Dear Glencoe Friends and Neighbors, The Glencoe Chamber of Commerce is pleased to bring you the 2014/2015 Glencoe Community Guide. You’ll find it filled with just about everything you need to know about our Village, and we hope you will keep it handy and refer to it often. Chamber members are listed alphabetically, with a brief description, contact information, and there is even a color map showing locations. You’ll see that we represent many different areas of the community, and that is a big part of our strength. Everyone has a voice, and we are committed to working together to promote Glencoe and ensure that we remain a vibrant and thriving Village. Our Chamber sponsors several events during the year.In June, the Farmer’s Market will return to the popular Village Court location on Saturday mornings. Summer also brings Movies On the Green, a Sidewalk Sale and the Glencoe Festival of the Arts. Then it’s time for everyone’s favorite, Halloween Hello, when the downtown welcomes trick-or-treaters. In November we celebrate with music, hot chocolate and candy canes as we Light the Lights and usher in the holiday season, with events and activities on three “Saturdays of the Season” in December. Maintaining a vital business community is important for all of us. A percentage of the sales tax comes back to the Village, and property taxes paid by building owners help support every level of local government, especially the outstanding schools that draw so many families. Village of Glencoe Historical Background:
The Village of Glencoe is a residential lakefront community that was incorporated in 1869 and in 1914 became the first community in Illinois to adopt the council-manager form of government. In 1921, the Village of Glencoe became one of the first communities in Illinois to adopt a zoning ordinance and is still considered a model community in terms of land use and zoning control. The Village of Glencoe was also the first community in Illinois to crosstrain officers in both police and fire fighting duties. The fully integrated Public Safety Department now performs all police, fire and emergency medical services. Since March of 1994 to date, the Glencoe Public Safety Department has been recognized as a nationally-accredited Law Enforcement Agency. In 2004, the Department also became an internationally accredited Fire Agency, making it the only fully integrated Public Safety agency in the world accredited in both law enforcement and fire service.

Public Works Department
The Village of Glencoe Public Works Department promotes a safe and healthy environment in Glencoe by maintaining Village operations and services and the Village’s infrastructure through sound planning, design, and construction of capital improvements. The Public Works Department provides comprehensive garbage, recycling and yard waste collection services to residential and commercial properties. Finance Department
The Village of Glencoe Finance Department is responsible for the day to day back office operations of the Village including utility billing, vehicle and pet licensing, alarm permit registration, accounts receivables, accounts payables, financial reporting, annual budgets and administering Village employee benefits and pensions. The Finance Department offers online bill payment and also an automated utility bill payment program. Customer Parking
Short-term parking (2 hours or less) is found on most streets in the business district. The time limitations are enforced from 7 a.m. to
5:30 p.m. daily with the exception of Sundays and the following holidays: New Year’s Day, Memorial Day, the Fourth of July, Labor Day, Thanksgiving and Christmas Day. A Village ordinance requires that vehicles be moved a distance of at least 1000 feet if parking for more than the two hour limit. Shoppers who need to park for longer than two hours can park in any commuter lot north and south of Park Avenue. While they may not be as convenient as the short term spaces, the parking is free, and customers are encouraged to use them. The commuter lots are available Monday through Friday after 10 a.m. and all day on Saturdays, Sundays and holidays.
Commuter Parking
Commuters, employees and customers may purchase permits at the Village Hall allowing them to park all day in various lots around the Metra train station. They are available at a cost of $270 for an annual permit or $75 for a quarterly permit. Individual daily permits can be purchased for $2.00 each. Permit parking in the commuter lot is enforced weekdays until 10 a.m., Monday through Friday. Free commuter lot parking is available after that time, as well as on weekends and holidays.
