An Eventful Summer
It has been an exciting summer so far here at the Queens Chamber of Commerce. Recently, we announced the opening of the Forest Hills Tech Incubator, a significant step forward in fostering innovation and supporting our tech community. I want to thank our friends at Maspeth Federal Savings Bank for generously donating space for the incubator on Metropolitan Avenue. Their support is a testament to the collaborative spirit that makes Queens a great place for businesses to thrive.

Can you share a bit about your restaurant journey in Queens?
My husband and I are originally from the Bronx. In 2005, we got an opportunity in Bellerose, Queens, on the Queens Nassau Border. Our story is like so many others. We lost a lot, and at the tail end of the pandemic,
we found a new opportunity in Jamaica. Being born and raised in the South Bronx for 25 years, I find Jamaica to be a familiar environment.
Can you share any memorable moments or experiences you’ve had as a restaurant owner in Queens?
Three months after we opened, Grubhub was running a program called Serving the City, and they were giving 500 meals away to various neighborhoods. Restaurants had to be recommended, and we were. We produced 500 meals, and they were served at King Manor Museum. Another thing that stands out is that the Greg Hill Foundation’s
“Restaurant Strong Fund” awarded us a $5,000 grant this past Decem ber, and that was a lifesaver.
Are there dishes or drinks that have become beloved by the Queens community, or anything on your menu you would like to highlight?
We serve breakfast and lunch daily. Our customers love that we offer a lot of healthy dishes that are not greasy or full of salt. Our organic turkey meatloaf, mac and cheese, Southern fried whiting, and many of our gourmet wraps are loved. However, we specialize in catering. We hold five stars on Google and some favorites for event catering are our sweet chili vegan dumplings, wings of many flavors, meatballs, mango salads, pepper steak, and our homemade desserts.

Driving Philanthropy: GNYADA and Local Auto Dealers Support Local Students and Communities

The Greater New York Automobile Dealers Association (GNYADA) and Queens-based local new car dealers have long
been dedicated to giving back to their communities. Their contributions and partnerships with organizations like Donate for Life, Operation Warm Coat Drive, and the American Red Cross highlight their commitment to making a positive im pact on the lives of those in need.
In a recent meeting in Whitestone, GNYADA collaborated with the New York State DMV Commissioner and Aisha M. Tator, Executive
Director, of Donate for Life to discuss strategies and initiatives to promote organ donation awareness and participation. This partnership underscores the association’s dedication to supporting life-saving causes and making a difference in the lives of New Yorkers.
Another significant example of GN YADA’s philanthropic efforts is its recent contribution to the American Red Cross. GNYADA President Mark Schienberg, alongside Red Cross CEO Selena Roldán Sarillo, announced a $25,000 donation from the association to outfit an Emergency Response Vehicle with essential life-saving supplies and equipment. This donation is
part of a longstanding partnership between GNYADA and the American Red Cross, focused on supporting critical emergency services in the region.
The American Red Cross donation underscores the Association’s dedication to supporting the vital work they do in our communities. Trademark Solicitation Scams and Suspicious Low-Cost Trademark Filing Platforms

Within a few recent years, there has been a growing number of trademark solicitation scams and complaints about various entities trying to defraud innocent business owners. Please allow me to spread the awareness of this problem and offer a few useful tips on how to avoid being deceived.
First of all, please don’t forget that filing a trademark application with the United States Patent and Trademark Office (USPTO) is a legal proceeding. Thus, usually, in order for a third party to be able to represent a client before the USPTO, it must be a U.S. licensed attorney. See 37 CFR § 11.14. Moreover, for all documents filed by the practitioner before the USPTO, he/she must personally sign it (not delegate it to an assistant, a non-lawyer or a chat bot).
See 37 CFR § 11.18. All statements and assertions made to the USPTO must be truthful and accurate. Id. Making a false or fraudulent statement could
later be used as a ground for trademark cancellation on the ground of fraud even after the trademark is registered as well as expose the signatory to criminal liability. See 18 U.S.C. 1001.
Violation of these rules may lead to sanctions and actions by the USPTO including but not limited to challenging the validity of trademark application and even terminating of the proceeding.

