Hillcrest Resident Found Guilty of Double Homicide in Valley Cottage By Joe Kuhn

Defendant Faces Life Without Parole

A Hillcrest man accused of a grisly double homicide was convicted of the crime on Tuesday, in the aftermath of a shooting that rocked Clarkstown . Robert C. Williams III 32, of Hillcrest, was arrested following a police investigation into the events of May 26, 2020, when noise complaints compelled Clarkstown police to visit the home of Kathleen Castor (27) and her mother Wanda Castor (63). Upon arrival, police discovered the residents murdered and Kathleen’s one month old daughter abandoned at the scene. Two years later, the Rockland County Districts Attorney’s office conclusively proved that Williams entered the apartment, at 104 Lake Road in Valley Cottage, N.Y., in possession of a loaded .40 Caliber firearm, and proceeded to shoot and kill Kathleen and Wanda Castor. An active duly served Order of Protection was in place for Kathleen Castor, who had a previous relationship with the defendant. Williams was found guilty of two counts of murder in the first degree, criminal possession of a weapon, and two counts of criminal contempt. , “The events that unfolded on May 26, 2020, left the residents of Valley Cottage and Clarkstown in shock and anger. This senseless act of extreme violence was avoidable and resulted in a complete tragedy. I hope today’s guilty verdict brings some sense of justice to the Castor family. I commend the professionalism and assistance from the officers of the Clarkstown, Ramapo, and Spring Valley Police Departments on this case” said District Attorney Thomas E. Walsh II Robert C. Williams A jury deliberated for two days before rendering a guilty verdict on all charges. Rockland County Court Judge Kevin Russo, who presided at trial, set sentencing for June 21, 2022, at which time Williams may be sentenced to life in prison without parole.

Spring Cleaning: New County Office of Buildings and Codes to Crack Down on Litter The Rockland County Office of Buildings and Codes (OBC) is investigating over 60 code violations across the Village of Spring Valley, for rubbish and garbage accumulation after receiving multiple complaints of rampant littering. Their effort, lead by OBC Director Ed Markunas, lead to the discovery of over 30 properties with more than 60 violations of the New York State Property Maintenance Code that included the accumulation of old tires, construction debris, furniture, and propane tanks. “My office has been tasked with protecting the health and safety of the Village of Spring Valley and we all know accumulating trash is more than an eyesore, it becomes a breeding ground for pests and rodents. We hope our swift action leads to cleaner neighborhoods throughout the village,” said Director Ed Markunas. As the issue poses a health safety risk, the Rockland Codes Investigations Unit (RCI), part of the Rockland County Department of Health is also responding to the issue and has at least five active cases with trash violations in the Village of Spring Valley. “This is not an easy job, but it is an important one,” said Deputy Health Commissioner Catherine Johnson Southern. “We face many obstacles from uncooperative building managers and landlords but are working on behalf of the best interests of the people of Rockland.” The Rockland County Department of Health RCI program is responsible for the enforcement of housing hygiene and occupancy regulations pursuant to the Rockland County Sanitary Code. RCI investigates all residential housing complaints, including allegations regarding single family dwellings, multiple dwellings, rental properties, and owner-occupied premises. Since its launch in 2015, RCI has assessed over $2 million in fines against property owners across Rockland and, unlike the Office of Buildings and Codes, has jurisdiction to respond and investigate complaints county-wide. “The property owners enabling these egregious conditions should be ashamed of themselves. I’m proud to see Director Markunas and RCI taking swift action on behalf of the families in the Village of Spring Valley,” said County Executive Ed Day.

