Abalone haul

Lwandle police confiscated 665 kg of abalone on Friday, valued at R675 000. They were reacting to a tip-off that led them to a home in Nomzamo, where 2 026 abalone were found, says Lwandle police spokesperson Mthokozisi Gama. Four suspects between the ages of 18 and 33 were arrested, and will appear in the Strand Magistrate’s Court today (Tuesday). Seen counting the abalone are senior inspectors of the Department of Agriculture, Forestry and Fisheries: Mohlamola Moshane, Titi Lungelwa and Nokwanga Langa. PHOTO: NICOLE MCCAIN

Protests don’t come cheap The City of Cape Town has spent almost R500 000 on repairing damaged infrastructure caused by two protests in the Helderberg this year. This is according to Richard Bosman, executive director of the City of Cape Town’s safety and security directorate, who addressed Somerset West residents in Heldervue on 12 September about the protests that happened in Macassar and Sir Lowry’s Pass in May. Bosman said R500 000 is a relatively low cost, considering expenditure on repairs elsewhere on the peninsula, as no traffic lights were damaged during the two protests. It was in the early hours of 9 May that residents of Sir Lowry’s Pass started protesting a lack of service delivery and housing. Macassar

experienced a two-day protest, starting on 1 May, when the community of Macassar Village demanded a new school. Bosman said the City has so far spent in the region of R13 million across the area of its jurisdiction to repair damaged infrastructure and pay overtime for the law enforcement officers put on duty as a precautionary measure. The City of Cape Town was, however, unable to say exactly what the money had been spent on, and neither could the ward councillors. Ward 100’s Councillor Johan Middleton says the only damage caused during the protest in Sir Lowry’s Pass at the end of May was to some toilets and sections of the road. He adds that the toilets have already been fixed, but the roads are still being repaired – and these repairs include potholes caused by winter rains.

Sir Lowry’s Pass community leader Lionel Benjamin says he is not aware of any toilets having been damaged by protesters. He says roads were damaged by burning tyres, and a few police station windows were broken. Councillor Johan Heuvel of Ward 109, under which Macassar falls, had not commented by our time of going to print, but community leader Christiaan Steward says that, to his knowledge, no infrastructure was damaged there in the May protest. Ward 83’s Councillor Dave Venter says funds from savings in the budget were used to repair the damaged infrastructure. Venter says he had hoped the money could instead be used to build a footbridge over the railway line at Strand Main Road, between Van der Stel and Asanda Village.

This is one of the roads damaged by protesters in Sir Lowry’s Pass Village in May. It hasn’t been fixed yet.

Medorah -steek: ’n kuns NICOLE MCCAIN

Vir meer inligting bel Qohnietah Salasa by 082 537 2458.

DAGGA HAUL: Macassar police constable Sibusiso Mdalose (left) and sergeant Deon Dalziel showing off the 191 dagga parcels and 9 bags of dagga that were confiscated last Friday. Police, assisted by metro-police, found the dagga with an estimated street value of R20 000 at a house in Dorothea Esau Street in Macassar Village after reacting to a tip-off. A man (48) and woman (28) were arrested and will appear in court today.

What makes your braai special? NICOLE MCCAIN South Africans celebrated National Heritage Day – or Braai Day – yesterday. Gazette took to the streets and asked readers to reveal to the world their secret to a successful braai.

“Maar ek gebruik barbeque spice, of hoender spice.

“Ek braai altyd met my familie.

Lindsey Savage of Somerset West says the secret to a good braai lies in the salads. “We make a noodle salad, with a touch of curry powder, tomato sauce and green peppers.”

“I love my garlic and ginger,” says Strand’s Miriam Webb. “I marinate the chops and wors in a garlic, ginger and lemon mixture, and then my son braais it. I also have a mixture for snoek.”

Noluntu Mlonyeni, who is visiting friends in the Helderberg, says: “I use steakhouse sauce on my meat. And I’ve just started using Jimmy’s Sauce.” But she says the meat is not the only special thing at a braai. “I make a greek salad with olives, onions, tomato, eggs and mayonnaise.” PHOTOS: NICOLE MCCAIN

Christmas needs you The ARV clinic at Helderberg Hospital is getting into the Christmas spirit early – staff are already beginning to plan their Christmas party for around 200 HIV-positive children. The clinic needs donations of toys, sweets and clothes; these will be made into gift packs for the children, who range in age from six months to 15 years. The party will take place on 23 November. To become involved contact Renetia Borchjes on 021 850 4718 (on weekdays) or 076 383 8321, or email her at rborchje@pgwc.gov.za

Johan Fourie of Strand never has a braai without Jimmy’s Sauce, which he uses as a basting sauce. “I use it on chicken and steak, because it adds a great sweet and sour flavour to the meat.”

