The plan, adopted by council on April 15, sets out nearly 60 goals with deadlines ranging from immediate to 2028 (when a plan for "a dedicated recreation/fitness facility that includes opportunities for aquatics" is to be ready, along with another, on the long-term sustainability of Brighton's water/wastewater service). Most goals are to be met before the end of 2021, such as undertaking a study on a ward system before the next municipal election. Long-term goals include making plans for an underpass/overpass near No Frills (by November 2026), creating a new seniors dropin centre (November 2021), advocating for a rail service/stop (June 2025), and building an outdoor recreational space for year-round use (December 2025). "It is a living document and subject to change," cautioned Bob Casselman, chief administrative officer. "We will be reviewing it on an annual basis formally to make whatever changes we deem appropriate." He said that staff will identify

priorities for council to consider in implementing work plans based on goals set out in the plan. "This is all about accountability. We're telling the community what we're going to do over the course of the next five to eight years," he said. Updates will be provided quarterly. The strategic plan was developed over the past six months, in consultation with the public. OPP: BODY FOUND IS THAT OF MISSING WOMAN

"A post mortem examination was conducted by the forensic pathology unit at the Centre of Forensic Sciences in Toronto," said Northumberland OPP in an update late Thursday, April 18. "The remains have been identified as Nicole Smith, 25 years old, of Campbellford, Ont." Last Saturday, April 13,

A search resumed April 14, 2019 with members of the emergency response team combing through a wooded area near the town. at about 6:30 p.m., Northumberland OPP said officers were called to a wooded area of a park north of Campbellford after human remains were found by citizens.

Smith was reported missing last August. In the months that followed, Northumberland OPP appealed to the public for help on several occasions.

page, there is a post on April 9 which speaks to a planned search for Smith on Saturday, April 13. "Hey there, now that the snow has melted, we want to get back out there and do some searching, for anyone interested in helping us, we will be doing a search this Saturday, April 13 at 1 p.m.," reads the post. Just nine days later, on April 18, the day police confirmed Smith had been found, there was another post. "It is with a very heavy heart that we share with you the body we found was in fact Nikki," reads the post. Goals to be met within two years include planning for a new ice surface (arena/ curling), helping to secure stable, reliable and affordable internet services, developing planning policies that require developers to build affordable housing units, and facilitating the redevelopment of the vacant property at the corner of Prince Edward and Elizabeth streets where there was once a gas station.

The strategic plan approved by council sets out the municipality's strengths: good policies and plans; well-maintained capital assets; experienced, professional staff; a dedicated base of volunteers prepared to offer their expertise; and "a pool of talented youth." Brighton's weaknesses are needed upgrades, critical positions that remain unfilled, a lack of community engagement, a loss of partnerships, and a separation of services caused by Hwy. 401 and railway tracks, which gives rise to concerns about how it impacts emergency responses. The document says that there are several opportunities, including developing partnerships locally and beyond, to boost resource use, economic development and tourism, and having "a large loan capacity and healthy reserves." Brighton faces threats in three areas: tax revenues being generated largely by residential properties, neighbouring communities that "are well-positioned to attract staff, businesses and aging residents," and "a local demographic with high expectations of service," which will force council to balance "many needs and wants."

Essentially, everyone, including you reading this article right now, is a potential source for a reporter. How do you get your sources? It's one of the most frequent questions journalists receive, and the handling of sources is not something we take lightly. Sometimes sources come to us. We'll be approached by a community member we've made a connection with through another story, or taking a phone call, email or social media message from someone who has an interesting story to tell. For routine types of reporting such as crime, all