BRIDGES Annual “In My Shoes” Gala will Celebrate the Arts; Event Scheduled for May 5th

By Jess Warren Have you ever wondered what it would be like to step into someone else’s shoes? One of Rockland’s very own non-for-profit organizations BRIDGES will be commemorating 35 years of providing services to people with disabilities at its annual “In My Shoes” event on Thursday, May 5th at the Crowne Plaza in Suffern at 6:00 PM. The purpose of BRIDGES is to empower people with disabilities in the community to live as independently as they can and to help remove barriers towards that independence. BRIDGES is one of 41 Independent Living Centers (ILC) operating in New York State under the auspices of New York State Education Department (NYSED). More than half of BRIDGE’s staff are people with disabilities. Throught their work with the progam the staff of BRIDGE’s has fostered an inclusive society for those with disabilities. “In My Shoes” is an event designed to expand that society ensure there is equal access to opportunities so people with disabilities can thrive in Rockland. In 2019, BRIDGES developed the idea of helping people understand what life is like with a disability by working with Nanuet High School students; for some participants that meant spending the day in a wheelchair, others walked around with blinders on, and some simulated life with a hearing impairment. The students said it positively changed their lives. They were able to step into the shoes of what a disabled person may encounter on a day-to-day basis. Ever since, they’ve been invited to additional schools and other facilities to have that important conversation. Carlos Martinez, the CEO/Executive Director at BRIDGES, said “It’s just about making an investment into BRIDGES and our mission. In asking us the questions and being engaged with us in how we prepare the community to be more accessible and more designed for the disabled community so that they don’t have to go through what they go through today in the future. We can do small things here in our communities to help improve accessibility.”

The event also honors people who have made a significant impact on our community. The 2022 honorees are Dr. Reji Mathew, Ph. D, LCSW, an Expressive Arts Therapist, Educator and Advocate, will receive the Atlantic Tomorrow’s Office Leadership Award; Jeffrey Friedberg MT-BAC, LCAT, from Music for Life Creative Arts Therapy will be honored with the Empowerment Award; and Garner Arts Center will receive the Access Award. Captain of Town of Haverstraw Police Department retires after 40 years of service

By County Executive Ed Day Like law enforcement and politics, parenting is often a thankless role. There is so much you’re doing for the good of your family day in and day out that nobody sees and, at times, is almost expected. It’s a lifelong responsibility with no manual, no training, and no compensation other than the joy of seeing your children learn and grow. There is no doubt the hardships and challenges that come with the charge are far greater for parents raising a child with special needs. This is exactly why back in 2019 I restored the county’s Office for People with Disabilities (OPWD). The charge of the OPWD is to advocate on behalf of people with disabilities and ensure they have access to all the rights and responsibilities they desire to exercise. The OPWD is an informational resource for people with disabilities by connecting families with available services, including with an upcoming event I’m proud to highlight called the Rockland Resource and Transition Fair. The County has held this fair for several years to offer support to students with special needs who are transitioning out of high school and into the world of work or other educational opportunities. As students leave high school, they experience a very big change. All during their school years they receive a variety of individualized services adjusted according to their needs. However, when they exit high school, they no longer receive those services automatically. They must know what to ask for and how to do so, which can be daunting for families and students who still need those services. This transition fair was created to bridge that gap and make the transition a little easier for families. Multiple community-based agencies along with some colleges and other programs that service these young individuals will be at the fair showing multiple pathways available following high school, such as recreation, advocacy, education, and employment training. The highly interactive event also includes presentations and break-out sessions. After hosting it virtually last year due to COVID, this year it will once again be in-person at the Palisades Mall on the 4 th floor by the ice-skating rink, April 28 th from 3-7 p.m. In Rockland, we do not feel any parent should have to bear these challenges alone and encourage all families to attend this fair and take advantage of the help being offering to navigate these difficult decisions with comfort and confidence.

