WESTWORLD OF SCOTTSDALE SELECTED TO HOST NRCHA DERBY

The National Reined Cow Horse Association is proud to announce that WestWorld of Scottsdale will host the 2021 NRCHA Derby presented by DT Horses LLC, home of NRCHA champion stallions Hickory Holly Time and Nineteen Ten. A multi-year agreement between the world-renowned equestrian facility and NRCHA makes Scottsdale, Arizona, home to the NRCHA Derby, which features 4- and 5-year-old reined cow horses, beginning in June 2021 through 2023.

Longtime supporters of the NRCHA, Dean and Leslie Tuftin’s DT Horses began sponsoring the popular NRCHA World’s Greatest Horseman back in 2016. Known for elite performance horses such as their cornerstone sire and 2018 World’s Greatest Horseman champion Hickory Holly Time, the Tuftin family’s long-range vision of building champions in multiple arenas makes DT Horses and NRCHA the perfect fit. “DT Horses’ support of the NRCHA Derby is an extension of our commitment to the reined cow horse industry as a whole,” said Dean Tuftin, a former National Finals Rodeo qualifier in team roping. “Events like the NRCHA Derby are a testing ground for the elite all-around equine athlete that we strive to breed and train at DT Horses, so we are proud to be aligned with NRCHA to make the Derby a lucrative and enjoyable event here in Scottsdale for owners, trainers and reined cow horse enthusiasts.” In addition to DT Horses LLC coming on board to present the Derby, additional sponsors have stepped up in support of the event, including Bloomer Trailers, Kevin and Sydney Knight, the Paramount television series “Yellowstone,” and the show’s creator Taylor Sheridan and his Bosque Ranch. In addition to the NRCHA Derby, the schedule in Scottsdale will also feature the CD Survivor Memorial Open Bridle Spectacular and a full slate of popular NRCHA horse show classes. While the decision to relocate one of NRCHA’s most popular premier events from Paso Robles, California, to Scottsdale, Arizona, was not taken lightly, NRCHA’s Board of Directors determined that the move presents unique opportunities to grow and expand the popularity of the show, reaching new fans while increasing sponsor participation. “Back in February, the NRCHA put out an official Request For Proposal seeking a community partner for the Derby,” said NRCHA President Corey Cushing. “Making a move like this is never easy, but I think we can all be excited to see the Derby held in a world-class, climate-controlled venue and bring with it an impressive level of added prize money. Not only do the facilities at WestWorld provide the perfect atmosphere for competitors, but the greater Scottsdale area offers many amenities for exhibitors to enjoy after the show.” Brian Dygert, general manager at WestWorld echoed Cushing’s feeling of enthusiasm, “We at WestWorld and the City of Scottsdale are thrilled to be hosting the NRCHA’s Derby for 2021, 2022 and 2023. NRCHA MODIFIES WORLD SHOW QUALIFICATION FOR THE 2020

After extensive research and consideration, the National Reined Cow Horse Association Board of Directors have modified World Show qualification requirements for the 2020 show season. . The show season will end on November 15, 2020, as usual, but the “top twenty” and “in the same region” requirements have been waived for this year. .How to qualify for Open and Non Pro classes: 1) Compete at least three times in a given class in at least three NRCHA-approved shows in ANY region AND 2) Earn at least 1/2 point OR Be a Finalist at the AQHA or APHA World Shows

How to qualify for Youth classes (no change): Compete at least three times in a given class in at least three NRCHA-approved shows in ANY region OR Be a Finalist at the AQHA or APHA World Shows NRCHA Regional, World and National standings will be awarded the same as previous years. The 2021 Celebration of Champions is scheduled February 11 – 20, 2021 at the iconic Will Rogers Memorial Center & Facilities. The association’s first premier event of the year will include the World’s Greatest Horseman, World’s Greatest Youth Horseman, Cow Horse Derby and World Championship classes.

ANNOUNCES PAYOUTS FOR THE 2020 NCHA FUTURITY

The National Cutting Horse Association (NCHA) announced the potential payouts for the 2020 NCHA Great American Insurance World Championship Futurity presented by North Texas Chevy Dealers.

This year the NCHA will be awarding nearly $3 million in total prize money.

“We are on track to have one of the largest payouts at the World Championship Futurity the NCHA has ever seen,” Jay Winborn, NCHA executive director said.

With the current entry numbers, the Open champion could take home $250,000 and the Open reserve champion may receive upwards of $200,000. “This is an exciting time for our industry, and it would not be possible without the support from many individuals,” Winborn said. “The commitments by Great American Insurance and North Texas Chevy Dealers of $100,000 in bonus money to this event continues to be a huge asset for our association, along with the support from Group W Productions, McAllister Assets, Justin Insurance, and Rios of Mercedes. Also, Jerry Durant stepped up this year in a big way to help bring these goals to reality.” In addition to the potential increased payout for the Open Division, there is a likelihood for a huge payout in the Non-Pro division as well. If the current entries hold, the Non-Pro champion could receive a check for $75,000. NCHA will release more information regarding the Limited Open and Amateur classes in the coming weeks. “I understand this has been one of the most challenging years for our industry,” Winborn said. “We are fortunate to have strong partnerships that allow us to offer this type of purse to our competitors. The invitation-only event will take place in conjunction with the NCHA’s World Championship Futurity.

Things are finally starting to fall into place for Sage Kimzey this season. With a 90-point ride aboard Summit Pro Rodeo’s Near Miss at this weekend’s Gooding (Idaho) Pro Rodeo, the six-time and reigning PRCA world champion bull rider earned $4,004 and returned to the top spot in the

PRCA | Ram World Standings. “It’s always good to be in the top spot, for sure,” said the Oklahoma cowboy who now lives in Salado, Texas. “Gooding did that for me, and it was a good weekend.” Kimzey’s attempt to get back to the Wrangler NFR and win a seventh straight world title has hit its share of

roadblocks. First, he suffered a torn ligament in his left ankle in February at the San Antonio Stock Show that required “tightrope” surgery. Then, of course, Kimzey and the rest of his rodeo comrades were forced to endure multiple delays and postponements amid the coronavirus pandemic.