factual information should be confirmed by an official source - for example, the police in the case of a crime. Responsible journalists avoid publishing rumours by getting the facts from sources whose job it is to know the truth in such situations. Other times we must look a little harder for sources. This could mean reaching out to people via email, social media and phone, or even knocking on doors in search of comments. Usually, these types of sources add colour to your story - anecdotal accounts and/or character descriptions of the story's subject. The public interest is best served when news sources are identified by their full name, and we always encourage people to go on the record; however, there are exceptions. Sometimes, reporters will use confidential sources if that is the best way to serve the public interest. Underage and vulnerable people may also require anonymity for their own safety. The decision to publish comments by an anonymous source is not one we take lightly. The reporter must discuss the situation with their senior editor, and if the decision is made to move forward with the comments, the reporter must describe in the article why the source is not being named. Essentially, everyone, including you reading this article right now, is a potential source for a reporter. The Canadian Society for Medical Laboratory Science (CSMLS) is the national certifying body for medical laboratory technologists and medical laboratory assistants. They are a not-forprofit organization that is funded entirely by membership dues and they do not receive any operational funding from governments or other organizations. Incorporated in 1937, this society has more than 14,500 members in Canada and in countries around the world. Medical laboratory technologists practice in hospitals, private medical facilities, public health lab-

oratories, government labs, research and educational institutions and they play a critical role in the health system by performing lab tests on blood, body fluids, cells and tissues nearly half a million in Ontario each day. Since 1985, CSMLS has sponsored a special week in April to promote awareness and understanding of the role of medical laboratory professionals in the health care system. This year it runs from April 21 to 27, 2019. So during this week, I think it is important to think about all the people who work within this field and how laboratory information has a profound impact on our health. Laboratory services provide the information required by our physicians and health care providers to start, adjust and also to stop a course of treatment. Just imagine if this information was not available. The Society has also been raising concerns about a looming shortage

in the industry. In the next five to eight years, 45% of Ontario's medical laboratory technologists are eligible to retire and there are not enough students in school right now to replace those who are retiring. Who is going to manage a blood sugar test to diagnose and monitor diabetes, a biopsy to check for cancer, prenatal testing to detect genetic diseases, enzyme analysis to identify heart disease, assessment of cells and tissues to aid surgical decisions? These and thousands of other tests are performed by a lab technologist each day to provide the results other health professionals need to deliver the best care. Medical laboratory professionals are an integral part of patient care and I hope by raising awareness of their impact during their designated week that it will inspire more to get into this field. FLOOD WARNING ISSUED FOR THE REGION A WARNING IS ISSUED WHEN FLOODING IS BEGINNING, OCCURRING OR WHEN MORE SERIOUS FLOODING IS POSSIBLE NORTHUMBERLAND - Lower Trent Conservation has issued a flood warning for Rice Lake and Trent River from Hastings to Trenton. The warning updates a flood watch issued on April 18. A warning is issued when flooding is beginning, occurring or when more serious flooding is possible. It requires action that may include the activation of the municipal flood emergency plan, warning residents or businesses in specific affected areas, and in some cases evacuation. The conservation authority notes the Trent

River system is in full spring thaw, with the rain received over the Easter weekend and the warm temperatures melting the snowpack in the northern sections of the river basin in the Haliburton, Central Lakes and Upper Crowe areas. There is still some remaining snowpack in these north areas and with the 10 to 15 millimetre rain predicted for Tuesday and Wednesday this week, the flows will be sustained. Outflows from the Kawartha Lakes, through the Otonabee River, into Rice Lake and down the Trent River are expected to increase for the next several

days with operations planned at Hastings to maximize outflows from Rice Lake as it reaches full conditions. Flows into the Trent River from the Crowe River are at 190 centimetres and were still trending upwards as of Tuesday. Parks Canada will continue to operate the dams along the Trent River to facilitate flow to the Bay of Quinte. While the potential dangers presented by rivers, small streams and open ditches never cease to exist, they are of particular concern at this time of the year. Parents and caregivers are advised to keep children and pets away from all waterways. Areas around dams, culverts and bridges should be avoided at all

times. Daily water level updates are available at www.LTC.on.ca. If you have concerns about water levels contact Lower Trent Conservation at 613-394-4829. This warning will be in effect until Monday, April 29.