The Town of Haverstraw Police Department announces the retirement of Captain Martin J. Lund after 40 years of service to the residents of the Town of Haverstraw. Captain Lund was hired as a part-time Police Officer by the Town of Haverstraw Police Department on April 12, 1982, and was made a full-time Police Officer in December of 1982. He served as the PBA president from 1993 to 1997. He was promoted to Patrol Sergeant in 1998 and was promoted to Patrol Lieutenant in 2003. In 2009 he was promoted to the Administrative Lieutenant and in 2018 he was promoted to Captain where he oversaw the Detective Bureau and the

Special Operations Unit. He was a member of the SOC for the Rockland County REACT team for 10 years and was a graduate of the FBI National Academy class # 225. In 2000, Captain Lund along with 4 other Officers from Haverstraw were awarded the New York State Governors Police Officer of the Year award for their heroism and bravery for rescuing residents from a fire at an apartment building. In retirement Captain Lund will spend time with his wife and his family. Good luck and all the best in retirement.

U.S. Supreme Court keeps cap on SALT By Joe Kuhn It looks like New Yorkers may have to wait three years before a controversial federal policy which raised taxes for many households across the state expires. On Monday, the Supreme Court refused to consider a lawsuit raised in conjunction by four states, including New York, which contested a cap placed on the amount of state and local taxes (SALT) that can be deducted from federal taxable income. The $10,000 limit on how much can be deducted, which was established in 2017 by the Trump administration, has faced criticism from several blue states, including New York, New Jersey, Connecticut, and Maryland, the fours states cooperating in the lawsuit. They argue that their residents have been disproportionately affected by the cap. "Congress’s taxing authority (as set forth in Article I, Section 8 and the Sixteenth Amendment) is confined by the structural requirements of federalism, which prevent the federal government from directly interfering with the States’ ability to generate revenue to sustain their operations," the states wrote in a March court filing. "The long history of federal income taxation demonstrates that Congress and the States equally understood that a deduction for all or nearly all state and local property and income taxes was constitutionally required to preserve state sovereign taxing authority." The courts disagree. In October of 2021 the U.S. Court of Appeals for the Second Circuit found that it was within Congress’s authority over tax policy to impose the so-called SALT cap. The appeals court maintained that the SALT cap, like any other law, may have different effects from place to place. “It is obviously true that members of Congress were aware that the SALT deduction cap would adversely affect some states more than others,” the Second Circuit wrote. “But the SALT deduction cap is not unlike the countless federal laws whose benefits and burdens are unevenly distributed across the country.” The Supreme Court’s flat refusal to continue deliberations on the matter has sparked outrage from state leaders who have vowed to continue to fighting for a removal of the cap. "Four years ago, former President Trump and a Republican controlled Congress launched an economic attack on New Yorkers,” railed NY Governor Kathy Hochul in response to the court’s decision. “Their tax plan handed major giveaways to big corporations, while raising taxes on middle-class families here in New York. Though I am disappointed in the U.S. Supreme Court's decision, I can't give up on fighting for New York families and the tax relief they deserve.” New York alone estimated that the SALT cap, which expires in 2025, will cost it’s residents a total of $121 billion in additional federal taxes.

What started out as an early morning brush fire damaged six cabins and burned several acres of woods at Baker Camp at Lake Sebago in Thiells on Saturday. Crews worked for hours on the fire that was called in around 6:15 a.m. as several brush fires erupted and cabins caught fire. Firefighters were challenged by the layout, lack of water supply, and a demand for more manpower. Some 50 members of the fire service operated at the incident. Assisting Thiells at the scene were firefighters from Hillburn, Tallman, Sloatsburg, Hillcrest, and New City.

