Brighton - Council welcomed its new chief administrative officer at its meeting Monday night. Bob Casselman, who officially took the reins as the municipality's top administrator with the passing of a bylaw, said he's "very much looking forward to working with council, with staff and, quite frankly, the community as a whole ... (and) to moving forward with the various initiatives that are being identified within the strategic plan for the next five years." Casselman, who's in his 50s, has committed to serving as Brighton's CAO for that length of time. He was city manager at Brockville before being chosen from among 48 candidates to replace Gary King. King had come out of retirement last August to be CAO on an interim basis after Bill Watson left for reasons never made public, whether he chose to go on his own or was asked to leave. Ostrander said council has been the "full benefactors" of King's experience, wisdom and "frank discussion" of matters both privately "and in public where necessary."

He got to know Presqu'ile Provincial Park in his younger days delivering brochures to parks, resorts, motels and hotels in Eastern Ontario for the St. Lawrence Parks Commission.

Campbellford - A construction services company in Tanner Industrial Park continues to operate despite losing offices, a shop and a rental centre, along with hundreds of pieces of equipment, to an overnight fire last week. "This is a major setback but it's important to bounce (back)," said Ken Nicholson of Nicholson Bros Concrete, Excavating and Landscape Supplies. He estimated damage to the building, which had to be torn down, and the equipment inside totalled more than $1.4 million. The losses included a bulldozer, a skid steer, and two tri-axle dump trucks. The fire broke out sometime around midnight Tuesday night, Feb. 26. Firefighters were called to the scene at 12:20 a.m Wednesday morning by a neighbour who spotted the blaze, Trent Hills Fire Chief Tim Blake said. When they arrived they found heavy black smoke billowing from the "fully involved structure." Firefighters stayed all night, putting out hot spots.

Forty-two firefighters from Trent Hills responded to the blaze and 10 more from Brighton who helped with water supply. Nicholson said he intends to keep his employees "working as much as (he) can." He had a half-dozen customers come in Monday morning to rent equipment. "People think they're bothering you (but) it's no bother," he stressed. Nicholson said he would have a "makeshift" rental centre set up by the end of the week and begin bringing in equipment to service

his customers. "We're in business, and I want to look after my guys and my customers." Nicholson Bros started in 1993 and moved to its current location eight years ago. The company employs between 25 and 30 people. The fire started in the shop. The Ontario Fire Marshal's Office, along with the OPP and local fire department, investigated the scene to determine how it started. What remained of the structure had to be torn down to facilitate the investigation. "Still an unknown cause," Blake said Monday, adding, "Nothing suspicious." Nicholson thanked the community for its help - "We are very fortunate that we have lots of friends, family and people who care" - and he praised the firefighters who had to contend with conditions that were "absolutely terrible." "Unbelievable," he said of their efforts.

It is an inescapable fact that every community must face: businesses close. Typically it's storefronts that succumb to economic reality or ill-considered business plans, but every so often it's a major employer that decides to shutter its doors. Campbellford is the latest to experience this painful reality. Dart Container Corporation has announced it is closing its plant in town, a process that will take several months to complete. Fifty people employed at the polystyrene foam cup and bowl maker will lose their jobs, a telling blow to the workers and their families. "I'm sure there's a lot of worry out there," says Trent Hills Mayor Bob Crate. "People have mortgages and loans and stuff like that they have to look after." But the impact, naturally, extends much further than their personal loss. Local businesses stand to suffer as well when customers no longer have the same resources to purchase goods and services. "It's definitely going to affect our economy locally," says Lori Schuett, chair of Trent Hills Chamber of Commerce. "It's always hard when a business leaves." The municipality will also take a hit in diminished tax revenues and a

