According to Paddy Atwell, spokesperson for the Western Cape Education Department (WCED) , 55,5% of the local schools have libraries. Provincially the percentage is 65,6% with between 45% and 60% of those functioning optimally. This figure is much higher than the only 8% of schools across South Africa that have libraries, according to the National Education Infrastructure Management Systems 2009 (NEIMS) report published by the Department of Basic Education. Christmas Tinto Primary in Nomzamo, which was opened in July last year, is one of those having to get by without this resource. Deputy principal Mzwandile Mkohla says there is none because the school is new and consists of mobile buildings. “We would like to have a library and are planning to arrange for a mobile library to visit the school. In the meantime, we issue our pupils with readers and encourage them to join the local library in Lwandle,” says Mkohla. Another school which depends heavily on the public library is Sir Lowry’s Pass Primary, which also does not have its own library. Principal Roland McDonald says this is not a problem, as the school has a good relationship with the library staff, and pupils have direct access to the library premises through an entrance at the school. “We don’t need a library, and all the pupils are members of the Sir Lowry’s Pass Library. They have access to computers there, regular storytelling sessions and reading material.” Acting principal of Danie Ackerman Primary in Somerset West, Sonia Leibrandt, says they have a library, but it is currently not functional. This leaves pupils to travel several kilometres into the Somerset West CBD to access a library, after the local Helderzicht library was closed a few years ago. Leibrant says not only does the school library not have enough books, but the school is desperately looking for volunteers to man it. “We just don’t have the human resources.”

We need libraries

Many Helderberg pupils have to use public libraries because their schools don’t have their own. She says a functioning library is part of the school’s plan to increase literacy. “The lack of a library has a negative impact, and our children tested very low in their reading skills.” Ronald Rass, deputy principal of Macassar Primary, says schools with little funding or in areas with a high rate of unemployment often struggle to find the resources to run a library. Libraries not only require books, but also staff, and often schools with less funding are unable to hire additional staff in governing body posts to work in the library. Rass says his school also has an under-re-

sourced library, and resources such as books and computers would go a long way in improving literacy at the school. Magriet Smit of literacy organisation Word4Word says she has come across schools that have libraries they do not use. She agrees that the lack of a library has a huge implication on literacy rates at schools. “A reading culture must be developed at schools. If a child is not familiar with a book, it gets more and more difficult for the child to read and have confidence in reading,” says Smit. In addition, Smit says learning to care for books also teaches children to respect property, which in turn influences their self-respect. According to Atwell, libraries are an important part of the department’s plans to improve

literacy and the department is tackling the problem. “Libraries form part of the broader strategy of the WCED to ensure text-rich schools in the province. The WCED launched a School Library Project in 2007 to install libraries in our poorest schools over three years. The department invested about R98 million in the project during that period.” In addition, the department also provides funding for start-up libraries at new schools and allocates some funding to all schools, based on national norms and standards. Smit says an alternative to conventional school libraries, which require staff and space, is to move books into classrooms to create a readings corner or “mini libraries”. This will make books more accessible to pupils, without stretching school resources.

Brand-ruïne steeds ’n oop wond NICOLE MCCAIN Twee jaar ná ’n verwoestende brand in Dakotastraat, Macassar die lewe van nege familielede geëis het, het talle inwoners al byna van die voorval vergeet. Maar nie Jacobus Koopman nie. Dié pa van drie vroue en oupa van ses kleinkinders wat in die brand omgekom het, dra steeds elke dag hul foto’s, op die program van die roudiens, met hom saam. Die brand het op 23 Maart 2011 omstreeks 01:40 by Dakotastraat 18 uitgebreek. Die slagoffers, die susters Aletta Langenhoven (46), Cathy Williams (49) en Melanie Koopman (25), en hul ses kinders, Rial (6 maande), Shawn Koopman (3), Lee-Ann Koopman (4), Kelly Koopman (9), Morné Langenhoven (10) en Stacey Koopman (11), se liggame is almal in die slaapkamer gevind. Ivan Langenhoven (39), die huiseienaar, en sy seun Dericko Cloete (18) is ernstig beseer. “Dis ’n goeie ding dat ek nie daar was nie,” sê Koopman, wat meen dat hy dalk teen sy beterwete in by die brandende huis sou inhardloop. “Die dak was al klaar in vlamme toe ek daar aangekom het en ek wou ingegaan het, maar hulle wou my nie toelaat nie.” Koopman sê sy dogter Aletta, wat reeds buite was, het teruggehardloop in die brandende gebou in om haar familielede te probeer red, maar die vlamme het haar ook verswelg. Die vuur is blykbaar deur ’n onwettige elektriese koppeling van ’n straatlig veroorsaak. Net ná die brand het bure vertel hoe hulle die kinders hoor roep het, maar niemand kon hulle help nie. “Ek mis hulle nog elke dag. Dis nog seer. Maar ek gaan aan met my lewe,” sê Koopman. Hy onthou nog sy kleinkinders, veral die 11-jarige Stacey Koopman. “Stacey sou ’n onderwyseres geword het. Sy was mal oor skool speel.”

