SAO PAULO'S REAL ESTATE BOOM According to Simon Kinnie, senior investment analyst at Standard Life Investments, Sao Paulo is just one centre to have seen a positive effect on its real estate sector due to "improving global growth". He explained that there are often "limited options" for those seeking new space in the city, especially in its office sector, which bodes well for the area's performance. Investors can expect returns to be "elevated" if they put their money into real estate in the Brazilian city, Mr Kinnie added. Recently, research organisation RNCOS released data that shows the Brazilian housing market has experienced "tremendous growth" over the past few years. The report went on to claim that Brazil's real estate sector is one of "the most profitable and dynamic industry in Latin America". As Brazil's economy soars, partly as a result of China's great appetite for its commodities, like iron ore and soybeans, not to mention the oil recently found in abundance offshore, Sao Paulo prospers. A surge in deal-making and the resilience of Brazil's currency, the real, has attracted foreign investment bankers, hedge fund managers and venture capitalists. Well-educated Brazilians are returning from abroad. Compensation in some executive suites now rivals the pay on Wall Street. All these people need a place to live. Still, buildings aren't going up fast enough to satisfy the population, and a housing deficit persists. For the poor with dreams of joining the growing middle class, this means living cheek by jowl in favelas. For the rich seeking to avoid the infamous traffic jams, it means surreal competition for apartments that can be downright ordinary in prestigious and strategically located neighborhoods. The market-research firm IBOPE Inteligência found that prices for newly constructed apartments across São Paulo climbed 31 percent from a year ago. Prices for existing properties in some coveted neighborhoods surged even higher: apartments in Jardins were up 81 percent; Itaim Bibi rose 59 percent.

“The market's getting a little out of hand,” says Marcos Faria Lamacchia, a banker who bought his apartment in Jardim América two years ago and was recently offered a price in the millions of dollars, double what he paid. “I'd rather put my money in Miami, where it's still possible to buy low.” Despite such concerns, renting or buying real estate in São Paulo has become a contact sport. A furnished penthouse apartment in the wellheeled Jardins district might rent for as much as $20,000 a month, a sum unimaginable a short time ago. The penthouse in the new Daniel Libeskind building going up in the ritzy Itaim Bibi area recently sold for $12 million. An apartment owned by the heiress Athina Onassis in the Chateau Margaux building in Vila Nova Conceição, near Ibirapuera Park, sold for about $20 million last year. Broader access to credit fuels a lot of the buying. Traditionally, Brazilians bought homes without much bank financing, often putting up cash and bartering other properties or even automobiles as part of each deal. Or they simply rented. But economic stability now gives Brazilians access to loans with interest rates in the neighborhood of 12 percent. While that rate might be unthinkable to Americans, it is a big shift for Brazilians happy to have any type of home loan in a country with a history of hyperinflation and high interest rates. Apartment flipping, especially at the high end, is growing more common. Many of the new luxury buildings are sleek, rectangular affairs but smogdarkened high-rises from earlier booms still occupy big swaths of São Paulo. Rarer are the elegant districts that have preserved their allure, like Jardim Europa, with its winding streets and shady pitanga trees. One aesthetic that hasn't changed much in the latest boom involves security. While São Paulo's once-horrific homicide rate has declined, crime — robberies and home invasions — remains a preoccupation. Guarding those elegant mansions in Jardim Europa are towering walls with gunmen at their sentry posts.

Brazil sets up Peugeot plans Truth Commission to double on rights abuses production in Brazil

Brazil's Senate agreed to set up a Truth Commission to investigate human rights violations during the country's 1964-1985 military dictatorship, officials said. The legislation passed, according to the congressional news agency, having already been approved by the House of Deputies, and now awaits President Dilma Rousseff's signature to take effect. Rousseff, a former guerrilla fighter now aged 63, is Brazil's first woman and second leftist to be elected president. She had urged Congress to act swiftly on the Truth Commission bill, seen as key to national reconciliation, which was put before lawmakers by her predecessor, also of the Workers Party, Luiz Inacio Lula da Silva. The commission is meant to investigate issues including politically motivated abductions in the Cold War-era, rights abuses and murders over a time span longer than the dictatorship -- 19461988. It does not however lift an amnesty for those who carried out the repression, in effect since 1979, and upheld last year by the Supreme Court. Brazil has acknowledged 400 abductions and presumed deaths during the dictatorship. Other countries in southern South America which had right-wing dictatorships and political abuses and killings during the 1960s-80s - Argentina, Paraguay, Uruguay and Chile - have put some of the perpetrators of the era on trial. Brazil, however, has not.