chipping away at its industrial base. Campbellford was fortunate the last time a company pulled up stakes. World's Finest Chocolate had operated a plant in town since 1958 when it closed its manufacturing facility more than a decade ago. However, it kept open its retail outlet, which remains as popular as ever, and it sold the 85,000square-foot plant to Blommer Chocolate, North America's largest processor of cocoa beans and ingredient chocolate products. The obvious hope is that Campbellford - and Trent Hills - will be blessed with the same good fortune as before. Crate says the municipality will do what it can to help the workers secure other employment, and to find another company to fill the huge void created by Dart's looming departure. It's a daunting task that grows ever more challenging in a world where automation is inexorably lessening the need for human labour and stiff competition from abroad for the production of goods is disturbingly unrelenting. It will take the best efforts of governments at all levels and partners in the community to overcome the blow that's been delivered. We wish them luck. LETTERS & COMMENTARY DEFEND LAKEPORT UNHAPPY WITH COUNCIL RESPONSE DEAR EDITOR:

At the Feb. 5, 2019 council meeting, Defend Lakeport made a presentation outlining our concerns with Sharpshooter Industries' intent to operate a cannabis production facility in Lakeport. At the conclusion of our presentation we requested a response and that that response be included on the Feb. 19, 2019 agenda. Council did not send a response to Defend Lakeport, nor was any included in the agenda. It was not until the meeting had adjourned and during Public/Gallery Question Period that discussion took place, initiated by our (Defend Lakeport) request for information. Mayor Martin's comment, "Again, I don't know how many times I have to say this, we have nothing to react to" was perceived by me to be a totally unempathetic response. When we pointed out that a 10' fence might be something to react to, councillor Ed Van Eg-

mond responded "You can put up a fence yourself if you want. I can put up a fence. Tim (Councillor Gilligan) can put up a fence." The fence discussion continued and I elaborated on the fact that we are talking about 10' fence with barb wire. To this councillor Gilligan replied "There is no barbed wire on top." This remark inspired me to search Cramahe's website wherein I found Bylaw 06-28 Item No. 4, No fence shall have a height greater than 2 meters (6.2 feet) as measured from ground level. I could only find this information as it relates to residential use. However it would be reasonable to assume that fencing height restrictions also apply to industries and that common sense would dictate that in a situation such as we have in Lakeport, where a property with outdated industrial/manufacturing zoning, in the midst of a residential area would not be isolated and exempt from bylaw protection. I would also like to refer councillor Gilligan

and council to Sharpshooter's website Sharpshooter.ca and click on the heading Investors under Achievements to date include: • Cleared the entire property of trees, shrubs, old fencing and a derelict building. • Erected a 10' high barb fence around the perimeter of the property. • Initiating engineering the 10,000 Square Foot expansion (extract plant and laboratories). Council may not be obliged or required to share pertinent information or progress with us regarding this matter however the slightest acknowledgement that our concerns are being taken seriously or even matter would go a long way. Not being forthcoming only adds to our growing frustration and anger ... that feeling being compounded by the fact that the site, although partially located in Cramahe, mainly negatively impacts the greater surrounding residential area of Lakeport which is located in Alnwick/Haldimand where residents pay their taxes and vote!

MUNICIPALITIES RELEASE STATEMENTS ON COUNCIL MEMBERS' REMUNERATION JOHN CAMPBELL jcampbell@metroland.com Brighton/Trent Hills The two municipalities have released itemized statements on remuneration and expenses paid council members in 2018. They're a summary of stipends, meeting honorariums, allowances, mileage and conference expenses. In Brighton former mayor Mark Walas collected $30,070 in stipend, $4,300 for attending meetings, $2,120 for conferences, $1,800 in taxable allowance

and $498 for mileage, for a grand total of $38,789. Former deputy mayor Roger McMurray received $19,008 in stipend, along with $3,960 for meetings, and $900 in taxable allowance, making his grand total $23,886. The other five council members - Mary Tadman, Brian Ostrander, Laura Vink, Steven Baker and John Martinello - were paid $15,342 as a stipend and $900 in taxable allowance. They differed in the amount they were paid for attending meetings.