That unscheduled break, however, helped Kimzey return to full strength much more effectively. “I probably returned too fast after surgery so I could compete in Houston and The American (Arlington, Texas)," Kimzey said. “I was having a pretty good year before San Antonio, then the injury came, then COVID struck right after. That time off gave me time to heal where I usually wouldn’t have. I’d say that was a blessing in disguise. “Now, I’m pretty close to 100 percent.” In Gooding’s first performance on Sept. 17, Kimzey was paired with Near Miss, a bull that sent him prematurely to the arena dirt earlier this season in Castle Rock, Colo. Not the second time around, though. “I knew he was a good one,” Kimzey said. “He bucked hard, and it all worked out. It wasn’t super smooth, and he kept changing it up and throwing stuff at me. It was all good, and I knew it was going to be a bunch (of points). I was definitely happy with the score.” “I’m looking forward to that, for sure,” Kimzey said. “It has been a unique year. The whole landscape of rodeo has changed this year, but everyone is working through it, and I’m no different.” 32

LISA BOROWSKY Candidate Scottsdale Mayor

A little about me and Oh My Valentine’s horse history. When I was little, my sister and I used to stay up late coming up with horse names. We always dreamed of having our own horses. When I was about eight years old, my parents “ordered” us our first horse which got delivered by commercial transit van to our front yard! His name was Malakai and he was a retired race horse. It was the most exciting day of our lives!!. That began our passion and commitment to riding and showing horses. My sister and I started riding with Yale and Fern Siminoff at Siminoff Stables when I was nine. We rode with Siminoffs for many years (now where Cracker Jax is). It was such a great way to grow up. There were lots of kids, almost all of which we still keep in touch with today. The big events for the barn were the annual Super Bowl Party and the Rawhide Christmas Party. We were like a big family! As I became more competitive in the show ring, I moved to the Quarter Horse show circuit. My sister and I moved over to Jim Baker’s training facility because my parents’ purchased a well known show horse for me, Sierra Supreme. I showed with Jim for a few years and then moved on to Kerry Stone where I rode for a while. My horse focus shifted to cutting when I was 15. My dad purchased a large ranch northeast of Flagstaff where we took our horses every summer. The legendary Tommy Lyons purchased a portion of the ranch and moved his cutting operation up there every summer too. I worked for Tommy Lyons in the summers, riding just broke two year olds in the forest for conditioning. During that time, my dad acquired several of Tommy’s foals and a more advanced cutter. From that point, I began my (unsuccessful) career as a “cutter”. I’ve had many cutting horses since and enjoyed working with some of the best in the industry, including Tommy Lyons and Bobby Ingersol. When my daughter became interested in riding, I decided to switch gears again, this time to Arabians. I am so impressed by how the Arabian shows have evolved. I love that they are so close and in the “city” at Westworld. It is such an amazing facility with so many great amenities; I wanted to be a part of all of it with my daughter. My daughter started taking lessons with Amy and Jeff Wilms when she was about nine. I bought a cute Arab for her to start out on. A few years ago, I bought my first Half Arab, Oh My Valentine (“OMV” born on Valentine’s Day), from Sandspur. We transitioned to Bisch Arabians at Los Cedros and enjoyed training with Dede for many years. I have been working with OMV to get her ready for upcoming shows. I am so excited to get back in the ring!!! In 2018, I was invited to join the Board of the Scottsdale Charros Foundation. Becoming part of the Charros organization has been a dream fulfilled. They are such a passionate, hard 34

I am a strong advocate for our equine industry and I understand what a significant economic and tourism driver it is for our City. Also, I served on the Board of the Scottsdale Convention and Visitors Bureau for two terms. Tourism is a passion for me and I am committed to keeping it in the forefront of my decision making for Scottsdale.

Q – Historically, Scottsdale has annexed areas in Maricopa County to grow. The Rio Verde Foothills with nearly 2,000 residences, and adjacent to the City, looks like the next annexation target.
 What do you think? A - As Mayor of Scottsdale, annexation of the Rio Verde area sounds like a fine idea. There has been significant residential growth in that area and, as a result, Rio Verde residents would benefit from the City’s services. However, the key to the annexation question is: How do the property owners in Rio Verde view the idea of annexation? That is key. State law requires a majority of all property owners approve annexation in order to proceed. On the City’s side, the idea must make financial sense, which is achieved, preliminarily, through a pre-annexation agreement. We have to be careful not to increase expenses to the detriment of existing taxpayers. I am open to evaluating the prospect of annexation if the residents of Rio Verde are in favor of the idea. Q - Scottsdale has mostly run out of raw-land to build on, and now is growing vertically with very high density. Scottsdale recently approved 54 units on barely over one single acre.
 Do you find that excessive? A - It depends. If the property in question was zoned for the density and height that was ultimately approved, approval is warranted so long as all other applicable zoning and design criteria are met. However, where a property is not zoned to accommodate a proposed project, the Council must scrutinize the application carefully before handing out additional entitlements. In order to better address zoning applications, I propose establishing Neighborhood Advisory Commissions to act as the first line of review so that residents weigh in on whether it is appropriate for their area of the City. The benchmark must be: Does the proposed development enhance Scottsdale? Backing the process up to include more direct citizen involvement prior to coming before Planning and Zoning Commission or City Council will result in less divisive approvals. Q - Queen Creek, Gilbert and Chandler all took a lot of pages out of Scottsdale’s playbook for design and style. They executed on farmland with larger planned developments that feature new beautiful roadways with extensive landscaping and more. Scottsdale out-shined these other communities in the past. How can Scottsdale regain it’s edge? A - I entered the Mayor’s race because I felt Scottsdale was at risk for losing its edge. With runaway development, which has not enhanced the overall look, feel and character of our City, we risk diluting what has made us the envy of the Valley and the Southwest. As Mayor, I will lead the charge, and bring the vision, to restore focus on enhancing Scottsdale as the leading destination in the Southwest in order to best attract visitors, future residents, business owners, and premier signature events. We have a tremendous opportunity ahead of us. As Mayor, I will make it my top priority to promote high quality economic growth which enhances our City and the experience for all. Q - As Mayor or City Council member, can one person really have an impact in Scottsdale?
 If so, how?

