Animal Wellness Action's Marty Irby Top Lobbyists of 2019
This week, one of Washington, D.C.’s major political daily publications, The Hill, released its annual list of honored Top Lobbyists of 2019 and included Animal Wellness Action's Executive Director, Marty Irby. Of an estimated 30,000 federal lobbyists in the country, these 250 are considered the most effective in the nation.
Marty Irby, a lifelong horseman, and past president of the Tennessee Walking Horse Breeders' & Exhibitors' Association was named on the list for his work advancing legislation to protect American equines, companion animals, farm animals, and wildlife. Irby is a former Communications Director and Policy Advisor that worked in the U.S. House for Rep. Ed Whitfield (R-KY) , Heritage Foundation Congressional Fellow, graduate of the University of South Alabama, and attended Wesley Theological Seminary in Washington, D.C. The Hill’s Top Lobbyists for 2019 included esteemed individuals such as former U.S. Senate Majority Leader Trent Lott (R-MS), former U.S. Senate Majority Leader Tom Daschle (D-SD), former U.S. Senator John Breaux (D-LA), and former U.S. Rep. Jack Kingston (R-GA), to name a few. “I’m deeply honored to have been named as one of the top lobbyists in the nation among such an esteemed group of individuals,” said Marty Irby, executive director at Animal Wellness Action. “We must continue to advocate for new laws to protect and defend the voiceless animals we all care so deeply about. The way that we treat the most vulnerable among us is a direct reflection of our character as individuals, and as a society.” “Marty Irby is a tireless, strategic advocate on Capitol Hill, working easily with Republicans and Democrats to get tangible things accomplished during a time when the media focus so much on our 6
political divisions,” said Wayne Pacelle, founder of Animal Wellness Action and a long-time colleague of Irby. “We are proud of Marty for representing not only Alabama so well in Washington, D.C., but the noble cause of mercy for all of God’s creatures.” Animal Wellness Action’s lobbying team worked in 2019 to successfully: Pass the Preventing Animal Cruelty and Torture (PACT) Act, H.R. 724, that was signed into law by President Donald J. Trump in November. PACT is the first ever anti-cruelty statute in American history and banned the most egregious of animal abuses. Irby represented Animal Wellness Action at a signing ceremony with President Trump at the White House. Pass the Prevent All Soring Tactics (PAST) Act, H.R. 693 through the U.S. House in July. PAST would upgrade the federal Horse Protection Act of 1970 and take a tremendous step toward eradicating the practice of soring (the intentional infliction of pain to horses’ front limbs to achieve an artificial pain-based high step known as the “Big Lick”) Tennessee Walking, Alabama Racking, and Spotted Saddle Horses. Pass the Shark Fin Sales Elimination Act, H.R. 737, through the U.S. House in November that would strengthen current law by prohibiting the trade of shark fins and allow for better enforcement of the law. Advance the Horseracing Integrity Act, H.R. 1724/S. 1820 that would eliminate doping in American horseracing and provide a uniform national standard for drug testing in the sport overseen by the U.S. Anti-Doping Agency (USADA). In addition, Irby and the team at Animal Wellness Action secured three animal protection provisions in the 2018 Farm Bill that President Trump signed into law last December: The Pet and Women’s Safety Act, Dog and Cat Meat Trade Prohibition Act; and Parity in Animal Cruelty Enforcement Act.

First Annual Scottsdale Mangalarga Marchador Sport Competition On January 24th – 25th the first annual US Mangalarga Marchador Horse Show will be held at the The 17 Ranch, 28225 136th Street, Scottsdale AZ. Warm-ups and practice will be held in the afternoon on Friday, the 24th. Competitions will be held morning and afternoon on January 25th. Sports and performance competitions are planned, where points and time count to determine the winners. It should be exciting and fun to watch! They will include Barrels, Poles and the Marchador Ideal - Functional Test (Obstacles). Riders and horses of all ages and from all walks of life will be participating, ranging from novice to experts - all on Mangalarga Marchador horses, the exotic Brazilian saddle horse breed here in Arizona. So you have never heard of a Mangalarga Marchador? You are not alone! Of ancient Iberian bloodlines, the Marchador horse developed in Brazil during the 1800s after Napoleon invaded Portugal. There are approximately 600,000 Marchadors in Brazil, where it is their National Horse - prized for its intelligence, beauty, gait, temperament, endurance and versatility. There are fewer than 350 of this special breed in the US, where their smooth gait, versatility and docile nature make them a good choice for many Western and English disciplines such as endurance, jumping, ranch work and more. Spectators are welcome, and will have an opportunity to see these beautiful horses in action, learn more about the breed and speak to riders and breeders. For more information about the event, please contact Lynn Kelley (602) 999-3915‏ lynnkelley@me.com or Jeff Bosley (918) 8184856 paboz24@gmail.com 20

One reason Bumgarner joined the Diamondbacks - His horses Madison Bumgarner likes his horses, which is one of the reasons he picked the D-backs. (AP Photo/Jeff Chiu, Pool)
This offseason we’ve heard theories that Gerrit Cole and Anthony Rendon would give influence in their free-agent decisions to the places where they were reared. But Cole didn’t go home to Southern California and Rendon didn’t go home to Texas.