Cardinal Timothy Dolan visits Rockland

Honoring those who serve or have served in the Armed Forces is something we all should do. We all know the reasons why. At some point they looked within themselves and decided that they would stand at the ready to defend our freedom and our very lives with their own. How can we as individuals or even as a town recognize their instinct to serve us and thank them for it? Here in Clarkstown, we have a program that gives people the chance to do just that and display it to the people who live, work or visit our town. Once again, I am proud to announce that our Military Tribute Banner program will continue. It provides residents or businesses the ability to honor our local veterans and those currently serving our nation in the United States Armed Forces. The banners will adorn the light posts in downtown Central Nyack, Congers, Nanuet, Valley Cottage and New City from Memorial Day to Veterans Day. Every banner honors a different veteran or active duty service member by displaying their photo, branch of service, and military service information. They are truly special. Each year, I enjoy meeting the proud children and spouses of veterans, and parents of the brave young men and women currently serving our nation today. Each family has heartfelt memories and stories of their loved one and their service. My staff and I have enjoyed meeting with all of them, putting together their banners, and learning about their loved ones over the years. I have received numerous emails and pictures from family members who surprised their loved ones by taking them to Main Street where their banners were hung. If you have a loved one who has served or is currently serving in the military, please consider honoring them with a banner. We would love to see this program continue to grow and I know that there are many more outstanding individuals we need to recognize in town. It’s Early, but for the Mets - The Buck Stops Here By John Jastremski It’s only two weeks into the 2022 baseball season, but the look, the feel and the vibe around the entire Mets franchise just feels different. Different in a good way. There’s a sense of energy, direction and just overall positive vibes across the board surrounding the team. Ownership makes a big difference, but it has a certain trickle down effect. One of the things I expected from Steve Cohen the minute he took over the Mets was to see him hire the best and brightest people to lead. It was a hallmark of Cohen’s Wall Street tenure and I figured it would follow into his next venture, the New York Mets. Cohen found the perfect caretaker for his franchise in Buck Showalter. I know a lot of the new school

folks love to make the argument that the manager doesn’t matter much, but take a look at the Mets. The Mets just flat out feel different under the guidance of Buck Showalter. The team is playing a cleaner, crisper brand of baseball. Yes, the Mets are getting some outstanding pitching to start off this year. However, the good feelings of the state of the franchise go well beyond that. Look at the Mets franchise player Francisco Lindor. A year ago, Lindor was a lost puppy. Between the rat/raccoon fiasco and joining forces with his buddy Javy Baez on the thumbs down charade, Lindor acted like

a player unaware of the gravity of playing in New York. Two weeks into the year, he looks like a different guy. Do I think Buck Showalter has had a significant impact on the way, Lindor has handled himself on and off the field? Absolutely. With Mickey Callaway and Luis Rojas, I had many moments wondering about the leadership and the direction of the Mets franchise due to the inexperience in the dugout. With the way the Mets are handling their business and performing on the field, it sure seems like the team has taken on the personality of their new manager. If that ends up being the case for 162 games, the Mets are in for one whale of a season. To lower drug prices, should progressives follow this billionaire? Opinion By Jeanette Contreras A new front recently opened in the battle to lower drug prices, and serial entrepreneur and investor Mark Cuban is leading the charge. His firm, the Mark Cuban Cost Plus Drug Company, is selling deeply discounted generic medicines directly to patients -- bypassing the insurance companies, pharmacy benefit managers, and other industry middlemen that currently pocket 51 cents of every dollar spent on pharmaceuticals. It’s a brilliant model that could deliver huge savings to everyone struggling with high drug prices, especially for minorities and those with a rare disease. Ironically, the brash billionaire’s business plan could serve as inspiration for progressive lawmakers in Congress who are trying to reform our country’s broken healthcare system. As a recent Commonwealth Fund report details, minority groups disproportionately suffer from a litany of health issues -- from higher maternal mortality to elevated rates of chronic conditions like diabetes and hypertension. There are several structural reasons for these inequities -- including unequal access to lifesaving medications. According to the Kaiser Family Foundation, minority groups are significantly less likely than whites

to have insurance. And a recent study found that nearly 50% of workingage people are inadequately insured -- meaning they’re often on the hook for high deductibles. Minorities also have lower participation rates in the special tax-advantaged savings accounts that make high-deductible health insurance plans feasible. This lack of access to high-quality health insurance is part of the reason that nearly one in four Americans finds it difficult to pay for medication. Insurers compound this problem by hiring middlemen known as pharmacy benefit managers, or PBMs, to negotiate with drug companies for bulk discounts on medicines. These PBMs take a cut of those discounts and share the rest with insurers. But they rarely, if ever, share the savings with patients at the pharmacy counter. Case in point: a new JAMA study revealed that as a generic hepatitis-B drug got significantly cheaper, PBMs and insurers pocketed the savings as they continued to charge patients on high-deductible plans an average of $133 per month -- a hefty level of cost-sharing that forced more than half of patients to abandon their prescribed course of treatment. Here’s where Mark Cuban’s disruptive model intervenes.

