DENNIS REINERS - PRORODEO HALL OF FAMER PASSES AWAY IN ARIZONA BY MATT NABER

Dennis Reiners, the 1970 world champion saddle bronc rider and 2003 ProRodeo Hall of Fame inductee, passed away Jan. 20 at Phoenix Mountain Nursing Center in Phoenix. Born in Clara City, Minn., Oct. 17, 1937, Reiners didn’t catch the rodeo bug until he was 14 years old and traveled to Clear Lake, S.D., to watch legendary cowboy Casey Tibbs ride a saddle bronc. After that, Reiners was hooked. “I went home and built a chute and tried to ride ‘em,” Reiners told ProRodeo Sports News in 2003. “I fell off more than I stayed on.” As luck would have it, as Reiners began his ProRodeo career in 1959, Tibbs became one of Reiners’ mentors, as did ProRodeo Hall of Famers Bill Linderman and Marty Wood. Reiners mug“Casey entered me in the spring rodeos, San Angelo (Texas), Fort Worth (Texas) and Houston,” Reiners said. “I think I probably got even with him, but Casey never asked for a dime.” Reiners’ persistence paid off, qualifying for the National Finals Rodeo nine times in saddle bronc riding (1963-66 and 1970-74) and twice in bareback riding (1965-66). The highlight of his career was winning the saddle bronc riding world title in 1970. He was the first cowboy to win NFR aggregate titles in bareback riding (1965) and saddle bronc riding (1973). Reiners was modest about his many accomplishments during a ProRodeo career that lasted more than 30 years. He continued to compete until 1990 when he was 53 years old, winning 11 “old timers” world titles before he was through. “I don’t have Alzheimer’s,” Reiners said. “I have half-timer’s disease – I only remember half the time.” After retiring from competition, Reiners remained active in rodeo by subcontracting bucking horses and driving teams of horses in parades such as the 2003 Cheyenne (Wyo.) Frontier Days parade. “I’m busy day and night,” Reiners said. “I wouldn’t have it any other way.” Reiners was injured in a horse accident in 1991 and developed a neurological problem that progressed over time, leaving him paralyzed and unable to talk for the last five years of his life. Reiners was a practicing Lutheran and had a close relationship with the Lord. 12

Feeding Horses: What You Need to Know

About Forages and Winter

STANDLEE BARN BULLETIN The Standlee Barn Bulletin is your source for insightful articles about premium western forage and beyond. By Dr. Tania Cubitt Standlee Nutritional Expert - Performance Horse Nutrition

During the winter season, temperatures typically fall below what is necessary for pasture grass to grow. Pastures become rapidly depleted of natural forage and horses must increasingly rely on their owners to provide them with a nutritionally adequate diet. To properly feed a horse during the winter months, several key factors must be addressed. These factors are: Water, Fiber, Essential nutrients, Water Water should always be the first consideration in the diet for any horse. Without adequate water intake horses will not survive. An adult horse (1000 lbs.) in a cool, comfortable environment that is not working, or lactating, requires a minimum of 7 - 10 gallons of fresh clean water per day. The amount of water required is closely related to the amount of feed eaten. Most horses will drink 1.5 quarts of water per pound of dry feed intake. If a horse were consuming 20 lbs. of dry hay per day, the horse would be expected to consume approximately 7.5 gallons of water per day. Water that has frozen or is near freezing will result in decreased intake. Similarly, horses that must eat snow as their only water source, will not eat enough snow to completely satisfy their water requirement. This decreased water intake can result in digestive upset or “colic” that is associated with feed material becoming impacted (stuck) in the digestive system. Fiber Adequate fiber intake is the next consideration in feeding horses during the winter season. It is recommended that horses receive a minimum of 1.5% of their body weight in dry hay per day. For a 1000 lb. horse, this equates to 15 lbs. of hay per day. Can horses consume more hay? Certainly, horses can consume up to 3% of their body weight per day in hay (30 lbs. for a 1000-lb. horse), if the hay is of good quality. The fiber obtained from hay is necessary to keep the digestive system of the horse functioning properly. Without this hay fiber, horses will seek out other sources of fiber including bedding and wood fences or trees to satisfy their needs. Adequate fiber from hay is even more critical during the winter months since it is the feed ingredient that keeps horses warm during cold weather. Digestion and fermentation of fiber (hay) produce heat that helps the horse maintain its body temperature during winter. Unlike hay, consumption of grain does not produce large amounts of body heat during digestion. Grain functions to keep horses warm by providing energy for muscle contraction that can be used to help the animal shiver. Therefore, the best way to keep horses warm during cold weather is to provide plenty of good quality hay. 22