This proved to be much more narrative than reality. But maybe rearing did play a factor in the freeagent decision of ex-San Francisco Giants pitcher Madison Bumgarner who agreed Sunday to join the Arizona Diamondbacks on a five-year, $85 million contract. Arizona isn’t where Madison Bumgarner is from, he’s from North Carolina — from a town with a comical number of Bumgarners, if you remember the story about how he once dated a girl named Madison Bumgarner — but Arizona is where his horses are. And that seems to have at least factored into the decision a little bit.

Obituary – Jack Schatzberg Born December 1, 1922, Jacob (Jack) Schatzberg died peacefully surrounded by his loving family the 28th of November, just short of his 97th birthday.
JACK SCHATZBERG He was a pioneer in the industry, the first to have a mobile dark room to produce images on site at the show grounds.
42
Schatzberg enjoyed many careers, including sales of various types - insurance, mobile homes, doors and windows before becoming a portrait photographer in New York City. He is best known as an equine photographer shooting such prestigious events as The National Horse Show in Madison Square Garden, the Morgan Grand National, the American Royal, the Ohio State Fair, Pin Oak, A to Z, Santa Barbara, Germantown, and the National Western Stock Show. He was a pioneer in the industry, the first to have a mobile dark room to produce images on site at the show grounds. He was also known as a great mentor to young photographers.

TWICE AS NICE Kinsel Becomes First Barrel Racer in Nearly 15 Years to Repeat as World Champion
Kinsel was all smiles after joining her husband, the PBR’s Jess Lockwood, as a two-time world champion.

Hailey Kinsel may not want to say it, but the WPRA could have a barrel racing dynasty in the making. The Cotulla, Texas, cowgirl won two rounds and placed in five others en route to her second consecutive world championship, which she claimed after Round 10 of the Wrangler National Finals Rodeo on Saturday night. The 25-year-old didn’t have the finish she wanted, knocking over the second barrel on her final run, but still became the first barrel racer since Kelly Kaminski (2004-05) to win back-to-back gold buckles.
“I’ve dreamed of this, and it’s awesome,” Kinsel said. “I’m floored, and it’s very emotional.” Despite the downed barrel, Kinsel had enough of a cushion to take home the title with $290,020 after finishing eighth in the Wrangler NFR average. Average winner Ivy Conrado-Saebens banked $67,269 for winning the rodeo with a 10-run total time of 138.44 seconds to finish the year second to Kinsel with $264,673. Not surprisingly, Kinsel gave all the praise to her horse, 8-year-old palomino mare, DM Sissy Hayday “Sister.” “She’s incredible. I can see how incredible she is, and I hope others can, too,” Kinsel said. “She’s just done things that I don’t know how many other horses can do. It’s incredible, and I’m thankful because I hardly have to ask for anything from her to give me her best effort. She just does it.” The average race came down to the wire between Conrado-Saebens and Wrangler NFR rookie Emily Miller, but when Miller knocked over her first barrel on Saturday night, the door was wide open for ConradoSaebens. Conrado-Saebens responded with a 13.86-second run on her 10-year-old palomino JLo, and the average crown was hers. She had come amazingly close to winning the average in 2017, so earning it this year was extra special for the Hudson, Colo., barrel racer. “I’m so excited, and I’m really proud of my horse,” said ConradoSaebens, who pocketed an event-best $171,404 at the Thomas & Mack Center. “She really blew me away this week. Nellie (Miller) and I both 44
broke the 10-run average record (in 2017), and I was .02 from winning it. (After Emily knocked over a barrel) I really I made sure I got JLo over and made sure we got around the second barrel instead of really sitting up and pushing her all the way to it. “I’m really proud of Emily, and I’m super excited for Hailey. Sister deserves it.” Thirteen-time Wrangler NFR qualifier Lisa Lockhart won Round 10 with an impressive 13.71-second run from the No. 15 spot on the ground, moving to third in the average and fourth in the world in the process. Emily Miller still finished second in the average in 143.25 seconds despite the turfed barrel, and that average check kept her third in the world standings with $255,799 when the dust had settled. Kinsel said this year’s gold buckle was quite unique compared to her first one. “It’s very different,” she said. “Last year, leading up to it I knew it could feel really good, so I was excited. This was more of a case where I wanted to do it again because you know how good it feels and don’t want to be second. I just had to go for it. “It’s been a lot different race-wise. It was a dogfight all through the Finals, and we kind of knew it was going to be going into it. So, it definitely took some stepping up this week.” Things didn’t look good for Kinsel after Round 1, when she knocked over a barrel and finished out of the money. “After my first round having a (downed barrel) there, I just had to decide to battle and go from there,” she said. “It was tough, but I’m glad we did it. In some ways it was harder, and in some ways it wasn’t. They’re just so unique and so different.” Cheyenne Wimberley finished second in Round 10 in 13.79 seconds to earn her second check of the Finals, and Jessica Routier – who won the Jerry Ann Taylor Best Dressed Award – took fourth place in 13.87 seconds. Kinsel laughed when asked if this is the beginning of a dynasty. “Oh man, I’d love to say that,” Kinsel said. “My goal is just to keep (Sister) around as long as I can and on top of her game. I’ll just try to preserve her so she does get that long career that I hope for her.”