A - Absolutely. One person who brings passion, clear vision, dedication, experience, and the ability to collaborate can make a difference in every situation. As that person in the Mayor’s office, citizens can count on me to advocate on their behalf for the betterment of Scottsdale, which includes running a safe, efficient and attractive City offering high-quality environment and experience to residents, business owners, and visitors. As an attorney, I have spent my 25-year career absorbing voluminous information and distilling it to what is important in order to achieve desired results through advocacy. I will bring this experience as a strong and effective advocate for Scottsdale’s most prosperous future. Q – To enable management’s ability to create a reasonable return on the investment at Westworld they must induce event producers with Bed Tax Money to be competitive with other venues. The folks in Las Vegas, Texas, Oklahoma all have revenue streams to offset rental expenses at their venues for major events. This is big-business, and event producers expect and receive discounts from City, County, and State authorities. Scottsdale needs to offer the required incentives to secure new major national events. Experience Scottsdale can either directly get involved or use some of their budget in a separate account to recruit events. What do you think of reallocating what is needed in Experience Scottsdale’s budget to give WestWorld a chance to compete on a level playing field? A - Experience Scottsdale is under contract to attract visitors to Scottsdale which must include a significant emphasis on our world class special events, such as those that take place annually at WestWorld. The City needs to take a hard look at how the bed tax revenue is being allocated toward WestWorld’s event attraction and retention goals. Having lifelong involvement in National Equestrian events, I understand this specialized market, and appreciate that it requires an experienced and targeted approach. I support providing WestWorld with necessary resources from bed tax receipts, originating from Experience Scottsdale’s portion or the City’s, so there is the ability to competitively and effectively promote our world class facilities at WestWorld. Successful annual events at WestWorld are a win/win for the City and tourism overall and a top priority. Q - Scottsdale is at a crossroads. Does the City continue to build on the reputation as a tourist destination, and continue to pay the costs to drive that business? A - Absolutely. Tourism is the backbone of our City’s reputation and our economy. We must remain focused on promoting Scottsdale as a top tourism destination. We do this by maintaining a safe, efficient and attractive community. With tourism as the backdrop for decision-making at City Hall, we will preserve, and improve upon, that which has made us well known as a top destination for visitors, residents and business leaders. Q - Or, does it migrate into a labor-based economy and redistribute the Experience Scottsdale budget to local needs, and or debt service? A - No. We must not dilute, or re-distribute, bed tax revenue to pay General Fund operating expenses. When I was on Council previously, I advocated for the bed tax increase (supported universally by tourism industry) for the sole purpose of creating a dedicated revenue stream for the advancement of tourism. Tourism is an economic driver that pays strong dividends to our community. I will continue to support tourism generation as a top priority once I am elected which includes a strong emphasis on the equine industry and events at WestWorld.

My Ortega family goes back many generations, originally settling in Tubac and the Presidio of Tucson. My grandfather Jose Ismael Ortega was born in 1902 on the Ortega ranch north of Tucson. My dad, Joe Alfred Ortega, graduated at the University of Arizona in 1951 and met nurse Rachel De Los Santos while Lieutenant J.A. Ortega was hospitalized during the Korean War. He was never expected to walk again, but recovered and they married in Tucson. I am the oldest son of seven children and grew up in Globe, with short periods in Texas, Tucson and back to Globe where I graduated. I went to school with Apaches, copper miners and cowboys. In 1977 I earned an Architecture degree ( University of Arizona). My grandparents lived three blocks from the U of A Main Gate and shared many stories.

What do you think? A - I think it is time to slow down on the annexation process. The citizens must first approve a new General Plan that will provide guidance on land acquisition for Scottsdale. The residents who currently live in this area need to make their thoughts on being acquired known – loud and clear. No movement to acquisition until there is a meeting of the minds.

What do you think of reallocating what is needed in Experience Scottsdale’s budget to give WestWorld a chance to compete on a level playing field? A - ASU did a study on the economics of WestWorld. It is an economic engine for Scottsdale. When all the sources of revenue are taken into account, it is a net gain for our City. If the subsidies result in a net gain for Scottsdale, they definitely should be considered and allocated as appropriate. Q - Scottsdale is at a crossroads. Does the City continue to build on the reputation as a tourist destination, and continue to pay the costs to drive that business? Or, does it migrate into a labor-based economy and redistribute the Experience Scottsdale budget to local needs, and or debt service? A - I support tourism. It is the primary source of sales tax revenue for Scottsdale. With our fine amenities and wonderful weather, tourism will continue to be a primary source of revenue into the future. However, there is room for diversifying the economy. The Cure Corridor and technology can continue to grow as important sectors for a robust economy. This is not an either/or proposition. Our city can and will find a comfortable balance between the two extremes you mention. We are Scottsdale strong.

I’m Tammy Caputi- I’ve been a Scottsdale resident and business owner for over twenty years. I’m President of Yale Electric West, a wholesale supplier of lighting and electrical products. I hold a B.A. in Economics from Wellesley College and an MBA from Simmons University. I’m a Fellow with the Flinn-Brown Center for Civic Leadership. I have 3 children in our local public schools, and served the last 3 years on the Development Review Board. I’m running for City Council to be a positive, forward thinking voice for Scottsdale. I want Scottsdale to be even better for my kids than it’s been for me. My passion is the future of our city; our livability and quality of place. This means economic vitality, a diverse, resilient economy, quality development with public benefits, and collaboration with our schools, so our children can get a top education and find good jobs from hire to retire. We need council members who will govern with facts, open minds and integrity, who will create consensus and promote collaboration, who will have the training, business skills and creativity to help rebuild our local economy. We have an opportunity to build back more prosperous, more prepared, and better for everyone. I’ve spent the last 20 years bringing light and power all over Arizona, and now I want to help shine light on Scottsdale. I’d be honored for your vote on November 3rd.