Increase the hay content of the diet 24 hours prior to forecasted cold conditions. Strive to keep your horse in a good body condition prior to winter months, as the extra body fat provides an additional insulating effect against wind and also serves as an energy reserve. A frequent problem with horses during the winter months is weight loss. This can happen if horses are not being fed enough hay and/or grain or they simply cannot consume enough calories to maintain their condition. Better quality hays are typically higher calorie hays such as alfalfa, compared to grass hay. If you do not feed enough hay to your horse, it can lead to a variety of issues including: Hindgut Acidosis, Colic, Gastric Ulcers, Cribbing, Wood Chewing (including fences and trees,) Behavioral Issues If we assume that the wintery conditions can last for 5 to 6 months, this equates to approximately 150 to 180 days we need to provide hay or hay alternatives to our horses. This equals between 2,250 and 2,700lbs of hay per horse. If you have a boarding operation and have 10 horses, we are now looking at approximately 13 tons of hay. If you house closer to 30 horses, you are looking at 40 tons of hay. If an average small square bale (not compressed) of grass hay weighs approximately 40lbs, you will need about 2025 bales of hay to get 30 horses through the winter! Storage space for this amount of hay is nearly impossible to find and availability can be scarce. Have you ever thought of substituting some of your hay with a forage pellet? News and Happenings at the Almosta Ranch

Greetings and Happy New Year from the Almosta Ranch! 2019 ended with a bang! After rehab for total left hip replacement, I finally got to show at the Arizona Cutting Horse Association Show in Queen Creek in November. We had much success! It was great to see all of my friends and fellow trainers.

Two days after the cutting, Becky and I flew to Auckland, New Zealand. I was a headliner at EQUITANA Auckland. We went over early enough to stay with our friends Jason and Rachel Melling. They live in a beautiful area on a peninsula overlooking the ocean. During our stay, we did some fishing, site seeing and lots of relaxing. Becky and I had time to drive south to Lake Taupo which was totally beautiful! The next day I fished the Tongariro River, catching some beautiful trout in the rain. It is definitely a place that I want to return! The clinic in Auckland went well and I met some wonderful people. A few days after my return to Arizona, I left for Fort Worth for the NCHA World Finals. CH De Haan and his good mare Smooth Pistol Annie competed in the $5K Novice Non Pro. I was really proud of this duo and their success. CH De Haan is more than just someone who rides with me, but he is also a good friend for many years. Every other year, the Merrills and the Dunnings travel to Hawaii with our extended families, the Parkinsons and the Millers. This year we had beautiful condos on Poipu Bay overlooking the ocean. The grandkids all love the water and the beach and us grown up men (sort of) played a lot of golf. Our families love to compete, as evident by the many games of pickleball we played. The entire gang enjoyed hiking, 4 wheeling, and dining together, along with many other memorable activities. Christmas in Hawaii is a magical time! We have been hitting the show pen hard in 2020, including David Costello’s Outback Cutting in Tucson, two AZCHA shows in Queen Creek, the AzQHA Shamrock Show, and the South Point Cutting in Las Vegas, NV. Take a look at the Show News section for more details. We have been appreciative of some additional help, courtesy of my new assistant Katie Perry (not the singer), of Phoenix, AZ and intern Rae Page of Manitoba, Canada. We enjoy the heck out of them! NetJets® U.S. Jumping Team Starts 2020 Nations Cup Season With Home Victory

Wellington, Fla. – The NetJets U.S. Jumping Team started their journey to the 2020 Longines FEI Jumping Nations Cup Final on the right foot, as they topped the podium in the Longines FEI Jumping Nations Cup™ USA, hosted at Deeridge Farms in Wellington, Fla., following an exciting finish determined by a two-rider head-tohead jump-off with Great Britain. The team of Jessica Springsteen (Colts Neck, N.J.), Margie Engle (Wellington, Fla.), Laura Kraut (Royal Palm Beach, Fla.), and Beezie Madden (Cazenovia, N.Y.) were led by Chef d’Equipe Robert Ridland.

Ridland was thrilled with the team’s performance and commented that the results went according to plan in the second round, which featured three clear efforts from Springsteen, Engle, and Kraut. The added pressure of performing well at the only Longines FEI Jumping Nations Cup competition hosted on U.S. soil certainly increases expectations, and Ridland noted that his team handled the difficult task at hand with an unwavering determination. “Our home Nations Cup is special, as it is for any country, and it’s also a hard one for everyone. These horses aren’t in mid-season form yet, but the field of play, when you looked at the teams last night, it would have been just as easy to be fifth. It was really great jumping and it was a great course,” said Ridland, as he discussed his team’s performance in their first Nations Cup competition of the season. “This is what the sport is about. This is the pinnacle of the sport, to me, the Nations Cup.” Springsteen aboard RMF Zecile, a 13-year-old Holsteiner mare owned by Rushy Marsh Farm, LLC, were the first combination to test the track designed by Alan Wade (IRL) and finished with just four faults in their first tour around the course, followed by an impressive clear effort in the second round. “In the second round, I didn’t want to change my plan too much and just felt like I needed bit more space back to that vertical, but 38

