CHINESE INVASION

In the first half of last year, China's investment in Brazil topped $20 billion, more than 10 times all of China's previous investments in the country. That makes China Brazil's No. 1 investor for 2010, compared with 29th in 2009. "They do not want to be perceived as just natural-resource eaters," said Eike Batista, the Brazilian billionaire behind the port project and one of the world's richest men. "To them, it's common sense."

Dollar Diplomacy Chinese-style Along the golden sands that grace the Atlantic coastline 175 miles north of Rio de Janeiro, China is forging a new economic reality. Just past a port where workers are building a twomile-long pier to accommodate huge vessels known as Chinamaxes that will transport iron ore for China's ravenous steel industry, past berths for tankers to lug oil to Beijing, a city of factories is sprouting on an island almost twice the size of Manhattan. Many of the structures will be built with Chinese investment: a steel mill, a shipyard, an automobile plant, a factory to manufacture oil and gas equipment. The port project recalls the China of the past decade: a worldwide effort to extract resources for use in the country's vast manufacturing sector. But the factory city represents something new: an aggressive push to invest in industries overseas to bolster the country's image and political influence. The investments in Brazil reflect China's "going out" strategy, which seeks to guarantee natural resources for development purposes and to shield the country's state-owned enterprises from slower growth at home. Flush with more than $2 trillion in foreign exchange reserves, China has directed its state firms to scour the globe for opportunities. As it does so, China is playing by its own rules, giving its firms an edge over U.S. and other multinational companies bound by internationally mandated restrictions intended to promote fair competition. In addition, Brazil and other developing countries, which once saw China as an ally, are now realizing that Chinese companies are competing on their own turf for resources and market share. Li Jianqiang, who runs China Shipping's operations in South America, sees big opportunities. "Brazil used to look to the U.S. and Europe, but then one day they discovered us and they realized how far behind they were. Money talks, and we understand that. If you have money, people respect you, and then you will have political power." Chinese firms have bought stakes in Brazil's electrical grid; they are building steel mills, car plants and a telecommunications infrastructure in that country. Chinese grain companies are negotiating to buy huge tracts -- some larger than 600,000 acres -- of Brazilian outback to plant soybeans. Chinese firms have the inside track on landing a huge highspeed-rail contract. They want to help realize Brazil's gargantuan

plans -- estimated at more than $250 billion -- to tap its offshore oil reserves.

China's 'special tools' 'New colonialists' is how we refer to China now," said Roberto Giannetti da Fonseca, who represents manufacturers in Latin America's industrial heartland of Sao Paulo. Roberto Abdeneur was one of the Brazilians who built his country's relations with China. He was an ambassador to Beijing in the 1980s. But as the relationship deepened, Abdeneur began to see China as more of a challenge to Brazil than an opportunity. As Brazil's ambassador to the United States four years ago, Abdeneur noticed that the United States, too, was beginning to worry about China, but in a different way. "In Washington, you are fixated on China's potential ideological penetration of Latin America or focus on whether China is training this army or that. But that's a smoke screen," Abdeneur said. "The Chinese are playing on a different chessboard. The competition is commercial. You simply cannot compete because of the very special tools China has." Among those tools is the way China cuts deals -- in Latin America and elsewhere. China is a master at low-ball financing, fashioning loans of billions of dollars at tiny interest rates that can stretch beyond 20 years. Financing, a seemingly arcane matter, can often account for 40 percent of the cost of a project. "Given the size of the Chinese banks, they have the muscles to support a major expansion of Chinese companies abroad," said Otávio Lazcano, chief executive of LLX, the firm running the $25 billion port project. "China is the microcosm for the future of Brazil, all the good and bad. And like the rest of the world, Brazil is trying to fashion a response.

Brazil's new plan to Toyota to cut work beat poverty at Brazil plant

Brazil just launched a new, multibillion-dollar program to aid the 16 million Brazilians still living in extreme poverty. The program is the latest in an effort across Latin America to stamp out poverty. In the past decade, Brazil has been touted for lifting 25 million people out of poverty, thanks to macroeconomic stability, high commodities prices, and a much hailed social program called Bolsa Familia that gives monthly cash to families that adhere to conditions such as keeping kids in classrooms. But as the nation continues to rise – it became majority middle class in 2008, according to the Rio-based Getúlio Vargas Foundation – leaders say they are determined to do more, arguing that packed homes and uncloaked children have no place in today's economic landscape. Now Brazil has launched another multibillion-dollar antipoverty plan, called Brazil Without Misery, to reach the remaining 16 million Brazilians still living in extreme poverty. Expanding upon Bolsa Familia, it will increase cash transfers, improve public services, and create new job opportunities for the poor. Brazil's new President Dilma Rousseff, who took office in January, says her aim is to eliminate extreme poverty within four years.

Petrobras finds offshore oil, gas fields Oil giant Petrobras said it found two new offshore oil and gas fields in a deepwater area in the Espirito Santo basin, some 115 km off the coast of southeast Brazil. The reserves are at a depth of 1,900 meters in the Pe-de-moleque and Quindim wells, the state-controlled company said. Other reserves were discovered a few weeks ago in the Brigadeiro well in the same block, where Petrobras holds a 65 percent stake, Shell has a 20 percent interest and Inpex Petroleo Santos has a 15 percent stake. The wells are located 115 km from Vitoria, the capital of the southeastern state of Espirito Santo, Petrobras said, without specifying their production potential. Located in a roughly 160,000 sq. km offshore area, the fields are estimated to contain roughly 80 billion barrels of oil equivalent and could potentially transform Brazil into a major crude exporter. Accessing them, however, will be extremely costly and will pose an enormous technical challenge because they are located at depths of up to 7,000 meters.

Brazil pushes for UN Security Council reforms

The foreign ministers of Brazil and Japan say more than 100 nations are supporting a proposal to expand the United Nations Security Council. Brazilian Foreign Minister Antonio Patriota says a reform proposal making the rounds at the U.N. shows a desire for change in the world body. It does not detail how the change would take place. Japan and Brazil are working with Germany and India for all four to get permanent seats on the Security Council, joining the U.S., China, Russia, Britain and France. There is widespread agreement at the U.N. that the council should be reformed. But the 192-member General Assembly has been unable for three decades to agree on how. Patriota and Japan's foreign minister met in Brazil on last Thursday

Toyota, the world's biggest automaker, said it will temporarily halt work at factories in Brazil and Argentina due to the lack of parts from Japan after the massive March quake and tsunami. "Toyota Mercosur is temporarily closing its production plants in Indaiatuba (Brazil) and Zarate (Argentina) due to a lack of parts supplied by Japan after the earthquake and tsunami that hit the country on March 11, 2011," read a statement from the division's website datelined Sao Paulo. The Brazilian plant, which manufactures Toyota Corolla sedans, will stop production for a day on Friday. The Zarate plant, where workers make Hilux trucks and SW4 sports utility vehicles, will grow silent July 20-22 and for a half day on July 15. The work stoppages "will not affect the level of employment at the factories," Toyota assured, saying construction of a new plant in Brazil and plans to expand production capacity at the Zarate factory were still on track. Toyota, which had temporarily stopped production in Brazil and Argentina after the quake, said that operations in both countries "will return to their normal levels" after July. Production, both in Japan and globally, fell sharply for Toyota in the wake of the disasters that hit its home country due to damage to parts manufacturers with factories in Northeast Asia, the region worst hit by the Pacific earthquake and tsunami. The company has said it expects to recover normal production levels in late November or December. The 9.0-magnitude earthquake and the resulting tsunami left 23,000 dead or missing, destroyed entire towns and crippled electricity-generating facilities, including a nuclear plant at the center of an ongoing emergency. In the power and parts shortages that followed, automakers and other Japanese firms announced production disruptions domestically and overseas, temporarily slowing output or shutting plants.

Brazil's transport Brazilian Congress to limit powers of minister quits FIFA, IOC

Brazil's transport minister has resigned over a corruption scandal in his ministry. Alfredo Nascimento stepped down after a magazine alleged staff at his ministry were skimming off money from federal infrastructure contracts. Mr Nascimento denies any wrongdoing, and says he will co-operate with any investigation. He is the second member of President Dilma Rousseff's cabinet to resign over corruption claims in the past month. Her chief of staff, Antonio Palocci, resigned after press reports questioned his rapid accumulation of wealth. He's also denied wrongdoing. Mr Nascimento's resignation comes four days after a report in the Brazilian news magazine, Veja, accused four of his staff of charging apparently irregular commissions on state contracts. The four were sacked from their jobs earlier this week. The transport ministry released a statement on its website, declaring Mr Nascimento had himself requested that the authorities investigate the claims. It said he had "decided to send a request to the Attorney General's office asking for it to open an inquiry" as he was determined to collaborate "spontaneously" in order to "clarify suspicions raised concerning the performance of the Transport Ministry". It went on to say that he had authorised investigators to access his confidential banking and financial data. This affair is not the only one to have involved people close to Mr Nascimento in recent days. Another newspaper, O Globo, has questioned the apparent speed with which a construction company belonging to Mr Nascimento's son grew in a short space of time. Construction is big business in Brazil at the moment. Analysts say that the country has been trying to upgrade its transport network, so that it doesn't hold back a booming economy. And Brazil's transport ministry is currently handling multi-billion-dollar projects for infrastructure development, many linked to the upcoming 2014 football World Cup and the 2016 Rio Olympics.