A - We need to be extremely sensitive to annexation when private property is involved. We also need to weigh any such decision against the Scottsdale General Plan, and whether it benefits the citizens of Scottsdale in terms of infrastructure costs, as well as consider the impact to the surrounding desert. Do you find that excessive? A - I approach each project by looking at the facts and keeping an open mind. What is appropriate in some places such as Downtown where its zoned for greater density is not appropriate in places in far north Scottsdale. I served three years on the City’s Development Review Board, overseeing the quality of development in our City. My track record shows that I study the zoning, the General Plan, the Neighborhood and Area Plans, the public benefits, and work with residents, investors and City Staff to create solutions. Not all projects should be approved, but all can be improved. Q - Queen Creek, Gilbert and Chandler all took a lot of pages out of Scottsdale’s playbook for design and style. They executed on farmland with larger planned developments that feature new beautiful roadways with extensive landscaping and more. Scottsdale out-shined these other communities in the past. How can Scottsdale regain it's edge? A - Scottsdale is almost built-out, with only a few thousand developable acres remaining. We need to look to the future, and pivot to new opportunities. Scottsdale’s winning formula is high amenities, low property taxes, and strong property values. This is possible by balancing our economic drivers with our open spaces and neighborhoods. Downtown should be a year-round venue for citizens of Scottsdale, not just a four-month venue for visitors to Scottsdale. I’m in favor of putting an historic designation on Old Town, to protect its unique Western charm and history. Our location central to the Valley and along the 101 gives us certain advantages for attracting businesses and high-paying jobs right here close to home for our citizens. Let's make Scottsdale where these companies choose to locate. Q - As Mayor or City Council member, can one person really have an impact in Scottsdale? If so, how?

A - First and foremost, I want to revive and diversify our economy. We need to get back to work, and get our kids back to school. We need to be open for business. I also want to address attainable housing. It's an issue across the city and the nation. Workforce housing is a question of political will. The citizens of Scottsdale have to say "yes in my backyard". There are tasteful, affordable examples all over the country. The taxpayers and the City need to partner with developers to locate these projects appropriately in our community. The benefit is our teachers, medical services personnel, and first responders can live in the community they serve. That leads to a more diverse community. It also decreases our traffic and parking problems; 150,000 people commute to and from our city every day. I’d like to support that effort and hope the citizens feel that way too. Scottsdale has excellent school systems, but we can do better collaborating with them. I want to have an Education subcommittee between the council and the school districts. A thriving city needs strong schools that raise our property values and attract residents and businesses. The city and school leaders should share information on economic development, land use, and demographics. This way we can deliver better services that allow for the high quality of life that we enjoy. The current Covid-19 crisis has underscored the need for the city and the schools to work together towards common solutions, using shared resources. The only barrier to better school-city teamwork is our own limited imagination. Q - To enable management's ability to create a reasonable return on the investment at Westworld they must induce event producers with Bed Tax Money to be competitive with other venues. The folks in Las Vegas, Texas, Oklahoma all have revenue streams to offset rental expenses at their venues for major events. A - Westworld events are key economic drivers for the city, with economic impacts far beyond the immediate event. The City bonds passed in in 2019 provide significant re-investment into the Westworld complex. We should look to partner with great events in ways that make sense for the City and keep our economy vibrant, using Bed Tax incentives as a tool to support our local economy. Experience Scottsdale focuses on destination marketing, not specific event promotion, but resource allocation from the Bed Tax to various funds should be constantly evaluated for maximum impact to our tourism economy and retail sales tax base. Q - Scottsdale is at a crossroads. Does the City continue to build on the reputation as a tourist destination, and continue to pay the costs to drive that business? Or, does it migrate into a labor-based economy and redistribute the Experience Scottsdale budget to local needs, and or debt service? A - We need to reinvest in Tourism, while not relying on it. The assets that make Tourism so successful continue as strengths: great weather, open spaces, incredible resorts, events and attractions. However, the COVID pandemic has shown us that we must have a diverse economy, and further develop. 30% of our 260,000 workforce is in entertainment, tourism and similar “high-risk” jobs, which have been decimated during the recent pandemic. We must look to new revenue sources and pivot to new opportunities. Only 23% of our labor force is low-risk for job loss. Attracting technology companies and developing medical, biotech, aerospace, financial services, and higher education industries is a priority. We have almost 200 startup tech companies in Scottsdale, and 30,000 jobs in the Cure Corridor and health services. It's a great start. OCTOBER 2020

My earliest memories of Arizona are of visiting my grandfather’s horse farm in the early 1960s, which was in the Mesa area. He was involved with horses his entire life, originally as a cowboy in Wyoming, then as a jockey, a trainer, a stunt man for Hopalong Cassidy, and a blacksmith. As a riding instructor at the Griffith Park Riding Academy in California, he taught a young Clark Gable how to ride a horse for one of his first movies, The Painted Desert. My own life has taken a different path, although my brother shares my grandfather’s love of horses. I was born in Texas, where we kept a horse and pony, but grew up in a small farm town in Iowa after we moved there when I was nine. I attended Cornell College in Iowa where I graduated with Phi Beta Kappa honors. I am a firm believer in education, and I serve on Cornell’s Board of Trustees. I then moved to New York City where I attended law school. Afterwards, I moved back to Chicago, where many of my college friends lived. I loved New York, but it wasn’t for me in the long run. I joined a large law firm in Chicago, where I specialized in tax controversy, which entails fighting with the IRS in audits and trials. During this time, I was recognized as one of the top 25 lawyers in the US in my chosen field. I retired in 2015. In 2013, a short trip to Scottsdale for a Cornell College Board of Trustees meeting convinced me and my wife to move to Scottsdale. We love it here. I became involved in Scottsdale politics as the result of the controversy over the construction of the Desert Discovery Center. I opposed these plans and served as one of the leaders in the successful effort to get Proposition 420 on the ballot and to stop construction of the Desert Discovery Center. Now I am running for City Council. One of my main beliefs is that the people of Scottsdale should be able to choose how they want to live. Horse farms have been an important part of Scottsdale, but their number has been diminishing. I believe people who want this lifestyle should be protected from encroaching growth.

