Emergency houses ‘too small’ NICOLE MCCAIN

The City of Cape Town will soon be building 177 emergency houses in Riemvasmaak in Sir Lowry’s Pass, but some residents are unhappy. They have raised concerns about the housing, saying the homes will be too small for their families. The City plans to begin building the emergency houses this month, after protests over a lack of housing in the area last May. According to Councillor Tandeka Gqada, Mayco Member for Human Settlements in the City of Cape Town, the houses’ size will be 26 m² each, in compliance with the prescriptions of the National Housing Code. However, community members say these houses will be too small to accommodate their families. “I’m just a single person, so it’s fine

for me. But what about those who have families?” said one Riemvasmaak resident, who requested to remain nameless. Another resident said, “Where we moved from in Rastakamp, the places were bigger. In Riemvasmaak, the pieces of ground are smaller and the houses are very small. I’m a married woman with two sons, and we will all have to sleep in one room in the new house. There will be no privacy.” The 50 families currently living on the site were identified as those worst affected by flooding and were moved from various areas around Sir Lowry’s Pass by the City in July last year. However, Gqada said that structures will be open-plan to allow the residents to partition them off according to their individual needs. Each structure will have its own toilet and wash trough with water. Residents are also concerned that they will

not be able to extend the homes, which Gqada confirmed. “As the development is incremental in nature, those who qualify for a subsidy will be able to apply to the provincial government for one and build a project (housing) through the People’s Housing Process (PHP) or, if they have the financial resources, construct a formal house themselves. “However, the structures which will be provided by the City remain the City’s property, and cannot be extended on or used as part of a formal construction.” The emergency housing, which has previously been used at an incremental development site in Mfuleni, will be made of a type of corrugated metal sheeting, and not brick as in low-cost housing projects. According to community leader Lionel Benjamin, the houses will be erected on the site and the families allowed to move in to remove

the problems caused by heavy flooding in the lower lying areas of Sir Lowry’s Pass. Only then will the property be subdivided and the community members given ownership of it. Benjamin confirmed that although the initial request was for brick houses such as in lowcost housing projects, the housing in Riemvasmaak has always been intended to alleviate the problem of flooding, not provide a long-term solution. He said the unhappiness over the housing arose because residents were not aware that they would qualify for a subsidy to allow them to build homes under a PHP, which gives the community control over the housing project, at a later stage. According to Benjamin, the PHP would allow residents to jointly appoint a contractor with their subsidies, which he estimated to be around R80 000.

Newkidz volunteers transform crèche NICOLE MCCAIN The Rise and Shine educare centre in Nomzamo, Strand, was transformed on Saturday 23 February) as the team from Newkidz on the block carried out a makeover. Newkidz which started in 2007, has carried out 33 renovations. The organisation, started by a group of friends looking to give back, focuses on vulnerable children. “The reason we do this is to create awareness of the destitute children who are always getting handme-downs and don’t have the resources to generate funding,” says Michael de Beer, co-founder of newkidz. Cynthia Mhali, owner of the crèche, says the renovation was wonderful. “One of the two-year-old boys

came to school on Monday, and everywhere he looked, his reaction was just ‘wow’!” Rise and Shine educare centre was selected with the help of Masikhule ChildCare, a non-profit organisation providing support to educare centres. Leanne Keet of Masikhule says the crèche was selected because of the staff’s commitment as well as their needs. “This one showed the most potential. “The staff is very good and the children are well looked after. If it’s beautiful from the outside as well, it will just round off the picture.” The Newkidz volunteers did more than that – they repainted the building, planted a garden and furnished the classrooms with shelves, mattresses and blankets.

Lease still ‘alive’, but not renewed JAMEY THOMAS The lease of the Helderberg Street People’s Centre will be “kept alive” on a month-tomonth basis and will not be renewed. This decision was reached after the lease expired in August last year and the City of Cape Town’s Property Management Department advertised a proposal for its renewal. Strong opposition against the present location of the centre was received from businesses in the vicinity. According to Councillor Suzette Little, the City of Cape Town’s Mayco Member for Social and Early Childhood Development, local businesses argued that since the facility is situated in the central business district of Somerset West and in close proximity to them, it has had a negative impact on business. However, businesses are not the only concerned parties regarding the issue. Residents have also on numerous occasions voiced their concerns – some of the complaints were that the centre draws people from other areas to the CBD daily, who then loiter around and “contribute towards the general untidiness” of the area, and that it should not be allowed to operate in Busy Corner where the police regularly