Brazilian lawmakers plan to limit the powers of FIFA and IOC over projects related to the 2014 World Cup and 2016 Olympics. In legislation aimed at reducing the bureaucracy for infrastructure work for both events, a clause was removed that allowed FIFA and the International Olympic Committee to request project changes without cost limits to the Brazilian government. It was approved late last Tuesday by the lower house of Congress. The bill also added an element of transparency after critics had complained that details on future bidding processes did not have to be made available to the public. The bill, an addition to the current law on bidding processes, will go before the Senate, which is likely to approve it. Brazilian President Dilma Rousseff has said she will immediately sign it into law. "The goal was to make the text more clear, to show that no superpowers were given to an international body," Brazil Sports Minister Orlando Silva said on his radio program on last Wednesday. "But Brazil will fulfill all requirements made by FIFA and will abide to their recommendations." There had been widespread criticism after the legislation was initially approved by the lower house a few weeks ago, with local media and watchdog groups saying the changes could open the door for misuse of public money and overspending. Supporters argued that without the measure it would be difficult to finish all the work in time for the World Cup and the Olympics because the bidding law was inefficient in several areas, especially when considering the challenges of hosting the world's top sporting events. The new text guarantees that

the bidding processes will be properly monitored and that all details will be open to the public. "The changes were made so there is no doubt that there won't be any restrictions," Silva said. "The restrictions are only for the companies involved in the bidding." The bill is intended to reduce the time needed to set up and conclude bidding processes, eliminating some of its stages and some requirements necessary for approval. The measure also approved the creation of an aviation secretariat to oversee the country's civil aviation agency and the nation's airport authority. Government officials have acknowledged that the lack of adequate airport infrastructure is one of the biggest challenges Brazil is facing ahead of the World Cup and the Rio Olympics. Stadium construction is also a problem, but Silva said the government is engaged with the host cities to try to expedite work. The minister urged Sao Paulo legislators to quickly approve a tax break that would help fund the stadium in South America's biggest city. Sao Paulo wants to host the World Cup's opening match but hasn't started building its venue. "There is no plan B for Sao Paulo," Silva said. "The city is running the risk of delivering the stadium only in 2014, which is complicated." Sao Paulo has already been ruled out of the Confederations Cup in 2013, along with the northeastern city of Natal. Brazil is hosting the World Cup for the first time since 1950, and the games in Rio will be the first in South America. Also last Tuesday, Rio mayor Eduardo Paes made official the creation of the Olympic Municipal Company, which will handle the projects related to the 2016 Games.

Brazil cuts prison time for studies Brazil is cutting prison terms for inmates who hit the books behind bars. A law published last Thursday in the official gazette says prisoners will get one day knocked off their sentences for every 12 hours in the classroom. The law benefits convicted inmates taking elementary school to college level courses, as well as those taking professional trade and requalification courses. Brazil's prisons have allowed classes for years, taught by teachers from the public school system or hired by each state's prison system. Justice Ministry spokesman Marcos Vinicius said it applies to all inmates regardless of the crime they have committed. The law also cuts prison sentences by one day for every three inmates that work behind bars or in work-release programs. He said he did not know if similar programs exist elsewhere. A survey conducted by the Justice Ministry in 2010 showed that of the country's nearly 500,000 inmates, just 40,000 were taking classes, most of them at the elementary school level.

Brazil offers Chavez cancer treatment The Brazilian Foreign Ministry says Venezuelan President Hugo Chavez would be welcome to continue his cancer treatment in Brazil. A ministry spokesman says Foreign Minister Antonio Patriota made the informal invitation to Venezuelan counterpart Nicolas Maduro in a conversation held in Caracas during last Tuesday's celebrations marking Venezuela's independence day. The spokesman released the information on condition of anonymity, citing internal regulations. The spokesman said last Wednesday that Maduro's only reaction was to thank the minister for the invitation. Chavez has said he had a cancerous tumor removed on June 20 in Cuba. Maduro has said the tumor was extracted from the same part of the pelvic region where Chavez had an abscess removed nine days earlier.

Poll: Peru wants Humala to govern like Lula A recent poll finds far more Peruvians want President-elect Ollanta Humala to govern like the center-left ex-president of Brazil rather than leftist Venezuelan President Hugo Chavez. The poll by the firm Ipsos-Apoyo says 61 percent of Peruvians prefer Humala model his government after ex-Brazilian President Luiz Inacio Lula da Silva. Only 11 percent said Humala's government should resemble that of Chavez, while 28 percent didn't specify. The poll also found Peruvians identify corruption, public safety, drug trafficking and terrorism as the top concerns Humala should address. Humala had allied himself with Chavez during his failed 2006 run for the presidency but portrayed himself as closer to Silva during his June 5 triumph at the polls.

Brazil attempts to curb strength of currency Brazil's finance minister says he's taking further measures to slow down the appreciation of the country's currency. Finance Minister Guido Mantega talked to reporters last Tuesday after an investor conference in London. Last week the Brazilian real hit its highest mark against the dollar in 12 years. Mantega didn't give details about what measures he would take or their timeline, but said there are tools available to curb the growing value of the real. Last year, Mantega doubled the tax on foreign investments and made big purchases of U.S. dollars in an effort to weaken Brazilian currency. The minister also said the economy was on track to beat the central bank's forecast of 4 percent growth by half a percentage point.

Thank you and goodbye, says News of the World “Thank you & goodbye", says the last edition of the News of the World that was published on Sunday. The 168-year-old tabloid shut down following a phone-hacking scandal. Editor Colin Myler led out the more than 200 staff from the newspaper building in Wapping, east London, late Saturday. "This is not where we want to be and not where we deserve to be," Myler was quoted. Myler held up the 8,674th and final edition of the newspaper outside the office, and said: "As a final tribute to seven-and-a-half million readers, this is for you - and for the staff, thank you." "Now, in the best traditions of Fleet Street, we are going to the pub," he added. The tabloid is accused of hacking into phones of crime victims, celebrities and politicians. Police have identified 4,000 possible targets. In January 2007, royal editor Clive Goodman and private investigator Glenn Mulcaire were both jailed for plotting to intercept voicemail messages. The newspaper also offered an apology in a full-

page editorial. "Quite simply, we lost our way," it said. "We praised high standards, we demanded high standards but, as we are now only too painfully aware, for a period of a few years up to 2006 some who worked for us, or in our name, fell shamefully short of those standards." "Phones were hacked, and for that this newspaper is truly sorry. There is no justification for this appalling wrongdoing. No justification for the pain caused to victims, nor for the deep stain it has left on a great history." "Yet when this outrage has been atoned, we hope history will eventually judge us on all our years," the editorial said. The newspaper doubled Sunday's print to five million, with money from the sales to be donated to four charities. Former editor Andy Coulson - also a former aide of Prime Minister David Cameron - was arrested Friday over the allegations of phone hacking.

Brits spend £7.7 billion on maintaining gardens Gardeners spend an average of £297 a year each on the upkeep of their gardens, new research reveals, amounting to a total spend of £7.7 billion. Each green fingered Brit spends about £73 on plants and flowers a year, £71 on landscaping, £70 on general maintenance and £82 on new garden furniture. The items Brits spend the most money on is things like garden furniture – although the British garden shed is the most expensive item – present in 53 percent of gardens and costing on average £1,340, a research showed. “It may be a cliché to say the British are obsessed with their lawns but the presence and maintenance of a garden can often make or break the decision to buy or rent a property,” said Nicholas Leeming, zoopla business development director. A greenhouse is the second most expensive item Brits keep in their gardens, as 13 percent

do, on average costing £1,310, while a BBQ comes in third, featuring in 40 percent of gardens and costing an average £512. “Even in the current economic climate we tend to buck the trend as people still want to spend money on their outdoor living space,” added Julian Tatlock, RHS gold medal winner. Two thirds of Brits even admit to being inspired by TV gardeners Alan Titchmarsh and Diamuid Gavin. With just three percent of the nation paying a regular garden to keep their outside space looking nice, while six percent admit to having used a landscape designer, paying on average £3,904 for their services. The survey also revealed, while 72 percent of us currently have a garden; a garden is very important when it comes to viewing new properties with 96 percent saying this.

Hiring slowed significantly in June Hiring slowed significantly in June. Employers added only 18,000 net jobs, the fewest in nine months. The unemployment rate rose to 9.2 percent, the highest this year, the Labor Department said last Friday. The tiny job gain shocked economists, who expected hiring to pick up from its dismal showing of 25,000 in May. The slow pace of hiring raises doubts that the economy will improve in the second half of this year after stumbling in the spring.