What do you think? A - I am not sure what the legalities would be in annexing the Rio Verde Foothills. Also, before considering such an action, I would like to better understand the views of the people who live there. There are many horse farms in that area, and houses built on large lots. The people who live there might be understandably worried about coming under the jurisdiction of Scottsdale. Earlier this year, there was a heated controversy over the development of Fiesta Ranch off of Dynamite Road. Many residents of the area were adamantly opposed to this development, as they felt it threatened the more “open” feel of their area. I suspect many people in this area would feel the same way about being annexed by Scottsdale. And in my view, the voices of the citizens always win. Q - Scottsdale has mostly run out of raw-land to build on, and now is growing vertically with very high density. Scottsdale recently approved 54 units on barely over one single acre. Do you find that excessive? A - I have made it clear on numerous occasions that I am opposed to increasing height and density in Scottsdale. There are certainly areas in Scottsdale where some increases in height and density are acceptable, especially in the Airpark and near the Princess curve, where there are several higher buildings. Some of these areas have three- and four-story buildings, and in the right context these are acceptable. The new Museum Square has higher buildings, and in its context that is appropriate. But I have been steadfast in opposing fifteen story buildings, such as the Marquee and Southbridge II. Such buildings would obscure our views of the mountains and open skies and would bring unwanted density and increasing traffic. In addition, in the wake of COVID, many more people will be working from home for the foreseeable future, and these types of buildings may no longer be desirable. The City’s own staff agreed these buildings were inconsistent with their context, but the City Council approved them anyway. Above all, the people of Scottsdale get to determine what their communities look like. I will always be guided by their vision. Q - Queen Creek, Gilbert and Chandler all took a lot of pages out of Scottsdale’s playbook for design and style. How can Scottsdale regain it’s edge? A - When I first visited Scottsdale, I was immediately struck by how its design characteristics complemented the desert surroundings.

The zoning, the color schemes, landscaping, and the low rise buildings all allowed the glory of the desert, and the mountains to shine through. As I indicated in the answer to my last question, proposals for higher buildings and increased density are taking us in the wrong direction. We must stick by our original vision for Scottsdale, which emphasizes our connections to the desert. People who live in the south end of Scottsdale are feeling ignored in this regard. The proliferation of short-term rentals in the south end take away from property values and the sense of community. The proliferation of apartment buildings, with increased density, again takes us in the wrong direction. The south end needs some tender loving care to restore the Scottsdale spirit.

our climate, our clear blue skies, our fabulous resorts, golf courses, and spring training are not going anywhere. We would be foolish to ignore these incredible assets and the tourists they draw--not to mention the benefits derived by the people who live here. In fact, domestic tourism may come back stronger than ever as more people enjoy driving vacations in lieu of flying to distant tourist spots. But at the same time, we can continue to add jobs in low-impact industries and services, such as technology, life sciences, and other fields of the future. We can do both.

Q - As Mayor or City Council member, can one person really have an impact in Scottsdale? If so, how? A - Absolutely! Right now, the City Council is narrowly divided along 4-3 lines, with the four-person majority consistently voting in favor of more development, more density, and more height. If Betty Janik and I are elected to the City Council, we will be able to move the City Council in a direction that is more friendly to the views of ordinary citizens. Q - To enable management’s ability to create a reasonable return on the investment at Westworld they must induce event producers with Bed Tax Money to be competitive with other venues. It brings in tourists, and it also provides great benefits to our own citizens in the form of Barrett Jackson and other events. If Experience Scottsdale is not sufficiently involved in promoting Westworld, it should be. I would be glad to investigate this issue further, as Westworld is a great venue and we should be doing all we can to attract more events.

I was born and raised in Chicago. I received a BS in Chemistry from the University of Illinois Chicago, my first job as a research Chemist was in Chicago, I was married to my husband Joe 48 years ago in the Windy City and the first 2 of my 3 children were born there. We left the south side of Chicago and settled into life in Toronto for 2 years while my husband completed his training and my daughter entered this world. We finally put down roots in the Denver area for 23 years. I became a certified high school science teacher where life is never boring. We enjoyed all the outdoor activities the Colorado Rockies have to offer. The next big move brought us to Scottsdale almost 17 years ago. Moving here I found a city of wide diversity from the McDowell Mountains, to lush resorts, art galleries, McCormick-Stillman Train Park, historic Old Town and a rich equestrian history. More recently I have seen changes in the Scottsdale landscape that are troubling. There has been a shift from a city that called itself the “West Most Western Town” where we celebrate our Western Heritage to a city with lost views, more density, and more height. I served as co-director of the successful Protect Our Preserve movement and president of the Coalition of Greater Scottsdale, both organizations strive to maintain our unique character. I am running for Scottsdale City Council to represent the citizens and their vision for Scottsdale, to celebrate the diversity that has made us a world class destination city.

Towns, Cities and unincorporated County areas of Arizona are under increasing pressure from development statewide. It some places it is once-again out of control. The money to be made carving up Arizona, for people moving here, is changing everything. This election cycle is proving just how important special interest groups are in defining America. Horse people are one of the original “Special

In many cases a few votes will forecast the future as the right, or wrong, candidates get the job. It is an important election to know who is pro-horse, and who is not. Newcomers from other states want to change Arizona, to be more like those places they have escaped from, particularly California.

A - ASU did a study on the economics of WestWorld. It is an economic engine for Scottsdale. When all the sources of revenue are taken into account, it is a net gain for our City. If the subsidies result in a net gain for Scottsdale, they definitely should be considered and allocated as appropriate. Q - Scottsdale is at a crossroads. Does the City continue to build on the reputation as a tourist destination, and continue to pay the costs to drive that business? Or, does it migrate into a labor-based economy and redistribute the Experience Scottsdale budget to local needs, and or debt service? A - I support tourism. It is the primary source of sales tax revenue for Scottsdale. With our fine amenities and wonderful weather, tourism will continue to be a primary source of revenue into the future. However, there is room for diversifying the economy. The Cure Corridor and technology can continue to grow as important sectors for a robust economy. This is not an either/or proposition. Our city can and will find a comfortable balance between the two extremes you mention. We are Scottsdale strong. OCTOBER 2020

Candidate Scottsdale City Council approved 54 units on barely over one single acre. Do you find that excessive? A - Yes it is excessive and I have been fighting overdevelopment since 2008. There is nothing wrong with rezoning as long as it fits into the surrounding zoning. As for height the further North we go the lower the height needs to be. This needs to be reflected in the next General Plan which the next council will be working on.

