EAST RIVER EXCHANGE Versatile revitalization of a Navy Yard pier Against the background of the post-industrial city a recent tendency of -unilateral- riverside development is taking place: industrial zoned hardscapes are becoming home to “soft” urban users and usages. In opposition to this trend the design is the manifestation of the accumulation of a wide range of scales and program into the versatile, productive and resilient waterfront development of a deteriorating pier.