There are a number of entities that have been recently sanctioned by the USPTO for violating these rules with thousands of trademark applications being refused registration as a result.
Some of the online filing platforms are legitimate but not all, and some of them are not properly supervised by an attorney which could lead to the above-mentioned scenarios. For example, read this 2022 USPTO Final Order for Sanctions permanently banning a filing company from representing others before the USPTO and termina

In addition to issues with the online trademark filing platforms, we have seen a constantly growing number of trademark solicitation scams in various forms. USPTO has been doing a great job educating business owners about this problem and suggesting ways to avoid being fooled. After you file a new trademark application, please beware of scam third-party solicitation inquiries asking you for money or information. Oftentimes, they look like legitimate communication from the USPTO or an independent specialized company asking trademark owners directly to pay a publication or registration fee. They are getting creative in finding new ways to talk innocent trademark holders into paying money or sharing private information.
An experienced trademark lawyer can tell you right away whether it is a scam or not.
For example, there is no such thing as “a publication fee” or “a registration fee” within the USPTO.
Instead, the initial trademark application fee (TEAS Standard or TEAS Plus) would cover
USPTO examination, publication, and registration stages. One of the best solutions to this problem is to hire a good trade mark attorney directly, work with him directly, and allow him to guide you through all these steps. When you are represented by an attorney, all legitimate interested parties including the USPTO itself would not contact you directly but instead they would reach out to your legal representative who would be able to filter all nonsense and only do what really needs to be done to get you to the finish line.
To conclude, if you are being solicited by third parties asking you to pay money or provide private information, please be vigilant, use common sense, read examples of unauthorized solicitation notices at the official USP TO website, reach out to the USPTO Trademark Assistance Center for help or consult with an experienced trademark lawyer.

Queens Chamber of Commerce Crowns Donovan’s Pub as Queens’ Best Burger Establishment
It is settled. On Friday, June 21, the Queens Chamber of Commerce, the oldest and largest business association in the Queens, announced Donovan’s Pub as the winner of its inaugural Queens’ Best Burger Competition. The contest kicked off Memorial Day weekend, and asked foodies to nominate and vote for their favorite burger establishments from across the borough, with the Woodside eatery emerging as the winner.
“The votes have been tallied and Queens residents have made their choice, and we are delighted to honor Donovan’s Pub as the inaugural winner of the Queens’ Best Burger Competition,” said Tom Grech, President and CEO of the Queens Chamber of Commerce. “Congratulations to Dan Connor and the entire team at Donovan’s on winning this competition. This recognition is a testament to their commitment to serving up delicious versions of a summer staple. I suggest everyone go check them out!”

Celebrates 125 Years of Excellence by Giving Back to our Community E-J Electric Installation Co.

With only a year to go before its 150th Anniversary, Maple Grove Cemetery has just announced Samantha New man as the inaugural Artist in Residence. With a bold vision and an unparalleled talent, Newman will be onsite at the historic Victorian Blacksmith’s forge from June to November. Guided
by the archival and genealogical research gathered by the Friends of Maple Grove, Newman will conduct a deep dive into a research topic of her choosing. Drawing inspiration from the stories of those interred and the natural beauty of the landscape, she plans to create a site-specific sculpture that reflects the rich historical tapestry of Maple Grove Cemetery.
As the first Artist in Residence, New man will not only have the opportunity to delve deeper into her creative process but also to engage with Maple Grove Cemetery, The Friends of Maple Grove and neighboring communities in a meaningful and trans formative way. Through a series of planned workshops, artist talks, and a cumulative sculpture, she aims to ignite a passion for art within people of all ages and backgrounds, fostering a sense of unity and connection with the surrounding community.
Samantha Newman is a practicing stone carver and RISD alumni who currently lives in Richmond Hill, Queens. Her work is deeply rooted in the exploration of history, memory, nature, and human connection.
As a Richmond, Virginia native, Newman learned the art of marble carving as means of reclamation. Reclamation of history, of personal and local narratives, and to allow the art history textbooks to know that fe male stone carvers can and will exist. By converging male dominated traditional techniques with contemporary themes and subject matter, Newman creates works that resonate with both historical context and modern sensibilities. “I am truly honored to be chosen as the inaugural Artist in Residence at Maple Grove Cemetery in Kew Gardens, Queens NY,” says Newman. “This residency represents not only a personal milestone in my career but also presents a chance to connect with and build upon
the vibrant artistic community of Queens.”
Newman plans to involve the community in the creative process through workshops and open studio days, fostering a deeper connection to the cemetery and its heritage. Her studio is located next to the former Maple Grove Victorian Administration Building, found at the Lefferts Boulevard entrance. If you think about it, there are only two reasons why customers will buy your products. One is that you have made a logical, rational argument that appeals to their mind. The other is that you have made an emotional connection that appeals to their heart. Any guess see which one is more powerful?
In the world of sales, that’s why it’s so important to be able to explain what makes your product so unique and appealing. If you really want a customer to buy your product, you need to create a deep emotional connection with that
customer that resonates not in their mind, but in their heart.
You need to be able to present a vision of how that person’s life is going to change forever when they use your product.
The most obvious example, of course, involves automobiles.
Think about it – there are two ways to sell an automobile.
You can present a long list of rational reasons to buy the vehicle – the fuel efficiency, the safety record, the long list of awards and top rankings. Or you can create an image in the mind of the consumer of how their life is going to change – that SUV is going to be an adventurous offroad vehicle that helps them lead an exciting outdoor lifestyle, or that sports car is going to mean long afternoon drives along the scenic coastal highway and the wind blowing in their hair. You get the idea, right? You’re selling the dream.
The first step to motivating and inspiring a sales team, then, is helping each and every member of your team buy into that dream for your product. You need to take your belief in the product
and infect each team member with that passion.