other than that she jumped amazing in both rounds, so I was thrilled with her,” said Springsteen. “It was really a team effort today and you always feel good when you know you have Margie, Laura, and Beezie coming behind you, so that always gives you good confidence.” Next in the order aboard her veteran partner, Royce, a 16-year-old Oldenburg stallion owned by Gladewind Partners LLC, was Margie Engle, who added four faults in their initial round, before returning to secure a valiant clear effort and keep the team positioned well on only eight faults with Kraut and Madden left in the order. “Jessica [Springsteen] went and had a fantastic round and was clean, so I knew that we still had to fight to get clear rounds,” said Engle. “There’s a lot of change that usually happens during the second round. I made sure when I went to the oxer this time to get a little bit straighter to it. He actually felt great in both rounds and the approach I had to that oxer was a little better. He felt great and all of my teammates were super. It’s a nice feeling to have this strong of a team.” Kraut and her trusted partner Confu, a 13-year-old Holsteiner gelding owned by St. Bride’s Farm, produced only one of four double clear efforts of the day. Their consistency secured the team’s final total of eight faults, which allowed the anchor combination of Beezie Madden and Darry Lou to forgo their need to contest the second round. “He was fantastic today and that being said, it is also hard not to be too over-confident when I have a team like this with great riders and great horses. It’s the most confident I’ve felt in a long time – it was great,” commented Kraut. To make for a truly exhilarating finish, the team representing Great Britain also finished on eight faults following the second round, forcing a two-rider jump-off, which saw Beezie Madden and Alexandra Thornton go head-to-head to determine the winning team. Madden and Darry Lou, a 12-year-old KWPN stallion owned by Abigail Wexner, crossed through the timers in 33.11 seconds as the first pair to jump-off, besting Thornton’s time of 36.34 seconds. “I for sure didn’t want to leave the door too open for her to be faster than me. I think my horse actually rises to the occasion when I call on him and put pressure on. Right from the first jumps in the schooling area, he was already jumping better than in the first round,” commented Madden. “He wanted to play a little after fence one, and I had to say, ‘We’ve got to get down to business,’ and he really came through."

Sharon Chauncey Siar Passed Februrary 15th

Sharon Chauncey Siar 79, of Scottsdale, AZ passed away on February 15th, 2020 with family by her side. A lifelong resident of Arizona. She was born on December 31st, 1940, the eldest of twin girls, Sharon & Karyn, to Tom W. Chauncey and Katherine Geare Chauncey along with her elder sister Colleen and younger brother Tom Chauncey II. Sharon is survived by her son Terry, daughter Diane, and husband Sam, along with her brother Tom, grandchildren, great-grandchildren, nieces, nephews and friends. Raised in central Phoenix, Sharon worked in health care administration for many years before returning to her interests in Arizona’s Arabian horses and real estate. She loved Arizona for its sunsets, horses, cattle ranches, and the Colorado river. Sharon’s compassion for animals was unparalleled; rescuing animals, taking in strays and caring for literally hundreds of animals over the course of her life. Her greatest joys were spent with her family water skiing, flying, and family gatherings in Arizona and California, with her favorite being along the beautiful Colorado river that runs between them. Sharon will be remembered for the countless individuals she mentored, took into her home, cared for, and loved deeply. Her positive impact on others has left a profound legacy of her generosity and good moral character. We will miss her. A private gathering was be held in Scottsdale. Donations in lieu of flowers can be made to The Healing Hearts Animal Rescue and Refuge, and the Arabian Horsemens Distress Fund.

Two Weekends of Fun During Cave Creek Rodeo Days

Cave Creek Rodeo Days celebrates 43 years with two weekends of fun! Sponsored by Sanderson Ford, the popular event kicks off on Saturday, March 21 starting at 9 a.m. with the festive Cave Creek Rodeo Days parade through town. The fun continues that day at The Buffalo Chip Saloon with Mutton Bustin’ at noon (sign up is at 11 a.m.). The Buffalo Chip Saloon is also sponsoring the Kick-Off Dance that night. On Tuesday, March 24, the Cave Creek Rodeo Days Golf Tournament will take place at Rancho Mañana Golf Club in Cave Creek. Rodeo performances will take place at Cave Creek Memorial Arena March 27-29 with three thrilling PRCA rodeo performances featuring topranking Professional Rodeo Cowboy Association (PRCA) and Women’s Professional Rodeo Association (WPRA) contestants. New this year: A breakaway roping for women competition on Friday, March 27. Breakaway roping is a variation of calf roping where a calf is roped, but not thrown and tied. This year’s new event will take place after the morning barrel racing slack competition. Slack is the preliminary competition for any excess entries, and it’s free for the public to attend and watch. Entries will be taken at the arena starting at 8 a.m. The top 20 breakaway roping competitors will then compete during a third round for the $1,200 prize from Cave Creek Rodeo Days plus 75 percent of

