Winkeliers vrees nóg lang rye NICOLE MCCAIN
Verskeie ondernemings in Macassar vrees dat die lang rye mense wat hul winkeldeure op 1 Maart toe gestaan het terwyl hulle vir hul staatstoelaes wag, op 1 April weer hul sake gaan ontwrig. Winkeleienaars in die sentrum in Linkstraat het gekla dat die sowat 700 mense wat aan die begin van die maand hul toelaes by Shoprite gaan afhaal het, so buite die winkel saamgedrom het dat klante van aangrensende winkels nie by hul deure kon in of uit nie. Een winkeleienaar het gesê dat hy dié dag besigheid verloor het weens die toestroming van mense. Staatstoelaes word sedert die Suid-Afrikaanse Maatskaplike Sekerheidsagentskap (Sassa) se oorskakeling na ’n kaartstelsel by elektroniese betaalpunte uitgedeel, grootliks in winkels. Selfs Shoprite, waar die uitbetalings gedoen word, sê hy word negatief geraak en is op soek na ’n oplossing. Sarita van Wyk van Shoprite sê die oorskakeling na die kaartstelsel, tesame met die uitbeta-
ling van die toelaes op die eerste van elke maand, het ’n reuse-impak gehad. “Shoprite se klante word toenemend verontrief deur die baie lang rye op die eerste dag van die maand, weens verdringing wanneer letterlik duisende ontvangers van toelaes op Shoprite-winkels toesak. Dié probleem word uit die aard van die saak vererger oor naweke en maandeinde en die groep besef dit het ’n negatiewe impak op ons gereelde klante sowel as ander winkeleienaars in winkelsentrums waar Shoprite handel dryf,” sê Van Wyk. Serge Belamant van Cash Paymaster Services (CPS), wat die Sassa-betaalpunte bestuur, sê kaarte wat deur Sassa uitgereik is, is debietkaarte met die Mastercard-handelsmerk op, wat ontvangers van toelaes toelaat om óf met die kaart te betaal, óf kontant in die winkel of by enige OTM te onttrek. Hy sê mense wat toelaes moet kry, kan na enige winkel gaan wat die nasionale betaalstelsel (NPS) gebruik. Sulke handelaars word deur CPS betaal om die diens te lewer, en geniet die voordeel van dié betaling sowel as ’n toename in mense wat die winkel binnekom, en ’n gevolglike toename in omset. Volgens Belaman het sommige handelaars

Die lang rye wat gewoonlik op die eerste van die maand buite Shoprite vorm, het ander winkel-eienaars raadop omdat hul deure versper word. ’n toename in omset van tot meer as 25% aangemeld. Hy sê daar is ses betaalpunte in ’n 20 km-radius in Macassar, sowel as die betaalpunt by die gemeenskapsentrum. “By Shoprite Macassar probeer die takbestuur en sekerheidspersoneel hul bes om mense wat wag te herinner om in ’n ry en weg van ander winkels se deure te staan. Die winkel gebruik sy sy-ingang vir toelae-ontvangers in ’n poging om die impak op ander besighede te minimaliseer en ander werkbare voorstelle oor hoe om met die saak te handel sal waardeer word.” Van Wyk sê Shoprite het in Februarie toelaes uitbetaal aan meer as 1,3 miljoen mense, en 60% van die transaksies het op die eerste drie dae van die maand plaasgevind. Sy het bygevoeg dat rye dikwels so vroeg as 06:00 begin vorm op die eerste van die maand, en ontvangers kan lang ure in die wind, son en reën staan. Daar was selfs gevalle waar klante flou geword het weens uitputting. Belamant sê CPS werk saam met enige kleinhandelaar wat probleme ondervind soos kontanttekorte, kontantaflewerings, rye-bestuur
of sakemodelle en lojaliteitskemas wat hopelik ontvangers sal aanmoedig om hul kaarte vir aankope te gebruik eerder as om kontant te onttrek, asook om goedere oor ’n tydperk aan te koop eerder as op die eerste dag van die maand. Hy sê die maatskappy het ryvormingsteorieen deurlaatmodelle voorgelê as deel van sy tenderaansoek en “die werklike ondervinding op grondvlak was beter as wat verwag is”. Balamant het bygevoeg dat Sassa nie enige betaalpunte verwyder het nie en deurlopend die behoefte aan bykomende betaalpunte evalueer, afhangend van die aantal deelnemende handelaars en OTM’e in ’n spesifieke gebied. Belamant het Shoprite aangeraai om CPS te kontak vir moontlike oplossings vir hul probleem, of om kreatief te wees in hul bemarking aan begunstigdes. Van Wyk sê Shoprite het reeds die minister van maatskaplike ontwikkeling, Bathabile Dlamini, sowel as CPS en Sassa gekontak om oplossings vir die probleem te bespreek. Tot dan lyk dit of Macassar se ondernemings sal moet voortgaan om die begin van elke maand die lang rye die hoof te bied.

