AS YOUR WEALTH GROWS, IT MIGHT BE TIME TO GET A PERSONAL CFO

High Net Worth individuals (HNWI) are considered to be those with over $1 million in liquid financial assets. According to a recent study1, the U.S. had nearly 5.7 million HNWIs in 2017, a 10 percent increase from 2016 and averaging nearly 7 percent annual growth since 2009. As investors rise to this level, they are often unaware of the additional considerations that should be made with their wealth management. Early on, investors are primarily focused on wealth accumulation. However, as they cross the $1 million threshold, they should consider additional strategies, including strategies for wealth preservation and wealth transfer. As I stated in my previous article, “Why do you need a financial advisor?”, advisors perform much more than simple transactions. Our real value is in being a client’s financial partner, your personal CFO, if you will. For HNWIs, I recommend an advisor that offers comprehensive financial planning services. Full planning allows your advisor to have a comprehensive view of your financial picture. Beyond securities and asset management, a full financial plan takes into consideration all of a clients’ assets and liabilities to not only maximize growth potential, but also consider tax implications as well as how to preserve that wealth so it can be passed on to future generations. With the whole picture in mind, full planning advisors have the ability to deploy and manage strategies tailored to meet the complex needs of HWNIs. For example, the proper custom asset management strategy can help mitigate your tax burden by maximizing tax-advantaged investments. For HWNIs who are also business owners, an astute advisor can employ tactics such as collateralized lending which may allow you, under certain conditions, to reinvest in the business with existing equity without leaving the market, allowing your assets to work for you. Full planning is not a one-and-done process, however. Full planning evolves over time. It requires a higher level of touch from your advisor. It starts with a deep understanding of your needs to inform the strategy and plan. Once the plan is approved and implemented, a comprehensive plan requires constant monitoring and measurement against the plan goals you and your advisor have set. It should be nimble so that it can be adjusted to the ebbs and flows of your life. This happens through regular reviews of the plan. Unfortunately, not all advisors are equipped to, nor have the infrastructure to deliver on the promises of full planning. As I emphasized in my previous article, it takes time, commitment and a unique structure for an advisor to be in lockstep with your needs and goals. These are particularly critical factors for HNWIs due to the complexity of their plans. To that end, I will remind you of some key questions you should ask yourself, especially if you are a HNWI.

• Is my advisor just managing my portfolio, or is he or she managing my whole wealth? • How much time does my financial advisor spend getting to know me and my family? • How often does my advisor discuss topics like tax mitigation and income projections in retirement? (For HWNIs, this is a particularly critical conversation unless you plan on having an extreme lifestyle change in retirement.) • How often are we reviewing my investments? Is it just before my periodic reviews or is my advisor constantly evaluating? • If you have an executive bonus plan, does my advisor have a strategy in place when it comes time to utilize it? If you have not yet considered a full financial plan, I recommend you speak to your advisor about implementing one. However, do your research and make sure your advisor is equipped with the skillsets and support structure to deliver the plan that will meet your unique needs. NO CITY PROPERTY TAX INCREASE FOR SEVENTH YEAR IN A ROW

F

Factoid – the city of Boerne has not had a property tax rate increase since 2011. We recently approved the city’s budget for the fiscal year October 1, 2018 through September 30, 2019. This is a several month process where the city council and staff look closely at all of our city and utility operations and fund ways to improve efficiencies and quality of services. We also take into account the revenues that are coming in from sales taxes, property taxes, franchise, permit, and user fees so we can have a balanced budget. The ultimate goals we seek to achieve are continuous improvement, meeting community expectations, and ensuring that Boerne is prosperous without sacrificing our unique hill country identity. Here is quick update on the City Hall construction project. Things are going very well and on schedule. The contractor recently set over ninety foundation piers to support the structure. Access to the site from Main Street has also been approved by TXDOT so over the next few weeks, a new construction entrance will be created. Therefore, the sidewalk in that area will be temporarily closed for safety reasons. We have completed the newest portions of our pedestrian trail system. The new bridge connecting the library parking lot to the Old No. 9 trail and the trail extension from City Park to the Trails of Herff Ranch neighborhood are open to walkers, runners, and bicyclers. No motorized vehicles are allowed on any of the city’s trails. Two long time city employees recently retired. Hector Hernandez, a Boerne police officer for twenty-one years, was a key player in developing the School Resource Officer program with the Boerne Independent School district two decades ago. School security issues have become more and more challenging so Hector is retiring from the city but not from his long time career. He is joining the BISD team to develop and oversee their entire school security program.

