Some participants carried signs protesting the provincial government's plans to overhaul the Ontario Autism Program. The public's understanding of the developmental disability "is growing but it's not enough, we need to do more," said Christina Knight, a director with the nonprofit which helps families affected by autism. "There needs to be more acceptance, more inclusion," added Joanne Alexander, who's also director. "That's what we're striving for here today, to promote more awareness within the community, because autism is on the rise." "They're saying that in the next 10 years ... one in 32 children (is) going to be diagnosed," she said. "It's a scary situation, especially with what (Premier) Doug Ford is rolling out." The government said change was necessary to ensure 23,000 children waiting for therapy would be able to access the help they need within 18 months. One way it put forward is to switch to direct funding, to give parents more of a say on how the money is to be used, but the amount was to be based on a family's means to pay originally. Parents slammed the overhaul, saying it would ultimately reduce the total amount of therapy available to children. The government responded to the criticism by tweaking what it proposed, so that children under six years old would be eligible for $20,000 in assistance a year, with the lifetime maximum set at $140,000. Children between the ages of 6 and 16 would receive $5,000, to a maximum of $55,000. The government also doubled funding to $500 million, scrapped income testing, and established a

said, adding Adam's Hope sponsors one of the local hockey teams. Bateman, who's president of minor hockey in Brighton, said several children with autism play on local teams, including Alexander's son. "They get treated like everybody else," he said. "They fit right in. It's all about inclusion."

LOCAL STUDENTS SAY NO TO PROVINCE'S EDUCATION CHANGES JOHN CAMPBELL jcampbell@metroland.com Brighton-Trent Hills High school students in Brighton and Campbellford joined tens of thousands of their peers across the province in a protest Thursday, April 4 against massive changes in the educational system being made by Ontario's Progressive Conservative government. The students walked out of class to gather outside their schools and draw attention to larger class sizes for grades 4 to 12, reduction in teacher numbers over time through attrition, and funding cuts for programs. The provincewide protest took shape on social

media, led by the Students Say No organization, which estimated more than 100,000 students from roughly 700 schools took a stand to make their voices heard. At East Northumberland Secondary School, Grade 11 student Amanda Kidd said she felt "violated as a student because a lot of the changes ... were made mindlessly," and she took special exception to arts programs - music, dance and drama - being hit with "one of the biggest cuts" in funding. "I feel like there was really no student voice that went into the making of these decisions," she said. Madi White, 17, Grade 12, said she was more con-

cerned about the impact the changes will have on her younger brother, who's in Grade 8. He will have "a tougher time in high school than it already is." Having fewer teachers is "very upsetting and not helpful at all." Tyler Form, Grade 12, said the changes are "going to end up ruining high school for the kids." Grade 11 student Hayden Toms said music programs are "really important" to him and he's opposed to cuts in funding that put them at risk. "I was really upset," he said. "I just discovered music when I got to high school and now it's being taken away from me. It's a very large part of my life."

education," said Lucille, who once taught math at ENSS. Three of their children are teachers. "We felt it was important

to get out here and be counted," she said. Sarah Shannon, Grade 11, took part in the protest because she was "fighting" for her dad, Swen, who has taught technology at ENSS since 1998. "I don't want him to lose his job," she said. "He's more at risk than the compulsory (subject) teachers." At Campbellford District High School, Emily McDonald, Grade 12, said in addition to being opposed to funding cuts, larger class sizes and fewer teachers, she didn't like the government making four credits mandatory online courses. Nobody wants to take them "and it's going to cause more job losses," she said. McDonald said she was "very happy" by the turnout at CDHS - close to 100 people, roughly the same as East Northumberland's and the "really positive response" the students received from the public.