I have also been on the city council for 8 years now. I do not see Scottsdale annexing that area. There are too many people who do not want to be annexed and there are governmental problems involved with annexing adjacent lands that makes it problematic for the city. Not to mention sewer, water and electrical agreements that need to be discussed and vetted. There is no discussion that I know of to annex. Q - Scottsdale has mostly run out of raw-land to build on, and now is growing vertically with very high density. Scottsdale recently 44

A - I don’t feel like we have lost it, however as part of our rezoning we should follow Queen Creek in having development agreements that say the land will revert back to its original zoning if the said project is not completed in a certain timeframe, or if the owner tries to resell it once the property is rezoned. Q - As Mayor or City Council member, can one person really have an impact in Scottsdale? If so, how? A - I can say that’s a definite yes because I have made an impact in Scottsdale despite other council fighting me. I was able to get the PT_17 Stearman Airplane at the new Airpark business terminal, a Parada Museum in Old town, stopped the southbridge2 project from destroying 5th ave and in the past stopped a bond tax that would have cost us millions in taxes and a General Plan Update that would have allowed developers more leeway for height and density up north. Q - To enable management’s ability to create a reasonable return on the investment at Westworld they must induce event producers with Bed Tax Money to be competitive with other venues. The folks in Las Vegas, Texas, Oklahoma all have revenue streams to offset rental expenses at their venues for major events. This is big-business, and event producers expect and receive discounts from City, County, and State authorities. Scottsdale needs to offer the required incentives to secure new major national events. Experience Scottsdale can either directly get involved or use some of their budget in a separate account to recruit events. What do you think? A - I think there is no benefit to either community. Therefore not at all likely. Q - Scottsdale has mostly run out of raw-land to build on, and now is growing vertically with very high density. Scottsdale recently approved 54 units on barely over one single acre. Do you find that excessive? A - If it were in the middle of a residential neighborhood it would be excessive. If it is in an area that permits this intensity in the General plan then the citizens have already said it is not excessive. Q - Queen Creek, Gilbert and Chandler all took a lot of pages out of Scottsdale’s playbook for design and style. They executed on farmland with larger planned developments that feature new beautiful roadways with extensive landscaping and more. Scottsdale out-shined these other communities in the past. How can Scottsdale regain it's edge? A - By electing people that were responsible for the extra wide lanes, the generous setbacks, the strict sign ordinance, the view corridors and the attractive landscaping in the first place. It helped Scottsdale put itself in the pantheon of great communities by making everything better than any other place in Arizona. Toughest development standards in Arizona. So tough developers used to call us “Stopsdale” Q - As Mayor or City Council member, can one person really have an impact in Scottsdale? If so, how? A - By practicing ethical behavior. By treating everyone with dignity. By being a good listener. By giving everyone a fair shake...and that means everyone!

A - We rode into greatness on tourism and we should keep tourism and world-class events as our focus. The pandemic has also sent a painful reminder to not put all our eggs in that basket. Businesses that are entrepreneurial and have growth potential should be fostered and helped. Biomedical and artificial intelligence are fast growing opportunities and a good fit for our local economy and a path for reaching deeper into the expanding global economy.

Q - Now that interest in golf has faded, horses rank high in the draw of visitors to Arizona, particularly from around the world. Do you agree with that statement? A - I do not believe golf has faded but do think horses and golf courses still draw visitors to Arizona.

Q - As an Arizona State Legislator would you be willing to spearhead the development of State funding to attract national equestrian events similar in form and function as they do in Texas, and other States? A - I am committed to spearheading economic development measures that attract the best events from around the country to be hosted here in Arizona and specifically in the Scottsdale, Fountain Hills and Rio Verde area. Q - You have shown a real interest in serving the community at a variety of levels, and come across as a high-energy person. How does one turn that desire to serve and energy into achieving political goals? A - My energy and desire to serve is from all my previous experiences and work ethic. Having a well accomplished career as an executive in telecommunications and now a successful small business owner, accomplishing goals are a habit. Achieving political goals for my constituents and being accountable will be no different than accomplishing goals throughout my career. Q - Why are you investing the time and resources in this campaign? A - I see the challenges Arizona faces and believe we need stronger leaders to rise with contributing into society. Our great quality of life needs to be preserved and I have the will to serve our district to maintain this for everyone. I felt that if I didn’t apply my corporate and nonprofit resources/experiences, I would be wasting my talent to help. Q - What is the biggest challenge facing Arizona today? A - The biggest challenge is keeping our economy strong and not allowing for policies that would destroy our growth or make Arizona a non-business friendly state. This announcement follows the commencement of polo action around the country and limited events in the greater Phoenix area, including at the Valley’s upcoming NASCAR race and Phoenix Rising matches. Under a new name for 2020, The Stella Artois Polo Classic: Presented by Ketel One, a production of the Bentley Scottsdale Polo Championships will return with some new teams, as well as new focus on social distancing and a key focus to help schools, nonprofits and charities hit hard by COVID-19. Tickets are on sale now at www. thepoloparty.com. There will be limited capacity in response to Covid-19. As part of the city-approved changes for 2020, The Stella Artois Polo Classic will feature an extensive social distancing plan, that also incorporates a social distancing enforcement team, mandatory masks, sanitation stations, temperature checks and an all openair approach with tables, lattice fencing and umbrellas instead of tents to make guests as comfortable as possible in an environment as fun as possible.