VOCALESE COMMUNITY CHOIR UNITES IN SONG FOR UPCOMING CONCERT ALICIA VANDINE aliciavandine@gmail.com The love of singing is what unites the members of the local community choir, Vocalese. Vocalese has members who sing bass, tenor, soprano and alto and under the direction of Mitchell Cox, sing well-known tunes in harmony at two concerts per year. Jessie Macklin, one of the newest members of the choir said, "I absolutely love it; I have met so many new people who also love music." Betty Pounsett, a second-year member said, "Friends brought me to a Vocalese concert and I was

singing along because I knew all the words. I knew this was the group for me because I just love singing with other people." Sharon Graham has been singing with the group since 2001. "It's more than just singing, it's a very social group and a great way to meet new people. Many of our members live in Brighton but we also have members who live in Roseneath, Trenton and Smithfield and it's our love of singing that brings this group together." "You don't have to read music," said Barb McGinnis. "New members are always welcome and you don't have to audition."

The Vocalese Community Choir is currently practicing for their upcoming concert on May 5, 2:30 p.m. at Trinity St. Andrew's United Church. The concert is called 'Sounds of Spring' and tickets are on sale at Lighthouse Books in downtown Brighton. Tickets are $15 for adults, $5 for students aged 13-19 and free for those under age 13. Tickets will also be available at the door. The choir will be singing pieces from 'Joseph and the Amazing Technicolour Dream Coat' and 'Africa', and performing other old favourites. Trent Hills - Part of downtown Campbellford will be closed to traffic soon to allow for the installation of sanitary sewers on Doxsee Avenue. Beginning May 6 vehicles will not be allowed on Bridge Street East from the bridge to Ranney Street while work continues on a $3.5 million reconstruction project that began last fall. Trent Hills general manager of infrastructure renewal and public works administration Scott White told council April 16 that when Balterre Contracting Ltd. was awarded the contract the idea was that a single lane would be left open to allow vehicles to pass through the downtown. However, the contractor has determined it's "impossible" because "the trench is so deep" that having a lane open would become a safety issue for workers. Balterre asked that the street be closed

COUPLE HOPE TRANSPLANT WILL END MS NIGHTMARE JOHN CAMPBELL jcampbell@metroland.com Campbellford - Life has grown steadily worse for Allison Edwards since multiple sclerosis took it over. The auto-immune disease began attacking her central nervous system four years ago and its relentless assault has left her in a severely weakened state. Ken Tizzard said his wife has spent most of the last 18 months in bed or on a couch because "she's in unbearable pain every day" and has "a very difficult time walking." Her MS has been "very severe and aggressive" and "she was not responding to any of the treatments ... to keep the disease at bay," Tizzard said. "She just kept having attack after attack

after attack." All seemed hopeless until a month ago when the couple learned she had been chosen to undergo a stem cell bone marrow transplant in Ottawa, where her neurologist is located. It's not an operation but a series of procedures that take place over six months. It starts this Friday with chemotherapy, to be followed by enzyme therapy to grow the bone marrow. Then the stem cells are harvested and "cleaned," Tizzard said. More chemotherapy and enzyme treatment will follow. After that "they reintroduce her stem cells that they had frozen ... (and) regrow her immune system from scratch." "It's not a cure, people still have MS and (its)

"It's an incredibly painful and dangerous procedure, so we're scared to hell but at the same time we're really excited to have this opportunity," he said. Only eight transplants are done each year at The Ottawa Hospital, "and we feel like we have won the most horrific lottery in the world," Tizzard wrote on Facebook. Although apprehensive about what's to come, "for the first time in a while we

have hope of reining in this beast of a disease." Tizzard said they've talked to people who needed wheelchairs to get around before having stem cell bone marrow transplants years ago. Now they're walking, hiking, exercising, "living normal lives," he said. Edwards has been told that after her transplant she can expect "another six months to a year of complications because it's so hard on the body," Tizzard said. "They say it's a year to two years before you're back to normal," he said.

Tizzard, who's a singersongwriter, set up a GoFundMe account in late March to help cover the cost of living in Ottawa without any regular income to sustain the couple. Donations have surpassed $22,000 and various fundraisers have been planned. "The outpouring of support from the local community and my musical community ... across Canada (has) been astounding," Tizzard said. "We've gotten probably 1,500 emails and messages from people just saying they're thinking about us and if there's anything they can do." Local businesses have also offered to help. "The amount of love and support that we've got I can't even begin to explain how much that has helped us and ... is going to continue to help us through this." "Everybody has really made it easy for us to go and not have to worry about the expense."