MPP SAYS FEAR-MONGERING BY UNIONS BEHIND PROVINCEWIDE PROTEST JOHN CAMPBELL jcampbell@metroland.com Northumberland-Peterborough South - MPP David Piccini says the April 4 protest by high school students opposed to changes in their education was "triggered" by teachers' unions engaged in "fear-mongering." The walkout by tens of

thousands of students across the province "reflects a real lack of understanding of actually what's happening," and he blamed the unions for having "charged them up." The unions are "heading into bargaining and they're whipping up (emotions) and fear-mongering among our youth,"

by conducting "very aggressive" social media campaigns. "That's fundamentally not fair," Piccini said, adding: "These are the same people who said we are going to get rid of JK ... (and) increase class sizes (from) grades 1 to 3. We didn't. Piccini said the government will remain res-

olute in its efforts to improve the teaching of science, technology, engineering and math, and to help students acquire "financial literacy." Parents and students have told him "they're all very excited about that," he said. He stressed the increase in average class sizes, from 22 to 28 stu-

dents, will be implemented over four years, and that reduction in staffing levels will be achieved by not replacing teachers who retire. Addressing another issue students raised, Piccini said e-learning will prepare them for careers in their future, "lest we have a whole generation not ready to master the

skill sets ... (and) demands of tomorrow's economy and tomorrow's jobs." Those with special learning needs or on learning plans will be exempt from taking the mandatory four online courses, he said. He fully supports the students' right to protest and he listens to what they have to say whenever he engages them, which is often, he said.

The provincial government announced that starting in September, students will be banned from using cellphones in the classroom except for educational purposes. Was this a non-announcement? Local educators indicate classroom cellphone use is already limited in most instances. Education Minister Lisa Thompson confirmed the ban March 15, citing recent public consultations (most online) that indicated 97 per cent of respondents support some form of a ban on cellphones. Beginning next school year, cellphones will no longer be allowed in the classroom unless they are required for educational purposes, health and medical purposes, or to support special needs, she said. "By banning cellphone use that distracts from learning, we are helping students to focus on acquiring the foundational skills they need like reading, writing and math." Students need cellphones as they are using them today to help them with their studies - fundamental ones like reading, 'riting and 'rithmetic. Under Thompson's watch, we should probably add one more 'R' - resiliency. The government is talking about something that already exists. School boards have policies governing the use of 'personal electronic devices' in the classroom. With all the changes in the past 15 years, it's important for educators to take advantage of new technology and teach students to use it responsibly. The province says these devices may be used during instructional time for educational purposes if principals and teachers establish guidelines for the use of the devices emphasizing responsible and safe use. Principals and teachers are already doing this - there doesn't need to be a complete cellphone ban in the classroom. Guidelines also state cellphones and other devices can be used on school property outside of instructional class time, so long as the use of these devices does not distract from instructional class time, extracurricular activities, and co-curricular activities. Use of the device should also not violate any other school policy or negatively impact the network. The provincewide ban on cellphones in the classroom is part of the government's new 'Education that Works for You' vision. Leading up the vision's unveiling March 15, more than 72,000 parents, teachers, students, employers and organizations provided input. Could it be the cellphone ban was included in the statement to deflect some of the attention being put on controversial changes affecting class size, autism services and sex-ed?

VOLUNTEERS LIFT PEOPLE AND THEIR COMMUNITIES APRIL 7-13 IS NATIONAL VOLUNTEER WEEK IN CANADA, ALICIA VANDINE WRITES ALICIA VANDINE Column

The week of April 7 to April 13 is officially designated as National Volunteer Week in Canada. It is meant to recognize and thank the collective efforts of the 12.7 million Canadians whose volunteer activities have helped people and their communities. According to the Conference Board of Canada, "About 44 per cent of Canadians volunteer an average of 156 hours a year. This is a massive work effort, providing services that are equivalent to 6.5 per cent of our total employment." We see the impact of

these volunteer actions every day. There are volunteers who lead neighbourhood activities or advocate on behalf of others. We have volunteers who tutor people to read, lifting their self-esteem and increasing their success in school. We have volunteers visit people, lifting their spirits and keeping them connected to their communities. We have volunteers coaching sports teams, instilling community pride and creating memories. The greatest thing about volunteering is that it doesn't need to always be done in a formal way. Have you spontaneously paid for someone's coffee or let someone go ahead of you in line at the grocery store? Have you shovelled your