Now, a database of Tribute to Brit soldier weirdest Brit words killed in Afghanistan

Heard of bobowler, baffies, bishybarnabee, tittermatorter? Well, these are some of the weirdest words used in Britain. For the first time, the British Library is keeping track of the nation's regional words and has developed a word bank of around 4,000 entries. The words were submitted by visitors to the British Library in central London or to a series of events at provincial libraries as part of its Evolving English exhibition. According to experts, many local dialects died off in recent decades, squeezed out by the increasing standardisation of the language thanks to population mobility as well as the influence of television and radio. But they added that the sheer range of bizarre and impenetrable words submitted by the public shows there remains plenty of life in regional forms of speech. While there is plenty of historical evidence for some phrases, others are more recent, such as the Grimsby term for chewing gum, 'spoggy'. Alongside the terms are entire phrases - for example, someone from Newark in Nottinghamshire might say 'Man de don't know what the buer is rockerin'. That translates as 'I don't know what the woman is on about', using 'buer' or 'bewer' for woman, and 'rocker', meaning to speak or

understand. The completed word bank will interest anyone from actors wanting to perfect regional roles to foreign call centre workers looking to understand local British dialects. Jonnie Robinson, curator of sociolinguistics and education at the Library, said regional language retained plenty of vitality. "Social and geographic mobility nowadays means that people draw on a variety of terms and their default term is likely the mainstream standard term,' he said. "But people can still draw on terms from their local dialects," he added. Some of Britain's obscure words compiled by the library: Baffies -- slippers (east coast of Scotland), Bishybarnabee -- ladybird (Norfolk), Bobowler -- large moth (Birmingham), Deff -- to ignore, split up, pack in, avoid (Birmingham), Dodderman -- snail (Norfolk/Suffolk), Gopping -- unattractive ( Manchester), Guddle -- to rummage about (Northumberland and parts of Scotland), Gurtlush -- the best ( Bristol), On the box -- off sick from work (Black Country), Ronking -smelly, disgusting (Black Country), Tittermatorter -- seesaw (Norfolk), Tranklements -- ornaments (Black Country) Now, linguists will study their origins, how they relate to other words and how widely spread their use is.

London 'most exciting European city' Those stuck in traffic jams or held up on the Tube might not believe it, but London is the easiest city in Europe to get around, according to a survey of travellers. The UK capital was also voted the most exciting European city as well as the most overpriced, a poll by the TripAdvisor company found. In contrast, Birmingham was voted the most boring European city as well as the least romantic. The results were based on responses from 3,523 European travellers, including 778 Britons, and found that among European cities, Istanbul is the hardest to get around, while Paris has the rudest cab divers and Rome the friendliest ones. TripAdvisor spokeswoman Emma O'Boyle said: "It's encouraging for everyone involved in London's tourism industry that, despite the concerns around cost, the city is regarded by European travellers as a vibrant and accessible destination. "Undoubtedly the buzz around next year's Olympics has contributed to London being crowned Europe's most exciting city, and we fully expect this momentum to continue into 2012 and beyond." However exciting London may have been labelled, though, the responses also showed that it was second only to Paris in the city with the least friendly locals. And Paris once again pipped its English counterpart, this time to the head of the list of the most overrated cities, while Lisbon was voted the most underrated. Venice is the most romantic, and Stockholm is the safest, while Athens was rated the dirtiest and Zurich the cleanest.

Colleagues and family of a British serviceman who was found dead in Afghanistan with gunshot wounds after going missing from a checkpoint have paid tribute to a "dear son" and "brave soldier" . "We are deeply saddened by the news that our dear son was killed," the family of Scott McLaren said in a statement on last Tuesday. "We were extremely proud of Scott," the statement added. "His family and friends, will miss him dreadfully. We will always be thinking of him." The 21-year-old soldier's mysterious death in Helmand province, for which the Taliban claimed responsibility, forced visiting Prime Minister David Cameron to abandon a trip to the provincial capital Lashkar Gar. The soldier, from Edinburgh, was part of The Highlanders, 4th Battalion The Royal Regiment of

Scotland. "Highlander McLaren was the perfect example of what makes a Scottish soldier great," said his commanding officer Captain Callum MacLeod. "The Multiple has been robbed of a friend, and the Battalion of a talent that was only just beginning to shine," he added. McLaren went missing from a checkpoint in the early hours of last Monday and the defence ministry in London later announced that his body had been found with gunshot wounds. Defence Secretary Liam Fox said he was "deeply saddened" by the death of the "brave and well liked soldier". The top Afghan commander for the province, Sayed Maluk, said McLaren was found dead in a stream that ran through his military base, after apparently drowning, and his body was later shot by insurgents. "According to the information I was given, he was swimming inside his base in a stream that runs through it. The flow of water was very fast and he drowned and his body was carried out of the base," said the commander of 215 Corps in Helmand. "When the Taliban saw the body of a British soldier in the stream they shot his dead body," he claimed. The Taliban claimed that its fighters kidnapped and killed a British soldier in Helmand, but the militia is known to routinely exaggerate its claims.

Potter fans camp out for glimpse of stars

BSkyB deal could collapse in wake of phone-hacking scandal

Hundreds of Harry Potter fans camped out for days in London's Trafalgar Square to secure a prime spot at last Thursday's world premiere of the final film in the epic series. Sheltering from the traditional British summer rain, the hardcore fans were protecting their movie character costumes under tents, umbrellas and ponchos ahead of the red carpet event for "Harry Potter and the Deathly Hallows -- Part 2". Many of the campers are teenagers who have grown up with the books by J. K. Rowling and the films, chronicling the adventures of boy wizard Potter and his friends through their years at the Hogwarts School of Witchcraft and Wizardry. Some of the fans were dressed in sorcerer's capes, while others waved magic wands or improvised placards. "We thought we'd try to come early to get as good a spot as we could," said one young Londoner sheltering beneath an umbrella, near the Nelson Monument which dominates the famous square. Nearby, another young girl fixed her hat firmly on her head to stop the wind blowing it off. "I've been a fan of Harry Potter since I was eight years old and now I'm 19 so it's been something that I always wanted to do and this is the very last movie so it's probably the last chance you'll ever get to actually meet the stars. I'm really excited and this is fun because I've never done this before but I'm also kind of mad at the rain right now because we're all soaked," she said. The film was screened at three cinemas in nearby Leicester Square, the home of British movie premieres, but this time all stops were pulled out, with the red carpet extending down to Trafalgar Square. Guests were transported between the squares through a mock-up of the magical Diagon Alley, a fictional London street in the films. In spite of the downpour, the fans were still anxious to see their favourite stars Daniel Radcliffe (Potter), Emma Watson (Hermione Granger) and Rupert Grint (Ron Weasley) hit the red carpet on last Thursday evening. The movie is the eighth based on the seven books. The final novel has been split into two films, with "Part 2" focusing on the epic final showdown between Potter and his enemy Lord Voldemort. The film goes on general release in Britain and the United States on July 15.

Rupert Murdoch's plan to take full control of BSkyB has been scuppered by the political fallout from the News of the World phone-hacking scandal, reports said. Investors piled out of BskyB shares after the prime minister promised an independent inquiry into what went wrong at the newspaper. Sam Hart, media analyst at broker Charles Stanley said: "Murdoch's plan to bid for the satellite operator has been kicked into touch. "Shareholders are discounting the possibility that this bid won't happen for the foreseeable future. Some people wonder if it will happen at all. It could take years before the various inquiries have wound up, so the deal has been pushed much further back than anyone would have guessed a week ago." Several institutional investors agreed with Hart that the prospect of a deal happening anytime soon was fading. One said: "As things stand, it would be inconceivable for such a deal to receive political clearance. There would be a huge uproar." BSkyB's shares were down around 5% at 776p on last Friday morning after culture secretary Jeremy Hunt admitted the volume of responses to a public consultation meant the decision about whether to allow a Murdoch takeover would take "some time". His view was echoed by Cameron at a morning press conference. Hunt said all factors would be taken into account, "including whether the announcement regarding the News of the World's closure has any impact on the question of media plurality". News Corporation where Murdoch is chairman, said over a year ago it wanted to buy the 61% of BSkyB it did not own, but its putative offer of 700p a share was turned down by the satellite company's independent directors. Hart said: "Without a bid, BSkyB's shares could fall to around 725p, which I believe is what they are roughly worth in the absence of a bid by Murdoch. “Don't forget the fundamentals are strong, with BSkyB profits for the year to 30 June 2011 expected to rise from £779m to £970m." Brokers said it would be a blow if Murdoch cannot take control of BSkyB, which is viewed as a "cash machine" that is worth far more than the soon-to-be defunct NoW.

The Brazilian Post

Hello Beloved readers, This week I bring the saucy celebrity world to you. Natalie Portman revealed her baby's name and Pink explained her first daugther's name. Following on Pink's vegetarian steps, Adele is turning vegetarian and pro animal liberation. WOHO! And much much more for you, babes. Keep me informed about what you think about your favourite section on carla@brazilianpost.co.uk and come with me!

