Labour dispute causes unrest

Abandoned baby: still no clues NICOLE MCCAIN
The Department of Social Development is requesting help in finding the family of a baby who was abandoned in December when only two days old. According to a social worker, the baby was found by the police, abandoned under a tree in Macassar, on 10 December. It appears the baby was born in the Macassar Day Hospital, but the mother supplied the hospital with false information. Sithembiso Magubane, communications officer for the Health Department, says every effort is made to prevent the issuing of false information at a clinic. “When a mother comes to deliver a baby at Macassar Maternity Obstet-
rics Unit, an antenatal chart as well as the ID book are requested from the mother. The antenatal chart has all the information that was filled in when the mother opened a new file. “On discharge, a maternal discharge slip is filled in, signed by the mother and the midwife. The security also checks the slip, which is kept in the patient’s file.” While the search for this baby’s family has continued, there is little hope that the parents will be found. Melany Kühn, spokesperson for the provincial MEC for Social development, Albert Fritz, says that between April and December last year, 36 children were abandoned in the Metro East District, in which the Helderberg falls. One of these cases came from the Helderberg. Of the 36 abandoned children, nine were
younger than one-year-old. None of these children’s parents were found. In the event that no family member comes forward to claim an abandoned child, the child is “either placed into alternative care, which includes placing them in foster care of a child and youth care centre, or the child can be declared adoptable” Kühn says. Kühn says that if the parents are found, they could face criminal charges of child abandonment. Magubane says children who are abandoned face a number of health risks. “An abandoned child faces risks such as failure to thrive leading to malnutrition, developmental delays and socio-economic implications as it places a burden on social services.” Hilda Lourens of the Somerset West Ukukh-
anya Centre, which supports victims of domestic violence and child abuse, says mothers could abandon their babies for various reasons. “There are socio-economic reasons, or she could have simply just not wanted the baby. It could also have been emotional. She could have been raped and found out too late to have an abortion, or she could have been abandoned by the father and in turn decided to abandon the baby.” However, Lourens says providing false information at the clinic shows a certain amount of planning, showing the abandonment was premeditated. Gwendoline voed 100 kinders NICOLE MCCAIN Gwendoline Roberts, ’n inwoner van Morkel Cottage, die Strand, het drie jaar gelede ’n sopkombuis begin omdat sy vir haar gemeenskap se kinders wou sorg. “My begeerte was altyd om met kinders in die gemeenskap te werk. Kinders in ons omgewing het gereeld by my brood kom vra. Op 18 Mei 2010 het ek besluit om met ’n sopkombuis te begin om die kinders te voed.” Die sopkombuis is egter harde werk. Gwendoline, of “Wendy wat die sop maak”, soos die gemeenskap haar noem, maak kos vir sowat 100 kinders twee keer ’n week. Die kinders is tussen die ouderdom van twee en 14 jaar, vertel Gwendoline. Sy staan 06:00 Dinsdae en Donderdae op om die sop te maak, wat om 12:00 gereed is. Sy wag dan tot die kinders terugkeer van die skool, voor sy die sop en toebroodjies aan hulle uitdeel. Sy glo haar sopkombuis maak ’n groot verskil in die gemeenskap. “Baie van die ouers is werkloos en die sopkombuis bring weer hoop vir die kinders.” Gwendoline is ook ’n ma van drie kinders, maar sê haar kinders help haar graag om broodjies uit te deel by die sopkombuis. Gwendoline werk net twee dae ’n week as ’n huishulp en moet dikwels haar eie geld gebruik vir kos vir die buurt se kinders . “Omdat ek baie keer my eie geld moet gebruik en geen hulp met die sopkombuis kry nie, wil ek graag ’n beroep op die publiek doen om my by te staan met ’n skenking van groente en brood.” Vir meer inligting, bel Gwendoline Roberts by 072 808 6618.

