Langeberg’s new ‘place of hope’ DALEEN FOUCHÉ

The opening of the Langeberg Thusong Centre was celebrated in style, with a long list of dignitaries attending the event in Robertson on Thursday 4 October. The long-awaited centre will allow Langeberg residents to access government services in their own municipality, instead of travelling up to 80 km to Worcester. Councillor Davin Hull, speaker of the Langeberg council, welcomed all dignitaries, who included Anton Bredell (MEC of local government, environmental affairs and development planning), Dr Ivan Meyer (MEC of cultural affairs and sport), various mayors and deputy mayors, and local councillors and ward committee members. This R10 million project is situated on the

corner of Westley and Paddy Streets, Robertson, and houses outposts of three Western Cape governmental departments, including the Department of the Premier, Department of Social Development and Department of Agriculture. It’s also home to offices of the South African Social Security Agency and the Departments of Labour, Home Affairs and Education, as well as an adult education and training centre and the Independent Electoral Commission. Soyisile Mokweni, manager of the Langeberg Municipality, announced the opening of the Thusong Centre as “one of the most exciting moments” for his municipality. He explained that for each major event in a person’s life – birth, marriage, starting a business, receiving an ID, and dealing with death – one has to deal with Home Affairs. Previously, he said, Langeberg residents – the majority of whom live in abject poverty –

were forced to travel all the way to Worcester for this service. He said this caused a lot of problems, because many people are too poor to afford the taxi fair to Worcester and back. He declared the Thusong Centre as the solution to this problem. Bredell said it is the aim of the Western Cape to have a Thusong Centre in each municipality of the Western Cape by 2014. He says this deadline might not be met due to financial constraints, however. Bredell praised the work that will be done by the Thusong Centre, but added that despite the new centre, there are still people in remote areas who cannot access these essential government services. To address this issue, the Western Cape government plans to implement a mobile Thusong Centre and a Thusong programme to reach

everyone. “This is place of hope, which is what the Sotho word ‘Thusong’ means, and it is my sincere wish that this centre will bring hope to the many who might be feeling frustrated or unsure of which government departments to approach.” He urged the Langeberg community to take ownership of the centre and play their part in making it a success. Mokweni said the Thusong Centre is based on business principles and is self-sustaining, meaning that the operation of the centre will not be paid for by taxpayers. Instead, the departments housed in the centre will be tenants of the building and pay rent to sustain its operations. The Thusong Centre is open on weekdays from 08:00 to 16:30. Bester stal uit op tuisdorp DIE internasionaal bekende kunstenaar Willie Bester besoek weer sy tuisdorp Montagu vir ’n uitstalling van sy kunswerke wat tot 2 November 2012 by die KWV Kunsgalery besigtig kan word. Willie en sy vrou, Evelyn, is op 21 September by die KWV Kunsgelary tydens ’n geselligheid aan ’n klompie gaste voorgestel en welkom geheet deur Jeanne Biesenbach. Bester se suster, Elsie Fegele, het vertel van hul kinderjare op Montagu en Biesenbach het onder waarderende handegeklap vertel van die vele suksesvolle uitstallings en talle toekennings waarmee hierdie Montagu-seun kan Willie Bester spog. Sy talle toekennings in Suid-Afrika en oorsee het hy ontvang vir kunswerke wat al te sien was in baie verskillende wêreldlande. Van hierdie werke was al uitgestal in galerye in België, Italië, Engeland, Nederland, Switserland, Kuba, Duitsland, VSA, Spanje, Oos-

What makes the Langeberg so special to you? The unbelievable majestic mountains. What would you like to change in the Langeberg? The disjointedness and apathy. It is very difficult to get various groups to consolidate their efforts. If you did not live in the Langeberg, where would you live? I have not lived here long enough to contemplate anywhere else, perhaps somewhere with an uninterrupted sea view. What sort of work do you do and why do you enjoy it? I am an estate agent. It is a wonderful way

Nkqubela sports grounds to get long-overdue upgrade DALEEN FOUCHÉ The Langeberg Municipality has announced that it is upgrading the Nkqubela sports grounds. The announcement was made after the team manager of the Young Chiefs, a local soccer club, raised concern about the state of the grounds. During a visit to the facility, Gazette saw that two of the three fields are little more than dust plains; the third is overgrown with weeds. Team manager Patric Fulani says the state of the grounds poses big challenges to the eight Nkqubela soccer teams. He explains that training on the fields is difficult because the dust gets into the eyes of the players. There are also no soccer poles, but rather rugby poles. Fulani points out that there are no rugby teams in Nkqubela. He says the Nkqubla sport grounds are not suitable for matches, and if the Nkqubela teams wish to play a local game, they have to rent the Callie de Wet sports grounds. But Fulani says none of the Nkqubela soccer teams can afford the R500 deposit without a sponsor. The concerns don’t end there. The team has also pointed out the facility’s vandalised change rooms; the asbestos pavilion; and the lack of light on the fields. Fulani says the few lights that are attached to the pavilion do not cover the whole field, which means no night games can be played. During Gazette’s visit to the sport grounds, pieces of the asbestos pavilion could be seen lying broken on the floor. Because of serious health concerns, the use, manufacture and processing of asbestos products was prohibited in South Africa in 2008, but the regulations do not prohibit the use of asbestos products that were already in place at the time. Soyisile Mokweni, manager of the Langeberg Municipality, says the municipality has made provision for R150 000 in its capital budget for the upgrade of the Nkqubela sports