Since the Cost Plus Drug Company doesn’t work with insurers at all, it passes all negotiated savings directly to patients, with a flat 15% operations markup and a negligible pharmacy fee. The savings are gargantuan. Imatinib, a generic chemotherapy drug, retails for $2,502.50 -- but with Mark Cuban’s company? Just $17.10. And potassium chloride, prescribed to more than 4.5 million Americans, drops from $975.77 retail to just $3.57. In short, it’s a game-changer -- especially for the disadvantaged folks who might rely on pricey medications to survive, have inadequate insurance, or struggle to pay the bills. Congress can -- and should -- follow Cuban’s lead. After all, 83% of Americans say they want the government to lower drug prices. For progressives, following a billionaire’s playbook might sound strange. But Cuban’s business model is the intervention that consumers need at the pharmacy counter. Volunteers Wanted: Legislator Paul Orginzes Roadside Clean up for Earth day Rockland County Legislator Aney Paul will join with volunteers for a roadside cleanup along Route 59 on Saturday, April 23 from 9 am to 11 am. This will be the 27th such cleanup conducted by Legislator Paul since 2014. “It’s a busy stretch of road and unfortunately, some motorists are tossing trash out their car windows and onto the roadside – everything from fast food bags and cups to cigarette butts,” Legislator Paul said. “The garbage makes our community look terrible and it can pollute waterways and harm wildlife.” Back in 2014, Legislator Paul adopted the two-mile stretch of County Route 35A that runs between New Clarkstown Road in Nanuet and Route 59 in Spring Valley. While the main goal of the cleanups is to rid local streets of unsightly trash, the impact extends beyond making Rockland looking nicer. Debris left on roadsides is often washed by rain and melted snow into local waterways through storm drains or blown directly into streams and lakes. These waterways help supply drinking water and serve as habitat for aquatic, plant and wildlife. The cleanup is being held in celebration of Earth Day and is sponsored locally by Keep Rockland Beautiful as part of the Great American Cleanup program. Legislator Paul will provide volunteers with seeds, as well as perennial plants from her own garden. New volunteers are welcome and encouraged to join. Volunteer certificates will be given to those in need of community service hours. Meet at the Pascack Community Center parking lot at 87 New Clarkstown Road in Nanuet. CLARKSTOWN Elisabetta (Nina) Bartolotti, Congers, 85, passed away April 9, 2022. Daughter of the late Giuseppe and Caterina Bartolotti, Elisabetta was born June 18, 1936 in Maida, Italy. She immigrated to Congers and made it her home. Elisabetta was predeceased by her sisters Benedetta Bartolotti, Sister Caterina Bartolotti, and Frances Colistra (Vincent). She is survived by her brother Michael Bartolotti (Carol); her children Maria, Max (Patti), Joseph Martucci; many grandchildren Jessie, Tylor, Nicole, Devin, Megan and Joseph Martucci; great-grandchild Gabriella Martucci; and many nieces and nephews, Maria (Gerry), Anthony (Sally), Kevin (Angela), Catherine (John), and Elizabeth (Eddie). She was predeceased by her niece Michelle Bartolotti. Elisabetta was an active member of St. Paul’s/ St. Ann’s Parish in Congers and she walked there daily. She loved baking, cooking and planning for the holidays. She was a master at gardening, growing beautiful flowers, and enjoyed taking care of the chickens. Funeral Mass was a held April 13 at St. Paul’s/ St. Ann’s Church, Congers, with interment at Gethsemane Cemetery. Memorial donations may be made