Maria Scholl has been with the City of Boerne for just over thirty years working in the Utilities Customer Service office. Throughout her career she has seen incredible changes not just because of the growth in our customer base, but the amazing changes in technology that have come along. As a dedicated public servant she worked to improve efficiency, accuracy and the overall utility customer experience. Several weeks ago we welcomed a new executive team member to the staff – Dan Blankenship joined the City recently as an assistant city manager and will be overseeing the Planning and Community Development, Special Projects, and Code Compliance Departments. He is also taking the lead on economic development initiatives and monitoring state and federal legislative actions. With over sixteen years of local government experience in these areas, we welcome Dan and his family to Boerne, and look forward to his contributions to our thriving community. On that note, we recently kicked off discussions, at a regional level, for the upcoming legislative session in Austin. Mayors and city managers from Boerne, Fredericksburg, Fair Oaks Ranch, Kerrville and New Braunfels, along with leaders from Kendall County, the Boerne Chamber, the Boerne Kendall County EDC and the Boerne ISD, gathered to hear from the Executive Director of the Texas Municipal League. Topics included: Why are Texas cities under attack? What areas do we need to be concerned about in 2019? What strategies can we implement to protect our local governments from over reach by the State? This is going to take a team effort and one I am certainly committed to. When it comes to breast cancer, early detection is key to survival. All women over the age of 40 are recommended to have a yearly mammogram, which is an x-ray that allows a qualified specialist to examine the breast tissue for any suspicious areas. It is no secret that mammograms have a reputation for being a bit unenjoyable. Most women know the importance of the procedure, and yet still dread having the test performed. Dr. Suzanne Dabbous, founder of Avestée Women’s Imaging Centers and Board Certified Radiologist, was well aware of the stereotypical mammogram experience and set out to raise the bar at every level. She and her team of highly trained radiologists and technicians are dedicated to providing state-of-the-art imaging and expert radiologic interpretation in a beautiful, relaxed setting. “Our patients know that they are being offered the best of everything at our locations,” said Dr. Dabbous. “From the minute

they walk through the door they are met with a spa-like, beautifully decorated office, private dressing rooms with heated robes, knowledgeable licensed staff, the latest imaging equipment and expert caring radiologists. All of these luxuries are to make the patients feel relaxed and at ease while having a procedure that can be a bit nerve-racking.” Avestée was started in 2013 after Dr. Dabbous saw a need to bring an imaging center dedicated to breast radiology to the San Antonio area. According to Dr. Dabbous, “The San Antonio area was behind in terms of what they offered the patient for mammography. We saw a need to bring 3-D mammography to this area and were one of the first to do so.” Dr. Dabbous not only wanted the best and latest technology to be available to her patients, but she wanted Avestée to go above and beyond in every area. “We went around the city getting the best

Dr. Suzanne Dabbous is the Founder of Avestée Women’s Imaging Center of Alamo Heights and a Board Certified Radiologist. She is a graduate of the University of Texas Health Science Center in San Antonio, where she received the highest academic honor of Alpha Omega Alpha Honor Society Membership. Dr. Dabbous brings a unique imaging perspective to Breast Imaging. During her General Surgery Internship at Emory University Hospital in Atlanta, she was able to see first hand the full spectrum of Breast Cancer treatment from surgery through radiation/chemo and reconstruction. She completed her radiology residency at Baylor University Medical Center in Dallas where she received her training in mammography at the Komen Breast Center by one of the countries experts, Dr. Phil Evans. In addition to Women’s Imaging, Dr. Dabbous is a fellowship trained Neuroradiologist, but has chosen to restrict her practice to Women’s Imaging.

Dr. Livingston was born and raised in Floresville, Texas, and earned a Bachelor of Science degree in Biomedical Science at Texas A&M University in College Station. She graduated from medical school at The University of Texas Health Science Center at San Antonio, where she was selected to the Alpha Omega Alpha Honor Society. Dr. Livingston completed her radiology residency training at UTHSCSA, followed by fellowship training in breast imaging at The Four Seasons Breast Imaging Center. She was then engaged as a Civilian Contract Radiologist by Brooke Army Medical Center, where she served as the breast imaging academic chief and trained radiology residents in breast imaging and image-guided interventions for over a decade. She enjoyed her time in academic medicine and lectured extensively on breast imaging topics.