Adele turns vegetarian Our girl Adele is about to adopt a vegetarian lifestyle. And this is so amazing! The soul singing diva is shunning all meat products to become healthier but also because she feels bad for her pet dog every time she eats meat. She said: "I'm trying to be veggie (vegetarian). For what I want to do next year I have to be really healthy and stuff like that. I can find another way of getting all the stuff out of meat you need. I hate that tofu stuff though. It's rank. Whenever I'm about to eat meat I always see my little dog's eyes." AWW! What a sweetheart! She is an inspiration to us all, isn't she?!

Natalie Portman's

baby's name: Aleph Millepied

She's managed to stay out of the spotlight since giving birth back in June, but Natalie Portman's baby's name has finally been announced. A source said that the “No Strings Attached” star and fiancé, Benjamin Millepied, decided to call their baby boy Aleph Millepied. As for the decision of the name, Aleph happens to be the first letter of the Hebrew alphabet while also standing for the number 1 in Hebrew - with the alternative spelling being "alef." The name also represents the “oneness of God” and the element of air.

Pete Doherty's early freedom from prison Living the rockstar life just got a little easier for Pete Doherty. The Babyshambles rocker and former Libertines star was released from prison after only three months in a sixmonth sentence for cocaine possession. This last Tuesday, a statement was issued on the Brit rocker's website, saying: “On this bright sunny morning Peter was released from prison and thanks everyone for their valued support whilst inside.” Unfortunately, this isn't the end of Pete's legal woes. German authorities intend to press charges against him over an alleged careless intoxication burglary back in March which could lead to a five-year sentence. Uh oh! Better go into drug rehab or do something quick to sway the judge, boy!

Racism? Serena Williams wonders about Wimbledon court placing Both Serena and Venus Williams are consistently placed on Court 2 during Wimbledon, despite having won 9 of the last 11 singles championships between the two of them. "They like to put us on Court 2 — me and Venus — for whatever reason. I haven't figured it out yet. Maybe one day we'll figure it out…I don't really think about it. I don't make it a big issue. I think at some point, maybe I should." Everyone else wondering why, has been coming up with some interesting reasons — including both racism and sexism. But the tournament's spokesperson denies those allegations: Tournament spokesperson Johnny Perkins said the sisters' placement was "not deliberate," noting broadcast considerations and ticket sales as considerable factors for scheduling. You'd think that 9 out of 11 would bring ticket sales, yeah? Honestly, we're beginning to wonder why too. We're not going to be so hasty as to jump to the darkest of conclusions yet, but, it's becoming so frequent that it can't be a coincidence!

What age is Suri BTW? I keep forgetting that she is still a kid for some reason... [sic] It's being reported that Suri Cruise has decided to take after her Mom and Dad and pursue a career in acting. Apparently, Suri decided she wanted to do this all on her own, with no outside guidance from either Tom or Katie. Yeah, right! HA! But she is been picking out her own clothes since she was 6 months old, it seems logical she picked a career at the age of 5. As it turns out, according to sources, Papa Tom already has a role lined up for his darling daughter - a cameo in his upcoming movie musical, Rock of Ages. Her alleged role hasn't been revealed yet, but we're assuming that it has been written with her in mind. But the only problem is that there ain't no babies in the show!

Even with all the work that needs to be done on her network, Oprah is still finding new ways to be an inspiration to us all!!! This fall, Oprah Winfrey will teach a high school course called 'It's Life 101' to girls at a school she opened in South Africa. Here's what she had to say about her future students, whom she just visited during a trip: "They were all stressed for tests, but doing fine. No major crisis this trip. I love being with them and talking to them about all things important. When I'm there I'm talking from the time I get up till I go to bed, about EVERYTHING teenage girls are going through. It's the same all over the world." More from Oprah on how she feels about teaching the class: "Should be fun since I love to teach. And they're like sponges. Like 12th graders everywhere, this first class is both anxious and excited about going to college. Most will be the first in their family. So it's a very big deal for them, and they're feeling the pressure.” Sounds like it will be an amazing experience!

Showing support for her "Femme Fatale" tourmate, Britney Spears has reached out to Nicki Minaj following the death of her cousin. "Please keep @NickiMinaj & her family in your prayers...keep up the amazing love and support you guys have for her," the "I Wanna Go" singer tweeted last Tuesday. After learning that her cousin, Nicholas Telemaque, had been shot and killed near his home in Brooklyn during the early hours of July 4th, Minaj took to the social networking site, writing, "My precious cousin. My Baby. Killed last nite." A relative of Minaj's cousin, Carol Clarke, said that the hip hop star is deeply hurt by the loss but is trying hard to support her family during this difficult time. "Nicki is absolutely devastated, as are all our family — she was very close to her cousin, but now he has gone," Clark said, adding, "She has reached out to Nicholas' mom, Victoria, to offer her words of comfort but she is too distraught." Authorities say 27-year-old Telemaque, who had just left C-PAC nightclub, was found with multiple gunshot wounds before being taken to Kings County Hospital, where he was pronounced dead on arrival.

Paula Abdul's new boy toy: Meet Jeff Bratton! We are all super excited to see Paula with a new man, but are also super curious as to who he is! Well, his name is Jeff Bratton! The boytoy is not just a pretty face, he owns a record label, Cascine is the name. They were first spotted together in June, but were with another guy so nobody really thought much of it. "They sat in a booth with a guy friend. It was a mellow low-key dinner, and they were attentive to each other." A close friend of the new couple said. We are so happy for her! Hope everything is going well and he's everything you want and need, Paula!

Emma's pretty for her Potter press conference

Emma Watson arrived at The Renaissance St. Pancras Hotel in London last Wednesday looking cute for the Harry Potter and the Deathly Hallows Part 2 press conference. Hermione wore a vintage black and gold Rafael Lopez lace dress with black Chanel patent leather heels and a darker 'do. Emma is featured in a new pictorial in UK's Harper's Bazaar, and she told press that doing the photo shoot was a bit of a departure for her."[To] let myself be powerful, sexy, all those things, it's scary for me. I felt a bit uncomfortable and awkward, it didn't come naturally at all.”

her UK debut

Sultry, seductive and infused with that inimitable samba swing, the music of Luísa Maita embodies the modern spirit of Brazil. Inspired by the bustling urban life found in her native city of São Paulo, Lero-Lero has a contemporary vibe with influences from alternative pop and chilled out electronic music, but with an acoustic foundation deeply rooted in local samba, bossa nova and MPB. Fans of Bebel Gilberto, Céu and Seu Jorge will find much to love in Luísa Maita's tropical, forwardlooking sound, and her sensual yet soulful voice begs comparisons with everyone from Billie Holiday and Sade to Feist, St. Vincent and Cat Power. Hailing from a country overflowing with musical talent, Luísa Maita rises above the fray as one of the most promising young singers of her generation. Last year, Luísa Maita took the brazilian music scene by surprise with her debut album Lero-Lero and came away with accolades from critics in all corners:

"Sumptuous, seductive and surprisingly substantial. A real delight.****" - Songlines "Her soft voice takes you to a special place in your head and suddenly you're just dancing and singing along with her." - Guardian "Particularly lean and elegant, both on her album and onstage; she has a deft understatement akin to that of the Canadian songwriter Feist." - New York Times Luísa will be in London for a single performance on Tuesday, July 19th - 10:00PM at Momo Restaurant, Kemia Bar, 25 Heddon Street – London. FROM SELF-DOUBT TO SELF-BELIEF

ARIES Early this week is a very hardworking and constructive period, when plans come to fruition and good communication is firmly established. Fortunes may change and certainly your outlook. Its an excellent time for relations with siblings and their families and building projects connected with neighbors. Constructive and fair deals are cemented, and on a professional level, your ideas are welcomed and integrated into partnership plans. Fortunate economic developments in the family are on the cards. However, in the event that you have to go back to the drawing board, remind yourself that there is more than one way of accomplishing a goal.

TAURUS You experience economic good fortune, especially through partnership and you can really feel a boost of confidence. Perhaps this sense of prosperity and confidence inspires you to take more risks than usual. At any rate, you are ready to embark on a wild enterprise and cut some of the bonds that have tied you to the same people, places and routines. This week is all about positive transformation of lifestyle and economy. If you receive some unexpected news and people prove to be less accommodating, take a deep breath and wait for the calm after the storm. Sometimes it takes an unexpected twist to enable you to see the real picture.

GEMINI You are bubbling with energy and confidence and keen to embark on a journey and generally celebrate life. Partners are more in the mood to relax and be laid-back, so there could be a difference of opinion this week. Still, nothing will stop you getting out and about, and this is a great time for exotic

trips and involvement with friends and groups who bring an ingredient of unconventionality into your life. This is probably not the week to inform your superiors of their imperfections, nor to threaten anyone with an action you have no intention of carrying out: other people will react in kind, and its not the most tactful move to burn your bridges.

CANCER You are feeling good about yourself and confident that you have the resources you need to handle the upheavals and radical changes that you are experiencing these days. Friends and family bring a lot of pleasures, and quite considerable sums of money may come your way although there are so many unpredictable events going on, that life can be quite costly, especially with business or partnership expenses. Information may come to you that reveals a person in a very different light, and while you may not want to act in the heat of the moment, you should not ignore a reality. In this astrological climate you can jump into or out of situations.