Outraged Brazilians 'occupy' downtown Rio Around 150 Brazilian activists held signs with angry slogans in downtown Rio de Janeiro in an "Occupy Rio" protest inspired by similar demonstrations in Spain and the United States. "2012 Is the End of the Capitalist World," read one sign. "Why is the world for everyone, but so many people are hungry?" asked another. The activists, inspired by the "outrage" protests in Madrid and the "Occupy Wall Street" demonstrators in New York, moved into Rio over the weekend and are staying in tents pitched in the Cinelandia Plaza. "It is not enough to combat the symptoms without addressing the cause," said a female protester who refused to give her name, citing the need to maintain "the horizontal

nature of this movement. The cause of most of the problems in our world is the capitalist system," added the woman, who said she had a degree in environmental studies. The Brazilian protesters are mostly high school and college students, and members of leftist parties. Many are in direct online contact with similar protests around the world. Brazilian protesters are also angry over forced expropriations made to build infrastructure for the 2014 World Cup and the 2016 Olympics, as well as the building of the giant Belo Monte dam in an Amazon region of Para state. A similar-sized group of "outraged" protesters has been camped out in downtown Sao Paulo, Brazil's industrial and financial capital, since October 15.

French auto giant PSA Peugeot Citroen plans to double production in Brazil by 2015, part of a global shift towards emerging economies hastened by the downturn in Europe and the United States. Peugeot aims to produce 300,000 vehicles per year and increase its production of engines from 280,000 to 400,000 per year by then, its head of Latin American operations, Carlos Gomes, announced last Wednesday. "This is a long-term investment, as we believe in the market," Gomes told reporters. The agreement was signed by Brazilian President Dilma Rousseff and the visiting chairman of Peugeot's supervisory board, Thierry Peugeot. Peugeot plans to invest some $240 million per year as part of the expansion, for a total investment of $940 million by 2015, a spokesman said. The company currently produces some 150,000 vehicles per year in South America's largest country, where it is the fifth largest producer, behind Fiat, Volkswagen, General Motors and Ford. Brazil represents five percent of the company's world sales and is projected to grow to between seven and eight percent by 2015, Gomes said.

Brazil ex-president FIFA plans cheap WC tickets for Lula diagnosed Brazilians with throat cancer

Former president Luiz Inacio Lula da Silva, who governed Brazil for eight years and left power with record-high approval ratings, was diagnosed with throat cancer, a hospital said Saturday. Following a series of tests, the 66-year-old Lula "was diagnosed with a tumor located in his larynx" and will receive outpatient chemotherapy treatment, the Sao Paulo Hospital said. The former president was otherwise in good health. President Dilma Rousseff, a Lula protege, warmly wished her former boss a speedy recovery. "Thanks to preventative exams, the tumor was discovered at a stage that allows it to be treated and cured," she said. "With his strength, determination and capacity to overcome all types of adversities," Lula "will also overcome this challenge." Lula left power with a soaring 80 percent approval rating after two consecutive terms from January 2003 to December 2010. The former copper factory worker's social programs helped lift 29 million Brazilians out of poverty, and his foreign policy turned Brazil into a global power player. The news came as a shock to Brazilians, unaware that Lula was ill. He will have his first chemotherapy session on Monday. Since leaving office, Lula has often traveled abroad, and has been busy with his activities as head of the governing Worker's Party.

FIFA will make half-price tickets available for Brazilians aged 65 and over at the 2014 World Cup finals, amid plans to make all tickets cheaper for fans from the host nation. Brazilian law states that people aged over 65 are entitled to half-price tickets but FIFA had initially refused to follow the policy, sparking anger in Brazilian political circles, before relenting. However, Jerome Valcke, secretary general of world football's governing body, said in an interview published in last Tuesday's edition of newspaper Folha de Sao Paulo that half-price tickets could not be made available to other specific groups, such as "blood donors, students or former players". FIFA and the Brazilian government are at loggerheads over the sale of cheap tickets to students, in line with Brazilian law, and over the sale of alcohol in stadia, with Valcke insisting cheaper tickets across the board is a more viable option.

Brazil to invest $13.7 bln in technical education

Brazilian President Dilma Rousseff last Wednesday signed a bill which will provide as much as 13.7 billion U.S. dollars to increase students' access to technical schools in the next three years. Under the so-called "National Program for Access to Technical Education and Employment" (Pronatec), the government expects to create eight million places in technical courses. Next to its investment in the nationwide program for the 2011-2014 period, the government plans tax-deductible funding from private companies. A total of 208 technical schools are being built, 35 of which are expected to be finished by the end of this year. In addition to building new public technical schools, the government is also cooperating with private institutions to offer more free courses. In an official statement, Rousseff said the program will help increase the quality of education in Brazil. She said although the country has managed to establish access to universal education, the quality of education needs to improve. "We have the challenge to ensure qualification to our youngsters and our adults, who in the past did not have the opportunity to get this qualification," Rousseff said. She said the technical schooling must "combine general information, practical teachings and the necessary qualification to face the economy of knowledge and technological sophistication."