FUNDRAISER AT HIGH SCHOOL THIS WEEK

A spaghetti dinner along with a concert by Campbellford District High School's jazz musicians has been organized by those connected to St. Mary's Separate School, where Allison Edwards taught for many years before taking ill, and the high school, where the couple's younger daughter is a student, and their older one was a graduate. The event will take place at the high school April 25, starting at 6 p.m. Ken Tizzard was once a member of the Watchmen which is going to do a fundraiser with other bands in Toronto. He's going to do a show as well, at the Campbellford Legion May 10 with a half-dozen local bands. Official Plan & Zoning By-law Update Survey

The Municipality of Brighton is embarking on a major update to our Official Plan and Comprehensive Zoning By-law and would like the public to contribute to our update process from the initial stages. An Official Plan is a planning policy document that establishes goals, objectives, land use designations and general land use policies in order to manage and direct development and land uses throughout the Municipality. Official Plans outline what is generally permitted within the land use designations and includes associated policies. Plans are generally viewed as “living documents” subject to amendment over time. A Zoning By-law is a legal document that is passed under Section 34 of the Planning Act. A Zoning By-law is one of the principle means to implement the Official Plan while helping to reduce conflict between different land uses. The Zoning By-law allows municipalities to control:  How land or buildings are used;  The type of building that can be constructed;  Where buildings can be located;  How tall a building can be;  How many residential units may be constructed;  How small or large a property may be;  The number of off-street parking, accessible parking and bicycle parking spaces; and  Other features related to the use of land. Participation in the review process is important so that the Official Plan and Zoning By-law reflect the community’s desires for the future of the Municipality. Cramahe Township - It will cost the municipality roughly $55,000 to restore parts of Trenear Road that were heavily damaged on March 15 by a large volume of water flowing downhill. Manager of operations Jeff Hoskin said in a report to council the township spent more than $40,000 to have the road repaired and put back in use by April 1. There will be an additional expense to hydroseed the ditch and surface treat the road again. He said the damage was caused by snow melting and rain falling, and ditches being full of ice and snow that couldn't handle the flow. Twenty other municipal roads needed to be repaired as well, but at less expense, for $14,000, in subcontracted grader and dump truck services. Coun. Don Clark commended Hoskin and his department for their work, saying "an unusual spring" had made it "very challenging" for his crew. "You did a very good job getting things going," he said, a sentiment echoed by Mayor Mandy Martin. Hoskin said he had met with a Ministry of Natural Resources pit inspector to review the site from where a large amount of accumulated water had apparently overflowed onto Trenear Road. "She's going to be working with the owner of the pit to make any changes necessary so that this will never happen again," he said.

Toronto-born Don Oakley has always fostered a curious nature, being interested in tinkering with hands-on stuff. "I got into woodworking in my early 20s and moved to Brighton in 1987 because I prefer rural living over city life. I am a country boy born in the city. I was building custom cabinets when a friend asked me to replace some croquet mallets; there is where it started. Through a series a connections, I found a whole community outside of recreational backyard croquet, bigger than what I would have expected. So I introduced myself into this world, and a gentleman took me under his wing in developing my first mallet in 1992." In 1993, he was invited to a big tournament in South Florida. He brought along his product and it expanded from there, through a series of "accidental happenstance and intentional networking." His Oakley Woods Croquet company is now the primary manufacturer in North America. "When I made that first piece, I thought nobody in their right mind would spend $50 on a croquet mallet. Fast forward, my top end models are over $500 with graphite shafts." According to Don, Canada is a fairly small community of a few hundred (tournament level) players spread across the country. He sat on the board of directors of Croquet Canada for 15 years. He estimates in the United States there are more like 10,000 serious players on laser level flat bowling greens. "To lend credibility to my product, I

His designs vary in range from mallets made from solid ash heads up to middle range polyurethane heads ("Virtually indestructible.") of entry tournament level to high-end models with black walnut heads