Longmile PET Scan Machine
New PET
Scan
Unveiled By Dan Ross “I think when we’re done here, Santa Anita’s going to have the most advanced and comprehensive availability of tools in the imaging realm of anywhere in the world.” These approbatory words, spoken by Craig Fravel, the freshly minted Chief Executive Officer, Racing Operations, at The Stronach Group (TSG), kicked off Friday’s press conference heralding the recent arrival at Santa Anita of the Longmile Positron Emission Tomography (MILE-PET) Scan machine–a newly developed piece of equipment with two important burdens to shoulder. The first? Improve the early detection and diagnosis of potentially catastrophic injuries in racehorses. The other? Help rehabilitate the public image of a racetrack that has endured an Annus horribilis by any stretch of the imagination. Indeed, it was back in May, during the height of the welfare crisis, TSG announced that it had invested $500,000 to purchase the machine. “It’s exciting,” said Fravel, Friday. “Mostly, we’re excited for the benefits to the horses who perform here at Santa Anita, Del Mar and throughout California, in terms of what we think this will do for the long-term health and welfare of the animal.” 46

RARITY AND PERFORMANCE: The eclectic Paul Walker From the beginning of his Collection comes to Scottsdale career, Walker stood apart from the Hollywood norm. As the Dallas Morning News commented in March 2000, “Paul is one of the rarest birds in Hollywood – a pretension-free movie star.”
Likely lesser known to many was Walker’s life and work off
Three of the 21 vehicles once owned by Paul Walker that are headed to the 2020 Scottsdale Auction with No Reserve screen. Equal to his passion for cars, Walker had a great love for the sea. He studied marine biology and spent most of his free time in the ocean. He fulfilled a lifelong dream as part of the crew in the National Geographic series “Expedition, Great White,” where he helped tag great white sharks for scientific study.
“Paul was the kind of person who valued and respected others,” said his longtime friend Brandon Birtell. “He would go out of his way to do the simplest things, from stopping to open the door for others, making sure he looked someone in the eye when they were speaking, or help someone that clearly needed to be helped.” After Walker passed, his daughter Meadow founded The Paul Walker Foundation to honor his commitment to “do good.” Walker’s passion for the ocean, a curious mind and a spontaneous heart lives on in the foundation, which was established to empower future generations by providing grants, scholarship opportunities and spontaneous acts of goodwill. Walker was clearly a different kind of “car guy.” Always keen to share his passion for speed and the automobile, Walker was known to be generous and kind. “Paul Walker will always be remembered for ‘Fast and Furious’ to us fans, but to those who knew him, he was a kind, generous and thoughtful human being who touched people’s lives,” wrote Nico DeMattia in a back in 2015. “ 52

Apaches & Dust Devils All the tribes had a healthy respect and dread of dust devils. The Sinagua In-dins called them “sivulogi, and the word was uttered in a hushed whisper, out of respect, because they believed dust devils are evil spirits emerging from the ground. The last place an Apache would ever want to be was engulfed in one (as the poor warrior is, at left), and they carried as much strong medicine as they could to ward them off.
60
JANUARY 2020
The early day rural Mexicans also feared dust devils and would make a sign of the cross when one approached. Some believed it was the devil underground moving around and his energy escaped in the funnels of wind.
So Where Did “Haboob” Come From? In the Wild West period (1870-1970), dust storms were called just that, or, sometimes “sandstorms.” In the 1950s a meteorologist, Robert Ingram, introduced the term “monsoon” and then in 1971, he and other climatologists introduced the term “haboob” to describe the massive dust storms that rolled in to the Phoenix area every summer. Ingram also came up with the marker for the Arizona monsoon season, when the dew point reaches 55 degrees three days in a row. “An American Haboob,” an article in the 1972 issue of the Bulletin of the American Meteorological Society argued that Phoenix dust storms were very similar to those around Khartoum, Sudan’s capital. These massive dust storms create a virtual wall of dust that have been reported by aircraft to extend upwards to 8,000 feet. The Sinaguas would take off their hats and place them on the ground between themselves and the approaching column of swirling dust.