LEO Currently you are enjoying a period of time when you are not too involved in the hustle and bustle of work, and when you keep yourself to yourself to a large extent. This can be quite a romantic period, if only in your imagination, and a time when you are willing to spend a bit of money too. There are lots of social events taking place and your friends are full of ideas for you, which you only reluctantly go along with. This is a very constructive week for education and group ventures. Rules go out of the window and in come surprises. The one item you may be short of at the moment is clarity so before you act on information and feelings, take a rain-check.

JULY 11th - 17th 2011

The Brazilian Post

"Our doubts are traitors, and make us lose the good we oft might win, by fearing to attempt" - From ‘Measure for Measure’ by William Shakespeare. “I don't think I can do this.” “I can't do this!” “Other people can do this better than me.” “What should I do?” “Is this right?” In small phrases like these we create selfdoubt and then reinforce it. We repeat these phrases to ourselves again and again, many times throughout the day, in the face of many different situations and opportunities. Then, on those occasions when we do take up a challenge, we do so saying, 'I can't do this' and in the belief that we will fail we don't even give ourselves a chance. We are doubting both our abilities and who we are. Doubt robs us of our dreams, enjoyment and enthusiasm. It creates an inner heaviness and keeps us stuck. It prevents us from spreading our wings and having a go. Imagine living free of doubt. What would you do if you were free of self-doubt? When we doubt we are assuming we can't, however, is this really true? After all, we haven't even tried yet so how can we possibly know? What if we are wrong about ourselves and we can? So, what can we do to beat doubt? For a start we can begin noticing when doubtful thoughts surface, catch them and see if we can find positive thoughts to replace them with. Shout out to yourself: “I can achieve anything.” “I am worthy of the world.” “I can do anything.” “I can be anything.” If a friend came to you and told you all their doubts what would you say to them? Now, say those same things to yourself. Sit down, as you would with a friend and remind yourself of your past successesall those small successes count and are examples of the

VIRGO Health and balance in body and mind are important values for you, and if you can get away from work hassles and indulge in a bit of luxury health, then that is a perfect combination. This is a week when you should treat yourself, even if this means spending some of your hard-earned money. Partners may not go along with you so happily. A holiday maybe on the cards, especially if it takes you to luxurious surroundings. While life for you may be meandering on in much the same way as usual, for others it is crazy beyond belief. Therefore, do your best to understand that it is not you who are the direct cause of any frustration – you've just become caught in the crossfire.

LIBRA Both radical change and extremely fortunate professional trends are on the cards. This may even be connected to an inner restlessness in relationships and the desire to do something new. There may also be a willingness to pull yourself up by the roots and transplant yourself to more fertile soil. Good fortune smiles on you and quite considerable sums of money can come your way. Colleagues can be extremely helpful and generous now. Partners are also working hard and may have planned a busy holiday. Some Librans will be motivated to take a chance, others will have their true feelings awoken and in general, the week opens your eyes to new possibilities.

SCORPIO This is a hard-working and constructive week for you when you may be involved in financial planning and negotiations, or may simply be working on personal emotional matters, which require a new awareness, control

times when you didn't listen to doubt. Now if you did it before, know that you can definitely do it again. 'Oh yes!' that doubting voice pipes up, “No you can't do that!” Now bring on your very own coach to give 'you' a pep talk. Another powerful tool is creative visualization. What is it that your self-doubt is stopping you from doing right now? Sit down and see yourself doing that very thing very successfully. Play it out in your mind in detail. What you would say? How would you feel? What are you wearing? How are other people behaving? Now, take action. It is important to act, as every time we take action in the face of self-doubt, we weaken its hold on us as we prove to ourselves it isn't true. As we discover 'we can,' doubts' hold on us dissolves away. It maybe that everything doesn't go exactly 'perfectly' at first, but that's OK. We had a go, we learnt something new, we got smarter and in the bargain we just got one step closer to finding out what does work. We didn't loose anything by taking a shot. Doubts paralyse us and we shrink inside. When we challenge our doubts we begin to discover that we can, and that we can handle it even if it doesn't all go perfectly. We get to uncover our innate abilities and put them to use. Trust yourself. Trust life. Trust others. It takes a step of courage. 'Be bold and mighty forces will come to your aid' (Basil King). and self-discipline. It is also a good time for building stronger foundations, both at home and in your career. Partners at this time are in a restless mood and ready to spend some money and travel. They may also be involved in a process of radical transformation, but this can set the stage for a more fruitful & productive partnership that benefits you. Also, should your plans meet with an unwanted change, don't assume all is lost and reach for the firearms.

SAGITTARIUS This period represents and extremely good time for making deep-seated changes in your working environment and daily habits, like exercise and diet. You can simply do anything you put your mind to in this period, after-all where there is a will, there is a way. Financial transformation is part of this process, so get rid of unnecessary expenses and sell off unwanted things. A lot of money could come your way. The universe also offers liberation so events may conspire to rid you of a burden you no longer need. In this way, whatever the static, it is only temporary, and in the long run you will be the winner. If you can, though, do your best to be sweet and reasonable.

CAPRICORN This is an excellent time for work and strategy, and whilst others are busy with holidays and other things, you will surely be planning your next career move, or an important project. Also, with the cosmos strongly affecting partnerships this week, you may experience both good fortune and radical change in this area. It is a truly excellent time for romance and children, but surprising and unexpected events arise too. It may be that you are pulled in two directions; on the one hand, you have your loyalty and a

certain history to consider, and on the other, a leap in the dark but one that could lead to genuine happiness and success. You have to go with your heart!

AQUARIUS There is a lot going on this week, with travel plans shaking up working rhythms and routines and with quite a high stress level too. Yet at the same time there are extremely fortunate developments on the home front, and there may also be an economic boost connected with your work. Your attitude throughout these changes is stable, determined and hard-working. You shoulder responsibilities willingly, especially in connection with children, and if you have any creative or writing projects, your efficient planning and committed work program ensures completion and success. Just pace yourself carefully and expect a departure from the norm.

PISCES You remain in a very creative period, and many beneficial events are taking place which increase your level of comfort and security. Money may also come your way, and a mild gamble could bring considerable good fortune. If you are single, then love will surely come your way, although the object of your affections may be quite hot to handle because of major changes that are taking place. Personally you are entering a period of major positive transformation that will last until March next year. This is extremely good for travel, groups and education and communication projects. You may find that the week is a series of unique and beautiful episodes.

‘US prosecutors to drop Central NZ charges against Strauss-Kahn' shaken by strong quake A deep seated earthquake measuring magnitude 6.5 struck central New Zealand on last Tuesday, but there were no reports of damage or injuries. The Institute of Geological and Nuclear Sciences said the tremor of magnitude 6.5 struck at 3.36 p.m. (0336 GMT). The government institute said it was centred 30 kms (18 miles) east of the holiday town of Taupo, close to the volcanically active area of Mount Ruapehu. The quake was 150 km below ground level. New Zealand scientists record around 14,000 earthquakes a year, of which on average around 20 top magnitude 5.0. The country has been more alert to earthquakes since the South Island city of Christchurch, was struck by two devastating quakes in September last year and in February this year. The latter killed 181 people and caused an estimated NZ$15 billion of damage.

US prosecutors will drop all sexual assault charges against former IMF chief Dominique Strauss-Kahn as the case is not sustainable due to doubts over the accuser's credibility, according to an investigator. "Prosecutors will agree to drop the charges against Dominique Strauss-Kahn -- either on his next court date in two weeks or even sooner," a top investigator in the case was quoted as saying. He called the eventual dismissal "a certainty. "Her credibility is so bad now, we know we cannot sustain a case with her," the source said, referring to the Guinean hotel maid who accused Strauss-Kahn of trying to rape her in his suite at the Sofitel hotel in Manhattan. The 32-year-old hotel maid is under intense scrutiny after New York prosecutors told a court on last Friday that they had found holes in her story which may seriously damage her credibility as a witness. Strauss-Kahn, 62, was accused of forcing the maid to perform oral sex. He was bundled out of a Paris-bound flight and taken into custody. He was charged with sex-

ual abuse, unlawful imprisonment, forcible touching and harassment. The shocking charges got the international banker bounced as head of the IMF and also derailed, at least for now, his bid to become president of France.

