ATV usage in Adams County
ATV and UTV usage continue to grow in popularity in Adams County and some riders may get confused trying to differentiate town roads from county roads, especially vacationers new to Adams County. And with each Town adopting its own ATV/UTV ordinance, there is a lot of opportunity for confusion. Eric Edwards, President of South Adams Road Runners, puts it bluntly, “Do not ATV on County Highways.” Recently New Chester and Easton opened the town roads in their respective municipalities to ATV/ UTV use and, according to Edwards, many riders are using any paved surface as an ATV route. “Travel on a County Road will earn you a citation and a few hundred
dollars fine” Edwards says. “After talking to several groups of riders, their explanation was a simple lack of knowledge versus a willful disregard of the law. They either did not realize County Roads were treated differently from town roads or had no idea that they were on a County road.” In most of Wisconsin, County Roads are named alphabetically E, EE, W, Z etc. and Town Roads are numeric: 1st Ave, 2nd Dr.; or, named: “Beaver Ave, Czech Ct or Gale Dr. etc.” According to Edwards, only about 10 miles of the 140 miles of County roads are open to ATV Traffic. County roads have been opened when sections of a given town would become effectively landlocked, where ATV riders would be unable to get to another part of the town or county

without some access to at least a portion of a county road. Under current county law, towns make the initial declaration of permitted routes. If the speed limit of a desired section of county road is above 35 mph, County approval is required before that stretch of county road can be opened to ATV/UTV traffic. In all cases, proper signage must be in place for all roads designated as ATV/UTV routes before the roads can be used for ATV’ing. Currently, 16 sections of Adams County roads have been approved for ATV ridership, including segments of CTH’s A, D, G, I, J, EE, P, and Z. 1. CTH D, 10th Ave to 9th Ave. 2. Pool safety increases fun Pools make the backyard the places to be throughout the summer. Lazy summer afternoons are a lot more enjoyable when they’re spent in or alongside a pool, and kids tend to say “I’m bored” with considerably less frequency when a pool is within arm’s reach. Pools are certainly fun, but they’re only as fun as they are safe. Pool safety need not come at the expense of summer fun. In fact, homeowners can employ various preventive measures to reduce the risk of pool-related accidents on their properties. •Inspect gates and barriers around your pool. Such gates should be selfclosing and self-latching, as both features ensure gates are always closed. •Remove objects around pedestrian gates. Kids can climb up on chairs,

tables, large toys, and other objects left around pool gates to gain access to pools even when their parents aren’t looking or even home. Such items should be removed. •Install a pool alarm. Pool alarms can alert homeowners to accidental or unauthorized entrance into the water. However, they should not be considered a substitute for barrier fences or safety covers. •Install automatic or manually operated pool covers. Pool covers can effectively prevent access to pools, spas or hot tubs. At the end of each pool session, cover the pool, even during the height of summer when pools are used daily. The minor task of covering the pool is worth the considerably lower risk of accident or injury if pools remain uncovered.

The park also includes a designated swimming area, boat launch, game room, playground equipment, heated showers and restroom facilities. Castle Rock Flowage Public Access (Birch’s Landing)-Boat landing on Castle Rock Lake. Fish for northern pike, bass, walleye, pan fish and muskellunge. From Friendship, go west on County J about 6 miles. Turn south on Z and drive 1 1/2 miles to the park. Boat landing only. Crooked Lake Public Access-Boat landing on Crooked lake. Its isolated location makes it somewhat difficult to find, but the park offers a quiet spot for picnicking, and provides a swimming beach, playground and a boat landing. Picnic tables, picnic shelter, outhouses, swimming beach, baseball playground and boat landing. Petenwell County Park is open year-round with heated shower/restroom facilities. Lake Petenwell is the 2nd largest body of water in Wisconsin. This 431 acre park is on a beautiful lake, game room, designated swimming area, boat launch, playground equipment and hiking