the entry fees. In addition, the top five contestants will run one more calf during the Sunday, March 29 performance for a chance to win $300 bonus prize money. Rodeo weekend will also feature many fun activities and nightlife throughout the Town of Cave Creek. Ride to and from town to participate in all the exciting events going on and be sure to take the bus Saturday if you are going back to Harold’s Corral for the Official Rodeo Dance on March 28. Rodeo weekend, the town will be packed as locals and visitors take advantage of the free shuttle buses to the rodeo grounds. (Buses run Friday and Saturday ONLY). Gates open at 5 p.m. on both Friday and Saturday, March 27 and March 28, with PRCA performances starting at 7:30 p.m. Gates open on Sunday, March 29 at noon with the PRCA performance starting at 2 p.m. While parking at the rodeo arena is free, taking the free shuttle bus from town is easy, plus you can save $5 when purchasing tickets on the bus. Pick-up locations are in downtown Cave Creek and also at the corner of Cave Creek Road and Carefree Highway. Check the website for specific locations and departure times. Ride free, with or without a ticket. Rodeo ticket prices range from $27 to $200, with discounts available online through March 20.

The Rise of the Cowboys The Cowboys were the Old West’s biggest outlaw gang. In Arizona and New Mexico, they committed highway robberies, waylaid Mexican pack trains, stole thousands of heads of cattle on both sides of the international border and murdered at least 35 men. The Cowboys worked closely with dishonest ranchers who helped them smuggle and conceal purloined livestock, and with crooked butchers and cattle dealers who were happy to buy cheap, stolen beef. They were unopposed in Arizona Territory until they ran headlong into the disreputable but deadly Wyatt, Virgil and Morgan Earp, and their dentist-gambler pal, Doc Holliday.

Breyer horse experts are bringing the paintings of artist Orren Mixer to life through a new series of sculptures

Each hand-painted piece in this series was inspired by one of his famed “ideal” horse breed paintings.

In an exciting new collaboration, the horse experts at Breyer are bringing master artist Orren Mixer’s equine breed “ideal” paintings to life in sculpture form. A natural pairing that brings a new level of equine artistry to horse lovers around the world, this series showcases the late artist’s work to new fans and art collectors alike.

The talented Oklahoma artist was best known for his depictions of livestock and the western lifestyle. Over the course of his career, Mixer’s artwork graced the covers of magazines and the walls of lucky collectors, and earned him a place in the American Quarter Horse Hall of Fame. His gift for capturing the equine form led to seven equine breed associations commissioning him to paint their breed’s ideal. For this endeavor, Mixer created some of the best-known imagery for these breed associations, including the American Quarter Horse Association, the American Paint Horse Association and the Palomino Horse Breeders of America. These highly recognizable images are still used today, and have forever cemented Mixer’s place as one of history’s preeminent equine artists.

Breyer’s Ideal Series pays homage to Mixer’s most popular subject – the horse! Each hand-painted piece in this series was inspired by one of his famed “ideal” horse breed paintings. The first release in the Ideal Series is the AQHA Ideal. Commissioned by AQHA in 1968, Mixer’s AQHA Ideal image is still used by the organization today. Wallet Day At Turf Paradise Free Wallets & $13000 In Cash Value Prizes

Plus Iconic Budweiser Clydesdales Turf Paradise is giving away wallets March 21st and will be welcoming back the Budweiser Clydesdales. The phrase “crying in your beer” was officially coined shortly thereafter. While the Method works on all types of horses, every horse will require you to vary your approach slightly. I break horses into two broad groups – hot-blooded horses and cold-blooded horses. Cold-blooded horses are generally docile, laid back and relaxed. This category is made up of most draft breeds and some bloodlines of Quarter Horses and gaited horses. These horses like to do everything slow, and it usually takes them longer to catch on to a lesson or concept. However, once they understand a lesson, they never forget it. Pros: Cold-blooded horses are generally easy to desensitize. Because of their laidback personalities, they’re often great confidence builders. Cons: If you have a cold-blooded horse you’re going to spend a lot more time telling him to hurry up and move his feet. Unlike hotblooded horses, cold-blooded horses say, “Life’s too short to be in a hurry. You look stressed. Do I look stressed?” They also have low ambition and don’t care to excel at anything except eating of course! How They’ll Build Your Skills: Cold-blooded horses will teach you how to effectively increase pressure. When most of these horses are first asked to move their feet, they’ll develop a crabby attitude and be resistant. The “easy as possible, but firm as necessary” saying will definitely be put to good use.