FEI Jumping World Cup
By Louise Parkes The Netherlands’ Maikel van der Vleuten showed the rest a clean pair of heels in a thrill-a-minute 13-horse jump-off to win the Longines FEI Jumping World Cup™ 2019/2020 Western European League qualifier in La Coruña, Spain today.
Maikel van der Vleuten (NED) There were 40 riders from 16 different countries chasing down points in the race for a place at the Longines 2020 Final in Las Vegas, USA next April. And this seventh round of the 14-leg qualifying series was a sizzler, with anything possible right to the very end. Van der Vleuten clinched it however with an exhibition of pure partnership with the lovely Beauville Z, a gelding he has been riding since the middle of last year. Ace Spanish course designer, Santiago Varela, set them a jump-off track with multiple twists and turns and a long gallop to the last that tested trust and understanding between horse and rider every step of the way. And it was the doubleOlympian who showed them all how it should be done. Typically modest, the 31-year-old Dutchman said afterwards, "Sometimes a jump-off doesn’t go as planned and you have to put in a waiting distance, but today it was all very smooth and we had a great rhythm all the way. My horse was very good, he stayed with me, and out of all the turns we got a nice forward distance" 62

Notably, the track’s wagering over the 13 days established a new standard for the autumn’s Bing Crosby Season with daily average handle climbing by 8.9% to $11,291,574. Previously, the best wagering mark posted during the fall sessions was the $11,004,979 recorded during the 14-day meet in 2017. Total handle this year was $146,790,457. Additionally, daily average attendance matched last year’s figures at 4,627 per day. Tom Robbins, the track’s executive vice president for racing, hailed the efforts of the many individuals involved in making the meet a success. “First and foremost, we greatly appreciate the support of our horsemen,” he said. “Working with them we put on a quality product that the wagering public responded to very positively. For the first time during our fall meets we had to deal with inclement weather, but I am delighted with how both of our surfaces performed. We send out well-deserved special salutes to Dennis Moore, who handles our main track, and Leif Dickinson, who oversees our turf course.” Responding to the weather, the track’s racing office reshuffled its stakes slate and presented seven Graded grass races over its final two days, offering fans a Breeders’ Cup-like atmosphere with a lineup of east coast runners, riders and trainers shipping in to take a shot at $1.3 million in purses. Among those stakes were a pair of Grade Is – the $300,000 Hollywood Derby (won by locally-owned and bred Mo Forza) and the $300,000 Matriarch Stakes (captured by the invading top filly Got Stormy). The seaside racing headquarters presented a total of 14 stakes races during the stand. Even with inclement weather that is rare for San Diego, the track was able to muster a fieldsize number of 7.4 per race, which registered favorably when compared to 2018’s 7.7 total.

knew his passion for horses would be life long. Born in Afton, Wyoming, he was always raised around horses, whether it was going to work with his father who is a Farrier or going to team ropings and competing for buckles. Tucker spent his summers working on ranches in Texas and Colorado while in highscool and once he graduated he started an assistant training job for a Reined Cowhorse Trainer, Kevin Stallings. This was the moment he knew exactly what he wanted to do for the rest of his life. Tucker’s philosophy is to create a partnership that is unique to each individual horse he has the opportunity to swing his leg over, to never push them beyond their physical and mental capability, and to stay honest to himself, his customers, and above all his horses. He believes constantly expanding his knowledge and skills by riding with the best in the Cowhorse, Reining and Cutting industries is the best way to achieve excellence. Tucker has been very fortunate to be able to ride so many talented horses. He has piloted them to be AQHA World Finalists, NRCHA aged event Finalists, and NRCHA multiple world Finalists and top 10s.His most recent highlight was making AQHA World Finals in not only the
Level 3 Junior Cowhorse, but the Level 3 Junior Cutting for his first time competing for a World title in the cutting. Beyond his own riding accomplishments, Tucker’s en-

BULL RIDER SAGE KIMZEY WINS SIXTH WORLD TITLE The Strong City, Okla., cowboy won his sixth consecutive world championship at the Wrangler National Finals Rodeo before 16,904 fans at the Thomas & Mack Center, Saturday night. Kimzey finished the season with a PRCA bull riding record $480,797, breaking his record of $436,479 set in 2017. Kimzey also won the average with 709 points on eight head. “It was just a grind,” Kimzey
said. “I had a lot of bumps and bruises, but I put my best foot forward, and every bull matters – that made the difference. There are times we are sore and tired and question why we do this, but the guys with the gold buckles can block that out, and that is what I really excel at.” Kimzey tied Jim Shoulders’ PRCA record for consecutive bull riding world championships at six. Shoulders won seven career bull
riding titles and six in a row from 1954-59. Don Gay holds the PRCA record for most bull riding world titles with eight. “It’s hard to put into words, it is something that will take a long time for me to realize what it means,” Kimzey said. “I’m just riding bulls and having fun. I feel good about it (passing Gay’s record). It’s a tall mountain to climb, and I knew that when I set

out to do it. To be one step closer feels great.” Winning world titles has become common place for Kimzey, but he appreciates the work it takes to capture just one gold buckle. “Each one is special,” Kimzey said. “I don’t get emotional often but this one is special. The road it took to get here, this year I didn’t know if I could ride (due to an injury suffered at the 2018 Wrangler NFR), and then I found a brace that worked for my elbow, and kudos to Justin Sportsmedicine because there were a lot of them. This year was a grind. Some years are smooth sailing, and this was a tough year. I learned a lot about myself in those tough times and set the stage for the year I had. I’m thankful for the tough times because I wouldn’t be the man I am without them.”
Rookie Stetson Wright captures all-around title Rookie Stetson Wright came in as the leader in the allaround standings and held off all challengers to win the prestigious title with $297,923. He edged team roping header world champ Clay Smith ($279,672) for the crown. Tuf Cooper, the 2017 allaround champ, finished third in the standings with $265,794. Wright became the first roughstock rider to win the allaround crown since ProRodeo Hall of Famer Ty Murray did it in 1998.