The event has also been certified by HealthyVerify, a collaboration including Arizona State University and Barrow Neurological Institute to ensure significant safety precautions and measures are being carefully planned and implemented. Less than two weeks after the Professional Rodeo Cowboys Association (PRCA) announced that the 2020 Wrangler® National Finals Rodeo (NFR) – the greatest annual event on rodeo’s calendar – would move to Arlington, Texas, at Globe Life Field, December 3-12, 2020, all available seats at Globe Life Field were scooped up during pre-sale for season ticket holders and public sales this morning. With the Thomas & Mack Center at UNLV in Las Vegas, home to the NFR since 1985, unable to accommodate an event with fans in person this year, the PRCA polled fans and more

than 40,000 responded. Over 80% of the respondents said they wanted an NFR event that would permit fans to see the event in person. “This is what happens when you listen to your fans

and shape an event around them,” said George Taylor, chief executive officer of the PRCA. “We’ve worked closely with our partners at Globe Life Field and we’re cooperating with the state

and local health authorities to design an event that will be safe and fun. The 2020 Wrangler® National Finals Rodeo is going to be one for the ages.” Tickets for the Wrangler NFR are being sold in blocks of four so that families and close friends can sit together safely. Each block of four seats will be separated to retain healthy physical distance for fans during the rodeo performances. Globe Life Field is working closely with state and local health officials and they have created a wait list for fans if additional tickets become available at www. texasrangers.com/NFR. Fans who sign up for the wait list will be given first opportunity to buy any tickets that might be made available. Limited suite rentals at Globe Life Field are still available for each performance.

RAM Truck Roping Rounds Out the USTRC National Finals

In addition to a new location and a new date the 2020 USTRC National Finals XXXI presented by Cinch also introduced the new #9.5 RAM Truck Roping. With 981 teams battling it out in the average, and individuals vying for the high point title, it came down to the wire with several ropers having a real good shot at driving home in the trophy RAM 3500 dually truck. Braxton Ogle, of Mccloud, Oklahoma, was the roper to seal the deal. With a time of 35.02 on four head he finished sixth in the average with his buddy, Dyllan Jones, of Shawnee, Oklahoma. The duo pocketed $4,740 for their efforts. Jones also had a shot at winning the RAM truck but was ecstatic for his partner and celebrated with Ogle, doing interviews and taking pictures, until they were the last ropers to leave the building on Saturday night.

Scott Tiner, of Decatur, Texas, cleaned it up on the back end for him and Ogle to solidify an eighth-place finish in the average. Their time of 35.72 on four head earned them $3,400 and was good enough to keep Ogle leading the high point standings. Combined, Ogle took home $4,070 cash in addition to the high point prize. With a time of 33.32 on 4 head, Brayden Aymond, of

Pine Prairie, Louisiana, and Trenton Davis, of Lumberton, Mississippi, picked up $16,280 for first in the average. Ogle, 14, has only been roping for about four years. Before transitioning into the arena his focus was on baseball. "I knew I could make money doing it," Ogle, who homeschools through Epic,

How to Keep Your Horse Healthy as Summer Transitions to Fall By Dr. Tania Cubitt Standlee Nutritional Expert Performance Horse Nutrition Fall is approaching and with it, cooler weather and a shift in pasture availability and moisture content. When temperatures start to decrease, some horses have a tendency to drink less; coupled with eating less moisture dense pasture and more dry hay, this

transition can sometimes bring on impaction colic. Diagnosed early, impaction colic usually can be treated and resolved without surgery. Causes: Impaction colic is a drying out of intestinal contents causing a blockage in the horse’s gut. The large intestine twists and turns and has several changes of direction and diameter. These “corners” can be position for impactions, where a firm mass of feed or foreign material blocks the intestine. Impactions can be induced by coarse feed stuff, dehydration or accumulation of foreign material, like sand. Other management changes such as feed changes or decreases in exercise and water intake and long-term use of NSAIDs can also increase the risk for impactions colic. Signs: The amount of water consumed is a significant factor in preventing impactions. If the food material is too dry as it moves through the digestive system, it is more likely to cause a blockage. When weather changes, this can lead to a change in moisture intake as pasture is approximately 80% moisture and hay is between 10-15% moisture.

Management:

Some best management practices that can help avoid impaction colic include: Wetting feed or adding soaked forage sources, such as forage pellets, cubes or beet pulp. Carol Bell looks back on a 30-Year Adventure

When Carol Bell signed over her car dealership to new owners this summer, it marked the end of an era — over 30 years of contributions to the business and community of the Morongo Basin. Born in Mississippi, she married Bobby Smith, the owner of a van conversion business in Reno, Nevada, in 1987. The two opened their new dealership, Yucca Valley Chrysler, Plymouth, Dodge, on July 4 of that year. “I did the advertising, the financing,” she said. “It was an

adventure and we enjoyed it a lot.” With their slogan, “Give us a chance,” the two were staples on local television and radio channels along with their dog, Prince. The Smiths dove into the business and nonprofit communities. “I loved it. I loved the people there, a super dynamic group of people for such a small community,” Bell said in a phone interview Wednesday. They were active in the Rotary Club’s drive to build Copper Mountain College.

“The people were focused. They were willing and able and wanted to be a part of it,” she said. “I was fortunate to be a part of it. … It seemed like the energy and willingness and ability to take on a project and get it done for the community was overwhelming.” Along the way, the Smiths weathered recessions and nearrecessions in the early ’90s. “Our motto was Stay Alive Till ’95. It’s gotta turn,” she said. “And it did.” They rolled with the punches, as car brands came and went, and the internet became the main way people communicated and shopped. “It was a pivotal time,” she said. Carol joined a committee of business leaders who funded a survey of residents and produced a marketing report on businesses that could succeed in Yucca Valley. “We worked with the town manager to see how they could bring in a Marshals, a Ross, a Steak N Shake and other businesses,” she said. Two of the obstacles they encountered then were water availability and the lack of a sewer system. “All of those things are being worked out now,” she noted. The Smiths were also supporters of several nonprofits, including the Boys & Girls Club, as well as the chamber of commerce. Their days were filled, from early-morning committee meetings to late-night fundraisers. “We loved it, we lived it, we breathed it and we all felt like without a question this community was good to us, and we felt an unwritten obligation to take care of it and do what we could for it,” she said. “It was unique. Sometimes everyone is on the same page. We

more Carol Bell got things done — boom, boom, boom and, ‘OK what’s the next project?’” She remembers those days as busy but full of fun. “We enjoyed each other, we had fun together, and we looked forward to a challenge — and there were plenty. But we were young and full of fire.”