Dr. Dacia Napier was born in Guam and grew up in Corpus Christi, Texas. She has an undergraduate degree from Rice University and attended medical school at The University of Texas Houston. After graduating medical school, Dr. Napier moved to San Antonio to complete residency and fellowship training at the UT Health Science Center, where she later became Chief resident, and then Associate Professor. Dr. Napier is a previous partner, and past president, of the M and S Imaging Associates in San Antonio. During her time with M and S Imaging Associates, she was also Chief of Radiology at North Central Baptist Hospital San Antonio. Dr. Napier has been with Avestée Women’s Imaging Center of Alamo Heights since the very beginning and loves the contact with patients and the ability to spend time with each patient she sees. She believes in treating the mind and the body by working to decrease anxiety through the experience Avestée provides.

trials to improve accuracy in detection of invasive breast cancers over traditional 2D mammography alone,” added Dr. Dabbous. Digital Breast Tomosynthesis (DBT), or 3D mammography, was approved by the FDA in February 2011 by a unanimous vote, for breast cancer screening. Avestée is one of the few centers in the San Antonio area to offer this advanced imaging modality as part of its comprehensive breast imaging services. Hologic’s Selenia Dimensions DBT delivers superior screening and diagnostic performance as well as more comfort due to an advanced ergonomic design. When used in the combination 2D/3D mode it has a higher cancer detection rate. DBT combined with 2D mammography shows a measurable improvement in the detection of invasive breast cancer, in mass margin visibility, and a significant reduction in the need to call patients back for additional imaging. Fifteen digital images are acquired of the breast in a four second scan as the machine arcs over the breast. These fifteen projection images are then reconstructed into a 3D image of the breast and are viewable as 1-millimeter slices. Digital Breast Tomosynthesis, although useful in all women, is particularly helpful in screening women with dense breast tissue. Breast density typically decreases with age, however over 40% of women in their continued on page 18

In fact, the Alamo Heights location became so popular that they average 600 mammograms per month at that location. In 2016 Avestée opened its second location in Boerne and in 2017 the third location was opened in Westover Hills. sixties still have dense breast. In addition to the latest technology, it is important to know the radiologist reading your study is highly trained and dedicated to breast imaging. In many centers across the nation, the radiologist reading your mammogram may be reading not just mammography but all other types of X-rays. All mammograms obtained at Avestée are read at Avestée by radiologists that have dedicated their practice to Women’s Imaging. Avestée’s Board Certified Radiologists include Suzanne Dabbous, MD, Dacia Napier, MD and Lisa Livingston, MD, each of which rotate through the practice’s three locations. “For diagnostic mammograms and biopsies, or those that a doctor has ordered for a specific concern, an Avestée radiologist sits with each patient and explains their results. We find that this really provides closure for the patients rather than having it to wait and worry until they get the results back,” said Dr. Dabbous. “For screening mammograms, or those that are just preventative, by law we are required to send a letter in the mail to the patient

after each mammogram. We give the patients a call prior to them receiving that letter and explain what they will be reading once it comes in the mail.” Avestée accepts most major commercial insurance, PPO plans, Medicare, government sponsored health coverage, and some HMO plans. For private pay customers, they are happy to discuss the payment for services. Screening mammograms are available by appointment or walk-in, diagnostic mammograms and other services require a doctor’s order. It’s Rod Run Time!

This year marks the 32nd Annual Key to the Hills Rod Run, sponsored by The Pride of Texas Street Rods and Budnik Wheels. On the weekend of October 12-14th Boerne’s Hill Country Mile will be filled with street rods in a rainbow of beautiful colors, checkered flags and crowds of people flocking to see Texas’ largest pre ’49 Rod Run. The Pride of Texas Street Rod Club was started in August of 1985. The first 15 members adopted the constitution and bylaws of the club and were ready to cruise together in their street rods.

Soon after, the group held the first Rod Run on May 2-3rd of 1987 at the Kendall County Fairgrounds with 53 registered participants. The following year, the club decided to move the run to Boerne’s Main Plaza and have the event in October instead of May. Everyone enjoyed having the Rod Run downtown and plans were made to keep the event at the Main Plaza on the second weekend in October each year. Club member Lanne Brehmer decided that if the event was going to grow it needed some advertising. A beautiful color brochure was designed, printed and mailed to street rod-

ders throughout Texas and neighboring states. Over the years, the event continued to grow due to the club’s hard work, advertisement and street rodders spreading the word. The brochures have become a trademark for the Key to the Hills Rod Run and have become a collector’s item. Local merchants love the Rod Run and the foot traffic it brings to downtown Boerne. They support the event by hanging checkered pennant banners down Main Street and even donate door prizes to the event participants. This year, the event kicks off on October 12th with a meet and greet and dinner for the event participants who come from all over the country to display their pre ’49 street rods. Saturday morning, the