Brazil has thousands working in forced labor: ILO

Thousands of people still toil in forced labor in Brazil, despite government attempts to curtail the practice, the International Labour Organization said in a new report. Since 1995, more than 40,000 people have been rescued from forced labor, citing field reports from the poor, rural areas in the country's northeast and interviews with 121 people who were released between 2006 to 2007. The workers were found to be mostly black males who grew up in poverty, began working as children and had little formal education, said the ILO report. Many of them were working in near slave-like conditions without contracts and did not receive any salary, doing long hours of manual labor without the possibility of leaving their remote work sites, the report said. Those who were paid were forced to use their pitiful wages to buy food and pay for lodging, often in tents or huts without running water or sanitation facilities. Some were even required to pay for their work tools. Many of the men rescued ended up back in similarly difficult working conditions, the report noted. Employers were said to be mainly white men from the affluent southeast of Brazil, Latin America's largest economy.

Brazil Indians in dam protest release 7 hostages Brazilian authorities say Kaiabi Indians have released seven people they had been holding hostage to oppose construction of a dam. The Justice Ministry says five employees of the government's Indian affairs agency and two workers for an electric company were released last Sunday in good condition. They had been held for five days in the Amazon community of Kururuzinho. The Kaiabi oppose the construction of a dam and demand speedier official recognition of their land in Mato Grosso state. The ministry said in a statement last Monday that demarcation of the land will start soon. A Kaiabi delegation will fly to the capital within a week for further negotiations. The 1,200-member Kaiabi tribe says the dam will harm its fishing and sacred sites.

Murdoch Jr WikiLeaks shuts down to be quizzed operations for now again James Murdoch, the apparent heir to his father's News Corp before a phone hacking scandal engulfed the company in July, is to return before the British parliament for further questioning in November. Murdoch and his 80yearold father Rupert appeared before the powerful parliamentary committee in July at the height of the drama, to discuss how journalists at their 'News of the World' tabloid had hacked the phones of thousands of people to generate stories. Since then, however, executives working below James Murdoch have contradicted his testimony over what he knew and when about the illegal activity, which has hammered the reputation and value of the company. The statement came as Murdoch's predecessor at British newspaper arm, Les Hinton, appeared before the same committee for a second time, saying he had not been complicit in a cover up and that he had not realized the scale of the problem. Asked by the committee if he was in any way complicit in letting untruth corrupt the truth, Hinton replied: "I don't think I was complicit in what you were suggesting." He also said he was busy at the time with other areas of the business.

Whistleblower website WikiLeaks on last Monday said it was temporarily stopping publication of exposes to concentrate on economic survival in the face of a blockade by US financial companies. While announcing this, WikiLeaks founder Julian Assange said that an "arbitrary and unlawful financial blockade" since last December has "destroyed 95% of our revenue". WikiLeaks would need $3.5 million over the next year to continue operating, Assange said, adding that financial problems may lead to the closure of the site at the end of this year. Apparently under US pressure, American financial firms like Visa, MasterCard, Western Union and PayPal had started pulling the plug on WikiLeaks. The immediate reason was the publishing of some 250,000 US state department

cables last year. The refusal by US firms to accept donations has cost the WikiLeaks "tens of millions of dollars" in lost funding, WikiLeaks said. Its founder Julian Assange maintained that donations to the website were running at 100,000 euros a month in 2010, but had dropped to a monthly figure of 6,000 to 7,000 euros this year. While Assange vowed to fight back the economic blockade, his group also issued a statement saying it would stop publishing in order to focus on making money, explaining that the blockade imposed by companies including Visa, MasterCard, Western Union and PayPal left it with no choice. Assange confirmed that WikiLeaks was facing legal cases in Denmark, Iceland, the UK and Australia as well as an existing action in the EU, which were a heavy drain on its resources.

PM Cameron UK population 'to hit 70m by 2027' faces party revolt over EU

Nearly a quarter of the 300odd MPs in Britain's Conservative party, the major partner in the ruling coalition, were challenging the authority of their leader and prime minister, David Cameron, on last Monday by forcing a debate and vote in the House of Commons to have a referendum on whether or not the United Kingdom should remain a member of the European Union (EU). Despite a three-line Whip to oppose the motion, right-wing MPs, including some junior ministers, were in a defiant mood as a six-hour debate expected to run late into the night got underway. David Nuttal, a rebel, clamed "two-thirds" of the British people want to pull out of the EU. This is the most serious challenge to Cameron's authority since he became party leader six years ago and the biggest backbench revolt of his 17-month premiership. While this will not defeat the government - as both alliance partner, Liberal Democrats, and the main opposition Labour party were slated to vote against the proposal - it is deeply embarrassing for the prime minister. Leading in to the debate, Cameron argued: "Our national interest is to be in the EU, helping to determine the rules governing the single market." Referring to the crisis currently engulfing the euro currency, he added : "When your neighbour's house is on fire, your first instinct is to put out the flames, stopping them from reaching your house." Conservative backbencher Bernard Jenkin said the public had not been consulted on the issue of Europe for more than 35 years.