Heidi sê tot siens
TOEGEWYDE DIENS: Heidi Hendricks, maatskaplike werker by Helderberg Kindersorg.
Heidi Hendricks, maatskaplike werker by Kindersorg, verlaat die organisasie ná 12 jaar van toewyding aan die Helderberg se kinders. Toe Heidi in 2001 by Kindersorg se Macassar-kantoor begin werk het, was daar slegs twee maatskaplike werkers. Heidi en haar kollega, Olivia Adams, het elk met meer as 400 gevalle gewerk. Die kantoor was ’n tydelike struktuur en daar was dikwels inbrake. Soms, ná ’n inbraak, moes die maatskap-
like werkers die kliënte se lêers wat buite rondgestrooi gelê het, gaan optel. Heidi se kollega, Olivia, beskryf haar as hardwerkend, doelgedrewe, gedissiplineerd en ’n sterk werker. “Die kliënte is hartseer om haar te verloor omdat hulle altyd uitstekende diens van Heidi gekry het,” sê Olivia. “Heidi leef beslis haar gesin se waardes uit in haar werk. Heidi is deel van ’n baie liefdevolle gesin wat ander mense daagliks dien, waar en wanneer hulle kan.”

However, Cassablance and Sercor Park residents say they are unhappy with the way in which the project’s community liaison officer (CLO) has been appointed, saying they were not consulted. Middleton says the procedure followed was to the letter, according to the City of Cape Town’s policy for appointing a CLO. “The city’s database of unemployed members of all of these communities was consulted and the names selected as per the specifications received from the Roads and Stormwater Department. The names were supplied to the contractor. The contractor invited suitable candidates for interviews and selected the CLO.” However, after meeting with community leaders on Wednesday, it was agreed that the community will compile a list of candidates for the position of CLO, allowing the contractor

Locals who wish to, find books to read According to a recent survey, South Africans don’t read because they don’t have access to books. The survey, conducted by Pondering Panda and reaching more than 12 000 people between the ages of 13 and 34 years old, found that South Africans enjoy reading, but are prevented from reading more by the cost and availability of books.
The survey also found that more than one in every four people did not have easy access to a library. This after the Gazette reported in August last year that libraries in the City of Cape Town require and ID document, proof of residence and to complete a double sided-A4 application form. The Gazette asked locals about their reading preferences.
Sonwabile Mqikela of Nomzamo says he is not a big reader. “I read the newspaper, and only sometimes books. I would like to read more, but I buy from CNA. Maybe if the newspapers were all free, I could read more.”

Lwandle police, in a joint operation conducted with other law enforcement agencies, arrested three suspects on drug charges, and issued numerous traffic fines on Friday. Early on Friday (15 March), police conducted a raid in Broadlands Village. Police started by searching different houses, and at one arrested a 39-year-old Nigerian national after they found police found 273 g of tik, with a street value of R41 000 as well as R21 000 hidden under the spare wheel in the boot of his car. His car also had two different number plates. The car, tik and the cash were confiscated and the suspect charged with possession of drugs. In Nomzamo, two suspects aged 26 and 28 years were arrested when police found 12 quarter pills and 2 half Mandrax pills and 4 straws of tik in their house. The suspects appeared in the Strand Magistrate’s Court on Monday, but at the time of print, the outcome was still not available. During the same operation on Friday, traffic law enforcement officers issued fines to the value of R11 500 for drivers without licences and unroadworthy vehicles during a roadblock. On 14 March, Lwandle police and the provincial firearm and liquor unit issued fines to the value of R32 000 to taverns in Lwandle. The operation was aimed at inspecting legal taverns in Lwandle area to ensure compliance with liquor licence conditions.