arrest drug dealers. Although the soup kitchen programme renders good work, the City is worried by the fact that about 400 homeless people are being fed on the streets said councillor Little. “In turn, this results in the failure of re-integration of the homeless into formal social structures, and therefore alternative measures will have be explored to place these people in a developmental programme that will support such re-integration and improve the lives of those individuals,” said Little. “The socio-economic realities of South Africa require that social and economic development be dealt with in a holistic manner. Soup kitchens themselves do not encompass the sustainable solution for poverty-related social ills.” She added that they are in the process of looking at alternative arrangements that would best suit the service of the centre. Possibilities for an alternative location are being investigated in collaboration with the Subcouncil 8 chairperson, councillor Stuart Pringle, and the City’s Properties Department. “The initiative to start a social development hub in Somerset West remains a possibility, and negotiations with affected and interested parties are continuing.” Ian Greer, chairperson of the Hel-

Strand man in court for perjury A 31-year-old Strand man has been arrested for perjury after falsely reporting his car stolen. The man allegedly approached the Strand police on 9 February, alleging his white Golf 1 had been stolen from in front of his house in George Street the previous day. Police opened a docket for theft of a motor vehicle, but say that upon investigation it was found that the complainant had sold his car on 6 December 2011.

A case of perjury was opened against the man, who was arrested on 22 February. He appeared in the Strand Magistrate’s Court on 25 February. Spokesperson for the Strand police, Constable Mbulelo Mafuna said: “The community is warned to refrain from making false statements, or in some instances, opening false criminal cases, as this will lead to criminal cases against them.”

Police seize drugs and stolen goods The Macassar police arrested three men for possession of drugs and one for possession of stolen goods on Wednesday (27 February). Two suspects were arrested for possession of drugs when the Macassar police, in a joint operation with the Metro Police, visited Krymekaar Street and seized 26

bags of tik to the value of R520. Another suspect was also arrested the same day at Magdalene Gila Street and police seized almost 12 kg of dagga. A fourth suspect was arrested for possession of stolen property after the suspect was found in possession of an aluminium picnic table.

The Helderberg Street People’s Centre, which is situated in Victoria Street. derberg Street People’s Centre, feels that the centre’s location is ideal as it is accessible to those in need of help. Greer said they would gladly relocate, provided that premises could be found that will

be accessible and amenable to both the poor and their volunteers. He, however, said he had not been informed about the latest developments regarding the centre’s fate. “As part of the renewal process,

all comments and objections, along with the centre’s responses to them, have to be considered before a decision is made. “Hopefully I will be presented with a proposition.”

Man found dead in Bietobos flats Strand police officers attended to a suicide at the Bietobos flats in Kleinbos Avenue, Strand on 26 February. On arrival, just before 19:00, police were briefed by a neighbour who was concerned because he had not seen his neighbour for some time.

A locksmith was called to open the flat and upon entry, the police found a 26-year-old male who had evidently hanged himself. An inquest investigation is ongoing, and anyone with information that can aid the investigation must call Detective Warrant Officer Anila von Vollenstein of SAPS Strand on 021 854 9100.

Arrest for attempted murder A 37-year-old suspect was arrested early on Friday morning at his Nomzamo home on a charge of attempted murder. It is alleged that the victim was asleep at his home in Lwandle when the suspect kicked the door of his shack, entered his home and fired a shot at him. The victim was injured in the leg. The suspect fled the scene, and the victim went to look for help. Fortunately, Lwandle police officers found him lying on the road and took him to Helderberg Hospital for

medical attention. He was later transferred to Tygerberg Hospital. During the investigation, the suspect said that he kept a firearm at his friend’s house, which the police then confiscated. The 27-year-old friend was also arrested for possession of an illegal firearm. The firearm was taken for ballistic testing to determine whether it had been used previously to commit a crime. Both suspects appeared in the Strand Magistrate’s Court on Monday.

Ratepayers ripped off Municipalities crippled by theft

Councillors at Riemvasmaak Riemvasmaak residents received a visit from Councillor Ernest Sonnenberg, the City of Cape Town’s mayoral committee member for Human Settlements, and Subcouncil 08 chairperson Stuart Pringle on Monday (25 February) to address their concerns regarding toilets on the site. The Gazette reported on 5 February that residents were concerned that the 16 toilets were not enough to service the 50 families living there. Toilets are also often damaged or blown over by the wind, and the conditions had resulted in a foul smell and numerous flies. At the time of the article, Sonnenberg said the Human Settlements Directorate would complete a site visit to investigate the conditions. Pringle says the investigation found only a few of the toilets were damaged, but attempts will be made to increase the number of toilets on the site. “A report will be compiled and submitted to us and the ward councillor to enable us to monitor progress with regards to the repair of the broken toilets and furthermore the officials will be looking at ways to increase the ratio of toilets,” says Pringle. He says a follow-up meeting is planned for 18 March.