Reined Cow Horse Added to The Run For A Million

Reined cow horse riders will join the party this year at The Run For A Million Officials say the 2020 show will host its first-ever reined cow horse invitational during its second annual edition July 29-Aug. 1 in Las Vegas. The $100,000 cow horse event will be held in conjunction with the

existing reining competitions at the South Point Hotel, Casino and Spa – a roster that includes the show’s $1 Million Invitational for reiners. Amanda Brumley, show producer for The Run For A Million, said invitations will be sent to selected cow horse riders in the coming weeks. She said invitees for the inaugural cow horse invitational – which will be sponsored by DT Horses – will include ten Open riders with the top three-year average in earnings. A number of wild card riders outside that earnings bracket will be invited as well. She said the field, which has not yet been made public, will likely be limited to no more than 15 riders. Wild card riders were a big hit with last year’s $1 Million Invitational at The Run For A Million, in which wild card rider Cade McCutcheon tied EquiStat Elite $4 Million Rider Craig Schmersal for the win, so officials wanted to include them in the first cow horse class, Brumley said. “It was such a big hit, because they [the wild card riders] were the underdogs,” she said. “So, the format worked really well for the first year.” Riders can bring any horse. Like other events at The Run For A Million, the $100,000 cow horse class will be a one go-round event. There will be no preliminary round. Although the 2020 reined cow horse class will be an invitational, Brumley expected it to follow suit with the reining and include a qualifier in its second year. She has submitted an application for approval for this year’s class to the National Reined Cow Horse Association.

Stallion Foal Program will add more than $800,000 in prize money.

The National Cutting Horse Association (NCHA) is excited to announce that the NCHA’s Stallion Foal Program will add more than $800,000 in prize money at the 2020 Kit Kat Sugar NCHA Super Stakes. “The NCHA’s Stallion Foal Program is one of the richest breeding incentives that exist in

the western equine industry,” Jay Winborn, NCHA Executive Director, said. “The program was developed specifically for the NCHA’s Super Stakes event and requires foals to be nominated to the program in order to compete.” The Super Stakes is designed to showcase the breeders of the cutting industry. Each horse that competes at the show are

offspring of subscribed stallions and are nominated to the program. Enrolled foals are invited to compete in their four-year-old year, and then again in their five and six-year-old years.

On average, the program has added more than $700,000 each year in prize money to the Open, NonPro and Amateur divisions over the past three Super Stakes. In

addition, the program has awarded, on average, more than $123,000 in prize money each year for the past three years, to the stallion owners and foal nominators. “As of February 25, the total number of foals nominated for the upcoming Super Stakes is 2,482, which is 2.4 percent higher than the total number of foals nominated for the 2019 Super Stakes,” Lance Bryson, NCHA Chief Financial Officer, said. “This number could continue to increase as additional subscriptions and nominations are received with 2020 Super Stakes entries.” The 2020 Super Stakes will feature foals born in 2016 that are sired by one of the 148 stallions that have subscribed to the program. The subscribed stallions alone have contributed more than $350,000 to the total amount of prize money to be awarded. “The average number of stallions subscribed to the program has shown a slight decrease over the past couple of years; however, the number of foals has remained consistent and even increased in recent years, which contributes to significant prize monies at the Super Stakes,” Bryson said.

According to the Stallion Foal Program rules, 15 percent of subscription funds and 15 percent of nomination funds are allocated to stallion owners and foal nominators of the program in prize money. This year more than $120,000 will be awarded in Stallion and Foal Awards. After Stallion and Foal Awards, the remainder of subscription and nomination funds will be allocated to the four-year-old and the five and six-year-old classes, according to the program rules and percentages agreed to by the NCHA’s Stallion Owners Committee. The title of Western Pleasure Challenge champion will be presented to the exhibitor who earns the most points, showing up to three horses. Two of the horses can be shown in any of the existing open western pleasure classes: 2-year-old western pleasure, Level 2 or Level 3 junior western pleasure, or Level 2 or Level 3 senior western pleasure. The Impacts of Weather on Your Horse’s Digestion

There has always been a common myth that when the weather changes, the instances of colic in the barn increase. But is this true? Can a simple change in temperature, barometric pressure or location affect your horse’s health? A recent study says it may.