Roche-A-Cri State Park The French name refers to the 300-foot high rock outcropping that is the central feature of this quiet park. Climb the stairway to the top for a panoramic view; picnic areas, hiking trails and 41 wooded campsites, also featured. 1767 Hwy. 13, Friendship Leola Marsh Wildlife Area is an 1,860 acre property located 15 miles southeast of Wisconsin Rapids.. The wildlife area is predominately non-native cool season grassland that formerly was marsh that had been drained with the many drainage ditches dug in the first part of the 1900s.
JUNEAU COUNTY Bass Hollow Recreation Area-Located in the southern portion of the
county this park offers five miles of scenic walking trails and a picnic area. At 280 acres, its Juneau county’s largest park. Picnic tables, picnic shelter, outhouses, hiking. Castle Rock Park has over 300 campsites on 160 acres, and is also located on Castle Rock lake which is 16,000 acres. Amenities include spots for tents and trailers, showers, flush toilets, water, playgrounds, picnic tables, swimming (supervised beach), park officer, boating and boat access, fishing, water skiing, canoeing, grills, shelter, electricity, and concessions Kennedy Park, on the shores of the Lemonweir River, is situated within a 200 acre parcel of County Forest. Nepco Lake Park 1410 Griffith Avenue, Wisconsin Rapids, WI 54494 (Village of Port Edwards). The park is 125 acres and is located on the 494 acre Nepco Lake. Nepco Park features a beach area, boat ramp, picnic area, playground, handicapped access paths boat dock and small shelter. An enclosed shelter is available for rent year round. South Wood County Park 6411 South Park Road, Wisconsin Rapids, WI 54494 (Town of Grand Rapids) The park is located on 332 acres around Lake Wazeecha, which is the Indian name that means “lake of the land of the pines.” The lake is 148 acres. Camping is a popular attraction at South Wood County Park. There are 73 campsites, 54 of these electrical. Shower facilities are available.

Pets require different care during the summer
Summer may be a time for vacations and recreational activities for human beings, but pets may not be privy to the same luxuries. Summer recreation may not always include our fourlegged friends, as summer heat and other issues can pose a threat to companion animals. As a result, pet parents must make pet safety a priority when the weather heats up. The Humane Society of the United States says that the summer months can be uncomfortable and dangerous for pets. Temperatures that may be tolerable for adults and children who are dressed accordingly may not be so for animals covered in fur. It’s vital to help pets stay comfortable and safe as summer temperatures heat up. Pet parents also must be aware of particu-
lar dangers that go handin-hand with summertime activities. •Practice vehicle safety. It is never acceptable to leave pets in parked cars, even for a minute. •Stay off of hot asphalt. If you’ve ever walked on the hot sand or an asphalt driveway on a hot day, you understand just how scorching those surfaces can get. •Schedule a pet grooming visit. The American Veterinary Medical Foundation suggests speaking with your veterinarian to see if it’s appropriate for your pet to get clipped shorter or to be shaved in the summer. But a fur coat can offer protection from the sun, so weigh the pros and cons before taking action. Apply sunscreen to your dog’s skin if he or she has
a thin coat. •Provide a way for pets to cool off. If you’re hot, chances are your pet is hot, too. Offer a means for pets too cool off, such as a wading pool when you are outside. Offer plenty of fresh water. Keep pets who do not enjoy the heat indoors with the air conditioner running on hot days. •Look for indicators of heat stress. The American Veterinary Association says heat stress is marked by heavy panting, dry or bright red gums, thick drool, vomiting, diarrhea, or wobbly legs. Move pets exhibiting such symptoms to a cool place, drape a damp towel over the animal’s body, rewetting the cloth frequently, and get the animal to the vet as soon as you possibly can. •Exercise caution in

the water. Dogs can get swept away by rip currents just like human swimmers. If you will be boating, invest in a life jacket for your pooch and look for water hazards, such as currents, sink holes, and blue-green algae in lakes and ponds.

on roads. A new statutory requirement is added that riders must obey regulatory signs (stop, yield, for example) on trails. Additional funding sources are opened up from the ATV segregated account for statewide mapping projects by nonprofit organizations. An additional $100 per mile is added for winter trail maintenance funding where UTV’s are allowed in the winter. Summer trail maintenance funding will be also be increased by $100 per mile for UTV’s which increases the total maximum to $800 per mile, a 14% increase. Clarifying language is added related to where someone is tried in a court of law for falsifying registration information. Lastly, the new law removes “residences” from the provision restricting where trails shall not be routed through. Before signing the bill into law, Gov. Evers made two partial vetoes relating to passengers on ATV’s and UTV’s on private property. The new law went into effect on Mar 4.

Gov. Evers signed 2019 Wisconsin Act 183 on Mar. 3 which makes several changes to the regulation of ATV’s and UTV’s in the state. With improvements to ATV/UTV suspensions made since the original 2012 ATV/UTV registration law went into effect, and with the expansion of the kinds roads and trails accessible to the vehicles, “low pressure tires” are no longer a requirement for ATV’s and UTV’s. Multipassenger UTV’s also have different requirements and the new law now allows for tires to be open to new technology, Measuring the width of ATV’s and UTV is now standardized to be not more than 65” as measured laterally between the outermost wheel rim on each side of the vehicle, exclusive of tires, mirrors, and accessories not essential to the vehicle’s basic operation. Registration rules for municipally owned ATV’s and UTV’s are eased. New provisions are added relating to the use of auxiliary lighting on ATV’s and UTV’s. Headlights are mandatory for all times of the day on the trail, not just