Tadman was paid $5,100 (putting her total remuneration at $21,776), Vink $5,000 ($21,494), Ostrander $3,620 ($20,377) and Baker and Martinello $3,560 ($19,802). The overall total was $165,501 including $424 in expenses recovered from external agencies. In Trent Hills, Mayor Bob Crate was paid $39,574 in total, $31,500 as a stipend, $1,425 for meetings, $1,480 for registration fees, $1,344 for accommodations, meals and other expenses, and $3,825 for mileage.

Rosemary KelleherMacLennan, as deputy mayor, received $21,500 as a stipend, $2,925 for meetings, $137 for expenses and $1,033 for mileage. It all added up to $25,595. Four councillors - Rick English, Michael Metcalf, Cathy Redden and Ken Tully - received a stipend of $16,500. Bill Thompson was paid $15,125; he didn't run

for re-election in October and his spot on council was filled by Gene Brahaney, who was paid $1,375. English was paid $2,025 for meetings, $1,616 to cover registration fees, and $1,534 for mileage. His remuneration and expenses added up to $23,632. For Metcalf, it was $300 for meetings, $859 for registration fees, $1,103 for ex-

penses and $291 for mileage. Total: $19,053. Redden was paid $3,975 for meetings, $622 for registration fees, $680 for expenses and $336 for mileage. Total: $22,112. Tully was paid $2,175 for meetings, $2,237 for registration fees, $2,565 for expenses and $955 for mileage. Total: $24,432. Thompson claimed no money for meetings, registration fees, expenses or mileage. He was paid $15,125 for his stipend alone. Brahaney was paid $150 for meetings and $89 for mileage. Total: $1,614. The overall cost to the municipality was $171,138.

This riverside, cosy casual family restaurant is now open 7 days a week from 8 a.m. to 8 p.m., with new menus for breakfast, lunch and dinner, with daily specials, homemade style soup and desserts. "Nothing is store-

bought," said Jackie, owner and manager of Banjo's Grill. "We make everything here in the restaurant, including our soup and desserts." Jackie is new to the restaurant business. She started her career in retail, moving into independent sales. "I needed a career change; I was bored working on my own so I took a job at McGillicafey's so that I could work with people again," she said. "I just loved the experience and

THRILLER WRITER RETURNING TO BRIGHTON WILL FIND ITS LIBRARY HAS CHANGED JOHN CAMPBELL jcampbell@metroland.com Brighton - Fans of Canadian thriller writer Owen Laukkanen, who spoke at Brighton Public Library two years ago, will be thrilled to learn he's coming back for another visit March 14. He'll be talking about his books, which include Gale Force and six critically acclaimed Stevens and Windermere FBI thrillers, and likely his newest one as well, Deception Cove, which comes out in May, library CEO Heather Ratz said. His first visit was be-

cause he's a good friend of former library CEO Mellissa D'Onofrio-Jones, whose family still lives in the area, "so he's doing it as a favour," Ratz said. "We had a really good reception before." Laukkanen's 2012 debut book, The Professionals, earned stellar reviews from critics and bestselling authors John Sandford, who said it was "a brutally beautiful piece of work," and C.J. Box, who described it as "a high-octane adrenalin and gunpowder-fueled rocket ride." Kirkus Review said Laukkanen, a former professional poker journalist