He says the funds will be used to provide irrigation and to plant grass on the field in front of the pavilion. At this stage, quotes are being sought. He says samples have been sent for soil analysis, which will determine the type of treatment required for the grass. “To establish new grass, it is imperative that we do so during the best growth period for root establishment. New fields cannot be established during winter, as this is the dormant period.” Mokweni says deposits paid for sporting facilities are applicable at all facilities to encourage the responsible use of these venues. “The municipality is suffering great losses due to vandalism at facilities, and the deposit is retained in cases of nonabiding hirers to cover costs.” He goes on to say that the facility in question has been upgraded before. “Change-room doors were replaced, as were electrical plugs. “New geysers were stolen, pipes ripped out and stolen, and toilet systems and the wiring of the flood lights were stolen.” Mokweni says the vandalism was done by people using facility illegally. With regards to the asbestos pavilion, Mokweni says there are no plans

The mere presence of asbestos in a home or a building is not hazardous. “When left intact and undisturbed, asbestos-containing materials do not pose a health risk to people working or living in buildings. “It becomes a risk if you tamper with it, like when you grind it – it then produces dust, which becomes a health hazard.”

HE management team of Western Cape Correctional Services, including the District Commissioner of the Western Cape visited the Vulindlela crèche in Zolani on Thursday 3 October.

The reason for the visit was to witness the handiwork of the Robertson Correctional Service inmates. The Robertson inmates took part in the much needed renovation of the crèche earlier this year, including on Mandela Day, 18 July. This formed part of the rehabilitation programme for inmates. The management team of the Western Cape was treated to a rendition of the national anthem and a few other songs, per-

formed by the children of the crèche. Bongiwe Spofane, the principal of the crèche, thanked correctional services for the initiative. She told the management team during a moving speech that the crèche was on the verge of being closed down, because it was not on par with the Department of Education’s standards. However, with the help of the Robertson inmates and Correctional Services, it is now able to continue its work. Delekile Klaas, regional Commissioner for Correctional Services in the Western Cape, in turn thanked the crèche and its staff for the opportunity to help. He says the general perception is that Correctional Services only imprisons people and said that the crèche is proof that correctional services aims to rehabilitate people to form a productive part of their communities.

Die Suid Afrikaanse Besproeiingsinstituut (SABI), ’n erkende verteenwoordigende organisasie van die besproeiingsbedryf in Suid-Afrika, wat geassosieer word met die optimale en effektiewe gebruik van besproeiingswater,

het die kursus plaaslik aangebied. Met die finansiering van die opleiding het Breërivier-besproeiing die geleentheid gebied aan 30 plaaswerkers, verantwoordelik vir besproeiing, om meer te leer van besproeiingsgereedskap en -toebehore, besproeiingstelsels, instandhouding van spuite, pompe en filters asook hoe besproeiing wasgroei beïnvloed. Myra Hoffman, bestuurder van die Graham and Rhona Beck Skills Centre, het aangedui dat dit die bydraes en samewerking van plaaslike instansies en verskaffers soos Breërivier-besproeiing is wat dit moontlik maak om bekostigbare, kwaliteitgehalte opleiding aan plaaswerkers te bied en sodoende nie net hul klante nie, maar ook die gemeenskap as geheel, van diens te wees.

Sy sê hoewel sy weens dubbelvisie tans nie kan skilder nie, is sy reeds besig om baie idees vir haar skilderwerk uit te dink. Natasha en haar familie sê hulle is dankbaar vir al die vriende, familie en bure wat vir hulle bid deur die tyd van herstel, en versoek dat mense sal aanhou bid omdat die pad na herstel nog baie lank is. Dit is hoe Natasha van der Merwe (31), ’n kunstenaar van Robertson haar pad na herstel van ’n breingewas operasie beskryf. Natasha is vroeër vanjaar gediagnoseer met ’n breingewas nadat sy vir nege jaar lank aan onverklaarbare hoofpyne gelei het. Die breingewas was 9 cm by 7 cm en het teen een cm per jaar vir die afgelope nege jaar gegroei. “Ek was in konstante pyn,” vertel sy. Sy sê dat die hoofpyne haar op die ouderdom van 21 jaar begin teister het. Sy het depressief en negatief geraak omdat daar geen verklaring vir haar ondraaglike hoofpyne was nie. Natasha het een medikasie ná die ander gebruik in die hoop dat dit die