When Charles is king, Buckingham will be hotel Prince Charles has plans to move the royal family out of Buckingham Palace, and transform it into a hotel and events centre when he becomes the king, says a book. According to sources quoted in the upcoming book penned by BBC broadcaster Andrew Marr, the 62-year-old Prince wants to put his own stamp on monarchy by formulating a "detailed plan for a first year of change under King Charles III". In fact, the author has claimed in the biography of the Queen that Prince Charles has already distanced himself from the monarch court in the capital. "His succession would be followed by a dramatic clearing out of the current Buckingham Palace staff and the arrival of his own team. One of the more dramatic ideas that has been discussed is for the royal family in his reign to leave the Buckingham Palace entirely, leaving it as a

kind of grand official government hotel and centre for events. "The king would base himself not in London but at Windsor Castle," Marr is quoted as saying in his book. However, palace sources have dismissed it as "complete speculation." A Clarence House spokesman said: "There have been no discussions or plans or meetings at all about this matter, or any plans made about such future arrangements." According to Marr's book, Prince Charles, who has been heir to the throne since 1952, has confided in aides that he wonders if he will outlive his mother, who has in the past ruled out abdicating in favour of her eldest son. However, one source told Marr that abdication has been discussed: "I wouldn't actually rule it out. If she got to a point where she was very old and very tired it could come to be the sensible view."

The UK population is on course to reach 70 million within 16 years, fuelled by the number of migrants coming to the country, figures have shown. The Office for National Statistics (ONS) said the UK was set to reach the milestone by mid-2027. Within 25 years, the UK population is set to swell from 62.3 million last year to 73.2 million, with more than two thirds of this increase a result of immigration, the figures showed. Of the 10.9 million increase, 5.1 million (47%) is due to projected net migration, 2.3 million (21%) from migrant women giving birth, and 5.8 million (53%) due to projected natural increase as the number of births outpace deaths. Officials said the UK's population was projected to rise by 438,000 a year until 2035 - the equivalent of adding a city the size of Bristol every year. The new long-term assumption for net migration - the number of people coming to the UK less the number leaving - is 200,000 each year, 20,000 a year more than in the last projections two years ago, the ONS report showed. Some 15,500 of this is based on England alone, with 5,500 extra in Scotland and 500 fewer in both Wales and Northern Ireland. Immigration Minister Damian Green said: "Immigration to the UK has been too high. That's why we have made sweeping changes to get a grip on immigration in this country, closing down routes subject to abuse and taking action against those with no right to be here. “Much has been done, but there is more to do to bring down net migration to the order of tens of thousands a year and ensure migration which benefits the UK."

UK and Brazil sign agreement on public safety

Send your emails to ana@brazilianpost.co.uk Brazil will grow economically by hosting the next World Cup, expanding its tourism & hospitality industry, but it is erroneous to not consider this vision from a practical standpoint. In reality, Brazil is not equipped to host such a large worldwide event. It would be by 2020s, when today's investments generate profit and economic stability; meanwhile in the present, Brazil is taking the risk of being tremendously ridiculed with delays in airports, insufficient accommodation and lack of other necessary infrastructures. The possibility of vulnerable foreign people becoming victims of crimes is scarily high. Another downside that must be acknowledged and addressed is that local supporters and sport enthusiasts will not accept defeat "at home" (which is highly probable) and that increases the probability of rioting which will make things even worse. Brazil still has 2 years to get its act together. If the government boosts its preparations (and the football team as well), it is possible to turn the tables on this situation. And the nationalist that I am, nothing will give me more pleasure and satisfaction than to see Brazil do exactly that. - Flavia Brisola (Guarapuava, PR)

Last week, Brazilian and British governments signed a collaborative agreement on public safety. The meeting took place in London and the Brazilian Minister of Justice JosĂŠ Eduardo Cardozo, represented the federal government. The meeting did not address the situation of Brazilians in UK in particular. On Friday, 28, the Minister invited the Brazilian press in London at the Ambassador's Residence to explain the agreement. According to Cardozo, such deals are necessary for collaboration between the countries for security actions. "We clearly know today that the issue of public safety needs to be addressed and requires integration. Integration of our police with police elsewhere. Exchange of information and intelligence" he said. The minister explained that the Brazilian government is following the process of preparing for the next Olympics taking place in London next year. "We maintain contact with authorities in relation to public security plans that we'll have to do for big events that we will host like the 2014 World Cup and 2016 Olympics," he said. The fight against drug trafficking and organized crime were also guided by the visit. According to Cardozo, police actions must be integrated across boundaries. "For Brazil, the important actions that are been developed in relation to organized crime must reach these police forces. Must take more integrated action, more efficient and with good results." In addition, Eduardo Cardozo attended a seminar sponsored by the Ministry of Justice Brazil and King's College London. The meeting discussed the transition and consolidation of democracy in the country, showing the main public policy folder.