neighbour's driveway after a storm when you knew they were ill or away? You have lifted someone in the community. This informal volunteerism reminds me of a quote I read many years ago about the volunteering from an unknown author. "Volunteering is the ultimate exercise in democracy. When you volunteer, you vote about the kind of community you want to live in." There is also a volunteer factor - as much as a volunteer lifts their community, volunteering can also give the volunteer a lift. When you volunteer, your sense of purpose is lifted when you see how your efforts have helped someone else. Alicia Vandine is a freelance reporter with the Brighton Independent. They must also be set back from residential, commercial, open space, future development and community facility zones by a minimum of 70 metres (230 feet), and include a landscaping buffer strip at least nine metres wide (30 feet) along any lot line abutting a non-industrial use. The restrictions were recommended by municipal planning consultant Darryl Tighe in a report he submitted to council. Local resident Robert McIntosh asked council what the amendment means for existing cannabis production facilities. Coun. Doug LeBlanc said he had complained to the OPP about odours emanating from a grow-op near his home in the country and was told "they couldn't do much ... until there was enough cannabis being grown legally." Tighe said that was his understanding as well. "It's essentially a situation driven by the undersupply (of recreational cannabis) in the province," which was "late getting out of the gate," he said. "Other provinces are quite a ways ahead." Once "legal production ... catches up to the demand or comes closer, then the other facilities are likely not going to continue," Tighe said. LeBlanc asked if the grow-ops not in

If they don't, either property owners

The consultant said the municipality could ask Health Canada "to investigate and if necessary take action where any facilities are operating without the air filtration in place." Mayor Brian Ostrander said "that's happened, and we've run-up against some federal roadblocks." LeBlanc said "it's a grey market right now." He reiterated being told by the OPP that grow-ops operating on a much larger scale than authorized by Health Canada "will be shut down" once the legally produced supply of recreational cannabis matches demand. LeBlanc said there are 11 grow-ops currently operating in the municipality. McIntosh said afterwards he lives on County Road 2 near Bowes Road and the grow-op producing the foul odours is located about 500 metres from his home and has three large greenhouses. The smell of maturing marijuana plants "started getting worse last summer," he said. "The smell is so bad that we can't open our window when it's at its peak." McIntosh said he learned through MP Kim Rudd's office that the site doesn't have a licence from Health Canada.

Cramahe Township - Council has extended the interim control bylaw it passed a year ago to temporarily prohibit medical marijuana cultivation and processing facilities being set up. Members agreed more time was needed to study the issue and that recreational cannabis be included as well, since its use is now legal. A report prepared by Heather Sadler of Ecovue Consulting Services Inc. recommended the township amend its zoning and site plan control bylaws in a way that ensures all cultivation and processing facilities "will be safely and efficiently designed." She noted "there has been growing concern from the public on the perceived impacts from these operations." But fears they will lead to increased crime "are unfounded and anecdotal," while most concerns about the impact cul-

• 1/2 cup butter • 1 cup sugar • 2 eggs • 1 cup ripe bananas, mashed • 1 tsp vanilla • 1 3/4 cups flour

• In a large bowl, cream butter & sugar & eggs & beat until mixture is smooth. Mix in bananas & vanilla, beating well. Combine flour, baking soda, baking powder & salt. • Add to banana mixture alternately with sour cream & milk, mixing just until combined. • Stir in 3/4 cup chocolate chips. • Pour batter into a greased 9 x 13”pan. Sprinkle on remaining 3/4 cup chocolate chips. • Bake in 350 oven for 35 to 40 minutes or until center springs back when lightly touched.

CRAMAHE, BUILDER REACH DEAL ON DEVELOPMENT CHARGES Cramahe Township - A deal has been struck between the township and a local builder on the amount of development charges that will be levied for the initial phase of the largest residential development ever undertaken in Cramahe. Council met in camera

April 2 to finalize the deal, to include a clause in the Foxtail Ridge subdivision agreement setting the development charge for the first 37 single detached dwelling units at $5,600 apiece, to be paid at time of occupancy. That's far less than what the township approved last

June, $10,362, when it doubled the amount it charged for development. The increase, the first in five years, was justified in a background study. The new charge will apply to the rest of the subdivision which the company behind the $150 million project, Fidelity Homes Inc., says will contain 320 dwelling units when completed within eight years. "I'm happy," Mayor Mandy Martin said of the compromise.