hoofpyne sou laat weggaan, maar niks het gewerk nie. Op 11 Julie 2012 is sy korrek gediagnoseer en dadelik na Tygerberg-hospitaal geneem. Op 17 Julie is ’n gewas in ’n nege-uur lange operasie verwyder. Dokters het aan Natasha gesê die breingewas is “net betyds” ontdek en indien dit langer onbehandeld sou gebly het, sy nie vandag sou gelewe het nie. Twee persent van die gewas, wat geheg is aan die breinstam, is agtergelaat omdat dié area te sensitief is om aan te opereer. Natasha moet dus steeds gereeld na Tygerberg-hospitaal reis om te verseker dat die gewas nie weer groei nie. Dokters het haar herstel na die operasie as onverklaarbaar bestempel. “Al die newe-effekte wat dokters voorspel het, het nie gebeur nie.” Sy sê dokters het verwag die linkerkant van haar gesig sou verlam wees en

VOEDSELHULP AAN HUIS LE ROUX: Nedbank in Robertson het ’n projek van stapel gestuur met die tema “Have a heart, give a can”. Kliënte en personeel kon blikkieskos bring wat aan Huis le Roux geskenk is. Van die hoofborge was Robertson Pick n Pay, Tiger Brands, Alida Cilliers en Nedbank-personeel. Altesame 180 blikkies is ingesamel asook 125 kg mieliemeel. Cape Winelands to review structure DURING February 2012 the Cape Winelands District Municipality (CWDM) started with an organisational design project to review how the municipality can support service delivery goals in the region, especially after the approval of a new 5-year IDP for the district. The organizational design project seeks to achieve a cost-effective, high performing CWDM that complies with statutory requirements and meets the needs of the district stakeholders. Because of prudent financial management the CWDM is financially sound. However, to promote long-term sustainability it is important for the district to contain costs and staff salaries as a significant, recurring and escalating expenditure. The WCDM has been concerned about its increasing salary costs as a percentage of its overall budget since 2010. Its primary source of funding is the grants it receives from national treasury. In recent years, this funding has increased by only three percent whilst salary increases and inflation have exceeded this. Through the process of organisational design the CWDM wants to ensure that its functions are more closely aligned to the core functions of a district municipality, and where possible, improve on operational effectiveness. From the outset, the executive mayor stated that a key consideration for the district was to undertake this review with a minimum impact on staff morale and no job losses. On 27 September the Council of the CWDM approved a revised macro structure consisting of three departments and a micro structure for the CWDM.

GEREED VIR DIE HOËRSKOOL: Hierdie groep graad 7-leerlinge van die Hoërskool Bonnievale het gedurende die September vakansie ’n Verenigde Christelike Studente Vereniging (VCSV)-skoolverwisselingskamp by Bainskloof bygewoon.

Bikers op Robertson Die tweede Swaeltjie Motorfietstydren sal die naweek van 12 tot 14 Oktober op Robertson plaasvind. Die organiseerders van die tydren is die welbekende Swallows Flight Motorcycle Club wat ook die baie suksesvolle Swallows Rally vir die afgelope 16 jaar op Worcester aanbied. Die Swaeltjie-tydren is gemik op die biker en sy familie om sodoende ’n ontspanne naweek vol pret met sy mede biker-vriende te geniet. Die tydren begin Vrydag om 12:00 en besoekers aan die Swaeltjie-tydren sal byeenkom op die skougronde van Robertson om hul tente op te slaan en voor te berei vir die naweek se kamp. Die Vrydagaand om 20:00 volg vermaak met musiekgroepe en ’n platejoggie. Die Mass Ride begin om 09:00 op Saterdag oggend by die skougronde en sal van daar af deur die woonbuurt ry. Gewoonlik neem daar tussen 200 en 300 motorfietse deel aan die Mass Ride. Tussen 12:00 en 18:00 sal spoed wedrenne plaasvind in Adderley Straat, langsaan die skougronde waartydens die polisie en verkeersdepartement die straat sal afbaken. Individuele en spanspeletjies vind ook plaas gedurende die Saterdag namiddag. Die prysuitdeling is Saterdagaand om 20:00, waartydens die wenners van die dag se verskillende kompetisies hul pryse sal ontvang. Daar sal ook ’n lucky draw plaasvind en pryse ter waarde van R50 000 moet gewen word. Ná die prysuitdeling sal die vermaak voortgesit word met musiekgroepe en ‘n platejoggie. Die Sondagoggend pak die bikers op na n wonderlike naweek en maak gereed om huiswaarts te keer.

DIE Robertson Rangers Rugbyvoetbalklub (RVK) hou hulle jaarvergadering Donderdag 1 November van 19:00 by Vergesig Primêr. Alle lede van die klub word versoek om die
