one day, but it happened so quickly that investors scooped up stocks and within 2 years, all the losses had been recovered. In 2011, the stock market fell over 21% in just a few weeks after the U.S. lost its AAA/aaa credit rating. Again, it was a swift drop, but one that recovered quickly. We believe bear markets are long-term (multi-year) downward trending markets such as the 2007-2009 financial crisis/bear market. Regardless of the definition, most people with whom we speak today assume that during stock market downturns, all stocks fall (or nearly all). This is because it is human nature to overemphasize the most recent experience, which of course was the financial crisis of 2007-2009. The financial crisis of 2007-2009 was an anomaly where just about everything went down

together. In other words, diversification didn’t help. This was a panic, feardriven market where holding cash, treasury bonds, and your breath was the only escape of the bear’s wrath. Today’s bull market is much more reminiscent of the late 1990s as opposed to the bull market prior to the financial crisis. This is important because the downturns that followed each were also very different. During the bear market of 2000-2002, about half of the sectors in the market actually gained during that time. Said differently, if you avoided the areas of the market that became the most expensive (i.e. technology stocks, biotech, etc.), you could have not only minimized losses, but there was a good chance you could have made money in an environment where the overall stock market lost over 50%! In fact, famous value investor, Warren Buffett’s company gained 27% during the time the overall market fell 50%. The reason we believe today’s market environment is similar to the late 1990s is there are some areas of the market that are very expensive compared to historical averages. In 2007, there were no significant outliers. Even bank stocks were trading far below the levels of the late 1990s. Therefore, when the next bear market comes, it’s likely the stocks that haven’t risen to meteoric levels won’t fall as much, if at all. Energy and retail stocks, for example, have already had their bear market and crashed. In the current market, there are fewer sectors and stocks that have been driving the market higher and are more susceptible to their own bear market. Since 1/1/15, near the time the Fed ended quantitative easing, 17% of the S&P 500’s gains have come from just 4 stocks. As far as sectors, information technology alone has been 33% of the S&P 500’s gain during the same time frame. On the contrary, energy has detracted from the total return of the S&P 500. There have also been several industries that have actually lost money in the last two years. The areas that are the most prone to a pullback and bear market are the ones that have severely outperformed the general stock market, like internet companies, aerospace & defense companies, utility and software companies. Currently, investors should be focusing on sectors that aren’t in the momentum areas and more value-oriented. We are not perpetually opposed to momentum investing, but we feel that it has become more dangerous than usual in the past year. By having more of a value focus, we believe investors are given the best chance of participation in gains as the market climbs and at the same time, the ability to help weather the next storm, whenever it may come. Food Inflammation Testing by Chelsea Beck-Smith, PharmD

Do you have bloating, stomach pain, fatigue, joint pain, migraines, eczema, sugar cravings, or trouble losing weight? Maybe it’s what you’re eating. Have you ever considered getting a chemical peel or are wondering what one even is? In the field of skin care we define the process of removing excess accumulations of dead skin cells from the epidermal, or top layers of the skin, as exfoliation. This process can be done mechanically using microdermabrasion, manually using scrubs or chemically by using specific products formulated to achieve exfoliation. The Egyptians understood the value of Lactic Acid in milk and different fruit acids for skin conditioning more than 5,000 years ago. When Cleo Patra relaxed in her milk bath she was actually using a form of chemical exfoliation. The CRF (Cell Renewal Factor) or cell turnover rate is the rate of cell migration from the dermis or deeper layers of living tissue to the top of the epidermis or upper dead layers of tissue. Cell turnover slows down with age, for instance the average rate for cell turnover in babies is 14 days; teenagers 21 to 28 days; adults 28 to 42 days and for those 50 and over it increases to anywhere from 42 to 84 days. Keeping cell turnover going is one of the goals for preserving the skin. There are other factors that influence cell turn over and they include genetics, the environment which you live, medication and medical history, as well as lifestyle and personal care habits. There are deep peels that are administered by physicians and they may sound familiar to you such as, TCA or trichloroacetic acid and Glycolic acid in percentages higher and 50 as well as a Jessner’s Peel which incorporates several different kinds of acids that peel down to the dermis (living tissue). While these peels are highly effective, they come with risks and a considerable amount of down time for the

patient. Light to medium chemical exfoliations are administered by an esthetician. These also make use of the same acids but at lower concentrations, that is why they are recommended in a series of treatments every four weeks. This schedule helps to hasten the cell turnover rate thereby keeping the skin in an optimal state of renewal and, without the down time of the deeper peels. While both deep and light peels accomplish the same goal, “Chemical Exfoliation” is a term you might see used to differentiate between the deeper physician administered peels and the lighter chemical peels used in spas. Some of the benefits of chemical exfoliation are, improved skin texture and ability to retain moisture, reduced fine lines, wrinkles and surface pigmentation, skin looks and feels softer. Chemical exfoliation can also improve conditions such as acne, hyperpigmentation, clogged pores and dry skin. Fall and the winter months are the best times to start a series of chemical peels while your skins exposure to the sun is at a minimum. They also help to repair the summer sun damage that you may have experienced while enjoying our sunny south Texas weather. A Kendall County Christmas Tradition for 34 Years!