Focus on what makes the product so appealing. What makes you want it? What are some of the messages that will resonate in the hearts – not minds – of consumers? By answering those two questions, you can determine how to help them have one of their own.
From there, you need to get your sales team to set personal goals and create a plan to achieve them. Each member of the team needs to be able to deliver on the sales goals for the quarter, for the year, or for whatever period of time that you are using. But you cannot just let members of your sales team sink or swim on their own.
Remember, it’s a team effort, and that means you need to constantly find ways to help them with their performance. I need to be able to think of ways that you can inspire others with your work ethic and determination. In doing so, you can think of yourself as the captain of the team, making sure that everyone is performing at peak capacity.
Remember –anyone can sell you on a product, you must think bigger and sell them on the dream. That dream can transform
an ordinary product into an extraordinary product, and can become the basis for motivating and inspiring your sales team to achieve goals they never thought possible.
Be proactive — patch systems regularly to ensure they are up to date and free of known exposures and add vulnerability scanning to identify weaknesses before the ‘bad guys’ do. Finally, your organization should maintain offline backups of sensitive data to assist your recovery in the event of an incident.
While seemingly basic, these security controls have become essential in the last few years. They are akin to washing hands and brushing teeth — basic hygiene. LIBOR’s mission is to promote excellence and professionalism by being an indispensable resource and advocate for consumers and more than 30,000 real estate professionals in the Long Island community and beyond. One of the most pressing issues our industry faces is managing impending changes from the National Association of REALTORS® (NAR) settlement. We know our members have many questions and we’re here to share solutions before those changes go into effect Aug. 17, 2024.
Here in Queens, we recently hosted a training program on the NAR settlement titled “Understanding and Embracing Industry Changes and How It Affects You.” Together with One Key® MLS and led by its chair Frank DellAccio of Century 21, we shared best-practices for navigating the new landscape while increasing sales production and utilizing the MLS to support our businesses.
Based on attendance – the July 9 event at Roma View in Howard Beach was sold out – it’s clear real estate professionals here are intent on staying on top of the issues. We’re proud to help guide our colleagues through these changes to maintain transparency and fairness in the home-buying process for both members and consumers.

LIBOR created the parklet project in 2022 in collaboration with Street Plans, Rockaway Brewing and the New York City Department of Trans portation, with funding from an NAR Placemaking Grant. The grants are available to REALTOR® associations to help plan, implement and maintain “Placemaking” activities in
their communities. Local builders and artists were commissioned to complete the project. As part of our REALTOR® Volunteer Build Days, LIBOR’s team will be at the parklet Tuesday, July 30 to refresh the space, plant flowers and repaint seats and tables.

New York- Libreria Barco de Papel Comunitaria, a Spanish bookstore located in Elmhurst, Queens, has been awarded first prize in the 2024 1010 Wins Small Business $10K Challenge. This small business in Queens was one of the five finalists, among more than a hundred applicants, to move on to the interview and judging phase hosted by Rob Walsh, the former NYC Small Business Services Commissioner and current 1010 WINS anchor of The Bottom Line for Small Business.
Paula Ortiz, the current owner of the bookstore, ultimately triumphed on June 4th, 2024, and was presented with a $10,000 grant at the headquarters of 1010 Wins in Manhattan. She hopes to evolve her brand identity by improving her business’s operations and expanding her online presence to reach out to millions of Spanish-speaking readers across the City of New York, as well as the continental United States as a whole.
For the last nine years, 1010 WINS has held the Small Business Challenge to give small businesses in the tri-sta te area a chance to grow and expand. In preparation for the application and interview, representatives of various community partner organizations stepped in to provide Ms. Ortiz with strategic advice and moral support. These included Leslie A. Ramos, Executive Director of 82nd Street Partnership, Jacqueline Donado, Vice President of Strategic Programs at the Queens Chamber
of Commerce, Rony Kaliya, Outreach Specialist from the Queens Chamber of Commerce, and Ramon Caraballo, the original founder of Barco De Papel.
These partner organizations have relied on the bookstore to help promote business initiatives like job fairs, Small Business Saturday, and other small and local-business programs.
In mid-July, the bookstore celebrated their triumph with the community and presented their new brand identity, a project that was carried out with the support of 82nd Street Partnership, NHDH Architects, Van Alen Institute, and Pentagram.
Barco de Papel is a small, nonprofit bookstore that started in 2003 amid a wave of Spanish bookstore closings. It is now the only Spanish-language bookstore
in New York City and one of the few remaining in the country. It has since grown into a cultural and educational center for the Spanish speaking community, including immigrants. They have access to hundreds of works of Spanish literature and collectibles that are not easily found anywhere else, and they serve as a platform for lesser-known authors of any background to find an audience.
At the time of this writing, the bookstore has hosted more than 40 book readings with local Hispanic authors in 2024 alone.
Ms. Ortiz is a NYC public school teacher who took ownership of the bookstore during the pandemic after years of volunteer and committee work.
She and the bookstore team— including volunteers—distributed Personal Protection Equipment (PPE) and other supplies to
small business owners. Though the pandemic proved to be one of the most challenging times in the bookstore’s history, they were able to pull their community together to survive and prosper.
Their commitment was recognized by the Queens Chamber of Commerce as a Small Business Champion, as well as friends and locals who found value in the connections they made through a shared passion for reading. One little bookstore truly made a big impact.