Full Scope Naturopathic Medical Practice Prolotherapy Platelet Rich Plasma Dr Mike Cronin Stem Cell Therapy NMD IV Nutrient therapy
Prolotherapy is effective in treat-
ing chronic joint pain by stabilizing the joint capsule, rebuilding collagen and strengthening ligaments, and relieving pain. Injured tissues are infused with a nutrient solution of 12-20% glucose, vitamin B12, and lidocaine. Glucosamine may be added to increase stimulation. Generally, 3-6 treatments provide resolution.
PAIN RELIEF and
JOINT REPAIR
Platelet-rich plasma (PRP)
treatment concentrates platelets from your blood which are then injected into ligaments and joints. PRP heals moderate to severe joint degeneration, cartilage tears, and arthritis damage. PRP provides stronger healing stimulation than prolotherapy. When pain is combined with joint inflammation, we often start with 1-2 prolotherapy treatments, followed by 2-3 PRP treatments.
Stem cell therapy can heal
severely injured joint tissues, including osteoarthritis. Stem cells and associated growth factors stimulate healing and regenerate new tissue in ligaments, cartilage, and tendons, replacing what’s been damaged.

FDA approves first equine injectable for fever control
Zimeta has been associated with rapid and effective reduction of pyrexia in horses. Biopharmaceutical company Kindred Biosciences announced this week that the FDA has approved Zimeta (dipyrone injection) for the control of fever (pyrexia) in horses.
Zimeta, which belongs to the pyrazolone class of nonsteroidal anti-inflammatory drugs (NSAIDs), is the first FDAapproved injectable medication for equine fever control. It is intended for intravenous injection once or twice daily (no more frequently than every 12 hours) for up to three days at a dose of 30 mg/kg (13.6 mg/lb). The drug may be readministered for up to three days based on recurrence of fever. In a well-controlled
78
JANUARY 2020
clinical study, Zimeta administration resulted in rapid and effective fever reduction in horses with naturally occurring fever, according to a company release. More than 1 million of the 8 million horses in the U.S. receive veterinary care for fever each year, according to the release. Zimeta is for use in horses only; its use in breeding or in pregnant or lactating mares has not been evaluated. Zimeta is not for use in humans due to the potential risk for agranulocytosis (see sidebar). Additionally, the drug is not for use in horses intended for human consumption or in food-producing animals, including lactating dairy animals. As a class, NSAIDs have been associated with gastrointestinal, renal and hepatic toxicity as well as coagulopathies.

CORONA CARTEL DIES
Corona Cartel, 25, was euthanized on December 18, 2019, due to infirmities of old age. The legendary stallion was bred by Robert Etchandy and was foaled on March 31, 1994. His sire, Holland Ease, was a son of First Down Dash, and he was the first foal out of champion runner and eventual American Quarter Horse Hall of Fame member Corona Chick. Corona Cartel was purchased at the 1995 Vessels Schvaneveldt Sale as a yearling by Celina Molina, who sent the horse to trainer Jaime Gomez, who would guide the colt through his 14-race career. Ridden by Eddie Garcia, Corona Cartel crossed the wire first in his racing debut on April 19, 1996, but was disqualified for interference. Two starts later, they would win the $180,000 Kindergarten Futurity (G2), and then at Ruidoso Downs, saddled by Carlos Lopez, he grabbed a win in the $184,640 All American
1,862 foals
Laid torest at Lazy E Ranch
Futurity Consolation. He then returned to Los Alamitos and won the Tiny’s Gay Handicap before capturing the $1,055,000 Los Alamitos Million Futurity (G1). At the time of his death, he had 1,862 foals registered from 21 crops, and progeny earnings of more than $62.8 million. He has sired 1,069 winners from 1,542 starters, and 179 stakes winners. Corona Cartel’s influence extends past the racetrack as well. He has sired horses that have won AQHA points in halter and performance. Among his progeny is Cartel Caliente, who earned the
very rare honor of being an AQHA Open Supreme Champion, and he is also the sire of National Finals Rodeo barrel horse Rosas Cantina CC.

US Equestrian Recognize Ellen Di Bella with 2019
Ellen Di Bella is the winner of the 2019 Lifetime Achievement Award, while Julia Stone is the 2019 Junior Equestrian of the Year. Both Di Bella and Stone will be recognized at the Pegasus Awards presented by Adequan® on Friday, January 10, 2020, along with other prestigious award winners. Ellen Di Bella (Parker, Colo.), the Western Dressage Association
Lifetime Achievement Award
of America’s founding President and now its Director Emeritus, has been key to the rise of Western dressage in the U.S. She has devoted her life to inspiring others, creating opportunities for equestrians and their horses, and working for every horse to be valued and cherished. She also served on the US Equestrian board for a decade and currently is on
five US Equestrian committees. In addition to her work for the Western Dressage Association of America, Di Bella has been a stalwart supporter of Morgan horses, serving on the boards of both the American Morgan Horse Association and the American Morgan Horse Institute. She’s a lifelong competitor, too, and showed her Morgan horses in
Western pleasure for 38 years before discovering Western dressage. She has worked on show committees at all levels, including every year for the Western Dressage Association of America World Championship Show and seven years for the Morgan Grand National and World Championship Show, and she served on the board of the Colorado Horse Park. Apart from her work for horses and equestrians, she helped found the Rocky Mountain Cancer Center Foundation, which provides financial assistance to cancer patients and their families in meeting living expenses while fighting cancer. Seventeen-year-old Julia Stone (Santa Barbara, Calif.) has ridden hunter, jumper, and equitation horses throughout her life. Trained by Jim Hagman at Elvenstar Farm in Huntington Beach, Calif., Stone has spent the last two years focused on the big equitation classes and year-end finals.