SALGA has recently committed to redoubling its efforts to combat the crime of electricity theft, which it says is responsible for municipalities losing up to R3.2 billion each year.

DA condemns racism in protest The Democratic Alliance in the Helderberg respects the right of communities to protest peacefully, and recognises that the national government since 1994 has failed to create conditions in South Africa to allow enough jobs to be created for all people. This has led to fierce competition for scarce economic opportunities and the protests in Broadlands, Strand, over the past several days show how desperate people have become for the chance to feed and sustain themselves and their families. The DA understands peoples’ frustrations at the lack of jobs. The racist tone the protests have taken, pitting black and

coloured working class people against each other, must be condemned and does not have a place in our democracy. Poverty knows no skin colour, and the DA urges unity between the people so that we can take a stand against a corrupt national government that wastes billions on buying weapons of war which we don’t need, while ignoring the war on poverty. It begins by changing priorities and not by forcing it onto people. The alternative must be considered – the open opportunity society for all.

Sentence for bribe ‘too lenient’ I am really astonished by your article in last week’s Gazette: “Three years in prison for a R100 bribe”. What is the insidious meaning of this article? One can steel a little, lie a little, kill a little, bribe a little . . . ? I think that, in a country where fraud and bribery reigns supreme, this sentence is far too low, too lenient. It is clearly because some people and media plea for laxness in punishment that criminals don’t care any longer. Hence, such attitude is detrimental to the security of the honest people and communities. For example, when a burglary happens with the use and the threat of a gun, while justice clearly stated

that such threat is passible for a ten years imprisonment, no burglar using a gun is henceforth accused by the SAPS of threatening with a gun, they only state that a case of “violent aggression” is pending . . . permissive reporting. We are continuously subjected to aggressive behaviour, but every person and media, not yet subjected to such aggression, is pleading for more “understanding”. The eradication or the promotion of any criminal activity in the community starts in the mind of every person by upholding the law . . . or not!

Nedbank reaches out NICOLE MCCAIN The staff at the Strand branch of Nedbank have decided to make a difference in their community by donating some of their time and money. On Friday 22 February, the staff members made 250 sandwiches, which they handed out to children in the Strand. The staff members set up a table on the corner of Webb and Mydrecht Streets, and distributed the sandwiches with a juice and apple to the hungry children in the area. “I had tears in my eyes because the sandwiches we had made were not enough. We had to use the crusts of the bread to make extra ones,” say branch manager Yolandé Kruger. “For me it was about making contact, talking to the people. Some of them thanked us with tears in their eyes.” And all the staff members were touched by the experience. “It broke my heart to see children standing there, hungry for food,” said staff member Desire Josephs. “Our children are so spoilt, and there are children who don’t

even have food. It was an eye-opener.” A-Isha Sultan, of the Strand branch, says, “It was amazing. You don’t realise how needy people are.” As Sultan explains, Nedbank at a national level is involved in various charity initiatives. The company encourages its employees to give back, and the Strand branch has taken that to heart by launching their Touching Hearts project. Through the project, the staff pick a charity to support or an initiative to give back to the community every month, and give their time and funds out of their own pockets. “It touched all of our hearts,” says Sultan, “and we’re definitely going to do it again.” For the month of March, the Strand branch of Nedbank has collected funds to help a former employee who is currently unemployed and pregnant, and in April they are looking to carry out some renovations at the Sencit Resthaven in Strand. GPF vereer ‘Oom Dan’ Die Strand-gemeenskapspolisiëringsforum (GPF) het verlede week dankie gesê vir die welkome werk wat ’n lid van die gemeenskap vir hulle doen. Hulle het Dan Tiemie op Dinsdag 26 Februarie erken vir die 10 jaar diens wat hy aan die slagoffer-ondersteuningsentrum by die Strand-polisiekantoor gelewer het. Jannie Frieslaar, hoof van die GPF, sê die toekenning is ’n manier om Tiemie te bedank vir sy harde werk. “Hy is altyd beskikbaar, en ons wil dankie sê vir alles wat hy beteken vir die gemeenskap.” Tiemie (60) werk vrywillig by die slagof-

fer-ondersteuningsentrum as sy manier om die gemeenskap te help. “Ek het ’n passie om met kinders te werk en ek het gesien hier is ’n kans om mense te help.” Tiemie, of Oom Dan soos hy by die polisiekantoor bekend staan, was verbaas om die toekenning te ontvang. “Dis ’n eer in die lewe. Maar dit gaan oor die kinders wat ek gehelp het wat terugkom en dankie sê,” was sy kommentaar. Frieslaar sê Tiemie het in 2012 in meer as 130 gevalle bystand gelewer. In baie van dié gevalle was dit jong mense wat dwelmrehabilitasie dringend nodig gehad het.