Financial security is a crucial element of building overall health and well-being. For those who have experienced homelessness, mental or behavioral health challenges, and other hardships, it can be difficult to obtain the access and information needed to
be truly financially secure. And, for those with children, free time is especially limited. That’s why the programming Samaritan is offering together with their bank partners is so necessary. For those with children, banks are offering financial literacy and budgeting sessions for young
people. These take place at the same time as their parents, thus eliminating one key barrier –childcare – for those parents who wish to participate.
Across these partnerships, nearly 100 Samaritan clients have participated in these
training sessions, moving them a few steps closer to financial security. And Samaritan is just getting started. The organization has plans to build upon these partnerships and bring even more training opportunities to clients across the agency, including to other boroughs.

Can the Newly Enacted Housing Laws in New York State Satisfy Owners, Tenants and Developers Alike?

The recently enacted housing law package in New York State brings about many changes that are important to understand for real property owners and developers. While there are multiple significant changes, which will be touched on below, perhaps the most anticipated part of the legislative package is the new 485-x incentive program, which seeks to replace the expired 421-a program.
The 485-x program in the Real Property Tax Law offers property tax incentives to developers as the government seeks to jumpstart new construction of residential apartments, which plummeted once the 421-a exemption expired. The 485-x program will have tighter restrictions on both the income requirements of tenants as well as wage requirements for those workers participating in the construction of the buildings.
For example, generally for buildings under 100 units, the new
law will require 20% of the units to be set aside at below market rents for those making a weighted average of 80% percent of area median income (AMI). The AMI is considered $139,800 for a family of three. As the building size grows, the requirements become more stringent.
Those buildings with 100 to 149 units will be required to have 25% of the units set aside for those with the same 80% of AMI as listed above. For any buildings with 150 plus units, 25% of the units must be set aside for those making 80% of AMI as well, while projects of this size in certain designated zones in the City must set aside 25% of units for those making 60% of AMI.
There are also increased wage requirements that are based on the location of the project, with the highest amount being required for projects of 150 or more units and located south of 96 th Street in Manhattan and some other prime locations in Brooklyn and Queens.
Other important newly enacted housing related provisions to be aware of include new tenant protections and the potential for New York City to use its land use review process to increase its Floor Area Ratio (FAR) cap.
The potential increase of the FAR cap will allow for bigger residential projects, so long as those projects include affordable units. This will work in tandem with the 485-x program, which can potentially be used to increase the size of existing properties while obtaining property tax benefits.
New tenant protections in the recently enacted laws amount to a scaled back version of “good cause eviction,” for which housing advocates have been clamoring. Under these new provisions, rent increases will be limited to the lesser of 10% of existing rent or 5% plus the Consumer Price Index. For rent increases over those amounts, landlords will have the ability to rebut the presumption that those rent increases are “unreasonable” by showing increases in costs associated with fuel, utilities, insurance, maintenance, taxes and certain significant repairs.
Finally, Individual Apartment Increases (IAI’s) for rent stabilized apartment units, which were severely limited by the provisions of the 2019 Housing Security and Tenant Protection Act, will be increased slightly. Instead of increases based on improvements to rent stabilized apartments being limited to $15,000 and only for a limited amount of time, the new law allows for the increases to be permanent and sets a higher cap of $30,000, with some other minor changes.