New liquor trading hours A new bylaw governing trading hours for liquor outlets, the City of Cape Town’s Liquor Trading Days and Hours By-law, will come into effect on 1 April. The City has created a special exemption for licensed premises which currently sell liquor for consumption on site. The default trading hours for the sale of liquor

Thieves now target dustbins Lwandle police have had their hands full dealing with several theft cases, of a rather unusual item – dustbins. Police issued a warning, urging Lwandle residents to be more careful with their dustbins, following a spike in theft cases reported to the Lwandle police over the last few months. Spokesperson for the Lwandle police, Constable Mthokozisi Gama, says the bins are usually stolen on days when the municipaltiy collects waste and are put out in the street for this reason. According to Gama, the stolen bins are either sold or used by criminals to transport stolen property. “Community members are urged to safe-
guard their dustbin at all times,”says Gama. “If possible, keep the dustbin inside a garage or use a chain and padlock to secure it. If you are not at home, request your neighbours to look after your dustbin and collect it soon after wasteman have collected the garbage. The dustbin should also be marked with paint or printed stickers so that it can be easly be identified.” Gama says residents should also bring their identity document and proof of the ownership of the dustbin when coming to open a case at the police station, and that police will arrest all individuals found on the street with a dustbin who do not have the necessary documents to prove the ownership of the dustbin.

Geletterdheid opgeskerp by Danie Ackerman Onderwysers by Danie Ackerman Primêr, Somerset-Wes, het Dinsdag (12 Maart) geletterdheid-opleiding ontvang in ’n poging om die geletterdheidsvlak by die skool te verhoog. Magriet Smit van Word4Word – ’n organisasie wat hom toespits op die opleiding van onderwysers in nuwe tegnieke om leesvaardighede te verbeter – het die kursus aangebied. “Tydens opleiding leer ons onderwysers die Word4Word-leesterapie (ons spesiale resep) wat ons eie terapeute ook gebruik,” sê Magriet. “Dit bestaan uit leesterapie-tegnieke, visuele tegnieke en speelterapie-tegnieke. En natuurlik, ons geheime bestanddeel, liefde.” Magriet sê Word4Word het betrokke geraak by die skool nadat STBB Prokureurs die kursus geborg het. “Danie Ackerman het om en by 900 leerlinge. Hul slaagsyfer vir geletterdheid verlede jaar was 30%. Maatskappye soos STBB maak dit vir ons moontlik om te doen wat ons doen.” Magriet wil ook ’n slypskool aanbied vir 30 ma’s op ’n Dinsdag, sowel as lees-siftingtoetse om vas te stel presies op watter vlak leerlinge is wat betref leesvaardigheid.

Helderberg literacy rates below par NICOLE MCCAIN For many schools in the Helderberg, literacy remains a problem with their literacy rates below the provincial average of just under 40%. The literacy rate is calculated according to how many pupils achieve a 50% pass in a test given by the Western Cape Education Department, for grade 3, 6 and 9 pupils at all schools. In October 2012, over 250 000 pupils from 1 421 public and independent schools took part in the tests, says Bronagh Casey, spokesperson for Donald Grant, the Western Cape MEC of Education. The provincial rate of literacy is 38,9% for grade 3 and 36,9% for grade 6. Although the district is on par with the provincial literacy rates, there are many Helderberg schools that are scoring well below these rates. Some of the lowest scoring schools have literacy rates below 20%. Ronald Rass, deputy principal of Macassar Primary, which has a literacy rate of 29% for grade 3 and 23,8% for grade 6, says a lack of resources plays a huge role in literacy. He says his school would benefit from additional teachers, as well as computer rooms and a better library, but can’t afford it. Godfrey Julies, principal at Rusthof Primary in Strand, which has a literacy rate of 27% in grade 3 and 18,2% in grade 6, says a culture of reading needs to be developed in homes. “Children watch TV instead of reading.” He says another hindrance comes from the education system that doesn’t allow a pupil to fail more than once in a phase. a child who fails grade 1, will be passed to grade 3 even, if he or she has not achieved the expected results in grade 2. This will then impact on their ability to perform in the literacy test in grade 3. Gwen Opperman, principal of Temperance Town Primary in Gordon’s Bay, says large classes often prevent children from receiving the individual attention they need to develop reading skills. “We’ve started the recovering literacy project with Stellenbosch University, and after a few years of working with the pupils in smaller groups, we’ve found the children can now read and write.” Temperance Town has a literacy rate of 22,9% for grade 3 and 29,6% for grade 6. According to Casey, the WCED has a language strategy for all schools in the Western Cape, including the Helderberg. “All schools have been visited by district staff for an analysis of their results. Each school’s language strategy is adapted and improved taking into account where weaknesses of their learners lie. Training programmes will be offered at the Cape Teaching and Leadership Institute that will focus on developing teachers’ knowledge and skills in the areas of language.” The WCED has also, according to Casey, over the last two years provided millions of textbooks and readers to schools. Julies says parental involvement is vital in improving literacy rates. “Our teachers are doing their best. There needs to be an attitude change at home, and we need parent support.” Rass agrees and says: “Parents need to assist learners at home, even if it means they must sit in on the children’s class.”