When Bobby Smith died at age 72 in 2006, Carol continued with the dealership and her community activities. With the changes in her life came another big one: a return to horseback. Carol said she nurtured a lifelong love of horses, but put it aside for many years because of her work schedule and community involvement. She was looking in Hi-Desert

Star one afternoon and saw ad for the Yucca Valley Equestrian Center, with a photo of Cindy and Steve Lapp on horseback. “I called them up right there and said I want to take riding lessons. And the rest is history.” At a Ford Nationwide meeting, she met George Bell and the two married, George quickly becoming a part of the Yucca Valley dealership. “He’s a really congenial kind of person and he enjoyed talking to everyone on the showroom floor,” Carol said. George was based in North Carolina, and the two spent about 10 years traveling between the South and Southern California. They recently decided to retire from the California car business and concentrate on their lives in North Carolina. There’s a lot to concentrate on: The Bells own 60 quarterhorses and run George and Carol Bell Reining Horses. “We breed them, sell them, train them, show them,” she explained. Carol competes in reining competitions, teaming with a horse to complete a pattern of circles, spins, roll-backs and sliding stops. “I just competed last weekend and I won the level two and the level four derby, so I was pretty proud of my horse and myself,” she said. I urge everyone to support your local businesses because without your support they can’t remain. Signing the deal for her Yucca Valley business was bittersweet, she said, but she loves her ranch life.

“I want to thank the town leaders, the community and all the customers for 30 wonderful years,” she said. “It was a great ride.” 80

2020 PBR World Finals relocated to AT&T Stadium in Texas

The twisting, swerving, rocky road to PBR’s 2020 world championship took another major turn today. This time, facing gridlock in Nevada, PBR took a detour on the freeway to the Lone Star State. PBR World Finals: Unleash The Beast – which for 26 straight years has been held in Las Vegas – will be relocated to AT&T Stadium in Arlington, Texas, November 12-15. This blockbuster announcement, following a lightning-fast,

Herculean collaboration among the state of Texas, City of Arlington, Dallas Cowboys, CBS Sports and PBR, was made this afternoon by PBR Commissioner Sean Gleason. Gleason spoke to fans live on social media from the heart of AT&T Stadium, where PBR has competed the past 10 years, including the biggest event in the sport’s history when PBR hosted 46,000 fans at the Iron Cowboy in 2018. World Finals, the richest and most prestigious event in bull riding, which offers a $1-million bonus and coveted gold buckle to the PBR world champion and a $300,000 check to the event winner, had originally been scheduled for T-Mobile Arena in Las Vegas November 4-8 and has been moved due to COVID-19 restrictions. “The PBR World Finals, the biggest event in bull riding, will crown our next champion rider and bull in the NFL’s largest stadium in the heart of cowboy country, giving fans the sport they love in a comfortable, socially distanced environment,” Gleason said. “We are very grateful to Governor Abbott and the state of Texas, who moved at lightning speed to make this happen, as well as our partners in the city of Arlington, the Visitors Bureau, CBS Sports and AT&T Stadium for welcoming PBR and our loyal fans for championship week.” CBS Sports Network will televise all rounds of the PBR World Finals, in addition to pre-round shows previewing the action (see broadcast schedule below). The league’s OTT channel RidePass will also bring viewers all the action LIVE. Gleason had more consequential news to share on the PBR Facebook Live stream. The next PBR Global Cup USA, which was to be held at AT&T Stadium in 2021, will relocate to Las Vegas and take place in the spring of 2021 in Las Vegas at a specific date, time and venue to be announced. Additionally, the PBR Pendleton Whisky Velocity Tour Finals, which had been scheduled at South Point Arena in Las Vegas October 31-November 1, will now be held at the Denny Sanford PREMIER Center in Sioux Falls, South Dakota, November 6-7. Fans will recall Sioux Falls as the place where in mid July South Dakota Gov. Kristi Noem triumphantly rode in Old Glory onto the dirt on her own horse, marking the first indoor ticketed sporting event since the onset of Coronavirus relegated fans seeking live 94

sports to stay glued to their TV screens and mobile devices. Following the bellwether Sioux Falls event, the ticketed playoffs of the brand new Monster Energy Team Challenge, PBR has now hosted fans during seven event weekends safely and without incident with new safety protocols in place. While Gleason was disappointed that PBR’s proven plan and privatepublic partnerships helping get state economies back on track – the kind of partnership Gov. Noem jumped at – had not been given any direct consideration by the state of Nevada, he’s very excited about the new temporary Texas locale for World Finals and associated events. “If we are not allowed to conduct the PBR World Finals in our traditional home of Las Vegas, there is no better place than the largest stadium in North America, home to our marquee PBR Global Cup USA events as well as the largest single-day event in PBR history,” he said. During World Finals week, fans can also attend the Women’s Rodeo World Championship at the Will Rogers Coliseum Complex in Ft. Worth. Competition begins on November 9 and will culminate with Championship Rounds held inside AT&T Stadium during the November 13-15 World Finals performances. Contestants competing in four disciplines – breakaway roping, barrel racing, and team roping (heading and heeling) – will compete for their piece of a historical $750,000 purse along with an all-around $20,000 bonus. Athletes in each discipline will compete for $136,000 in the main event, with each discipline champion walking away with a minimum of $60,000 each. “As WCRA continues to lead the industry charge in women’s professional rodeo, we are proud to offer equal money in all disciplines and to highlight their efforts to millions on a CBS Television Network broadcast,” said WCRA President Bobby Mote. “This event will place these athletes onto a historic stage with payouts and visibility in women’s rodeo have never been done before.” Fans at the Fort Worth Will Rogers Memorial Center will also have the opportunity to attend the ABBI World Finals, where the world’s top 2- and 3-year old bulls compete in two rounds of competition for a chance to win the ABBI Classic Champion title and $100,000. General public tickets for PBR World Finals go on sale October 5. Prior to that, PBR Direct 4-Day Packages will go on sale September 28-30, with PBR Direct Single Day tickets on sale October 1-2. Tickets can be purchased at the AT&T Stadium Box Office, online at ATTStadium.com or SeatGeek.com, or via the phone to PBR Customer Service at (800) 732-1727. PBR has high hopes to bringing its marquee event to a state with such rich Western sports history.