Mark your calendars for December 2nd and 3rd! You won’t want to miss this year’s 34th Annual Oma’s Christmas Fair! With three buildings of unique, one-of-a-kind gifts there is sure to be something for everyone on your holiday shopping list! This festive holiday fair will also include door prizes, raffles, a bake sale and food and drink concessions. Bring the kiddos for pictures with Santa and there will even be a story time with Jolly Old Saint Nick as well! The 2nd Annual Oma’s Coloring Contest is open to all children ages 4 through 12. This year, Oma’s is hosting it’s 1st Annual Food & Toy Drive benefitting Hill Country Family Services. Bring two canned goods or one unwrapped toy and receive $1.00 off the price of admission! Oma’s Christmas Fair is presented by the Kendall County Fair Association, Inc. and began as a fund raiser project for the Women’s Auxiliary in 1983. Money raised through Oma’s was used to assist the directors for improvements of the buildings and the beautification of Herff Park. The holiday fair, referred to as “Oma’s” for short, was named after Theresa Sultenfuss, a member of the Women’s Auxiliary, of whom along with her husband, Alvin, were both avid members of the Kendall County Fair Association. The two were recognized by the Fair Association as “Oma” and “Opa” for years. In addition to Sultenfuss, another “Oma” was Clara Marquardt, an Association member and charter member of the Auxiliary. Clara was known for her bonnet that she wore, so much so that a picture of her bonnet was used in her honor on the Oma’s Christmas Fair logo. Her bonnet is on display in the Auxiliary History showcase in the Exhibition Hall. In 2012, the Kendall County Fair Directors took over the sponsorship of Oma’s and Marilyn Culak took over as Chair of the event. Since this time, the holiday fair has continued to grow, while still keeping with many of the event’s traditions! According to Culak, “Oma’s continues to be a handcrafted/handmade show with no plans of that to change in the future. We have some of the same vendors from year to year, but always give a friendly welcome to new vendors.” Traditional “Potato Soup” from a recipe of another Fair Oma, Adela Frantzen, continues to be served along with the bake sale. The traditional cup of free apple cider has been done away with, however the coffee and hot chocolate pots stay hot during the two day show! Proceeds from the event continue to support the beautification of the Kendall County Fairgrounds, including the improvement of the front entrance of the Fairgrounds in 2016, Over the years, the two day craft show has grown from thirty-five vendors to well over 130 vendors in three halls! FABRA TEACHER HONORED BY REGION 20

Fabra Elementary second grade dual language teacher Aida Perez has been named 2017 Bilingual Teacher of the Year by the Education Service Center-Region 20. That announcement came from Caroline Gonzales, coordinator of instructional services for Region 20. In the announcement, Gonzales noted that Perez will be recognized at the 2017 ESC-20 World language Conference, November 1-3. “I’m very happy being a teacher,” said Perez, who has taught in Boerne ISD for 11 years. “I’m very proud of my teaching and very happy with all the experience I have had through many years.” Perez is a native of Columbia and a graduate of the University of Illinois. She credited a number of individuals – including fellow teachers, administrators and students’ parents – with her success as a teacher. She also applauded the work of all dual language teachers in Region 20, saying there are many great teachers, which makes this recognition especially meaningful. “I never thought that I could be the one chosen for this award,” she said. “It was very surprising. I was in shock because I never thought about it really. It came to me from [out of] nowhere, but it filled my heart with joy and gratitude.” Fabra principal Beto Hinojosa notes that Perez serves as dual language coordinator for the campus, acting in some ways as mentor to some of the newer dual language teachers at the school. “She has a thirst for learning and she is good at developing new strategies to teach students,” Hinojosa said. “Every minute of

Her enthusiasm is contagious, both for students and for our staff.” Boerne ISD’s dual language program employs an immersion/two-way bi-literacy model at Curington, Fabra and Kendall elementary schools. The program extends into middle school, as well. The program’s goal is to help students become bilingual and bi-literate in English and Spanish by integrating fairly equal numbers of native Spanish speaking children with native English speaking children for instruction. Aid the Silent holds 3rd annual 5K hosting full accessibility to participants

Aid the Silent, a Boerne-based organization that accommodates the deaf and hard-of-hearing (HOH) community, hosted its 3rd annual 5K walk/run Saturday, October 7, 2017 at the Boerne Main Plaza. The race, which acts as one of the main fundraisers for the nonprofit, presented more than 600 participants in the historic town. The event welcomed more than 90 deaf and hard-of-hearing runners, all of who were able to participate for free with the help of individual sponsorships. Event Coordinator for the race Jennie Wojtczak said it was a collaboration of the entire community that made the event so successful. “It’s amazing how much people are willing to give to a cause they really believe in,” she said. “Aid the Silent’s mission is to promote equal access to opportunity for deaf individuals. We’re able to do that by offering deaf and hard-of-hearing children and teens the tools to communicate through our organization’s programs. But we could not do it without the help of the community. Every act of support—every minute spent volunteering, every dollar donated, every service given, every runner who participated—played an invaluable role in making our 3rd

annual 5K a success.” The start of the race kicked off with a moving performance of the National Anthem, which was sung, captioned and interpreted, showing full accessibility for the deaf community. Founder of the nonprofit Emma Faye Rudkin said it was an unforgettable performance that will forever be engrained in her memory. “I was moved to tears watching the Community Bible Church’s deaf choir sign our country’s song. Everyone was able to understand what was being said. They could read the words from the captioning, they could watch the interpretation, they could hear the song—it was absolutely breathtaking to witness,” she said. One of Aid the Silent’s goals is to bring awareness about deaf accessibility at events. Having sign language interpretation, real-time captioning and spoken communication, during the event allows everyone to understand what is being communicated no matter their level of hearing loss. With the funds raised from the 5K, Aid the Silent will be able to distribute donations to the organization’s four main programs: Deaf Resources, Deaf Education, Deaf
