School Funding Needs Significant Change

The start of the 85th Texas legislative session is less than three months away. Many who follow state politics closely say that public school finance will be a central issue in the approaching session. It’s time to fix funding for public education. The Texas Supreme Court was explicit in its ruling last May: It’s the Legislature’s job to fix the many problems that cause our public schools to be underfunded and our taxpayers to be unduly burdened. The outcome of any legislative action that impacts school finance will most definitely impact Boerne ISD. Like many other Chapter 41 districts in Texas, Boerne ISD is hemorrhaging money as increasing amounts of local school tax dollars are taken from the district and redistributed elsewhere. A quick primer for those who may not be fully aware of the implications of Chapter 41, straight from the Texas Education Agency website: “Chapter 41 of the Texas Education Code requires school districts that are property wealthy to share their wealth with school districts that are property poor. This statute is sometimes referred to as the "share the wealth" or "Robin Hood" plan. The school finance system ‘recaptures’ funds from the property-wealthy districts to distribute to the propertypoor districts.” The law has been in effect since the mid 1990s; Boerne was deemed to be a Chapter 41 district in 2005. Since that time, more than $88 million in your property tax dollars have left the district and been utilized by the state for other purposes. That’s right, it is becoming increasingly clear that not all of the school tax dollars being recaptured by the state are being used to support education. For example, a recent public testimony before a House panel on school finance indicated recapture dollars – your tax dollars and mine – are being redirected to support a program that incentivizes new businesses in Texas. It is difficult for me to justify funding a business development program on the backs of Texas school children. While I am sure it is a worthy and beneficial program, our students are paying a direct price in the form of sharply diminished resources and larger class sizes. At the same time, I acknowledge that property-poor districts need a helping hand. All school children in Texas should have access to a quality public education. But the pendulum has swung too far in terms of the state’s reliance on local tax dollars to provide that equalization. The impact on an increasing number of Chapter 41 districts is restrictive at best. Handcuffed by the outflow of some $8 million annually in recapture dollars, the net revenue per student in Boerne ISD last year was $6,981. That is the lowest per-student revenue figure among the 21 school districts in state senatorial District 25. The average net revenue per student among the eight non-Chapter 41 districts in this group is $7,917. I do hope that public school finance is a central issue taken up by the Texas Legislature in 2017. And while I hope the necessary conversations don’t become contentious, there needs to be plenty of fight in our elected officials who are charged with assuring a sound public education for all Texas children. Navigating the Healthcare Maze for Employers by Dr. Sara Stuart, DO – Cibolo Family Medicine

American health care has changed drastically since the passage of the Affordable Care Act (Obamacare). While the healthcare exchanges have provided subsidized insurance for many people who were previously uninsured, they have failed to provide value for healthier individuals who are refusing to enroll despite the increasing penalties. The initial offerings in the health care exchanges were not much different than the options individuals were used to: HMOs and PPOs with varying deductibles, coverage, and premiums ranked from Bronze to Gold. But for Texas this year, the PPOs are gone, and the few HMOs left have been approved for a price rise of almost 60%. Navigating through the system is increasingly complicated as insurers pull out of the state exchanges, and many are finding the cost of buying insurance prohibitive. Employers looking to provide coverage for their employees in 2017, however, are finding themselves in an advantageous position. While leaving employees to the exchanges was common for small companies in the last few years, some major changes this year means companies need to re-evaluate their benefits programs. Frequently, companies will be able to provide more value in the healthcare market than employees will be able to find on their own. While group plan premiums have risen, they have not risen to the extent of the Obamacare plans. At the same time, the penalties for not having health insurance have risen. According to Rich Sena, of Hill Country Health Plans, the minimum penalty for 2016 is $695 for a single person, and $2,085 for a family of four, or 2.5% of taxable income, whichever is higher. In 2017 the penalties will be even higher as they are adjusted for inflation. This means that the costs for an employee -with or without insurance- are higher than ever before. OPTIONS FOR BUSINESSES TO CONSIDER INCLUDE: PPO - Group Insurance HMO - Group Insurance HMO - Exchange (Individual) Health Sharing Ministries Direct Primary Care PPOs are no longer available in the Individual Obamacare market for Texas. One of the biggest advantages of PPOs is that patients are not required to make a Primary Care Provider (PCP) visit before seeing a specialist, and patients are free to visit any doctor they like (though at higher cost when out of network). If saving time and seeing your doctor of choice is important for you and your employees, getting a Group PPO could be a good bet.