Employee Parking
Employees of businesses located in the Village can obtain permit parking passes allowing them to park in several permit zones. Employees wishing to obtain a permit must contact the Public Safety Department, provide proof of employment within the Village and not have any outstanding parking citations. Glencoe Caucus System
The Village Caucus is a non-partisan group that allows all registered voters of Glencoe to participate directly in their local government. It seeks to avoid contested elections. The Caucus consists of three bodies: 1) The Village Nominating Committee, which is charged with the responsibility of seeking out the best candidates to serve on the Village, Park District and Library Boards; 2) The School Board Nominating Committee, which identifies individuals to represent Glencoe on the New Trier School Board Nominating Committee (the body which slates candidates to serve on the New Trier School Board) and strives to identify dedicated, well-qualified candidates to serve on the Glencoe District #35 School Board; and 3) The Advisory Council, which oversees and advises the Village and School Board Nominating Committees, as needed, and is responsible for raising funds to support the caucus system. Residents interested in serving on the Village Nominating Committee should email info@glencoecaucus.org. VILLAGE GOVERNMENT / PARKING REGULATIONS
The Village of Glencoe Department of Public Safety is responsible for providing combined police, fire, & emergency medical services (EMS) to the community. Public Safety Officers are fully cross trained to perform police, fire, and EMS duties, often during the same shift! The Glencoe Department of Public Safety’s mission is to provide the highest level of public safety services to everyone; in cooperation with the community; in a partnership of equality and integrity; in a spirit of unity and mutual trust. Public education programs are the cornerstone of the Department’s partnership with the community. They offer several educational programs and services, including: firearms safety, vacant house watches, elderly services, home and business safety inspections, infant car seat inspections and installations, babysitting classes, CPR, and basic first aid. The Public Safety Department is highly visible within the community and invites anyone who needs information on these or any number of other services to call 847 835-4112.

The New Trier Township High School District consists of a comprehensive four-year high school on two campuses. Serves the North Shore suburban communities of Glencoe, Kenilworth, Wilmette and Winnetka, most of Northfield, and parts of Glenview and Northbrook. Offers a comprehensive curriculum of 300 courses, with several levels in each academic subject in each year. Students may work at different levels in different subjects. Offers one of the nation’s first advisement programs, in which a teacher may serve as an adviser to some 25 students, meeting with this same group of advisees daily throughout their high school years. An adviser is the student’s first resource in matters of personal adjustment and academic counseling. The adviser assignment takes the place of one period of the teaching responsibility.

The Takiff Center hosts year-round programming for tots through adults, including fitness, athletics, full and half-day preschool programs, daycare, music, drama, creative arts, cultural explorations, and much more. The 80,000 square foot facility includes a gym, activity rooms, a ceramics studio, as well as multifunctional spaces and a breathtaking Community Hall. A variety of rental spaces are available for large and small events, from community meetings to family celebrations, making the Takiff Center a welcoming place for our community to gather. Right in your own backyard is Lake Michigan’s most beautiful spot on the North Shore, Glencoe Beach. The beach is ideal for group and family outings, work picnics, or summer camp groups! During the summer months, Glencoe Beach is the place to go for a leisurely day in the sun or an active day of sailing, paddle boarding, kayaking or beach volleyball. The Paul and Ada Sprayground, with interactive water features and playground pieces, is a great spot for kids to splash and play on a warm day. The beach also features sun shelters and a shaded Trellis, which can be rented for casual parties or large events. Lifeguards are on duty daily during beach season, and season passes are available for purchase. One of the North Shore’s only outdoor refrigerated ice rink is at Watts Ice Center. During the winter months, Watts Ice Center offers a variety of programs, including figure skating, hockey, and broom ball. Throughout the year, Watts Center also offers after-school programs and special events. In addition to two outdoor rinks, Watts Park features a sledding hill, a Frisbee golf course, tennis courts, and ball fields. Kalk Park and Veteran’s Memorial Park are Glencoe’s “front lawn,” and a gathering place on summer holidays and special holidays. Liza’s Gazebo is a favorite spot for summer concerts and family picnics. Our specialty parks and playgrounds, like Friends Park and Shelton Park, are a gathering place for families with young children, providing opportunities for play time and a lifetime of memories. A string of neighborhood parks line both sides of the Union Pacific train tracks, enhancing the bucolic environment that attracts us to Glencoe and provides natural green space. HISTORY OF GLENCOE