The study, conducted at the University of Pennsylvania in 20171, stated there were four variables that were good predictors for episodes of colic: age, geological latitude, instance of repeated colic events and barometric pressure. It is not uncommon for humans to suffer from creaky joints, headaches or migraines when the weather changes. The same holds true for horses. In fact, the study states, “For every barometric decrease in inches of mercury of atmospheric pressure, the odds of colic increase by a factor of 2.5.” Perhaps it is no myth after all – as this study provides evidence that episodes of colic are much more common within 12 hours after lowpressure systems, generally associated with cold fronts, move through an area. Why does this happen? While it is not well understood why this phenomenon occurs, we have some thoughts on the topic. Less movement When the weather shifts outside the horse’s thermoneutral zone, it must put in the energy to shift its body temperature in the opposite direction. This can put a toll on the horse, cause it to become stressed and result in colic. Many horse owners also restrict turnout or riding when it is too cold or too hot, however the horse still requires some sort of exercise – even hand walking – to keep the gut happy. Less water intake When the temperature either causes your horse to sweat, or it drops below freezing many horses will not drink as much water. When there is less water in the digestive system, the horse will become dehydrated, which can also trigger colic. Physiological changes When the barometric or air pressure changes, there are some physiological changes that take place inside the body as well. While we’re not exactly sure how they contribute to an increased incidence of colic, they are worth noting. For example, a downward shift in the barometric pressure may cause blood to thicken and blood sugar levels to decrease. In addition, the cool temperatures cause blood vessels to constrict, which increases blood pressure. These changes are microscopic, but significant. So, how can you be prepared? When the weatherman says there will be a dramatic shift in climate, make sure you have Vitalize® Equine Recovery Gel on hand. Miniature Horse Association of Arizona News

The Miniature Horse Association of Arizona will be sponsoring its annual Miniature Horse Shows March 26 – 29, 2020. Starting on March 26, there will be four shows back to back, March 26 through March 29. Hundreds of these miniature equines will be competing against each other in conformation halter classes, driving, jumping, halter obstacle, driving obstacle, roadster, carriage, costume and liberty classes. The horse shows will be located at WestWorld of Scottsdale, 16601 N. Pima Rd., Scottsdale, AZ 85260. The shows begin at 8:00 AM each morning and run into the evening with 100 classes scheduled each day. The public is invited to come out and see these charming little horses go through their paces. Free admission and parking for the public.

March 26 Thursday will be the Kick-off AZ “R” Miniature Horse Show. The horses at this show are the slightly larger minis measuring 38” and under at the last hair of the mane. They are registered with the American Miniature Horse Registry. Being the slightly larger horses, you will see more of them hitched to carts and buggies. The Kick- off AZ “A” show starts on March 27, Friday, with the smaller American Miniatures measuring 34 inches and under. They are registered with the American Miniature Horse Association, thus the “A” notation. On Saturday, March 28, the day is devoted to the Touch of Class “R” horses, and on Sunday, March 29, the final day will be the showing of the 33rd Annual Touch of Class “A” type American Miniatures. Expectations are for over a hundred small equines getting all primped and preened to show off their struts and stuff and compete with other fancy, prancing little horses for ribbons and awards from judges and ohhs and awes from spectators. If you have a small horse, come out to show. Each day at lunchtime there will be a Fun class for anyone who would like to enter their mini horses and it will be fun to be in the classes and fun for spectators to watch the classes! TRUMP PROPOSES $1.2 BILLION

BLM BUDGET TO MEET ENERGY & CONSERVATION The BLM budget prioritizes active forest and rangeland management to combat the threats posed by insect infestation, invasive species, and disease that contribute to the potential for catastrophic wildfire. In 2021, the budget invests $10.3 million for forest management on public domain lands and requests $112.8 million in the Oregon and California Grant Lands appropriation. The funding would allow the BLM greater flexibility in addressing fire resiliency in forest stands that have lower commercial viability but are located within high-risk areas or the wildland urban interface. The BLM Fuels Management program accomplished a recordbreaking 846,000 acres of fuels treatments in FY 2019, using a variety of active management vegetation treatments including mechanical, biological, and chemical tools as well as prescribed fire. This total exceeds the targets directed under Executive Order 13855, which sought 750,000 total acres of treatment from all of the DOI’s agencies. In serving local communities, the BLM Fire and Aviation Community Assistance program provided over $9.6 million to communities at risk near BLM-managed public land for on-the-ground treatments, education and planning efforts to reduce wildfire risk. In addition, through the Rural Fire Readiness program, the BLM is working to transfer 35 excess wildland fire engines to local fire departments and Rangeland Fire Protection Associations. To improve firefighter safety and increase operational efficiency, the BLM installed 240 Location Based Services units on wildland fire equipment in Alaska, Arizona, Colorado, Eastern States, Montana, Nevada, New Mexico, Utah and Wyoming in FY 2019, with a goal of 705 installations to be completed by the end of FY 2020. The GPS-based units will ensure tracking of BLM fire suppression resources and maximize operational efficiencies in the deployment of these resources.