HMOs offer low-cost care but they require a primary care provider to refer you to specialists. Non-emergency care is limited to doctors and hospitals in network. The good news is that HMO networks have been growing, with more doctors and hospitals in HMO networks. Group HMOs can offer more value than the individual options, so it may be worth checking out. Health Sharing Ministries, such as Christian Healthcare Ministry and Liberty Health Share, are an increasingly popular way to obtain coverage that protects against catastrophic healthcare expenses, and they exempt their members from paying an ACA penalty for not having insurance. Health Sharing Ministries aren’t subject to the same rules as insurance companies, however, and pre-existing conditions are typically not covered. The ministries may require members to be living a Christian lifestyle. It is important to read the program documents to understand what is covered and what is not. Direct Primary Care is a rapidly growing model of care. The doctor-patient relationship is just as the name suggests – direct. Direct primary care is not insurance, but a partnership with a personal physician. DPC clinics do not accept insurance. They choose to work directly with the patient, usually with a monthly membership covering almost all of the services the clinic offers. I opened, Cibolo Family Medicine, a direct primary care clinic in Boerne because I wanted to be able to spend more time with my patients, and be available to them when they need me. Pairing a membership at Cibolo Family Medicine with lower cost catastrophic coverage is a great way to reduce costs while providing quality care for employees. In this complex market, it’s easy to spend many hours trying to research options and getting nowhere. Direct cost comparisons are difficult because there are so many variables to consider, and options have changed dramatically in recent months. The advice of an experienced and trusted insurance broker can save a lot of time, frustration, and money. BBM

Simon Duran is a lucky young man. He’s living his passion in life – running a one-stop gun shop – Apache Rifleworks. The idea for a firearms business grew out of a brainstorming session with his dad, Paul Duran, about what to do with a piece of property they owned in Comfort. Their session revealed the fact that there wasn’t a shooting range in Kendall County for gun enthusiasts or law enforcement officers. Nor was there a place that housed a good training facility, sported a first-class gun shop, or manufactured high-performance guns. “I’ve been around guns since my father gave me a BB gun when I was a child. I hunted and competed in the shooting sports for years in and outside high school,” says Duran, a former SWAT team and firefighter medic, now President of Apache Rifleworks. Duran’s passion for firearms also includes manufacturing them, something he used to do in his garage. “I really enjoy the mechanics, the intricacy of guns. It’s amazing how a thousandth-of-an-inch can completely change the way a gun functions. Such attention to detail and a love affair with quality in a sense just intrigues me. So opening this business was a natural thing for me to do,” he explains. Competitive shooting in high school taught Duran all the fundamentals of shooting and how to hit a bulls eye the diameter of a .177 caliber pellet. After high school, he got into shooting long range and competing in the

International Defensive Pistol Association. “Shooting’s a lot of fun and long-range shooting is my passion. I’ve always enjoyed the challenge of hitting 1.000 yard targets and making one shot count with a bulls eye,” he says. But while Duran considers competitive shooting, hunting, and shooting as a hobby lots of fun, he’s quick to note that owning a gun is a huge responsibility. It’s one reason why Apache Rifleworks teaches basic gun safety and offers classroom instruction on the use and care of guns, advanced specialty training, and one-onone private instruction. A ONE-STOP GUN SHOP After acquiring its federal license from the U.S. Bureau of Alcohol, Tobacco & Firearms, Apache Rifleworks opened its doors in May 2016 at 50502 IH-10 West and FM 1621 in Comfort. It features a fully stocked gun shop, 10 indoor 25-yard shooting range lanes, a training classroom which often subs as a meeting room for local groups, a repair shop, and a state-of-the-art interactive, video-based shooting simulator – all designed with seasoned shooters to curious beginners in mind.