Prevent diabetes
The explosion in the number of recorded cases of diabetes is a worldwide phenomenon, but these cases aren’t distributed evenly across the globe and developing countries such as South Africa are among the worst hit. According to the International Diabetes Federation (IDF) there are an estimated 840 000 diabetic sufferers in South Africa. Type 1 diabetes is caused by an auto-immune response in the body which causes beta-cell destruction and therefore no insulin is produced. Type 2 diabetes, although linked to hereditary factors as well, is closely linked to lifestyle and is therefore preventable or delayable at the onset of the disease. Helderberg residents are urged to consider the best use for their charitable donations, through the Give Responsibly campaign, which will kick off on 20 March. Through the campaign, which will be launched by the Local Network of Care, consisting of organisations working with people living on the streets, the City of Cape Town thanks all residents who give so generously to help the less fortunate, but urges them to please give responsibly. According to sub-council 8 chairperson Stuart Pringle, the City is of the view that giving directly to people living on the streets sustains a dangerous, undignified lifestyle. Giving in this manner, thus keeping people away from the range of services the City offers to facilitate reintegration, prevents people living on the streets from accessing assistance which could really help them. “Giving directly to people living on the street may make people feel good, but has exactly the opposite effect of the good intentions people have when they hand over money, food or clothing to people directly.” The City’s Give Responsibly campaign will start with pamphlets being distributed at various intersections to motorists, providing people with information about where they could give their generous donations.
City to conduct survey on transport needs A survey to research transport needs of residents is currently being conducted by the City of Cape Town. Between the end of February and the middle of June, the City plans to visit approximately 26 000 households across Cape Town, including the Helderberg. The 2013 Household Travel Survey will guide the development of a city-wide Integrated Public Transport Network. “The survey forms part of this administration’s commitment to building an inclusive City and one that responds directly to the needs of communities around Cape Town. This research is important for transport planning as well as modelling future transport scenarios,” said Brett Herron, Mayco member for transport, roads and stormwater. Survey participants will be requested to respond to questionnaires that determine the residents’ current travel behaviour. In addition to the questionnaire, a ran-

The Night Shelter staff, together with the homeless ministry of The Methodist Church, conducted an outreach program to people living on the streets. According to Jo Swart, Night Shelter chairperson, a special church service under the theme Love Your Neighbour was followed by Communion on Wednesday 6 March. After the service the shelter team served homemade soup and sandwiches. Sleeping bags were also handed out. “It was a wonderful experience indeed to have made a difference in the lives of others in need,” said Swart.