USDA Farm Programs
USDA farm programs helped producers weather a tough 2019, marked with prevented planting, delayed harvests, and unjustified foreign retaliatory tariffs. USDA’s farm program agencies – the Farm Service Agency (FSA), Natural Resources Conservation Service (NRCS), Risk Management Agency (RMA), and Farm Production and Conservation (FPAC) Business Center – worked to deliver programs to assist farmers and ranchers. Additionally, these agencies made strides to enhance efficiency and effectiveness to improve service to their customers. “This has been a challenging year for our nation’s producers. I am very proud of all we’ve done to ease some of the financial strain farmers, ranchers, and their families have experienced,” said USDA FPAC Under Secretary Bill Northey. “In 2020, we don’t plan to slow down. We will continue to do our part to meet Secretary Sonny Perdue’s goal of better serving our customers and improving the efficiency and effectiveness of program delivery. I greatly look forward to seeing what we accomplish in 2020.”
during the year. Through a suite of disaster programs, USDA helped offset losses through more than $1 billion in funding from the 2018 Farm Bill and other legislation. FSA started implementation of the Wildfire and Hurricane Indemnity Program Plus, through which $3 billion is available to producers who suffered damages from 2018 and 2019 natural disasters. Trade Relief: For the second year in a row, USDA provided aid to farmers hurt by trade disruptions prompted by unjustified foreign retaliatory tariffs on their products through the Market Facilitation Program (MFP). FSA paid more than $10.4 billion to farmers in the first two tranches of payments. Learn more. Farm Bill Implementation: On December 20, 2018, President Trump signed the 2018 Farm Bill into law, which created new programs and updated existing ones. FSA, NRCS, RMA, and the FPAC Business Center worked diligently to implement the programs, including: Launching the new Dairy Margin Coverage Program, holding both the 2019 and 2020 signups. More than 23,000 producers enrolled for coverage for 2019; the 2020 signup closes tomorrow.
Help Farmers and Ranchers During 2019 Challenges
Key highlights from 2019 include:
Support for Prevented Planting: Producers reported more than 19.6 million acres as prevented from planting in 2019, in large part because of a wet, cold spring and flooding. RMA paid roughly $4.26 billion in prevented planting claims related to flooding and excess moisture. USDA agencies also flexed other ways to help impacted producers, from adjusting deadlines to holding special cover crop signups. Additionally, producers with crop insurance received a total of $580 million in “top-up” payments. Learn more. Disaster Relief: In addition to weather events that prevented producers from planting, other natural disasters took a toll on U.S. agriculture

Publishing interim final rules on the Conservation Reserve Program, Conservation Stewardship Program, and Environmental Quality Incentives Program, as well as making minor changes to a number of conservation regulations including the Technical Service Provider provisions, enabling 2020 signups for these key conservation Additionally, NRCS has made great strides to meet the Farm Bill requirement to review and update its 171 conservation practice standards. So far, 58 have been improved, and two new ones have been developed. Opening 2019 and 2020 enrollment for the Agriculture Risk Coverage and Price Loss Coverage programs. U.S. Reps. Join Together to Save Our Iconic American Horses Amidst pilot project that calls for a U.S. House Natural Resources Impeachment Proceedings dramatic increase in roundups and Committee Chairman Raúl Grijalva (D-Ariz.) and a bipartisan group of lawmakers wrote late yesterday to the chairs and ranking members of the House and Senate appropriations panels with oversight of the Department of the Interior (DOI) to urge funding limits and additional clarity on a dangerous and costly Bureau of Land Management (BLM) pilot program to manage wild horse
populations in the West. The letter, available at http:// bit.ly/2RDM29C, is addressed to U.S. Sens. Lisa Murkowski (R-Alaska) and Tom Udall (D-N.M.), chair and ranking member respectively of the Senate Appropriations Subcommittee on Interior, Environment, and Related Agencies; and U.S. Reps. Betty McCollum (D-Minn.) and
David Joyce (R-Ohio), the chair and ranking member respectively of the House Appropriations Subcommittee on Interior, Environment, and Related Agencies. The House and Senate versions of the Interior-Environment appropriations bill – which are currently being reconciled – each include funding for an untested
removals. The House bill provides $6 million in additional funding for the program while the Senate bill provides $35 million, and each bill includes report language calling for a total removal of 130,000 horses over the next decade. As the authors point out, “That plan has never been presented for consideration in the authorizing committees of jurisdiction, would triple the number of horses and burros in holding, and could cost taxpayers billions.” They also note concerns that the House and Senate report language “opens the door to surgical sterilization procedures” that face opposition “by many stakeholders, including veterinarians.” The authors urge appropriators to take three steps in a final conference version of the funding bill: Limit new funding for the pilot program to the $6 million contained in the House bill; Clarify report language so new funding can be used solely on implementing the Porcine Zone Pellucida fertility control vaccine; and Clarify report language to ensure it prohibits use of any appropriated funds to conduct surgical sterilization procedures. In addition to Grijalva, the letter is signed by Rep. Deb Haaland (D-N.M.), who chairs the Subcommittee on National Parks, Forests, and Public Lands; and by Reps. Jerrold Nadler (D-N.Y.), Chairman of the House Judiciary Committee; David Schweikert (R-Ariz.); Matt Gaetz (R-Fla.); Grace Napolitano (D-Calif.); Joe Neguse (D-Colo.); Tony Cárdenas (D-Calif.); Dina Titus (D-Nev.); Steve Cohen (D-Tenn.); Ann McLane Kuster (D-N.H.); and Paul Tonko (D-N.Y.), Co-Chair of the Congressional Horse Caucus. “We applaud Chairman Grijalva’s tremendous leadership and tireless work to prevent the devastating roundup and incarceration of our iconic American wild horses, whose very continued next page