to the Oratory Priests Retirement Fund at St. Paul’s Church in Congers. Dolores Mulligan, New City, 89, passed away April 11, 2022. Dolores “Delly” or “Del” was born November 12, 1932 in Yonkers, NY to the late Joseph A. and Louise (Dietrich) Cummings. She attended St. Joseph’s grammar school and Gorton High School. In 1951 Dolores married her dear departed husband James T. Mulligan. A few children and a few years later, they moved to New City where they raised six children. She worked at Orange and Rockland Utilities, retiring in 1991. Dolores is survived by her children James E. (Laura) Mulligan, Thomas B. Mulligan, MaryEllen Sutton, Matthew P. (Madeline) Mulligan, Kathleen (Kevin) Hamre, and Michael Mulligan; her brother Donald Cummings; 11 grandchildren, eight great-grandchildren, one great great grandchild, and many nieces, nephews, cousins and long time friends. In addition to her parents and her husband of 49 years, Dolores was predeceased by six brothers Joseph, Thomas W., Charles, Robert, Edward, and Eugene. Funeral Service was held April 14 at St. Augustine’s Church, New City, with interment at St. Anthony’s Cemetery, Nanuet.

Beloved wife of the late John “Jack” Maloney; loving mother of Anne Bondulich and John Maloney and his wife Kathy; grandmother of Jennifer (Joseph), Kellyanne (Patrick), John, Jack, Ryan and Allison; sister of Catherine Mikulsky, the late John Smyth, the late Bea Weinmann and husband Joseph Weinmann. Also survived by her son-in-law John Bondulich and brotherin-law Michael Maloney (late wife Joan), her nieces, nephews and cousins. Patricia was born July 16, 1935 in the Bronx. Patricia’s parents, Patrick and Rose (nee Ward), emigrated from Ireland, where they raised Patricia and her three siblings. In 1964 Patricia and her husband moved to Tappan to raise their family where they met many lifelong friends. She was a devout Catholic and a devoted parishioner of Our Lady of the Sacred Heart Church in Tappan. She and her husband Jack loved spending winters at their home at Tiffany Pines in Naples, FL. Funeral Mass was held April 18 at Our Lady of the Sacred Hearth Church, Tappan, with interment at Tappan Cemetery. It is with “profound sadness and with a broken heart” that the office of Rockland’s District Attorney announced the passing of Executive Assistant District Attorney Stephen Moore. Steve grew up in Rockland County and began his 30 plus year career at the Rockland County District Attorney’s Office on August 20, 1984 after graduating from Fordham University and Pace University Law School. During his time at the Rockland County District Attorney’s Office, Steve has fought and won many headline murder trials. In March he worked his last case, Executive ADA Moore assisted in securing the guilty conviction of a 2018 homicide in West Nyack. In the office, he will be remembered for his mentorship of young Assistant District Attorneys. Executive ADA Moore’s legacy will live on in all of the attorneys who were so lucky to have got the opportunity to work with him. Steve fought valiantly through a medical condition and sadly succumbed to his illness last night. Steve Moore was a father, a friend, a legal titan, and is someone this office will never forget. Our deepest condolences to the Moore family during this difficult time.