In2food will not budge NICOLE MCCAIN The labour dispute between In2Food and Lwandle community members escalated on Friday, when protesters blocked off Broadlands Road in Strand. The community members dragged rocks into the street and set pieces of wood alight. They claim this latest protest is due to the employment of 25 staff members at In2Food. The appointments, which were made earlier in the week, did not include any Lwandle residents, according to community spokesperson Thuliswa Sokhiya. Charly Notle, spokesperson for In2Food, says In2Food will not be intimidated into deviating from its equitable placement programme. “Disruptions to our operations will not serve to dissuade the company from trying to ensure job security for all its employees from all sectors of the Helderberg, nor to attribute the regrettable conduct of this small group to the wider community of Lwandle.” On Tuesday, protesters gathered outside the Strand Magistrate’s Court as a Lwandle resi-
dent appeared on a charge of damaging property during an earlier protest at In2Food. The protest took place on 31 January, as Lwandle residents gathered to dispute the company’s employment equity and saw community members throwing stones which damaged In2Food property, a police vehicle, and vehicles driving past the scene. Charges were laid against a community leader for the damaged property. It was this leader who appeared in court on Tuesday. He was released on free bail and the case has been postponed to 4 March. The series of protests started on 23 January, when community representatives demanded In2Food employ at least 50% of its staff from Lwandle. Notle said that 95% of their staff come from the Helderberg.

Police arrest three in drug raids Lwandle police arrested three suspects on Thursday (14 February) after receiving a tipoff about houses dealing in dagga in Lwandle and surrounding areas. At one house, police found a 42-year-old suspect busy counting 28 dagga stoppe, and another three 25-litre buckets of dagga. A 30-year-old man was arrested at Nomzamo when the police found him with five parcels and three stoppe of dagga. A third arrest was made of a 35-years-old man, who was found in possession of ten dagga stoppe in Asanda Village. All arrested suspects were charged with possession of drugs and appeared on Friday in the Strand Magistrate’s Court. The outcome of the court appearance was not available at the time of going to print.

What you should know in case of fire In the event of a fire, phone the City’s Fire and Rescue Services on 107 (landline) or 021 480 7700 (cellphone) before you make any attempt to fight it yourself. Charlotte Powell, head of public awareness and preparedness at the City’s Disaster Risk Management Centre, recommends the following safety tips: Preventing a blaze: • Keep a bucket of water and a bucket of sand ready. • Try to put out small fires, but do not put yourself in danger. • Put out candles and lamps before you go to sleep or leave your home. • Never smoke in bed. • Build homes at least three metres apart to prevent fires from spreading. • Ensure your home has more than one way out. • Keep matches, lighters, paraffin and poisons safe and out of reach from young children. • Take extra care to keep young children safe.
• Keep stoves on a flat surface, away from drafts and things that can burn. • Never leave fires and stoves unattended. Waarom moes iemand eers die probleem in die plakkerskamp uitlig voor raadslede en munisipale amptenare hul moue sou oprol en hul werk doen? Hul moes (met beplanning) voorsien het dat kieme in die woongebied sou broei (en versprei) indien die nodige voorsorgmaatreëls nie getref is nie. Hoewel die inwoners van Riemvasmaak deur die Kaapstadse burgemeester, Patricia de Lille, en die Stad Kaapstad vanuit ander plakkerskampe verskuif is “om sodoende beter lewensomstandighede te hê” is daar geen verskil in dié informele gebied nie. Riemvasmaak is net nog ’n plakkerkamp - een van omtrent ses in Sir Lowry’s Pass. Inwoners hier, soos in ander plakkerskampe het minimale munisipale dienste. Raadslede beweer egter dat dit ’n nood-situasie is, maar daar’s geen haas of belangstelling van hul kant te bespeur nie. Mense is in Julie verlede jaar daar gedump, en dit was dit. Dit is nie die munisipaliteit, hul amptenare of raadslede se plig om inwoners se sterte vir hul af te vee en skoon te hou nie.Die dienste is minimaal, maar dit wat daar is moet opgepas word, kyk daarna asof dit joune is waarvoor jy betaal. Is dit nie jou plig as inwoners en verbruiker om te sorg dat die deur nie hardhandig en sorgeloos hanteer word sodat dit nie afbreek nie; dat die toilet wat deur die wind omgewaai is opgetel word nie? Want dis tog daar vir jou gebruik. Staan saam Sir Lowry’s Pass, en maak die verskil wat jul op jul dorp wil hê.