Good Yoga Stretches for Riders
By Cowgirl/Yogini, Cathy Woods, clinician, author of Yoga for Riders & creator of Body, Mind, Equine.
Keeping the body strong, flexible & balanced is essential to good & safe horsemanship. As a longtime yoga teacher & equine
enthusiast, here are a few of my favorite stretches. Hip openers such as Hip Cradle are great for equestrians. Keeping the hips open provides more comfort while sitting astride a horse & also allows one to mount/dismount with more ease. When hips are relaxed, they tend to flow with the
movement of the horse (which also effects his/her movement!).
Balance postures are essential for riders. An important component to good riding is balance & knowing where your center is. If you are riding in front or in back of your center, you will be off balance, affecting stability, safety & even your horse’s gait. The off balanced rider will also tire more quickly & become sore. Tree pose
is a good posture to improve balance & focus. Core work is valuable since all movement stems from the core. Keeping a strong core also maintains a strong back. A strong core/back allows the rider to sit straight & sturdy. Plank Pose is an excellent core strengthener. Not only do horse people need to stay fit for riding, but for the many other physical activities such as mucking stalls, lifting saddles, hay bales etc. It’s an active sport! There are many additional postures I’d love to share, & hope you’ll consider joining me in AZ or at one of my other events to learn more about applying yoga to horsemanship. Happy Trails & Namaste, Cathy Woods

Semican Achievement Award in the Pocket for RHF Legada At 2019 IALHA Championships
“It was the best day ever. She got to eat cookies and I didn’t eat dirt,” laughed Jennifer Stewart shortly after accepting the Semican Achievement Award for her Royal Horse Farms six yearold, 14.2hh grey Andalusian/ Welsh (Garboso LXXXVII x Furla Roy/Dobladillo II) mare, RHF Legada, at the International Andalusian and Lusitano Horse Association (IALHA) Championships, November 5-9, at the Will Rogers Memorial Center in Fort Worth, Texas.
“I’m ecstatic. I’m a carriage driver not a runner, but she’s such a good mare that you can hand her to anyone and she will give you what you need. I just took her in and she knew her job,” Stewart said about their national championship win (after reserve last year) in one of the largest HA Best Movement classes in recent IALHA memory. Royal Horse Farms has been USEF Andalusian Breeder of the Year five times since 2014. RHF Legada is known as ‘Tweet’ back home in Florida because, “When she ‘talks’ to you, she’s high pitched like a bird.” Now the USEF Grand National Champion

( Photo Courtesy of IALHA and Jenie Photos) Half-Andalusian Horse of the Year and two-time Grand National Champion Senior Half-Andalusian Mare can ‘tweet’ about adding a Semican Achievement Award to nearly two dozen other titles at Regional and National levels. “But this is the best award ever. Anybody can win a tricolor but only Tweet came home with a red Semican ribbon
around her neck!”Stewart could not have been happier with the Semican Achievement Award, especially the big bag of Semican Oat Snacks for Horses. The all-natural heartshaped, oat-based nuggets work as snacks or training treats, and Stewart loves how each recloseable bag withstands hours in a coat pocket while staying soft enough for senior horses to enjoy: “No crumbles but still chewable, and healthy enough to not feel guilty about giving as a reward during training.”
The veteran horse shower also loves a bonus benefit to the nosugar mint flavor nuggets: “No pink foam! My show horses, including Legada, are treated like divas and get anything they want. Most of them love peppermint treats but it turns the foam in their mouths pink and that can be a big show issue. But these? OMG!” “When the Semican Achievement 96

Award big bag of treats came over, Tweet thought she’d hit the jackpot. She’s been showing for years, and had a baby last spring, so nothing makes her ‘wear ears’ anymore. Until these Oat Snacks… I think she gave us ears for every photo here! We’re down to just a handful. So I’m going to have to order more!” Semican Oat Snacks are now available in mix-and-match flavors of mint, carrot or apple in 2.5-lb. bags, and make perfect gifts at this time of year. Since 1982, Semican International of Quebec, Canada has been at the forefront of oat and forages production, including HullFree Oats for equine athletes named after champion jockey, Ron Turcotte and manufactured from a highly specialized non-GMO crop grown exclusively in nutrientrich Canadian soil. HullFree Oats provide the ideal source of easily digestible carbohydrates and fat to supply energy and improve performance.