Each May, Glencoe’s second graders travel about the business district, looking at pictures of intersections at various times in history and ask what has changed over time. What was “then” and what is “now?” In fact, Glencoe may have changed over the past years, but physically, it looks similar to the town that began to grow in the late 19th century. Glencoe started as an agricultural hamlet—home to farms, a lumber yard and stagecoach stop—but over time evolved into a suburban community with a local business district. Homes that were built at the time Glencoe was incorporated, l869, still stand tall today next to those built in the 1920s, 1950s, and the 21st century. Glencoe retains much of its small-town feel as the Village evolves, while holding tightly to its heritage. Native American Potawatomies were here before white settlement; they used the densely forested land for hunting. In 1835, Anson H. Taylor, storekeeper and future stage coach inn owner, moved with his family from Chicago to begin new lives. He named the area after himself, Taylorsport. It was an agricultural hamlet with a lake pier and farms plowed by English and German immigrants who joined the Taylors before the Civil War. Glencoe evolved, change spurred on by the 1855 arrival of the railroad. The station was located across from the house of Walter S. Gurnee, president of the Chicago and Milwaukee Railroad (later the Chicago and North Western and now Metra and the Union Pacific). Gurnee was a real estate speculator, as well as former mayor of Chicago. He located the depot near his holdings after Anson Taylor rejected the idea of combining railroad and stage coach stops. The town grew up around the train. It is likely Gurnee also gave Glencoe its name, after his Scottish roots, or perhaps he named the village after his father-in-law, Matthew Coe, from whom he bought the stock farm and home. (Coe’s Glen). In the late 1860s, a pediatrician idealist, Dr. Alexander Hammond, came to town and bought Gurnee’s home. Dr. Hammond’s dream was simple: he enlisted nine other men to join him in creating a utopia. Each man agreed to build a house for himself and to sell another to someone else. The Glencoe Company agreed to keep a park at the lakefront in perpetuity and to fund a church and a school. Unfortunately, the real estate declines of the 1870s put most of the Glencoe Co., including Dr. Hammond, out of business. But the village they founded, platted and incorporated in 1869 was on its way. With the railroad, Glencoe developed into a commuter community for some and a summer vacation community for others. Although there were many German farmers in Glencoe—the Diettrichs and the Beinlichs —through the Second World War, the population grew and changed, with the village becoming more suburban than rural and new residents moving in from all over— African Americans from the south and Canada, and white ethnic groups coming from Chicago.

Glencoe’s downtown—or uptown as many of the older residents call it—also changed. The village never has had a huge commercial center, but it has always bustled. Originally, there were blacksmith shops and feed stores. From 1902 to 1993, the business district’s anchor was Henry C. Wienecke’s hardware store. Other stores joined Wienecke’s (Win-eh-kees). There were many grocery stores, barber shops and soda fountains, which over the years, changed to groups of cleaners, clothing boutiques and banks. After the family sold the hardware store, the Wienecke’s property changed into residential and assorted retail spaces. The population increased steadily through 1960, requiring growth in schools from a single all-village school, today’s Central, to four schools: Central, South and North built in the 1920s and West, added in the 1950s. The community built out, with the last subdivision, Strawberry Hill on the west side of town, finished in the 1950s. But then the population declined, bringing the 1976 closure of West School and then in 1979, North School, later reconfigured into the Community Center, now the Takiff Center. In the early 1990s, the population pendulum swung upward once more, necessitating the 1992 re-opening of West. Glencoe’s downtown lost and gained new neighbors as the years went by. The Glencoe Movie Theater, on Vernon Avenue, was razed in 1979, as was its northern neighbor, the Masonic Temple. Christophe’s, a five-and-dime store disappeared when the Harris Bank built its drive-through lane in the late 1970s, and restaurants have come and gone. The Writers’ Theatre developed in the space behind Books on Vernon and today presents drama at the Women’s Library Club. Indeed, Glencoe has changed, but held tight to its heritage. web site: www.glencoehistoricalsociety.org Founded in 1937, this year, the Glencoe Historical Society celebrates its 75th year of collecting, preserving and presenting the history of the Village of Glencoe. Over the years, GHS has developed from a small collection kept and maintained at the Glencoe Public Library to today’s three-pronged campus: the 375 Park Avenue Museum; the 377 Park Avenue Museum and the fabulous Eklund Garden in bloom from spring to fall. Our full-service Research Center is also located at 377 Park Avenue. Through the years, the collection has expanded significantly as residents have donated letters, pictures, newspapers, tools and artifacts, including the sign from Glencoe’s first structure, the LaPier Inn. The museum buildings, together with the Eklund Garden, were generously donated by Sara C. “Sally” Eklund and opened in 2001. Currently on display at the 375 Museum is the award winning exhibit: “Civil War Through The Eyes Of Glencoe Veterans.” GHS is honoring the 150th anniversary of the start of the Civil War by introducing visitors to the stories of Glencoe residents who served during the conflict. Although Glencoe was not incorporated as a village until four years after the war, several veterans moved to Glencoe after the war and became community leaders. The exhibit primarily highlights