and commercial fisherman who divides his time between Vancouver and Prince Edward Island, tapped into his nautical knowledge to write Gale Force: "A rousing seafaring yarn ... Laukkanen is a damn fine storyteller." The library will be giving away two of his novels and Lighthouse Books will be on hand selling them as well. "We're really looking forward to it," Ratz said. There's so much variety of what we have." They're also looking forward to the grand opening, which has yet to be scheduled. It's being held up until work on the front entrance is completed. Stormwater Master Plan Class Environmental Assessment (EA) The Municipality of Brighton has undertaken a Stormwater Master Plan Class Environmental Assessment (EA) to address existing stormwater system deficiencies and future infrastructure needs as a result of anticipated community growth within the Study Area shown on the key map. The Study Area was focused on the Brighton Urban Area located at the south end of the municipality. This Stormwater Master Plan Class EA examined alternative solutions to mitigate capacity issues in the storm sewers, stormwater management ponds, and overland flow pathways within the Brighton Urban Area. The preferred strategy for the Study Area was determined based on engineering requirements, environmental considerations, public input, Indigenous consultation, and information gathered during the Study. The Study was conducted in accordance with the Master Plan Phases 1 and 2 of the Municipal Engineers Association’s Municipal Class Environmental Assessment (EA) (October 2000, as amended in 2007, 2011, and 2015). The Master Plan Class EA process includes public and review agency consultation, evaluation of alternatives, assessment of the potential effects on the environment, and identification of reasonable measures to mitigate any adverse effects. By this Notice, the report is being placed on public record for a 30-day period in accordance with the requirements of the Municipal Class EA. Subject to comments received and receipt of necessary approvals, the Municipality intends to proceed with implementing the recommendations of the final report. Trent Hills - Dart Container Corporation is closing its plant in Campbellford. Employees at the polystyrene foam cup maker were given the bad news Wednesday morning, Feb. 27. "They had everybody together (for the announcement)," said one employee who agreed to be interviewed if not named in the article. "It's a business decision ... Styrofoam is not moving that well for anybody," the employee said. "It is the right thing for them to do." Production will cease in June "and the plant will be closed up by September." Dart, which operates in Canada as Dart Cup Inc., will begin gradually reducing the workforce the latter part of March with the first round of layoffs. Dart's corporate headquarters in Mason, Mich., issued a media release Thursday morning after the Independent contacted its director of communications. The company said it was closing the manufacturing facility "by the end of this year as part of a network optimization initiative." "In response to changing customer preferences in the marketplace and our company's need to adapt to those changes, we have evaluated our manufacturing footprint across the globe and have made the difficult but necessary decision to close our Campbellford plant," Dart president Jim Lammers explained. "This was a strategic but painful decision because we value the commitment and contributions of our Campbellford employees, many of whom have been with us for decades." Dart said it employs approximately 50 people at

the Campbellford location, which opened in 1985. "Employment at Campbellford will draw down throughout 2019 as Dart transfers production and equipment," the company said in its release. "Employees may be eligible for severance and will receive job placement assistance." "This is devastating for the people (who are losing their jobs)," Trent Hills Mayor Bob Crate said. He was attending a Good Roads convention in Toronto when he got word from staff that the plant was closing. "We've got a few months to work on it and we'll see what we can do for those who are affected," he said. "Hopefully we can do something to help with the situation, and we'll be looking at everything we can do to mitigate the loss of jobs." What it all means to the workers and their families affects the community "in a big way," Crate said. "I'm sure there's a lot of worry out there. People have mortgages and loans and stuff like that they have to look after." Without knowing what Dart's plans are for the building it will be vacating, Crate said the municipality "will be looking at ways to fill that plant" if given the opportunity. "We need to find that out so that we can plan how we're going to go about it," he said. "It's a good location and building. It has everything you need as a manufacturer. "Hopefully there is somebody out there looking for that sort of space." "What a shock," said Lori Schuett, chair of the Trent Hills Chamber of Commerce. "We had no indication this was coming at all." "We're very concerned for their employees," Schuett said. It's "a great loss" for the community. Schuett said when the

UPCOMING JOB FAIR COULD HELP DART WORKERS JOHN CAMPBELL jcampbell@metroland.com Trent Hills Mayor Bob Crate said upper levels of government have been contacted regarding help with retraining Dart employees. He also noted the Community Employment Resource Partnership is hosting its annual Northumberland County Job Fair for local employers and job seekers on March 7. More than 22 employers have registered to participate in the job fair and connect with potential employees. In excess of 100 various jobs and summer student opportunities are available in health care, manufacturing, retail and customer service, landscaping and food services. The job fair will take place at the Cobourg Lions Community Centre, 157 Elgin St. E., between 4 and 6 p.m. The county said in a news release some employers might conduct on-site interviews with qualified applicants, so "job seekers are encouraged to bring multiple copies of their cover letter and resume, and dress in interview-appropriate attire."