Doing business from home the legal way Small business owners trading from their homes are obligated to make sure their property is correctly zoned. If they don’t they could face a legal battle, according the City of Cape Town. Cheryl Walters, director of the planning and building development management department for the City, says trading from your home is considered illegal if the building is not zoned for this. Home business owners must apply for planning permission, and may only start trading after it has been granted. Taverns require a liquor licence in addition to the correct zoning. Ward 83’s Councillor Dave Venter says illegal trading is a problem throughout Strand and all the way to Sir Lowry’s Pass and Temperance Town. He says the practice is of serious concern, by way of example mentioning cigarette vendors who sell to children under the age of 18. Some even sell drugs. In addition, the customers may cause a disturbance to neighbours due to an increase in noise levels. Small business owners in the Helderberg

have it a bit easier than in other areas says Walters. To trade from a section of a house, or a garage or carport, business owners here only need a temporary departure application. This means the entire property does not have to be rezoned. In informal areas, no application is required as long as the majority of the property is still used for residential purposes and the business does not disturb the neighbours. An exception to the regulations is areas where house shops or taverns are prohibited, as in the case of Lourensia Park. According to Walters, the housing committee for Lourensia Park made a decision beforehand not to allow any house shops within the Lourensia Park development, a condition that was approved at provincial level. But that doesn’t stop some people. Johan Brand, project manager for Somerset West in the human settlements directorate in the City of Cape Town, says four or five house shops in Lourensia Park, as well as one shebeen, have been brought to his attention.

“This matter was referred to the Planning and Building Development Management Department’s enforcement section, which is following up on the matter.” Business owners not adhering to regulations could face legal action. If they are found guilty, they could end up paying a fine of up to R10 000 – or even face a five-year prison sentence. However, the City is in the process of replacing its “old and outdated” zoning scheme, and business owners can look forward to a loosening of the regulations, says Walters. The new approach promises to be more lenient, allowing small businesses that will have very little effect on surrounding neighbourhoods to operate.

ACJ Pakade: the progress NICOLE MCCAIN Nomzamo residents are still waiting to hear whether a new community liaison officer (CLO) will be appointed for a construction project at ACJ Pakade Primary School.

People swarmed around ACJ Pakade Primary to protest the appointment of a community liaison officer.

PHOTO: NICOLE MCCAIN

This after the community protested violently outside the school on 13 September to express their dissatisfaction with the person who currently holds the position. Siphesihle Dube, spokesperson for transport and public works MEC Robin Carlisle, says that as far as he know,s a member of the school’s governing body has been appointed as CLO. However, Dube says he has not received documentation to confirm this, and it could be hearsay. South African National Civic Organisation (Sanco) chairperson Ketso Moitsienyana earlier stated that the organisation was not comfortable with the original CLO retaining the position, as the woman had been put in danger during the protest. ANC chief whip Xolani Sotashe had said the protest started because although a CLO had been selected by the school’s parents, a CLO selected by Sanco had been given the position. Moitsienyana says the candidate put forward by the school’s governing body pulled out

of the interview process. Sanco interviewed four candidates, Moitsienyana says, and recommended the current CLO to Lentra Construction, the company undertaking the development. The CLO appointment process should involve a joint meeting between all community structures, including the school, which should unanimously decide who will be appointed, says Dube. He adds that a school is always requested to facilitate the CLO process as it is more familiar with its community than the contractor. This means Sanco can interview potential CLOs, but candidates still need to be voted in by the community. The contractor was back on site last week to begin demolition, says Dube. The school is being upgraded to a brick building to alleviate overcrowding. Dube also addresses a concern raised by protesters that a number of employees on the site had been brought in from outside areas instead of the local community. He says the community representation in the workers involved has not yet been determined, as the project is not at construction stage yet. “This will be determined soon,” he adds, “following the resolution of the issues pertaining to the appointment of a CLO.”

The fund-raiser, in aid of the Helderberg’s centre for victims of child sexual abuse Patch, was initiated by Natasha Abels, a founder member of Little Miss Sunshine. Abels says she decide on the fund-raiser after the

“Dis ’n individuele-vaardigheidsport, so daar is altyd kans op verbetering. Vir nadere inligting of om betrokke te raak, bel afrigter Webster Mavhunike by 078 753 3809 of Strand-tennisklub by 021 853 8525.