US should slap sanctions on ISI officials: Riedel Stating that there are growing evidences that some elements of the ISI helped Osama bin Laden in hiding safely inside Pakistan, a former top CIA official has asked the US to slap sanctions against spy agency's those officials who are aiding and abetting terrorists. "We should tell the Pakistani army leadership that if we learn one of their officers is involved in harboring terrorists, planning terror operations, or tipping terrorist bomb factories off to drone raids, we will make it personal," said Bruce Riedel, a former CIA official and now a senior fellow in the Saban Cen-

ter at the Brookings Institute. "Don't sanction the country or the ISI; sanction individuals. Hold them accountable. That officer will go on our terrorist most-wanted list, and we will seize his property if we can, arrest

him if he travels, expel his kids from school here or in England, and--if he is truly dangerous enough--take direct action," he wrote in a published article. "We should not do this alone. We should get allies, especially the British, to help, since Pakistanis love to visit London and send their kids to school in the United Kingdom," said Riedel, who is the author of the book 'Embrace: Pakistan, America and the Future of the Global Jihad.' He argued that the US will need a base to stage operations into Pakistan for the foreseeable future. "We can hope al-Qaida will implode soon, but we cannot count on that. The Arabian Sea is too far away," he noted. "So, we need a US military presence in Afghanistan so we can continue to send drones and commandos over the Pakistani border. We don't need 100,000 troops in Afghanistan, but we do need Afghan permission to operate in that country for the long term. That is the other hard lesson of Abbottabad," he said. Riedel said that there are growing evidences that some part of the ISI helped Osama bin Laden in hiding safely for more than five years in Abbottabad. "Now the evidence is growing that at least some part of the ISI and the Pakistani army was, in fact, actively complicit in hiding Bin Laden for the past five years," he said Referring to a New York Times news report, Riedel said that Bin Laden was in regular contact with the Harakat-ul-Mujahedin terror group, which the ISI created in the 1980s to fight India. "The Harakat-ul-Mujahedin has loyally worked with the ISI for decades, and its members hijacked an Indian airliner in 1999 with al-Qaida and the ISI. Fazlur Rehman Khalil, head of Harakat-ul-Mujahedin, lives openly in an Islamabad suburb," he said.

Monaco's new princess tried to flee before marriage Prince Albert's wife tried to flee home to South Africa at least thrice before her "arranged marriage" to the 53-year-old ruler of Monaco, a report said. The 33-year-old new Princess Charlene of Monaco made her first escape attempt when she travelled to Paris in May this year to try on her wedding dress; during the visit, she "took refuge" in her country's embassy there, sources were quoted as saying. Later in May, Charlene made a second apparent attempt to escape during the Monaco Formula 1 Grand Prix. Then, a fortnight ago, royal officials are said to have confiscated her passport en route to Nice airport via chopper service that runs between the Mediterranean principality and France. She was then persuaded to go on with the marriage. "Several sources have confirmed that an arrangement was reached between the future bride and groom." Sources said the Monaco palace had hoped the glitzy wedding -- attended by a host of celebrities and European royalty -- would "overshadow" new claims about secret children fathered by Albert. Instead, Charlene, a former South African swimmer, was in floods of tears at one point while her husband looked on impassively during their religious wedding on last Saturday. The couple flew to South Africa on honeymoon last week, presenting Charlene with her best chance yet of "escaping" Monaco.

Aussie cops get power to lift veils Even as its neighbour New Zealand is counselling for cultural tolerance, police in the Australian state of New South Wales have been handed over-riding powers to demand removal of burqas or any other form of face veil if they suspect people of committing crimes. The state cabinet approved a new legislation to bolster police powers during routine car stops after a recent case of muslim woman who was acquitted when a judge ruled that she could not be positively identified because she was wearing a burqa. The new law comes into force after the state premier Barry O' Farrel reacted strongly to the acquittal saying, "I don't care whether a person is wearing a helmet, a burqa, a naqab, face veil, the police should be allowed to require those people to make their identification clear." Though the New South Wales government is refusing to give details on the new laws, report say that it provides that anyone who refuses show their face to police could be jailed upto a year or fined Australian dollars 5,500. The new law follows a recent highprofile case of Carnita Matthew who was sentenced to six months jail in November 2010 for falsely accusing police of forcibly trying to remove her burqa when she was stopped for a traffic offence. Her sentence was quashed last month by a judge who observed she had not been positively identified because the officers could not see her face.

Canada blacklists Pakistani Taliban as terrorist group Canada has banned the dreaded militant outfit Pakistani Taliban, designating it as a terrorist group, linking it to New York's Times Square bombing plot and plans to blow up the country's Parliament in winter. Canada thus joins the US, UK and other western nations in blacklisting the Tehreek-e-Taliban which is based in Pakistan's restive tribal region bordering Afghanistan. The ban is part of "global effort to crackdown on terrorism wherever we find it", Foreign Minister John Baird was quoted as saying by Canadian Broadcasting Corporation. While the public safety Minister, Vic Toews, said that putting the Tehreek-e-Taliban on the terror blacklist is "an essential

part of our efforts to combat terrorism and keep our communities safe." He noted the group has claimed responsibility for "multiple" suicide attacks in Pakistan, as well as a May 2010 bombing attempt of New York's Times Square. The TTP became the 43rd group on Canada's blacklist, which includes Al-Qaeda, Colombia's leftist FARC rebels and Hamas, the Palestinian rulers of the Gaza Strip. The move means that people in Canada and Canadians abroad are prohibited from "knowingly dealing with assets owned or controlled by the TTP" and that it will now be an offense to "knowingly participate in, contribute to or facilitate certain activities of" the group.

Syria accused of crimes against humanity Amnesty International has accused the Syrian regime of committing crimes against humanity during a deadly crackdown over a pro-democracy protest in a border town. The London-based rights group urged the United Nations to take action over the assault by the security forces and army on Tall Kalakh in May, amid the protests against President Bashar alAssad's rule that have swept the country. In a new report, Amnesty made allegations of torture, deaths in custody, and arbitrary detention during the security sweep that lasted several days in the town near the Lebanese border. "The accounts we have heard from witnesses to events in Tall Kalakh paint a deeply disturbing picture of systematic, targeted abuses to crush dissent," said Philip Luther, Amnesty's Middle East and North Africa deputy director. Security forces and the army entered the town on May 14 after an anti-government protest, according to the report, which is based on interviews with more

than 50 people that Amnesty talked to by phone and in Lebanon. The rights group has not been allowed to enter Syria. Scores of male residents were rounded up and most of those detained were tortured, with at least nine people dying in custody, according to accounts given to Amnesty. "Amnesty International considers that crimes committed in Tall Kalakh amount to crimes against humanity," said a statement from the group. Luther added: "Most of the crimes described in this report would fall within the jurisdiction of the International Criminal Court. But the UN Security Council must first refer the situation in Syria to the court's prosecutor." The anti-government protests against Assad's rule began in midMarch, inspired by revolts in other countries in the Arab world. Protesters have defied a deadly crackdown by the authorities to push on with demonstrations in many parts of the country. Rights groups say that more than 1,300 civilians have been killed since the protests started.

Gaddafi ready to step down for safe exit? Embattled Libyan leader Muammar Gaddafi is ready to leave power if Nato provides him security guarantees, a media report said on last Tuesday. "We learnt that the Libyan leader has agreed to step down in exchange for the guaranties of his security. Some members of Nato, France in particular may provide him such guarantees. "To end the protracted conflict the French are not only ready to defreeze the bank accounts of the Colonel's family, but also save him from the Hague tribunal," a daily reported. But the report was denied in Tripoli and Italy expressed scepticism. "Information about negotiations about Gaddafi stepping down or seeking a safe refuge inside or out-

side the country is simply untrue," Libyan government spokesman Moussa Ibrahim said. "Gaddafi is not negotiable, this is our position of principle, and the future of Libya will be decided by Libyans. Gaddafi is an historical symbol, and Libyans will die to defend him," said Ibrahim. The Libya conflict was one of the main topics at last Monday's talks between president Dmitry Medvedev and his South African counterpart Jacob Zuma. "We honestly admit that we have no common view with Nato on how resolution 1973 is being implemented, but I should say that we completely share the position on the undisputable peaceful settlement and transition to the political process," foreign minister Sergei Lavrov said.

Interview with Mónica Romero, Director for the Tourism & Hospitality Management Centre (THMC)

The Tourism & Hospitality Management Centre (THMC) in collaboration with the London Academy of Management & Business (LAMB) is ready to open its doors in September 2011. Both institutions are independent, privately funded institutions, led by respected academics and businessmen, whose purpose is to offer 'access for all' to world-class university degrees in hotel management, tourism management, business, economics and finance. Their role is to inspire and support academic study and qualifications in the management tourism, through conferences, education and training services. The synthesis of her great interest in tourism, education & translation, has evolved into an aspiration and a pursuit of a career in three fields. Mónica Romero is an experienced tourism manager, planner and project manager who, over the past 20 years, has held senior management positions within the travel & tourism and education sectors; she has developed and managed projects of varying sizes and complexities. She has also held the post of hotel manager for several years both in Spain and the UK. In the academic sector, she has worked as a travel & tourism lecturer. Her latest accomplishment is the setting up of the Tourism & Hospitality Management Centre at the London Academy of Management & Business, known as LAMB, in collaboration with her business partner, John Florey, Director of LAMB. Moreover, Mónica is a member of the Institute of Travel and Tourism, Spanish Chamber of Commerce in Great Britain and British Chamber of Commerce in Spain, among others.