ATM fraud response Response to Gazette reporting on a case of ATM fraud, after a reader was robbed of R10 0000: The client’s case was investigated and it was found that there were no characteristics for card skimming, but that the client was a victim of ATM fraud/card jamming. This is where an ATM machine card reader is deliberately tampered with so that a customer’s card will be held in the card reader and cannot be removed from the machine by the customer. The criminal removes the card once the customer has departed. Please remember that even if the above happens with the client’s card, the fraudster cannot use the card without the PIN. All the transactions were made with the card and the PIN of the client. Capitec Bank issued the card to the client as part of the account opening process. She selected her own PIN and the PIN was securely stored by Capitec Bank in accordance with practices as prescribed by MasterCard and Visa. Section 4.9.3 of the Banking Code of conduct states that if the client acts negligently or without reasonable care, and this caused or contributed to the losses, the client may be liable. We are not sure at what time the card was retained but what we do see is that the unauthorised transactions started at 19/12/2012 07:22:33. The client called client care at 07:25 and the card was stopped at 07:26:11. By then R3 000 was withdrawn and R1 000 x 7 swiped for point of sale purchases. Although we have the utmost sympathy for the client’s situation, Capitec Bank cannot be held responsible for actions of criminals and under circumstances where the bank was neither a party to the transactions nor in a position to prevent it. Rape cases becoming more violent, say experts NICOLE MCCAIN Local non-profit organisations and academics have raised concerns that rapes are not only continuing but are becoming increasingly more violent. Ada Buys, manager for PATCH, says that while rape in itself is a violent crime, she is alarmed at the increase in physical violence during sexual assaults. “It’s been much more violent this year. It’s quite concerning to see children who have been stabbed or hit.” She said they had four cases involving physical violence in January alone, where in the past
they would usually have had none. Reinette Evans, director of Rape Crisis Helderberg, says they have also experienced an increase in physically violent rapes. Amanda Gouws, commissioner of the Commission for Gender Equality and professor and gender relations expert at Stellenbosch University, says she finds the brutal nature of recent rape cases deeply disturbing. Gouws points out a few possible reasons for the violence. “Men may feel emasculated because normal masculine roles have men as the breadwinners and fathers. “However, there are more and more broken families and unemployment. Men may feel
frustrated by the empowerment of women.” Gouws says that substance abuse also plays a role, especially in poorer communities where the youth have no leisure activities. Her other concern is how freely available pornographic images are due to technology. She says medical research has found pornography has the same effect as drugs. “It becomes an addiction and there is a need for more and more. It’s not about love or relationships; it’s about satisfaction of bodily urges.” The more violent a rape is, the more likely the perpetrator is to be convicted when the case goes to court. New Act to protect victims of domestic violence With increasingly high levels of violence reported in homes and with close relations, parliament has enacted the Domestic Violence Act which serves to establish a framework for the protection of victims of domestic violence. The Act allows for someone (the complainant) who has been subjected to domestic violence to apply for a protection order preventing further acts of domestic violence. Domestic violence includes physical, sexual, emotional, verbal, psychological and economic abuse; intimidation; harassment and stalking. Domestic relationship includes blood or marriage relations, people cohabiting, spouses and ex-spouses, and those engaged,
dating or in a customary relationship. The legislation allows for a person who has been domestically abused to apply to the closest magistrate’s court for a protection order. An interim order can be granted in the absence of the person alleged to have committed the domestic violence (the respondent). The court orders the respondent to refrain from committing acts of domestic violence, entering the residence and entering complainant’s place of employment. The order also specifies a return date on which the complainant and respondent ought to be at court. On this day a magistrate will listen to each party and any witnesses they have to determine wheth-
er or not the interim order should be made final. When a protection order is issued, a warrant of arrest is also authorised. Should the respondent do what he/she has been ordered not to do, the complainant simply needs to go to the closest police station and report this. The police must then arrest the respondent, who will appear in court to determine whether he/she has been guilty of acting contrary to the order or not. The Domestic Violence Act acts as a tool to prevent further domestic violence against a complainant but also is a tool to ensure that continued acts of domestic violence do not go unpunished.

Inwoners in die Stad se elektrisiteitsvoorsieningsgebied sal hierdeur geraak word. Die toevoer sal tussen 06:00 en 18:00 onderbreek word. Die toevoer kan te eniger tyd herstel word en inwoners word gewaarsku om alle elektriese installasies vir die volle duur van die onderbreking as lewendig te beskou. Vir meer besonderhede, besigtig die kaart van die gebiede wat geraak word op die Stad se webwerf www.capetown.gov.za. In die geval van slegte weer op 24 Februarie 2013 sal die werk na Sondag 3 Maart 2013 vanaf 06:00 tot 18:00 uitgestel word. Inwoners kan die elektrisiteitsdepartement se tegniese bedryfsentrum by die 24 uur-nommer 0860 103 089 skakel vir nog inligting of met navrae oor die beplande onderbreking in elektrisiteitstoevoer. Die Stad vra om verskoning vir enige ongerief en bedank inwoners vir hul samewerking en begrip.