Non-profit Edunova Centre achieves milestone Pupils and teachers had much to celebrate at the Somerset West Edunova Learning Centre’s graduation ceremony on 1 March. Edunova Director John Thole encouraged pupils and teachers to see this as a milestone that must be celebrated as a great achievement. Edunova is a non-profit organisation that provides educational support, through two learning centres, to teachers and pupils of about 33 schools in the Helderberg and 33 more in Philippi. It led a reading development programme for pupils in the Helderberg during the latter part of 2012. Sessions were held every Saturday. The pupils were from the Somerset Methodist, Danie Ackerman, Solomon Qatyana, Umnqophiso and Silukhanyo primary schools. They participated in the Reading Companion online reading programme, provided by IBM, and also wrote their own story books using the same system. Nineteen pupils participated in the reading programme and so improved their reading, writing and communication skills. Twenty books were successfully written with voice-over recordings, with the training and support of Edunova staff. These learners are now ready to support their peers at their respective schools with a view to install in their peers a passion for reading too. Pupils were nominated, became known as the IBM Reading Companion Champs and were subsequently rewarded at the graduation ceremony with an IBM Reading Champ certificate, T-shirt and a writing toolkit. Sydney Hadebe of IBM addressed the participants and was encouraged to see the impact that Reading Companion has had on young children.
The second part of the graduation ceremony was directed towards the 70 teachers who successfully completed their Basic Computer Literacy training course at the centre. The ability to use technology in their teaching is hoped to allow the teachers to teach more effectively and to perform their administration tasks more efficiently. Rodney Nissan of the Western Cape Education Department encouraged teachers to equip themselves fully and also reminded them that technology can only be effective if there is an underpinning learning methodology. Nissan also complimented Edunova on the sterling work being done to keep technology well-used in schools. Skool ontvang sporttoerusting en kontant Temperance Town Primêr in Gordonsbaai het verlede Vrydag 8 Maart ’n broodnodige skenking van sporttoerusting sowel as R15 000 van Riaan Manser Adventures en die Standard Bank Groep ontvang. Die oorhandiging het by die skool plaasgevind en is dankbaar ontvang deur die hoof, Gwen Opperman. Riaan het die leerlinge toegespreek en ’n inspirerende boodskap gedeel oor sy kinderdae en die avonture wat hom bekend gemaak het. “Dit is altyd vir my ’n spesiale geleentheid elke keer wat ek hier kom. Niks laat jou beter voel as om iets vir iemand anders te doen nie. Die gees van entoesiasme wat ek by die leer-
linge aanvoel is ’n inspirasie vir my.” Al was dit tweedehandse sporttoerusting was die kinders baie opgewonde en dankbaar. Hulle het die skenkers bedank deur verskeie sang- en dans-optredes, ondanks die reendruppels van bo. Die personeellede van Standard Bank wat die geleentheid bygewoon het, was so geraak deur die blydskap op die kinders se gesigte dat hulle daar en dan besluit het om hulself te verbind om die skool op ’n deurlopende basis te ondersteun en so ’n amptelike begunstigde te maak. Opperman het haar dank uitgespreek vir die gebaar en gesê sy glo dat met ondersteuning soos dié die skool net van krag tot krag kan gaan.

Easter chick cupcakes Children will love these chick cupcakes, perfect for Easter. Ingredients: For the cake: 1½ cups cake flour 2 t baking powder ½ t salt ¾ cup sugar 2 extra-large eggs ½ cup oil or soft margarine ½ cup milk 1 t vanilla essence For the icing: ½ cup soft margarine 2 – 3 cups icing sugar 2 t vanilla essence
2 t hot water, if necessary shredded sweetened coconut (about 2 – 4 cups) yellow liquid food colouring or the chick cupcakes) Smarties orange gum sweets Method: Preheat oven to 180 ºC. Sieve first 3 ingredients together, add sugar. Add the rest of the ingredients. Mix well. Spoon full into greased cupcake pans or paper cups. Bake 20 minutes until done. Cool cupcakes completely on a cooling rack before frosting them with your
favourite vanilla frosting. Place coconut in a resealable foodstorage bag. Add about 8 drops yellow liquid food colouring. Seal bag and shake to mix. Beat the margarine and icing sugar well, add essence and colouring. When used, add water a little at a time. Beat well. Spread icing on each cupcake. Top the frosted cupcakes with either yellow or green coconut. Add eyes with brown miniature candies. Turn your eggs into imaginative flying creatures this Easter, with this simple craft for kids. What you’ll need eggs paint brushes paper or tissue paper string or fishing line tape How to make it Wash and dry the raw egg. Shake the egg to break the yolk. Pierce the top and bottom with a pin, making the hole on the wider end a bit larger. Position the egg over a bowl and blow through the small hole, allowing the inside of the egg to seep into the bowl. Set the empty egg, with the large hole down, in an egg carton to dry. Paint half of the egg, put it atop a bottle cap to dry (use a hairdryer to speed things up), then paint the other half. Paint your bee bright yellow, then paint on a red smile, black eyes, and black stripes. Glue on wings cut from paper or tissue paper. Tape a long length of string or fishing line to the end of an unfolded paper clip. Starting at the small hole, thread the string through the decorated egg and out of the large hole. Tai Chi to cut stress Helderberg police officer Warrant Officer Niklaas Thysen demonstrated the health benefits of Tai Chi at a National Police Day function on 6 March. Thysen will be heading a project to introduce the sport to police officers through the quality-of-life programmes run by the police service. “I approached the provincial office late last year regarding Tai Chi as an opportunity to enhance the health and wellbeing of our men and women in blue, given our challenging and stress-
ful environment within the South African Police Service,” says Thysen. Thysen also hopes to take the classes to schools. His current group of students are all from Gordon High School and the Somerset West police. “I’m fortunate to teach such a committed group of learners from Gordon High, and hope to start a pilot project throughout our schools. “Tai Chi can improve concentration and sharpen up learning skills and awareness abilities.” For more information, contact Thysen on 079 894 1384.