street rods will line up down Main Street and around the Main Plaza as people come from near and far to check out these really cool cars. The day’s events include vendors, a Silent Auction, a Door Prize drawing, 50/50 Jar, food booths and shopping. On Saturday evening the participants meet up once again for a cruise through the beautiful Texas Hill Country. Sunday morning, Jim Rowlett and Bob and Barbara Clawson lead a worship service at 9:30 am around the Main Plaza gazebo, followed by an awards ceremony. Club meetings, cruises and get-togethers are held monthly and some of the club members even attend rod runs nearly every weekend from March until November. To become a member of The Pride of Texas Street Rod Club one must actively be working on or have a running street rod (pre ’49), pay club dues and attend club meetings and activities. Current members include Dean and Lisa Adams, Jim and Kathy Beath, Lanne and Patsy Brehmer, Fred and Betty Friar, Jeff and Judy Joseph, Gary and Giva Frashier, Ron and Lise Malinowski, and Don and Doreen Oesterreicher. The club also has a number of honorary club members that are chosen by the club because of their help and support of the Rod Run. Because of the success of the Key to the Hills Rod Run, several articles have been written about the event in national publications including Street Scene, American Rodder and Street Rodder. Throughout the years, the club has been very active in charity activities in the community, being able to give assistance to both organizations and individuals in need. The 2017 Key to the Hills Rod Run had 300 registered cars on display! Participants come from as far away as California, Florida and even Alaska. Last year’s event had cars from 12 states represented and this year’s event will also be bringing cars from many other states in the union. In fact, this event brings more participants from other states than any other event hosted in Boerne. Be sure not to miss the colors, the chrome and the nostalgia of this fun event that has become a Boerne tradition! BBM

City of Boerne launches Mass Notification Service for distribution of urgent and routine citizen communications

Emergencies happen all the time and knowing what to do before, during and after an emergency improves your odds of a positive outcome. The City of Boerne has partnered with CivicReady to implement an effective and timely mass notification solution to keep citizens informed. This technology will allow the City of Boerne to issue urgent notifications, emergency instructions, warnings, and even routine communications to subscribed citizens via email, text message, and voicemail alert. In the event of a local emergency, citizens subscribed to the mass notification system will benefit from immediate, actionable information and instructions sent via their preferred notification channel. For non-native English-speaking citizens, notifications can also be automatically translated into one of 11 languages. “The CivicReady system was identified and researched by the City of Boerne IT Department, said Boerne Fire Chief Doug Meckel. “We believe this system will be a great asset to our community, giving us another avenue to communicate and share information. In an emergency situation, the faster we can get information out, the better. CivicReady has proven capable of providing routine and emergency notifications to local citizens

quickly and effectively.” CivicReady integrates with the Federal Emergency Management Agency’s (FEMA) Integrated Public Alert Warning System (IPAWS). The IPAWS system leverages national emergency communication channels, such as the Emergency Alert System (EAS), NOAA weather radios, digital road signage, and television broadcasts to provide area-specific alerts in times of emergency. By integrating the CivicReady system with IPAWS, the City of Boerne will be able to reach as many people as possible during an emergency event, including those who have not opted-in to text, phone, or email communications, as well as travelers and visitors in the area. CivicReady is part of the CivicPlus Platform of local government technology solutions designed exclusively for the public sector. "CivicPlus is built on designing innovative solutions for local governments," said Mark Friesen, marketing director at CivicPlus. "We continually invest in our products, such as CivicReady, to strengthen and transform the way local governments serve and communicate with their citizens and are proud to partner with City of Boerne to help them accomplish their public safety goals."BBM

SARIKA’S THAI CAFé If you are looking for a great restaurant with a unique and ethnic flavor, you need to try Sarika’s Thai Café. During the rainy period, my husband and I stopped in for dinner one evening, wanting to satisfy our appetites. The warm and inviting atmosphere of the restaurant, and the delightful staff assured me that we made the right decision to venture out. We began the meal with some of our favorite must-try appetizers, Sarika’s Chicken Satay and the Gyoza (pot stickers). The savory satay is a wonderfully mild-spiced dish, paired with a peanut sauce, perfect for dipping the tender and juicy chicken. Gently fried, the Gyoza dumplings are filled with a flavorful mixture of pork and onion. These are my favorite starters to share with a group or enjoy alone. The rainy weather made for a good time to have Sarika’s yellow curry, Massaman, for our entrée. The aromatic and delicious curry with shrimp and rice warmed us to our core. It was so fabulous that I wanted to finish it all right then and there, but the large portion gave us plenty to take home for later. I, for one, am so glad that Sarika’s Thai Café offers a sushi bar. As a big fan of sashimi, we enjoyed a beautiful plate of fresh Salmon, Tuna and yellow tail. The beautiful plate was almost too gorgeous to eat, but our craving for the dish quickly allowed us to overcome that. If you want to try Sarika’s but are worried about the spice levels, fear not! I am a wimp when it comes to spicy dishes and they are always good about giving me a mild level of spice, without sacrificing the dish’s flavor. The AgriCultural has just announced their new name and their Fall 2018 Events calendar. The events are designed to showcase the community’s agricultural heritage while providing information relevant to our current and future agricultural system.