Thousands of young doctors recently learned where they'll be spending the next few years of their lives in residency. A significant number of them will be U.S. citizens who completed medical school abroad. This corps of internationally educated doctors has become increasingly important to the U.S. healthcare system -- and is tackling a disproportionate share of America's biggest healthcare challenges. The United States desperately needs doctors. According to the Association of American Medical Colleges, we could face a deficit of up to 124,000 physicians by 2034. The shortfall could cost as many as 7,000 lives a year. This looming doctor shortage is in part the product of an aging workforce. Two in five doctors practicing today will reach retirement age in the next 10 years. City dwellers and high-income patients might not feel the impact of the shortage. But the story is different in rural America. More than 130 hospitals in rural areas have closed since 2010. More than 4,200 rural communities are experiencing a shortage of health workers. Zip codes with disproportionate shares of racial and ethnic minorities also tend to lack adequate access to doctors. Black and Latino Americans are roughly twice as likely as their white peers to live in areas with few or no primary care providers. International medical graduates tend to be the ones who head to high-need communities like these. They account for more than two-thirds of doctors in areas of the United States with high

populations of ethnic and racial minorities. International medical graduates also gravitate to specialties in high demand. They account for more than half of doctors in geriatrics, where the shortage is yawning as the population ages. IMGs likewise account for outsized shares of the endocrinology, oncology, and cardiology workforces. Nearly one-third of psychiatrists are graduates of international medical schools. In the wake of the pandemic, the country will need many more of these mental health professionals to help people navigate the fallout. More than half of U.S. counties don't have a practicing psychiatrist. As of last year, about 122 million Americans -- more than a third of the population -- lived in areas with shortages of mental health professionals. Perhaps the most dangerous doctor shortage we face is in primary care. By 2034, the Association of American Medical Colleges projects that the United States will be short as many as 48,000 primary care docs. More than one thousand counties already lack enough primary care physicians to meet demand. International medical graduates are likely to be the ones to narrow that gap, too. Seventy percent of our medical graduates from St. George's University in Grenada go on to pursue careers in primary care, many of them in underserved areas. This year on Match Day, thousands of students from international medical schools moved a step closer to their future, shaping America's future in the process. The country needs these budding doctors to help alleviate the doctor shortage, no matter the specialty or zip code.

No appointment is needed. The shots are free; however, a $5 donation per animal will help defray our costs. Senator Elijah ReichlinMelnick Reports on Big Budget Wins for Local Communities Senator Elijah Reichlin-Melnick (D-Rockland/Westchester) touted the benefits that New York State’s 2022-2023 budget will bring to residents of Rockland and Westchester. “This budget will make life a little bit easier for people in Rockland and Westchester,” he said. “It provides record funding for public schools, pre-K, and childcare, makes a historic investment in combating climate change and protecting our environment, improves public safety, and cuts taxes for middle class and working families.” To communicate key budget items and share good news about many kitchen table issues like tax relief and childcare costs, the Senator recorded a video to help local residents understand how this budget will make a difference for them. The video is also available in Spanish. “With inflation rising, taxpayers need a break, and this budget delivers several different types of tax relief to middle class and working families,” Reichlin-Melnick said. The budget includes $2.2 billion to provide property tax relief to homeowners in the STAR and Enhanced STAR programs who earn under $250,000 a year, income tax cuts for families earning under $323,000 a year, and temporarily suspends state sales taxes on gas from June 1 through the end of the year, which will save drivers about $2-3 every time they fill their tank. Reichlin-Melnick, a former school teacher, noted that the budget includes an increase of $46 million in school aid to the districts he represents on both sides of the river. One of the biggest wins in last year’s state budget was establishing a plan to fully fund Foundation Aid for schools, and this year’s budget continues that commitment with an average increase in Foundation Aid funding of 25% for local school districts. Additionally, the budget keeps in place the 30% increase for local road repairs that was implemented last year. For communities in Senate District 38, that means New York State will be directing nearly $7 million to bolster local governments’ ability to improve road conditions without property tax increases: $4.7 Million Consolidated Local Street and Highway Improvement Program (CHIPS) $866 Thousand Extreme Weather Recovery Program $1.3 Million Pave NY The budget also authorizes record funding for environmental priorities, including a $400 million for the Environmental Protection Fund and a $1 million increase to the Hudson River Estuary Program which provides in-depth studies to help local governments in our area make smart and sustainable land-use decisions. However, voters will have to vote to approve the biggest investment in the environment. “The greatest long-term threat the world faces is from human-caused climate change,” said Senator Reichlin-Melnick.” I was proud to vote to authorize a $4.2 billion dollar bond act that will bring groundbreaking investments in the critical fight against climate change. So now it's up to you, the voters, to flip your ballot over in November to approve this bond!”