Agency exceeds presidential goal of 600,000 acres by removing fuels on 846,000 acres in FY 2019
BLM SETS RECORD IN REDUCING RISK OF WESTERN WILDFIRES
WASHINGTON – The Bureau of Land Management (BLM) announced today substantial progress by the BLM’s Fire and Aviation Program in reducing the risk of wildfire across western landscapes in fiscal year 2019. This includes significant work in reducing fuel loads
in fire-prone areas, providing resources to local communities, and improving firefighter safety and efficiency.
“A priority for the Department of the Interior is decreasing wildfire risks, and we are committed to managing fire in the most effective and efficient ways possible,” said Acting Assistant Secretary Casey Hammond. “The BLM’s Fire and Aviation Program does so much to protect our communities, wildlife habitat, natural landscapes and recreational
areas. The progress our leaders in wildland fire management have made in such a short period of time is impressive.” “Combating wildfire remains a high priority of the BLM, and we are proud of what we’ve done in the last year to protect communities and public lands across the west,” said BLM’s Deputy Director for Policy and Programs William Perry Pendley. “However, as the threat of wildfire never fully subsides, we don’t intend to let up and will keep
building on these efforts in the year ahead.” The proposed treatments are part of a larger national wildfire reduction strategy guided by President Trump’s Executive Order 13855 – Promoting Active Management of America’s Forests, Rangelands, and Other Federal Lands to Improve Conditions and Reduce Wildfire Risk, as well as Secretary’s Order 3372 – Reducing Wildfire Risks on Department of the Interior Land through Active Management.

By Alex Robinson A 32-year-old gelding proved he really is the ultimate senior star as he took victory in the Senior Showing and Dressage Ltd (SSADL) supreme in-hand championship at Olympia, the London International Horse Show. Hot Fuss, who is known as Charlie at home, and his owner/ handler Laura Oughton-Auker were making their debut at the Christmas finale after just missing out on a coveted ticket last term.
Although he is 17 years older than the required age of a veteran show horse, Charlie, a New Forest-thoroughbred cross, topped the field by 10 marks. Charlie, who was also shortlisted in the pony of the year category of the 2019 H&H Awards, has a mass of fans, in and out of the show ring. Charlie was originally bought by Laura and her family as he had been branded as unsuitable as a riding school pony, and he continued to challenge Laura with his cheeky personality, under saddle and when travelling. ‘When hounds go, he goes’: 83-year-old rider takes on 73rd hunt season on 20-year-old pony ‘He’s like a Rolls Royce to ride, and I just try to keep up!’ He made Laura’s dreams come true when he qualified for Olympia this summer. “People ask me when he will retire and I honestly don’t know,” said Laura. “One day he just won’t want to go on the lorry and until that time comes he’ll continue to have outings. He just loves it.” Taking reserve for the in-hand supreme was last year’s ridden victor, the Welsh section B gelding Laithehill Pasha (Buzz). His handler Phillipa Dawson-Coates — who has Buzz on loan — was also having her first taste of the Olympia spotlight.

WDAA Newsletter Dear Members, You know how you feel when your horse dies? Not just any horse (yeah, I know, they are all special) but I mean your heart horse, the one that made you who you are, the one that made you more than you ever could have been otherwise? You know how it feels like you lost part of you? Because, you did...
Our beautiful, founding president, Ellen DiBella lost her heart horse this month. Holiday Compadre, the dancing stallion who started it all passed away at age 32. During his lifetime, Holiday Compadre planted a seed in Ellen’s heart and nurtured the seedling to inspire Ellen to help define Western Dressage and found WDAA. As a tree branches out, Ellen shared her vision with all of us and we shared it with others who shared it with the World. Today, Western Dressage is still growing like a mighty Oak, branching out through our newest initiatives like Exceptional Equestrians, the Veterans’ Membership program and collaboration with AQHA. Holiday Compadre is buried now under a new tree at Ellen’s farm. As it grows, the tree will remind us how far Western Dressage has come and that a little bit of Holiday Compadre lives on in all of us and even in those who never knew he existed, whenever Western Dressage is practiced or shared. When part of your heart dies with a horse, you’re still many times better than you were before you had a horse. That’s just what horses do to us. They make us better people. How has your horse inspired you? Share your answer here: https://www.facebook.com/groups/WDAASocialCorral/ Cindy Butler, Your President Western Dressage Association of America