Bishop tells protesters to leave

The Bishop of London has stepped into the row over campaigners camped outside St Paul's Cathedral, saying it is "time for the protesters to leave". Anticapitalist protesters set up tents outside the cathedral 11 days ago. Richard Chartres, the third most senior cleric in the Church of England, said in a statement: "This demonstration has undoubtedly raised a number of very important questions. “The St Paul's Institute has itself focused on the issue of executive pay and I am involved in ongoing discussions with City leaders about improving shareholder influence on excessive remuneration. Nevertheless, the time has come for the protesters to leave, before the camp's presence threatens to eclipse entirely the issues that it was set up to address. The Dean and the Chapter, who are responsible for St Paul's, have already made it clear that the protest should come to an end and I fully support that view."

Cameron to miss Rio +20 Earth Summit The Prime Minister will not go to next year's global conference marking 20 years since the original Earth Summit because of the Queen's Jubilee celebrations. MPs on the Environmental Audit Committee have called on the Prime Minister to attend the Rio +20 Earth Summit in Brazil next June to show leadership on tackling the environmental crisis facing the world. The conference will focus on the "green economy" and sustainable development, but there are no binding agreements or treaties on the table for the conference. MPs on the Environmental Audit Committee said there could be positive outcomes from the conference, and urged the Prime Minister to attend to show commitment to tackling the problems facing the environment. Joan Walley, chairwoman of the Environmental Audit Committee, said: "The Prime Minister should lead by example. He could make a big difference by demonstrating his commitment to Rio +20 and letting other world leaders know that he will personally be attending." But No 10 said the Prime Minister could not attend the summit as he would be in the UK for the celebrations to mark the Queen's Diamond Jubilee.

We're not sure why rich celebs feel the need to steal, but Peaches Geldof is at it again! The socialite was caught shoplifting makeup this past Friday from a branch of Boots the Chemists. Is she serious? God, at least try something bigger, something like Mac cosmetics. The 22-year-old was spotted by undercover security placing over $100 worth of makeup into her pockets and bags before heading out of the store. She was caught by security as she tried to leave and taken to a back room where she handed over the stolen goodies. And while most would have called the police to report the incident, Peaches was let go. A customer who was at the store when it all went down, reveals: “I noticed her browsing in the make-up aisle, just the normal cosmetics like Rimmel and L'Oreal. She spent five or 10 minutes there trying things out. I was really surprised to see her openly picking stuff up – foundation, mascara, eyeliner – and putting them in her coat pockets and in her Selfridges bag. She looked around a bit but didn't seem bothered, just dropped them in like it was a normal thing to do." Staff at the store are confirming the news, with one staffer commenting: “Yes,

Peaches Geldof was caught by an undercover detective with around £60 worth of make-up. She stole plenty. She stuffed it in her handbag and also a small yellow Selfridges bag she was carrying. She was calm when she was caught and wasn't arrested as she handed the stash over. We filled in a recovery note and she has been banned from the store. She wrote down her address and we rang a number to confirm it. I think it was her boyfriend, and we let her go.” This isn't Peaches first incident with shoplifting. Just earlier this year, she was accused of taking items on two other occasions. And we'll just go ahead and say it since you're probably thinking it as well; we're betting Lindsay Lohan wished she lived in London when her "necklace theft" issue went down. ALONE NOT LONELY “When so many are lonely as seem to be lonely, it would be inexcusably selfish to be lonely alone.” - Tennessee Williams.

In 2010 the Mental Health Foundation published a report called 'The Lonely Society.' A survey they commissioned for this report found that 48% of people believe that loneliness is increasing and that 1 in 10 of us often feels lonely. What is loneliness? Loneliness is not so much about being alone, as we can be lonely even though we are busy and know lots of people. Then too, others enjoy spending some time alone. Often this is tied in with time for reflection, self-discovery and creativity. Some people even choose to live in solitude but wouldn't describe themselves as lonely. So, if loneliness isn't all about being alone what is it about? It is, in fact, more to do with the feeling of being disconnected from others, but not just others. It is equally about being disconnected from ourselves and our own inner resources. Loneliness can result from many causes such as lifechanging events, moving towns or non-supportive childhood relationships. So, what can we do about loneliness? Well, maybe begin with taking some positive steps to build up your self-esteem and lift your spirits. A great way is volunteering or helping others out, even just holding the door open for someone whose hands are full. Make a point of reaching out to others in some way at