Chinese New Year gift In the spirit of Chinese New Year, Cape Town based Jing-an, the Asian Wellness Experience, hosted a dinner to raise funds for the Bright Lights Centre for Homeless Children in Somerset West. Chinese New Year is celebrated between the end of January and the beginning of February, depending on the lunar system. In keeping with tradition, Chinese children across the world receive a red envelope containing money, called “Foong Pao” or “Lucky Money”. These gifts wish good fortune and prosperity to the children. 2013 is the Year of the Snake in the Chinese calendar, and the snake represents kindness, intelligence and wisdom. Chinese New Year was held on 10 February this year and Dr Michael Lan, owner of Jing-An, felt that 2013’s Year of the Snake is special for South Africans, particularly for children. On 9 February, the eve of the New Year, Lan hosted a New Year celebration, attended by family, friends and tai chi students. Before guests enjoyed the colourful food and festivities, they were asked to put money in red envelopes or “Foong Pao” as a donation to the Bright Lights Centre for Homeless Children. Ielhaam Booley, coordinator of the event, collected the envelopes and handed them to Somerset West police officer and representative of the Bright Lights Centre for Homeless Children, Sergeant Niklaas Thysen, who has been training in tai chi with Lan.

ACDC Express opens The Somerset West branch of ACDC Express, the first retail outlet in the province, launched on 7 February. Mario Maio started the company 29 years ago as a manufacturer of products such as timers and transformers. They made the move into wholesale supply five years later, and have been providing industrial and commercial lighting and electrical supplies throughout the county ever since. “Since then, the company has just grown,” says Mario. Four years ago ACDC Dynamics made the move into retail, seeing a gap in the market for a supplier that was able to offer technical advice to its customers. “We offer strong technical support. We have a call centre to assist with customer queries, and all of our in-store salesmen are technically competent,” says Maio. “We can give you advice on what to install and give you the training, for both domestic and industrial.” But the store is also a way of introducing their wide range of products to local customers, says store manager Brian Joseph. “The franchise shows the outside world what we’re all about. It gives the public access to our product in a more interactive experience. Here, everything is displayed for you. You can pick it up and touch it.” And according to Brian, this combination of expertise and products is going to be a big hit in the Helderberg. “In five years’ time, I see us as a household brand name in the area. People will come to us for everything they need, from contractors to households.” The launch, which was held at the new store on the corner of the N2 and Gerber Boulevard, had representatives from the group’s Italian suppliers as well as local industry members.

Rugbyklub gestig om misdaad te voorkom Die onlangs gestigte Erijahville United-rugbyklub het Vrydag ’n skenking van vier klein rugbyballe en twee wedstrydballe van Sport teen Misdaad en Shoprite USave ontvang. Die klub is twee weke gelede deur plaaslike inwoner Nicholas Kordom begin. “Ek het op die ouderdom van 17 my lewe weggegooi met misdaad en ek wil nie hê hierdie kinders moet dieselfde doen nie,” sê Kordom. “Baie van die seuns gaan nie skool toe nie, en hulle werk nie. Dit gee hulle die kans om by dwelms en drank betrokke te raak.” Kordom sê die doel van die rugbyklub is om dié euwels onder die seuns te voorkom. “Ek het besluit om met sport te begin, want dalk hou dit hulle weg van dwelms en misdaad.”

Die klub het intussen baie gewild geraak en het nou naby 20 lede. “Mense is onder die indruk rolbal is ’n oumens-sport, maar dis nie waar nie,” sê koördineerder

Die klub kom elke Donderdag bymekaar om te oefen en speel elke maand ’n wedstryd teen Helderberg-rolbalklub. “Hulle het laas keer die beker gewen, nou moet ons dit gaan haal,” se Lott. Die klub gaan binnekort ’n stukkie grond agter die nuwe gemeenskapsaal hê om op te speel. Die klub verwelkom nuwe lede en is bereid om afrigting te gee aan diegene wat belangstel.