Enhancing Visitor Experience on Public Lands The BLM-managed public lands include some of America’s premier outdoor recreation spots. Outdoor enthusiasts hike, bike, camp, hunt, fish, ski, ride horses and snowmobiles, and drive off-highway vehicles on the lands the Bureau administers. Visitor satisfaction remains high, with 96 percent of visitors surveyed reporting overall satisfaction with the quality of their experience. It is estimated during FY 2021 the BLM will provide recreation opportunities for more than 72 million visitors. On March 28, 2019, Secretary Bernhardt signed Secretarial Order 3374, Implementation of the John D. Dingell, Jr. Conservation, Management, and Recreation Act, to facilitate and prioritize implementation of Public Law 116-9, which includes provisions affecting all 50 States. This Act established many conservation and recreation special management designations, provided for a number of land sales, transfers, and exchanges, and resolved many longstanding and complicated tenure issues on lands managed by the Department. The 2021 BLM budget provides significant resources 98

in support of this Secretarial Order and the Administration’s priority of enhancing recreational opportunities and access, including $59.0 million for Recreation Resources Management.

The $37.6 million budget request for the National Monuments and National Conservation Areas program also supports recreation activities. These areas, protected by Congress and by Presidential proclamation, play an important role in providing outstanding outdoor recreation opportunities, including hunting and fishing, and support local economies and job opportunities in many rural western communities. National Conservation Lands connect youth, veterans, and families to the outdoors through programs and recreational opportunities including internships for students, youth and veteran employment and training, and volunteer service.

Increasing Energy Security Oil, natural gas, coal, renewable energy, and other mineral resources generate the highest revenue values of any uses of public lands from royalties, rents, bonuses, sales, and fees. The 2021 budget requests $199.3 million in the Energy and Minerals Management programs and reflects actions the BLM has taken to modernize environmental analysis and engage in stakeholder consultations. This includes $139.2 million for BLM’s oil and gas programs. Building on FY 2019 and FY 2020 efforts, the BLM will enhance efficiencies, reduce planning times, clarify permitting processes, and leverage technology to reduce processing times. The BLM currently manages more than 3,744 megawatts of installed solar and wind generation capacity on public lands. In addition, BLM oversees more than 405 geothermal leases, with 79 leases in producing status generating approximately 2,000 megawatts of installed geothermal energy capacity. This amounts to more than 40 percent of the total U.S. geothermal energy capacity. The majority of BLM’s renewable energy program funding is spent on inspection and monitoring. The proposed 2021 funding level of $29.5 million for Renewable Energy will support continued wind, solar, and geothermal energy development on public lands. The BLM proposes $18.9 million for the Coal Management Program and $11.8 million for programs associated with mining other minerals such as precious metals, trona, limestone, phosphates, sand, and gravel. These funds will be used to streamline program activities, expedite processing of applications, and provide for more timely inspection and enforcement actions. The BLM will also continue to facilitate and promote the exploration and development of critical minerals on public lands.

Promoting Good Government and Collaborative Conservation The BLM continues to identify opportunities to improve overall operations, internal communications, customer service, and stakeholder engagement. The proposed budget supports the Secre-

tary’s vision for a re-organized Department of the Interior that aligns regional boundaries to provide better coordination and focus resources in the field. The 2021 budget submission includes $4.8 million for the Joint Communication Infrastructure Improvement Project in the Southwest border region to provide shared infrastructure with other Interior agencies and complete communication along the border.

FEI Jumping Director John Roche to retire

The FEI’s Jumping Director John Roche, who has played a key role in equestrian sport’s global governing body since first joining the Federation in May 1987, will retire at the end of February. Captain Roche served in the Irish Army Equitation School and represented his country at top level on the international Jumping

circuit. John Roche’s FEI career started in the Sport Department under then FEI President HRH The Princess Royal, who took over the role from her father, HRH Prince Philip, the FEI’s longest serving President (1964-1986) and the man who put carriage driving on the international map.