US drone strike US furious as Karzai backs kills key Pakistan commander in Pakistan

Suspected US unmanned aircraft fired six missiles at a vehicle in Pakistan's rugged tribal region last Thursday, killing five militants, including a close ally to one of the area's top commanders, Pakistani intelligence officials said. The attack in the South Waziristan tribal area killed Khan Mohammed, also known as Sathai, deputy leader of a group of militants led by Maulvi Nazir and also the commander's cousin, said the officials. The strike also killed Nazir's younger brother, Hazrat Omar, said the officials, speaking on condition of anonymity because they were not authorized to talk to the media. Nazir is one of the most powerful militant commanders in the tribal region and is accused of working with the Taliban and al-Qaida to stage attacks against foreign troops in neighboring Afghanistan. He is believed to have close relations with Pakistani intelligence and agreed to stay neutral when the military invaded South Waziristan in 2009 to fight the Pakistani Taliban, who have focused their attacks against the Pakistani state.

Yemen burns as Saleh plans to quit More than 20 Yemeni civilians, government troops and dissident soldiers were killed in overnight violence after President Ali Abdullah Saleh's latest pledge to step down, medics said on last Wednesday. The deaths in Sanaa and the country's second largest city, Taez, came after Saleh told the US ambassador to Yemen he would sign a Gulfbrokered power transition plan to step down in 30 days. The violence flared on last Tuesday as the government's declaration of a truce with rival forces failed to materialize. A government statement said two civilians were killed on last Wednesday in shelling of residential areas in Sanaa, blaming antigovernment forces for the deaths. In a separate statement, the government said nine of its soldiers fighting tribesmen and rival forces loyal to General Ali Mohsen al-Ahmar were also killed.

Gaddafi kin to file plaint against Nato Muammar Gaddafi's family plans to file a war crimes complaint against Nato with the International Criminal Court (ICC) for the alliance's alleged role in his death, the family's lawyer said on last Wednesday. Marcel Ceccaldi, a French lawyer who previously worked for Gaddafi's regime and now represents his family, said a complaint would be filed with the ICC because Nato's attack on the convoy led directly to his death.

The Obama administration should rethink its commitment to the fight in Afghanistan, according to American politicians furious with Afghan president Hamid Karzai for saying his country would back Pakistan in a war with the United States. Anger over Mr Karzai's remarks is likely to surface when US secretary of state Hillary Clinton testifies before the house foreign affairs committee, her first congressional appearance since her trip last week to Afghanistan and Pakistan. In an interview last weekend, Mr Karzai told a Pakistani TV station: "If fighting starts between Pakistan and the US, we are beside Pakistan. If Pakistan is attacked and the people of Pakistan need Afghanistan's help, Afghanistan will be there with you." He said his government would not allow any nation, including the United States, to dictate its policies. Those comments drew a sharp rebuke from members of US Congress, including some who have been strong supporters of the decade-plus war in Afghanistan. Connie Mack, a Republican, said the US "needs to have a foreign policy, as President Bush said, you're either with us or against us". American politicians have been critical of Pakistan, demanding it crack down on the Taliban-linked Haqqani network, considered a major threat to American forces.

Floods bring Thai capital to a halt

Thousands of nervous Bangkok residents flocked to bus, rail and air terminals last Thursday while heavy traffic snaked out of the sprawling Thai capital in an exodus from a mass of approaching floodwater. Water was seeping into central areas of the city of 12 million people, entering the grounds of the Grand Palace after the main Chao Phraya river overflowed at high tide, but most of downtown Bangkok was still dry. A huge runoff from the north equivalent to almost half a million Olympic swimming pools was expected to reach the capital at the same time as seasonal high tides this weekend, testing the city's flood defences. Many residents hunkered down in their homes, surrounded by sandbags or in some cases hastily erected concrete block walls, after the government ordered a five-day holiday for 21 provinces including Bangkok from last Thursday. Much of the country has already been ravaged by the threemonth flood crisis caused by unusually heavy monsoon rains, which has left more than 370 people dead and millions of homes and livelihoods damaged. Thousands of inundated factories have also been shut down, putting more than half a million people temporarily out of work and disrupting global supply chains.

Snowfall in quake-hit Turkey as toll passes 500 Snow blanketed eastern Turkey last Thursday, complicating rescue efforts and bringing more misery for the thousands left homeless by a devastating earthquake as the death toll surged past 500. Ninety-one hours after disaster struck in the eastern province of Van, rescuers pulled a 19year-old from the rubble in the town of Ercis but the prospects of finding more people alive were fading fast. After the government acknowledged failings in the initial rescue efforts, help from abroad was beginning to arrive, including an aid plane from Israel. But in a sign of the disillusionment with the help they had received so far, some families who had been staying in tents began returning to their homes despite warnings that they were still at risk of collapse from aftershocks. Many families have been forced to sleep in overcrowded tents or even out in the open around fires as the temperatures drop to below freezing.