Koopman sê een van die kleinkinders in die familie het die huis geërf, maar familielede het uitmekaar gedryf en hy kan nie sê of daar enige planne is om dit te herbou nie. Volgens Richard Bosman, uitvoerende direkteur van veiligheid en sekuriteit by die Stad Kaapstad, word die gebou gemonitor

Fun in the library The Sir Lowry’ Pass library celebrated Library Week, held from 16 to 23 March, with a series of story-telling events and guest speakers.

Neil Gunnick, who works in Strand, says the distribution of condoms is high because the province has good service delivery. “I think the health department needs to be more careful where they distribute condoms. Condoms in public toilets can easily be tampered with, and the person using them would never know. They should only be available over the counter in pharmacies, to be safe.”

“There are so many diseases you can get, and many people sleep around or are unfaithful. It’s good that condoms are so easily accessible,” says Strand’s Annaline Nieuwoudt. “It’s a sign that the government cares if the distribution is so high.”

The percentage increases on Step 2 of the Domestic Full category exceeds the standard increase due to the reduction in the subsidy level on this step necessitated by the usage patterns and water demand strategy. The next phase to increase the number of steps of the Domestic Cluster category has been taken to further align it with the Domestic Full category as requested by customers during the 2012/13 consultation process. Changes to Miscellaneous tariffs and procedures, including the increases to treated effluent (specifically golf courses), industrial effluent and hydrant standpipes are specified in Annexure 4 of the documentation.

2.2. SANITATION Three sets of Sanitation tariffs are proposed (10% Reduction tariff, 20% Reduction tariff and 30% Reduction tariff). Each tariff is linked to the level of water reductions imposed. RESIDENTIAL TARIFFS: Completely restructured. Overall revenue increase from the group is 7.86%, but individual customers will likely see different values based on actual consumption. FREE BASIC ELECTRICITY: Lifeline tariff customers receiving less than 250kWh per month will receive an increase in the free basic supply to 60kWh, with those receiving between 250kWh and 450kWh per month receiving a free basic supply of 25kWh per month. NET METERING TARIFF: The energy component is now split into consumption and generation components. NEW TIME OF USE TARIFF: A new Medium Voltage Time of Use tariff is introduced for the Atlantis area only. Small Power User 1 with Off Peak combination is restricted to existing customers from 1 July 2012. The Off Peak components also increase by an above average amount as a step in the phasing out of this tariff.

Link will solve blocked flow Concerning the article titled “Concerns raised over project” (Helderberg Gazette, 19 March 2013): I will always have difficulties understanding the way some narrow-minded people react. Part of the Dennehof road is not linked to the Broadway Boulevard (although it is very much needed). I always heard criticism that this was the doing of the “Gordon’s Bay Apartheid community” who supposedly did not want the link, to make access for non-white people to the socalled “Gordon’s Bay area” more difficult. This now seems totally untrue. Who are having concerns about it? Not the criticised Gordon’s Bay community!

It seems that, whatever the City wants to improve, we will always have people objecting to it. This piece of unfinished link, when improved, will solve the now blocked flow of Broadlands Boulevard (still to be doubled), thereby discharging Faure Marine Drive and providing two accesses from Stellenbosh via the Somerset Mall to the Strand-Gordon’s Bay residential areas. This is long overdue and of general interest. Is somebody now questioning this improvement for some petty minor local interest? This is appalling! When will South Africans grow up to maturity?

Fun races for Kids Cove

Kids Cove Crèche in Gordon’s Bay held an in-house athletics meeting on Friday 15 March.

Six teams were made up from the children’s respective classes. Principal Elna Wise says the aim of the day was not to hold competitive races, but to prepare the pupils for attending primary school next year and to get into the spirit of athletics. Ordinary races, as well as beanbag races and obstacle races were held. All parents were encouraged to come and support the young athletes, all aged between two and six years. They were the Sea Horses (purple), the Shells (blue), the Dolphins (red), the Sharks (yellow), the Whales (orange) and the Penguins (green).

READY FOR ACTION: The Shell team, dressed in blue, warm up for their events.

DOLPHINS, SHARKS AND WHALES: Parents were encouraged to attend the sports day at Kids Cove Crèche in Gordon’s Bay on Friday 15 March. Seen from left are the Dolphin team in red, the Shark team in yellow and the Whale team in orange.

JAG-atlete vaar goed in Cape Epic-wedloop Tien atlete van die JAG-stigting het deelgeneem aan die Cape Epic 6 km-wedloop vir drawwers op Saterdag 23 Maart. Vier van die tien atlete, wat gratis deelgeneem het te danke aan ’n skenking van die Absa Cape Epic, het in die top tien geëindig. Onderwysers van Firgrove Primêre Skool het ook in die wingerd- en bergfiets-kompetisie deelgeneem.

Alle skoolleerlinge wat by die JAG Runnersoefengroep in Macassar wil aansluit, kan oefeninge op Maandae en Donderdae van 15:00 tot 16:00 by Macassar Hoërskool bywoon. Geen fooie word gehef nie.