What made you start the Tourism & Hospitality Management Centre (THMC)? During the past 20 years I have held senior management positions within the Travel & Tourism and Educational sectors. Educational Tourism is also something I feel very experienced in and fond of. In fact, this and the fact that I am a natural born linguist took me to the educational sector in which I currently work.

The need for tourism & hospitality studies is growing very fast, like the market itself. Moreover, the need to speak English and Spanish is part of this sector; hence my aim is to help students to be well prepared for the globalization.

in Brazil mean that there is a need for qualified professionals within the hospitality and tourism sectors. Moreover, the need to be able to communicate not only in Portuguese but in Spanish and English is growing, as these are 2 of the most important languages in the world for business negotiations.

What is your relationship with LAMB? LAMB provides a range of academic programmes, from Executive short courses through to bachelor and masters degrees. LAMB has developed a number of specialist management centres that cover key management and business issues in China, Russia, management, leadership, tourism and hospitality. We thought that this would be a good combination in order to offer a wide range of courses with can be linked to each other.

Why did you choose to offer CTH courses? The Confederation of Tourism and Hospitality (CTH) is one of Europe's leading professional membership and awarding body for qualifications in the fastest growing commercial sector worldwide. Hence, I thought that this would be the best option for our students.

Why do you think these courses could be of interest to Brazilian students? Tourism in Brazil is a growing sector and key to the economy of several regions of the country. The fact that the Fifa World Cup in 2014 and the Olympic Games in 2016 are going to be held

How can students apply? For the specialist English Language for Travel & Tourism, student's current English should be at a lower intermediate level but they will have the benefit of apply as a student visitor, rather than going through the Tier 4 student visa process. The professional certificate & diploma courses are conducted over two 4 month periods, from September to January and February to June each year. This allows students to both pay in two instalments and to break their study and return home to work and save up for the next part of their course. In addition because the course is divided into two parts over 4 months each, a student can apply for a student visitor's visa rather than a Tier 4 student visa. Students will need an English language level of at least intermediate to be eligible to come into the course and to get their visitor visa. Monica's recent addition to a long list of collaborations is El Ibérico Gratuito, a London newspaper written in Spanish for the Spanish community, in which Mónica publishes articles based on her travel experiences.

Brazil attacks China, US over currency policy

Brazilian Finance Minister Guido Mantega attacked both China and the United States for manipulating their currencies, at the expense of trading partners. "Of course, China manipulates its currency and it (would be) better that the currency could fluctuate," Mantega told reporters on last Thursday, after a meeting in Paris, picking up on a charge made by many of Beijing's trade partners. At the same time, the minister criticised Washington, accusing it of adopting policies which led to a cheap dollar, crimping exports to the US market. China and the United States are crucial markets for Brazil, especially of its agricultural products, but it has been increasingly unhappy that its own currency the real has soared in value while the yuan and dollar have weakened to its disadvantage. "I'm criticising all the manipulation of currencies, not only the United States," Mantega said. "I don't know if in the United States it's exactly a manipulation. It's the quantitative policy that goes to an undervaluation of the dollar," he said. The US Federal Reserve introduced a policy of Quantitative Easing, which effectively creates new money, at the height of the global financial crisis in an effort to get the slumping US economy back on track. While justified as an absolutely crucial stimulus measure, QE in effect creates more dollars, acting to depress the value of the currency. Washington has long charged Beijing with manipulating the yuan to gain an unfair trade advantage but China has replied in kind, voicing concerns that QE and a weaker dollar could undercut the value of its massive holdings of US government bonds and other dollar assets. Mantega was asked what his government would do to ensure that the Brazilian real is not permanently overvalued but he declined to go into specifics. "All the time, we are taking measures to avoid the overvaluation of the real. I can't explain (more) ... because it's a surprise," the minister said. Brazil has tried to slow the real's gains by limiting fund inflows, among other measures, but to little effect as strong economic growth and high interest rates continue to attract overseas money. The Brazilian real is currently at around 1.56 to the US dollar, the highest level seen since the unit was floated in 1999 as the economy booms on massive demand for the its goods and raw materials at home and abroad.

WC 2014 predicted to be big money-maker for Brazil While there have been recent reports that Brazil is behind in preparing for the 2014 World Cup, the Brazilian government is predicting that the event will generate enormous revenue for the budding economy. According to the Brazilian Ministry of Sports, Brazil's economy is forecasted to grow by over $70 billion as a result of its hosting the 2014 FIFA World Cup. The money is expected to be generated through "private and public investment in infrastructure, heightened consumption, increased activity in the services sector and tax collection." Brazil is predicted to be the world's fifth largest economy by 2016, when Rio De Janeiro hosts the Olympic Games. The 2014 World Cup is expected to generate over $30 billion in direct taxes, $10 billion in additional indirect taxes, and an increase in consumption of Brazilian goods by over $3 billion for the period leading up to and during the 2014 World Cup. Approximately 600 thousand international visitors are expected to travel to Brazil, which could alone generate over $2.5 billion for the Brazilian economy. The Ministry of Sports expects 332,000 permanent jobs and 381,000 temporary jobs to be created through 2014 as a result of World Cup preparations and Brazil's role as host. Brazil has acknowledged in recent months that preparations for the World Cup have been behind schedule, especially in improving the airports. The government has approved changes that could reduce the amount of bureaucracy stalling construction work for the 2014 World Cup and 2016 Olympics. It's a busy time for the nation that is also hosting the 2013 Confederations Cup.

Brazil states ask gov't Brazil steelmaker CSN to share oil revenue confirms interest in rival Leaders of several Brazilian federal states have proposed the central government cut the share of royalties it earns from crude output in favor of non-oil producing states to end a bitter dispute over revenues. Governors of oil-producing and non-oil producing states presented the idea to Energy Minister Edison Lobao late on last Tuesday, after producing states balked at legislation that would see them give up oil earnings to states with none. Brazil's Congress must settle the question of how different states will benefit from oil revenues from a vast subsalt oil find discovered in 2007 before the government will begin auctioning off subsalt blocks, enabling production to start. According to the state governors' proposal, there would be no change to oil revenues earned by large oil producing states like Rio de Janeiro and Espirito Santo while the federal government would give up some of its share to non-producers. Rio de Janeiro governor Sergio Cabral argued that the government's nominal earnings from oil production would still continue to rise once the subsalt reserves located deep under a thick layer of salt rock entered production. Lobao agreed to present the proposals to President Dilma Rousseff, according to a source who attended the closed meeting who asked not to be named. The governors made another separate suggestion that states' incomes from minerals and other sources of income be looked at as a whole when looking at how subsalt royalties should be distributed. "Whoever loses out with one thing would win with another," said Eduardo Campos, governor of Pernambuco state. Campos said governors would meet again this week with the federal government to discuss the issue.

Brazil: 12-month inflation highest in 6 years The government says Brazil's 12-month inflation rate in June was the highest in six years and well above the official target for the year. The IBGE statistics bureau reports that the 12-month inflation figure last month was 6.7 percent. That's the highest since June 2005, when it was 7.3 percent. The government target for this year is inflation of 4.5 percent, with a margin of variation of 2 percentage points. In its report last Thursday, the IBGE said inflation in June was 0.15 percent, sharply lower than the 0.47 percent registered in May.

Brazil treasury raises $550 million from 2021 overseas bonds

Brazil raised a total of $550 million with the reopening of its 2021 overseas bonds, tapping the international debt market for the first time under the administration of President Dilma Rousseff, the national treasury said in a statement. The amount raised from the operation increased from the initial estimates of $ 500 million due to an extra offer of bonds to meet demand from Asia investors. The reopening, the second for this issue, was priced to yield 4.188%, the lowest yield ever, according to the treasury. The prior lowest yield for the country was set in the first reopening of the Global 2021 bond with an annual yield of 4.547%. The offering has a coupon of 4.875% Goldman Sachs and Banco Santander coordinated the operation. Brazil's government hasn't offered an overseas bond since 2010. Rousseff took office on Jan. 1. The original bond was issued in April 2010 and brought in $787.5 million from investors in Europe, the U.S. and Asia. The government first reopened the issue in July 2010, raising an additional $825 million. Brazil's sovereign rating is Baa2 by Moody's, BBB by Fitch and at BBB- by Standard & Poor's.

Steel giant CSN has been steadily building up stake in Usiminas, the chief executive of Brazilian steelmaker CSN said the company could buy more of rival Usiminas should two controlling shareholders decide to sell their stakes. For months, there has been speculation that local industrial conglomerates Camargo Correa and Votorantim could sell their combined 13 percent stake in Usiminas to free up cash for other investments. Yet investors doubt that CSN could clinch a deal with both groups because of a long history of spats. "Usiminas is a good company, but buying a stake depends on the interest of Camargo and Votorantim in selling," Benjamin Steinbruch, also one of CSN's major shareholders, was quoted. CSN has been steadily increasing its stake in Usiminas through stockpurchases. The Sao Paulobased company owns 10.01 percent of Usiminas' voting stock and 5.25 percent of preferred shares. Non-voting Usiminas shares have tumbled 42 percent in the past 12 months on concern over profitability and rising imports of plates and other types of flat steel.