2,000 protest against govt. in South Africa About 2,000 people last Thursday sang and danced in a square in downtown Johannesburg to demand jobs, in a protest organised by the militant youth wing of the ruling African National Congress. Protesters were bused in from around the country to support the Youth League leader Julius Malema, who accuses his party's government of not doing enough to create jobs in a country with 25.7 percent unemployment. They plan to march to the Chamber of Mines and the Johannesburg Stock Exchange, before making a 60kilometre (35-mile) trek to the capital Pretoria where they plan to hold a vigil in the evening. The protest has created divisions within the ANC, which rejected the Youth League's plan to camp out on the lawn of the Union Buildings, the seat of government. In a statement last Wednesday, the party acknowledged that it "was too late to stop the march", but called on the youth league to tone down its rhetoric and avoid any violence. Malema's outspoken rhetoric has strained his ties with the ANC, which is wrapping up a disciplinary process against him after he called for "regime change" in neighbouring Botswana. When the disciplinary hearings opened in August, Malema supporters vandalised shops in downtown Johannesburg.

Another European plan to fix its sovereign debt problem has initiated another sharp market rally. But will the enthusiasm over the latest rescue effort last longer than the optimism that greeted past plans, only to slowly fade away? The market's quick embrace of the latest effort to tackle Greece's mammoth debt burden and restore confidence in the Continent's banks reflected hope that this plan was broader and more robust than previous ones. “It's not a silver bullet, but it makes things manageable to some extent,” said Gilles Moec, cohead of economic research for Deutsche Bank. Though vague on details, others said, it is clearly a step in the right direction after many missteps. But skeptics quickly emerged, saying some of the main elements of the plan may not be as good as they looked initially, starting with whether it will truly deliver as much debt relief to Greece as promised, and whether it is sufficient to buttress potentially troubled banks. Moreover, they add, plenty of things will have to go right to ensure its success, and plenty could go wrong to derail it. “It's another patchwork effort,” said Richard

Brazil may help finance Europe

Brazil's government is prepared to lend reserves from the central bank to help finance the rescue package for the European Union, but hasn't yet determined how much it would offer, a government official said last Friday. "The idea is to come out of this G20 meeting with a solution for this crisis," said the official, who asked not to be identified. The heads of state of the Group of 20 will meet in Cannes, France, this week, and top of the agenda is finding some way out of the financial turmoil that has beset Europe for months. "If there's consensus that the EU package is adequate, we would be willing to help via the IMF," said the official. The Brazilian government would prefer to lend the money through a bilateral agreement with the International Monetary Fund, he said. Technically, Brazil's reserve levels, which stand at around $352 billion, wouldn't change. Instead, they'd just be held at the IMF. The government hasn't yet decided whether it would contribute directly to a special purpose vehicle set up by the European Union. However, a third option, that of a so-called trust fund, "is rather nebulous," he concluded.

And the interest rates on Spanish and French bonds narrowed only slightly as well, reflecting a deeper concern that this plan would not provide a magic cure for Europe's debt problems. Finally, even if all the components fall into place for Greece, looming on the horizon is the debt burden of other countries, including Ireland, Portugal, Spain and especially Italy, which owes more than $2 trillion and is the world's fourth-largest borrower after the United States, Japan and Germany.

Sterling's chance to break free From my point of view, this may finally be the U.K.'s chance to capitalize on the euro zone's woes. Economically, the euro zone continues to throw salvos at the U.K.– last Monday's purchasing managers' index pointing to recession in the region was very much a case in point. But, political moves to edge the 17 members of the euro closer to a federal Europe should provide an opportunity for the U.K. to ease itself away. And, this should be good news for the U.K. and even the pound in the long-term. Much will depend on how Prime Minister David Cameron handles calls by European Union President Herman Van Rompuy to explore the possibility of limited treaty change. Mr. Cameron was quick to suggest that this would give the U.K. an opportunity to “repatriate powers back to Britain.� On the surface, his enthusiasm could be just a sop to the euro sceptic rebels in his own parliamentary party who are keen for a referendum on the U.K.'s membership of the European Union.