the experiences of two soldiers: Marcellus Darling, a young private, and Charles Henry Howard, an officer, who not only served and survived the entire war, but also wrote home regularly about their experiences. The accounts from their letters bring to life the reality and horror of the battle to save the Union. Darling later became the pastor of the Glencoe Union Church and Howard was the first President of the New Trier Board of Education, among many other community accomplishments. The exhibit also shares stories and artifacts of other Glencoe residents who honored the village with their service. The 377 Museum currently features the media exhibit, “Stop the Presses.” This interactive tour explores the history of newspapers, many from the archives of the historical society; highlights the Golden Age of Radio with excerpts from famous radio broadcasts; and addresses the role of television, with an opportunity for visitors to actually become a WGHS reporter. Additionally, the exhibit features a large display on “Gasoline Alley,” the comic strip created in 1918 by Glencoe resident Frank King for the Chicago Tribune. The Museums and Research Center are visited by more than 2000 persons annually, including those visiting the exhibits and those looking for information about Glencoe residents (mostly for genealogical purposes) or about their homes. The Research Center holds, not only files on Glencoe history, but information on current and former residents, real estate sales, newspapers, a large collection of photographs from early Glencoe through today and the Bea and Barney Berlin Postcard Collection. The Museum also includes a collection of books by Glencoe authors. GHS is proud to report that the museum is home to a number of textile collections: The Helen Sharpe Collection from the wife of a former trustee who wore designer and haute couture clothing from the 1920s to the 1980s; the Marianne Crosby Collection, dresses and clothes from a former emeritus board member; wedding dresses from the late 1880s through the 1930s; Laura Ashley dresses from the 1950s through the 1970s; and other, assorted clothing for men, women and children from various periods. The clothes are used both for research and exhibition purposes. The Eklund Center is home, too, to the workbench, furniture and tools of Carl Eklund, who ran a furniture and upholstery business in the 377 Park Avenue building from 1917 until his death.

The GJHP provides young people with opportunities to participate in social service activities that teach invaluable lessons of giving, helping, and sharing with people less fortunate than themselves. It engenders social responsibility and develops personal growth by helping others in an atmosphere of involvement and trust. Social Service opportunities include volunteering at Uptown Cafe: a restaurant-style soup kitchen, playing with young people at PADS: a family shelter, teaming up with an elementary school student at Book Buddies: to develop stronger reading skills, and much more. Social program include participating in Halloween Hoopla, our annual Halloween party, watching a movie as a community during Movie Night, playing Basketball with your friends at the Glencoe Park District’s March Madness Tournament, and much more. To compliment our social and service programming, and to tap into the young people’s creativity, the GJHP also produces an annual play. Any young person 6th-8th grade-aged can participate as cast or crew. In addition to all the programming above, the GJHP also staffs a recreational center located in Central School, which provides students with a relaxed atmosphere where students can express themselves freely and interact socially. The success of the Glencoe Junior High Project is a direct result of the involvement of students, parents, volunteer board members, the faculty of Central School, community members and staff.

Located in the Holmes Warming Shelter, immediately north of Central School, GYS is open every day after school and on weekend evenings. The youth center provides a welcoming atmosphere where young people relax, talk with friends, and engage in their choice of many recreational activities, such as pool, ping-pong, movies, video games and cards. Three student computers with high-speed internet access, are also available for homework and games. A diverse schedule of outside programs includes attending Chicago Blackhawks and Bulls games, movie nights, concerts, beach barbecues, pool tournaments, softball/kickball games, educational speakers and social service projects. Several of our most active participants volunteer on our youth board. Youth board members develop leadership skills and learn to work as a committee, as they hold monthly meetings, manage a budget, conduct fundraisers, interview prospective employees and respond to needs in the community. GYS is active at the 4th of July Festival, “Pumpkin Day” and The Just Say No to Drugs Parade. Our students have also volunteered with The Volunteer Center of New Trier Township, Dignity Diner, Good News Community Soup kitchen and the Glencoe Park District. If you are a high school student, GYS has something for you. Whether you seek recreation or relaxation, a place to go with friends or a place to make friends, there is one thing for certain, you are always welcome at GYS. The Young Adult Program (YAP) is open to anyone post high school who faces some type of disability. YAP meets on Tuesday evenings from 6:30pm to 9:30pm at 680 Greenwood Ave in Glencoe (The GYS building). YAP provides the participants with a social outlet, as well as the opportunity to receive a little extra support, like help with finding a job, filling out governmental forms and paperwork and getting to various appointments.