Your cats and ferrets must be on a leash or in a topopening container. New York State law requires that all dogs, cats, and domesticated ferrets be vaccinated against rabies by four months of age. Owners can be fined up to $250 if they fail to get their pets vaccinated and keep them up to date. All animal bites and animals suspected of having rabies must

Clarkstown Native named 2022 national ‘Major of the Year’ by SHAPE America Briana Scalisi ’22 has been chosen as a Major of the Year recipient by the SHAPE America Society of Health and Physical Educators. The award celebrates outstanding undergraduate students in the health, physical education, recreation, and dance professions. Scalisi, a double major in kinesiology and health and physical education at the University of Rhode Island, will be honored during the organization’s 136th National Convention & Expo, on April 26, 2022, in New Orleans, Louisiana. Scalisi was nominated for the award by Professor Furong Xu, coordinator of URI’s health and physical education program in URI’s School of Education. “Briana is one of our great students who is highly motivated and academically strong,” said Xu. A native of Clarkstown, New York, Scalisi will receive bachelor’s of science degrees in kinesiology and education at URI’s May 22 commencement exercises. Scalisi serves as vice president of URI’s Health and Physical Education Club, which creates a network for current, former, and future health and physical education students. Additionally, she is game supervisor for the Intramural Sports Program, and a peer resource. Since 2020, she has been an undergraduate teaching assistant for kinesiology and physical education courses. She student taught dur-

ing the 2022 Spring semester at Frenchtown Elementary School in East Greenwich, and the Alan Shawn Feinstein Middle School in Coventry, R.I. “Receiving this award from SHAPE America is a great honor and I am proud of the hard work and dedication that I have put towards my health and physical education degree during my time at the University of Rhode Island,” said Scalisi. “I look forward to the future as I plan to continue my education in order to grow as an educator.” SHAPE America-Society of Health and Physical Educators is the nation’s largest membership organization of health and physical education professionals. Bach to Rock will be there with their Instrument Petting Zoo. The Pantry - Here you can touch, taste, and see locally sourced produce and enjoy food and beverages from local vendors. We will also have a cooking demonstration from Executive Chef Jack Kiggns who will talk you through how to source local grown food and avoid waste when cooking. Penguin Rep Theatre, the Stony Point-based nonprofit professional theatre, launches its 2022 mainstage season with I AND YOU by Lauren Gunderson, one of the country’s most widely produced authors for the stage, starting Friday, April 29, artistic director Joe Brancato announced today. “I AND YOU is an inspiring work about youth, life, love, and the mystery of human connectedness,” Mr. Brancato says. “We are excited to have the play kick off Penguin’s mainstage season, which this year is comprised of four fully staged productions that share stories that uplift and entertain.” According to executive director Andrew M. Horn, the production will follow Penguin’s pre-season special events – the wellreceived world premieres of SMALL and FAR FROM THE HOME I LOVE – and marks the return of “the Penguin Rep Theatre experience --- new works in the inviting environs of our repurposed barn in Stony Point, New York – and brings it into a new, more accessible chapter with lower ticket prices.” In I AND YOU, the last thing Caroline wanted was a classmate named Anthony walking into her life to work on a school project. But as the two let down their guards and share their secrets, they embark on a journey of exploration that will leave audiences breathless. Author Lauren Gunderson has been one of the most produced playwrights in America since 2015. She is a two-time winner of the Steinberg/ATCA New Play Award for I AND YOU and THE BOOK OF WILL, the winner of the Lanford Wilson Award and the Otis Guernsey New Voices Award, and a finalist for the Susan Smith Blackburn Prize and John Gassner Award for Playwriting.