The budget request includes $237.0 million for the Land Resources activity, which provides for integrated management of public land resources, including forestry, range, cultural, and wild horses and burros. These programs work together to support the BLM mission by providing renewable resources, commercial, and recreational uses, healthy forests, healthy vegetative communities, stable and productive soils, and healthy rangeland ecosystems. The budget supports big game habitat restoration, actively managing lands to reduce the risk of catastrophic wildfires, development and use of timber resources, and land stewardship. Within the Land Resources activity, the budget proposes $116.8 million for the BLM’s Wild Horse and Burro Program – a $15.3 million increase over the FY 2020 enacted level – to address wild horse and burro herds on public lands, and provides clear direction to mitigate the unsustainable growth rate. The budget request follows on the heels of a major boost in funding provided in FY 2020, and is consistent with Congressional direction to pursue a nonlethal management strategy. The Administration looks forward to working constructively with the Congress and stakeholders to ensure the long-term viability of wild horse and burro herds while meeting BLM’s land management obligations. The 48th Annual 2019 Year-End awards Banquet was held Sunday evening, February 16th at the Sun City Country Club with live music and dancing. Following an excellent buffet dinner consisting of chicken cordon bleu, roast beef, cheese raviolis, salads, veggies, and cake, awards were presented by Kaylee Hamm in each division. This year’s awards included silver belt buckles, silver spurs, director’s chairs, garment bags, bronze replicas, horse blanket, wood picture frames, and trophies. The over-all award was presented to the winner who had the highest accumulation of points from one Western division and one English division. As always, one of the highlights of the evening were the raffle drawings, starting out with a silver halter, followed by an English saddle, and finally a much coveted Blue Ribbon Western show saddle. Included in the raffles are all award winners from each division, whether they placed first or sixth place.

Tokyo 2020 team and individual quota places confirmed by FEI Following concerns raised about FEI Jumping Events in France and Syria where Olympic and Longines Ranking points were on offer, the FEI has investigated events at both Villeneuve-Loubet (FRA) and Damascus (SYR). The investigation into the three events at Villeneuve-Loubet in December 2019 has established that, contrary to the FEI Rules (Article 110.2.3 of the FEI General Regulations), two competitions counting for the Olympic and Longines Rankings were added at each event after the respective Definite Entries deadlines. The updated Schedules for these three events were submitted to the FEI by the French National Federation and were mistakenly approved by the FEI. As a result, and in accordance with Article 112.3 of the FEI General Regulations, the FEI has retrospectively removed these additional competitions, meaning that athletes who participated will lose their ranking points from these competitions. The Olympic and Longines Rankings have been updated accordingly. Additionally, the FEI has established that three of the six events at Villeneuve-Loubet in January 2020 also had two classes counting for Longines Rankings points added after the Definite Entries deadline, again contrary to the FEI Rules. As a result, these additional competitions have been removed and athletes that participated will lose their ranking points for these competitions. The FEI also reviewed the events that took place in Damascus (SYR) between October and December 2019, and while it was clearly established that there was no breach of FEI Rules and Regulations regarding FEI Calendar entries, the event Schedules or the number of events run, the investigation revealed an irregularity with the prize money at three of the events. The events held in Damascus on 24-27 October 2019, 31 October to 3 November 2019 and 13-17 November 2019 had total prize money that exceeded the limit for a CSI2* and the Schedules for these events were erroneously approved by the FEI. As a result, the FEI has removed one FEI competition at each of these events in order to bring the total prize money within the specified limit, but this has no impact on the Olympic Ranking for Olympic Group F. 114

The FEI has also reallocated one of the two Jumping team quota slots from the Olympic Jumping Qualifier for Group F in Rabat (MAR) in October 2019, following adverse analytical findings in two members of the Qatari team, Sheikh Ali Al Thani and Bassem Mohammed. Both athletes tested positive for Carboxy-THC, a metabolite of Cannabis, which is a prohibited substance under the FEI’s Anti-Doping Rules for Human Athletes (ADRHA). The FEI Tribunal issued a partial decision regarding the disqualification of the individual results of the two Qatari athletes on 15 February 2020. As a result, Qatar loses its team quota place for Tokyo and this has been reallocated by the FEI to Morocco. The FEI has now confirmed the team and individual quota places across the three disciplines of Dressage, Eventing and Jumping for the Tokyo 2020 Olympic Games, with three nations – Luxembourg (Dressage individual), Pakistan (Eventing individual) and Israel (Jumping team) – qualifying for the Olympic Games for the first time. The new formats have opened the door for more nations to compete at the Games, with Jumping going up from 27 in Rio to 35 in Tokyo, Dressage increasing from 25 to 30 and Eventing rising from 24 to 30. In total, the number of flags has risen from 43 in Rio to 48 in Tokyo. Latvia’s individual quota slot for Jumping would mean a first Games start after a 32-year absence, having last competed in Seoul 1988. The Czech Republic and Hong Kong, which have both qualified for an individual place in Eventing, are planning to return to the Games for the first time since Beijing 2008. The deadline to achieve the Minimum Eligibility Requirements (MERs) is 1 June, after which the FEI will confirm approval of the FEI Certificates of Capability to the National Federations. The final athlete/horse combinations for the three disciplines will be announced on 6 July 2020. The Olympic equestrian events get underway the day after the Opening Ceremony in Tokyo on 24 July. Dressage will be the first discipline to hold its competitions (July 25-29), followed by Eventing (31 July to 3 August) and then Jumping (4-8 August). The competitions will take place at the Bajikoen Equestrian Park and the Sea Forest Cross Country venue.