Jamestown’s own mashie course Saturday 9 March saw the launch of Jamestown Golf Club mashie course at Stellenzicht High School in Jamestown. The club, established in 2001, started off as a recreational organisation whereby members had a platform to play golf socially and enhance their skills through sharing information with their peers. As time passed the club established a Junior Development team in the Stellenbosch
and Somerset West region. This development became an integral part of the club. Justin van Rooyen has competed and won at national level. Kieran Dreyer is another player that excels within the golfing fraternity. Cassidy Williams is the current national ladies junior champion. It i s based on this strong developing background that the club decided to build this mashie golf course. With the picturesque background of the Simons and Helder-
Local athletes to compete in national championships Boland Athletics announced its biggest youth, junior and u.23 team in the history of Boland Athletics last week. A team of 82 athletes will represent Boland Athletics at the 2013 SA Youth, Junior and u.23 Championships from 4 to 6 April in Pretoria. A youth and junior team consisting of 20 athletes will also represent Boland Athletics at the ASA Combined Events and Race Walking Championships that will
take place on 22 and 23 March at the Germiston athletics stadium. Dr Harold Adams, president of Boland Athletics, said that this achievement is remarkable considering that Boland Athletics has the highest qualifying standard in South Africa. “We now have to find an additional R100 000 to assist the team to the championships, but this is a challenge we take up with pleasure. Our children come first.”

Macassar cricket The Macassar Cricket Club has advanced to the one-day final in the 2A division of Western Province Cricket Association. The match will be played at the Macassar sportsfield on Wednesday 21 March. The club practises on Tuesdays and Thursdays from 18:00 at the Macassar sports grounds. Benjamin Goodman, a pupil at the Rusthof School for pupils with special educational needs (LSEN), has been selected to play cricket for his province. Benjamin (17) plays for the intellectuallyimpaired team, which left for Rustenburg to compete in the South African championships on 16 March. Benjamin also played for the team last year, which won gold at the national championships. Benjamin started at Rusthof LSEN school when he was nine years old and has been competing in a range of sports all through his teenage years. “You can put him in any sport and he’ll do well,” says coach Ricardo Myburgh. “But it was time for him to specialise.” Benjamin now focuses on soccer and cricket, with some athletics on the side. Last year, he was selected to represent his province in soccer and won the 100 m and
200 m sprints at national level. “I’ve always liked sport,” says Benjamin. “Especially soccer and cricket.” But his talent don’t end on the sports field. Benjamin’s teachers have noticed his remarkable leadership skills and appointed him as the school’s head boy. “He’s quiet, neat and always friendly,” says Ricardo. “He really is a remarkable kid.” However, pursuing his sports career has come with many challenges. Although Benjamin will be able to play sports until much later in life, as intellectually-impaired sports have no age limit, funding is very limited for the sports star. He is currently in foster care at Bright Lights home in Somerset West and often needs sponsorship to allow him to compete. Next year Benjamin will have to leave both Rusthof and Bright Lights, which makes Ricardo concerned as to where he will live and if he’ll be able to find work to continue developing his sport.