OFF-ROAD VEHICLE TRIAL BY-LAW

OFF ROAD VEHICLE BY-LAW - No. 014-2018

The Municipality of Brighton has passed a trial By-Law to permit Off-Road Vehicles on Municipal Roads and Road Allowances. Off-Road Vehicles are permitted on Municipal Roads and Road Allowances from April 1st, 2019 to November 30th, 2019 from 8 a.m. to 8 p.m. All Off-Roads vehicles are subject to the provisions of this By-Law and in accordance with Ontario Regulation 316/03 of the Highway Traffic Act, as amended. Northumberland County roads within the Boundaries of the Municipality of Brighton are prohibited to travel on by OffRoad Vehicles. However, riders can cross County Roads at a 90 degree to access Roads and Road Allowances. During this time, Municipal Staff will be keeping monthly stats to evaluate the outcome of the trial By-Law. CONSERVATIVE HIRING CLIMATE ANTICIPATED ACROSS COUNTY NORTHUMBERLAND County area employers expect a conservative hiring climate in the second quarter of 2019, according to the latest ManpowerGroup employment outlook survey. "Survey data reveals that 10 per cent of employers plan to hire for the upcoming quarter," said Tra-

cy Rocca of Manpower's Pickering office. "The remaining 90 per cent of employers plan to maintain their current staffing levels in the upcoming quarter." Rocca added that, with the seasonal variations removed from the data, the second-quarter net-employment outlook of nine

per cent is a one percentage point increase when compared with the previous quarterly outlook. "It is also the same percentage point from the outlook reported during the same (period) last year, indicating a modest hiring pace for the upcoming months," said Rocca. "Canadian job growth

has picked up in the first quarter of 2019, and this appears to be reflected in the forecast for the second quarter of 2019," said Darlene Minatel, country manager for ManpowerGroup Canada. "With the private sector ramping up hiring efforts, 66,800 new jobs were created (in) January, and this

trend can be expected to continue in the second quarter of the year," said Minatel. Minatel said Ontario and Quebec continue to experience a hiring surge, but many employers are still struggling to find the right candidates for open jobs. The ManpowerGroup

employment outlook survey is conducted quarterly to measure employers' intentions to increase or decrease the number of employees in their workforce during the next quarter. It has been running for more than 55 years and is considered a highly respected economic indicator, it says online.

PROGRAM DELIVERS THOUSANDS OF MEALS EVERY YEAR ALICIA VANDINE aliciavandine@gmail.com Last year, Community Care Northumberland's Meals on Wheels program delivered more than 4,500 hot and frozen meals at lunchtime to residents within the Municipality of Brighton. Joanna Mecozzi, CCN's professional cook, led the team of kitchen volunteers that cooked and prepared each one of those hot meals. "It's a great crew of volunteers," said Mecozzi. "Everyone is upbeat and we have such a fun time preparing meals for clients." Mecozzi has been leading CCN's kitchen volunteers for six years. "I was volunteering with Community Care, working with hospice clients," she said. "The Meals on Wheels cook was retiring and with my background in cooking, the local program co-ordinator approached me to take over this job. It was a great opportunity to do

"I have always loved cooking and when I retired as an educational assistant, I decided to renew my food service certificate at Fleming College so that I was upto-date with food handling health standards." Meals for the program are prepared every Tuesday and Thursday in the kitchen at Trinity-St. Andrew's United Church. Mecozzi does all the buying and menu planning for this program, working with CCN staff to ensure all dietary needs of their clients are met. "We provide well-balanced, affordable meals for seniors," said Mecozzi. "Hot meals are $6 each and they include an entree, vegetable and side, soup or salad and dessert. Everything is made right here in our kitchen with the help of our volunteers." This Meals on Wheels team prepares and delivers more than just a healthy lunch; they are keeping people healthy and also bringing a reassuring smile to someone who needs some help to stay independent in their own home.