A machine shop for custom-built guns is planned mid to late 2017. Until that’s ready, the company is currently repairing and exchanging parts. “Our machine shop is going to be very state-of-the-art. That’s where we’ll do all our manufacturing. It’s going to be one of the most important facets of our business as we grow,” Duran remarks. Once the manufacturing facility is completed, production will begin on three bolt-action rifle product lines – low-end, medium-end, and high-end. Low-end guns will be priced from $1,250 to $1600, medium-end guns from $1,800 to $2,600, and high-end guns $3,000 and up. “Although these rifles will come in at different price points, all will be custommade with great attention to detail and laser accuracy. The difference will be in the materials. “For instance, the high-end rifles, which will take three to six months to build, will have choice wood or new age polymers for stocks, custom triggers, cus-

tom colors, carbon fiber barrels, and more. They will literally be works of art,” Duran says. Apache Fireworks presently sells new and used guns, including a wide variety of namebrand handguns, shotguns, hunting rifles, semi-automatic rifles, and custom-made guns from other manufacturers – as well as a huge assortment of holsters, and other accessories. If an item isn’t in stock, it can be shipped to the store within three days from its Dallas warehouse. INTERACTIVE VIDEO TRAINING SIMULATOR One of the most exciting attractions at Apache Fireworks is its MILO Range Training Simulator. MILO is an interactive video training simulator that comes equipped with hundreds of real life training scenarios used by the FBI, the military, and numerous law enforcement agencies across the country. “Our simulator enables an individual – whether it be a police officer, somebody with a concealed carry permit, or somebody who keeps a gun at home – to interact with real life filmed videos involving actors using moulage (fake blood and injuries) to make it more real. This training exposes them to situations where they can either use a laser pistol or continued on page 18

live ammo, and actually practice shooting in a defensive scenario where no one dies or is injured. It’s a very versatile system helping people with accuracy, hand-eye coordination, and trigger control. “We can even control the scenario, so depending on how a person reacts, the resulting scenario might be good or bad. That’s one of the beautiful things about it. There’s no script. You do what you’d do in real life. “Afterwards, we debrief them, correct mistakes, and if they want, run through it again. If you fail in there, you don’t die. So it’s immensely useful,” Duran says. Using the simulator for 30 minutes with the laser pistol costs $25 and with a real handgun $50. It also includes a personal training session with an instructor. BROAD DEMOGRAPHIC Apache Rifleworks caters to a varied demographic with customers coming from throughout the surrounding area,

and even Austin and Houston. Besides meetings the needs of gun enthusiasts and gun hobbyists of all ages, Duran says they offer free training and shooting for the Kendall County Sheriff’s Department, the Boerne Police Department, and the Fair Oaks Police Department. Their customer demographic also includes a good number of women. “Ladies are probably 35% to 40% of our business,” Duran states. “They’re a huge growing facet of the firearms community.” In fact, two of three shooting clubs which meet at Apache Rifleworks monthly include women – The Well Armed Woman, a national chapter for ladies, and A Girl And A Gun Women’s Shooting League, a local Boerne chapter which includes women and young girls looking to compete in the shooting sports. Gun ownership across the State of Texas is up. In the first quarter of 2016, nearly six million criminal background checks were done in Texas, with each one accounting for one firearm. Duran believes that some of his growing business comes from people worried about crime and terrorism. He says knowing how to shoot gives people a sense of security and safety. “Every time there’s a mass shooting, gun ownership goes up,” he adds.BBM

Bandera Electric’s new software system launched Oct. 31, bringing members new services and options to manage their BEC accounts more effectively. BEC is excited to provide members features such as: · SmartHub web portal that gives members more control over their accounts. · A SmartHub mobile app that lets BEC members manage accounts from mobile devices such as tablets or smartphones in either Apple or Android platforms. · My Usage, which lets members review and analyze their electric use either online or via mobile device. · A new bill that allows members to compare their energy usage with the correlating month of the previous year. “The transition to the new system and SmartHub app gives our members the power to manage their BEC accounts better than ever before; from near or far,” said BEC Chief Financial Officer Lynn Midgette. “They can easily view and manage energy use, pay bills and interact with BEC social media and member services with the power of technology at their fingertips.” Members who currently utilize automatic credit card and auto draft payments will not have to contact the cooperative when the changeover happens, and they can expect their payments will be drafted on the due date. “BEC staff has worked diligently to ensure that the changeover is seamless and secure,” said Midgette. To log in to SmartHub for the first time, members should use their email address on-file with BEC and their previous Ebiz password. The Co-op is using multiple communication avenues, from email messages to personal correspondence to print advertising, to keep members informed of changes as the software system goes live.