Carrefour, Casino trade more blows over Brazil ops French supermarket giants Carrefour and Casino traded further blows on last Monday over their operations in Brazil, a key market where both are claiming a tie-up with the same huge local company. Casino is fighting to keep its alliance with longtime Brazilian partner CBD Pao de Acucar, which Carrefour has courted in a bid to build up its business. Casino said it had lodged a second request for arbitration from the International Chamber of Commerce aimed at compelling the Diniz family — CBD's main shareholder — to respect a partnership agreement under which Casino would obtain majority control of the Brazilian group this year. Carrefour's board approved its plan to partner with CBD. Initiated by investment fund Gama and financed in part by BNDES, the Brazilian development bank, the move would merge the French giant's Brazil interests with CBD into a new company that would in turn own 11 per cent of Carrefour.

Sport Success v Doping

Swimming has become one of the most popular sports in Brazil and after so many titles the Brazilian swimmers have inspired the young generation and made them switch the fields and courts for the pools. But the recent cases of doping are putting the development of the sport in danger. In our last English edition we have published Fabíola Monila´s doping case. She tested positive and was suspended for 2 months and now she is waiting for a new trial. Last week a new case shocked the swimming fans: a prohibited substance was found in Cesar Cielo´s test. Cielo is the most successful Brazilian swimmer in history, having obtained two Olympic medals, four World Championships gold medals and breaking a world record within a one-year span. Cielo said he took the substance by mistake and this was an isolated case but that declaration will not be enough to satisfy the International Federation and if he wants to prove his innocence he needs to bring more than words.

The best footballer in the world is a Brazilian The title above can sound a little bit strange when we have Messi, Iniesta, Xavi and Cristiano Ronaldo all in their best form but believe that the above sentence is true and Brazil has the best player in the world. However, don´t think that the player is Kaká, Ronaldinho or Neymar because, the best footballer in the world is Marta and she has been the number one for the last 5 years. If the Brazilian men have disappointed their fans, Marta has kept her consistency and showed to the world the real Brazilian football. Marta has been amazing and her talent is unique and even if she has failed to win a title with her national team she is still miles ahead of the other players. This month Marta is taking part in the World Cup hosted by Germany and that is the perfect opportunity to prove that she can win a Major Tournament for the Brazilian Squad and if she does that she will be the number one for another year or better for the 6th time in a row.

LET TEVEZ GO

Tevez is a player who has made history in Manchester. The first chapter of this history started when he moved from Manchester United to Manchester City making half of the city hate him and the second chapter and maybe the final one is about to start with his desire to leave and if this happens certainly the other half of the city will hate him too. Manchester City is trying everything to keep Carlos Tevez in the team but he has showed his intention to leave and it looks like nothing will change his mind not even the inflationary pay rise offered. There is no doubt that Tevez has been a Key player for Manchester City, he always gives his 100%, he is always committed and professional but on the other hand he has never stopped complaining about the city, the weather, the language and how much he misses his daughters. So what is the point of keeping an unhappy player in the team? Manchester City coach Roberto Mancini doesn't want to loose Tevez and this is understandable but he needs to think about what kind of football Tevez can deliver if he is not 100% focused. At this point maybe the best thing to do is to bring someone who will be happy wearing the Manchester City Tshirt and let Tevez go but if he goes he must go to Spain or back to Argentina where the weather is better than Manchester, where he knows the language, where he has more options to go out and where his family can go to the cinema and understand everything, but if he goes to Italy or Germany this will not make any sense to me.

Pan American Games – Update

After 18 months one of the most impressive stadium for the Pan American Games Guadalajara 2011 is almost ready. With a seating capacity for 1,593, the Scotiabank Aquatics Center, is one of the most iconic structures of the Games, has two 50 meter long swimming pools and a diving pool large enough for synchronized swimming and water polo. The stadium is 5 kilometers from the Pan American Village. The siding of the Scotiabank Aquatics Center is made of a system of panels and insulation that are not bound together and form a thermo-plastic casing to guarantee waterproofing. The center is comprised of two large buildings over approximately 15,000 square meters of construction, and a height between 25 and 35 meters. The water filtration and heating systems are similar to those used by the Beijing National Aquatics Center otherwise known as the “Water Cube.”

Brazil legalizes same-sex marriage by accident? Brazilian same-sex couples have achieved a considerable degree of legal protection in the last twenty years, a consequence of several judicial decisions extending to same-sex couples the same status and rights afforded to opposite-sex couples. These decisions represent one of the most important developments in the recent history of Brazilian equal protection jurisprudence because they establish important precedent for future group oriented litigation. Abandoning the traditional formalism that has long prevented greater social inclusion of disadvantaged groups, several Brazilian courts have ruled that same-sex couples should have access to equal legal treatment. In recognizing their importance in the process of social change, Brazilian courts have significantly contributed to the transformation of the social status of gays and lesbians.

Last week a mass gay civil union ceremony in Brazil was held to celebrate the country's Federal Supreme Court decision recognizing the right of gays and lesbians to form same-sex civil unions in May. Usually, civil unions are a inferior version of marriages that are seen as a stop-gap on the road to full equality. Well, it turns out that the civil unions graduated into full-on same-sex marriages pretty quickly. A judge in Brazil's Sao Paulo state court recently granted a gay couple the right to upgrade their civil union to a full marriage license, citing the Supreme Court's decision and the Brazilian Constitution, which grants that civil unions (known as stable unions and previously available to straight couples as an alternative to religious marriage) may be upgraded to full marriages at any time. The couple from Jacarei, 85 kilometres northeast of Sao Paulo, are Brazil's first gay married couple. They've said they're prepared to fight any challenge to their legal status all the way to the Supreme Court. However, even Sao Paulo state's attorneygeneral's office appears to back the unions. A lawyer for the attorneygeneral's office advised the judge in the case that "The federal constitution establishes as a fundamental objective

of the Federal Republic of Brazil to promote the good of everyone without bias of gender or any other form of discrimination. Brazil is now the most populous country in the world to recognize and perform same sex marriages, and the second country in South America to do so after Argentina legalized gay marriage last year. Other countries to allow gay marriage include Belgium, Iceland, Mexico, Netherlands, Norway, Portugal, South Africa, Spain and Sweden. Canada of course became the fourth country to legalize same-sex marriage nationwide in 2005. Gay marriage is also recognized in six US states and foreign same-sex marriages are recognized in Israel. In 2010, a survey conducted by Rio de Janeiro State University and University of Campinas revealed that by age of 18, 95% of homosexual youth in Brazil had already revealed their homosexuality, with many acknowledging it by the time they were 16. For the 1980s generation, homosexuality was usually revealed after they were 21 years old. Prejudice has also decreased according to data from a survey of Ibope. Currently, more than 60% of Brazilians consider homosexuality as "natural."

MTRL UK companyNEED reverts Kate Middleton at outsourced work risk of anorexia

A British company is bringing back its outsourced work to the UK after it realised that outsourcing it to India is no longer cheaper than doing the same work here. Many British companies outsourced work to India where costs were low. But in recent years, increasing prices in India have made it a less attractive option than retaining the work in the UK, reports say. New Call Telecom, which competes with BT and Sky to offer home telephone services, broadband and low-cost international calls, is opening a call centre in Lancashire after being attracted by low commercial rents and cheap labour costs, according to a report. New Call's chief executive, Nigel Eastwood, said: "We did a cost and service analysis of returning home and there was an absolute parity between what we are paying for a third-party call centre in India and here in the UK." He added that using British staff will also cut costs in the average amount of time taken to deal with customer inquiries. Eastwood said: "The average handling time in the UK is three minutes. But if you go out to India, you need to add another minute unless it's a very efficient operation, so that means we can actually reduce the headcount with the saving". He added: "In India in the past decade, as call centres have grown, real-estate prices have gone up massively, while salaries have also crept up." New Call will pay 4 pounds a square foot for space in Burnley, which Eastwood says is similar to that in Mumbai and New Delhi. Eastwood said: "Salaries in India aren't that cheap any more. Add to that the costs of us flying out there, hotels and software, and the costs are at an absolute parity. In the UK we will pay workers the minimum wage. Given the current economic environment, we will get good "sticky" employees who will also receive bonuses linked to performance." The use of foreign call centres has proved unpopular with many customers, who say they prefer to deal with British staff, the report said.

Kate Middleton, the 29-year-old Duchess of Cambridge, is at risk of contracting anorexia, says an Italian expert. "You only need look at the pictures from the current visit to Canada to see that she really has lost a lot of weight and that she's bordering on anorexia," said Fabiola De Clercq, founder of Italy's Association for the Study and Research of Anorexia. Prince William and Kate's tour of Canada and the US began June 30. Before her marriage in April, Kate went on a low-carbohydrate diet, De Clercq said. The Italian expert said she was concerned what effect the super-slender duchess could have on young women. "As happens increasingly often in the case of fashion models, the young duchess's appearances risk becoming an advert for anorexia," said De Clerq. "Today, even women aged 45-50 dream of being like svelte 15-year-olds," she said.