Greek pasta salad For the perfect accompaniment to your braai, try this fresh and healthy pasta salad, with a Greek twist. Ingredients 120 g dried pasta, either shells or penne (about 4 cups uncooked) 2 cups cherry tomatoes, quartered 1 medium cucumber, halved lengthwise and sliced 4 green onions, sliced cup pitted olives, halved ½ cup olive oil ½ cup lemon juice 2 tsp dried basil 2 tsp dried oregano 4 - 6 cloves garlic, minced ¼ tsp salt ¼ tsp ground black pepper

1 cup crumbled feta cheese Method Cook pasta according to package directions, and drain in a colander. Rinse with cold water and drain again. In a large bowl, toss together the cooked pasta, tomatoes, cucumber, green onions and olives. Combine the olive oil, lemon juice, basil, oregano, garlic, salt and pepper and then mix well. Drizzle over the pasta mixture, and toss the salad well. Cover and chill in refrigerator for at least 2 hours. Before serving, add feta cheese or sprinkle with fresh oregano leaves. ArT­CAN­Win Tertiary students have until the end of March to enter Collect-a-Can’s Art-CAN-Win competition by designing a print advert for Collect-aCan. Not only do students stand a chance to win an Apple MacBook, iPad or iPhone, but the winning entry will also form part of Collect-a-Can’s national advertising campaign. “The competition encourages entrants to become cognisant of the important work that Collect-a-Can is doing through the recovery of used cans, not only by benefiting the environment but also by creating jobs and building environmental awareness,” says Zimasa Velaphi, Public Relations and Marketing Manager of Collect-a-Can. Workshop on rugby scrums The Helderberg region of rugby referees will be hosting a workshop to educate referees, coaches, school teachers, administrators and parents on the new set of laws applicable to scrums. It will present a video training session on these new laws on

Tuesday 5 March at 18:00 in the Activity Centre at HottentotsHolland High School. The session will be presented by SA Provincial referee Quinton Immelman. All are welcome to attend the workshop on rugby scrums.

St Pauls-kinders skitter Leerlinge van St Pauls Primêr in Faure het onlangs aan die Macassar-sone-atletiekbyeenkoms deelgeneem en uitstekend presteer. Die sowat 60 St Pauls-leerlinge het in alle baan- en veldnommers deelgeneem. Met geen atletiek-toerusting om vir die geleentheid voor te berei nie, het dié skool, wat teen vyf groter skole moes meeding, bo verwagting puik presteer. Sonder ’n bal om hul gewigstoot vaardighede op te skerp, het onderwysers flink gedink en groot, swaar rivierklippe geweeg en dít gebruik om mee te oefen. Met hul kreatiewe inisiatief het hulle twee eerste plekke, ’n tweede plek en ’n derde plek in gewigstoot losgeslaan. St. Paul se atlete het selfs ’n tweede plek in verspring vir o.12 seuns en eerste plek in die 800 m vir o.13 meisies verower. Aangesien die skool nie ’n groot sportveld

huisves nie, was atlete ’n week voor die atletiekbyeenkoms omstreeks 17:30 – 19:30 elke aand vanaf Faure na Macassar-sportveld aangery om langafstande te oefen. Van die oefeninge wat op St. Pauls se skoolterrein plaasgevind het was naellope, wat meestal op die teer uitgevoer moes word omdat die gras op hul sportveld te lank was. Vyf van die St. Pauls-leerlinge het deur gedring na die volgende ronde van die oos metropole se atletiek byeenkoms wat op Saterdag 16 Februarie by Mandela Park in Khayelitsha plaasgevind het. Die skool wil graag almal wat tot die sukses van die geleentheid bygedra het bedank, vernaamlik die skool se volgehoue borg Vinimark en Somerset House vir hul skenking van atletiek T-hempies en broekies, wat leerlinge spoggerig laat lyk en voel het, asook Faure Wine Farms wat ’n trekker gestuur het om die gras van St. Pauls se skoolveld te sny.