However, if Mr. Cameron were able to negotiate a reduction in the U.K. contribution to the euro zone while EU treaties are being rewritten, the prime minister could help not only to reduce the monetary burden but also lower the political tensions that the euro zone often inflicts this side of the English Channel. The economic importance of the euro zone for the U.K. is becoming abundantly clear as the region slips into recession and threatens to drag the U.K. economy with it. On last Monday, new data showed that both manufacturing and service PMI's across the region sank even lower into contraction territory, with even German manufacturing succumbing to the downtrend. This is hardly good news for the U.K., which is already struggling to keep its deficit reduction program on track despite higher-than-expected unemployment as well as

Brazil loans $300 mln to Zimbabwe for farming Brazil has given Zimbabwe a $300 million loan to support its farms under a programme to increase food production in Africa, state media said last Thursday. "The More Food for Africa programme is important for the country as it has managed to address some of the challenges we have been facing in securing lines of credit to support the agriculture sector," Joseph Made, Zimbabwe's agriculture minister, said. Zimbabwe embarked on controversial land reforms in 2000, violently seizing 4,000 white-owned commercial farms and resettling them with blacks. Since then the country has faced chronic food shortages. President Robert Mugabe, who spearheaded the land reforms, has blamed the shortages on droughts and lack of farming supplies. However independent analysts say the farms that were grabbed are now being under utilised as many of the new owners lack agricultural skills. In March, Made said six of the the country's 10 provinces were facing "severe food shortages" and appealed for aid in what has become an annual ritual in a nation that was once a food exporter. Mugabe in August said agriculture production is on the "rebound" after increases of tobacco and cotton production. Zimbabwe needs 2.2 million tonnes of maize to feed itself, but according to government projections only 1.7 million tonnes were harvested this year, with the remainder being met through imports. Two months ago the United Nations appealed to donors to contribute $488 million to Zimbabwe to avert hunger caused by drought this year.

With domestic demand slumping, and confidence data later this week expected to confirm that there is little chance of an early recovery, the U.K. dependence on exports will only intensify. A recession in Europe at this stage is the last thing the U.K. needs. The euro zone's inability to resolve its debt crisis also remains a threat to U.K. banks. Even if EU leaders manage to come up with a plan for preventing contagion at this Wednesday's leader's summit, the extent of any recapitalization of European banks will remain in question, especially given the risk of future sovereign debt write-downs, or haircuts, if other peripheral debtors are unable to meet their obligations. Hope I'm not sounding like a pessimist.

David Cameron's local troubles

However bad you might think David Cameron is at managing relations with his own parliamentary party, he is worse than that. The enmity and mistrust between the Conservative leader and his backbenchers are long-standing realities that have been exposed and aggravated, but not invented, by the recent House of Commons vote on whether Britain should hold a referendum on its membership of the European Union (EU). Around 80 Tories defied a three-line whip by voting in favour of a referendum, though the opposition of the Labour Party meant that the government was never going to lose the vote on the motion, which would not have been binding anyway. This problem, say Tory MPs, is Mr Cameron's aloof leadership style. Tony Blair ensured his kitchen cabinet included people who could serve as emissaries to his parliamentary party, such as Jon Cruddas and Fraser Kemp. They were much more left-wing than him but that, combined with their collegiality and street smarts,

was why the former Labour prime minister valued them. Mr Cameron's aides are as indifferent to Tory backbenchers as he is, say critics. George Osborne keeps in touch with MPs but he has a day job to be getting on with; Number 10 itself needs to be more humble and assiduous in cultivating the parliamentary party. This is not, I assure you, only about ideology. I know impeccably "modernising" MPs who despair of Number 10's haughtiness. There was another reason why Tony Blair, despite disagreeing with his party on so much, took far longer to encounter the kind of hostility from his own side that is dogging Mr Cameron after only eighteen months as prime minister. He won elections, lots of them. Even the most ornery MPs will tolerate remoteness and arrogance from the top of their party if the people up there are winners. Mr Cameron and his tight circle of advisers failed to clinch what many regarded as an eminently winnable general election last year.

The United States upset Argentina 4-2 in the Pan American Games women's field hockey final, booking the Americans a place in the 2012 London Olympics. New Jersey F1 Grand Prix

The introduction of Formula 1 to the US state of New Jersey from 2013 is "huge news" for the sport, says former team owner Eddie Jordan. The New York skyline is the backdrop to the 3.2-mile circuit which will be the second US track on the calendar alongside a race in Austin. "New York is one of the major cities in the universe," said Jordan. "We have been wanting to go somewhere like this for a decade now, this is huge news." Formula 1 has been held at various venues in the United States, but November 2012's United States Grand Prix in Austin will be the first time the country has hosted a race since Lewis Hamilton's victory in Indianapolis in 2007. The New Jersey race, which is to be called the Grand Prix of America, is predicted to attract up to 100,000 spectators throughout the race weekend. The 2012 season is made up of 20 races across five continents and Jordan, who ran the Jordan F1 team from 1991 to 2004, believes the addition of New Jersey the year after will strengthen both the racing pedigree and commerical value of Formula 1.

Pele : Brazil not ready to host WC Brazil is not yet ready to host the 2014 World Cup, football great Pele said. According to Pele, chaotic organization and communication difficulties are the biggest problems facing Brazil as it prepares for the World Cup. "Brazil is not ready," Pele said.
